Is Bandra becoming like New York? Muggings, murders, suicides, rapes, encroachments, eve-teasing, road rage… Bandra – Queen of the Suburbs is slowly, yet steadily evolving. In fact, the pace is now increasing exponentially (With flouted TDR, the civic needs of new ‘towers’ cannot be handled by the existing infra structure). And, in many cases - for all the wrong reasons. With a sizeable part of the resident

population from other parts of India – as well as from other countries, the culture is very close to being international. Bandra’s growing infrastructure of modern malls, lifestyle facilities & excellent seaside promenades have put her in par with most upcoming cities. But, her under belly is creating

havoc. Like scenes in New York, muggings are increasing – even in broad day light, with innocent people intercepted at knife-point. Surrounded by slums (Bandra Reclamation Slums… being the largest & most dangerous… with Danda Slums being a close second), the divide between have and have-nots is increas-

ing by the day. e problem is further compounded with illegal immigrants from neighbouring countries – who are welcomed here with ‘arranged legal documents’; as they just add to the vote banks of unscrupulous politicians. is is the root cause of crime here. However, here’s some good news… read on.

CCTV Link up by MLA Baba Siddique Sebastian Society Security Concerns Keeping in mind the safety and security of the local residents, MLA Baba Siddique has planned to link up the entire Constituency with CCTV Cameras. After a detailed study of the area, along with the technical team of CCTV providers, the constituency has been divided into 24 zones with 16 camera set ups per zone. Out of the 24 administrative zones, approval has been granted with work orders for 5 zones. A ‘first-of-its-kind’ and brain child of Baba Siddique – this CCTV link up would be executed in the entire Bandra Assembly Constituency in steps. e inauguration at e Bandra

Gymkhana were attended by Priya Dutt MP, Baba Siddique MLA, Vishwas Nangre Patil, Additional Commissioner of Police, Shivaji Kolekar ACP, Abhay Shastry, Senior Inspector of Bandra, Vikas Sonavane, Senior Inspector Khar – along with local residents. e inauguration of 2 zones have been done - being St. Paul Road, St. Dominic Road, St, Francis Road, D’Monte Park Road, St. Andrews Road, St. Cyril Road, St. Leo Road, St. Anthony Road up to Manuel Gonsalves Road and Rizvi Complex, Sherly Rajan Road Area along with Union Park Area CONTD. Our Society has 119 plots/bungalows/buildings on Rebello Road, Dr. Peter Dias Road, Mt Carmel Road, St Sebastian Road, St. Roque Road etc. We have been experiencing robberies and chain snatching incidents in the area for a while - and particularly after our Chairman Mr. Paul Louzado was mugged and robbed of his gold chain, we decided at our Managing Committee meeting held on 28th September 2013 to install CCTV Cameras within our Society. Chairman Hon Secretary St Sebastian Homes, along with Dereyk Talker and a member of our Society Christopher Marcus met DCP Dr. C. Dorje, Bandra Police Station on 10th October. We wanted to know whether the Police had objections to the installation, and also how best we could integrate our recordings with the Police recordings, linking the servers. Dr. C. Dorje informed us that there was no need to link the video captured through our CCTV cameras with theirs and went on to say that the coverage from our cameras is equivalent to theirs - the creditability and evidence would be the same. A PHENOMENAL FOOTBALL TOURNAMENT

Formed with sole intention of having wholesome football for the players and spectators alike. It has always been my dream to have a floodlit football tournament in Bandra. Sponsored by Ashish Shelar the tournament had crowds from day one and the last day had phenomenal crowds spilling on to the adjoining roads. Ashish has been a great supporter of sports and is and will always be a supporter of the youth. e small barricading alongside the playing area was a ‘first’, which kept the game in play without crowd interference which was a relief for the players. Floodlights on Dr Norman Lewis Ground with towers was a first and will not be the last the league is here to stay and with the success it has had in the inaugural tournament it can only get better. e refer-

ees and organiser cautioned team managers to play the game in the spirit which resulted in entertaining games. ere were a few upsets in both the leagues but that is the spirit of the game – you win some you lose some. e tournament saw two sections one UNDER 20 and the other was the OPEN. From the teams that participated in the OPEN LEAGUE four went into the SUPER LEAGUE and finally two went through to the finals. In the Under 20 the player who really climbed up the ladder in terms of confidence was Scot from REBELS who had a fantastic tournament under the bar he was also judged the best goalie. For the first time ever - H/WEST FA felicitated players from Bandra who have made us proud by playing in the I LEAGUE – Henry Picador, Manuel D’Souza and Floyd Dharmai they also appreciated the efforts of Compernero

Coach Sydney Alexandra with a trophy for his dedication to grass root level coaching. It is good to appreciate the work people put into the game and at these tournaments it only motivates more people to either play better, or like Sydney , train the younger lot.

