“WE’RE READY FOR TOUGH TIMES” _ COUNCIL’S PLEDGE AS SPENDING CUTS LOOM

BASILDON Council is reassuring residents that it is prepared for the tough financial times ahead. As the Government looks to public services to help reduce the country’s deficit, the Council has published a report demonstrating its financial planning for the coming years which reflects the challenging economic climate. The Council's Leader, Cllr Tony Ball, says the economic climate will inevitably have an impact on the way future priorities are delivered, but praised the solid financial base built up over the years. “We have an impressive track record and continued commitment to providing Value for Money,” he said. “It won’t be easy but by continuing to make sensible decisions and ensuring residents are kept informed, we can offer a sustainable budget and maintain core services.” The Council is awaiting the outcome of the Comprehensive Spending Review (CSR), which is key to future Council Tax levels. Full details, including the specific impact on Basildon, are not due to emerge until later in the financial year. “Tough decisions to make” - see page 2

TV DESIGNER PRAISES “SEXY” BASILDON SIGN TOP TV designer Laurence Llewelyn-Bowen has hailed Basildon's famous 'Hollywood' sign - calling it shiny, sexy and elegant. Laurence spent the day in Basildon to film an episode of his new ITV series ‘House Gift’- a show where three experts have one mission: to battle it out to find the perfect house gift. While visiting the sign for inspiration, he said: “I love the sign – it’s very shiny, very sexy, very elegant and very discreet. It’s tailored, just like Basildon itself.”

Chairman’s message from Cllr Mo Larkin This is very likely my final ‘Chairman's Welcome’ in the District Diary. No, I'm not going anywhere! Basildon Council made an application for borough status in February and we had to seek approval from the Queen, which we have now been given. The change from district to borough won’t affect what the Council does. But it will mean that the role of Chairman is replaced with that of Mayor. And I am very proud that I will be the new Basildon borough's first mayor. I have found over the past year that not everyone understands what a Council Chairman actually does. Indeed, when I am performing official duties I am often introduced as the Mayor of Basildon anyway. So I hope that, if nothing else, it brings some clarity to this important role. And for those worried about the public purse, we won't be buying a Mayoral car. I'll be using my own car, as I always have (actually, I don't even claim for the mileage). But I do think

Garden Diary with BBC Essex presenter Ken Crowther

Autumn is fast approaching as the leaves of trees and shrubs are turning russet colour and berries are bright orange and scarlet. Perennial autumn anemones, often called Japanese anemones, make a great display at this time of the year in white or magenta pink blooms. They too are tolerant of dryish soils and can tolerate a fair amount of shade. It will soon be time to clear out summer bedding plants as they finish flowering, or when the first frosts turn leaves black. Place all annual flower plants onto the compost heap and dig out as many weeds as possible.

Or do as I often do, and dig the annuals and the weeds into the bed, and that way you are green manuring at the same time. In the cleared flower borders why not plant daffodils, narcissi, hyacinths and crocus early in October so they can develop a good, strong root system while your soil is relatively warm. Hyacinths are perfect for pots, their waxy petals are highly perfumed and need to be displayed close to the house so that you get full benefit from their beauty and heady scent. Likewise tulips that bloom in May are just a nuisance in flower borders as you may be itching to clear the bed ready for summer flowers just when they are at the peak of their show. Remember if you want more help from Ken just go to the website www.gardening withken.com and most important of all enjoy your garden.

Cllr Larkin joins Macmillan Cancer support at its fundraising event having a Mayor will be good for the area, and I very much look forward to taking up this new position. This means also that this will be the final edition of the

District Diary. As of the next edition, it will be renamed the Borough Diary. So you may want to hang on to this edition. It could become a collector’s item!

