Vacant buildings tax welcomed by Chamber

Initial reaction is positive from Battlefords Chamber of Commerce directors to the city’s plans to impose a special mill rate on a new subclass of “vacant commercial buildings.”

Mayor Ryan Bater and several other city officials and councillors, including city manager Jim Puffalt and director of finance David Gillan, met chamber directors at their monthly board meeting last week to share details of the proposal.

A lengthy police standoff was resolved peacefully in North Battleford Saturday morning.

As a result, 18-year-old Darby Johnson and 23-year-old Marty Moccasin both of North Battleford have been charged with the following: three counts of point a firearm; one count of possession of a weapon; one count of possession of a firearm; one count of possession of a prohibited weapon; one count of possession of a firearm while prohibited; and one count of mischief.

At the conclusion of the incident a search warrant was executed on a residence in the 2000 block of the 101st Street in North Battleford. A long barrel firearm was located and seized during the search.

Both Johnson and Moccasin were remanded in custody to appear at North Battleford Provincial Court Monday morning.

Battlefords RCMP had responded to what they called a firearm complaint on the 2000 block of 101st Street Saturday morning.

A house near the corner of 20th Avenue and 101st Street was surrounded by police, some of whom, it could be seen, had rifles drawn. At that time RCMP reported there was no immediate threat to the public and that the situation was contained. The public was asked to stay away from the scene and to not announce police presence on social media, and to not post police officer or police vehicle locations.

Eventually, the two male suspects emerged from the home with their hands up, and gave themselves up. By noon, the incident had ended and things had largely returned to normal on the street, though a few police vehicles continued to maintain a presence on the street.

In an update from Battlefords RCMP at 12:30 p.m., police confirmed the incident had been resolved and that two men have been taken into custody.

That bylaw calls for a special mill rate for commercial buildings with no utility connection or business license since 2015.

The buildings targeted by the bylaw provisions are ones located along the key commercial corridor from 100th Street through Railway Avenue, including in the downtown area.

In general, the directors made clear they thought the proposal was a long time coming. A few directors went so far as to offer congratulations to the city for offering this proposal.

“This is a fantastic initiative,” said Chamber director Jim Lafreniere. “I think it’s great we’re doing something with the derelict buildings in town.”

What Chamber directors seemed most interested in was whether such a mill rate would achieve its objective: to reduce the amount of vacant buildings in the city.

Officials were asked what the actual tax impact would be on the owners of the vacant buildings.

It was explained the mill rate for these vacant buildings to be set at twice the commercial mill rate. But the amount of the tax that property owners would have to pay will vary, depending on the size of their assessment or their location in the city.

As one example, officials were asked what the impact might be on the former Shell station on 100th Street that has stood abandoned for years. Gillan responded that property might see municipal portion of taxes rise from $3,000-4,000 to $7,000$8,000.

Bater reiterated the goal of what was being proposed: “to return those buildings to the inventory

of viable commercial property in the city, to re-enter those properties into the market, and the result is those buildings having viable business in them and being part of the business community here in the Battlefords.”

Still, there was worry expressed at the meeting that the special mill rate on vacant buildings might prove too big a disincentive for businesses looking to rent a property, or cause additional problems for developers who took on building renovation projects but ran into problems.

In response, Bater and city officials pointed out several times at the meet-

ing that the special mill rate was being introduced in tandem with an incentive program that is being brought in as part of the wider downtown revitalization effort that has launched this year.

Details were yet to be made public at the time of the Chamber meeting, but city officials indicated the aim of those incentives would be to help spur on rehabilitation of these vacant buildings and bring them back up to standard.

“We want people to do something with their properties,” Gillan said.

Marketing app, China, shoplifting, washrooms Here are some more news items stemming from the Battleford Chamber of Commerce’s directors’ meeting of June 20, the final meeting before their summer break: It’s a go for the launch of the Chamber Market the Battlefords app. The Chamber has agreed to sign on as a sponsor for the shopping app, which is a re-launched and rebranded version of the Shop the Battlefords app seen during the Christmas season.

A launch event/barbeque has been scheduled for June 29 during the noon hour at North Battleford Hyundai with proceeds going to the Battlefords Boys and Girls Club. Live music and special prize announcements will be included.

Chambers of Commerce for April 7-17, 2018 is getting a lot of interest from the local area.

According to executive director Linda Machniak, of the 46 people registered already province-wide, 14 are from the Battlefords area. More information on the trip can be found on the Battlefords Chamber’s website.

There was considerable discussion at Tuesday’s meeting about a big problem being seen by local businesses: shoplifting.

Chamber director Janice Sander, who is property manager of Frontier Centre, reported that Brett Payne of Canadian Tire had asked if the Chamber would be interested in hosting monthly meetings for local owners struggling with shoplifting.

She noted several businesses were seeing shortages of items due to shop-

even further. Some directors pointed to other vacant commercial buildings located outside the key commercial corridor areas.

Gillan indicated that for now, if there is a service connection, these property owners will be sent a letter explaining they will have to pay the flat charges and UPAR charges on their utility bill. That will help a little bit, he said.

The next step is for the issue to come back to council for bylaw second reading, scheduled for Monday night, June 26.

It was also expected the Chamber might provide its own formal response to the bylaw at that meeting.

Finally, visitor washrooms are back open again at the Chamber building during business hours. The washrooms had closed earlier this year in what was a business decision, but it was revisited due to continued visitor demand for the washrooms at the location.

Negotiations had been ongoing to secure some external funds from some local organizations and businesses to cover the costs of operating them, and discussions have gone well enough that the decision has been made to open the washrooms again.

Commentary

Coming clean about the crimes of colonialism

PRINCE GEORGE, B.C. /Troy Media/ - Genocide and colonialism are related and they are global issues.

The world is still hurting from their wounds, and they’re hindering the growth and advancement of humanity.

But if we can demonstrate that healing is possible, we establish a powerful precedent for the world. We establish a protocol that can be adapted to any cultural context, and so promote the healing and growth of humanity.

