Basildon Council has announced a recession busting Council Tax increase of only 0.9%. The news comes amid a raft of exciting investments, including a £100,000 investment package for Pitsea Leisure Centre, announced as the Council agreed its budget for the next financial year. Council Leader, Tony Ball, explained at the full council meeting in February that the increase equates to four pence a week for the average household, which is one of the lowest in Essex, and is despite another disappointing

government settlement. Last year, councillors forecast a Council Tax increase in 2010/11 of 3.5%. Cllr Ball, said: “Yet again we have battled to set the Council Tax and budget against a continuing national backdrop of financial turmoil. “It is incredibly pleasing that the increase is so low and has been achieved along with a sustainable budget and further investment into the future of Basildon. “This is possible because of the Council’s track

record for investing time, resources and money supporting our residents and local businesses.” Cllr Phil Turner, Cabinet Member for Resources, supported the Leader’s emphasis on offering value for money to the tax payer, saying: “At a time of unprecedented financial trouble, we are pleased to be able to continue our commitment of investing in Basildon over the years with smart financial management ensuring security now and into the future.” Pitsea Leisure Centre £100,000 package plus other investments announced - see page 4

I hope that, by the time you read this, we will be enjoying the first signs of spring and the cold weather and snow we’ve suffered in the past few months will be little more than a memory. There are, of course, people in others countries who don’t consider we’ve endured anything that could really be called ‘severe weather’. In parts of Canada, for instance, they count ‘heavy snow fall’ in feet rather than inches. But for us, temperatures of -5°c and up to 10 inches of snow causes all sorts of problems for residents and businesses. It does also, of course, bring out that real community spirit with neighbours helping each other dig out cars, clear paths and collect shopping for each other. Many people had to stay at home, but there were plenty who struggled into work because their work is so essential. And to those people in particular, I say well done. January and February can be fairly bland months, after the excitement of Christmas and New Year, but I was certainly kept busy as Chairman of the Council.

Tips for Safe travelling by Taxi in Basildon district

It was a great honour to open the Council’s Book of Remembrance on Holocaust Memorial Day, and be the first person to sign it this year. The book is left in reception at the Basildon Centre on this day each year and any visitor can sign their name and leave a short message. It has become a lovely tradition and a way for us, as a community, to remember the holocaust and its victims. I also met with members of the Rotary Club of Basildon Concord who have done a truly

remarkable job collecting money for the Shelterbox Appeal to send aid to Haiti. The appeal has raised more than £15,000 and I am sure the money will contribute significantly to the international aid effort. I was also able to award a local scout leader for her years of community work. Joyce Hoyle, who is from Wickford, received the Alf Dove Award in recognition of her commitment and dedication as Akela at the First Wickford Scout Troup for more than 30 years. When Cllr Alf Dove retired from the Council, it was decided to establish an award in his name that would recognise significant contributions made by individuals to the well being of the local community. And Joyce was a very deserving recipient, inspiring young people in the community and leaving them with many fond memories of their time with her. She has freely given her time to endless fundraising, camps and events. It’s this sort of community spirit that really makes this a very special district.

As part of the mouth-watering ‘Our Basildon Our Food’ project, nine eateries are promoting healthier options on their menus, adding a tasty, nutritious dish created with the help of food experts, including British Masterchef, Mark Baumann. This creative project is delivered by the Our Basildon team, supported by Basildon Council and funded by NHS South West Essex, in response to concerns about high levels of obesity and other health problems in the town. By involving restaurants and cafés along the Basildon Heritage Trail, the team is encouraging people to walk and exercise, and to eat healthily in the process. CASH FOR WARMER HOMES

Basildon Council is working with local authorities across South Essex to provide council grants and loans to make warmer, healthier homes. The Warm and Healthy Homes Partnership provides free or discounted council grants and loans to make homes safer, more energy efficient and reduce heating bills. This scheme provides: home insulation and heating grants to replace old boilers with high efficiency condensing boilers and interest-free loans to help towards the cost of removing housing health and safety risks, following a surveyor’s free inspection. MORE CASH FOR CREDIT-CRUNCH Basildon Council is set to invest a further £42,000 helping residents and local businesses move out of the recession and towards recovery. A new permanent home has been created for the Basildon credit union in the Towngate Theatre, and two business events will be held to encourage local contracts and procurement, and business to business networking. Cllr Phil Turner, Cabinet Member for Resources, said: “We are determined to continue investing in our residents and businesses as we move towards a recovery in the economy. “Credit unions can be a lifeline for residents who have money worries, cannot access loans and who struggle to keep their finances under control. They help people save what they can and only borrow what they can afford to pay back. The current union offers an excellent service to Council staff, that we want to expand to residents in 2010.” The new office allows a collection point to be open from 10am to 2pm five days a week. It is hoped that the credit Cllr Turner ... ‘continued union service will be available to the public later investment in residents and businesses to aid recovery’ in 2010.