WE’RE READY FOR TOUGH TIMES Continued... Cllr Ball goes on to say: “Initial forecasts for Council Tax increases for 2010/11 anticipated 2.5% but good financial management meant we were able to keep the increase one of the lowest in Essex at 0.9%. “If the coalition government continues to offer indicated financial support to secure a Council Tax freeze next year, we would look forward to passing this saving on to our residents. “But the challenge doesn’t end there. We will still have to find significant savings of nearly £10million up to March 2014, which will be further affected by the outcome of the CSR.” As part of the Chancellor’s emergency budget in June, the announced reduction in public sector spending suggests it may be necessary for councils to budget for a formula grant reduction in excess of 25% by 2014/15. Always trying to stay one step ahead, Basildon Council had predicted a prudent reduction of 10% (£3.2million) but through continued sound financial

management is planning to respond to the additional required savings. Cllr Phil Turner, Cabinet Member for Resources, outlined the way forward: “When others were suggesting our reserves strategy was a pointless hoarding exercise, it’s now they can really see the value of such foresight. “We will look to our reserves to help safeguard against risks, unreasonable Council Tax increases and investment in key priority services. “There is no hiding from the fact there are some tough decisions to make – our reserves are not a bottomless pit – but we’re not about to force hard working residents or vulnerable members of the community to face the brunt of these tough times on their own. Basildon Council’s duty to provide Value for Money is unfaltering. Therefore, until we have all the facts and figures from Government, our medium term financial forecast will look to maintain and protect services as much as possible.”

WE ARE A BOROUGH! THE BASILDON district is to have its first Mayor after the Queen gave approval for the area to become a borough. The historic decision to give Basildon borough status will bring the area in line with many other neighbouring authorities such as

Southend-on-Sea, Brentwood and Chelmsford. The Council will be known as ‘Basildon Borough Council’. Cllr Mo Larkin, who is currently Chairman of the Council, will become the area’s first Mayor when the Council officially receives the Charter in late October. Cllr Tony Ball, Leader of Basildon Council, said: “Becoming a Borough is an important step forward for Basildon and it will assist the Council in raising the status and attracting new investment to the area. “Many people are not familiar with the protocols of local government, having a Mayor will help people better understand the Authority and give the Borough a perceived status more appropriate for it as one of the largest Shire districts in England.” Basildon Council made an application for borough status following an Extraordinary Council Meeting held on 24 February 2010. There will be no changes to the

functions and responsibilities of the Council or how it operates, however it does enable the Council to admit Honorary Freeman of the Borough, to people of Cllr Tony Ball distinction or who have rendered eminent services to the Borough. The cost of the printing the Charter was around £950 and as the Council uses the generic logo of ‘Basildon Council’, the costs associated with stationery changes will be minimal. Any signs which display ‘Basildon District Council’ will not be changed immediately and will only be made in the future as the need for replacement arises. Whilst it is not intended to purchase civic regalia for the Mayor, it has been indicated that if private resources became available, such offers would be considered.

New food waste recycling starts New Food Waste Recycling begins this month!

BASILDON residents are now able to recycle more than ever with the start of the new recycling collections this month. Over 65,000 households are now able to recycle their food waste by mixing it with their garden waste and putting it out to be collected weekly. Cllr Malcolm Buckley, Cabinet Member for the Environment for Basildon Council said: “With over 12,000 tonnes of food waste produced across Basildon each year, food waste recycling is the last big recycling collection we can introduce. “By using your pink sacks, orange box and green bin for both garden waste and food, it is easy to recycle well over half your household waste.” The district is aiming to reach a 50% recycling rate by 2012 – and introducing food waste will be a big step towards this. For more information on food waste recycling, visit www.basildon. gov.uk/recycling or call 01268 294949.

Sporting Village prices to be affordable for all COSTS for core activities at the Basildon Sporting Village will be the same as its other smaller leisure facilities throughout the district. A standard swim at the Sporting Village will cost £3.35 for adults in April 2011, £2.05 for senior citizens and young people aged 16 and under or £1.70 for disabled users and people on a low income. This will be the same as Pitsea or Wickford swimming pools. The charges are currently £3.30, £2 and £1.65, with the 5 pence increase due to the rise of VAT to 20% in January 2011. This compares with the current charges of £3.80 for a standard swim at Brentwood’s pools, and £4 at the Chelmsford Riverside Centre. A senior citizen swim at the Chelmsford Riverside Centre is £2.70 compared to £2 at the Basildon Sporting Village. Standard table tennis hire for an hour will be £5.80, £3.50 for senior citizens and young people aged 16 or under, and £2.90 for disabled users and people on a low income. Badminton hire for an hour will be £12/£7.20/£6.05. Cllr Kevin Blake, Cabinet Member for Leisure and the Arts said: “I am delighted that the core prices for the Sporting Village have been

announced, and that they will be the same as the current charges at our other facilities. The swimming prices compare favourably with our neighbouring area, and this will be for our first class, brand new facility. “I hope that these prices show that the Sporting Village will be as affordable as the rest of our leisure centres, and that it really will be for the whole community.” The Basildon Sporting Village is being delivered by Basildon District Council and Community Solutions for Leisure (CSL) and will be operated Work is progressing on the Sporting Village by SLM Ltd.

