COOT AND MOORHEN
ANDREW FALCONER sounds (easier heard than described). They are common on freshwater ponds and lochs such as Angle Park (exgravel pit) Kilconquhar Loch, Letham Pools and Lindores Loch. Their reedy nests, at the water’s edge, are often visible and young birds are paler grey-
This month we look again at 2 similar freshwater birds, but these could not be more different from last issue’s Swans. Both are relatively easy to see around North-east Fife. The Coot (Fulica atra) is 26-42 cm in length, has a
brown.
The Moorhen (Gallinula chloropus) is smaller, at 27-31 cm, but has a similar rounded shape. The main plumage is slate-grey with a white line along the side of the body and white sides to the undertail. The m os t str ik in g feature is the red beak and large forehead plate, with an obvious yellow tip to the beak. They tend to favour smaller ponds with lots of vegetation such as Birnie Loch. Everyone’s favourite visitor, Santa, arrived with his little elf Annie Claus to distribute Christmas presents. Santa had a colourful little cart to carry the presents around and Annie ended up being pulled out of the hall in the cart. Annie and Santa were presented with gifts by committee members.

BALMULLO 200 CLUB The Balmullo 200 Club was set up to provide income for the Community Council, partly to support the Newsletter but also to raise funds for various community activities or projects, such as floral displays and the annual Gala. At present, we pay out £200 in prizes each month, representing almost 50% of the income. However, if we could increase the income, we would not only increase the prize money but, more importantly, we could fund full colour Newsletters on a more frequent basis.

“There is an insufficient number of pedestrians crossing the road to justify a signalised (or zebra) pedestrian crossing. The main pedestrian movements relate to the bus stops and the numbers simply do not stack up. Pedestrian crossings are used where there is community severance issues associated with access to local amenities such as schools, shops, churches, community halls etc. We don’t have this level of severance in Balmullo and from previous site observations there are enough large gaps in the traffic flow to allow a safe unaided crossing of the road.
Madras College - An announcement was made at Fife Council on 1st December that matters were now progressing to a positive conclusion with St Andrews University to allow construction of a new secondary school on university land at Langlands. The University has stated that the existing Madras College site in South Street will continue to be used for education in Fife.
We have to ensure that current limited and overstretched budgets are allocated to those areas where the greatest need is and where the greatest benefit is achieved in road safety terms. We have to, now more than ever, assess and prioritise our schemes to ensure best value for money is obtained. It is difficult to justify the costs associated with this type of infrastructure at locations where the number of pedestrian movements is too low.”

Speed Limit Lucklawhill - Gordon Hughes of Traffic Management informed Cllr. Taylor that the introduction of a 30mph limit would be considered, where the national speed limit of 60mph currently applies. This proposal was approved by the Community Council who asked if Whinny Brae could also be considered in this speed limit.

Cast your mind back to 18th November 2016 – it was a very cold day and also the last day of a weeklong disruption to traffic between St. Andrews & Guardbridge. I had been travelling from Dundee to St. Andrews and intended going to the Pharmacy in Market St. but changed my mind at the bus station (after an extra detour). I was so cold I decided just to go home. Unfortunately, I had just missed a connection and had an hour to wait for the next bus. I was miserable and was contemplating taking a taxi home (hang the cost!), when I heard someone playing the piano.

I didn’t recognise what he was playing but it was very enjoyable listening for about 20 minutes on such a miserable cold day. I was disappointed when he had to go for his bus but I did go over, told him how I enjoyed his playing and thanked him.
I was in luck – a second pianist sat down, this time a young man probably mid to late twenties, and started to play. I couldn’t remember the piece but I did recognise it as classical music. AULD LANG SYNE – THE SCOTS AND HOGMANAY 'For auld lang syne, my dear, for auld lang syne, We'll take a cup o kindness yet, for auld lang syne.' This is the most famously old Scottish song from the 18th century by Rabbie Burns, sung worldwide every Hogmanay. Translated, it means 'Times Gone By' and by traditionally singing this song just as the clock strikes midnight on Hogmanay, it's our way of saying goodbye to the past year. The lyrics tell us that we shouldn't forget our old friends and that we should celebrate gathering together and remembering the good memories of family and friends of long ago.

