Robert was born in Little Burstead and applied to the Essex Regiment for a commission on the outbreak of war in August 1914. He joined his regiment in 1915 and was killed by a ricochet bullet whilst supervising his men reinforcing the front line near Ploegsteert Wood, Belgium in March 1915. Buried in Calvaire Military Cemetery, near Ypres, he was just 21 at the time of his death.

Mayor of Basildon Borough Council I am delighted to be starting my sixth year serving the people of Basildon borough, and am looking forward to spending the rest of the summer meeting residents as part of the line-up of events to commemorate the centenary of World War One. As part of the programme, I was honoured to officiate at a special flag raising ceremony to mark Armed Forces Day in June. The day is important because it gives us the opportunity to do two things: firstly, to raise public awareness of the contribution made to our country by those who serve and have served in Her Majesty’s Armed Forces, and secondly, it gives the nation an opportunity to show support for the men and women who make up the armed forces community - from currently serving troops and service families to veterans and cadets. In May, I was pleased to join the residents of Noak Bridge for the unveiling of its new village sign. It was wonderful to see all the enthusiastic schoolchildren from Noak

Bridge Primary School who were excited to see the unique and imaginative sign created to represent the village. (See page 7 for more). Over the past year I have been supporting a number of charities through my fundraising effort and during 2013/14, £24,811.95 was
raised to help the borough’s community groups and charities continue the good work of providing much needed service to residents. I hope you enjoy the rest of the summer and encourage you to join me at the many events taking place to mark the First World War centenary.

NEW SUPERSTORE & MARKET STALL EXPANSION TO ‘REVITALISE’ PITSEA A BRAND new Aldi superstore is set to open next to the site of the old market in early July. Construction of a new 75,000 ft² Morrison’s food supermarket is underway and Basildon Council is hopeful of its completion by March 2015, and open to shoppers later that spring. The council’s partner for the Pitsea scheme, London and Cambridge Properties, has appointed Vinci Construction to build the superstore and the contractor is currently
completing ground works on the site where the new Morrison’s will stand. Pitsea’s £30m regeneration scheme follows the sale of land occupied by its former swimming pool, allowing the market to move and expand to some 100 stalls and a range of public realm improvements to take place, including landscaping and additional car parking. Work at the town’s main car park and landscaped areas is also well underway.
It is being phased to make sure reasonable parking provision is available throughout the construction process. Meanwhile, work at Pitsea Broadway is also expected over the coming months, creating extra disabled and motorcycle parking, as well as additional racks for bicycles. The Pitsea regeneration scheme aims to revitalise and transform the town for the benefit of the whole community.

WORK on Wickford’s town centre regeneration programme is advancing, with a number of specific initiatives either completed or ongoing. New paving is upgrading the high street area, whilst modern street lighting and landscaping are reinvigorating the historical market town, signposting it as a stimulating shopping and eating destination. Basildon Council is funding a £2.4m renovation of Wickford Swimming Pool, featuring a gym and fitness suite, as part of a
new two-storey extension to the existing building – read the full story about Wickford Swim and Fitness Centre on page 16. The programme is aimed at encouraging new investment, whilst attracting more retailers and shoppers to the town. The work is part of the council’s Wickford town centre regeneration project which includes a new Market Lane, providing opportunities for stalls to trade in new locations helped by changes to the road layout in the high street.
Also aimed at encouraging more people to visit Wickford, the council is planning a revamp of the town’s high street shopfronts through a scheme supporting local independent businesses with funding to help them compete with out-of-town retailers. Cllr Richard Moore, Basildon Council’s portfolio holder for regeneration and planning said: “All these improvements will make a visible difference to the feel of the town, enhance the general area and provide a much needed boost for its local businesses.”
He added that contractors will work to minimise disruption for local people and has confirmed that access to the public toilets will be maintained at all times. A helpline number, 07584148018, has been set up for residents to call for further information and updates on progress.