It’s official! Basildon Council has received written confirmation from a Government watchdog that it is “performing well”. The Audit Commission says the Council is meeting the needs of its residents while delivering value for money services. It has given the Council a rating of “3” – just one away from the top rating of “4” under the new Comprehensive Area Assessment (CAA). Among the findings, the report states that the Council manages its finance and governance well, works effectively with partners and has helped reduce crime in the district.

Sign up of over 1000 residents for the Council’s low cost £17.50 a month gym at the Eversley Centre. The Council leads the way in South Essex helping to deliver the government’s mortgage rescue scheme.’ The Council’s Environmental Health arranges for local solicitors BTMK to offer free advice to tenants under threat of illegal eviction. New redundancy helpline which is taking an average of 20 calls per month. Small business rate relief campaign encouraging businesses to claim up to 50% rate rebate (91% success rate so far). Seven business clinics held helping over 50 firms as part of a dedicated business support programme. Another seven businesses were helped at the latest February clinic at Pitsea Leisure Centre. More are being planned for later this year. 299 local businesses take up the Council’s rate deferral scheme, deferring amounts ranging from £11.72 to £41,467.50. Free Council car parking continues to be a success at weekends.

Recycle batteries ... like these!

Battery recycling Recycle your small household batteries at two new Basildon Council collection points. Batteries used in watches, smoke alarms, hearing aids and television remote controls can all be disposed of at the Basildon Centre in St Martin’s Square and Barleylands Recycling Depot, Barleylands Road, Billericay. This is in addition to the point at Pitsea Recycling Centre for Household Waste. Cllr Malcolm Buckley, Cabinet Member for Environment, said: “These new collection points will help people who have contacted us in the past saying they found the batteries hard to get rid of as they can't be placed in the black sacks.” The Basildon Centre is open weekdays 9am to 5pm while Barleylands Recycling Centre is open 9am to 4.30pm Monday to Friday, and 9am to 5pm at weekends.

£75 dog fouling fine Basildon Council is cracking down on people who let their dogs foul in public. New powers to cover the whole of the district allow officers to issue on the spot fines. Enforcement officers will be able to issue £75 fixed penalty notices to irresponsible dog owners who walk away rather than stop and pick up their pets’ mess.

COUNCIL PLEDGES OVER £1M FOR COMMUNITY INVESTMENT Pitsea Leisure Centre is getting a £100,000 make over as part of a community investment programme announced by Basildon Council. After achieving second place in a national campaign, in May, Pitsea residents won a makeover by a team of professionals and local volunteers for the main function room at the popular Centre. The additional funds will enable this good work to continue by bringing the rest of the Centre up to the same high standard. Cllr Andrew Baggott, Cabinet Member for Community, said: “The Centre continues to be a heavily used facility at the heart of a local community. “To be able to commit additional funds towards decoration and refurbishment will brighten up the centre for existing visitors and attract new interest. “It demonstrates the Council’s commitment to providing the best for the people of Basildon.” The investment comes at the same time as the

Council announces healthy reserves and impressive efficiency savings. In addition, the Council has announced the establishment of a Major Asset Refurbishment reserve with an initial fund of £350,000, which where necessary can be used to maintain other community focal points.

Laindon Park investment

Laindon’s Victoria Park is also set for a major revamp. £160,000 of funding from Section 106 contributions will be combined with £60,000 of Council investment to install a new Multi-Use Sports Area and make provision for much needed new allotments in the west of the District. Cllr Kevin Blake, Cabinet Member for Leisure and Arts, welcomed the investment and said: “The Council has been committed to making improvements at Victoria Park so we’re pleased

to be able to redirect some of the savings we’ve made over the last year into making this happen. Leisure facilities such as Victoria Park are vital in supporting community spirit and the health of Basildon’s residents by providing free, green space and provision for key community projects, such as allotments.”