Jimmie MacGreggor, the folk duo, singing 'Fitba Crazy.' Kenneth McKellar, our Scottish traditional tenor, lovely Moira Anderson and Jimmy Logan and our Scottish dancers. Andy would be standing outside and the camera would follow him inside to introduce the show, the band would start and Andy would sing, 'Come In, Come In, It's Nice to See Ye.' To me, it was ten times better than anything that has been on in the last twenty years. What are we reduced to now? Where is the Scottish festive party feeling of Hogmanay gone, i.e Scotch and Wry with Rikki Fulton acting his Reverend I M Jolly and other favourite characters. 'Still Game' is the only Scottish humour to lighten our mood but the highlight of the night is probably the Edinburgh Hogmanay Street Party that steals the show. Spectacular in its own way with its fireworks but not so much for the music, more suited for the younger generation. Us, the older generation, just enjoy the memories of Andy Stewart & Co!
50 years ago, cleaning the house, taking out the ashes from the fire and to clear all of your debts before midnight on Auld Years Night, was very traditional. Myth was it, that the first person to enter your home after the midnight bells, should be a tall, dark handsome man bringing you a piece of coal and black bun for especially good luck. STAR is a great charity bringing brothers and sisters separated by family circumstances together again and helping them forge important relationships. It is great that STAR, located at Flisk, has been able to reunite so many families and continues to grow enabling more children to benefit.
Happy New Year and best wishes for 2017! It was great to see then true spirit of Christmas so evident in the North East Fife Toy Drive. This charity appeal, run by volunteers, does a great job ensuring that as many children as possible do not miss out on a Christmas gift while food hampers are also provided for families. Even though times are tight for so many people the generosity is simply amazing with 174 girls and 175 boys aged from newborn to 18 receiving gifts in 2016. The Toy Drive team deserve so much thanks for all they do. This year they were supported by many local people who not only gave gifts or food but also cash like the residents of Granary Lane Sheltered Housing who donated ÂŁ220 from the proceeds of their Christmas raffle. The work being done by people across North East Fife to support the foodbanks is also amazing and the volunteers who give up their time to ensure other people do not miss out, is outstanding. I know the Cupar Foodbank, which covers the town and neighbouring areas, organised hampers so that every family known to them received a Christmas hamper full of fresh food for Christmas Day. Of course, the foodbanks are there all year round, unfortunately, supporting more and more people each year. Before Christmas it was great to be able to announce the winner of the Parliamentary Christmas card competition and earlier this month I was able to hand over the proceeds of that to local charity STAR (Siblings Together and Reunited). I am very grateful to all of the local businesses who sponsored the Christmas card for their support and to all of the local school children who took the time
As SNP spokesperson on Europe and with a leading role in holding the UK Government to account on Brexit, I will be doing all I can to ensure the best possible outcome for constituents. Access to the Single Market and Freedom of Movement are very important and I know many businesses across North East Fife are concerned about the implications of leaving the EU, particularly amongst the food and drink industry, farming, the education sector and tourism. Along with colleagues in the Scottish Government, I will be doing what I can to ensure the best possible deal for Scotland and these sectors which are so important to the local area. It is 30 years since the establishment of the Erasmus scheme. This helps students from all backgrounds spend time studying elsewhere in Europe. It helps broaden the studies of students giving them skills such as languages and an understanding of other countries that complements their studies. It also makes student life all the richer by giving students the opportunity to study here. I benefitted from the programme 20 years ago when I spent a year studying in Antwerp, who had links with the University of Dundee. 30 years on it remains important which is why I have been pushing the UK Government to maintain Erasmus regardless of our future relationship with the EU and ensure that young people, like those at the University of St Andrews, have the same opportunities people like me enjoyed. 8th January. After yesterday's foggy mirk, a brilliant morning, the sun sparkling the dew on the grass and warming my back as I climb the hill. Not only are Robins singing but also Goldfinches and Great, Blue and Coal Tits, responding to the benign weather as though we were on the threshold of spring. Movement at the top of the field catches my eye. The binoculars reveal two Foxes by the gate in the wall, noticeably different in size, so probably male and female. (Male foxes average 15-20% heavier than females). I stand still to watch them. Even out in the open this can be a good strategy when observing mammals, because they generally have poorer eyesight than ourselves, so may not recognise a stationary object as a person, especially one dressed in dull clothing ('Your usual manorial shades, I suppose' was once my mother's suggestion over the colour of a sweater she was planning to knit for me). I was once able to approach within 20 m of a Roe Deer out in the open by moving only when she had her head down grazing. The Foxes give no sign of noticing me. The female jumps up onto the wall and walks a few metres further from the male, who delays a little before following – and even then he halts a few metres

from his lady friend. They continue to move slowly down the hill, either on or beside the wall, the female always a little ahead, apparently reluctant to get far from the male and he equally careful not to get too close. This is typical of a courting pair of Foxes so perhaps there will be a family of cubs in March. Eventually they slip into the scrub beside the quarry and I go on my way. At the gate there is a strong smell of Fox and again near the top of the hill, where there is also a fresh Fox dropping. I smell Foxes or find their droppings much more often than I see them for not only are they mostly creatures of the night but they make it their business not to be seen by people. Damp and fairly calm, it is a good morning for scent – and I encounter another strong smell at the place where Foxes habitually cross the quarry road as they move between the wood and the open fields. Two days later there is again a slight Fox scent at the gate but no sighting of the animals themselves. Today's courtship activity is from a pair of Ravens, one preening the other around the head as they perch on the telecommunications mast at the top of the hill. Among the earliest of our birds to breed, they will shortly be gathering sticks for their nest. The days may still be short but spring is on the way.

It is good news that an agreement has been reached between Fife Council and St. Andrews University on a new Madras College to be located at the Langlands site. I was impressed by the professionalism and determination by both sides to reach agreement. On the west of the town and adjacent to the university campus means the site has significant advantages. I am now working to secure a smooth path to the construction of the school. The military presence at the services at Cupar and St. Andrews was greater than previous years with the growth of the army at Leuchars. The Royal Scots Dragoon Guards, 2 Battalion REME and 110 Provost Company made the procession look especially fine. The decision by the M.O.D. to move the Black Watch 3 Scots from Fort George means they will be looking for a new home. I have argued that Leuchars would be a natural new home. It could be that Leuchars grows to be a hub for the army in Scotland. St. Andrews University’s Laidlaw Undergraduate Internship Programme in Research and Leadership is an exciting programme that aims to equip students with the skills and values to become leaders in their chosen occupations beyond University. I was invited to witness the poster exhibition for the programme which included reports on Youth Culture and Gender in Spain and Portugal; the literature of Virginia Woolf and predicting CO2 levels. In addition to the wide range of research topics was the wide range of nationalities of the students.

Deputy Leader Lesley Laird was productive and I am hopeful we can make some progress. It was great to witness the commissioning of the Eden Campus Biomass Plant which provides energy for the University. It generates enough energy to heat 1200 homes.