WORLD WAR ONE REMEMBERED BASILDON Council has announced its programme of events for 2014 commemorating the centenary of World War One. It begins at 11am on Monday, August 4 marking Britain’s declaration of war against Germany. Books containing the names of all the borough’s fallen servicemen and women are being presented to local churches, which follows commemorative gatherings at local war memorials. All are welcome to attend. Similar ceremonies will take place in Laindon, Pitsea, Wickford and Billericay throughout the day and into the evening.
The books will then be available for residents to view at Wat Tyler Park. John Simpson, chairman of Basildon’s Civil Military Partnership Board said: “By the end of the war, more than nine million soldiers on both sides had been killed, and another 21 million wounded. At the time it was called the war to end all wars, so it’s fitting the people of Basildon mark this incredible era of history and remember those who perished.” The council is already planning other events to take place until 2018. World War One lasted until November 11, 1918. Differences in foreign policies were to blame, although the immediate cause was the assassination of Austria’s Archduke Ferdinand on July 28, 1914. The two main sides were the Allies which included France, Great Britain and Russia; against Germany and Austria-Hungary. In total, 30 countries were involved in the conflict. See page 8 for the events being held for the World War 1 centenary plus other summer events.

Ask to see it if you are in any doubt. 3. Don’t be overcharged. Taxis have to keep to maximum fares, private hire fares are to be agreed with driver or operator. 4. Don’t ask the driver to carry more passengers than is allowed. The number permitted is shown on the Licence Plate. 5. Taxis can be hailed down in the street or found at an official rank. TOGETHER AGAINST CRIME THIS YEAR’S annual Together Against Crime event will be taking place in Basildon Town Centre from 10am to 4:30pm on Saturday 19 July 2014. As in previous years there will be a range of information and attractions for members of the public, with the opportunity to express your views in relation to crime and anti-social behaviour in your local area. This year’s community stage has been extended to provide the opportunity for all groups who operate within the borough, or solo artists who live in the borough, to take part. A full programme of dancing, singing and other entertainment is expected.
Under-Age Sales Training
Course THE Community Safety Partnership (CSP) provided funding for a free Highfield Awarding Body for Compliance Level 2 Award in Underage Sales Prevention training course for local licensed premises. The training, which took place in March, was attended by 41 staff members from local bars, clubs and off-licenses across the borough and provided them with information on legislation relating to age-restricted products and how to prevent the unlawful sale of such products. The aim of the course was to encourage the licenced trade to recognise the importance of ensuring staff are well trained, contributing to public safety.

Crucial Crew is an innovative and interactive way of delivering personal and safety education messages to Year six children (10/11 year olds). Delivered for the second year in a row by Basildon Borough Council, Essex Police, Essex Fire and Rescue Service, Basildon Women’s Aid, Weapons Awareness and

the Health Service, it seeks to encourage model behaviour and good citizenship through active participation in six scenarios covering; bullying, weapons awareness, healthy relationships, fire safety, alcohol and smoking, and anti-social behaviour. Gerry Levelle, Head of Executive Support at Basildon Council said: “Basildon CSP believes events such as this are invaluable in raising awareness of issues which may be faced in real life by young people. Engaging with year six primary school pupils shortly before they progress to

HELP FOR HOMESEEKERS A NEW online homeseekers scheme could help applicants in need of social housing find homes quicker. Due to the extremely high demand for social housing in the Basildon Borough, the wait for a home for many applicants on the current housing register can be indefinite. Basildon Council is working with local residents, existing housing register applicants and local housing providers to launch a new allocation scheme. Some of the main changes that the scheme will introduce include a seven year residency qualification, a ÂŁ50,000 (gross) annual income bar, ÂŁ16,000 savings bar and Bedroom requirements in line with Welfare Benefit Reforms. However, applicants aged 55 plus will not be subject to some of these restrictions. Cllr Phil Turner, leader of Basildon Council, said: “The new Allocation Scheme is designed to better reflect the priorities of residents, make best use of our homes and will manage the expectations of applicants more realistically. “The new scheme will replace the one that is currently in operation and will help borough residents into good quality borough
housing.� Further information regarding this and how to reapply will be sent to existing applicants shortly. The scheme will be launched later in the summer. Under the new scheme the council will no longer send applicants invitations to bid for properties, instead available properties will be advertised each week on the council’s website and applicants will be able to place their bids online. It is anticipated available homes will be advertised online from 31 July 2014 and therefore until this date the council will continue to let properties in line with its current allocation scheme. Unfortunately the Customer Service Centre will be unable to answer any enquiries regarding the new scheme prior to the scheme commencing. However, a summary of the New Homeseekers Register and a full copy of the Allocation Scheme, giving details of who will be accepted on to the Homeseekers register and how homes will be advertised and allocated, will be available on the council’s website shortly.