My work experience has been primarily in two places: northern British Columbia and, to a lesser extent, the Democratic Republic of the Congo. Both places experienced the devastation of colonialism, although in different ways. The negative impacts, however, have been similar.

The healing process can be similar as well. This is where Canada has a great responsibility to the Congo and the rest of the world.

Colonialism devastated Canada and the DRC, and the wounds of these crimes continue to fester.

The primary difference is that in Canada, the truth has been spoken and the healing process has begun. In the DRC and in their colonizing country of Belgium, the issue remains far from the social conscience. The deaths of millions under the tyranny of Belgian King Leopold II in the Congo Free State was whitewashed by colonizers when they took over the country in 1908. As a result, tyranny continues to reign in a country torn apart by civil war and corruption, despite nearly 60 years of independence.

In 2008, Prime Minister Stephen Harper apologized to the aboriginal peoples of Canada for the crimes committed. In 2015, the government-appointed Truth and Reconciliation Commission declared that what happened here was indeed cultural genocide. There is no more denial. There is no more whitewashing of history.

Since 2008, we have established educational programs that teach our children the truth, and we have begun to celebrate aboriginal culture in our schools.

We are now seeing these efforts bear fruit. Children are showing real pride in who they are and aboriginal graduation rates are on the rise in school districts like Prince George’s.

We still have a long way to go, however. There’s still tremendous disparity in Canada and this becomes obvious when we look at statistics comparing our aboriginal populations with those of other regions. Incarceration rates are higher, income levels are lower, risks of violence to women are much higher, as are infant mortality rates and numerous other health indicators.

We can be confident that through continued effort, these social indicators will begin to improve for our First Nations people. Much excellent research is being done.

Many programs are in place that produce promising results. The key is for problem areas to be addressed.

When we are truly honest with ourselves, we can find ways to heal our society. This is the lesson we must live and this is the lesson we must share on a global level.

If we want to also see world peace, if we want to see the end of conflict and the beginning of prosperity for the people in the DRC and many other countries, we need to come clean about the crimes of colonialism. We need to teach our people the truth and we need to make

reparations.

Canada has a responsibility to itself and the world.

We need to continue to heal our wounds.

If we were to impose what we’re doing on other countries, that would simply be another form of cultural imperialism. We can, however, establish a global precedent that others can look to, yet adapt and improve to fit their cultural context.

In doing so, we not only make our country better, we bring lasting peace to the world.

With new release Cars 3, Disney-Pixar brings automobiles to life once again Storyline reflects real life goings-on in the racing world

Today, my column is about Lightning McQueen and the Cars series of movies from Disney-Pixar.

On Friday night I had the opportunity to see Cars 3, the latest effort, at the Scotiabank Theatre in Saskatoon. (Sorry, North Battleford.)

The real reasons I wanted to watch it there were: I had a Cineplex gift card to use; plus, I wanted to see this flick in 3D. If you are going to see a Cars movie, 3D is really the way to see it, because it just brings these cars to life in a way 2D does not.

And for a movie series like this one, bringing these cars to life as characters is all-important. I mean, seriously, people – these are automobiles.

It’s almost asking for the impossible to get people to care about automobiles as characters in any movie. But this Cars series finds a way, and I don’t think this series gets the credit it deserves for that accomplishment.

The Cars series is in many ways the black sheep of the entire Disney-Pixar library. The film critics always seem to prefer, well, just about every other one of these masterpieces that the studio turns out – WALL-E, Up, the Toy Story series, you name it.

From my standpoint, I think what this really is is Disney-Pixar’s line of “populist” entertainment.

These CGI-animated features are the closest thing in their library to Saturday morning cartoons.

And in fact, the idea of bringing cars to life in cartoon form is not original. Hanna-Barbera was doing it for years on Saturday mornings. First, they had the Speed Buggy cartoons. Remember that?

That series was more or less a clone of ScoobyDoo except with a talking car instead of a dog. Then came Wheelie and the Chopper Bunch, which was chock-full of talking vehicles and motorcycles.

The difference in those efforts is that the “eyes” on

those cars were headlights.

In the Cars series, the eyes are in the windshield, and much bigger.

The way I see it, you either like Cars or you don’t.

It’s no different if you are a NASCAR fan; there’s a big divide between the people who like the good‘ol-boys and their wrecks, and the people who find it boring.

It’s the same with “car culture,” like highways, Route 66, and the rest. If you’re the type of person who prefers bicycles and public transportation, or hates it every time your car breaks down and has to be towed in to the shop for costly repairs, then there’s probably no way I can convince you to feel any empathy towards any animated talking automobiles whatsoever.

But if you love NASCAR culture and are fascinated by the history of the sport, or if you simply are a car or garage freak in general, these Cars movies will strike a chord.

For this latest effort Cars 3, the story revolves around the struggles Lightning McQueen (voiced again by Owen Wilson) has with... old age.

He’s struggling up against the new breed of rookies on the racetrack, including villains such as Jackson Storm (Armie Hammer) who are aerodynamically designed to run rings around McQueen.

The storyline is that McQueen’s racing career is under threat. All of

McQueen’s buddies are being pushed out of the sport. McQueen himself is feeling the pressure, as he ends up wiping out in a big car wreck.

As he recovers back in Radiator Springs, watching old film of the wreck that ended the racing days of his mentor Doc Hudson, McQueen resolves that he doesn’t want to go out the way Hudson did.

He wants to be able to decide for himself when he’s ready to retire.

He ends up heading to a racing centre run by his new owner, Sterling, and it’s there that he meets female trainer Cruz Ramirez (Cristela Alonzo). But the training goes badly, McQueen ends up wrecking the simulator, and his new owner wants to retire McQueen to a life of promotions and marketing deals. But McQueen convinces Sterling to give him one last shot. If he wins in Florida, McQueen will be able to keep racing and decide for himself when to stop.

