TO HOST 2022 ITEN CYBER RANGE EXERCISE

Participants will face off in this year’s Cyber Range Exercise to put their cyber security skills and knowl edge to the ultimate test.
GBSI will open their SOC and Cyber Range to area high school and college students who are interested in or currently pursuing a career in cybersecurity. For this cyber range exercise, local students will have a chance to compete against one another for prizes and recognition at the annual ITEN Wired Summit.


“GBSI is working with area schools to identify and register teams for the event and we anticipate having four schools represented in the competition this year,” GBSI Senior Program Director, James Morris said.
The Cyber Range Exer cise will be hosted by GBSI on Saturday, October 1 from 9 am to 3 pm at the GBSI Security Operations Center
located at 316 S. Baylen St., Suite 500 in downtown Pensacola.
The primary goal of this exercise is to provide expo sure and hands-on experi ence to students pursuing careers in cybersecurity (CS) using skill-based scenarios. The scenarios are presented as challenges, games, or competitions with live scoring and leader boards to enhance the expe rience but at the basic level the exercises are designed to make the players use the knowledge, skills and abilities they have gained through training they’ve received in school along with their personal IT expe rience.
“Competitors will gain an in-depth understanding of the CS landscape while gaining familiarity with different roles and duties of the varied occupations within the field,” Morris
explained. “By holding this event in our Security Operations Center (SOC), the students will have an immersive experience rela tive to the day-to-day life of a cybersecurity profes sional.”
Email phishing, external threat vectors (like viruses, malware, spyware, ransom ware), security best prac tices and security policy implementation are just a handful of some of the skills, knowledge and abil ities that can be assessed and enhanced by utilizing GBSI’s Cyber Range.
“The exercise itself will require students to complete activities and tasks to reach objectives outlined in the selected scenario. Skills exercised will range from
the most basic (logging in to a virtual machine) to more advanced require ments which could include things like vulnerability identification and miti gation or security policy implementation,” Morris explained. “Our Cyber Range has countless scenar ios ranging from beginner to advanced and the goal for this event is to identify or create a scenario that is challenging but achievable for each of the participants within the time allotted.”
The event will kick off with a tour of the GBSI facility and a full introduc tion to the Cyber Range, which is where the compet itive exercise will take place. The exercise will be time-boxed and feature a
full range of cybersecurity topics to test the knowledge, technical skills and abilities of each participant. At the end of the competition, the most skilled contestants will ascend to the top of the leaderboard and the results from the competition will be revealed.
“The leaderboard inter nal to our Cyber Range, which can be monitored by the competitors, will keep score and the team with the highest score at the end of the day, will be declared the victor for this year’s event,” Morris said.
Competition winners who receive top honors will be awarded and recognized by GBSI President, Chris Middleton during the ITEN Wired Summit on October 6 at 11 am at the Pensacola Beach Hilton hotel.

NAVAL AVIATION MUSEUM FOUNDATION’S 3RD ANNUAL ONWARD & UPWARD VIRTUAL RACE TO CELEBRATE TOPGUN PILOTS AND PROGRAM
The Naval Aviation Museum Foundation (NAMF) will host its 3rd annual Onward & Upward Virtual Race throughout October to celebrate the U.S. Navy’s TOPGUN pilots and program. Open to participants nationwide, the Onward & Upward Virtual Race registration portal opens October 1.
The U.S. Navy Strike Fighter Tactics Instructor program, also known as TOPGUN, is an elite strike fighter air division that started in 1969 as the United States Fighter Weapons School. This program selects and trains our nation’s best strike fighter pilots, currently training in F/A-18 jets.
The Navy’s TOPGUN program received worldwide recognition after the 1986 film, “Top Gun,” set box office records. The elite fighter jet training program received international spot light, once again, more than 30 years later in this year’s movie sequel, “Top Gun: Maverick.”
The Onward & Upward virtual race allows participants to choose the distance, time and place to complete the race, anytime between October 1-31. Participants can register online for the 1 mile, 5K or 10K distance for a $35 regis tration fee. All participants will receive a sliding F/A-18 jet and pilot aviators race
medal and a digital race bib.

