Lucky PINK text wins £25 iTunes voucher
BASILDON Council’s text message reminder scheme - which reminds residents when their recycling days are near - is nearing its 1,000th subscriber and the lucky 1,000th person to text pink followed by their postcode to 82727 will win a £25 iTunes voucher. Cllr Malcolm Buckley, Cabinet Member for the Environment for Basildon Council said: “Text message reminders are an easy and convenient way to get into the habit of recycling. They are very useful to make sure you are putting your sacks out on the right day, rather than waiting for your neighbours. “The helpful hints are also very useful – so far they have told me interesting things, such as how to recycle textiles, or where I can easily recycle batteries and household wood. “I would recommend them to anyone looking to get the most out of their recycling collections.” Text messages consist of a reminder the day before collection, and helpful hints and advice on the weeks which are not your collection. Text 'Pink' and your postcode to 82727 to receive recycling reminders free of charge. Text Pink ... Cllr Buckley with resident

It was marvellous to be able to give Josh DuBovie a proper civic send off before he headed off to Oslo for the 2010 Eurovision Song Contest. Josh's talent isn't just in his singing voice, but in his character too. I've known him for a long time and can tell you he's a lovely young man and a great role model for young people around the district. Imagine that - a boy from Laindon appearing in front of 100m+ viewers across Europe. And that's exactly what happened last month. Of course, you don't have Cllr Mo Larkin with Josh DuBovie to travel to Oslo to see Josh perform. You can sometimes with good reason. catch him at Basfest 2010. I'm very lucky I know how easy it is for because, through my role as young people to get a bad chairman, I get to meet some reputation. to be asked to officially open the Multi Use Sports Area at Lake Meadows. I have no doubt it will be very well used by local people and is an excellent facility to bring to the park. I know local people wanted it because young people in the area were very much involved in the discussions when the proposal was first put forward. It is also a good example of partners working together to improve facilities and turn Lake Meadows into a first class venue for the local community. Billericay Town Council is funding this new facility along with a grant obtained by the Billericay Youth Town Council. And Basildon Council will maintain the equipment as part of the Lake Meadows partnership agreement. A very good example of people working together for the good of the community and young people benefitting as a result.
PITSEA’S REGENERATION
with BBC Essex presenter Ken Crowther
Sun to warm the soil, and long days stretching almost to bedtime, are a delight to gardeners who never have enough time to keep all their plants watered, fed and cared for. If that long range forecast is right, let’s keep our fingers crossed, we are supposed to be in for a scorching summer. It would then be best to prepare the garden with water-holding granules and surface mulches that look both attractive and reduce evaporation from soil surfaces. If you have already planted your summer bedding, when you next cultivate the ground work in those granules. At this time of the year lawn grass will be galloping into growth thanks to warm weather and moist soil. If you have some
extra time why not cut the lawn twice a week, as the more frequently you do it the less time it takes, because there are less cuttings to dispose of and it will be beneficial to encouraging a thicker lawn. Even better for thickening the grass up in summer is to feed the lawn. Many people with small lawns like the accuracy of dissolving Soluble Lawn Food crystals into a watering-can and applying this solution gradually over the lawn. Don’t scalp the grass when mowing thinking this will save mowing, it doesn’t, and it will encourage moss. The white powdery deposits of rose mildew and those darker marks of Black Spot may well be spotted in June. At the first signs of the disease spray with RoseClear and repeat at fortnightly intervals. Don`t forget to join me on my Saturday Gardening Phone-In 9am till 11am on BBC Essex and Mondays for Gardening Plus 2 till 4.
Work has begun on the £14 million development in Pitsea Town Centre. The work at Station Lane will bring in a mix of homes and new shops, including two blocks of apartments that will provide 121 flats, five shops and parking for 126 cars and 109 bicycles.
CHALLENGE 25 - EMPOWERING RETAILERS SEVENTY-FIVE per cent of retailers in the district have signed up for “Challenge 25” – the age-restricted sales campaign launched last September. A brainchild of Basildon Community Safety partnership, which Basildon Council is a lead member of, the aim of the campaign was to drive down the sales of age-restricted products to under-age customers. The campaign targeted all retailers selling these types of products across the district with a ‘Challenge 25’ campaign pack. Visits
were made by Trading Standards to each relevant retail outlet to promote the campaign messages and encourage sign up to the voluntary Challenge 25 contract. Since its completion in March, the effectiveness of the campaign has been measured by Trading Standards through unannounced test purchasing with the retailers. The low rate of under-aged sales shows how the scheme has helped to keep Basildon safer by empowering retailers to ask for ID whenever they are in doubt.

