ZONING PLAN WITH A SCALE OF 1/5000 FOR THE HA TU MINING URBAN AREA - HA TU & HA PHONG WARD - HA LONG CITY - QUANG NINH PROVINCE

~

June.2023 Instructor : PhD.Arch.Anh Mai Tran Area : 578.22ha Location : Ha Long. Quang Ninh #graduation #zoningplan

~The 1/5000 scale zoning plan for Nui Beo open-pit coal mine and its surroundings

embraces the concept of celebrating imperfection. It aims to do more than just recover the landscape, striving to create a resilient, beautiful, and harmonious environment. Every challenge is considered an opportunity for growth and innovation. The plan prioritizes nature, community, and collaboration, with the goal of establishing a vibrant and sustainable urban landscape. Imperfections are not hidden but celebrated, contributing to the transformation of neglected areas, illustrating the dynamic relationships between nature, culture, and people. The vision calls for a reimagining of the Nui Beo coal mine area and Ha Tu urban region as a beacon of rebirth and regeneration. This approach prioritizes sustainability, resilience, and the integration of diverse elements into a new and inspiring whole.~

Master Plan Ideas based on the 5 Principles: 1. Heal and restore natural scars and build urban structures based on natural topography, mines, and ecosystems. 2. Develop a rational transport system, serve as a long-term structural framework, and promote urban development. 3. Connect green spaces and water surfaces with open-pit mines to create a framework for sustainable development. 4. Select construction land and organize works in accordance with topographical conditions, current population distribution, current state of industrial mines, as well as sun and wind direction. 5. Organize functional areas reasonably in maximum interaction with the mine and the city

In the heart of Ha Long City lies an extraordinary opportunity to weave together the threads of history, nature, and community. Embracing the philosophy of Kintsugi, the art of celebrating imperfection, we envision a future for the Nui Beo open-pit coal mine and its surrounding residential areas that transcends mere restoration. We aspire to heal this scar on the landscape, transforming it into a testament to resilience, beauty, and harmony. Our goal is not to hide the hurt, but to mend it with grace and reverence. Like the ancient Japanese art of gilding broken pottery, we will honor the flaws and scars of this area, turning them into golden threads that weave a tapestry of revitalization. Our vision stretches beyond traditional notions of restoration, for we see the challenges that lie before us as opportunities for growth and transformation. We will not succumb to despair, but instead, we will embrace the difficulties and setbacks as catalysts for innovation and progress. Our journey will be guided by a deep respect for the natural environment, a commitment to the wellbeing of the local community, and a spirit of mutual support. As planners, developers, and community members, we understand the delicate balance required to bring this vision to life. Our efforts will harmonize the ecological, social, and economic aspects, ensuring that each piece fits together seamlessly. We will foster connections, building bridges between stakeholders and inviting their collaboration, for we believe that together we are stronger. Our shared goal is to create a vibrant, sustainable urban landscape where the scars of the past become a source of inspiration and pride. Let us embark on this transformative journey with open hearts and unwavering determination. Let us cherish the imperfections, for they hold the power to shape a future that is authentic, resilient, and deeply connected to the essence of this place. With the philosophy of Kintsugi as our guiding light, we will breathe life into the forgotten corners, turning them into thriving spaces that celebrate the interplay between nature, culture, and the human spirit. Together, let us reimagine the Nui Beo area as a shining example of revitalization, where the healing power of gold threads mends the wounds of the past and ushers in a future of enduring beauty and sustainability.

~The proposed Urban Design Guidelines will serve as the document for design

review in the neighborhood commercial, downtown, and mixed-use districts in the City, providing a framework for the review process for Planning staff, the Planning Commission, project sponsors, design professionals, neighborhood groups and the general public. Like the Residential Design Guidelines, which would continue to apply as they currently do in the District 4, the Urban Design Guidelines are intended to guide all development where they would apply and establish a set of expectations, goals, values, and qualities by which projects are evaluated in design review.~

RESIDENTIAL AREA This residential area is meticulously designed, yet it retains the authenticity of lively alley life. Positioned at the convergence of Hoang Dieu, Le Quoc Hung, Doan Nhu Hai, and Nguyen Tat Thanh streets, it capitalizes on its strategic location for commercial opportunities. It is thoughtfully divided, distinguishing between the commercial townhouses and the intimate alley-based residential sections, each carrying a unique character and purpose. The residential district, in particular, serves as the soul of the entire community, uniting the neighborhood’s various facets into a vibrant, cohesive entity. This organic planning enhances the overall quality of life, fostering a sense of genuine belonging and making it a harmonious and dynamic place to call home.