ESCAMBIA COUNTY RECEIVES $13,200 AWARD FOR PUBLIC WORKSHOPS AND PLANT GIVEAWAYS
Escambia County is excited to announce a $13,200 award from the Pensacola and Perdido Bays Estuary Program’s Community Grant Program in support of coastal landscaping workshops and plant giveaways.
The county will host the workshops and giveaways in partnership with UF/ IFAS Escambia Extension and the Flor ida Master Gardeners to improve resi dent awareness and access to native landscaping resources. In addition to public workshops, the project will also work to engage local nurseries to carry native coastal species for retail purchase. Staff and project partners will begin nursery outreach in the coming months, with workshops and plant giveaways planned for the early spring.
Native landscaping is required for properties seeking coverage under the Perdido Key Habitat Conservation Plan. The approved plant list is designed to maintain and improve habitat conditions for coastal wildlife, including the criti cally endangered Perdido Key Beach
Mouse. The project will build off the success of the coastal demonstration garden and provide coastal residents with the information and plants needed to jumpstart their native landscaping plans.
“We’ve seen a huge interest in using native species since the garden’s instal lation, but residents don’t know where to purchase them,” said Samantha Bolduc, Community Outreach Specialist for Escambia County Natural Resources Management. “By working with our local nurseries to stock native species, we’re aiming to support both local wild life and businesses.”

The Escambia County Board of County Commissioners is seeking Escambia County residents interested in volun teering to serve on the Escambia County Contractor Competency Board. One applicant will be appointed for service beginning in December 2022.

TALLAHASSEE --- One of Florida’s most-powerful lawmakers and a North Miami Democrat touting a “grassroots” campaign are competing in the Nov. 8 election to become state agriculture commissioner.
Outgoing Senate President Wilton Simpson, a Trilby Republican and egg farmer, has more name recognition, political connections and funding as he goes up against Naomi Blemur, the first Haitian-American to be a major-party candidate for a Cabinet seat.
But with the contest an undercard to races for governor and a U.S. Senate seat, Simpson said he isn’t taking the contest for granted. In addition to serving as one of three statewide elected Cabinet members, the agriculture commissioner runs the Florida Department of Agricul ture and Consumer Services, a sprawl ing agency that oversees issues involving farmers and ranchers, manages public lands, inspects amusement-park rides, ensures food-safety and school-lunch programs and oversees concealed-weap ons licenses.
“I think that these (Cabinet) races will ultimately be close. And when I say close, they can be three to five points away. But in Florida, that’s a landslide compared to four years ago,” Simpson said, also allud ing to races this year for attorney general and state chief financial officer.
Blemur, a Miami native, sees her campaign as a “grassroots” effort. She’s received little Democratic Party support after emerging from a three-candidate primary where some of her endorsements were rescinded over past social-media comments opposing abortion and viewed as homophobic.
Asked about the endorsement contro versy, Blemur noted that nearly 700,000 Democrats, more than half of those participating in the primary, voted for her.
“I believe what the people of the state of Florida want to know is whether or not
Naomi Blemur is a candidate that’s going to fight for everybody. And the answer to that is yes,” she said.
While Attorney General Ashley Moody and Chief Financial Officer Jimmy Patronis are running for re-elec tion, Agriculture Commissioner Nikki Fried decided to run this year for gover nor instead of seeking another term on the Cabinet. Fried lost an Aug. 23 Demo cratic primary to Charlie Crist.
As with the other Cabinet races, debates have not been scheduled in the agriculture-commissioner contest and there is scant public polling. Experts say the outcome likely will be affected by the gubernatorial and U.S. Senate races.
“There is only so much space for politi cal information consumption for most people,” Florida Atlantic University political-science professor Kevin Wagner said. “It’s hard to break out when there are other high-profile races going on at the same time.”
Susan MacManus, a retired politi cal-science professor at the University of South Florida, indicated the downballot nature of the contest might make it tougher for the lightly funded Blemur.
“Early on, Florida Democrats were criticized for not recruiting stronger candidates for these races,” MacManus said. “The party’s own funding difficul ties have again prompted them to put most of their emphasis on the governor and U.S. Senate races.”
Blemur has raised about $14,500 since the Aug. 23 primary and had about $3,000 on hand entering late-September. She had raised a total of $66,185 and loaned $12,500 to her campaign.
At the same time, Simpson had $1.6 million on hand in his campaign account and more than $13.1 million at his disposal through four political committees --- Jobs for Florida, Friends of Wilton Simpson, Florida Green PAC and Future Florida.