FAIRTRADE FORTNIGHT

Fairtrade exhibition ... at the Eastgate Centre

Basildon District Council has once again celebrated Fairtrade Fortnight (22 February to 7 March) with poetry and cooking competitions for schools across the district. Last year’s poetry competition, organised by the Council’s Fairtrade team, saw 400 youngsters districtwide put pen to paper, while secondary schools participated in a cook-off judged by owner and head chef of Billericay’s renowned Magic Mushroom restaurant, Darren Bennett. Cllr Andrew Baggott, Cabinet Member for Community Services, said: “This year’s Fairtrade Fortnight follows on from the national award and success we achieved last year as a

Fairtrade status district. “As a result of the fortnight, we hope to see more young people using Fairtrade products, improve their cooking and writing skills, while helping farmers in less developed countries get a fair price for their products.” An exhibition was also held at the Eastgate Centre, where the general public learned more about Fairtrade and entered a free Fairtrade raffle. The Fairtrade Foundation, a non profit organisation, has been campaigning for over a decade to give disadvantaged food producers in developing countries a fair price for their produce, stop exploitation of workers and reduce poverty.

The move follows the announcement of a successful budget and Council Tax setting that saw the Council announce efficiency savings and a variety of investments: £20,000 a year will be invested in winter provisions for the District, including salt and grit. £35,000 a year will be put towards economic development to support businesses and residents during continued economic uncertainty. A further £110,000 will be used to extend the popular free weekend parking scheme and also include Christmas and bank holidays. An additional £60,000 investment to improve facilities. £345,000 is also being invested into the housing budget, including £100,000 to fix estate footpaths. Rent increase for tenants has been kept to a low 1.07 per cent.

Direct payments save tax money

IN a bid to save money Basildon Council will stop paying Housing Benefits by cheque. Presently the Council pays the majority of claimants directly into their bank accounts but there are still over 100 people who wait for a cheque in the post. As it costs approximately £10 per payment to process a cheque, while costing, on average, about 80 pence per payment directly to someone’s bank account, a significant saving can be made making payments by BACS. Cllr Turner, Cabinet Member for Resources, praised the efforts to save money and deliver a better service. “It makes sense to switch to paying all benefit payments by BACS because not only is it much more efficient but it is also more convenient for claimants. “The Council is serious about the need to operate as efficiently as possible, and its responsibility of using taxpayers’ money wisely. Each month, on average, the Council pays out over £100,000 in housing benefits by cheque and nearly £3 million by BACS.

Stray dogs warning Basildon Council’s Animal Control Team is urging owners to take better care of their pets after a Jack Russell was found in Billericay with severe injuries to her neck after another dog attacked her. Salty meals Basildon Council has been raising awareness about the dangers of using too much salt in meals, as part of National Salt Awareness Week in February. The Council and South West Essex NHS worked together advising restaurants and takeaways on making simple changes to reduce the salt in their food. Cllr Richard Moore, Cabinet Member responsible for Health and Safety, said: “Our officers are already visiting restaurants and takeaways as part of their normal duties. DISTRICT TO GAIN FROM CHINA TRIP

New international links have been formed by Basildon District Council and local businesses following a trade mission to China.

The November visit is the Council’s first step to develop an economic co-operation agreement with the Changzhou Municipal People’s Government.

It will support the district’s businesses in exporting to China or resourcing from there, and potentially help encourage future education and career opportunities for Basildon residents. Basildon Council and its businesses were invited to meet officials in China which was an important breakthrough in developing trade links between the two business communities, following a successful visit to Basildon by a delegation from Liyang District in Changzhou, (Jiangsu province) earlier last year. Cllr Stephen Horgan, Deputy Leader of the Council, said: “We have been committed to supporting our business community through the recession, and are equally committed to helping them come out of the recession. “Our invite to Changzhou highlighted the high regard Basildon is held in as a business location. This

Wood recycling Residents can now recycle their wooden items at Barleylands Recycling Centre in Billericay. The new service from Basildon Council means that residents can now recycle all old treated and untreated wood such as chairs, tables and wardrobes. Fin Fun at Pitsea Previous location of the clock at Basildon Town Centre Basildon’s ‘woodsman’ sculpture has been moved to a new home at Wat Tyler Country Park, replaced by the well known Basildon new town clock. The woodsman was carved by local artist Dave Chapple from oak timber felled by the South east hurricane of 1987. It has now been removed from St Martin’s Square and will be replaced by the original town clock that was removed while the Council completed work on the town square lifts and stairs to High Pavement. A location for the statue is currently being found within the park, and the woodsman will remain in storage until then. Cllr Stephen Horgan, Deputy Leader of the Council, says: “The woodsman is a well loved piece of public art, and we believe that a new home at Wat Tyler Country Park is more suitable and appropriate, where he will be appreciated by the hundreds of thousands of people that visit the park each year.”