Bandra Buzz be recognized by the Police. is Citizens watch Group could have one coordinator from each street who would co-ordinate and liaison with the Police Patrolling Officer and the Bandra Police Station. Mr. Dorje was kind enough to send Inspector Rajendra Kane to a meeting which we held on the same day at our Recreational Facility Grounds, St Roque Road. Many of our Members, around 55 people attended this meeting to find solutions, share our incidents, decide the locations of the CCTV cameras. e members had a very interactive session with Inspector Kane. Mr. Joel D’Souza, member of the Society suggested that in addition to the CCTV camera we must have Security personnel on cycles patrolling our Society. Inspector Kane informed the members that there are 5 Inspectors and the members could phone any one of them and promised action would be taken. He shared his mobile number and encouraged the idea of Citizen Watch Group (members of our Society) to keep a watchful eye, co-ordinate and report incidents and suspicious people to Inspector Kane. At this meeting, people volunteered to be part of the Citizen Watch Group and also gave permission for the installation of CCTV cameras on their premises, allowing power to be used from their homes. In addition, the members signed a signature campaign, appealing to the Bandra Police Station, stating, “We, the below stated

Some of the incidents within our Society Paul Louzado’s Testimonial "On 19th Sept. 2013 at about 9 p.m. as I walking along Rebello Road, I was accosted by a man about 30 years old who held a knife against my stomach and demanded my cell phone & purse. I just held on to my cell and screamed repeatedly CHOR! CHOR!, then I fell on my back aided by his push & he stood across me still attempting to snatch my cell. Unfortunately, my chain rode up my neck in the fall which caught his attention he snatched it and started running, chased by a teenager who was standing around with a group and who heard my cries for help. However, about 20 feet ahead he had an accomplice on a motorcycle on which he made his escape. Immediately after the incident I rang up the President of St. Sebastian Society Mr. Brenden D'Silva who lives around the corner,

he along with Hubert Braganza put me in a rickshaw & took me to the police station. Having earlier called Anandani akur from the rickshaw, everything went smoothly at the police station for registering the FIR. Anandani had alerted the police to expect me. e Police were very sympathetic & cooperative. " Patrice & Allen Fernandes Testimonial : No response after dialing 100 About twenty days ago, around 6.45 am, my husband and I responded to a shout at our gate. A gentleman, who regularly walks his dog at that time, had caught a man walking out of our compound with a bundle of angleiron lengths, which were stored at the rear of our compound. My husband then held on to the thief inside our gate while the man and his dog stood outside. I, in the meantime, dialed 100. But I just got a recorded voice in Marathi saying to hold on and my call is precious etc. etc. I waited some time, but there was no response. In the meantime, the thief pushed my husband and escaped by jumping over the wall into the neighbour’s compound and from there into the compound at the back. e watchman there had his back to me and even though I called out to him he did not respond and the thief ran past him and out on to the road. You may land up eating many foods that fuel cancer, while neglecting the powerful foods and nutrients that can protect you. If you change your diet and behaviors, you can minimize your risk of disease and possibly even stop cancer in its tracks. • Focus more on plant based foods like fruits, vegetables, whole grains, nuts, pulses etc. you can add them in your diet in many ways like: start your day with fruits and nuts, have some whole grain cereal for breakfast, make sure to have a big portion of salads like lettuce, toma-