Census Jobs RESIDENTS can still apply for a number of part-time and full time job opportunities available as part of the 2011 Census. The next census takes place on 27 March 2011 creating over 35,000 jobs across England and Wales, offering flexible working hours, extra cash to boost income and invaluable experience for job seekers’ CV. The census is a count of the population in the UK. Every 10 years everyone is asked the same questions on the same day to give a complete picture of the nation. This information helps central and local governments make key decisions about future policies, planning, services and local funding. Contract periods for jobs range from four weeks to ten months with salaries varying from £7.42 to £19.99 per hour for a variety of jobs. For more information visit http://2011.census. gov.uk/Work-for-us.

Amnesty Update A SUMMER of amnesties and estate cleanups has come to an end, with 12 areas and 14,000 properties covered by Basildon Council’s ‘Hit Squads’ of street cleansing services. In each area, a day was set aside for a rubbish amnesty, and graffiti cleaning crews, street sweepers, litterpickers and parks crews all hit a small area to make a real difference to the look of the community.

LOCALS HELP TACKLE HOUSING FRAUD NEARLY half of all housing fraud allegations reported by the public have led to a full investigation, since Basildon Council launched its campaign to fight housing fraud. Figures released for the first three months of the financial year (1 April – 30 June) show the Council’s investigations team received 66 tip offs in relation to the housing fraud campaign with 32 leading to a full investigation. Referrals are received from a variety of sources including members of the public and council officers. Cllr Phil Turner, Cabinet Member for Resources, was pleased with the progress, saying: “Considering the campaign only

began a couple of months ago, for nearly half of those allegations to lead to a full investigation means there is Cllr Phil Turner clearly an opportunity to take fraudsters to task. “The more details residents can provide when reporting their suspicions, the more it helps us build a case for further investigation. “The process of investigating and prosecuting a case takes time and our specialist team work hard to piece the jigsaw together so we thank residents for their support.”

Council grant for Craylands Club The club is open Monday, Wednesday and AN ARTS and crafts children’s club based in Craylands have been awarded a grant of £1,500 Fridays from noon to 2pm during school holidays for five to 13-year-olds. from Basildon Council. Cllr Andrew Baggott, Basildon Council’s Cabinet Member responsible for Community, said: “This club is at the heart of its community providing a focal point for young people during the long summer break. “I’m delighted this funding will ensure it thrives in the future and congratulate those involved in running the club for the success they have achieved so far.” Club manager Clare O’Sullivan, added: "It's fantastic news about the community grant funding from Basildon Council, it means we can carry on with the arts and crafts club during the school holidays. “The money will help us with some new projects like basic cooking and outdoor Craylands Activity Zone Children’s Club games and activities.”

board games and outdoor games. The club was originally managed by Basildon Council who had been approached by local parents saying there was nothing available for the children to do in the school holidays.

People with knowledge or direct experience of the services provided by the Council or its partners are encouraged to apply to become an Advisory Member to one of the Council’s Scrutiny Committees. Scrutiny Committees are made up of local Councillors who examine, monitor and influence the activities of the Council and its partners, with the aim of improving the quality of services provided to the local community. E-ASY WAY TO SAVE TIME & MONEY BASILDON Council is urging residents to sign up to some new e-services that will save time and money. Residents can choose to receive e-bills for Council Tax and e-notifications for Housing Benefit and/or Council Tax Benefit. On average it costs approximately 50 pence to send a Council Tax bill or Benefits notification letter, which, over the course of a year adds up to hundreds of thousands of pounds – not to mention the time it takes

from producing the letter to it landing on someone’s doormat. Cllr Phil Turner, Cabinet Member for Resources, explained: “By encouraging residents to sign up to this service not only is it quicker and more convenient for them but the Council is also saving money. “Residents can contact the team to get their Council Tax bill and, if they receive Housing Benefit or Council Tax Benefit, their notification letter by email.