RECYCLING BLITZ, TIPS & MORE RESIDENTS are taking advantage of tips on how to recycle more as part of a campaign to drive up recycling rates and keep their area tidy. The Basildon Council campaign, which involves council officers knocking on doors and speaking to residents, is running from May to July, targeting 1000 properties in the Ghyllgrove area. Council officers will also be
removing dumping, providing advice and recycling containers, and allowing residents to report the problems they were facing. Cllr Terri Sargent, cabinet member for environment and community, said: “This three month drive to encourage and inform residents about recycling has been a great success. “In previous areas, recycling has increased by 10 per cent compared to
before the campaign started. “The vast majority of residents already take part in our recycling services, but it is useful for us to carry out this activity every now and then to make sure people have an opportunity to ask questions, or provide information if a resident is new to the area. We also welcome feedback into how we can improve our services. “The officers also have the power to
issue Fixed Penalty Notices to residents who dump their bags out whenever they want – spoiling the area for everybody. It’s important that we take pride in our areas and do our bit to keep them looking clean and tidy.� The last campaign took place in the Vange Hill Drive area and saw great improvements in recycling levels, and a reduction in the amount of materials dumped in incorrect locations.

NEW SIGN FOR NOAK BRIDGE BASILDON Mayor, Councillor Mo Larkin has unveiled Noak Bridge’s new village sign. Sited on the green at the junction of Wash Road and South Wash Road, the sign has become a symbol of the village’s history and heritage. Children from Noak Bridge Primary School, who attended the unveiling and met the mayor, said the sign is: “very colourful, shows some interesting things about the village and is really special because there wouldn’t be another one like it in the world.” Its design, which features the common blue damselfly and an oak tree, takes its inspiration from ‘noak’, the old English word for copse,
and the nearby nature conservation centre. Cllr Larkin said: “As a focal point for the village, the sign is a splendid representation of the history and landmarks of Noak Bridge. I’m sure it will enhance the pride residents have in their community and encourage everyone to value the area”. Cllr Terri Sargent, cabinet member for environment and community, said: “It is good to see local people working together to enhance the area in which they live. This village sign was erected following a campaign by local residents keen to demonstrate their pride in the village and how important it is to preserve a sense of community.”

CLEAN UP AFTER YOUR DOG
BASILDON Council is warning residents of the serious health implications of allowing dogs to foul in the borough’s parks and alleyways. Dog faeces can pose a significant health risk to humans, particularly young children as their immune systems are not fully developed. Children are also more likely to come into contact with soil or sand that contains dog faeces whilst playing in parks, gardens and playgrounds. All faeces contain bacteria that can cause stomach upsets, but the greatest risk is from toxocariasis. Toxocariasis is particularly hazardous to small children as it can result in blindness. Hugh Reynolds, Basildon Council’s manager of parks and countryside, said: “We want to keep our public spaces clean and pleasant for everyone to enjoy without the fear
of treading or sitting in dog mess. Owners have to take responsibility and help keep our parks, pavements and public spaces clean and safe. “Our countryside staff will be continuing to work hard to reduce dog fouling on all countryside sites this year.” “People really do need to think twice when and where they allow their dogs to foul. “The vast majority of dog owners are responsible and pick up after their dogs; however there are a small minority of owners who are giving dogs a bad name.” Enforcement officers can issue £75 fixed penalty notices (FPNs) to irresponsible dog owners who walk away rather than stop and pick up their pets’ mess.