POLITICAL GO-TO GUY ANTONACCI DIES
DARA KAM NEWS SERVICE OF FLORIDATALLAHASSEE --- Pete Antonacci, a political fix-it man who garnered bipar tisan praise during a career in public service that spanned more than three decades, died of a heart attack Friday afternoon.
Antonacci, a former prosecutor and supervisor of elections, most recently headed a controversial new state office charged with probing voting irregulari ties.
Gov. Ron DeSantis appointed Antonacci,73, as director of the Office of Election Crimes and Security in July.
“He was a dedicated, tenacious, and assiduous public servant, lawyer, and respected professional --- a friend to all in the state of Florida,” DeSantis said in a statement Friday, adding that Antonacci “vigilantly sought to uphold the law throughout his lengthy career” in the state. “His fighting passion will be missed, and his legacy will persist in the hearts and minds of many.”
Governors turned to Antonacci to straighten out tangles in troubled offices ranging from the Broward County elec tions office to the South Florida Water Management District.
Antonacci, whose death was first reported by Florida Politics, was appointed last year by DeSantis and the Cabinet as chief judge of the state Divi sion of Administrative Hearings, before being tapped this summer to direct the office that critics have dubbed the “elec tions police.”
His career also included stints as CEO of the state business-recruitment agency Enterprise Florida and state attorney in Palm Beach County. Antonacci spent 12 years working for the prominent Gray Robinson law firm in Tallahassee.
Former Gov. Rick Scott appointed Antonacci, a longtime ally, to take over as Broward County elections supervisor after suspending Brenda Snipes from the post in 2018 shortly before Scott left the governor’s office. DeSantis later effec tively undid Snipes’ suspension but kept Antonacci in place.
In addition to elections supervi sor, Scott appointed Antonacci as state attorney in Palm Beach County; execu tive director of the South Florida Water Management District; and CEO of Enter prise Florida. Antonacci also served as Scott’s general counsel.
Antonacci “leaves behind a remark able legacy of honorable service” to the state, Scott, now a U.S. senator, said in a statement Friday.
“Ann and I are devastated to learn of his loss and are praying for his family, friends and the countless Floridians who knew and loved Pete as we did. Pete was a proud Floridian, raised in Hialeah, and devoted decades of his life to serving Florida families as a prosecutor, master of the law and leader. When it came to his work, Pete could get anything done,” Scott said, referring to his wife, Ann.
Antonacci “worked hard, with total integrity, and knew how to bring people together and solve problems. I was honored to call him a friend and proud to work with him,” Scott added.
While Antonacci had a long history of being a go-to guy for Republicans, he also held a high-ranking position under former Attorney General Bob Butter worth, a Democrat. In addition, former Democratic Gov. Bob Graham appointed Antonacci as a “specially assigned pros ecutor throughout the state,” according to a profile on The Federalist Society’s website.
Antonacci “was beyond a shadow of a doubt one of the finest people I have
and has served the past two years as Senate president.
One of the wealthiest members of the Legislature, with a net worth of $22.5 million at the end of 2021, Simpson’s business interests include an egg farm, an environmental-safety company and company that owns IHOP restaurants in Florida.
While in the Senate, Simpson pushed for water storage north of Lake Okeechobee and the state’s “Right to Farm” law, designed to expand legal protections for farmers. Simpson also was behind a controversial water measure this year tied to Everglades restoration. DeSantis vetoed the measure, even after changes were made to address criticism.
Simpson said he’d use the Cabinet position to bring a “loud voice, where we don’t go along to get along.”
Blemur, 43, describes herself as the daughter of Haitian immigrants, a minis ter, community leader, author, wife and mother.
Among her goals are guaranteeing that children in public schools who get free breakfast or free lunch receive nutritional meals, using her experience as a banker to expand access to capital for farmers and ensuring Black and brown people have a “fair shot” at entering the state’s hemp industry.
While supporting Crist over DeSan tis in the governor’s race, Blemur said she would work with whoever wins the November election.
“No matter who it is, I am going to put my best foot forward every single day, and I’m going to ensure that I work and partner with this individual,” Blemur said. “I do not believe that we have to be at each other’s throats.”
Blemur also wants to emphasize the role Cabinet members play as the state Board of Executive Clemency.
Her husband Anis Blemur in 2019 was handed a seven-year federal sentence for his role in a real estate-related wire fraud and money laundering scheme.
“While my husband serves his time and
ever had the honor of knowing,” Steve Vancore, a longtime friend, told The News Service of Florida on Friday. “He wasn’t just a jack of all trades but was an organizational master who understood how to bring out the best in people. Flor ida was lucky beyond measure to have had him for as long as we did.”
Vancore’s public-relations firm worked for the Broward elections office while Antonacci was supervisor.
Antonacci’s short time at the new elections security office included some controversy.
Antonacci in August joined DeSantis at a news conference in Broward County to announce that 20 felons across the state were being arrested on allegations they voted illegally in 2020.
“You may think that 20 voters is not a lot. But you’re in Broward County. And you know that you just elected a person to Congress here this year by five votes,” Antonacci said at the Aug. 18 event, alluding to a close special congressio nal election. “And I’m certain that in that tranche of voters, there have (been) plenty of illegal ballots cast.”
While elections supervisors were skeptical about the creation of the new office, Antonacci’s selection to head it offered reassurances.
“I think Pete Antonacci was a proven public servant. He was always put in situ ations which were politically fraught, but in all the arenas I worked with him, which was always elections, he was always

