COUNCIL TAX FREEZE COUNCIL TAX SET TO BE LOWER THAN TWO YEARS AGO

BASILDON Council has announced that it will be freezing council tax for 2012/13. The decision means that local residents will actually be paying less tax than two years ago, following last year’s 0.25% reduction. Along with the council tax freeze, a raft of community investments have also been announced such as the continuation of free weekend and Christmas parking and funding for our parks and play areas. Cllr Tony Ball, leader of the council, said: “This freeze has been made possible by a combination of prudent financial management and a one off grant from the government. However we must acknowledge that the economy is still struggling and times will get tougher. “With this in mind, freezing council tax is important. At a time when so many households across the borough are struggling to make ends meet it is important that the council is also seen to tighten its belt.

A SIX week consultation on plans to transform Basildon town centre continues until the end of the month. Officers and members of the project team will be on hand to talk to local residents, shoppers and traders about the draft master plan in a series of public exhibitions held at Eastgate shopping centre and Basildon Sporting Village (BSV).

The final exhibition is being held on Saturday 17 March at BSV from 10am to 4pm. The comments form and the draft master plan are available at www.basildontowncentre.co.uk. More on the draft plans as well as the ongoing Local Development Framework (LDF) consultation, which looks at the borough’s development over the next 20 years, are on page 8.

Mayor of Basildon Borough Council It’s lovely to see Spring is in the air especially after the few weeks of freezing temperatures we experienced in February. 2012 has started off as a busy year as always, and in January we remembered the victims of the Holocaust at a special memorial service at the Towngate Theatre where participants viewed first hand accounts from the survivors of the Holocaust. Guest speaker Otto Deutsch also described his harrowing experiences as a child in Vienna immediately preceding the outbreak of the Second World War. Last month I visited Lincewood School, Laindon for a ‘Meet the Mayor’ project. I had a lovely time explaining to the children what the Mayor’s duties. I also met young people on my visit to the Lee Chapel North Holiday Club in Ballards Walk and was very impressed by the

range of half term play activities arranged for the children, such as bingo, karaoke, face painting and football. This free holiday club for local youngsters is run by Gemma, Pam and John McKay, and provides an invaluable service to our young children during the school breaks. The Laindon Day Centre has been doing marvellous work, once again raising money for Help For Heroes, a charity formed to help soldiers wounded in Britain’s current conflicts. The Day Centre members produced a range of wooden items at the Centre’s workshop, used as raffle prizes, including a rocking horse in the shape of a motorbike. It was an honour to be invited to assist with the raffle prize draw and the Centre raised £3,000 from its efforts. I hope you enjoy the spring sunshine and, as always, I wish you well.

Ken Crowther It may be winter out there, but indoors it is warm enough to grow all manner of seeds and seedlings that are easily capable of bursting into new life. A mild spell outdoors will provide the opportunity to improve soil, get seedlings under way and prepare for a more beautiful garden this spring and summer. Canny gardeners have realised that buying almost fully grown plants in early summer ready to plant out in patio pots, hanging baskets and garden borders is not the cheapest way of buying plant material. You can buy seedlings that come in pots containing recently germinated plants by mail order or from Garden Centres. These need pricking out immediately into trays of compost so they have extra room in which to develop a good root system and stronger stems and leaves. To achieve those results quickly and easily, these seedlings deserve a good compost that is free draining and contains slow release plant foods that gradually feed over several months. For those that are keen cooks and Italian food fans, Suttons have launched a seed collection under their Italian Kitchen brand. It includes Tomato ‘Pomodoro Ciliega’, Melon Rugosa di Cosenza Giallo’ and Pepper ‘Corno di Toro Rosso’. There are also traditional varieties of several herbs included, among them basil, rocket, fennel, mixed salad leaves and several lettuces. Last but not least, if it stays mild complete

the digging of all areas that are to be used for vegetables. Dig in as much home-made compost or soil conditioner as you can afford and leave the resulting surface rough so frost improves the physical structure of the clods. A LEADING Basildon councillor would like to thank residents for recycling more than ever over Christmas. Basildon residents recycled 2619 tonnes of material in December 2011, which is a 31.46 per cent year-on-year increase from 1992 tonnes in December 2010. This covers all material collected through Basildon Council’s kerbside recycling schemes – the weekly pink sack for cardboard, cans, plastic and paper, the weekly green bin for food and garden waste and the fortnightly orange box for glass bottles and jars. Cllr Malcolm Buckley, cabinet member for environment, said: “This is a fantastic effort from all residents across the borough and a great start to the New Year. “These figures are a real springboard to