The plot takes some further twists and turns from there, but this storyline does reflect what Colin from Lakeland HQ recommends Dune by Frank Herbert “Frank Herbert’s famous debut novel which is widely considered to have launched modern science fiction writing, it is a mustread for all science fiction fans or anyone with a general interest in the genre.”

is actually happening in NASCAR at the moment.

The latest Cars 3 movie was produced around the same time the legendary Jeff Gordon was retiring from racing, and his story was definitely something that inspired director Brian Fee when he was creating the storyline for this movie. (Gordon has a part in this movie, as “Jeff Gorvette.”)

But it’s not just Gordon departing; there really is a generational change going on in NASCAR. This year came the news that Dale Earnhardt, Jr. was retiring, too.

McQueen’s big wreck and recovery from it are reminiscent of Kyle Busch’s wreck and his

comeback from injury to win the NASCAR title.

But this movie also features the story of Cruz Ramirez and her attempts to make it in the maledominated world of auto racing. That’s reflective as well of the efforts of women such as Danica Patrick to break into the NASCAR ranks and race at the highest level.

Ultimately, as Cars 3 goes on, we see how Lightning McQueen realizes he can be a mentor to Cruz Ramirez and help her achieve her racing dreams on the “Piston Cup” circuit.

So this movie ends up taking a lot of twists and turns. While it focuses at first on McQueen trying to win, as the story goes on it sort of stops being about “winning” and more about “life.”

That, in a nutshell, is why you ultimately give a hoot about these automobiles and their adventures.

These movies find a way to bring these cars to life with strong storytelling and good character devel-

opment, reflecting what’s really going on out there in the real world – our human world.

Of course, the Cars movies have also brought out no end of speculation over the years about this strange human-free world they inhabit. I’ve seen whole articles on the Internet by people speculating about whether this represents some sort of post-human apocalyptic future: a world that the cars have taken over. I also notice plenty of articles speculating on another question: how does a male car and a female car bring a new member of the car family into the world?

Come to think of it, I don’t think I want to go near that topic. Anyway, with this Cars series you do have to suspend belief at times.

Cars 3 continues at the Capitol Theatre until Thursday. If you still want to see it after Thursday, you’ll have little choice but to make a trip to Saskatoon... ... in your car.

Travelling the province one rink at a time One of the neat things about being a sports reporter, especially here at the Battlefords NewsOptimist, is the fact that you have the chance to cover events all over the province.

It also means that your car will be cursing at you with the amount of miles you will be putting on it during the course of the year, but I digress.

At least my 2009 Pontiac G5 is used to that sort of punishment, as I’ve tended to do massively over-the-top road trips over the last few years, including driving an hour each way from Airdrie to Red Deer for an entire week last May to cover the Memorial Cup. So with the summer officially in full swing, I figured what better time than to talk about the new buildings I got a chance to visit around Saskatchewan since I started work here in North Battleford last July.

A brief disclaimer before we get started.

While I did go to games at Mosaic Place in Moose Jaw, the Brandt Centre in Regina and the Credit Union iPlex in Swift Current, I had already gone to those buildings during my time working at the Moose Jaw Times-Herald where I covered the Western Hockey League.

Naturally, any discussions of a new rink I visited over the course of the last year starts off with the rinks in this area, and in particular the North Battleford Civic Centre.

Immediately upon walking into the facility to cover the Gold Eagle Casino’s PBR Challenge last July, the number of Saskatchewan Junior Hockey League rinks that I had been in had doubled to two.

Mind you, the only time I’ve been to the Farrell Agencies Arena in Yorkton was to cover a Grand Slam of Curling event in 2015, though I’ll save that tale of driving through a snow storm in the wee hours of the morning to watch 12 hours of curling for another time and place.

Although there are times that the Civic Centre shows its age, especially at the Grand Slam of Curling’s Canadian Open this year when a number of people stumbled or fell on the steep stairs the rink has, the differences in how one end has a much higher seating level than the other makes it one of the most unique buildings that I’ve been in.

Plus – and this was especially true during the Battlefords North Stars run to the Canalta Cup this year – the atmosphere in the building can be pretty wild when the team’s playing at the top of their game.

In October, I had the chance to finally visit the SaskTel Centre in Saskatoon for a Saskatoon Blades game, having already been in it a year earlier just to get a tour of the place.

Although it’s a very nice facility, it felt like it was way too big to be hosting a junior hockey league game, as the rink currently holds 15,195 seats.

Granted, that might change a bit if the Blades finally turn the corner and make the playoffs for the first time since 2013, so it could be worth visiting again if they are in contention in the years to come.

A couple of months later, I boarded the Battlefords North Stars team bus and proceeded to spit out chocolate milk all over the coaching staff and play by play man Nathan Kanter after assistant coach Braden Johnson told a joke.

After I cleaned things up, we arrived at the home of the Humboldt Broncos as I got a chance to cover a game at the Elgar Petersen Arena.

The home of the 2012 RBC Cup tournament, the rink reminded me quite a lot of Mosaic Place in Moose Jaw, which I got to go to on a regular basis while writing about the Warriors and the WHL. Although the capacity is smaller in Humboldt, the way the seating is set up puts you right above the boards and is a pretty neat vantage point to watch a game from.

If you have a chance to go to the rink there, I highly recommend doing so, especially to see all of the old team photos that are around the concourse.

Once the bitterness of winter passed in early March, I made the trek to the Art Hauser Centre in Prince Albert to go watch the Prince Albert Raiders take on the Brandon Wheat Kings.

Thanks to former News-Optimist reporter Brett Smith, who now works with the Raiders, I was able to get a seat up in the press box for the game and had the chance to watch Wheat Kings forward Nolan Patrick one more time before he was drafted second overall by the Philadelphia Flyers in the National Hockey League draft this past weekend.

With a capacity of 3,366 if you include the standing room section, the Art Hauser Centre is a nice throwback rink but does have the feel of a newly renovated facility after renovations were done 12 years ago.

In that sense, it’s very similar to the smaller-insize Credit Union iPlex in Swift Current, which also had renovations done 10 years ago but still has the

feel of an old-school rink.