Pitsea swimming pool is offering lessons using a new swimming aid called SwimFin. SwimFin is a new development in swimming aids which is worn on the back to give buoyancy to swimmers while not restricting their ability to move. Enjoy St George’s Day with the Joe Loss Orchestra The Joe Loss Orchestra, officially the most popular music orchestra of the past 50 years and a name synonymous with Big Band Music, is coming to the Towngate on Friday 23 April. The Orchestra is now Britain's longest running live entertainment unit of all time, and for the past 20 years has been fronted by lead singer Todd Miller who was passed the mantle of leading the orchestra following Joe’s retirement. Errol’s Imagination Despite a career working with acts like Sade and Jamiroquai, life hasn’t been the same for Errol Kennedy since 1987. CRIMESTOPPERS:“CROOKS, YOUR TIME’S RUNNING OUT”

Basildon Community Safety Partnership and Crimestoppers are warning burglars in Basildon that time is running out for them as the crimefighting duo call upon residents to pass on information anonymously about these criminals. The Partnership, which Basildon Council is a member of, and Basildon Crimestoppers, have launched a campaign to tackle domestic burglary across the district by targeting and encouraging residents to provide any details they may have. The campaign also targets repeat offenders by letting them know they are more likely than ever to be caught. This initiative is the communications arm of the Vigilance Programme, a programme offered to Basildon Community Safety Partnership by the Home Office. Members of the Community Safety Partnership

have worked together with Crimestoppers to put up all their Most Wanted offenders on the Crimestoppers website, www.crimestoppers-uk.org/wanted, in a real drive to encourage the public to help catch Basildon’s Most Wanted. Bala Mahendran, Chair of the Partnership and Chief Executive of Basildon Council said: “The Partnership recognises the campaign and Vigilance Programme as an essential part of combating burglary in Basildon. “Working with Crimestoppers provides the opportunity to highlight how residents can help themselves in the fight against burglary. “This also helps agencies like the Police to catch more offenders and helps the Criminal Justice Service to punish more of those offenders arrested, by providing them with vital evidence and information.”

MAJOR REVAMP FOR WICKFORD Wickford High Street and Broadway is set for a major revamp. The High Street/Broadway will be repaved at a cost of £280,000, with Basildon Council contributing £100,000, with the rest being funded by Essex County Council. They will also spend a further £40,000 on street furniture and other street works. Cllr Tony Ball, Leader of the Council said: “I would like to thank the County for their commitment and support to this work. While we continue to seek the long term regeneration of Wickford town centre, we are committed to improving it for businesses, residents and shoppers alike right now. This work will improve the appearance of the High Street and encourage more people to choose Wickford as a place to shop.” County Councillor Norman Hume, Cabinet member for Highways & Transportation said: "I am delighted to be working alongside Basildon Council on the refurbishment of Wickford High Street. “This scheme will deliver a better High Street for residents and help local businesses to attract visitors, and I am looking forward to seeing the results." The majority of the High Street was repaved in 2006. The remaining section of the Broadway from Swan Lane up to the railway bridge in the High Street will now Railway Bridge on Wickford High Street be completed.

Basildon CVS gets new Chief Officer

Chris Evans joins the team of the Basildon, Billericay and Wickford Council for Voluntary Service (BBWCVS) as its new Chief Officer. Supported by Basildon Council, BBWCVS is part of a national network providing support to community/voluntary organisations. It offers information, advice and training support services to groups in the district. Chris, who was previously the Borough Director at the Barking and Dagenham Citizens Advice Bureau said, “I have worked as a trustee, volunteer and paid worker in the not-for-profit sector most of my career, so the mission of the CVS is very close to my heart”.

Shotgate’s future plans Basildon District Council is working with Shotgate residents to produce a parish plan detailing the changes Shotgate residents want to see in their community. Shotgate Parish Council, a group of residents and three Parish Councillors, have formed an independent steering group to develop an action plan for improving Shotgate over the next 10 years. Through recent consultations and a questionnaire sent to all Shotgate households, priorities have been defined in key areas including community safety, recreation, public transport, shops and local infrastructure. Cllr Andrew Baggott, Cabinet member for Community said: “Our Community Development Officer has been working hard with the Parish Council to help improve the quality of living in Shotgate. “The parish council understands the value of community led plans to shape the future the community wants to see while helping to bring them together for a common goal.” Resident and Chairman of the Parish Plan Steering Group, Mike Hill, said: “The Shotgate Parish Plan will set the tone on how the community wants to see the area develop and inform our statutory partners, such as the district and county councils, of what help the community would like from them to help in this development”. DISTRICT REFLECTS DURING HOLOCAUST MEMORIAL DAY