AMNESTY RECLAIMS HOMES A RECENT amnesty targeting people committing housing fraud has paid off as eight vitally needed homes ha been handed over to be made available to those in genuine need. Basildon Council launched a crackdown on housing fraud with a two-week amnesty, which ended in May, to encourage tenants to come forward and hand back their keys – and avoid prosecution. The crackdown on housing fraud targets tenants who are illegally subletting their property, have left it vacant, or who give false information in their housing application. Cllr Phil Turner, Cabinet Member for Resources, said: “The amnesty has served an important purpose in that someone has taken this opportunity to wipe the slate clean and we have been able to reclaim desperately needed homes. “As for those who have not taken this opportunity, they
need to realise their luck is running out. “Those committing housing fraud are denying families in genuine need the opportunity to put down roots in a permanent home, not to mention the fact they are taking advantage of taxpayers’ cash.” Using funds from central Government, the Council is channelling extra resources into investigating and prosecuting housing fraud in Council properties. The Council is also appealing to residents to help them fight this socially and economically damaging type of fraud by reporting their suspicions through the Fraudline. Residents can report suspected housing fraud to the Council’s confidential Fraudline on 01268 294566, email fraudline@basildon.gov.uk or through the Council website www.basildon.gov.uk.

STRUGGLING local businesses had face-to-face meetings with the banks- thanks to Basildon Council. The unique event, held in May was hailed a success by High Street bankers who attended the event to help local businesses access funding and bank loans. Key people from Barclays, HSBC, Lloyds TSB and Natwest were able to offer advice and tangible help on a wide range of business finance issues including: the Enterprise Finance Guarantee; Business Loans; Overdrafts; and Invoice Factoring. Graeme Cann, senior business development manager for Lloyds TSB Commercial in Essex and East London, said: “ This was an excellent idea by the Council, and we were able to show we really are open for business. We hope the idea expands, and we would definitely want to be involved in an event like this in the future. “Basildon businesses have faced unprecedented challenges over the past two years. However, with signs that the economy may be beginning to improve, this is a great time for local companies to consider new opportunities to expand, and the event enabled us to spread this message and explain how local companies can get access to finance.” Basildon Enterprise Agency also explained how its heavily subsidised ‘Fit To Lend’ support programme can help businesses prepare any loan application. Several local accountancy firms were also present along with two Business Link Advisors, offering a one-stop shop for business advice and support. Cllr Stephen Horgan, Deputy Leader of the council, said: “The feedback from this event has been very encouraging, both from the businesses that attended, and the banks that made it possible. “Events like this are vital to support local companies, no matter how big or small, to get in front of business managers from the major High Street banks and talk about the finance they need to keep our district prosperous.”
DISTRICT’S FIRST SOS BUS GOES INTO SERVICE BASILDON’S first SOS Bus is in service at the Festival Leisure Park to help vulnerable people at the site every Friday and Saturday night from 9pm until 3am. Part-funded by the Community Safety Partnership, which Basildon Council is a lead member of, the bus is also available on the Sunday before bank holidays. It will act as the first point of contact for those whose wellbeing is threatened by an inability to get home, illness or injury, emotional distress or vulnerability.
Run by the YMCA, and manned by trained first aid volunteers, staff will be able to assist people with minor injuries, ensuring less serious problems are treated on the spot rather than going to hospital. Bala Mahendran, Chairman of the Partnership and Chief Executive of Basildon Council, said: “The bus will be a great asset to the district, and will become a focal point at Festival Leisure Park as well as major events taking place across Basildon.”