I’m a sucker for rinks that aren’t quite the cookie-cutter model that are in vogue at the moment in junior hockey, so I highly recommend going to a game in Prince Albert or Swift Current if you have a chance.

A couple of weeks later, I made the drive down to Weyburn to cover the fourth game of the North Stars SJHL quarter-final series against the Red Wings at Crescent Point Place.

The way the arena is set up seating-wise, the venue reminds me quite a lot of the home of the Terriers, which made it a rather enjoyable rink to visit.

With it being an elimination game, there was a good amount of energy in the building, especially in the final minutes as the Red Wings tried to tie the game up.

It’s another rink you should check out if you have a chance, and not just because the legendary KFC buffet is nearby.

The rink that stands out the most this year, however, was the one I visited back in April, as I made the long drive north to Flin Flon to attend the fourth game of the Canalta Cup final at the Whitney Forum.

When I walked into the home of the Bombers, the first things I noticed was the old school TSN and RDS logos that are on the ticket stand from when the team hosted the RBC Cup. I knew right then and there that this would be one of the coolest rinks I’ve ever been in.

It’s kind of hard to put into words what makes the Whitney Forum a memorable experience, but I think it’s a combination of a couple of things.

For one, since it’s another older rink, the atmosphere and design of the building makes it an awesome one. There are stands up at both ends of the arena and the seats on either side of the building put you right on the ice.

Then there’s the history.

When you have banners honouring Reggie Leach and Bobby Clarke among others, there’s no doubt how much the building and the Bombers mean to the community of Flin Flon.

Plus, the drive to the rink is pretty awesome.

Although the road is winding and rough at times, it reminded me a lot of driving through Northwestern Ontario and would be really scenic at the start of a SJHL season.

Also, any time you can see the Northern Lights after watching a team win their first league championship since 2000 like the North Stars did is a good way to cap off a memorable evening.

Now, remember how I said that the SaskTel Centre might be a bit too big to hold a WHL team earlier in this article?

Well they might need to add seats to host playoff games for the National Lacrosse League’s Saskatchewan Rush, which I found out first hand in May when they took on the Colorado Mammoth in the West final.

While the Saskatchewan Roughriders will always be the top team in the province, and the Regina Pats are currently making noise after their run to the WHL final this spring and earning the chance to host the Memorial Cup next year, the Rush are easily the main attraction in Saskatoon at the moment.

It’s pretty easy to see why. In addition to some high quality lacrosse, the

atmosphere is loud from the moment the pre-game events get underway and the chanting and cheering doesn’t stop until the final buzzer.

Even if you are just a casual observer, it’s not hard to find yourself getting into the experience, unless you’re the drunk guy who hopped over the glass in the final seconds of the game and got escorted out by security.

All in all, it’s been a pretty fun time travelling the province to visit new buildings this year, especially since I’ve now been to every WHL arena in Saskatchewan.

Naturally, I’m already planning out what buildings I’d like to go to starting this fall, as there are always new rinks and stadiums to attend.

At the moment, I’m looking into trips to Brooks and Bonnyville, Alta. in September for preseason games, and I may make a trip to Lethbridge to visit the home of the Hurricanes.

Plus, since the Edmonton Oil Kings and Medicine Hat Tigers are in new arenas, I may need to go there as well so I can say that I’ve been to every WHL arena in the province of Alberta.

Other than that, everything else is wide open.

So feel free to share any suggestions on where you think I should go this year.

However, I will need to make sure that all of my plans will fit in with my work schedule, especially with all the sporting events that take place here.

The Art Hauser Centre in Prince Albert still has an old-school charm to it along with the modern day nuances that are needed to host a team in the Western Hockey Leauge like the Raiders.

Innovation looking to become federally regulated

Members of Innovation Credit Union have an important decision to make in a matter of months.

That decision is whether to become a federally-regulated credit union, headquartered in the province of Saskatchewan, or continue on as provinciallyregulated.

At the Innovation office in North Battleford last Tuesday during the noon hour, CEO Dan Johnson held a panel discussion with members, outlining the whole proposal.

“We want to talk to each and every one of our members who have the ability to vote, and explain why becoming a federallyregulated credit union is very important to the future of our organization,” said Johnson.

According to Johnson, the federal regulation is needed so Innovation Credit Union can operate in a changing financial services environment.

They face challenges from various “disruptors” as Johnson referred to them. Those include greater online competition for banking services, possibly from the likes of even Google, Amazon and Apple.

They also face rapid changes in consumer behavior as they deal with an aging membership as well as the consumer habits of Millennials. And they must deal with the impact

of rapidly changing technology, with more people doing banking online or on mobile devices instead of going to a branch location.

“We believe that our organization needs to have a prudent level of growth going forward,” Johnson said.

“As a growing organization, it gives us a better ability to line up with all of those things that we’ve built so far - things like patronage and free accounts, and our commitment to the community. By growing and evolving we have a better chance of sustaining those programs.”

But being limited to the western region of Saskatchewan is a big challenge for the organization right now, he said.

“We’re in a region currently that is experiencing flat or declining population growth, as well as an aging membership,” said Johnson.

That is putting some pressure on the organization, but Johnson believes those can be addressed by moving to federal regulation.

“Having a federally regulated credit union allows us the flexibility to grow beyond our provincial walls. So right now we don’t,” said Johnson. “So in order for us to grow our membership in the right places, having the flexibility as a federal credit union gives us that flexibility to grow our organization.”

But it doesn’t mean you’ll suddenly be seeing Innovation Credit Union

branches set up all over Canada.

Their main aim is to be in a better position to serve customers looking to do banking online or using mobile devices, particularly those located beyond provincial borders.

“Our first play would be primarily digital,” said Johnson. “We’ve built a really strong digital offering and a really strong value proposition and those two items allow us to be able to grow digitally across provincial borders.”

Innovation Credit Union would be the third credit union in the country to go this route. A credit union in the Atlantic region and another in British Columbia are also going this route. Johnson also told those in the boardroom another three are considering going this way as well.