A SHELTERED housing resident has told how the installation of lifts by Basildon Council will enable her to enjoy a social life again. Lillian Barber, of Maydells Court, Pitsea, was one of the first residents to live in the Basildon Council-run building in 1981 but in recent years had been unable to access the ground floor on a regular basis. Mrs Barber, 87, has difficulty with her

legs, meaning it can be hard for her to get downstairs. She said: “These lifts will make the world of difference to me being able to see friends regularly on the ground floor for coffee mornings. “I had previously only been able to make contact by phone but now I can go to social functions and be taken on shopping trips straight from my flat in a wheelchair.

“It’s going to make life easier for everyone.” Cllr Frank Tomlin, cabinet member for housing, added: “We are committed to improving the lives of our residents and this project is just one example of how we are doing that.” The project cost Basildon Council approximately £150,000, and is part of a programme to refurbish all lifts across all its properties over the next two years.

NEW CASHIERS KIOSK TO SAVE MONEY

RESIDENTS are now able to access key council services for longer, with two new automated cashier kiosks available in the Basildon Centre. The new automated kiosks allow residents to pay council tax, housing rent and other bills outside of the regular cashier opening hours. The kiosks replace two of the previously staffed cashier booths, allowing more staff to help and advise customers waiting to be

Housing Fraud Fight Boosted BASILDON Council has stepped up its fight against tenancy fraud, by hiring another investigator to its Housing Fraud Team. Since the team was set up in April 2010, 18 council properties valuing £1.84m have been recovered, with the savings to taxpayers being considerably more. Cllr Phil Turner, cabinet member for resources, explains: “Without decent, affordable council accommodation, families in genuine need are forced into costly temporary solutions that the council has to pay for, and the families are denied the opportunity to put down roots. “Illegal subletting and false applications for ‘Right to Buy’ schemes are an abuse of the housing system and take properties away from those who need them most. “The new appointment shows we mean business.”

seen. Three staffed cashier booths will remain for those who wish to speak to an advisor. It is expected that the new machines will help the council save around £15,000 a year. Cllr Stuart Sullivan, cabinet member for customer services, said: “We recently renewed our focus on providing excellent customer service by launching the new Customer Service Standards. The introduction of the new automated cashiers is just one of the ways we are improving the customer experience for our residents and making our services more accessible. “One of the main benefits of the new machines is they can be used outside of the cashier opening hours. This will be particularly useful to those who want to stop by on their way home from work.” Last year, two other self-help kiosks were introduced in the Basildon Centre allowing residents to report, pay and apply for council services, helping to reduce customer queuing time and save the council money.

to make your council tax pounds go further – this will be a challenge but we will do it.” £85,000 will be invested to continue the free weekend and Christmas parking, a move praised by the Essex FSB. Funding is also in place for a host of summer events for the 2012 London Olympic Games and Queen’s Diamond Jubilee and the council is also planning a ‘Home coming’ event for the Royal Anglian regiment, as part of their freedom of the borough. £78,000 is also due to be spent on a number of parks and play areas including Holy Cross recreation ground, Laindon Victoria park and Great Berry play area. £5,000 will be spent to support cleaner neighbourhoods in the Pitsea area and the same amount to support the relocation of the Laindon war memorial.

A DESIGNATED Public Place Order (DPPO) has now come into force to help prevent alcohol fuelled crime and anti-social behaviour in the Basildon town centre and surrounding areas. Around 70 signs have now been put up in the area, following the approval of the DPPO by Basildon Council’s Licensing Committee last August. Anyone found drinking alcohol in the town centre and surrounding areas could be asked to stop, or have the alcohol confiscated. Failure to comply with the request could result in arrest and a maximum fine of £500. Cllr Frank Tomlin, cabinet member with responsibility for community safety, said: “DPPOs are an effective way to reduce crime and anti-social behaviour by tackling those people who drink irresponsibly and spoil the enjoyment of others using the town.