Neither Blemur nor Simpson are looking to make immediate wholesale changes at the Department of Agricul ture and Consumer Services. Among the areas they diverge is the concealed-weap ons licensing program.
“We’re going to make sure that all law-abiding citizens can get a concealed carry license as quickly as possible,” said Simpson, who has drawn criticism from some Second Amendment advocates for not passing measures that would elimi nate the need for the concealed-weapons license program.
“It is our intention to as quickly as possible, to make sure that we are turn ing those conceal carriers out as quickly as possible,” Simpson said.
Blemur said she would maintain Fried’s policies. Fried has sometimes clashed with the National Rifle Associa tion about the program.
“The current commissioner has done a great job of ensuring that those who apply for the license, who are qualified to get it, get it quickly. And those that do not qualify get turned down,” Blemur said. “I will continue in those steps to ensure that we give licenses to individuals who understand the responsibility of having that license.”

Simpson said that while sugar farm ers have been “villainized” for the past four to five decades, 80 percent of the winter vegetables come from the area where “those farmers are all using bestmanagement practices. They’ve reduced nutrient loads in and around their systems by 70, 80 percent.”
Blemur, who said her grandmother initially found work picking tomatoes in Immokalee after arriving in Florida in the 1980s, would like to reach a long-term plan supported by the sugar industry and local residents that eventually “gets away” from sugar cane burning.

Leon County Supervisor of Elections Mark Earley, who is the president of the Florida Supervisors of Elections asso ciation, told the News Service. “I’m just shocked that he’s not going to be with us anymore in that post. I think he was the right man for the job, so it’s going to be interesting to see how things evolve from that.”
News of Antonacci’s sudden death rippled through the state, with condo lences and praise rolling in on social media and in email inboxes.
“Devastated to learn of the passing of former Deputy AG Pete Antonacci. Pete was an extremely-talented lawyer who used his expertise to serve the state in important leadership roles. Many attor neys on my team worked with Pete and we are heartbroken by this terrible news,” Attorney General Ashley Moody tweeted.
Charlie Crist, a former governor who is running against DeSantis in November, also hailed Antonacci.
“Peter Antonacci was a dedicated and respected public servant with a long history of working with members from both sides of the aisle to better Florida. May he rest in peace,” Crist campaign spokeswoman Samantha Ramirez said in a statement.