There would be some distinct changes that would happen with federal regulation.

It means Innovation Credit Union would be regulated by the same regulator the chartered banks currently have. As well, deposit insurance would transition from the provincially-based Credit Union Deposit Guarantee Corporation to the Canada Deposit Insurance Corporation.

This will also mean that instead of all deposits being guaranteed 100 per cent, with CDIC it is $100,000 per category. Innovation Credit Union is

encouraging big depositors to meet with them to discuss the impact and on how they could maximize their coverage.

The credit union is also noting that they have never drawn on deposit insurance in their history.

Right now, the effort is on to inform members and hold meetings so they can vote in November. Approval of 75 per cent is needed for the proposal to go through.

Information meetings have been held in a number of different locations already, and more are to come.

In addition there have been phone calls and oneon-one visits with members to explain the implications.

The general feeling from members is “primar-

ily supportive,” Johnson said.

“They believe that all organizations need to grow and evolve and it looks like what we’ve positioned with them makes sense,” he said. But they also want to make sure it’s being done in “a logical and prudent fashion,” he notes.

Assuming a “yes” vote passes in November, the intention is to get the credit union federally-regulated by 2020.

A formal application would need to be submitted. From there, “we’ll continue to work with our new regulator to see what things they’ll be looking for,” said Johnson. The credit union will also be in contact with their current regulator and the federal government with what they needed to do moving into

the new environment.

He doesn’t forsee any major issues for Innovation in meeting the federal regulator’s requirements.

Johnson notes the credit union is very stable and financial strong: two items the new federal regulator will find extremely important.

“We believe we line up extremely well with that new environment, those new standards.”

The CEO stressed the importance of getting a big turnout for the vote in November.

“We don’t want to have this important decision voted on by just a small percentage of our membership,” said Johnson.

“That would provide us with better direction than just having a small membership turn out and vote.”

NSRBL standings starting to tighten up across the board Staff With only two weeks left in the regular season, it’s becoming harder to tell who exactly will come out on top in all four divisions in the North Saskatchewan River Baseball League.

That’s especially true in the Albers Division, as the North Battleford Beavers hold a scant half-game lead over the Meadow Lake Sox. The Beavers, who have a 5-5-1 record, have lost their last three games with their most recent setback coming at Beaver Lions Stadium Sunday night by a score of 8-2 to the Macklin Lakers.

The Sox picked up a key win Sunday as they shutout the Edam Blue Sox 7-0, but they lost the second half of their doubleheader to the Macklin Lakers in a 9-6 affair to find themselves at

The Battlefords Trappers are in third place in the division with a 3-7 mark.

The hottest team in the league is the Unity Cardinals, who had won their

last six games heading into a road game Monday with the Wilkie Brewers.

Thanks to their success, the Cardinals have a 9-2 record and are two games up on the 7-4 Macklin Lakers in the Colliar Division.

The Brewers, who are the defending NSRBL champions, are in third.

The league’s best record belongs to the 9-1 Border City Blue Jays of Lloydminster, who lead the Smithson Division by two and a half games over the Lloydminster Twins.

The other team in that division, the Midwest Expos, are still searching for their first win of the season as they have a 0-10 record.

Another close race is taking place in the Smith Division, as the 6-3-1 Standard Hill Lakers hold a game and a half lead over the 6-6 Mervin Flyers.

The 4-6 St. Walburg Reds and the 1-8-1 Edam Blue Sox are in third and fourth respectively in the division.

The Saskatchewan Baseball Hall of Fame and Museum is proud to announce the selection of Garry Anderson of Medicine Hat, Alta., into the Saskatchewan Baseball Hall of Fame, Individual Category. He will be inducted on Saturday, Aug. 19 in Battleford.

Anderson was born on March 25, 1937, in Kindersley. He started playing senior baseball at the young age of 14, as there was no minor baseball in Marengo where he grew up. In 1953 and 1954, Garry played with Flaxcombe in the Wheatbelt League that included Kindersley, Eatonia and Richlea.

Following elementary school, he attended school in North Battleford and Kindersley, before returning to Marengo and graduated in 1955. He joined the Eatonia baseball team as a pitcher and shortstop under Manager Ken Jackson later that year.

for the Eston 44’s Junior team that season and earned two wins as a pitcher, but was unable to play in the final game after being hospitalized following a combine accident.

In 1956, Anderson continued to play for Eatonia but he also played with the Sceptre-Delisle Combines in both the Medicine Hat Optimist and Lacombe tournaments. That year, while playing with Kindersley, he struck out future Hockey Hall of Fame inductee Max Bentley three times in one game.

He played for Eatonia until 1969 and competed at the Saskatoon Exhibition tournament on four occasions. Anderson then went on to play with a team in Sibbald, Alta. that played in the East Central Alberta League, where he was an all-star first baseman for many years and won the league batting title in 1971 with a .368 average.

In 1977, the team moved to Alsask and he was able to play with his sons Dean and Darren.

Anderson also played in Twilite baseball for 20 years with the Sask-Alta Twiliters. In addition to winning many provincial titles, he was named the most valuable player in 1976 and won the batting crown in 1982.

While living in Marengo, he helped to build the arena and curling rink in the community and helped coach baseball and hockey teams.

Anderson and his wife Dorothy retired to Medicine Hat in 2005 and split their time between there and Yuma, Arizona.

Living Skies Refuge is a local group raising funds to bring a young Syrian refugee family to the Battlefords. The family is currently living in a refugee camp in Mosel, Iraq, having fled their

Jupiter dominates the southern sky at sunset The moon begins the month at first quarter, meaning it is one-quarter of the way through its phases. And, Jupiter is a scant three degrees south of the moon on the 1st. On Thursday, July 6, Saturn is in a similar position, three degrees south. The moon is full on the evening of the 8th. A day later, our satellite is less than a degree away from the Beehive Cluster (M44). On the 13th, Neptune is in occultation with the moon for viewers in the extreme south of the planet, only close for us in the north.