toes, beetroot, cucumbers etc pre lunch and dinner , carry snacks like fruits, trail mixes( sunflower seeds, flaxseeds, almonds, walnuts etc), opt for sandwiches with multigrain breads and lot of veggies in it. • Fiber is the key component to prevent cancer. All plant based foods are rich in fiber which helps to keep your digestive system clean and healthy and pushes the cancer causing compounds out of the gut before they can harm you. You can add fiber to your diet by: replacing white rice with brown rice, eating the fruits with skin, choosing popcorn over potato chips etc. • Avoid processed foods or any form of treatment done to them. Whole is the best. e more you eat food in original form the better protection it gives. For example instead of drinking orange juice, peel and eat the orange or prepare oatmeal porridge with raisins rather than having an oatmeal raisin cookie. • Cut down on red meat and whole fat milk as research shows that vegetarians are about fifty percent less likely to develop cancer than those who eat meat. at is because meat and milk lack fiber, antioxidants and nutrients that have cancer protective properties and is high on saturated fat which is linked with increased risk of cancer. But you don’t need to eliminate meat completely. A good visual reminder is to have 2/3rd of your plate filled with plant foods and 1/3rd of it with meat and dairy products. You can cut them down by: choosing a palm size of it, adding some salads or beans to it rather than using it as the main element. Choose fish or lean chicken as they are low on fat, avoid processed meats like sausages, salamis etc. • Choose your fats smartly. Saturated and trans fats are demons for health so limit them. Saturated fats are found in butter, ghee, eggs, whole fat milk and red meats and trans fats are found in processed and junk foods like burgers, pizzas etc. on the other hand unsaturated fats like MUFA and PUFA are found in oils that’s are liquid at room temperature like olive oil, ricebran oil, etc and other sources are avocados, nuts like walnuts, almonds etc. Also focus on omega-3 fatty acids, which fight

• Prevent over heating of oil as it can become carcinogenic. FIRST THINGS FIRST - decide on your bride / groom - second but more important make sure they agree and the rest is supposed to be smooth sailing! Well it can get a bit bumpy if you are not the 'planning' kind. Read on to know how to ensure you have it all covered.

BUDGET - After you fix a budget for the day make sure you then add 20 - 35 % cause believe me the cost of making things special tends to sky rocket. Make sure you both decide on the right number keeping in mind a marriage is going to cost you more than the wedding day. NO. OF GUESTS - Big versus small weddings depend primarily on the number of guests you decide to invite, destination weddings help in keeping the number of attendees to a minimum however it does not have the same effect on your budget. FIX A DATE - It would be nice if picking a date had to do with a favourite or lucky number, or a special date like when you first met, but here is where you will already have to start compromising as dates depend on availability of venues and making sure that the people who matter are able to attend. I knew a bride once who insisted on being married on the 7th but due to the venue being unavailable her husband - to - be convinced her that they should choose the 14th as that meant 7 for her and 7 for him. Isn't that an 'awww' reaction... here's hoping the rest of us find someone like that who'll help overcome those stubborn notions we rarely give up on.

Every morning when we read the newspaper or watch the news channel we see crimes being commitment, we see innocent people becoming the victims of smallminded felons. The people who fall victim to these crimes are no different from us and there is no reason to believe that something like that wouldn't happen to us just because it hasn't yet. Precaution is said to be the best cure. Our ancestors have given us the answer to this in the form of martial arts such as kick-boxing and Muay Thai. A way to make our own body a weapon of self defense. Kick-boxing is developed from Muay Thai, Karate

and Western Boxing. It is a popular martial art which is learnt for self defense and fitness purposes. Muay Thai also know as the 'Art of eight limbs' is an ancient martial art which is characterized with the combined use of eight limbs namely fists, elbows, knees, shins and feet. It is associated with an exceptional physical preparation that makes a full contact fight very effective. This is the very reason why these self defense arts have become so popular throughout the world. The new talk of the town is Amit Lalwanis Kick boxing academy. Started in the year 2000, today Amit’s Kick boxing academy has many centers at varied locations throughout Mumbai. They have two centers in Bandra one at Hill road and the other at C’est la vie next to St. Stanislaus High School. Kick-boxing and Muay Thai is primarily taught at these centers. Bandra Chicks like Speed I’m not talking about the drug. I’m not even talking about zipping down roads. I’m just talking about getting from point A to point B without having to make one hundred stops in between. I’m not even exaggerating – I’ve once spent over half an hour driving from one end of Bandra to another. If my intent here were to rant about the infrastructure / traffic / people who blatantly flaunt the traffic rules (read everyone from rickshaw drivers to Mercedes drivers), then this would be one looooong column… nay, a series of columns. Instead, I’m going to focus my attention on just one area – the spate of new “Speed breakers” being randomly and arbitrarily put all over Bandra. I’ve put double quotes on the words, because I don’t really believe they’re speed breakers. In order to be called that, don’t they have to conform to some specifications in terms of height and width and placement? I’ve always wondered WHO was authorizing all the new monstrosities posing to be speed breakers, which in actuality were just blobs of tar across the roads. I’ve also wondered HOW it was that they were done so badly – that one could damage one’s car and one’s back in just one go (efficient destruction at it’s best). Yesterday I got the answer to one of those questions. While driving within our suburb, there was a traffic jam. Nothing new about that, of course… except when I came to the root of the bottleneck, this is what I discovered: ere was a truck filled with tar mixed with stones in the middle of the road (in working hours, obviously). And there was a