NEW ‘LEASE’ OF LIFE FOR COMMUNITY HALLS A NEW ‘Community Lease’ has been introduced to help increase the use of community buildings in the borough. It opens up more possibilities for community groups to make the most of their local centres and helps them take more responsibility for deciding how they deliver activities and facilities for members and residents. Paula Brown, who runs Tick Tock Pre-School at Laindon West Community Centre and is one of the first group leaders to sign up for the new lease arrangement, says it will help attract more youngsters to her classes.
“It’ll not only benefit the pre-school, but the whole community as well,” she adds. “Our priorities are to ensure stability for the children and provide more facilities for our local community.” Cllr Terri Sargent, Basildon Council’s cabinet member for environment and community said: “We recognise the value of activities based around community halls and believe the best way for it to be delivered is via the community. The new community lease delivers a clear framework for their future and for the groups using them. ”
It is envisaged the new community lease, which lasts for seven years, will be rolled out to all Basildon Council’s portfolio of community buildings over the next few years. Basildon Council’s community development team will work with new leaseholders to help them drive up group membership and provide funding advice to support them in becoming more independent. STREETS GET DEEP CLEANING FOR ‘PRIDE DAYS’ OVER 3,000 residents have benefitted from “Pride in your Area” days in 2014 so far by getting their areas deep cleaned and bulky waste items collected free of charge. The events, all held on Saturdays, see council officers collecting waste and recycling from more than 1000 properties
on each day, as well as carrying out graffiti removal, street sweeping and litter picking – alongside a deep clean in areas which needed it. James Hendry, Basildon Council’s Waste and recycling manager, said: “The residents of each area covered really get behind each day, taking real pride in their
areas. “I’d like to thank those who got involved and remind the rest of the borough there are nine more Pride in your Area days this year. These days allow householders to get rid of large and bulky items they might struggle with, and it allows our street cleansing team to get into some
areas and deep clean – over and above the usual high standards of our staff. “We are doing all we can to get the basics right and maximise the amount we recycle to provide good value for money for our residents. This helps to save taxpayers money and gives us all an area we are proud to live in.”

Basildon Council, which launched a campaign to raise awareness of the new system, is urging residents to sign up or face not being able to vote or risk not being offered credit. Paul Burkinshaw, Basildon Council’s Corporate Governance Group Manager, said: “It’s really important we encourage those who aren’t registered to get registered especially young people who may be voting for the first time at the next elections. “There are consequences to not registering under IER including being denied the right to vote and the right to have a say on the leadership of the country. “For the sake of going online and registering why run the risk of not being able to get credit as credit reference agencies use the electoral register to check if a person has a good rating.” The electoral register is the list of people who can vote. A NEWLY opened community café in Wickford is calling for more volunteers and donations to help it provide even more services to the local community. Supported by Basildon Council, the Poppy Pavilion Memorial Park Community Café has made huge strides over the last few months thanks to the help of volunteers and business, but it needs even more help now it’s opened. The café is an initiative of the Basildon Family Project and Chair of Wickford Community Projects, Dawn Burrell, said: “Initially we are looking to open from Wednesdays to Fridays and would
love to hear from you if you’re interested in volunteering on these days. The plan is to open more days in the future so we would happily hear from volunteers for these days too.” “We also run a weekly job club every Friday morning at the Highcliffe Children’s Centre from 9:15am to noon. The club is run by some fantastic and knowledgeable volunteers and we are looking for more such people to get involved. So if you are free on a Friday morning and think you have the skills to offer to your community, please get in touch.” Basildon Council’s cabinet member for
Reduced insurance for council tenants BASILDON Council tenants are being given the opportunity to benefit from reduced premiums on their contents insurance. From April, Allianz Insurance took over as the council’s provider for tenant contents insurance for the next five years and have agreed to guarantee premiums for the first three years of that term. Although tenants are not obliged to take out contents insurance they are advised to and are free to seek their own provider. Francis Barnes-Challinor, who is a resident of Spinneywood AP Scheme in Devonshire Road, Laindon, said: “I joined the council’s contents insurance scheme in March this year and the council’s policy was a lot cheaper than my previous insurer. “To know this is being reduced further is excellent news and great value for money”. Cllr Stuart Sullivan, cabinet member for resources, said: “This offer is very reasonable and provides stress free cover as the council will automatically renew it every year. “Allianz have also agreed to freeze premiums for the first three years and will offer standard cover for more than 40 per cent less than our previous provider.” Leader of the council, Cllr Phil Turner,
added: “It’s easy to forget to take out contents insurance but it can be a costly mistake. The council is only responsible for insuring the building, its contents, barring fixtures are the tenants responsibility. For less than £1 a week it’s a pretty sound investment to take out contents insurance through the council.” Lowest premiums for standard cover for over 55’s are now 61p per week down from £1.04 per week. For everyone else the lowest premium for standard cover is down to 81p from £1.38 per week. For accidental damage cover the lowest premium for over 55’s is 87p per week down from £1.54 and for everyone else £1.15 down from £2.06. Overall this means standard cover has been reduced by 41 per cent with accidental cover reduced by 43 per cent. Premiums for the scheme are collected via the tenants’ rent account for ease and convenience and various cover extensions, such as accidental damage, personal possessions, mobility scooters, hearing aids and sheds, are available. Tenants who would like to take up the offer can contact the council’s insurance team on 01268 294632.
NEW FORUM SEEKS TO IMPROVE JOB PROSPECTS A NEW forum set up by Basildon Council with the aim to improve the employment prospects, education and skills of local people, has appointed its first chairperson. DSA Electrical’s HR and Training Advisor, Donna Kennedy, has been nominated as chair of the forum for its inaugural year at a May meeting and representatives from the council, Prospects College, and the council’s main contractors, also discussed how best to support and promote growth for local economies to benefit local people at the meeting. Donna already volunteers in the CIPD Steps Ahead Mentoring scheme which provides mentoring services to unemployed young people in employability skills such as CV writing and interviewing skills. Donna, said: “This collaboration with many of Basildon’s business partners will provide a real opportunity for making
a difference to the employability prospects and aspirations of young local people in the Basildon borough.” Mandie Skeat, head of housing and community services for Basildon Council, added: “I am delighted to be able to work with the council’s key contractors in partnership with Prospects College, in what we hope will prove to be a very successful alliance. “Our contractors show such passion for the training and development of all their employees, and their enthusiasm is just what this project needs to succeed. I am thrilled that we have their backing.” The Forum has already supported Mitie, Basildon Council’s Repair and Maintenance contractor, with their pledge to employ an additional six apprentices by September 2014. NEW BASILDON CREDIT UNION COLLECTION POINT Basildon Credit Union has launched its first borough collection point in Basildon Citizens Advice Bureau (CAB). Located in the Basildon Centre, St Martin’s Square next to the council offices the collection point will be open 1pm to 3pm