“Instead of waiting at least two or three days to receive a Council Tax bill or benefit notification letter, it will be virtually instantaneous. “This is another example of where we are taking the commitment to value for money seriously yet dedicated to protecting and improving the level of service residents receive.” Residents interested in signing up to the service should email eservices@basildon.gov.uk.

Cabinet Member for Community, Cllr Andrew Baggott said: “The district is once again joining annual celebrations around

5

the world to mark International Black History Month as it highlights and commemorates the achievements and history of people of African descent. “By marking this event it also providing an opportunity for people of all ethnicities and backgrounds to celebrate and learn about cultural diversity, integration and community cohesion.” Meanwhile Pitsea Children’s Centres are also celebrating the month with a visit from African drummers, food tasting sessions and craft activities. INTERVENTION PROJECT LAUNCHES A SPECIALIST family support team has been launched in the district by Basildon Council, Basildon Community Safety Partnership and Family Mosaic Housing Association. The team has been set up to work with families who cause the most anti-social behaviour (ASB) within our community and are at risk of losing their home. It is hoped this innovative approach will stop the pattern of ASB by offering intensive support to the families that really need help. Cllr Frank Tomlin, Basildon Council’s Cabinet Member for Community Safety, said: “The Family Intervention Project will strive to break the cycle of anti-social behaviour caused by some of Basildon’s most hard to reach families. “The small team of key workers will be on hand to support and assist these families, helping to keep them on the straight and narrow and not lose their tenancy.” The Family Intervention Project which received match funding from the Department for Children, Schools and Families will be instrumental in helping to make Basildon’s communities safer. It marks new grounds in partnership working across public organisations.

Have your say on Council’s decision making BASILDON Council wants to hear residents’ views on its arrangements for executive decision making. Local authorities are required by law to reconsider their decision making arrangements. As a result, the Council is required to consider two options for how executive decision making should operate, and decide by 31 December 2010 which of the two options it shall operate with effect from May 2011. The two options now available to the Council are option A : Leader and Cabinet Executive, or option B: Directly Elected Mayor and Cabinet. Option A is in essence the same arrangements as the Council currently operates and has done since the introduction of the Local Government Act 2000, whereby

the Council appoints a Councillor as Leader of the Council who in turn appoints up to nine Councillors who act as members of the Cabinet. At present the Leader decides the size of the Cabinet and appoints Cabinet Members, as well as deciding their portfolios (areas of responsibility), and the extent to which each Cabinet Member is able to make decisions. Option B means the Mayor would be directly elected by voters in Basildon for a period of four years, at the same time as electing other Councillors. The Mayor would then choose a Cabinet of not more than nine Councillors. The remaining elected Councillors would continue to have a role on the Council’s overview and scrutiny function and hold the Directly Elected Mayor and Cabinet to account.

The Mayor would appoint a Deputy Mayor, and the Council would have to decide whether the Chairman of the Council should continue to have a civic and ceremonial role or whether the Directly Elected Mayor would carry out these functions. Basildon’s first Petanque square opens at Lake Meadows

Basildon Chairman Cllr Mo Larkin throwing a boule with Billericay Petanque Group members

BASILDON’S first Petanque square is now open for use in Billericay’s Lake Meadows. One person who will be making use of the new French Boules square is Lewis Paul from the Billericay Petanque Group. The project, inspired by Mr Paul and his group, cost £15,000 in total and was joint funded by Basildon District Council, Essex County Council Community Initiatives Fund, and Veolia ES Cleanaway Pitsea Marshes Trust. Mr Paul, 74, of Billericay, said: “This development will open up the opportunity for everybody to play French Boules. It’s a game for all ages and abilities and can also be played by people with certain disabilities. “It’s also an inexpensive game to play in that you don’t need special clothing or footwear. All you need is a set of French boules. “I’d like to thank Basildon Council and its partners for its cooperation in making this project such a success.” Cllr Phil Turner, Basildon Council’s Cabinet Member for Resources, said: “I would like to thank our partners for contributing funding to the Billericay Petanque Initiation Group who have got this facility underway in Billericay. I’m sure it will become a much loved attraction for the whole district and form a central part of one Billericay’s prime parks. Petanque, which is the French name for boules, is a game where the goal is, while standing with the feet together, to throw metal balls as close as possible to a small wooden ball or jack.