The district remembered the victims of the Holocaust by signing the Book of Remembrance at the Basildon Centre during Holocaust Memorial Day on 27 January. At 11am a one minute silence was held at the Basildon Council offices in St Martin’s Square for reflection. Council Chairman Cllr Mo Larkin and Vice-Chairman Cllr Sandra Hillier joined residents in adding their signatures to the book in the lobby of the Basildon Centre. The book of remembrance gives people the opportunity to pledge to uphold the memory of the millions who lost their lives during the Holocaust and subsequent genocides and to remember the victims and honour the survivors. Cllr Larkin said: "The theme of this year's remembrance is 'The Legacy of Hope' and it is by remembering the victims and tragedy of the Holocaust that we, as a community, can make a commitment to building a future where prejudice and racism is unacceptable."

Pitsea benefit cheat gets electronic tag

A benefit cheat who falsely claimed nearly £7,000 in Housing and Council Tax benefits has pleaded guilty to four counts of fraud at Southend Crown Court. The 55-year-old woman from Eastbrooks in Pitsea, pleaded guilty to dishonestly failing to notify a change in circumstances and making a false statement or representation. She was sentenced in January to four weeks imprisonment, suspended for 12 months, and a four week curfew between the hours of 8pm to 7am. The Pitsea resident will be electronically tagged and will have to pay back every penny of the £6,856.12 overpayment, which accrued over a year and a half. Meanwhile another benefit fraudster from Basildon was handed a six months prison sentence in February, suspended for two years, after fraudulently claiming nearly £7,500 in less than a year. The 31-year-old woman admitted producing false documentation, failing to declare her partner lived with her and failing to declare earnings from employment. Cllr Turner, Cabinet member for Resources, said: “Benefit fraud is theft and the cheats who try and get away with it are stealing from their neighbours, the residents of Basildon. In most cases, benefits are paid to those in genuine need of support. “However, there are an unscrupulous few who think they can dishonestly dip into the public purse unnoticed. “This is not the case. The Council’s fraud investigations team use a variety of methods to uncover benefit fraud and will leave no stone unturned. “Benefit fraud is against the law and cheats will be forced to face the consequences.”

GOLFERS BACK COURSE REVAMP

“You’d be lucky to have a golf course like ours!”

Golfers in Northampton have backed the development of Basildon Golf Course, saying it will deliver a much better local facility. The players said the work undertaken by Jack Barker Ltd at their course, the Delapre Golf Centre, has turned it from a golfing nightmare to the best course in the area. The comments come as an independent NHS report on the development in Basildon shows the work would not impact on the health of local residents. Jack Barker Ltd owns the leasehold on Basildon Golf Course and is planning the improvements. “Delapre used to be something of a joke,” said Ron Locke, 55. “Out of all the golf courses locally, it was the worst one. The facilities weren’t very good, and playing golf here wasn’t a pleasant experience,” he said. The course was beset with problems. It suffered from antisocial behaviour

including stolen cars dumped on the green and set alight. Golfers were often verbally abused as people were easily able to walk or drive onto it. When plans to redevelop the course were announced there was, like in Basildon, some local resistance. But the work went ahead and this included the development of a new driving range, as well as bunding and ditches to secure the site from intruders. Mr Locke continued: “The building has improved the course 100-fold and I honestly think that water drainage is much better.” Another member, Brian McEwen, 48, said: “Delapre used to be a laughing stock and it wasn’t taken seriously, but it’s in a different league now. It’s certainly got the best driving range. We’ve got no more burnt out cars, and the course just feels more secure. If they are planning to do in Basildon what they did here, it can only make things better.”

Basildon Council has finished a short video which shows the journey your pink sack makes once it has left your house. The five-minute film starts in the kitchen, and follows a plastic bottle as it is collected by the Council’s recycling crews and sent for reprocessing. It also shows how the items you put into your pink sacks can be made into useful products and sold in stores around the country. Cllr Malcolm Buckley, Cabinet member for the Environment, said:

“Many people ask us what happens to their recycling when it is collected. “This video shows you exactly where it goes, and what is done with it. We hope it will be of interest to those who want to know where their recycling ends up, and also to show how your pink sacks can be potentially turned into many useful items. The video is available online on Basildon Council’s YouTube page: www.youtube.com/basildoncouncil.