We turn a blind eye to the light at the far end; we disregard the warm embrace of the supreme power who hopes to shelter us. Very often, life becomes a count of days and not a calendar of chances. And when that one moment comes that shows us the entire purpose of our existence, we open our wings to life. When our love finds acceptance, when we take that leap of faith and fall amongst cushioned clouds, when we break fear with courage, when the miniscule existence of our singular beings gets magnified into the entirety of the universe within us; we grow young. e spirit soars, the body responds and the mind

So now that I know the How of the matter, I’d like to know the Who. Are all the new monstrosities legal? If not can we get them taken off our roads? Or can we get someone to do a better job putting them on? Who do we complain to? Our local corporators? Will the real slim shady please stand up.

he Government of India constituted Justice Sachar Committee for preparation of a Report on the Social, Economic and Educational Status of Muslim Community of India. Justice Sachar Committee Report was under implementation since July 2010. Recommendations of Sachar Committee:1. While there is considerable variation in the conditions of Muslims across states, (and among the Muslims, those who identified themselves as OBCs and others), the Community exhibits deficits and deprivation in practically all dimensions of development. 2. Mechanisms to ensure equity and equality of opportunity to bring about inclusion should be such that diversity is achieved and at the same time the perception of discrimination is eliminated. is is only possible when the importance of Muslims as an intrinsic part of the diverse Indian social mosaic is squarely recognized. 3. Creation of a National Data Bank (NDB) where all relevant data for various SRCs are maintained is recommended. All the date should be eventually computerized and made available on the Internet. 4. An autonomous Assessment and Monitoring Authority (AMA) is needed / recommended to evaluate the extent of development benefits which accrue to different SRCs through various programmes. Academics, professionals, civil society organizations along with sate authorities as the official members can be part of this Authority and perform a watch-dog function which closely monitors the participation of various SRCs in both and Central level programme implementation. 5. While equity in the implementation of programmes and better participation of the Community in the development process would gradually eliminate the perception of discrimination, there is a need to strengthen the legal provisions to eliminate such cases. 6. It is imperative that if the minorities have certain perceptions of being aggrieved, all efforts should be made by the State to find a mechanism by which these complaints could be attended to expeditiously. is mechanism should operate in a manner which gives full satisfaction to the minorities that any denial of equal opportunities or bias or discrimination in dealing with them, either by public functionary or any private individual, will immediately be attended to and redress given.

Why only 200 Madrassas? politics. It is the right of the Muslim community which is being given in a piece meal manner just before the elections. e Funding and upliftment of the Madrassas is only one of the recommendation out of the above mentioned 27 recommendations made by the Sachar Committee. What has the government done on the balance 26 recommendations by the Sachar Committee? It is pertinent to note that just upliftment of the Madrassas is of no great importance to the Muslim community, the other recommendations by the Sachar Committee is more important, like the infrastructure development in areas majorly occupied by muslims , Job guarantee in the public and private

