Escambia County Sea Turtle Season Still Going Strong
As September draws to a close, the 2022 Sea Turtle Nesting Season remains active. Sea Turtle Conservation Program staff and volunteers celebrated 39 nests on county beaches this season, which breaks the previous record of 36 nests from 2016. A quiet hurricane season has also led to higher-than-average hatch success rates, with over 1,400 hatch lings reaching the Gulf of Mexico as of Sept. 26.
It was a record year for loggerhead nesting across the southeast region, with beaches across peninsular Florida, Geor gia and the Carolinas seeing record nest counts. The Gulf Coast also celebrated a banner year. In addition to Escambia County’s first successful leatherback hatch in over 20 years, Mississippi docu mented its first sea turtle nest since 2018 and Kemp’s Ridley sea turtles were docu mented nesting on Louisiana’s Chande leur Islands for the first time in 75 years. But the season’s not over yet! Six nests remain incubating on county beaches and will hatch in the coming weeks. STCP staff and volunteers continue to monitor nests periodically and remain on standby to respond to turtle strandings or other incidents.

Natural Resources Conservation Division Geocaching In Escambia County
Escambia County Natural Resources Conservation Division, the Florida Department of Environmental Protec tion and the City of Pensacola have part nered to create a geocache tour designed to route residents and visitors to the area’s environmental restoration projects and unique environmental habitats. Since its implementation, approximately 4,500 geocachers have visited at least one cache along the tour that spans form Lake Stone in Century to Pensacola Beach.
Recently, NRC has gone through and reevaluated the caches along the tour that were impacted by Hurricane Sally or other disturbances. There are currently six active and three inactive geocaches that are inaccessible due to repairs being made to the area. We have also added one new cache on the tour at the Perdido Key Community Center in the new Perdido Key Coastal Demonstration Garden. Installed by Natural Resources Manage ment staff, the garden is designed to demonstrate landscaping techniques on barrier islands, focusing on using native species that provide benefits to wildlife.
Please visit Geocaching.com and filter the search to “hidden by – FDEP” to see the full list of caches available along our tour.
Resiliency Program
Developing a Baseline Greenhouse Gas Inventory for County Operations
Escambia County is taking a major step toward ensuring a more sustainable future. The Resiliency Program is devel oping a baseline greenhouse gas inven tory for county operations. A baseline greenhouse gas inventory will provide the county with information about where, when and how energy is being consumed by county operations. The project will allow the county to set measurables emis sions reduction goals and track progress as the county seeks to reduce green house gas emissions by reducing waste and enhancing efficiencies of facilities and our fleet.
Supporting Real Estate Acquisition Through Environmental Review
The Resiliency Program supports the county’s Real Estate Acquisition Office by conducting transaction screening assessments on parcels of interest in Escambia County. The goal of the TSA process is to identify potential environ mental concerns and provide limited environmental due diligence for the Real Estate Acquisition Office.
The Resiliency Program conducted six TSAs in the third quarter of 2022. These assessments support acquisition activity for a future fire station, floodplain resto ration, dirt road paving and a drainage project. The photo below shows one of the three parcels assessed as a potential site for Eleven Mile Creek Floodplain Restoration.

IN NOVEMBER, PENARTS AT THE GORDON IS THRILLED TO PRESENT AMERICAN MARIACHI!
DESANTIS, CRIST CLASH ON EDUCATION ISSUES
RYAN DAILEY NEWS SERVICE OF FLORIDATALLAHASSEE — Education issues such as parental rights, school boards and teachers unions have become a key battleground in the race between Gov. Ron DeSantis and his Democratic chal lenger, Charlie Crist.
DeSantis, who is widely considered a potential 2024 presidential candidate, has drawn national attention because of his at-times controversial education decisions. He also has gotten heavily involved in county school board races, helping many of his preferred candi dates win seats in the August primary elections or advance to the November general election.
Crist, a former Republican governor who became a Democrat and got elected to Congress from Pinellas County, is betting on his ability to convince voters that he can reinstate “respect to educa tors.”
“Because that doesn’t exist right now,” Crist said on a Florida Education Asso ciation podcast.
DeSantis and Crist are sharply divided on a range of education issues heading into the Nov. 8 election.
