MAGPIE & JAY

I’ve featured the 4 members of the Crow family seen fairly easily around Balmullo, but here are the two most colourful members – Magpie and Jay. I had feedback from a resident who has had Magpies in his garden and another who has seen Magpies in the Park, so they are obviously becoming easier to see around Balmullo. The Magpie (Pica pica) is a very common bird in England and Cent ral Scotland but has only recently started colonising East Fife. It is 40-51 cm long, about half of which is its long and distinctive tail. Both sexes are alike with very distinctive glossy blueblack and white plumage. It has a confident, jerky walk and sometimes makes strong bounds. Other good places to see Magpies are near Balmullo Quarry or nearby at the St. Andrews University North Haugh campus. The Jay (Garrulus glandarius) is a large colourful woodland bird. It is 32-35 cm long, with a wingspan of 54-58 cm and can be found in coniferous or deciduous woods. Both sexes are alike with a mainly pinkish-grey body, a white throat-patch and a broad black moustachial stripe. The wings have a distinctive pale blue patch but one of the most noticeable features is a large white rump patch which stands out if the bird is disturbed and flies away from you. Often Jays are heard but not seen when they call with a loud and harsh repeated “chack” amongst the trees. (Photos courtesy of John Anderson, Crail).

ANNOUNCEMENTS A fairly short meeting this month, but a few items are worthy of mention here.
BALMULLO COMMUNITY COUNCIL A child hit by a vehicle moving at 20 mph has a 90% chance of survival.
We arranged for replacement of broken glass in the old red telephone box at the bottom of Lucklawhill, but this was a one-off expense and any future breakages will be left.
A child hit by a vehicle moving at 30 mph has a 50% chance of survival.
Several residents attending raised concerns about speed of vehicles, particularly on sections of road without pavement e.g. School Road, Burnside and the start of Lucklaw Road. It’s worth reminding everyone that the speed limit throughout village, apart from the main road, is 20 mph! Extra roundels will be painted on the roads highlighting this. We would ask drivers to be especially careful where children play. Remember –
Finally, we are making enquiries about the changes to the 42 and X42 bus services which have meant a potential wait of up to 50 minutes between buses.

TAYplan Strategic Development Plan - The proposed plan and associated documents have now been approved. An 8 week period for representations has commenced and will close on Friday 3rd July. TAYplan are holding a public information event in the Corn Exchange, Cupar on 28th May from 3:30 pm – 7 pm. More information is on Community Council shelf in the Spar.
Committee’s key recommendations called on the Scottish Government and Scottish local authorities to establish a cross-party commission to examine new ways in which to fund local government in Scotland. The Scottish Government and COSLA accepted that recommendation and have now launched the Commission on Local Tax Reform.
The National Confidential Forum has been set up to enable people who spent time in institutional care as children or who were looked after children to come forward and share their experiences, whatever they are. See: www.nationalconfidentialforum.org.uk
The Commission has launched an online survey seeking the views of interested individuals on how local government should be funded in the future. The Commission has also issued a call for written evidence from any interested individuals, groups or organisations who wish to provide their views on how local government services should be funded. The closing date for making a written submission to the Commissions is Monday 22 June 2015.

Since the last issue, the Burnside Hall Committee and Community Council have installed a large bench on a paving slab foundation in the Hall grounds. This honours the memory of the late David Pasley who played a leading role in the design and
construction of the new Hall and also served on the Community Council for many years, starting up this Newsletter. We hope to have a formal inauguration in the near future, with David’s wife Marjorie and his 2 grandchildren Greg and Iona.

Once again I have been asked to raise the vexed topic of dog poo. This time, the dog owners have been “picking up” as required by law, but then have simply thrown the filled bags over a convenient fence or hedge into a private garden or field, rather than carrying them a relatively short distance to one of the marked bins provided. The Quarry Road area has been a particular problem, so to try and deal with this we intend to set up an additional bin about half-way between School Road and the Quarry, provided and serviced by the Community Council. Let’s hope that solves the problem and saves me from having to write about it in future.

Burnside Hall became a polling station on 7th May, so our May meeting was a visit to the Fife Folk Museum in Ceres, a follow-up to the talk by Mrs Wynne Harley, Chairman of the Trustees at our March meeting. The museum holds many thousands of individual items on display, or in storage, all of which have been donated, mostly by local groups and individuals. There are 2 separate buildings on either side of High Street, so we were divided into 2 groups, each with 2 volunteer guides.

SCOTTISH BORDER TART Ingredients 225g shortcrust pastry 140g mixed dried fruit 50g butter 1 egg, beaten 50g dark brown sugar 25g walnuts, chopped 25g glace cherries, chopped Topping 110g icing sugar 1 tbsp lemon juice Method 1. Pre-heat the oven to 190oC/375oF/ Gas 6 and lightly grease a 7” baking tin. 2. Roll out the pastry and line the baking tin.