UNCERTAINTY REMAINS ON IAN’S

TALLAHASSEE --- Gov. Ron DeSantis on Sunday advised people from Tampa to Pensacola to keep their eyes on what could be a dangerous hurricane later this week.
But while staging efforts were under way to prepare for the storm’s aftermath, DeSantis and emergency officials said it remained too soon for issuing evacua tion orders because of uncertainty about the track of Tropical Storm Ian, which was expected to rapidly reach hurricane status Sunday.
“There are some models that want to tug this thing more deep into the Flor ida Panhandle. There are also some that want to bring it from landfall in the Tampa Bay region,” DeSantis told reporters at the state Emergency Opera tions Center. “So, from the Tampa Bay area all the way up to Escambia County along Florida’s Gulf Coast, you could potentially see it make landfall in any of those places as of right now.”
DeSantis on Friday declared a state of emergency that covered 24 counties throughout the southern part of the state and parts of Central Florida. But track ing models then nudged the potential track west and north, and DeSantis on Saturday declared a state of emergency for all of Florida.
In evaluating evacuation orders, offi cials are concerned about putting too many people on the road, as happened in 2017 when about 5 million people were evacuated during the approach of Hurri cane Irma, which swept south to north through the state.
“When you put people on the road, that’s not cost-free,” DeSantis said. “I mean, there’s traffic. There’s fatalities on the road. So, you want to be very careful about doing that.”
Florida Emergency Management Director Kevin Guthrie, who said the state “over-evacuated” in Irma by nearly 2 million people, said urban searchand-rescue support from the Federal Emergency Management Agency is on standby, and Florida has received calls from other Southern states offering assistance.
President Joe Biden late Saturday approved an emergency declaration that made federal emergency aid available.
“We appreciate that quick action,” DeSantis said.

NEWS SERVICE OF FLORIDA STAFFA judge Friday rejected an attempt by federal antitrust officials to block U.S. Sugar Corp. from purchasing another large player in the sugar industry. U.S. District Judge Maryellen Noreika ruled against the U.S. Department of Justice, which filed a lawsuit last year in Dela ware to try to prevent the combination of Clewiston-based U.S. Sugar and Imperial Sugar Co. Noreika did not immediately make public her reason ing, issuing it under seal to protect “third-party confidential information.”
She gave the parties until Thursday to