BASILDON Council’s recycling team now have more ways for you to find out about the Council’s Recycling services, as its new Recycle for Basildon pages launch on Facebook and Twitter. The social networking groups have been designed to enable residents to find out more about all recycling issues. Visit the facebook site at www.facebook.com and search for the ‘Recycle for Basildon’ group. For twitter visit www. t w i t t e r. c o m / s t a r v e yourbin or @starveyour bin. Residents recycled 38% of their waste in the past year, and it is hoped that this will be increased to 50% by 2012.
Businesses “Meet the Buyer” LOCAL businesses have praised the Council’s free “Meet the Buyers” event recently held at the Wat Tyler Centre. The event was run to enable local businesses and suppliers to meet with bigger buyers and describe the services they offer. It also offered the chance for larger buyers to explain their needs and requirements. 116 business suppliers from 92 companies attended and over 370 preorganised 10 minute introductory meetings took place with the 15 buyers that exhibited at the event. The Council’s own procurement team also attended the event, explaining to local buyers how they can do business with the Council. The event was sponsored by Basildon Council and Swan Housing, and supported by the Interreg IVB North Sea Region programme.

THE LEADER of Basildon District Council has set out his vision and priorities for the coming year.. At May’s annual council meeting, Cllr Tony Ball reconfirmed the council’s priorities as regeneration, community and environment, while delivering Cllr Tony Ball value for money quality services for its residents. Cllr Ball said: “Never has the phrase ‘delivering more for less’ been so apt, because that is exactly what we will do. “Our commitment to regeneration remains unchanged, and this year we will see more fruits of our labour. “The procurement process for the £1billion redevelopment of Basildon town centre is drawing to a close, and things are progressing with Wickford town centre, where we are in direct discussions with two out of the four top food re-
tailers on locating a store in the town. We are also encouraging private landowners in Laindon and Pitsea to redevelop those town centres.” “And of course, we will see the completion of the Sporting Village in April 2011, a world class facility on our doorstep to be enjoyed by all our residents, completed on time and on budget.” The Council is also committing to major estate renewal and improving its housing stock, although Cllr Ball highlighted that debates would need to take place around Council housing. “There is no commitment from the new Government to continue the Decent Homes programme. With the comprehensive spending review happening shortly, and changes to be made around the Housing Revenue Account, we will need to consider the best way of delivering the improvements to our tenants that are much needed and deserved.” In the environment, the Council will step up the fight against graffiti with free removal from private properties and small business, and will continue its push to raise recycling levels to
NO CHANGES TO CABINET
CLLR Tony Ball remains Leader of the Council and Deputy Leader, Stephen Horgan, also retains responsibility for regeneration strategy. Leader, Cllr Tony Ball, said: “Last year’s Cabinet proved to be such a success that’s why no changes have been made. I am proposing stability, which is clearly what the residents of the district voted for.” The rest of the Cabinet comprises: Cllr Frank Tomlin (Housing); Cllr Malcolm Buckley (Environment); Cllr Kevin Blake (Leisure and the

The parks maintenance service will also be improved across the District, with additional grass cutting and winter and summer pruning taking place, and the District will be kept clean and tidy by reducing fly tipping through an expanded ‘crunch’ service, additional amnesty days and the Council’s free bulk domestic waste collection. “Our partnership working will also continue to make progress on reducing crime and the fear of crime and tackling health inequalities across the District with the Basildon District Health Partnership,” said Cllr Ball. The Leader also stated his commitment to resolving the illegal development at Hovefields and Dale Farm. Cllr Ball highlighted that despite the national backdrop of economic recession, cuts and savings, Basildon Council was in a good position to deal with financial constraints, thanks to prudent financial management.

WARN & INFORM SIGN UP A NEW scheme aimed at improving the way the public is informed before, during and after emergencies has being launched by Basildon Council. Basildon is the first local authority in Essex to use the warn and inform web registration system, which is a free web service available to all district residents who sign up online. It is designed to keep the public informed during, be-
fore and after emergencies like fires and floods. It works by targeting specific areas by post code and sending out information, such as evacuation details and locations for rest centres, via text or email. Cllr Frank Tomlin, Basildon Council’s Cabinet Member responsible for Emergency Planning, said: “Signing up to this scheme is free and just one of the ways the Council is
trying to improve how it communicates to the public during times of crisis. “I urge people to register now so they don’t miss out on vital information.” To register visit www.basildon .gov.uk/emergencyplanning and fill out the registration form by typing in your post code, mobile telephone number and/or email address.