“These powers are not intended to disrupt peaceful activities as we are keen to encourage a ‘café culture’ within the town centre. In fact we will be looking to expand this type of activity through our major regeneration plans that will improve the town centre, encourage investment and create jobs for local people. “However it will help address nuisance or annoyance associated with the drinking of alcohol.” During the three month public consultation, the Basildon Community Safety Partnership funded a dispersal order in the town as a short term intervention over the summer to address the problem prior to the DPPO coming into effect. FEAR OF CRIME FALLS Crime survey shows statistics falls SIX TIMES in a row

THE FEAR of crime amongst Basildon residents has been reduced by a further 0.9%, according to a recent survey. The Basildon Community Safety Partnership’s (CSP) Fear of Crime survey has been carried out six times since 2004, and each time the fear of crime has been reduced even further. The results of the most recent survey, which was carried out in October 2011, identified that the fear of crime in Basildon is at 12.1% compared to 13% for the previous year. When the survey was first carried out in 2004, the fear of crime was 23.1%. Cllr Frank Tomlin, cabinet member with responsibility for community safety, said: “It is important that our residents are not only safe, but they feel safe in the borough and I am pleased to see that the work of the Community Safety Partnership is contributing towards this. “The Fear of Crime survey is a very important indicator which helps us to focus on reducing the crimes that concern people most.” The primary issues of concern for respondents were burglary (64% stated it as a very serious or fairly serious concern), vehicle crime (47% stated it as either very

serious or fairly serious concern) and criminal damage (45% stated it as either very serious or fairly serious concern). Basildon district commander, Chief Insp Glen Pavelin, said: “It is an equally important job for police and the community safety partnership to not only reduce crime, but to make residents feel they live in a safe place. “Residents need to have an awareness of crime to help prevent themselves becoming a victim, but we do not want them to feel Basildon is unsafe, so I am pleased to see more people recognise this. We will continue to work tirelessly along with the community safety partnership until crime is further reduced, and more people feel safe.” The CSP, which includes more than 20 organisations including Basildon Council and Essex Police, will now use the results of the survey to gauge what residents feel the current issues are in the borough and what they want to see in the future. The CSP will then work together to channel resources to where they are most needed. The Fear of Crime survey was carried out via the Citizen Panel and had 321 responses from residents.

Aimed at promoting responsible pet ownership in the borough, the next Care for your Canine event will be on 16 to 17 May at Pitsea and 20 to 21 June in Laindon (locations to be confirmed). Dog owners will be able to meet with dog experts and behaviourists to discuss any problems they may have with their pooch. Dogs will be microchipped for free (normally costing ÂŁ20), and owners can pick up free welfare products such as flea and worming treatments, flea combs, poop bag holders, ID tags and advice and support leaflets. COUNCIL TACKLES POOR FOOD HYGIENE ENVIRONMENTAL health officers will continue to crack down on poor food hygiene this year, after prosecuting an unprecedented number of food establishments operating below standards in 2011. Basildon Council’s environmental health team regularly inspect food premises within the borough to ensure food operators are reaching acceptable standards. Although more food outlets are achieving compliance, a rising number of proprietors are facing enforcement action. Cllr Richard Moore, cabinet member for planning (and with responsibility for environmental health), said: “We suspect that some operators may be ‘feeling

the pinch’ due to the economic climate, making it difficult for them to invest in their businesses and staff. However, this can never be an excuse for putting the health of the public at risk. Our officers are on hand to offer advice and support in bringing their premises up to scratch. “Legal proceedings are our last resort but if food businesses ignore our officers’ advice and continue to breach good hygiene practices, we will take action.� The council has prosecuted six food operators since last April, and given formal cautions to three more. Recently, Mr Mahmood Naseri of ‘Up the Road’ fast food outlet in Cranes Farm Road was prosecuted for 13 food safety offences including using staff who were not trained in food hygiene. PROPOSALS for over ÂŁ1m of investment into the Towngate Theatre have been approved. Members of Basildon Council’s cabinet approved the theatre’s new business plan, which looks at its development over the coming years. Cllr Kevin Blake, cabinet member for leisure and arts, said: “Since the theatre reopened we have steadily increased audiences, which has meant bigger and better shows, and we have built a reputation around the annual