Meanwhile the Recycle for Basildon campaign is also urging residents to sign up for the text reminder scheme. Over 700 people have now signed up to receive a reminder the day before their recycling collections, and a helpful recycling tip on the week which is not their recycling week. To sign up, text ‘Pink’ and your postcode to 82727. The service is free apart from the initial text message, which is charged at your standard network rate.

WICKFORD AGAINST CRIME Basildon Community Safety Partnership held the first of two satellite Together Against Crime events in Wickford town centre in December. The Partnership, which Basildon Council is a member of, joined the Light Up Wickford event to give out bags with crime prevention materials inside including, the 12 Crimes of Christmas and hints to help prevent these crimes happening, as well as a Stay Safe booklet with a range of helpful organisation numbers. This was the second of three Together Against Crime events, the main event took place in Basildon town centre last July and another satellite event was held at Billericay High Street in February. At the event representatives from the Partnership spoke to residents about their issues and concerns for safety within their community.

Waiting times slashed Basildon Council has cut the waiting time for people seeking benefit advice – despite a 37% increase in the number of enquiries. In November 2008, the Revenues and Benefits Advisors dealt with 2,277 enquiries with an average waiting time of 22 minutes. But last November, enquiries increased by approximately 37% to 3,124 while the average waiting time dropped to 15 minutes. The Council planned for the increase through a number of innovations including a new Fast Track Service which

allows benefit claimants to bring in their supporting documents to be added to their claim without having to wait in a queue. Cllr Turner, the Council’s Cabinet member for Resources, identified new working methods and better training for the improved performance. He said: “For many of our residents who are facing financial difficulty, it is important to be able to talk to an expert in person and the last thing they want is the frustration of waiting in an unnecessarily long queue.”

Billericay to cut carbon footprint

Billericay residents are being challenged to cut their carbon footprints in order to make the town greener. The town will become the first in Essex to take part in the nationwide Greening Campaign – aimed at helping individuals make the little differences to help cut their environmental impact. The campaign is organised by Billericay Town Council and supported by Basildon Council and Recycle for Basildon. Cllr Andrew Baggott, Cabinet member for Community said: “It is good to see the Billericay community doing their part to positively affect their environment.” Terena Plowright, the creator of the nationwide Greening Campaign, said: “The campaign is great fun and gives the community a way of working together to tackle climate change.” The campaign aims to raise awareness about the risks of climate change, recognising that small actions together have a huge effect. Residents will be asked to commit to a number of behavioural changes – such as recycling more items, using energy saving light bulbs or turning appliances off or to standby. A meeting is also being held for Billericay residents on Tuesday 23 March at 7.30pm at Emmanuel Church, Laindon Road, Billericay, to discuss the campaign. Ideas raised on this day will form the basis of a summer environmental fun day where Billericay residents will be able to choose their environmental pledges to help make Billericay greener. PICTURE TEXT TO FIGHT GRAFFITI Basildon Council has declared war on graffiti – and is calling on residents to use their mobile phones to help fight the problem. The Council is launching an innovative ‘graffiti picture message’ alert service. This will enable the public to report graffiti via their mobile phones. Basildon is thought to be the first local authority in Essex to use picture-messaging in this way. Cllr Malcolm Buckley, Cabinet member for Environment, said: “Graffiti can impact on how people feel about the area where they live. This new campaign will let our residents know how they can help us tackle the problem.” Residents can text a picture of graffiti with the word ‘CLEAN’ to 60300, the number for the Council, which will be passed to the Graffiti team so the graffiti can be removed. The pictures will also be used to create a library of ‘tags’ across the district to help Council officers respond to any particular problem. Picture messages will be charged at the standard network rate. Alternatively, people can simply phone the Council’s Streetcare team on 01268 294949.

Praise for Emergency Response THE Bockingham Green fire and the more recent sub-zero weather conditions showed Council staff at their best, according to one of Basildon Council’s longest serving members. Cllr Frank Tomlin, Cabinet member responsible for Housing, Community Safety and Emergency Planning has praised the way Council staff responded to those real emergency situations. Last November a fire ripped through a block of flats in the Bockingham Green area of Felmores, Basildon. Council officers were at the scene of the fire from as early as 3am on the day, just 30 minutes after the fire was started, to provide care and meet the immediate needs of the 90 residents who were evacuated. Cllr Tomlin said: “I would especially like to thank the many officers who acted above and beyond the call of duty to make sure the families at Bockingham Green were looked after. They rose to the occasion magnificently. “ The fire was followed in December and January by two blasts of severe weather including heavy snow and ice. The Refuse and Cleansing teams also won praise for their exceptional efforts in maintaining essential services in the district. Cllr Tomlin said: “I’d like to thank the Depot staff for working flexibly in trying