And, you’ll need a good telescope to see it! On the

month away from what may be the Great American Eclipse. A couple of days later, in the southwest at sunset, Regulus, the bright star in Leo, the Moon, and Mercury form a nice trio. On the 28th, Jupiter is back again, or

more properly, the Moon is back again with Jupiter three degrees south.

Mercury is well placed in the west throughout July, but close to the horizon at sunset. Watch for the trio event mentioned above with Aldebaran and the moon. Binoculars or a small telescope will help picking the planet out of the hazy horizon.

Venus is doing its bit as the Morning Star, circling west of the sun as it prepares for its swing behind later in the year.

The morning of the 19th is a good day to plan for a viewing or photography session, as the moon and

Aldebaran are nearby.

Mars is behind the sun, so not visible.

Jupiter dominates the southern sky at sunset, nicely placed for evening viewing. Two close brushes with the moon occur on the 1st and 28th (one “moonth” apart).

Saturn resides in the obscure constellation Ophiuchus throughout July, also nicely placed for evening viewing. The Ringed Planet and Jupiter will be favourite targets at the National Star Party on July 29. Where will you be?

Neptune appears very late in the evening, crossing the sky until the early dawn. Occulted in the Southern Hemisphere on the 13th.

OBITUARIES KAHTAVA: Marvin James Paul Kahtava passed away at the Riverside Health Complex, Turtleford, Saskatchewan on Saturday, June 10, 2017 at the age of 67 years. Marvin is survived by: his family, Shirley Kahtava and her children, Shelden (Lori-Ann) Welch, Tracey (Carey) Komadina, and Donovan Stoney; Rosalene (Moe) Hnidey and their children, Cordell (Christy) Hnidey and Chantel (Brad) Tetreau; Margaret (Gary) Polinsky and their children, Kim Dumont and Tyler Polinsky; his niece and nephews, Wendy (Vince) Lorenz, Marino and Rocky Bekolay; all of his great nieces and nephews; and numerous other relatives. Marvin was predeceased by: his parents, Martin and Johanna (Jennie); his brother, Roy; and half sister, Marie Henning. The Memorial Service for Marvin was conducted from Turtle Lake Mission, Turtle Lake, Saskatchewan on Friday, June 16, 2017 at 2:00 PM. The eulogy was given by Shelden Welch. The hymns sung were “Amazing Grace” and “Shall We Gather At The River” accompanied by organist, Judy Gies. A duet was sung by Shelley Bloom and Greg Sample and a trio was sung by Darlene and Wilfred Hamm and Greg Sample. The honorary pallbearers were “All of Marvin’s close friends”. The urnbearer was Tracey Komadina. Interment followed the service at the Livelong Cemetery. Donations in memory of Marvin may be made to Riverside Resident Council, Turtleford, Saskatchewan or to a charity of the Donor’s choice. McCaw Funeral Service Ltd., of Lloydminster, Alberta administered the funeral arrangements.

EULOGY ~ As I watched you all arrive today, I thought to myself, I know so much about these people because of Marvin….I know many of your nicknames….Shorty, Scrooge, Pipsqueak, Tightwad, Blondie and so on.....I also know many of you have been accused of having too much money, told that you are too old, or that you need a new truck because yours is wore out (even though it was almost brand new)…many of you have been called stuck up or over the hill….been told to go home or to get to work….and if you were given one of these nicknames or have had one of these conversations with Uncle Marvin, then you were fortunate….that meant you were AOK in his books and he likely thought the world of you. For those of you who don’t know me, my name is Shelden Welch and Marvin was my Uncle. And I thought the world of him. The high light of my summer when I was 8, 9 ,or 10 years old, was spending time at Grandma and Grandpa’s at the lake….and I would spend most of my time there, riding bikes with Marvin…pedal bikes back then…morning till night, with several trips around Horseshoe Bay, and usually a daily trip to the Lakeview Store…where every so often, something would seem to spook Uncle Marvin and he’d holler and take off for home….I’d try my best to catch up but there was no way....I’m sure he was home in the yard before I got to Charlie and Dorothy Kivimaa’s…as I skidded into the yard, a little scared and angry that he had left me behind, which I‘m sure I scolded him for, he’d be puffing on his pipe like nothing had happened and soon we were off again….I’m sure there were other kids I could have been chumming around with, but I preferred to hang around with Uncle Marvin…..and maybe that is why he kept leaving me at the store…to get a break from the little guy following him around all the time. Marvin James Paul Kahtava was born on January 3rd, 1950 in Turtleford…the 2nd son of Jennie and Martin Kahtava. He resided at Turtle Lake until April 2009 when he moved to the Turtleford Riverside Health Complex where he passed away June 10th, 2017 with his three sisters by his side. Marvin spent most of his life on the family farm, which later became Horseshoe Bay Resort. He enjoyed farm life and was helpful with all the chores. He attended Dexter School for a short time and later some time at a training facility in Moose Jaw. He and his older brother Roy, had a special bond and spent a lot of time together. They were both born with Fragile X Tremor Ataxia Syndrome. And even though handicapped, they were both extremely social and loved being around people. Events that included the Hamm’s and their families, cabin owners and their families, and all others who made Uncle Marvin and Uncle Roy feel at home were not to be missed by either of them. As a young boy, he enjoyed riding a bicycle, then a scooter, to a motor bike, then of course to his favorite, a quad. And in the winter, he enjoyed riding his snowmobile. He put many many miles on these modes of transportation. A lot of them to Lakeview or Moonlight Bay Stores for cigars, coffee, or meals, including one of his favorites, a Fat Albert Burger. The miles included endless trips around Horseshoe Bay, keeping an eye on everyone’s property. He knew when something was out of place, broke, or missing. There is no security system today that is as good as Uncle Marvin was. Marvin was never able to read or write. But he did learn to tell time and had a great fascination for watches, clocks, and radios. Other materialistic things were not overly important to him. He could pick out any cabin owner’s key off a rack of 50 or more.

