UNUSUAL GARDEN VISITORS ANDREW FALCONER On Hogmanay, I noticed a bird, which was smaller and darker than the usual Goldfinches on my Niger feeder. I had a look through my binoculars and realised that it was a Lesser Redpoll, a species I knew but had only seen once in the main area of Balmullo. Since then, I have had these visitors every day with numbers increasing to 4 – obviously word of a good place to feed gets around! Its Latin name is Carduelis Flammea Cabaret and it is usually found in woodland, mainly birch, alder and coniferous. It is more common in upland areas of Scotland, and although flocks roam more widely in winter, looking for good sources of food, there are not many records from gardens in an area like Balmullo, with limited woodland nearby. It is about 11.5 cm long and the most obvious feature is the red patch on top of the head – hence Redpoll! There is also a distinctive black bib two birds in my photo. The fine beak, which can below the beak and adult male birds have a access the slits in a Niger Feeder, is yellow. pink flush on the pale breast, as can be seen on In some winters, the numbers of Redpoll in Scotland are enhanced by birds coming over from Scandinavia in search of food, but these are of a larger species known as Common or Mealy Redpoll. It’s difficult to separate these birds from our native species, although they are generally larger and paler with more distinctive wing bars. Redpolls are also very acrobatic when feeding in birch and alders, clinging nimbly to tips of twigs, even upside-down. Keep a lookout for this species in your garden.

ANNOUNCEMENTS Fife Thistle AFC’s planning application for a new building to replace the dilapidated Portacabin in the Park was approved by the North-east Fife Planning Committee in January, subject to conditions requiring tree planting for additional screening. The Balmullo Playing Fields Committee are having a meeting to consider how this development and subsequent use of the facility can be best managed and what additional safeguards they may require to minimise the impact on the Park and surrounding streets.

BALMULLO COMMUNITY COUNCIL By the time you read this, the bench seat at the Hayston Park end of Murray Row should have been reinstated after Councillor Taylor asked for this on our behalf. Fife Council have managed to find more savings in their budget than needed to break even in 2014/15, so £0.5 million should be available for local projects. A planning application has been submitted to Fife Council for a large wind turbine on land owned by Logie Farm, on the north-west shoulder of Lucklaw Hill. This application is at a very early stage so not yet open to objection. However, as the height to the blade tip is 77 metres, the blades will stick up above the hillside and be visible from much of Balmullo. We will monitor the progress of this proposal and also assist local residents who have reasonable concerns.

The defibrillator machine and display case for Balmullo, supplied by Heart Start, will soon be installed at the Doctors’ Surgery in Pitcairn Drive next to the roundabout, with the agreement of Pitcairn Practice. Although the machine “talks” any user through the correct procedure, a training and awareness session will be organised shortly after installation. EDITORIAL A Happy New Year to all our readers in Balmullo and beyond. We hope you like this month’s new style front cover – your photo could feature in a future issue! We did consider using a photo of the recycling area at Burnside Hall, but it was very unattractive, taken shortly after Christmas when we were appalled at the state of the area. In particular there was paper and cardboard piled high on top of and also stuffed in between the large containers. If you are taking material for recycling, after you’ve filled your own “grey” bin, please first flatten any boxes, then fill up the container carefully. If it is full, please take

President Mrs. Ann Falconer welcomed members to the first meeting of 2014 on Thursday 9th January and wished everyone a happy and healthy new year. The meeting was a Fun Night, starting off with an unusual game compiled by Wilma Mackie. Each member was given a list of 30 Scottish tourist sites and attractions and then had to find someone else in the hall who had visited one of these places, but needing a different name for each place. This involved lots of audience participation asking questions of each other and getting to know our newer members. The tea break allowed everyone to have a rest and catch up with Christmas events. This was followed by an unusual quiz devised by Mary Reilly who handed out lots of cookery books, old and new, and then asked us to find specified items or recipes. The evening was rounded off with our usual raffle. Competition winners: Flower of the month –

In my December 2012 article, I took the time to reflect on what events had taken place that year. I am sure we all have hazy memories of the London Olympics, the Queen’s diamond jubilee and the scandals involving the media – both print and broadcast. Rather than look to the past, however, I would like to look to the future and what 2014 beholds.

Ingredients – Base

3 oz margarine 1 cup icing sugar 2 dessert spoons syrup 1 teaspoon ginger

Method Mix base ingredients together with mixer. Press into baking tray. Bake @ 150°C for 30 minutes, until golden brown. Melt all topping ingredients together in a bowl over hot water. Spread over base. Cut into squares while still hot – scrumptious.