Aladdin stars roll into town THE CLOCK is ticking to the biggest show of the year… With just a matter of weeks until show time the glittering cast launched the Towngate Theatre production in style - arriving to their photo call by miniature railway. Star and director Simon Fielding, who plays Aladdin, was among those on board the train at Barleylands Farm in Billericay, and promises this year’s production will be a show to remember: “We have a great cast and following last year’s success we will be pulling out all of the stops to make sure Aladdin is even better.” Among the cast at the launch were a host of the famous characters including Widow Twankey, Princess Jasmine, the Genie of the Lamp and the evil Abanazar. There was also an appearance by the Empress, played by actress Samantha Hughes who will this year be performing in her 30th pantomime. Last year’s production, Jack and the Beanstalk, won acclaim from reviewers as one of the best panto’s in the county and Towngate Theatre Manager Graham Sandford is confident Aladdin can repeat that success this Christmas: “We have a fantastic lead star in Simon Fielding who is making a big name for himself in children’s television. He is the star of BBC’s ‘Action Stations’ and has recently joined the cast of hit show ‘The Slammer’ so is a well

ADVICE AND BENEFIT CONNEXIONS

BASILDON Council is working with Connexions to offer young people information and advice about Housing Benefit and Council Tax Benefit. A Cabinet meeting earlier in the year that considered a Task and Finish Review Group Report identified a number of recommendations designed to help young people who are not in education, employment or training (NEET). While taking steps to encourage young people to get involved in education, employment or training, such as further study or apprenticeships, the Council hopes to offer advice on what benefits could be available to support them in the short term. Cllr Phil Turner, Cabinet Member of Resources, said: “With a number of young people across the district not in education,

employment or training, we want to do what we can to help them break the cycle they may be stuck in. “We accept the fact that sometimes starting out can come with a financial shortfall, which is where some benefits may offer temporary support. “Our benefits officers will be available not only to offer advice on benefits but to also signpost young people to other agencies or organisations who can help them. “This initiative is what benefits should be about - not about working the system or a dependency cycle. “We are offering a hand up, rather than a hand out, where there is genuine need.” A specialist benefits officer will be at Connexions in Basildon town centre between 1pm and 3pm every Wednesday.

The event was lead by Moat Housing Group, the HomeBuy agent for Essex, Kent and Sussex, and saw 57 people registering to find out more about properties available.

Moat has run many similar events throughout Essex, Kent and Sussex and this has been the most successful event to date.

PITSEA REGENERATION PROJECT UNDERWAY BASILDON Council Leader Tony Ball has joined Basildon MP Stephen Metcalfe and Logic Homes to the launch of redevelopment of the Old Dairy site at Pitsea, where 120 new affordable homes will be created. Construction of the 1.6 acre site began in March 2010 following the granting of planning permission by the Council and grant funding from The Homes and Communities Agency. To mark the event a time capsule containing a range of relevant historical information, such as copies of local newspaper, commemorative coins and architectural drawings, were buried at the site. Pictures of the site from the past 100 years and computer generated images of what the completed scheme will look were also included. The scheme is due to be completed in March 2012 and will comprise 120 homes. 39 of these will be one-bedroom flats and 91 will be twobedroom flats. Of these, there will be 56 homes for shared ownership, 25 for intermediate rent, and 39 for general needs rent for people over 55. There will also be a communal shared space, a café and five commercial units. Cllr Tony Ball, Leader of Basildon District Council, said: “This is the gateway to the town

Computer generated image of Pitsea’s regeneration and I am delighted that work has started on what is an excellent scheme. This site has been an eyesore for some time, and this development will reinvigorate the area and help to kick start the regeneration of Pitsea town centre.

Despite the recession and downturn, Basildon district remains a popular investment location, as highlighted by this development and many others that are underway across the area."