Expected to rapidly grow, Ian was forecast Sunday morning to be a major hurricane when it passes near or over western Cuba and is expected to continue as a hurricane as it moves generally north through the eastern Gulf of Mexico during the middle of the week.
Tropical storm-force winds could start affecting the Florida Keys late Monday, Central Florida on Tuesday night and the Panhandle on Wednes day. The National Hurricane Center said flash flooding and urban flooding is possible in the Keys and the Florida peninsula, with additional flooding on rivers in North Florida.
“Heavy rainfall may affect North Flor ida, the Florida Panhandle and the South east United States Thursday, Friday and Saturday,” the hurricane center said in an 11 a.m. advisory Sunday.
Midday Sunday, the hurricane center said Ian was about 570 miles southeast of the western tip of Cuba moving 14 miles to the west-northwest and packing 50 mph sustained winds.
A gradual turn to the northwest was expected by the end of Sunday.
The forecast “cone” stretched from the western Panhandle to Central Flor ida, with tracking models differing on the route.
“Regardless of Ian’s exact track and intensity, there is a risk of dangerous storm surge, hurricane-force winds and heavy rainfall along the west coast of Florida and the Florida Panhandle by the middle of the week, and residents in Florida should ensure they have their hurricane plan in place, follow any advice given by local officials and closely monitor updates to the forecast,” the hurricane center advised.
JIM SAUNDERS NEWS SERVICE OF FLORIDATALLAHASSEE — State regulators Friday asked a judge to place a prop erty-insurance company in receivership, making it the sixth Florida property insurer declared insolvent this year amid widespread financial problems in the industry.
The Florida Department of Financial Services sought to be appointed receiver for FedNat Insurance Co., which canceled 56,500 policies in May and reached an agreement to transfer about 83,000 poli cies to another company in June.
Despite shedding the policies, FedNat remained responsible for claims and other types of obligations from before June 1, according to court documents. It notified the state Office of Insurance Regulation on Sept. 13 that it did not have enough money for what is known in the insurance industry as a “runoff” of the obligations.
“Respondent (FedNat) notified OIR that it had overstated its cash position and could not complete a solvent runoff,” said the court petition, filed by the Department of Financial Services’ Divi sion of Rehabilitation and Liquidation. “OIR immediately sent an examiner to the company. On September 14, 2022, Respondent advised OIR that it did not have sufficient cash on hand to pay its obligations and debts as they come due in the normal course of business. Therefore, Respondent is insolvent as defined (by a section of state law) and delinquency proceedings are appropriate.”
Insurance Commissioner David Altmaier sent a letter Wednesday to state Chief Financial Officer Jimmy Patronis, who oversees the Department of Finan cial Services, that ultimately triggered the court petition Friday.
The filing was another sign of trouble in Florida’s property-insurance system. Other insurers declared insolvent since February were Southern Fidelity Insur ance Co., Weston Property and Casu alty Insurance Co.; Lighthouse Property Insurance Corp., Avatar Property & Casualty Insurance Co. and St. Johns Insurance Co.
Those insolvencies have contrib uted to massive growth in the number of customers pouring into the state-backed Citizens Property Insurance Corp., which was created as an insurer of last resort. As

of Sept. 16, Citizens had 1.055 million policies, more than double the number from two years earlier.
A document presented to the Citizens Board of Governors last week said Citi zens had received 19,740 customers who previously had been insured by FedNat. The document did not provide details about those policies, but the Office of Insurance Regulation in May issued an order that included what one regulator described as an “extraordinary remedy” of the early cancellation of 56,500 FedNat policies.
Before that order, FedNat had about 140,000 policies, the regulator, Virginia Christy, said in an affidavit attached to Friday’s court filing. Along with the cancellations, FedNat agreed to transfer the roughly 83,000 remaining policies to a related company, Monarch National Insurance Co., with the condition that Monarch would not be responsible for obligations from before June 1.
Court documents indicate that the Office of Insurance Regulation has been concerned about FedNat’s finances since at least March 2020, when the state started requiring the company to file monthly financial statements. Later in 2020, regulators started holding frequent conference calls with company officials about its financial status.
“Despite capital infusions, Respon dent’s (financial) surplus continued to decline, and its underwriting losses continued to increase throughout the remainder of 2020 and into and through out 2021,” the court petition said.
Along with canceling policies and agreeing to transfer the remaining poli cies to Monarch, the Sunrise-based FedNat this year also stopped writing new policies, the petition said. It also lost its financial rating Aug. 1 from the ratings agency Demotech.
When property insurers become insol vent, the non-profit Florida Insurance Guaranty Association typically steps in to pay claims. Known as FIGA, the organi zation has authority to levy “assessments,” which are costs passed on to insurance policyholders across the state.
FIGA already is using money from assessments of 1.3 percent and 0.7 percent to pay costs related to other insol vencies. Its board last month approved a plan to borrow $150 million, with the debt financed by extending the 0.7 percent assessment through 2023.

Elections supervisors have sent out more than 66,500 ballots, with 24,636 going to registered Republicans and 26,119 to registered Democrats. Another 14,197 ballots had gone to unaffiliated voters and 1,595 to people registered with third parties. Floridians have until Oct. 11 to register to vote in the general election. The deadline to request vote-by-mail ballots is Oct. 29. In-person early voting will be held statewide from Oct. 29 to Nov. 5, but many counties will expand on those dates.