pantomime. However, there is a need for investment into the infrastructure, much of which hasn’t altered since the theatre was built in 1988. “The approved business plan will address this, and will help us take the theatre to the next level, aiding us to fulfil our ambition of a truly first class venue offering good value for money entertainment to the local community.â€? Work has already started on the ÂŁ100,000

improvements to the catering and bar area, while a further ÂŁ900,000 will be spent over the next five years, improving a range of facilities. The theatre will see more diverse acts on offer and more money will be spent on marketing and promotion of the theatre. The popular ‘Friends of Towngate’ volunteer scheme will also be developed. ENVIRONMENTAL ENFORCEMENT GETS A BOOST FOUR new enforcement officers will be hitting the streets of Basildon after councillors approved plans to extend its environmental enforcement service. A team of four environmental officers from the Xfor Group, a company that specialises in supporting council environmental enforcement, will join the five existing officers to provide a more visible presence. This will help reduce environmental offences like littering, dog fouling and fly-tipping. Cllr Malcolm Buckley, cabinet member for environment, said: “Increasing our presence on the streets sends a clear message that Basildon Council is determined to keep the streets tidy for residents. But times are tough and money is short so it is crucial that we find new and cost effective ways to increase services. “This is a trial and we will be monitoring its effectiveness and impact on the cleanliness of the borough. “We will also be watching the Xfor enforcement officers very carefully to make sure that they are behaving correctly and only issuing fines where it is appropriate. “This is not about the council making money; it is about finding a smart cost effective way to improve one of our key services. It is exactly the sort of innovative idea that we need to be trying out in these tough times.� The extended service will come at no cost to the council as the additional back office and front line enforcement staff will be employed by the contractor who will take the majority of the income from fixed penalty fines.

BASILDON 2031-HAVE YOUR SAY

A KEY planning policy document that will shape the future of Basildon Borough is out for public consultation. Basildon Council’s Core Strategy is the central development plan document in the Local Development Framework providing the spatial planning vision and strategy, guiding how the borough will develop to 2031. The Core Strategy identifies how the Borough will consider development opportunities for housing, leisure, retail and employment over the next 20 years.

The council’s vision is that by 2031, Basildon borough’s residents, communities and businesses will be flourishing; enjoying a quality of life and environment that has been enhanced through managing growth within the limits of the green belt, which will have an increased role in providing recreational opportunities. There are three options put forward to deliver the vision in the Core strategy. The Council’s Preferred Option is Option A. This option puts the protection of the green belt above everything else and

aims to make the most of what is already in place by regenerating existing urban areas and utilising existing services and infrastructure. At least 6,500 new homes would be developed, with economic development focused on current business areas like the A127 Enterprise Corridor and Radford Way employment area in Billericay. “I urge all residents to get involved in sharing their vision for the borough’s future by submitting their comments on what is one of the Council’s key plans.” Option B accommodates a growing population, and provides a choice of housing whilst maximising the use of existing services and infrastructure. It aims to strengthen the economic prosperity of the borough by identifying 14 hectares (6ha in urban and 8ha in green belt) of land for new business opportunities, whilst creating a robust, long term Green Belt boundary. Up to 10,100 homes would be developed in this period, with 6,700 in urban areas and 3,400 in the green belt. Development in the plotlands would also be permitted. Option C aims to maximise growth, meeting household forecasts with higher density developments and providing significant new opportunities for economic development. It will provide a wide range and quantity of infrastructure, services and amenities to offer a good quality of life. Up to 21,600 new homes would be built during this period (7,500 in the urban areas, 14,100 in green belt). Twenty-six hectares of land would be identified for industrial development. This option requires significant funding for infrastructure which will be crucial to

ensure any new areas are well serviced by utilities, transport, communications and civic amenities. Cabinet member for planning, Cllr Richard Moore said: “It is vital that residents come and have their say on this important document. “The core strategy represents the vision for the borough and will shape its future course of development for the next 20 years. “There are a number of issues that need to be considered, including the amount of growth and housing that local people want to see and how this affects the future of the green belt across the borough.

