ANNOUNCEMENTS Thank you to all members of the public who came along to our February meeting. The following is an account of some of the items discussed. The flooding on the path at the west end of Burnside Hall has now been ongoing for quite a few months. Once more the Scottish Water have taken samples. It was tested there and then and the inspector found no chlorine suggesting it is not mains water. It was pointed out to him that in cold conditions chlorine quickly disappears, so he has taken water samples away for further testing and promised to send results within 10 days. We have also requested that they repair the path back to it’s original level and with red ash similar to the rest of the path. Potholes are being filled in and Cllr Taylor reported that this is now top priority for Transportation Department. All street lights in Balmullo will be converted under the Lighting Efficiency Project, incorporating specific improvements to Burnside (2 columns) and David Wilson Park (5 columns). Fife Council has issued letters and questionnaires to over 5000 council house tenants who may be affected by the new rules. A request for the improvement to the flower bed at the end of Muaary Row by re-installing a bench seat has been passed for consideration. Re the Pharmacy Application, Zoe contacted Pitcairn Practice who advised that the National Appeal Panel is due to respond by the end of February. Strategic Police Plan – comments are invited on this plan for the new single Police Service of Scotland by 22nd February.
EDITORIAL
COMMUNITY COUNCIL Traffic Management – copies of this plan are available from Cllr Brett. The only item affecting Balmullo directly is a request to extend the 30mph limit further south. Operation Heart Start has the resources to provide and install defibrillator machines in key locations where they can be used by any member of the public. It was strongly agreed that this would be a good facility for Balmullo and Sue Smith will reply to Hamish Tait confirming that we can provide suitable locations and people to take responsibility for the equipment. Fife Voluntary Action is holding a Community Consultation event in the Blyth Hall, Newport on 12th February from 3-7pm. The drop in event will involve Charities, Trusts, Community Councils and other Groups. Fife Cultural Consortium – a roadshow is being held in Rothes Halls from 1-6pm on 20th February. This free event will provide advice on managing small events and accessing funding. A914 / A919 Upgrade – the works programme includes an upgrade to the A914 between Forgan roundabout, Drumoig and St Michaels and the A919 from there to Leuchars. The road is likely to be upgraded in 3 sections and may be closed at times. A copy of the Minutes will be available on the shelves at the Post Office .
Our next meeting is in The Burnside Hall on Monday 13th March 2013 at 7.30pm. Hope to see you there. INA CAMERON
My apologies to all who didn’t like the newsletter cover last month. I agree it was too dark but we were pushed for time. Will try and do better in future. It would help if we had some new photos of different parts of the village so if you have any forward them to me and we will use what we can.

However, if there is a big enough interest in toning tables I am told they will consider bringing them back, so if you want to add your name to my list for this to happen I will pass it on to the relevant person.

ANN FALCONER
Our annual Burns Supper was held in Balmullo Inn on Saturday 19 January 2013. The evening got under way with a rendition of the Selkirk Grace by Andrew Falconer, followed by the traditional piping in of the haggis by Bill Duff. Poosie Nancy Grace Steven delivered it to the top table where George Oliphant gave an excellent Address to the Haggis in his own inimitable fashion.

After a very good meal was enjoyed by the company, the Immortal Memory was proposed by Jim Dunsmore in a humorous speech with suitable extracts from the works of the Bard. Chairman Mary Campbell completed the formal proceedings by reading

BALMULLO PRIMARY SCHOOL - A SCOTTISH CELEBRATION We enjoyed a celebration of ‘all things Scottish’ on the 31st January. Thank you to Mrs Falconer, Mrs Campbell and Pat Melville, members of the Balmullo Burns Club who joined us for the day. We would also like to thank Mrs Headon (Chair of Balmullo PS Parent Council) who attended the event and to Robert Mitchell who piped in the haggis! The children enjoyed a Scottish themed lunch and in the afternoon they had the opportunity to share their poetry, songs and dances with their school friends. The following children received a certificate for their wonderful efforts.

MONTEATHS Accountants and Tax Consultants APPOINTMENTS: MORNING, AFTERNOON or EVENING OUR OFFICE, YOUR HOME or PREMISES VAT FLAT RATE SCEME (FRS)
If turnover (vat incl) is under £150k then you can apply to use this scheme. Once “in” turnover can rise to £230k before you have to leave. Continue to charge vat on sales but instead of working out the vat on your expenses each quarter just hand over a fixed % (somewhere between 4%- 14.5%) of your gross to the vatman - A 5 min job, thereby saving time and money. You can still claim back the vat on large capital items. Disadvantage: the vat percentage is geared to equate with a “ normal” vat bill plus your book-keepers/accountant’s fee for vat work and the accountant will have more to do when the accounts are to be prepared.