circumstances, and in particular for ensuring that our old people’s housing complexes were gritted. Cllr Tomlin added: “These events have been a real test for the Council’s emergency procedures and I’m proud to say that thanks to the resilience and fortitude of our staff, we passed with flying colours. This doesn’t mean we will be resting on our laurels. We will continue to make sure we are fully prepared when these situations arise in the future.” During the cold snap other local authorities suspended their waste and recycling collections but Basildon Council operatives worked as a team, using smaller vehicles to get into small, icedover turnings to make sure that all collections were up-to-date within two days of the bad weather breaking out. Other staff were redeployed onto pavement and road clearance.

Council employee retires after 50 years A Basildon Council employee has hung up his uniform for the last time, retiring as the longest serving Basildon Council employee after 50 years service with the Parks department. Roger Amos, aged 65, lives in Wickford and joined Basildon Council on January 4, 1960 after leaving school. After a year he took part in the Council’s apprenticeship scheme where he learned the skills of working in the parks. “I never really knew what I wanted to do when I was growing up, I just knew I wasn’t the office type so when I heard about a job at the Council working in the Parks, it just seemed like the right thing to do,” Roger said. Council leader, Tony Ball, said: “Roger has been an asset to the organisation and after many years loyal service to the local community I know he will be sorely missed. It will be impossible to replace all Roger’s experience and knowledge of the district but his work will live on as he has Roger Amos with his 1961 Certificate of played a big part in shaping the district Appenticeship over the years.” With plans to spend his retirement playing golf, going fishing and a trip to Ireland on the cards, Roger is the first ever Basildon Council employee to reach the 50 year landmark.

St George’s Day 2009 was an incredible day for the Basildon district and we are looking to make the 2010 celebrations even better! As well as again supplying local community groups with our highly popular “Party in a Box”, to help them celebrate in style, the day will also include numerous activities including: 9am - Market A selection of stalls will be available all day at Basildon Town Square including local services and a special farmers market, include a hog roast and locally sourced produce.

The winner of the literacy competition to name the favourite English character from literature will be announced. Last year’s St George’s Day Parade

4pm - Parade Starting at Toys R Us in Basildon Town Centre, a parade will march through the town finishing at St Martin’s Square where they will be greeted by the Chairman of the Council. 4.15pm - Balloon Release A balloon release from St Martins Square.

CHALLENGE 25 SUCCESS

Rates of under-age selling are going down across the Basildon district, figures suggest. Basildon Community Safety Partnership funded a joint project between Basildon Council, Trading Standards and the

Police to tackle the selling of agerestricted goods to under-age buyers. The six month campaign saw the distribution of information packs and advice for all relevant retailers in the district.

It also included invites to free training sessions for retailers and their staff, as well as a contract encouraging retailers to sign up to the Challenge 25 agreement. As a result of the campaign and visits to the retailers, 108 have signed up to the

GET FIT WITH ESSEX BOOT CAMP

Boot Camp poster Basildon Council’s ‘Get Out There’ initiative has joined forces with Essex Boot Camp to put residents through their paces and help get rid of those extra pounds. The Essex Boot Camp provides unique outdoor training that employs a range of military, functional, sports specific and dynamic methods to ensure a fulfilling workout that also gains results. The sessions, which are conducted by fully qualified staff, many of whom are ex-military, is running at Gloucester Park, Basildon. Cllr Kevin Blake, Cabinet member for Leisure and Arts, said: “This is yet another great initiative which has come

out of the ‘Get out there’ project. These guys are some of the best fitness trainers around, so it’s fantastic that they are coming to run sessions in Gloucester Park.” Director and Head Instructor, James Sweeney, said: “The Essex Boot Camp has been running in several parks around the County and has been really successful. Council Chief Executive and Chair of the Partnership, Bala Mahendran, said: “The Challenge 25 scheme is very useful to retailers and their staff who come into contact with underage buyers on a daily basis. “The other side of the campaign tackles proxy sales, where people who are over the legal age limit buy for those who are under-age. “The age limits are in place to help reduce anti-social behaviour and keep our communities safer, which is why the Challenge 25 scheme has been welcomed by a large number of retailers across the district.”