BASILDON borough residents have spoken and for the second year in a row Street Cleansing Operative Robert Bullock is the winner of the residents’ nominated Improving Lives Award at Basildon Council’s Staff Awards event. Held in May, the event has one particular award dedicated to recognising the workers who improve the day-to-day lives of local people. Throughout March, residents were given the opportunity to nominate a council worker for the ‘Improving Lives’ Award, sponsored by Palmers Solicitors, and Robert emerged
as the residents’ favourite. Robert who works in Street Cleansing was nominated 11 times this year by residents of the borough, which is a testament to the quality of his work out in the community. One nominator said Robert is extremely helpful, polite, courteous and always conscientious about his work. They have lived in the area for 30 years and have never known it to be kept so clean. Another resident said Robert’s first class job has encouraged them and others to take pride in their area.
Robert Bullock has worked for the council for three and half years and his cleansing role covers a vast area of Vange and Pitsea. On average he collects 25 bags of litter a day, and on his best day he collected around 50 bags, which led to his manager phoning him to ask if he was doing a refuse round by mistake! After he received his award Robert said: “I am dumbstruck. To win last year was something, but twice in a row is unbelievable. I would like to thank all the residents who took the time to nominate me, not just for this year but for last year as well.” Community Development Officer, Michelle Fairchild received the Highly Commended award in the same category. Michelle was nominated for her support and guidance to the Diamond Club, Food Bank and Lee Chapel North Holiday Club, with residents calling her caring, bubbly, helpful and always willing to go the extra mile. Upon receiving her award Michelle
said: “I feel really privileged that the community have gone out of their way to vote for me, and have recognised the work that I do with them”.

