2016 Strong Year for Expansion and Economic Development
Recent announcements and constructions prove that there is a continuous confidence in the local economy of the Battlefords Region. Major development highlights that have started construction in 2016 are: The Saskatchewan Hospital, Magic Lantern Theatre, Comfort Inn Hotel & Suites, a second A&W restaurant, new construction of a Kal Tire, a new strip mall with new retailers, such as Bulk Barn, Pet Valu and Dollar Tree as well as the Dairy Queen re-investment and the expansion of CO-OP and Home Hardware. In June the City introduced the Business Incentive Program under which new and expanding businesses of certain industry sectors may be eligible for a tax incentive. The City will also continue with the redevelopment of North Battleford’s Downtown as the Downtown Revitalization Action Plan is being finalized in November. The recommendations from the Action Plan were also incorporated in the new Central Park design. In March, the City expanded the North Battleford’s Public Transit System to a two-bus single route system, offering shorter ride times while at the same time serving more parts of the City, specifically Killdeer Park and Fairview Heights. “We now have one of the best Transit Systems in Saskatchewan for a City our size,” said Mayor Ian Hamilton during the ribbon cutting ceremony on March 29.
North Battleford Attracts Major Sports Events
The entire Battlefords region draws traffic for recreation, entertainment, arts and culture, historical attractions and an abundance of year-round activities. Major events and sport tournaments are testament for the excellent facilities, location and the capacity of the region: In 2016, North Battleford and area hosted the Provincial Snowmobile Festival and the 2016 Saskatchewan Senior Fitness Association 55+ Games. In addition, the successful application for the 2017 Pinty’s Grand Slam of Curling and the 2018 Saskatchewan Winter Games were certainly one of the highlights that will put North Battleford and the entire region even more on the map when it comes to hosting provincial and national sports events. Community involvement and support are key to making major sports events successful – leaving a legacy for the future. Around 1,700 volunteers are needed for the 2018 Saskatchewan Winter Games alone. Continuous Recognition for Environmental Efforts
Just a few weeks ago, North Battleford made Expedia’s list of the Top 17 Greenest Cities in Canada. The reason: The implementation of the new Biosolids Management System at the Waste Water Treatment Plant in 2014 that converts biosolids into commercial-use fertilizer. North Battleford was the first municipality in Western Canada to implement this system, winning the 2015 CAMA Environmental Award. In 2016 North Battleford won the Saskatchewan Waste Minimization Award for the successful launch of the Residential Waste Collection Program in 2014. By implementing the new system the City and its residents were able to bring the amount of household waste down by 50% within two years. The program made it also mandatory for residents to recycle. The City’s continuous environmental efforts are also reflected in providing additional collection days for Household Hazardous Waste and for Compost pick-up. Both events have become stable dates and residents are waiting for those days to dispose of their waste properly.
UPAR as an Opportunity to Replace Lead-Service Lines
Up until the 1980s it was common practice to use pipes made out of lead for plumbing and to supply water to homes. But lead can leach from those lines into the drinking water and can pose a health risk especially to infants, young children and pregnant women. Many homes do not have lead lines, however, according to property files, there are still 369 homes in North Battleford that have lead service lines. The City offers a free Annual Monitoring Program to test the concentration of lead in drinking water of identified homes. Property owners are notified in August of each year and are encouraged to submit a water sample. Additionally, the City offers two options for lead service line replacement: In connection with UPAR for a fixed rate of $1,000. Or a cost-share model for non-UPAR locations with the total cost for excavation and replacement varying between $3,000 and $5,000. The 2016 UPAR projects affected 36 of the properties that have lead-service lines, about 20 of these are complete replacements from the main line to the meter.

The Community Safety Strategy continues to guide activities of the City in the five primary objectives of: 1. Creating Opportunities 2. Helping Individuals and Complex Families 3. Co-ordinating Existing Programs and Seeking New Programs 4. Preventing and Suppressing Crime 5. Engaging People Within the Regional Community Highlights in 2016 include the work of SAGE (Safety, Acceptance, Guidance, Empowerment): This group of over 20 local organizations that strive to build a safer North Battleford, has attracted over 300 community members to their three Summer BBQs. A lot of positive feedback was received about the community’s perception of feeling safe in North Battleford. SAGE is also currently working on engaging the business community. CPTED (Crime Prevention Through Environmental Design): One of the most visible projects in the community that the local CPTED Review Committee has been achieved this year is the “Art Alley” project in Downtown North Battleford. Three local artists beautified the bare walls of Moon’s Kitchen, making this area more attractive to foot and parking traffic and therefore less attractive to questionable activity. North Battleford Hub: This team of designated staff from government ministries delivers integrated services to those in need before their situations become serious crisis. The group aims to mitigate the risk and connect individuals and families to services. In the last 4 years, over 350 situations have been brought forward to the Hub Table.