Apprenticeships - a great opportunity YOUNG people in the district are being encouraged to look at joining apprenticeship schemes as a way of launching their careers. Apprenticeships provide young people with the chance to get paid while they work and learn, thereby enabling them to gain essential qualifications and real workplace experience – an advantage in today’s competitive job market. They are open to people in England who are aged 16 or over and not engaged in full-time education. The training component of apprenticeships is fully funded by the National Apprenticeship Service for young people aged 16-18. The average wage for an employed apprentice is currently £140 per week, with a national minimum pay level set at £95 per week. Cabinet Member for Resources, Cllr Phil Turner urged young people to get involved: “Apprenticeships have evolved. With over 190 different types of apprentice opportunities

on their doorstep, there's no denying the potential to open doors for young people whatever they're in to. “An apprenticeship offers young people the chance to earn money while developing skills and qualifications to see them onto a fulfilling career path.” For more information visit www.apprenticeships.org.uk, the Essex County Council website at www.essex.gov.uk/essexapprentice for information about Essex Apprenticeships, and the Nova Partnership for Apprenticeships & Skills website at www.nova.org.uk. Bag-free Friday

RESIDENTS came out in their tens of thousands for a series of music and theatre events held throughout the district this summer. Besides Basfest, locals enjoyed free entertainment in July with Proms in the Park, part of the Billericay Gala Weekend, as well as the free open air production of Alice through the Looking Glass in August. Resident Jacky Mahoney had a wonderful time at the Proms event. She said: “Barry Norman made a superb compere, the orchestra and principal singers were magnificent. “Lake Meadows is always such a special place, and we use it often, and the staging and acoustics were such that anybody, anywhere in the audience had a good view of the stage and could hear every sound and word.

BASILDON Council’s Recycling team are giving you the chance to say goodbye to single-use, disposable plastic bags, as part of the district’s first-ever ‘Bag Free Friday’. The event takes place on Friday 12 November in the Eastgate Shopping Centre, Basildon from 10am to 4pm. James Hendry, Waste Management Officer for Basildon Council said: “Single-use carrier bags make up 1% of the total waste produced across the country – in the district this equals over 700 tonnes a year. We are hoping that by encouraging people to swap their disposable carrier bags for reusable ones they can make steps to thinking about reducing their waste when shopping.” For more information visit www.basildon.gov.uk/ recycling.

SPORTING VILLAGE EXCITEMENT

Matt Jackson and Scott Hann of the South Essex Gymnastics Club with Eamonn Martin

A FORMER London Marathon winner and the Head Coach of a local gymnastics club have thrown their weight behind the Basildon Sporting Village. The facility opening in April 2011 will include a 50 metre swimming pool, regional gymnastics centre, sports hall, five a side football, fitness suite and climbing wall. The regional gymnastics centre will provide a new home for the South Essex Gymnastics Club. Scott Hann, Head Coach at the South Essex Gymnastics Club says: “This whole move is fantastic for our club and our 1700 members cannot wait to move in April 2011. “Not only will we be able to give better facilities to our members, but attract many more, from pre-school children, right through to potential Olympians, working with children with special needs, and offering classes for some problematic children that helps to keep them off the streets. Eamonn Martin, Chairman of Basildon athletics club and the last British male winner of the London Marathon in 1993, says: “The

In at the deep end!

Sporting Village will be great for Basildon, and great for sports in general, not just athletics, but swimming, gymnastics and general fitness. “Basildon and Essex has been sorely lacking facilities of this type for many years, and this is much needed. Bringing all sports together is going to be a major benefit for all of us, and the clubs will be able to feed off of each other, sharing experience, opportunities and advice to each other. “This facility will be magnificent for sports and leisure in the area, and we cannot wait for it to open.” “Individual leisure time is on the increase and this is exactly what Basildon Council are trying to assist with and make plans for the future. I think it is fantastic that the Council has shown the ambition to do this and are making it a reality.” For more information on South Essex Gymnastics Club, visit www.southessexgym .co.uk or call 01268 270615. Young people get “fighting fit”

MEMBERS of the Leisure and Health Scrutiny Committee got to see first hand how the Sporting Village is progressing when they visited the site recently. Suitably dressed in high visibility vests and protective boots, councillors climbed the temporary scaffold staircase to where the viewing gallery will be situated

allowing family and friends to look down on the gymnastics centre and badminton court, both of which are now taking shape. The tour was completed in the deep end of the swimming pool (thankfully the pool has yet to be filled!). After the tour Cllr Carole Morris, Chairman of the Committee said: “I have only seen glimpses of the building so once inside I was amazed at the size of the Sporting Village and the marvellous facilities that are going to be available. I am confident that residents will be as impressed with the facilities Cllrs Chris Jackman, Carole Morris, Anthony Hedley and Swatantra once it opens in Nandanwar at the Sporting Village construction site April 2011.” Printed on 75% recycled paper.