7. e Committee recommends that an Equal Opportunity Commission (EOC) should be constituted by the government to look into the grievances of the deprived groups. An example of such a policy tool is the UK Race Relation Act, 1976. While providing a redressal mechanism for different types of discrimination, this will give a further re-assurance to the minorities that any unfair action against them will invite the vigilance of law. 8. A carefully conceived ‘nomination’ procedure should be worked out to increase the participation of minorities at the grass roots. Mechanism should be put in place so that a larger number of minorities are indeed nominated so as to increase their participation in public bodies. 9. e Committee recommends the elimination of the anomalies with respect to reserved constituencies under the delimitation schemes. A more rational delimitation procedure that does not reserve constituencies with high minority population shares for SCs will improve the opportunity for the minorities, especially the Muslims, to contest and get elected to the Indian Parliament and the State Assemblies. 10. e idea of providing certain incentives to a ‘diversity index’ should be explored. is is a complex proposition but if a transparent and acceptable method to measure diversity can be developed, a wide variety of incentives can be linked to this index so as to ensure equal opportunity to all SRCs in the areas of education, government and private employment and housing. 11. In order to respect and sustain diversity in the development and implementation of innovative programmes or in the provision of service, relevant functionaries should be sensitive to the need to have diversity and the problems associate with social exclusion. 12. e Committee recommends that a process of evaluating the content of the school text books needs to be initiated to purge them of explicit and implicit content that may impart inappropriate social values, especially religious intolerance. 13. e University Grants Commission (UGC) should be encouraged to evolve a system where part of allocation to colleges and universities is linked to the diversity in the student population. Even private colleges, including those run by the minorities and which have affiliation with universities or are

sectors, Loan and finance facilities to encourage business, recognition by government for degrees from Madarsas for eligibility in competitive examinations such as the Civil Services, Banks, Defense Services and other such examinations, etc which is not acted on by the current government. So I appeal to my Muslim brothers not to get carried away by the current governments cheap politics, demand for the implementation of the other above mentioned 26 recommendations made by the Sachar Committee and a report on the same from the current government. Question the current government on what has it done for the last 10 years during its governance for the Muslim community. Keep in mind no party is against any re-

ligion, its only the person who sits on the party seat differentiates between religions to garner his vote bank. I appeal to all the parties to keep religion out of politics. Work for the welfare of the people and bring in the Uniform Civil code, wherein people will speak more of being Indian than speaking about Individual religion. My dear brothers and sisters don’t fall prey for any benefits given to your community by the politicians look at the growth of the country and not growth of the religion. What we need are Good Infrastructure, Schools, Colleges, Play grounds, Job Opportunities, Good Administration, Law, Order and Justice and Equality in all respect enshrined on us by the Constitution of India. recognized by state bodies can be provided additional funds if they have a diverse student population and charge reasonable fees. 14. To facilitate admissions to the ‘most backward’ amongst all the SRCs in the regular universities and autonomous colleges, alternate admission criteria need to be evolved. 15. Providing hostel facilities at reasonable cost for students from minorities must be taken up on priority basis. While this is required for all minority students, such facilities for girls in cities of all sizes are particularly desirable. 16. Teacher training should compulsorily include in its curriculum components which introduce the importance of diversity / plurality within the country and sensitize teachers towards the needs and aspiration of Muslims and other marginalized communities. e implementation of this should be monitored by the National Council of Teacher Education (NCTE). 17. Given the commitment to provide primary education in the child’s mother tongue, the State is required to run Urdu medium schools. Given the constitutional responsibility of the State, it is imperative that Urdu language is supported to provide a regular stream of Urdu teachers. 18. Government should work out mechanisms whereby Madarsas can be linked with a higher secondary school board so that students wanting to shift to a regular / mainstream education can do so after having passed from a Madarsa. 19. Government should recognize degrees from Madarsas for eligibility in competitive examinations such as the Civil Services, Banks, Defense Services and other such examinations. e idea is to facilitate a process whereby Madarsa graduates too have a choice and an incentive to participate in these employment streams. 20. e Committee recommends promoting and enhancing access to Muslims in Priority Sector Advances. Any shortfall in achievement of targeted amount in minority specific programmes should be parked with NMDFC, NABARD and SIDBI and specific programmes should be funded with this amount. 21. e real need is of policy initiatives that improve the participation and share of the Minorities, particularly Muslims in the business of regular commercial banks. Since the