The incumbent Republican backed legislation that intensified scrutiny of school library books and instructional materials, imposed term limits on school board members and outlawed instruction about sexual orientation and gender identity in early grades. All of those measures, and more, were readily approved by the Republican-dominated Legislature, cheered by conservatives and decried by Democrats.
As he campaigns, DeSantis touts his highest-profile political victory in the education arena — reopening schools during the COVID-19 pandemic. The governor rarely misses an opportunity to remind people that Florida was among the first states to bring students back to campuses.
“We saw that during COVID, when they were locking kids out of school in other parts of the country, and they did that for over a year. And that’s created, now, years of learning loss. I’m happy to say in Florida we made a priority to have our kids in school and we’re much better off for that,” DeSantis said during an Oct. 10 appearance.
The pandemic helped fuel DeSantis’ focus on school board politics, seek ing to create conservative majorities on boards, and put teachers unions in his crosshairs.
“This is new, particularly for Repub licans. Because that had basically been, unions would back candidates and that would be it. And so now, I think more parents are interested, some of our voters are interested,” DeSantis said about backing 30 school board candi dates before the primary elections.
DeSantis’ campaign in June launched a questionnaire designed to gauge how closely school board candidates align with his educational priorities. He also signed a bill that imposed 12-year term limits on school board members.
The governor clashed with the Flor ida Education Association in the court room and the court of public opinion about his school-reopening decision. DeSantis later also blocked school districts from requiring students to wear masks to try to stave off the spread of the coronavirus.
Crist, meanwhile, has been endorsed by the FEA, which is the state’s largest teachers union.
FEA President Andrew Spar said Crist, when he was governor, “chose to stand on the side of teachers, staff and students” in Florida. Crist was elected governor in 2006 and served one term before making an unsuccessful bid for
the U.S. Senate.
“He understands the importance of making sure you have the right to do your job in the classroom. He’s some one who wants to stop the teacher- and staff-bashing and lift up those of us who work in our public schools,” Spar said.
Crist deepened his ties to teachers unions by selecting Karla Hernandez, who leads the Miami-Dade County union, as his running mate.
“By picking Karla to be the lieutenant governor, the next lieutenant governor of Florida, I wanted to make a statement about how important teachers are,” Crist said on a recent episode of an FEA’s podcast. “So, I thought that by picking somebody of her caliber with the great experience, and breadth and depth of her experience … being a teacher, yes, but being a special-ed teacher as well, really hit my heart.”
Hernandez, who was born in Hialeah to Honduran immigrants, is president of the United Teachers of Dade. The union is the largest in the southeastern U.S., according to the American Federation of Teachers national union.
Crist’s selection of Hernandez became an immediate target for the GOP.
Republican Party of Florida Executive Director Helen Aguirre Ferre called Hernandez “a radical left-wing teach ers’ union boss” and painted Crist’s pick as “a slap in the face to Florida families.”
Crist and Hernandez have used DeSantis’ education decisions as a point of attack while on the campaign trail. Crist said on the FEA podcast that DeSantis “has been a disaster” for public education.
Crist criticized DeSantis on the issue of teacher pay, though DeSantis has pointed to an effort he helped spear head to raise minimum teacher salaries to $47,500.
Democrats also have slammed the measure that increased scrutiny of school library books.
“We’ll start with not banning books, how’s that? I mean, you can’t make this stuff up, it’s incredible,” Crist told the FEA. “What are they going to do, burn them next?”
School boards are required under the law to adopt procedures that, in part, provide for the “regular removal or discontinuance” of books from media centers based on factors such as alignment to state academic standards. DeSantis called the law a move toward “curriculum transparency.” It is part of a larger effort by the governor and conser vatives to strengthen what they say is parents’ right to control what children encounter in classrooms.
Free-speech organization PEN America in September released a report outlining “the rapid acceleration of book bans” in American schools, with its CEO Suzanne Nossel criticizing efforts like the Florida law.
“This, we characterize as an ‘ed scare,’ a deliberate effort to fan a sense of panic, that there is something going on in our schools that is dangerous, that is corrupting. That teachers and librarians are complicit in a rogue agenda,” Nossel said during a news conference.
But DeSantis’ quest to weed out “indoctrination” from classrooms has gained significant traction with conser vatives. It also has drawn accusations from Crist and other Democrats that DeSantis is more focused on a future White House bid than helping Floridians.