COUNCIL’S HOPE TO YOUNG PEOPLE BASILDON Council’s cabinet has agreed a set of recommendations designed to help young people who are unemployed and not in education or training. The Overview and Scrutiny Commission agreed to review the issues facing 16-18 year olds who are not in education, employment or training (NEET), and how these can be overcome. There are 550 people across the District that fall into this bracket, more than other areas in Essex. Cabinet has agreed 18 recommendations to be taken forward, including: provision for young people to be able to resit their GCSEs in Maths and English as quickly as
possible; a greater effort be made to create links between further education (FE), training and the jobs available in the district so that the District’s young people have the necessary skills to access the local job market; that the council uses its contacts to encourage local businesses to take part in apprenticeship schemes; National Express East Anglia be encouraged to mirror the c2c scheme whereby young people are given free travel to their interviews and first month of employment. Cllr Sylvia Buckley, chairman of the overview and scrutiny commission says: “These recommendations seek to address a growing problem in the area. This

report shows how committed the Council is to tackling the barriers facing many 16-18 year olds. “It is vital that we do all that we can to help young people achieve their grades, and if they do not, then to provide them with the support necessary to retake exams, access further education or apprenticeships for example.” A joint meeting will now be arranged between all partners and relevant agencies to identify joint funding and project opportunities. It is hoped that this will help to implement the review recommendations. Two further updates will also be presented to the overview and scrutiny commission in six and 12 months time.

BOOM ROOM
The Boom Room young person's stage will be running over both days of the festival. July 2010 will be the Boom Room's fifth year at the festival. It has provided thousands of local young people with the chance to perform a orld multitude of different musical styles, do the sound engineering, make video ngs documentaries, choose the acts, design the literature, deliver urban art e workshops and marshal the events. All of the young people volunteer their time. The Boom Room showcases the musical talents of local young people aged between 13-19 or up to 25 years of age for those with additional needs. So if you want to see the district's stars of the future come and check us out at Basfest. The Boom Room is a nonalcohol zone.
Martin, you've had a look at the programme. What can people expect this year? It is a fun family day out with loads of live entertainment. It really is an excellent day out. Su, you host a lot of events in the Basildon district - what's the best thing about a Basildon audience? The Basildon crowds are really friendly. It is always fun hosting an event in the district because people really know how to have a good time. Martin, which act are you most looking forward to? There’s not one act I am looking forward to, it’s all of them. I love to see bands that I wouldn’t normally listen to, and I just love live music of any style. BENEFIT FRAUD CRACK DOWN SAVES £1/2m BASILDON Council investigators have caught 53 benefit cheats in a year – saving local tax payers more than half a million pounds. The Council has taken the unusual step of revealing the complete sum - £574,000 in 2009/10 – to show residents how important it is to report suspected benefit fraud. Cllr Phil Turner, Cabinet Member for Resources, praised the work of the Council’s Investigations Team and said: “The important thing to remember is that this sum of money, £574,000, is simply what had been claimed to date. To put this amount into perspective, it is equivalent to 36 Street Sweepers or 27 Refuse and Recycling Loaders. “Had our officers not uncovered these 53 cases they could well have continued for years and the cost to honest taxpayers might have
stretched into millions of pounds.” Everyone the Council successfully prosecutes has to pay back the full amount of overpayment which means the money can be spent on Council services. On top of the repayments, the courts have handed out a variety of punishments from suspended custodial sentences to hefty fines. Cllr Turner continued: “It is not appropriate for the unscrupulous few to demonise those who legitimately need the support of our benefits system.” If you suspect someone of committing benefit fraud, report it through the Council’s confidential Fraudline on 01268 294566 or by email to fraudline@basildon.gov.uk.