WEEE RECYCLING BANK BASILDON Council has installed a recycling bank for small electrical items in Basildon town centre. In a drive to increase recycling rates across the borough, the public will now have the opportunity to recycle small electrical items, such as kettles, toasters and hairdryers. The recycling bank is the first of its kind in Basildon, and is located behind the Towngate theatre – as part of the mini recycling site there. The bank is situated on a trial basis, and if successful, more banks may be installed across the borough. Cllr Malcolm Buckley, cabinet member for environment, said: “This is another innovative solution to reduce the amount of waste going to landfill and increase the borough’s recycling rate. “The WEEE directive was introduced in the UK in 2007, and requires all end-of-life electrical equipment to be treated in an environmentally friendly manner. “This also means that electrical items should not be sent for disposal in landfill. “There are also facilities for the recycling of electrical equipment at Barleylands Recycling Centre in Billericay, and Pitsea recycling centre for household waste.” The council’s goal is to achieve a recycling rate of 50 per cent in 2012. Small electrical items are included under the WEEE directive for recycling electrical appliances (WEEE stands for Waste Electrical and Electronic Equipment). GROUPS ARE “A SHINING EXAMPLE” THE SUCCESS of last year’s Wickford’s annual Christmas tree lighting celebration in Wickford and Northlands Park annual Christmas Fayre shows just how important voluntary community groups are in the borough, according to a leading councillor. Cabinet member for community services, Cllr Andrew Baggott, said: “With the efforts of a committed group of volunteers, events such as the annual Christmas tree lighting celebration and Northlands Park annual Christmas Fayre would not be possible. “By working closely with these groups over a number of years, Basildon Council’s Youth and Community Engagement Team has enabled them to build up the skills and knowledge to run such successful events. These groups are now on the verge of becoming sustainable and operating independently in the future. “They are a shining example of how a community development approach can lead to a sustainable legacy of community benefit for the wider community in the long term.”

MORE MONEY FOR WICKFORD PARK BASILDON Council is to invest £100,000 so that Wickford residents can spend a penny in their local park. The money will be spent on new public toilets at Wickford Memorial Park as Basildon Council continues its investment in its parks across the borough. Work is set to start in the New Year and should be completed by the Spring. Cllr Tony Ball, Leader of the Council, said: “This investment follows the recent improvements made to the Wickford War Memorial, and we hope that investing in new public facilities will help to attract more people to the park. “Good public facilities are essential to parks like this and are of great benefit to local residents.”

The announcement follows sustained investment from Basildon Council and its partners of over £300,000 into Lake Meadows in Billericay, £160,000 on new allotments and a multi-use sports area in Victoria Park, Laindon, and over £1.5m due to be spent on major improvements to Gloucester Park, Basildon, including a new play area, lake and pathways. BASILDON Council is urging its tenants to take out contents insurance and reminding them that the council offers its own policy starting at only 99 pence per week. Cllr Stuart Sullivan, cabinet member for customer services said: “If a council home was to be damaged in any way, the council’s insurance policies would cover the cost of repairing the building, but not the contents and personal belongings of the tenant, such as carpets or jewellery. “Unfortunately, many people only find this out after the damage has been done. “I would recommend that every Basildon Council tenant gets a contents insurance policy which is available from a variety of insurance companies. RESIDENTS DECIDE FUTURE OF BOROUGH’S DAY CENTRES OVER 300 day centre members attended public meetings to discuss options and changes for the future, as the council seeks to make £120,000 of savings following central government cuts. The meetings followed a service review and previous consultation in 2011. George Hurd Centre members opted to increase annual membership fees from £4 per person per annum to £1 per household per week (for all three centres) and £1.50 per week for out of borough members (from £8 a year). Pitsea Day Centre members opted for a combination of increasing the membership fee by £6 per person per year; increasing class fees by 50p per person per class and reducing opening hours by an hour a day. At Laindon Day Centre, the user committee asked

fellow members to allow them to develop their own solution and submit their own proposals to the council. Since the public meetings, Cllr Andrew Baggott, cabinet member for community services has written to all day centre members to ensure that those who could not attend can have their say. He said: “This council is committed to doing the basics right, but also providing additional services like day centres that are well loved and well used. However, the reality is that we have less funding and have to make savings across the range of council services including the day centres. “No centres will close, but we do have to make changes and that is why we have place so much emphasis on the consultation.” Changes will take effect on 1 April 2012.