As the Democrats have looked to counter DeSantis, Hernandez pledged that a Crist administration would keep its hands out of school board decisions.
“We’re not going to insert policies or make school boards our political grounds, because that has no place for us,” she said during the FEA podcast.
DOT, CONTRACTOR FACE RECORDS LAWSUIT ON MIGRANT FLIGHTS
JIM SAUNDERS NEWS SERVICE OF FLORIDATALLAHASSEE — An open-govern ment group has filed a lawsuit against the Florida Department of Transpor tation and a state contractor, alleging they did not comply with publicrecords requests stemming from controversial flights of migrants to Martha’s Vineyard in Massachusetts.
The Florida Center for Government Accountability filed the lawsuit Satur day in Leon County circuit court. The non-profit group also filed a separate lawsuit last week against Gov. Ron DeSantis and the governor’s office seeking to force the release of records.
The lawsuit filed Saturday alleges the Department of Transportation and Vertol Systems Company, Inc., did not comply with requests under the state’s public-records law for infor mation related to a contract for the Destin-based Vertol to fly migrants to Martha’s Vineyard.
The group made records requests on Sept. 21 and Sept. 22, after the DeSantis administration flew about 50 migrants from Texas to Massa chusetts. The two flights of migrants drew national attention and came as DeSantis regularly criticizes the Biden administration on border policy and the handling of undocumented immi grants.
The state has paid $1.565 million to Vertol for the Martha’s Vineyard flights and, potentially, for addi tional flights of migrants to “sanctu ary” communities, according to state records.
In the first request, the Florida Center for Government Account ability sought documents from the Department of Transportation about any “work plan made or in connection with the contract with Vertol Systems Company relating to the relocation of immigrants to Martha’s Vineyard,” the lawsuit said.
In the second request, the group sought any “record in the possession of Vertol Systems Company, Inc. … in connection with the rendition of services performed.”
The lawsuit said the department on Oct. 7 provided 11 pages “contain ing quotes by Vertol for the proposed contract.”
“On that same day, the center noti fied FDOT that the production was incomplete and not a good faith response,” the lawsuit said.
Documents attached to the lawsuit show that the department provided

NEARLY 520,000 IAN INSURANCE CLAIMS FILED
NEWS SERVICE OF FLORIDA STAFF
With the largest number involving resi dential property, nearly 520,000 insur ance claims had been filed Friday from Hurricane Ian, according to data posted online by the Florida Office of Insur ance Regulation. The data showed that 519,686 claims had been filed, including
copies of a series of memorandums dated Aug. 2, Sept. 2 and Sept. 6 from Vertol to the agency. The memoran dums included information about issues such as costs for potential flights.
“The first Project (hereafter ‘Proj ect 1’) shall involve the facilitation of the relocation of up to fifty (50) indi viduals to the State of Massachusetts or other, proximate northeastern state designated by FDOT based upon the extant circumstances,” a Sept. 6 memo said, adding that the total price for the first project was $615,000.
As of Saturday, the lawsuit said the department and contractor had “failed to produce a single record in response to the second records request.”
The earlier lawsuit, filed Oct. 10, sought records, phone logs or text logs that could show communications by DeSantis Chief of Staff James Uthmeier about the flights, accord ing to the lawsuit. Also, it sought any records that would show communica tions with Texas Gov. Greg Abbott’s office about relocating migrants.
The DeSantis administration late Friday released records that included text messages showing involvement by Uthmeier and Larry Keefe, a publicsafety aide to DeSantis, in planning the flights, according to reports by the Miami Herald and other news organi zations.
That lawsuit remained pending Monday morning
The Sept. 14 flights started in San Antonio, Texas, stopped at an airport in the Northwest Florida community of Crestview and then headed north to Martha’s Vineyard. The DeSantis administration tapped into $12 million that the Legislature provided to trans port undocumented immigrants from Florida — though part of the contro versy has centered on the migrant flights originating in Texas.
Sen. Jason Pizzo, D-North Miami Beach, has filed a lawsuit in Leon County circuit court, alleging the DeSantis administration violated the state Constitution and a separate law. Meanwhile, lawyers representing some asylum seekers flown to Massa chusetts filed a potential class-action lawsuit against DeSantis, Department of Transportation Secretary Jared Perdue and people who helped recruit the immigrants in Texas.
