The Secretary of State for Communities and local Government has made an offer to adult social care authorities. (‘Adult social care authorities’ are local authorities which have functions under Part 1 of the Care act 2014, namely county councils in England, district councils for an area in England for which there is no county council, London borough councils, the Common Council of the City of London and the Council of the Isles of Scilly). The offer is the option of an adult social care authority being able to charge an additional ‘precept’ on its council tax for financial years from the financial year beginning in 2016 without holding a referendum , to assist the authority in meeting expenture on adult social care. Subject to the annual approval of the House of Commons, the Secretary of State intends to offer the option of charging this ‘precept’ at an appropriate level in each financial year up to and including the financial year 2019-20’. 2 www.bassetlaw.gov.uk

Empty Dwelling Discounts & Charges Discounts

The discounts below apply to the property; a change in ownership does not trigger a fresh period of entitlement to the discounts. The discounts apply from the date on which the dwelling becomes empty. Dwellings which are furnished but unoccupied are known as ‘second homes’, they are billed at the full rate; there is no discount for these dwellings. The premium charge is not billed on second homes. Help to pay - Council Tax Reduction

Local Council Tax Reduction (CTR) replaced Council Tax Benefit from April 2013 as part of the Government’s Welfare Reforms. The new means-tested discount awarded through the Council Tax Reduction Scheme, consists of a nationally prescribed scheme for people of Pension age and a local Working age scheme, set by the Local Authority, to help low-income residents who need help to pay their council tax bill. What is staying the same from April 2017? The Council consulted widely on various options and agreed that the Council Tax Reduction Scheme 2017/18 will: • Still provide a Maximum Council Tax Reduction up to 100% for people of pensionable age (no change to prescribed scheme) • Still provide a scheme for vulnerable adults (severely disabled) and other working age residents. •

The income disregards relating to earnings, Child Benefit, Maintenance, and certain disability-related benefits will remain the same, within the scheme. The savings/capital limit, per household, will also remain at £16,000.

What is changing from April 2017? The new Scheme is no longer fully funded by the Government and therefore the Council has considered its options very carefully to try to make the scheme and any changes, fair and transparent. In January, the Council agreed the following changes: •

A maximum Council Tax Reduction of 88% (previously 90%) of the amount liable (up to the equivalent of a band C property or below) for people of working age, (who are not considered to be within the vulnerable category).

A maximum Council Tax Reduction of 95% (previously 100%) of the amount liable (up to the equivalent of a band C property) for people of working age who are considered to be within the vulnerable category ( ie, eligible for a severe disability premium).

• A maximum Council Tax Reduction of 100% of the amount liable, for people of pensionable age. You can pay your Council Tax over 12 instalments.
