24 | THE BAROSSA COUNCIL FIRE DANGER SEASON When does the fire danger season begin? The Barossa Council is located within the Mount Lofty Ranges fire district. In most years, the fire danger season commences 1 December and ends at midnight 30 April. However, in extremely dry conditions the season may begin earlier or be extended under the direction of the Chief Officer of SA Country Fire Service. What is a Total Fire Ban? In addition to the Fire Danger Season, the SA Country Fire Service may declare Total Fire Bans in some fire ban districts or even across the whole state on days when extreme weather conditions (high wind, high temperature and grassland dryness) could cause fires to become uncontrollable. These bans are broadcast on radio and television from 6.00pm the night before and will apply for 24 hours from midnight to midnight the following day. If extreme weather conditions develop suddenly, a Total Fire Ban could be announced as late as 7.00am on the morning of the ban. During a Total Fire Ban Day burning in the open and the use of tools such as welders, grinders and some barbecues are strictly prohibited without a Schedule 10 permit issued from Council. It is important to know not only which fire ban district you live in but also which one you are visiting.

The penalties for illegally lighting a fire during a total fire ban are severe. You face the possibility of incurring a fine of up to $20,000 or imprisonment for up to four (4) years. Can I use tools such as angle grinders, welders or other cutting tools outside during the fire danger season? Yes. These tools can be used during the fire danger season providing you have a four metre cleared space around the work area and water or an extinguisher at hand. A responsible person must be present whilst the tools are in use. On a total fire ban day, the use of these tools is not permitted. Can I use a chainsaw, brushcutter, mower or slasher on a total fire ban day? Yes. These tools can be used during a total fire ban day providing: • The exhaust pipe is fitted with an efficient spark arrester, and; • There is a four (4) metre area clear of all flammable material, around and above the work area, or; • The operator has a shovel or rake and a portable fire extinguisher on hand. However, due to the high risks involved with using any machinery in situations which present a risk of a fire outbreak, it is wise to consider postponing any such activity to a non-total fire ban day, wherever possible.

How can I obtain a permit during the Fire Danger Season or on a total fire ban day? Permits can be issued in person or over the phone by an authorised officer. To obtain a permit, contact Council on 8563 8444 to speak to one of Council’s Fire Prevention Officers. Council officers must follow strict guidelines for the issuing of permits and will only consider extenuating or emergency situations and where appropriate precautions will be taken. Applications will be assessed, individually and may carry strict conditions attached to the permit. Generally permits for the burning of vegetation will not be issued during the fire danger season. Fire Danger Ratings To help you assess your level of bushfire risk and action to take, it is important that you understand the Fire Danger Ratings. These ratings are forecast each day during the fire danger season and are an early indicator of the potential danger, should a bushfire start. The higher the Fire Danger Rating, the more dangerous the fire conditions. The Fire Danger Rating chart one the reverse will assist you to understand the predicted bushfire behaviour, potential impacts and recommended actions you should take for each category level.

26 | THE BAROSSA COUNCIL DOG REGISTRATION New changes to dog and cat laws The Barossa Council is encouraging pet owners to embrace the State Government’s new statewide Dogs and Cats Online (DACO) database. Similar to the Ezyreg system for vehicle registration, DACO is a secure online register which allows dog owners to log in and register their dogs online, renew a dog registration, upload desexing or microchipping certificates and update important contact information. DACO replaced 68 individual council dog registers with a single online database that is accessible 24/7, including via mobile devices. It also provides a centralised register for cat owners to record and update details of their cat’s microchip. Council’s Manager Regulatory Services, Jamie Turley, said DACO is more convenient for

dog owners and also provides important information in a single database, helping councils and shelters reunite lost pets with their owners sooner.

The new online database coincided with new State Government laws that made microchipping and desexing for dogs and cats mandatory, to reduce the number of stray or unidentified cats and dogs ending up in shelters. Council will provide a financial incentive, as a rebate on their registration fees, for dogs that are both desexed and microchipped.

The new system took effect in July 2019, however Council staff continue to provide overthe-counter services where required.

“We want to encourage people to do the right thing, which is why Council’s registration fee structure provides a 50 per cent rebate to owners who have their dogs both desexed and microchipped,” Mr Turley said.

“We understand some people may find online transactions challenging, so Council will continue to provide help in situations where owners are unable to access online services or pay online,” Mr Turley said.