Local groups’ half a million windfall TWELVE local groups have been given a boost after being awarded more than £500,000 from Basildon’s £1million Community Investment Fund (CIF) over the past 12 months. The fund, created to help groups provide needed services to the borough, has helped “open doors” to even more funding for community and voluntary groups in Basildon borough. One group which is benefiting from this “open door” effect is Wickford War Memorial Association. Steve Newman, the association’s chairman, said: “We were one of the first groups to receive a grant from the CIF to restore the Memorial Avenue at Wickford

Memorial Park. Being the first major funding we secured for this project, this £10,000 grant has helped open doors to other funders out there, helping us get the project off the ground.” The Wickford Memorial Avenue project has seen new trees planted at the park to represent the 55 fallen World War Two soldiers, all from Wickford. Each tree has a new plaque with the story and photo of the hero, as well as guarding in place to project the plaque and trees. The avenue has also benefitted from new benches and bins, road resurfacing and reseeding of the grass along the avenue. The association has been working hard over the last year to ensure Wickford has a fitting memorial for its heroes in place for this year’s World War One centenary events. Steve explained: “The avenue was originally built in 1949 and the idea was for it to evolve over time so as the old trees died, they would be replaced to act as a living memory for our
soldiers. So we have planted a variety of trees to bloom at different times throughout the year. “Early work included the ordering of the trees, plaques and groundwork, and this is where the CIF funding has proved invaluable. “We have 20 fantastic volunteers, all from Wickford, who have been helping with the maintenance of the avenue, such as weeding and litter picking, and with the World War One centenary events taking place this summer, the opening of the restored avenue is a fitting addition and wonderful place for residents to commemorate this historic anniversary.” CIF is now closed but will reopen later this year. Creating a real splash in Wickford Wickford’s swimming pool is just ‘splashing’, following the completion of phase one of its £2.4million refurbishment programme. The scheme, which included renovating the male and female changing rooms with new secure lockers and showers to a very high standard, is seen as a real benefit to the community, generating more income for the centre. Upgrading the 25 metre pool, reception area and viewing facilities, heralds phase two, featuring a new two-storey extension housing a 65-station gym, group exercise and cycling studios and dry-side changing facilities. Enthusiastic swimmers are praising the pool’s new look and feel. The Pinsent family, from Beauchamp Drive, Wickford, says: “It’s great for everyone, no matter how old or young; the new facilities are safe, clean and modern-looking.” Sophie and Megan Roberts, teenage sisters visiting the pool

funding boost for Wickford Memorial Park Planned work to enhance Wickford Memorial Park has been given a boost in the form of a £128,200 grant from Sport England. Basildon Council successfully applied for the funding which will be combined with a £287,000 contribution from Veolia to deliver the Wickford Memorial Project. The money will go towards restoring the park’s pavilion, allowing the council to complete the second phase of an improvements programme. The building will serve as a sports, recreation and community centre and become a fitting legacy of the 2012 London Olympics. Graham Light, Basildon Council’s project development officer, said: “It’s a terrific community programme, especially aimed at making Wickford Memorial Park a fantastic place for local people to come to for sport, recreation and relaxation.”

We especially like the relaxing atmosphere and friendly staff.” Basildon Council is working with its leisure partner, Everyone Active, to transform the 1970s facility in Market Road into the new Wickford Swim and Fitness Centre. Shaun Beagle, Everyone Active’s contract manager, said: “We’re looking forward to welcoming the local community to try their hand at some of the new facilities on offer. Let’s hope many will be encouraged to take up active hobbies.” Predicted to be a huge success, the centre is already dubbed as a ‘Sporting Village for the north of the borough’. bbq safety this summer BASILDON Council’s environmental health team is urging residents to remember safety advice when enjoying a barbecue this summer. Every year, between June and September, the number of food poisoning cases rises significantly. Sufferers may experience sickness, diarrhoea or both and discomfort. By following these top five tips, you should be able to avoid food poisoning:

Fully defrost food in the refrigerator before cooking, unless the instructions state otherwise. Keep meat and poultry which you are marinating in the fridge. Don’t re-use the marinade.

Keep all food refrigerated or in a “cool box” (with ice packs) until just before it is cooked or eaten. Wash hands thoroughly before preparing food, after touching raw meat and before eating.

Always use separate utensils, chopping boards, etc for preparing or transferring the raw meat and handling the cooked meat. Even on the barbecue, try to keep the raw and cooked foods separate. NEVER put cooked food on plates that held raw meat.

Always ensure the food is thoroughly cooked before serving. A brown or charred appearance doesn’t mean that meat is cooked right through!

Ensure burgers, sausages and chicken in particular are cooked until they are piping hot, there is no pinkness inside and the juices run clear. Keep the food piping hot until it is eaten.