BEE-FRIENDLY PLANTING No doubt serious gardeners have sent off their orders for this year’s seeds long ago but it’s not too late for us ordinary mortals to be planning what to plant. Having been given a copy of Dave Goulson’s book A Sting in the Tale for Christmas, I have been thinking more than usual about bees recently. Dave’s fascinating and eminently readable book is about his researches on bumblebees and about the problems that bees have been suffering in recent years – which are many and varied. One thing that anyone with a garden (even a window-box) can do is to provide food for bees, in the form of nectar and pollen produced by their garden flowers. There are so few “weeds” (i.e. wild -flowers) in the countryside today that the bees

JEREMY GREENWOOD have little to feed on except when the crop-plants are in flower. As a result, both bumble-bees and honey-bees do not have enough food outside the flowering period of the local crops, so their numbers have fallen. Many farmers are now having to import nests of (Turkish!) bumble-bees to complete the pollination of their crops. We can all help by growing in our gardens plants that are good nectar and pollen producers, choosing a range of species that flower at different times through the spring and summer, to provide nectar throughout. The Bumble Bee Conservation Trust has a great web-site that helps one identify which flowers to plant. And avoid pesticides. They don’t just kill pests.

YOUR COUNCILLOR - BUDGET DISCUSSIONS FIFE COUNCIL

I hope that many of you will have seen, or possibly taken part, in the Council’s Budget Consultation that occurred between September and the end of October this year. Fife Council, like all local authorities in Scotland, is facing significant financial challenges over the next four years and will have to find savings of £92 million by the end of that period. This is clearly a significant amount of money but looked at as a percentage of the Council budget it becomes much more manageable. The minority Labour Administration has now also issued its proposed budget which will be considered by the Council in February 2014. This is a mixture of savings which nearly all services are having to find and is for a three year period. The savings proposed in 2014/15 are £14.5 million but these will rise to £38.6 million is 2016/17. If anyone would like to see the detail of this I would be happy to send them the document in which they are set out. Making savings is never easy but a significant amount of the savings are being achieved by new ways of working and using equipment as well as combining back-office functions so that the services the public see will not be affected. The Administration are proposing that nearly £8 million of one-off investment is then allocated next year. This is because the savings for 2014/15 are greater than needs to be achieved. Within this

BALMULLO PARK

The Fife Thistle AFC have put planning permission in for a changing facility with showers and toilets to replace the old portacabin. It is about time somebody is trying to put life back into the village park. I have lived in Balmullo for 26 years with my wife and our son has grown up here. From the day we came to Balmullo football has been played at the park with other sports. Balmullo had their own amateur football team and many of the boys in village strived to play for them unfortunately the team folded. But grass roots football was taught with Balmullo Boys played in the FYFC league. If it was not for the use of the changing facility this would not have happened. The youth in village build strong friendships from playing in the park where older youths often encourage younger children to join in games boys and girls. With schooling, going to cubs / youth club which also used the park not forgetting the Gala. Life and socialising all comes from the park which in recent

years has fallen quiet. It is about time to bring back the buzz the park had. We can add to the youths that have gone on to play professional and high levels of Amateur / Junior League football / ladies football, rugby which all the people who have gone on to play are proud to promote the town. When the new Hall was built in the plans there was supposed to be an artificial sport surface built. This never happened. It is time the adults of Balmullo started thinking of the future for the youths in Balmullo and also remember what it was like for them or their teenagers to grow up in Balmullo. I think the new changing facilities is a must.

RAF LEUCHARS RAF Leuchars is the oldest continually operating military air base in the world. Its roots predate the Royal Air Force and even the Royal Flying Corps. Leuchars was first used for aviation by Royal Engineers personnel operating balloons in 1911, the RFC came into being the following year. Construction of the airfield begun in 1916. Leuchars was intended as a training unit, being termed a 'Temporary Mobilisation Station' taking aspiring aircrew from initial flying training through

to fleet co-operation work. Building was still underway when the Armistice was signed in 1918. Most was made of Leuchars' maritime location when it was designated a Naval Fleet Training School, eventually to undertake the training of 'naval spotting' crews who acted as eyes for the Royal Navy's capital ships. The unit was formally named 'Royal Air Force Leuchars' in March 1920, but nevertheless retained its strong naval links..