WICKFORD GROUP IS LOOKING BRIGHT

Basildon Council is supporting a Wickford community group looking for new members and local partners after being asked to plan a St George’s Day event following its recent success. Cllr Andrew Baggott, Cabinet member for Community, said: “It’s great to see people and businesses from the local community come together to organise activities for the neighbourhood to enjoy, so congratulations to Light Up Wickford for the group’s hard work in putting on the successful Wickford Christmas Light up event. “I wish the group equal success in this new exciting project.” The group’s secretary Julie Jeffery is thrilled with the success the group has had and has big plans for the future. She said: “The Christmas event was a great way of bringing our community together and now that we have been asked to do an event for St George’s Day we are looking forward to planning for that!” With these new plans in mind, the Light Up Wickford group is on the lookout for more members, and local partners in the statutory and voluntary sectors, to help produce bigger and better events for the community. The group is made up of local residents, voluntary groups and business owner who want to enhance the feeling of community in Wickford. FEAR OF CRIME GOING DOWN The results from Basildon’s annual fear of crime survey demonstrate the areas where Basildon Community Safety Partnership can work on to lower the fear of crime.

Some of the headline results from this year’s survey are as follows:

• Fear of Crime currently stands at 16.7% across the district, and this is measured by how likely residents feel they will be a victim of crime in the next 12 months.

• People aged between 20-24 years are the most fearful in the district, and the Partnership can now work to combat this through the use of ‘new media’ including media channels such as social networking sites, email and website.

• The primary concern for residents is burglary. The Partnership is working hard to combat burglary in the district with special programmes from the Home Office, including the Vigilance Programme and a new Integrated Offender Management unit set up to greatly reduce the district’s most prolific offenders.

• Vehicle damage was the crime most people thought they would be a victim of in the next 12 months. Vehicle crime can be combated by being vigilant and not leaving windows open, doors unlocked or belongings on display in your car.

These results have helped to create Basildon Community Safety Partnership’s communications strategy for the next year, highlighting areas for improvement as well as providing the opportunity to use innovative communication tactics which you, the residents, have told the Partnership works best for you. FEAR OF CRIME is an important way of measuring the quality of life for people across Basildon district. It is a reflection of people’s perception of crime and does not generally reflect true crime levels.

A lack of confidence and worry about crime can affect people’s health and wellbeing. It also makes the job of the authorities that much harder because fear of crime can lead to less participation and communication from the public making the task of responding more difficult.

Classically, the fear of crime is always much higher than the reality and there are several reasons for this; direct experience, friends and family experiencing crime and media reporting.

SPORTING VILLAGE PUTS DOWN FOUNDATIONS Steel working has begun at the Basildon Sporting Village. Work on the piled foundations for the Basildon Sporting Village was completed in December and the roofing is scheduled to start in May. Cllr Kevin Blake, Cabinet member for Leisure and Arts said: “I am pleased that we will now start to see the building take shape. People visiting the park and driving past can see the steel coming out of the ground and start to see the scale of the Sporting Village. This will be a fantastic facility for the people of Basildon and the whole region.” Cllr Stephen Castle, Essex County Council Cabinet member for Education and the 2012 Games said: “The progress on site is excellent and exciting to see. Despite the weather, the developer has managed to work efficiently. I look forward to seeing the building take shape throughout the year.” The Basildon Sporting Village opens in April 2011 offering the best public sports facility in Essex. It will offer people across the county a 50 metre swimming pool able to split into two 25m pools, teaching pool, regional gymnastics centre, eight court sports hall, fitness suite, crèche and cafe, climbing wall, floodlit five a side football pitches and a new athletics grandstand for 750 spectators.

Fit for Life Body ACTIVE+ EVENT SUCCESS BodyCare Fit For Life is a five week programme designed to encourage over 55's to increase their health and physical activity levels while providing individuals with the information and knowledge that they need to maintain a healthy and physical lifestyle. Starting 24 February and running every Wednesday at Pitsea Leisure Centre, participants can try a range of activities including: exercising to music, fitness walking, resistance training, circuit training and Yoga and Pilates. Each weekly session consists of both theory and practical activities in order to exercise the mind and body. The sessions have been purposefully designed to be fun and enjoyable; this programme is a great way to socialise while increasing activity levels. A free one day Active+ leisure and physical activity taster event was recently held to enable older people to become more active and improve their well-being. At least 200 people turned up for the community focused Basildon Active+ which took place at the Towngate Theatre and Gloucester Park Swimming Pool. Activities ranged from sporting challenges to lighter physical exercise and social games, which were delivered by local sports clubs and organisations. Participants were able to try something new and were encouraged to make their own choices about participation. The free sessions included swimming, art classes, pilates, pool, short mat bowls, cooking demonstrations, free health checks and a free buffet. Feedback from participants was positive with many saying they would continue the activities tried on the day.