size of the credit flows through regular banking channels is much higher than various community specific programmes, higher participation of minorities will result in larger gains to them. 22. e detailed analysis of Muslim participation in government employment and other programmes has shown vary limited participation in both. While no discrimination is being alleged, it may be desirable to have experts drawn from the Community on relevant interview panels and Boards. is practice is already in vogue in the case of SCs / STs. 23. e country is going through a high growth phase. is is the time to help the underprivileged to utilize new opportunities through skill development and education. 24. Government should provide financial and other support to initiatives built around occupations where Muslims are concentrated and that have growth potential. ese initiatives can take the form of interventions where existing skills of the workers are combined with knowledge of modern management practices, new technology, and emerging market needs. 25. e registration of trusts set up by the Community, such as Waqf institutions and mosque committees should be facilitated. ese institutions, being closer to the community can indeed play an important role as intermediaries between policy programmes announced by the government and their beneficiaries within the Muslim community. 26. Lack of access to crucial infrastructural facilities is another matter of concern for the Muslims. Access to schools, health care, sanitation facilities, potable water and means of daily transportation are some of the basic facilities one can expect a state to provide for its citizens. 27. It is expected that the Report would invoke a positive response from the Civil Society, which will ensure that the policy measures introduced by the State in pursuance of these recommendations receive full support and active cooperation from all sections of the society, including the Muslim community. e issues relating to disparities across socio-religious communities are of utmost importance to our nation today. If this Report contributes in any way in constructively dealing with these issues and in facilitating a more informed discussion on them, the Committee’s efforts would be well rewarded.”

Letters to the Editor CROSS ALLEGATIONS Congratulations for doing the good work, which many leading papers have failed to do. We the Cross Organisation are very much concerned about our reputation which is highlighted by Lillian Pais in a very poor light in the letters to the Editor of Bandra Buzz in the second issue of September 2013, wherein she has stated as follows: "I had previously sent you documents and a few home truths about the CROSS organization - please re read what I mailed you. It is clear that protection money is received by such parties and they have interests in opening new roads to conduct their own auction of stalls." e aforesaid statement is defamatory, if the allegations made by Lillian Pais is not true. So we request you to kindly handover the documents and the few home truths produced by Lillian Pais to you. If any of our member/s are found guilty of the aforesaid acts, we would take stern action against such members and would ensure that the said member/s are dealt with under the law and they would no more be associated with our organisation. Moreover, if such vital documents and truths have been handed over to you, then why did you not alert us on the same. Anyways, if the aforesaid allegations are wrong then, we would demand for a written apology from Lillian Pais or else she will have to face defamation proceedings of criminal nature. Now that it has been sent, they should respond accordingly. WHICH PARTY IS SECULAR? It was wrong on the Parishioners to protest against Father William Athaide, parish priest of Mount Carmel Church for urging the

parishioners to vote for a “Secular Party”. He did not name any party in specific. I fail to understand what wrong did he speak. Is it wrong to urge the parishioners to vote for a Secular Party? Why have the Parishioners forgotten that Christians are a minority and it is only a party with an objective of being fair to every community, that should be voted. We Christians would have only one or two elected Christian representative in Mumbai. Despite of having hundreds of Churches, we Christians cannot find a place in any Political party. Why don’t the parishioners protest against the political parties, who do not allow Christians to be part of the Political parties in Christians dominated areas. I therefore request the parishioners not to target Father William Athaide, whereby you are indirectly targeting the Church. We should honor what Fr. has said - and look at his advise in a broader perspective. Any party or person working for mankind, irrespective of their religion is a Secular party or a Secular person. Please don’t add other issues with this. If the parishioners had any problems with father inviting politicians, then don’t they have a meeting with father and request him not to do so, instead of making this a public issue. Adv. I feel it is better that we stay away from all the rogue politicians who in the name of being " secular " beg for the Catholic votes. On a different note - We were totally inconvenienced yesterday as prays were offered on the road so much so that all entry and exits to buildings around Almeida Park were blocked. Priests have to promote and make leaders amongst the parishioners to fight for justice, peace and law, rather than promote political leaders and parties. Attempts to shut down the Bandra Fair and demolish crosses are being regularly raised. All this could be stopped by the powers that be - but they allow it - and watch the community simmer, before getting 'Judas's' of our community to lead the people to them, so that they can solve the problem, that they could have prevented in the first place.