Place the mixture in the pastry-lined baking tin. YOUR MEMBER OF SCOTTISH PARLIAMENT As an elected politician, it is difficult to not get swept away i n t h e excitement of an election campaign and these past few months have been no exception. Scotland, riding on a wave of political engagement fresh from the independence referendum, turned out to vote in very high numbers, compared to the rest of the UK. In North East Fife, turnout reached 73% with national turnout at 71.1% - much higher than the UK turnout of 66.1%. The media commentators have fallen over themselves to try to explain what happened on polling day, as the results came in – both North, and South, of the Border. In a UK context, the result echoes that of the 1992 election whereby none of the polls correctly predicted the result and the Conservatives managed to win a small majority. It will be interesting to see what happens with polling, in the future – the British Polling Council has already instigated an independent inquiry into the polling that took place during the General Election. Of course, opinion polls attract a significant amount of interest, particularly in the media. The opportunity to predict the potential outcome of an election or, as was the case last year, a referendum, is hastily seized upon by media and then becomes the subject of public discussion. Sometimes opinion polls can be a “game changer” –
ROD CAMPBELL many would suggest that last year’s “Vow” was instigated as a result of an opinion poll suggesting that a “Yes” vote would be secured last year. The majority of polls, however, may have a limited impact as may well have been the case in this election. If the most recent election proved one thing, however, then it was that only one poll matters and that is the one taken on the day of the general election. No other headline, poll or count mattered more to the 650 new MPs than the one that took place on Thursday 7 May. To everybody who voted, therefore, regardless of whether you voted for the SNP, Liberal Democrats, Greens, another Party or even spoiled your ballot paper, I thank you for participating in choosing who will represent you at Westminster for the next 5 years. Naturally, I would like to congratulate Stephen Gethins on his election to serve as Member of Parliament for Fife North East (as it is known at a UK level). It will be no surprise that I worked with Stephen throughout his campaign and saw, first hand, his hard work, dedication and commitment. I am certain that he will carry this into his work for you, as an MP. My commiserations, of course, go to the other candidates who fought a good, fair campaign. The first few months will be busy for Stephen – as they were for me in 2011 – but I trust that he will soon have a very effective constituency organisation and presence in place. In some ways this time of the year appears to be quiet for the club although the commitee are continuously working away distributing schedules and visiting sponsors and generally spreading goodwill in the run up to the Summer Flower Show.

To me the highlight of the year is the Dundee Show held in Camperdown Park where the competition is larger and this year the National Vegetable Society's competition, which is peripatetic, is being hosted by the Scottish Branch in conjunction with the Dundee Show. JOYCE NORMAND cooking up a variety of interesting dishes, as well as digging for worms and other beasties. This, along with planting out our potatoes and the arrival of tadpoles, caterpillars and eggs for hatching has given the children a very exciting start to their summer term. - Thank you.
The children and staff of Balmullo Nursery would like to thank the members of the Rotary Club of Cupar who came along and helped in our garden. We now have a great sun shelter and a mud kitchen/digging area. The mud kitchen has been a great hit with the children and they have had lots of fun BALMULLO PRIMARY NEWS Primary 1 - Our Trip to Edinburgh Zoo - We went on a bus all the way to Edinburgh Zoo with our Primary 7 buddies. We were learning about rainforest animals for our school project. We saw tigers, monkeys, snakes, pygmy hippos, chimpanzees, lemurs and lots of other animals. We learned about the different layers of the rainforest and the kind of creatures that live in the different layers. We got the chance to stroke a snake and hold a cockroach! As a special treat we also went to see the giant pandas. Primary 2 - In Primary 2 we have been looking at The Forest Environment. We have had fun leaning about Willies Wood and Tentsmuir Forest and all the plants and animals that live there. On our trip to Tentsmuir we found out all about different animals and their poo- it was great. We have also started learning our tables and we have challenged ourselves to learn x2 and x10. This term our topic is Scottish Food and Farming and we will be finding out where our food comes from and what happens from farm to fork.

Primary 3 - Our Topic for Term 3 was Materials. We learnt all about the properties of materials, how they are affected by heat, if they float and sink, if they are waterproof and if they are good insulators. We enjoyed this topic especially our Science Week where we did a dry ice experiment! This term our Topic is The Village of Balmullo and our Local Area . We have been reading a book called Robbie, written by Emil Pacholek. Something exciting happened, Emil visited our class!. We also went on a school trip to Kincaple Den ( this was where the book was set) and Craigtoun Park. Everyone had so much fun!

Stink which we really enjoyed; the highlight was when Mr Stink came out of hiding and asked for sausages. In February during Numeracy Week, we enjoyed making Mathematical art about area and perimeter, the Fibonacci numbers, polyhedrons, symmetry and tessellation. For World Book Day we made posters of our favourite books to decorate our library area. We also started practicing for our Scottish Opera performance about the Terracotta Warriors. Roger from Scottish Opera came in to give us tips and help us to improve. During Science Week we made breath - powered rockets and had a competition to see who’s rocket travelled the furthest across the classroom – well Primary 4/5 Term 3 Highlights - Last term done Rhys! P4/5 were finding out all about pollution and how it affects the environment.