HAMELIN TRUST “AN ASSET TO THE COMMUNITY” BILLERICAY’S Hamelin Trust’s Reuse and Recycling Enterprise has been described as “a real asset to the community” helping to protect the environment by recycling tonnes of waste, as well as providing work experience and training for adults with learning disabilities. The enterprise recycles hundreds of tonnes of reusable/ recyclable waste which would otherwise be sent to landfill, including bric-a-brac, Waste Electronic and Electrical Equipment (WEEE). It also provides accredited training for people with disabilities and others disadvantaged in the workplace.

Cllr Malcolm Buckley, cabinet member for environment, said: “Hamelin Trust’s Reuse and Recycling Enterprise gives residents even more choice when it comes to recycling waste and unwanted items, including computers and furniture. “For over 30 years the Hamelin Trust has been doing fantastic work supporting local people of all ages with learning disabilities, physical disability, sensory impairment and mental health needs. “It is a real asset to the community.” For more information call the enterprise on 01277 314231.

CONTINENTAL WICKFORD WICKFORD is set to become the international hub of cuisine as a continental market comes to town on Thursday 15 and Friday 16 March. Continental Market Open from 9am to 5pm at Wickford High Street, the continental market will see professional market traders from France, Belgium, Italy, Spain, Holland, Poland and more, selling tasty food items such as Brittany biscuits, olives, Italian nougat, cheeses, sausages, tartiflette (a delicious cheese and potatoes dish from the Alps), charcuterie, freshly made crepes, fresh bread and croissants. QUEENS PARK IMPROVEMENTS PLAY areas in the Queens Park area of Billericay have seen improvements, thanks to a community partnership between local charities and Basildon Council. Five play areas located across the Queens Park estate have seen new equipment and improved facilities worth £15,000, through a partnership project between the Billericay based Hemraj Goyal Foundation, the Basildon, Billericay and Wickford Council for Voluntary Service (BBWCVS) and Basildon Borough Council. Following a 2010 survey, Queens Park residents identified their playgrounds as being in need of attention. COUNCIL HELP FOR HARD WORKING TENANTS HARD working council tenants struggling to make ends meet could soon get financial help from Basildon Council. The council, recognising that in the current economic climate hard working families are under additional financial pressure, is looking into proposals to make a one off payment to eligible council tenants by the end of the year. Cabinet member for community and landlord services, Cllr Andrew Baggott said: “I want to support hard working people and Basildon Council recognises that the recently announced seven per cent increase in council tenant’s rent is a huge ask for some families.

“Under these proposals, hard working families meeting a set of criteria would be entitled to a one off payment representing a significant discount on the planned increase over the course of the year. “I am currently working with officers to see exactly what is possible but my aim is to have this money paid out by the end of November, just in time for Christmas.” The scheme is part of a relaunch of the tenant reward scheme discontinued by St George’s Community Housing, and is being extended to hard working families in recognition of the added value they bring to the community.

WAT TYLER ARTS RETURNS THE Wat Tyler Arts series returns this spring with a new season of concerts set to take place at Wat Tyler Country Park. The concerts, held within the Wat Tyler Centre, will see performances of country, latin jazz and folk over the coming months. Cllr Kevin Blake, cabinet member for leisure and arts at Basildon Council said: “The Wat Tyler Arts series is an absolute must for music fans. We try and do something that’s a little bit different and this season is no different. It’s a great venue and a rare opportunity to see these artists in such an intimate setting. For only £10 it’s also fantastic value for money.” The season kicks off on Saturday 17 March with country star Hank Wangford showcasing his unique view of the world. Saturday 21 April sees a rare outing for one of the country’s leading Latin Jazz acts - the Martin Johnson Trio. Led by renowned musician Martin Johnson, the band also features Paul McCartney’s drummer David Giovannini and three times ‘Best UK Jazz Guitar’ Jim Mullen. The season comes to an end on Saturday 12 May as legendary Steeleye Span fiddle play Peter Knight brings his new band Gigspanner to the park for a night of folk music at its very best. The torch relay London 2012 begins with the arrival of the Olympic Flame from Greece on Saturday 19 May 2012. After travelling across over 1000 towns and villages across the country in 70 days, it will reach the Olympic Park in Stratford, East London, marking the start of the Games with a spectacular Olympics opening celebration on 27 July. The Torch travels through 13 towns across Essex, including Basildon, on Friday 6 July 2012, day 49 of its 70 day trip across the UK after which it reaches its final destination at the Olympic Park in Stratford on 27 July 2012.
