world of belief lying just beyond the fringes of every day“Overreality.the years, I’ve encountered an array of photographic séance phenomena,” Taggart said in her book. “These arti facts made me consider the analogies found at the intersection of life, death, Spiritualism and photog raphy. Photography and Spiritualism both offer an interaction with what was once present, but is now gone. Each uses the term ‘medium’ to describe their role as an intermediary instrument for commu nication. Trance states often develop under a red light, like the latent images brought forth in the fluid of chemical darkrooms. Ectoplasm is described as moist and fragrant, like human emissions, and light-sensitive, like photo graphic materials. Wombs, cameras and séance rooms are all devices that generate and transmit presence from inside a dark chamber.”
While this double-sided coin of belief and skepti cism haunts the histories of both photography and Spir itualism, Taggart’s photo graphs do not take sides. As seen in many of the exhibit photos on display in Séance her photos often include unexplained phenomena including glowing orbs, out-of-place light flares and visual blurs which invoke the feeling of otherworldly entities. Shannon Taggart was first introduced to the reli gion as a teenager, when her cousin received a message from a medium at Lily Dale revealing a strange family secret. The incident made Taggart deeply curious about Spiritualism, lead ing her first to photograph the Lily Dale community in 2001 and eventually to document other Spiritu alist centers, including Arthur Findlay College in the United Kingdom and Montcabirol in France.

Qualifications of Board Members
On Thursday, Sept. 22, Escambia County will hold a joint public meet ing with NAS Pensacola to discuss the NAS Pensacola Compatible Use Study. The meeting will take place from 6-8 p.m. at the Escambia County Central Office Complex, 3363 W. Park Place, room 104. The public is invited to attend and learn more about the study. Attend ees will also have the chance to learn more about NAS Pensacola’s impact on the community and what the project will bring to the region.
This board was established by the Board of County Commissioners through adoption of Escambia County Ordi nance No. 2005-38, enacted on August 18, 2005. Upon the legislative sunset of the Escambia County Civil Service Board, effective October 1, 2005, the MSPB was created to provide a fair and equitable mechanism for the expedi tious review of appeals and grievances of the classified employees of the county before a non-partisan deliberative body. County Ordinance 2005-38 provides the means for a classified, permanent employee under the jurisdiction of the MSPB to appeal disciplinary actions, and that these employees may file an appeal or grievance for perceived viola tions of the ordinance or the rules. Pres ently, the classified employees under the jurisdiction of the Board of County Commissioners, the Sheriff’s Office, the Supervisor of Elections and the Santa Rosa Island Authority are covered under theTheMSPB.MSPB is composed of five volunteer members, each selected by the Board of County Commissioners. Each member serves a two-year term.
West Florida Public Libraries, along with Escambia County District 1 Commis sioner and Chairman Jeff Bergosh, is pleased to announce a ribbon cutting ceremony for the new Bellview Library Friday, Sept. 16 at 11 a.m. This is the first public library in District 1, located at 6425 Mobile ConstructionHighway.ofthelibrary began in 2021. The 12,500 square foot library features a unique origami-inspired design with a capacity to hold 480 people. Inside, the library consists of a large open space divided into areas for a lobby, story time events, library service programs, leisure reading and more. The open floor plan provides entrances to other support spaces including multiple study rooms, a computer room and STEAM (Science, Technology, Engineering, Arts and Math ematics) room. Those who come to the library will be able to take advantage of skill-building classes, daily hands-on activities and more.
Todd Humble, Director of Library Services, says, “As the newest library in Escambia County in over a decade, the Bellview Library has a different layout and feel than our other library loca tions. The unique look of the building creates immediate inquiries as to what the building services as, thus increasing community awareness. It was designed with flexibility in mind, and we look forward to hosting events here in the coming years.”