23

24

COMPLEX AREA Situated amidst an array of individual housing complexes and high-rise buildings, this location, nestled near Doan Nhu Hai Street and the Calmette Bridge linking districts, emerges as a prime canvas for infrastructure growth. Additionally, it benefits from the proximity of District 4 Hospital, which significantly contributes to the area’s allure and prominence. The presence of the Khanh Hoi Protestant Church is not merely architectural; it holds a central spiritual role in the lives of the local community. Serving as a beacon of faith and unity, it enriches the spiritual tapestry of the entire neighborhood, underscoring the importance of this religious institution in the lives of the area’s residents. This intersection of infrastructural development, healthcare, and spiritual significance reinforces the neighborhood’s unique character and its profound connection with its inhabitants.

25

26

NGUYEN TRUONG TO STREET This area is distinguished by a central axis that stretches from Hoang Dieu Street to the scenic route along Van Don Wharf, tracing the meandering path along Ben Nghe Canal within the area. This axis serves as a unifying element, not only connecting residential and administrative office zones but also bridging the gap between street markets and commercial precincts. Given the diverse functions of these areas and the need for seamless integration, the zone requires well-conceived design principles to enhance connectivity and maintain a sense of continuity throughout the entire axis. The design guidelines are pivotal in fostering cohesion, enabling ease of movement, and ensuring a harmonious coexistence of the different elements along this vital thoroughfare.

27

28

VAN DON WHARF SCENIC PATHWAY The Van Don area serves as the “gateway” to District 4’s central zone, traversing through not just administrative and economic sectors but also areas steeped in history. The canalside landscape along this route has seen restoration efforts, yet it remains somewhat unembellished, lacking aesthetic congruity with the surrounding environment. As a result, the objective is to craft a landscape that harmonizes with the area’s natural features, reimagining the space as a leisure and recreation destination for both residents and visitors. This endeavor seeks to redefine the visual appeal and functionality of the locale, converting it into a vibrant and serene spot where people can unwind and connect with the locale’s character and history.

~The “Will to Life” Support Center for disabled individuals is envisioned as a

comprehensive space encompassing learning, accommodation, and vocational training. Inspired by the concept of weaving a new future, the design showcases a bold fusion of Central Vietnamese architectural traditions, featuring a traditional roof system and sustainable materials to enhance the space’s eco-friendliness. Prioritizing accessibility, the design adheres to rigorous standards catering to individuals with disabilities. With an inclusive vision, this space aspires to serve as a model applicable nationwide, promoting the principle of leaving no one behind and fostering a brighter future for all.~

33

34

The site benefits from a favorable microclimate, with a roof system strategically oriented to harness winds and mitigate storm impact on the load-bearing structure. Additionally, the central staircase has been thoughtfully crafted to accommodate individuals with disabilities.

35

The canopy roof truss in the common living space has a large span (2m-5m), is located in a space that needs a lot of light, the shape is not complicated but is used in high numbers, the team proposed. Using polycarbonate material, a type of light-reflective glass often used in contemporary architecture.

Effective light capture, flexible with many effects from light diffusion to penetration, many times lighter in weight than conventional glass, highly durable and easy to shape. Polycarbonate glass fully meets the requirements for construction applications.

July.2022 Team: Baro Nguyen, Du Tran, An Nguyen #competition

~In Ho Chi Minh City, a Thuy Dai - historic water towers, symbols of urban life, face

potential oblivion in the wake of rapid development. This project seeks to revive these iconic structures by preserving their architectural essence while adapting them to modern demands. The goal is to create the Thuy Dai (Water Tower) tourism network, interlinking locations across the city, blending old charm with new functions. These water towers aim to become fresh symbols of architectural tourism, alongside other city landmarks. Additionally, the project aims to optimize underutilized urban spaces, breathing life into these historical treasures, enhancing the tourist experience, and benefiting local communities.~

~Housing projects, known as ‘Cu Xa,’ were once prominent community dwellings in

Ho Chi Minh City during the 1960s and 1970s. Originally established for American servicemen and former government officials, these areas are now primarily inhabited by workers, retailers, and students. They feature vibrant street-level markets for commerce and residential floors above. However, the COVID-19 pandemic disrupted life in these areas, leading to confinement and a halt in trade. Thanh Da, a lowincome housing district, has become a focal point for our design efforts. We aim to create prototype ‘healing buildings’ to provide additional public spaces for residents grappling with the pressures of the pandemic, with the potential for replication in other countries.~

~The residential design project in Bao Loc’s mountainous region is dedicated

to embracing the natural and topographic essence of the area. This endeavor revolves around crafting housing solutions that seamlessly integrate with the unique mountainous environment. Emphasis is placed on low-rise apartments and single houses, each complemented by garden spaces and permeable surfaces to facilitate natural drainage and reduce environmental impact. The road network is thoughtfully planned, meticulously tracing the contours of the land to minimize disruption. Furthermore, public facilities and amenities are strategically positioned for easy access on foot, ensuring that essential services are within reach. This holistic approach endeavors to create a harmonious coexistence between human habitation and the natural beauty of the Bao Loc mountainous area, fostering sustainable and resilient living spaces that honor the region’s unique character.~