There are three components under the North Battleford Fire and Protective Services Department: Municipal Enforcement, Fire Department as well as Emergency Preparedness. Among other achievements in 2016, the Fire Department increased its operational staff capacity which will ultimately lead to increased community safety. Two new Deputy Fire Chiefs were recruited with one replacing Deputy Kevin Steinborn, who retired in May. The Department also continues to recruit Paid-onCall Firefighters who support full-time Firefighters in case of large emergencies. A team of now seven Special Constables/Peace Officers, referred to as Community Safety Officers (CSOs) patrol the City and provide municipal enforcement responsibilities. In 2016, the Municipal Enforcement successfully applied for a grant through BATC/CDC and SGI to purchase two Automatic License Plate Readers that scan license plates and notify CSOs of unregistered vehicles. The City also continues to promote its Rapid Alert Notification System through which residents of North Battleford can immediately be notified of critical events or emergency situations. ADVANTAGE POWDER COATING By Terri Eger A top quality finished product is the focus of Advantage Powder Coating. “We look at every part and think of it as our own,” said Brad Taylor who owns the business with partner Gregg Tady. “Superior quality is our ultimate goal.” Located on Canola Avenue in the North Battleford, the business has been protecting parts and equipment for the past ten years. Powder coating is an advanced technique of applying a durable finish to a wide range of products. During the process, an electrostatically charged powder is sprayed onto a prepared surface. The item is then moved into a 400 degree curing oven. The powder particles melt to form a continuous film on the surface of the item. Unlike wet paint, powder coating will leave a uniform, smooth finish that is significantly harder than a traditionally painted surface. In addition to providing increased protection, powder coating is also environmentally friendly. No solvents are used in the process, eliminating the emission of volatile organic compounds which are found in wet paint applications. Powder coating is primarily used on metal products for industrial applications. The majority of APC’s business is coating new products for manufacturers. They have coated a wide range of products including huge steel containers for potash mines, artistic metal staircases,
metal fencing and agricultural equipment. APC also does refinishing of products such as patio sets, antique bathtubs, sign posts and automotive parts. The local business has the capacity to finish pieces of various sizes. Small parts can be accommodated through a conveyor line system. Large items utilize the batch system. The curing oven measures 8’X8’X20’. Prior to powder application, many items need to be cleaned and prepared through blasting. Outdoor sandblasting is an option for some items. “We also have an indoor blasting operation which uses an iron grit material. It is recycled and reused,” said Taylor. In addition to quality finishing, the business also strives to provide excellent customer service. Free estimates are available. Since the majority of APC customers are manufacturers in Saskatoon and Regina, a delivery service is available. A flatbed truck and 32’ trailer are used for pick-ups and deliveries several times each week. Frontier Centre continues to expand in order to better serve their valued shoppers and retailers. Agro Centre & Cardlock
By Terri Eger When time is money the new Co-op Cardlock fueling station is the place to stop. Conveniently located just off Highway 16, the fueling station offers a full range of fuel products. Regular and premium gasolines, diesel exhaust fluid and three full lanes of clear diesel with satellite pumps for easy semi fueling means you’re back on the road in no time. “The upgraded facility allows us to better serve our diverse and ever growing base of customers,” said Agro Manager Ian King. “There are fewer and shorter line ups and people can easily access the station.” The self-serve Cardlock capabilities allow customers to access fuel around the clock. The facility is well-lit, under a full canopy to keep you out of the weather and equipped with security cameras giving customers peace of mind.

“We offer a full product line of fuels including Co-op’s recently launched Premium Diesel,” he said. “It’s capable of restoring deposit related power loss in as little as 32 hours of operation. All of our gasolines are certified as Top Tier detergent gasolines as well. This is a standard that is endorsed by a large group of major vehicle manufacturers and we are proud to be able to offer this to our customers.” The fueling station offers a great deal of space to customers driving large vehicles. Ease of access both entering and exiting the area make the facility conducive and inviting for those towing recreational equipment right on up to large commercial tractor-trailer rigs and other extended equipment. Located on the same parcel of land as the Agro Centre, this new Cardlock offers additional convenience. The Agro Centre carries a
complete line of agricultural related products including a wide variety of farm hardware, livestock and pet feeds. Auger and bin parts, air compressors, fuel storage tanks, fencing and animal health products are just a few of the products offered by the business. Hi-Hog cattle handling systems can be found at Coop Agro as can creep and bale feeders.
