At this stage in the process, it is important to have context about the dollar value ranges being forecast within tonight’s presentation.

Comparing Schools What: Not all schools have the same number of Levels. Some schools accomplish more renovations in lower Levels than others and some schools have distinct choices that others do not. Why: This strategy allowed the Core Team to consider special circumstances and particular opportunities at each school. January 22nd 2018
Comparing Schools What: OME cost ranges by level are not directly comparable between schools. Some will be more, some will be less. Why: Although the quality of work may be similar, the scope to accomplish that work is different. Factors like size, age, existing conditions, site work and construction type play a significant role in determining the OME cost ranges.

Cumulative OME by Level What: Level 1 work is necessary regardless of what other work is adopted by the EFMP. Work in Level 2 includes the OME cost of Level 1. Work in Level 3 includes the OME cost of Levels 2 and 1. Work in Levels 4, 5 and 6 are site specific and not necessarily inclusive of OME costs in Levels 3, 2, and 1. January 22nd 2018
$/SF Cost Range What: Estimates are based on Area/Square Foot tabulations of the Levels at each campus and are given in as a range. Why: OME Costs were based on the Blueprint 220 planning input, built project precedents and discussion of potential materials and design elements. January 22nd 2018

Dollar Value Escalation What: OME ranges have been escalated to a 2020 construction start for all Levels to average across potential implementation dates. Why: To create the OME ranges, we generalized the levels by using a consistent 2020 construction start.

Dollar Value Escalation Why: Depending on Board adoption and phasing, project implementation will begin at different times over many years and potential funding cycles. Build new vs. renovate? What is the long term value of an existing building and investing in substantial renovations versus replacing it with a new facility? With the OME cost ranges available, we should review some objective considerations for a challenging conversation. January 22nd 2018
Build new vs. renovate If the cost of the renovation is projected to exceed 60% of the replacement cost of the same facility it is appropriate to ask the question whether or not to replace it. This is the initial objective metric in order to begin a conversation.

Build new vs. renovate If the ‘60% of replacement cost’ metric is met, AND: 1. The building is more than ½ way through it’s anticipated life cycle, OR 2. The building has not had an investment more than 25% of it’s replacement cost in the last 10 years, OR 3. The thermal resistive properties of the exterior of the building haven’t been improved by 50% for buildings built before 1980, THEN…