And he did this often, as he was responsible for turning up the heat in cabins to get them warmed up for the owner’s arrival. This was serious business to him. He knew all the cabin owners by first name and loved chatting with them over coffee and an occasional spirit. He enjoyed quading, snowmobiling, and fishing with the cabin owners….and I’m sure there are some terrific stories about several of these adventures. One of the highlights of Uncle Marvin’s life was being an assistant to Ted Fritz on his septic truck. This gave him a real purpose in life. Even though he really loved his job, and Teddy Bear, once in a while, if he was busy doing something else that interested him, like having coffee with Dave and Marie, he would try and hide from Ted. But please don’t tell Ted and Janice. Sometimes he’d also go missing when it was time to head to a medical appointment or if the homecare worker wanted him to bath. These were the days when Marvin lived by himself after Grandma and Grandpa had passed away. And I’d say he did very well on his own with a little help from Home Care and constant stops by mom, Shirley, to check in on him. Marvin also worked for a short time at Sarcan in Turtleford. At the nursing home, Marvin was again very watchful and was able to tell visitors where their family members were. He seemed to know everything that was going on there. When he was able, Marvin was helpful in pushing the water/towel cart and moving residents in their wheel chairs, or helping them get up from their chairs. He was likely annoying to some of the residents, with his constant repeating of phrases, but that was his nature. And now might be a good time to pause for a moment, to thank all of the staff at the long term care facility in Turtleford, on behalf of our family…it is important that you are acknowledged for what you do and the difference you made in Marvin’s life…and we’d suspect that he was not always a treat to deal with…a little stubborn and not easily persuaded….perhaps even loud and demanding at times…not sure if that would be the Hamm or the Kahtava coming out in him…..but in all seriousness, we thank you SO much for all that you did for Uncle Marvin over the years. While a resident in Turtleford, Uncle Marvin looked forward to his day trips to Turtle lake where he spent most of his time at my mom Shirley’s. There was no bigger treat for us than to go pick Uncle Marvin up in Turtleford….to see that big smile and his eyes light up when we’d arrive and ask him if he was busy today OR did he have time to spend the day at the lake….knowing full well what the answer would be….and as he’d shuffle past the nurses desk, one of them was sure to pipe up asking Marvin where he thought he was going….’I’m going to the lake’…I wish I could say it the way he did….he made sure everyone there knew he was going to the lake…he was so proud…just try to stop him. Once at the lake, sometimes over coffee and a cigar, he was known to tell some tall tales….about trips to West Edmonton Mall, hunting trips, and planning to go to Mexico….he was so happy…to be with family at the lake….but 3 o’clock coffee would see his mood change when it was obvious to him that the return trip to Turtleford was closing in…..he’d get agitated and start working on Shirley…..mimicking everything she said and flashing his famous evil eye…he knew how to push her buttons….and taking him back to Turtleford was far less honorable and enjoyable than picking him up….as he’d shuffle past the nurses desk again, a nurse was sure to ask how his day a the lake was….his usual response…..TERRIBLE….knowing full well he’d go back immediately given the chance. I know that there are numerous stories and some great memories that involved Uncle Marvin over the years…and I suspect his name comes up frequently with most of us during a coffee or campfire. Mom told me to keep it short and we all know that Uncle Marvin would not tolerate a long winded Eulogy…after all, there were cigars to smoke and a quad waiting. He was truly a remarkable man given his circumstances…he left an impression with everyone he met. And I’d do almost anything to go pick him up in Turtleford, for a trip to the lake, just one more time. _________________________________________________________________________________________________________

EAKET: Roy Clifford, Oct. 20, 1925-June 17, 2017. It is with great sadness that we announce the passing of Roy Eaket, loving husband and father aged 91 years. Roy passed away at the Riverside Health Complex in Turtleford after a lengthy battle with Alzheimer’s. Roy enjoyed various sporting activities throughout his life including softball, hockey, curling, golfing, and bowling.

He also loved the outdoors, and was happy to share his many hunting and fishing stories. He appreciated socializing with friends and family often while playing cards, especially cribbage.

Roy is survived by his wife Ramona, son Darrell, grandchildren Greg (Bobby-Jo), Heather, Kristie (Joel) and 3 great grandchildren Natalie, Ethan and Emily, sister-in-law Vicky Tollefson, as well as many nieces and nephews. He was predeceased by his parents Charles and Adeline, sisters Myrtle (Frank) Statham, Minerva (Roy) Volden, brothers Harvey (Belle), Robert (Agnes), Lorne (Helen), three brother-in-laws Maynard Tollefson, Truman (Bernice) Tollefson, and Clayton Tollefson, as well as daughterin-law Rachelle and infant grandson Keith. A funeral service was held at the Livelong Community Hall on Wednesday, June 2l, 2017 at 11:00 AM, conducted by Reverend Canon Don Skinner.

The internment took place following the service, at the Livelong Cemetery. Pallbearers were Calvin Eaket, Glenn Eaket, Randy Volden, Rob Kohuch, Carey Tollefson, and Jim Shier. In lieu of flowers, memorial donations directed to the Riverside Health Complex, Riverside Resident Council (Turtleford), St. Walburg Resident Activity Fund or Charity of Choice would be appreciated. __________________________________________________ SHUMLICH: Mr. John Shumlich of Battleford, Saskatchewan passed away on Monday, June 5, 2017 at the Battlefords Union Hospital at the age of 81 years. A Celebration of Life service was held on Wednesday, June 14, 2017 @ 2:00 p.m.from the Western Development Museum with Reverend Janice Trost officiating. His ashes will be interred at the Battleford Cemetery at a later date. The eulogy was presented by Cindy Macnab and Morrie McIvor. The hymns sung were “Amazing Grace” and “How Great Thou Art”, led by Marg Uhlig and accompanied by organist, Bev Meikle. The honorary pallbearers were all friends and neighbors. The active pallbearers were Larry Harland, Jim Harland, Larry Macnab, Bobby Burgess, Gary Macnab and Dennis Rookes. Interment was held at the Mervin Cemetery, Mervin, Saskatchewan. Donations in memory of June may be made to the Paradise Hill Care Home or Riverside Health Complex Long Term Care. Town of Radisson will celebrate Canada 150 in a big way. Members of the Radisson Canada Day Festival Committee have been hard at work since late in 2016, putting together the biggest little celebration in the province. The day-long festival will be held on July 1st of this year at the Radisson Agricultural Grounds, with the gates opening at 11:00 a.m.