TACKLING ANTISOCIAL BEHAVIOUR
Ford Transit BASILDON Council has congratulated Ford Motor Company on the production of its 6 millionth transit. The landmark version of the legendary Transit commercial vehicle rolled off the production line in March at the FordOtosan plant in Kocaeli, Turkey. In August 2010, the Ford Transit will pass another key milestone as it will celebrate its 45th birthday. "The Ford Transit has a superb heritage and an even brighter future. We'll keep counting and we will keep reminding the world that Transit remains true to its heritage and its hard-won reputation," said John Fleming, Ford of Europe Chairman and CEO.
Bala Mahendran, Chief Executive of Basildon Council, said: “We are proud to have such a respected and successful global company like Ford Motor Company in Basildon, and congratulate them on the production of the six millionth transit. “ The research and development for this legendary commercial vehicle takes place at the Dunton Technical Centre in Basildon, and we are proud of this achievement. The transit is the backbone of small businesses, and we see Basildon as the home of entrepreneurs. “We are also very proud that one in four Ford engines around the world is made in Basildon.”
BASILDON Council and its partners have recently launched its anti-social behaviour (ASB) service charter. Basildon Community Safety Partnership’s service charter is a set of standards that outlines the minimum level of service that a victim or witness of ASB can expect from the Partnership when they report an incident of ASB. Tackling this type of behaviour is a top prority for the Partnership if it is to cultivate a sense of trust and respect among residents. The charter details that to support victims and witnesses of ASB the Partnership will make it easy for you to report ASB, will take your complaint seriously and investigate it throughly, and provide a single point of contact for cases being investigated. The charter also promises to keep you informed about your case and provide updates while utilising a full range of available tools and powers to tackle ASB. To make an ASB report contact Essex Police on 0300 333 4444 (non emergency), or 999 in an emergency. You can also contact St George’s Community Housing ASB team on 01268 465130 or email: asb@sgch.org.uk. ENFORCEMENT OFFICER GET YOUR RECYCLING FILTH FIGHTING TV SHOW QUESTIONS A BASILDON Council Environmental Enforcement Officer was recently followed about his daily work by the film crew behind the popular TV programme ‘Grimebusters’. Film crews from the Sky Real Lives channel followed Andy Wilkinson while he carried out duties, including street monitoring and fly-tipping, in his role as an Environmental Enforcement Officer with the Council. The show focuses on the horrors faced by professional cleaners as they tackle the dirt and grime of squats and fly-tipping sites, and the daily battle local authorities’ face when working to keep the streets clean. Andy Wilkinson, Environmental Enforcement Officer for Basildon Council said: “I enjoyed giving the camera crew the opportunity to see what being an Environmental Enforcement Officer means, and how enforcement can take an important role in keeping the district clean. “We took the camera crew out when I was working to tackle littering, fly-tipping and other dumping around the district. “The most important message we tried to get across to the camera crews is that all dumping and fly-tipping, no matter how small, attracts more dumping. “These simple steps will ensure the Basildon district is cleaner for everyone to enjoy. This has got to be better than receiving a fine for dropping litter.” The show, entitled The Real Filth Fighters, was aired in May on Sky Real Lives.

BASILDON Council’s Community Development Team and its partners have secured £92,201 in external funding over the last six months for community development projects in the district. This additional funding means that the Council has been able to vastly improve the range of activities available to local people, while reducing its reliance on taxpayer’s money to deliver these projects. Activities that the local community has been benefiting from include accredited educational and music programmes; youth council and social responsibility activities; and homeless awareness sessions. One of the team’s most successful projects, Pimp My Bike Youth Diversion Project, recently won the prestigious "Essex Against Crime" bowl at the 2010 High
Sheriff's awards. The team has also met directly with over 15 thousand local young people since April 2009, with many of the activities held allowing young people to participate as volunteers, youth councillors, peer mentors, musicians, technicians, event organisers and event workshop facilitators. Cabinet Member for Community, Cllr Andrew Baggott, said: “The work the Council’s Community Development team has been doing over the last year is fantastic. “The team has made it possible for dozens of community activities to be run that young people of all ages can participate in with their family, and they have done this while reducing the amount of taxpayers money used to do this.”

Council to raising money for good causes. The commitment by the Leisure staff to achieve this has been great.”