MSPB meetings are typically held once per month but may occasionally meet a second time, if needed. Meetings are normally held on the second Monday of each month at 5 p.m. On months in which a hearing occurs, the hearing is held at approximately 5:30 p.m. in the BCC meeting room at the conclusion of the business portion of MSPB meeting.
The Bellview Library will be open Monday-Friday, 10 a.m.-7 p.m. and Saturdays, 10 a.m.-4 p.m.
In addition to the use of the National Guard, the budget item approved Friday will allow the Department of Corrections to “contract with Florida county facilities for additional staffing that may become available, if necessary.”
The medical-cannabis company Trulieve contributed another $5 million last week to a ballot initiative aimed at legalizing recreational use of marijuana, accord ing to a newly filed finance report. In all, Trulieve has contributed $10 million to the Smart & Safe Florida politi cal committee, which is trying to get the initiative on the 2024 ballot. The committee had not received any other
account to run in 2024 in Broward County’s Senate District 35, accord ing to the state Division of Elections website. Book defeated Sharief in the Aug. 23 Democratic primary, but the seat will be on the ballot again in 2024. Ordinarily, senators are elected to fourterms. But in reapportionment years, such as this year, half are elected to two-year terms.
“We’re definitely trending in the right direction,” he said.
But the clinic argues that it made repeated requests to the agency in April and May for information about when the 24-hour waiting period requirement would take effect and got no information.
A Leon County circuit judge on April 25 issued a decision upholding the law, which passed in 2015 but had been on hold amid a constitutional fight. The state Agency for Health Care Adminis tration, which regulates abortion clinics, has sought to impose fines for alleged violations of the law in the days and weeks after the judge’s ruling.
“Whyreserves.wouldwe be trying to spread our National Guard so thin? So, it’s a BandAid. We know the infrastructure in our prisons is crumbling, and it’s just appall ing that the governor would want to take this sort of tactic,” Driskell, D-Tampa, said. “Florida has ignored this agency, ignored this problem and underfunded this agency for years.”
“We received historic pay increases for our correctional officers and have hired more correctional officers monthly than we have seen in years,” Department of Corrections Secretary Ricky Dixon said in the release. “With the temporary support of the Florida National Guard, we will be able to recover and train the next generation of public safety professionals to perform our important mission.”
Tallent told lawmakers Friday that the agency for the first time in years is hiring more workers than it is losing.
Rep. Bryan Avila, a Miami Springs Republican who serves on the legislative panel and is a member of the National Guard, said guard members are prepared to do whatever is necessary when called upon.“When they sign up, just like I did, they do it because they want to serve our great state and they want to serve our great nation,” said Avila, who will join the Senate in November after winning a seat without opposition.
The prison staffing shortage is result ing in “extensive correctional officer overtime,” and guard members will be used for nine months or until the correc tions department “determines it no longer needs National Guard assistance,” the proposal said.
NATIONAL TO AT SHORT-STAFFED PRISONS
--- Pay hikes, shorter shifts and shuttering facilities are some of the strategies Florida has employed to try to rehabilitate a prison system that leaders have said is in crisis.
GUARD
The prison system housed about 82,000 inmates as of the end of June, according to a recent report by state analysts. It has roughly 24,000 autho rized positions, including more than 18,000 security positions.
“What all this will allow the depart ment to do is take the staff that currently do this that are certified correc tional officers and move them into the compound into direct inmate-contact positions, therefore reducing stress on the compound, stress on our current offi cers and helping reduce overtime,” Tall entDeSantissaid.
But Sen. Audrey Gibson, D-Jackson ville, remained unconvinced. The Joint Legislative Budget Commission, made up of House and Senate members, has authority to make mid-year budget deci sions.“The issue of our (prison) guard short age in our prison facilities is not new. And this Band-Aid, I don’t even know,” she said. “It’s a policy issue and it’s some thing that … should have been vetted before we ever left Tallahassee (during the legislative session). … I understand that our guard gets trained for what they do in the community. Within a prison is a totally different environment.”
The two other cases pending at the Division of Administrative Hearings involve Miami-Dade County clinics. One of the cases challenges the Agency for Health Care Administration’s attempt to impose a $41,000 fine against A GYN Diagnostic Center, while the other chal lenges the agency’s attempt to collect $3,000 from Doctor’s Office for Women, Inc., which does business as Today’s Women Medical Center.
While the details of the three cases differ, each center on allegations that the agency found violations of the 24-hour waiting period law when it conducted surveys at the facilities in May.
But despite the efforts, Gov. Ron DeSantis’ administration is calling on Florida National Guard members to work at correctional facilities, a dramatic step meant to alleviate a staffing shortage that has plagued the prison system for years.
Lawmakers on Friday approved a request from the Department of Correc tions to free up $31.25 million that, at least in part, will be used to cover the costs of deploying guard members to prisons.Mark Tallent, the department’s chief financial officer, told the Joint Legisla tive Budget Commission that the money would be used to pay up to 300 guard members to be deployed to prisons until July.The guard will assist with perime ter security, entry and exit security and issuing supplies to inmates from secure stations, among other things. Members will be deployed to the Northwest Flor ida Reception Center, the Reception and Medical Center and the Calhoun, Frank lin, Hamilton, Jackson, Mayo, Santa Rosa and Union correctional institutions, according to the department.
Themonths.Department of Corrections spent more than $103 million on overtime during the fiscal year that ended June 30, 2021, compared to about $35 million five years earlier. Data for the most recent fiscal year was not immediately available.
But hours before the legislative meet ing began, the Department of Corrections pushed back with a news release high lighting praise from sheriffs, a warden and the leader of the union representing prison officers.

— A Central Flor ida abortion clinic is challenging a potential $193,000 state fine, the third case to emerge in recent weeks about whether clinics properly complied with a law requiring 24-hour waiting periods before abortions can be performed.
The issue emerged in July when Insurance Commissioner David Altma ier and state Chief Financial Officer Jimmy Patronis questioned Demotech and warned that widespread down grades could affect homeowners across the state. The Florida Department of Law Enforcement on Friday announced the arrests of three former Pasco County high-school teachers who are accused of fraudulently helping students pass state agricultural industry certifica tion exams. Investigators alleged that teachers Harold “Jim” Martin, Robert Herrington and Kathleen Troutman ran a scheme that involved the teach ers taking the exams together and later providing what were essentially exact copies as “study guides” to students. The teachers also are alleged to have recruited students to allow the teach ers to take cell-phone photos of exams. The photos were used to update the study guides. Florida Department of Law Enforcement Tampa Bay Special Agent in Charge Mark Brutnell on Friday told reporters that 284 students took exams using the study guides.