Admission is free. Opening ceremonies will take place at 1:00 p.m. Master of Ceremonies for the event is Radisson author (The Great Canadian Notebook) and former broadcaster Dennis Rimmer. Beer Gardens open at 2:00 p.m. Little Abby will provide free buggy rides from 2:00 - 5:00 p.m. Free face painting 2:00 - 4:00 p.m. in the Radisson Curling Rink.

Other attractions two bouncy castles, a colouring corner, a seniors tent, barrel rides, plenty of door prizes and a 50/50 draw, along with a critter corner and a reptile show. Special firefighters/first responders display.

Terrific product vendors will be on-site all day long. Radisson’s outdoor swimming pool will be open. The Great Canadian Canteen will be open from 11:00 a.m. - 8:00 p.m. MLA Randy Weekes will be in attendance for the birthday cake cutting ceremony following the 5:00 p.m. prize draws.

ative ways with both other edibles as well as with ornamentals. A border of lettuce or spinach along an existing mixed border is a great way to ensure you make less trips to the grocer. Combining lettuce with dwarf nasturtium or kale with other mound growing annuals like marigolds or alyssum is also very attractive. Another idea is to use curly parsley along with other culinary herbs you like to utilize in the kitchen. Bright Lights® Swiss Chard is stunning on its own in any container or bed.

From the design perspective, the added texture, form and colours of these edibles does much to make your landscape more aesthetically pleasing. In fact, I hazard a guess that once you begin to incorporate edibles along with your ornamentals, you will never go back to just growing ornamentals. Like in any landscape it is the line and structure that enhances the design. Keeping these elements as a strong design feature is essential for a sound landscape design.

What better than utilizing a product which is continuously harvested will ensure that your border plants will always be looking their best.

As with any landscape, there is maintenance that will be required. This needs to be planned for in the beginning to ensure that it is done appropriately. Ensure that the proper choices are made in relation to your personal standards for food produc-

tion in relation to fertilizers and pest and disease control. The soil should be enriched prior to planting with amendments that are organic but will still supply the necessary nutrition for any edible areas.

Some other plants which you may consider including in your edible landscape include annuals like: nasturtiums; calendulas; sunflowers; borage; kale; basil and all the other herbs we love; okra; tomatillo; endive; arugula; beans; swiss chard.

Perennials and woody ornamentals which you may be interested in growing: purslane (do note this is a very vigorous week); chives; bee balm; Dame’s rocket; roses; pansy; horseradish; globe artichoke; raspberries and other berry plants; lovage; asparagus; ostrich ferns; rhubarb.

Please ensure you are harvesting and preparing these plants appropriately for consumption as there are some health guidelines for some of the above listed options.

God will clear away the mists of life one day It happens occasionally when we plan a trip for the coming day. We wake up to find that a thick fog has settled in. Finding our way to a distant destination would be impossible.

Sometimes the morning sun burns the fog away and we’re able to set out on our journey.

But other times it remains, and all we can do is wait for a clearer view to emerge.

It can happen in the Christian life as well.

Things take place that pain and puzzle us. What is God doing? Why has He allowed this to happen to us? “Now we see in a mirror dimly,” says Paul (I Cor. 13:12).

Job is an example of that. A great and godly family man, with great wealth (Job 1:1-3). But suddenly he lost everything. It almost seemed that God had turned against him. We see from first two chapters of the book that it was actually Satan who afflicted Job, but there’s no evidence that Job ever learned that. The Lord may have revealed the devil’s work to Job’s biographer, years after Job was gone.

As Job sits alone in the town garbage dump, scraping his putrefying sores with a piece of broken pottery, three of his friends come, seeking to “comfort” him (2:8,

11). There follows chapter after chapter of soaring debate. Job’s friends have a simplistic theology that says if you’re good, God will bless you immediately. And if you’re wicked, God will punish you, right away. Instant justice!

In their minds, because Job has suffered great disasters, he clearly has committed some great wickedness. But he has not. Job reaffirms his faith (13:15).

And through the mists of his time of suffering he tries to understand God, and understand what is happening to him. When answers do not come, he submits himself humbly to the will of God. Job says, in the end, “I...repent in dust and ashes” (42:6). But that word “repent” (nacham, in Hebrew) has been greatly misunderstood.

Job is not suddenly agreeing with his friends that he is a wicked sinner.

No. The Hebrew word can mean either repent or comfort. It’s used seven times in the book of Job, and every other time nacham is translated comfort. It also needs to be translated that way here.

Given what we know of godly Job, and of all that happened to him, here is a fitting paraphrase of Job 42:6, “Lord,

‘Show and tell’ inspires ideas for next season

A truly amazing display of quilts were shown at the yearend banquet for the Rivers’ Edge Quilt Guild held May 25 in the Don Ross Craft room. After a delicious meal prepared

by Sigstads Prairie Catering, each member presented two items of quilting completed during the last year. Projects ranged from a jacket to bags of various types as well as quilts and table runners. This “Show and Tell” was awe inspiring, leaving many with plans for future quilting based on what they had seen. During the evening the outgoing executive were presented with flow-

ers in recognition of all the hard work done so efficiently throughout the year.

Some members will continue to quilt at the Don Ross craft room during the summer months while others will take a break from the activity, traveling to cabins and other vacation spots, visit friends and family, or spending time in their respective gardens.

In addition to these pursuits, 11 members of the

guild will have other goals in mind during the summer, specifically preparing for a Stitch and Sew retreat in October of this year, hosted by the Battleford and District Chapter of the Retired Teachers of Saskatchewan. These members are taking part in this venture as instructors and the STS would like to thank these people in advance for their valued participation.
