Rural crime targeted by new team

Some help is on the way for those seeking to reduce crime in the rural areas in the province.

The announcement was made Tuesday in Regina of the creation of a new protection and response team, or PRT, focused on reducing crime in rural Saskatchewan.

The move was announced Tuesday by Justice Minister and Attorney General Gordon Wyant and by Battlefords MLA Herb Cox in a news conference in the capital.

The new PRT comes in response to the recommendations by the Caucus Committee on Crime chaired by Cox, whose report was submitted to the Ministry of Justice.

The provincial response team will consists of 258 armed officers who will have arrest and detention powers, according to the province.

Among those will be 120 police officers from RCMP and municipal police services. Of those, 60 are currently deployed to

the Combined Traffic Services Saskatchewan Initiative, 30 will be new positions, and 30 re-purposed police positions currently funded by the ministry.

Those will be integrated with 40 Ministry of Highways Commercial Vehicle Enforcement Officers with expanded powers; and 98 Ministry of Environment Conservation Officers.

According to Wyant, the PRT will “expand on the success of blended policing models,” he said. Wyant said at the news conference the PRT will improve police response, enhance uniform visibility, increase enforcement of drug trafficking and increase safety on Saskatchewan roads.

In speaking with the News-Optimist, Cox said a common theme his committee heard was “the visibility of RCMP in rural areas, and response times in rural areas.”

“The 258 new members that are going to be in this PRT, certainly that’s going to alleviate that.” He said that using conservation officers and highway traffic officers will also help in cutting down in the re-

sponse time.

“Having more vehicles, more uniforms out in all areas of our province is certainly going to be a deterrent to crime in our opinion.”

According to Cox, all of the PRT members will be trained similarly and carry sidearms.

In total, the caucus committee on crime made eight recommendations.

Some of those include: ensuring RCMP resources and personnel are used effectively in rural areas; providing more funding for on-reserve programming and services; and to review legislation to allow municipalities to jointly administer alternative policing programs, among others.

On the latter point, Cox said the committee heard

from a couple of rural municipalities about difficulties they were encountering in getting together to hire a community safety officer.

In response, the regulations are being changed to allow those sorts of initiatives to happen.

With respect to on-reserve, a couple of reserves have launched a HUB model and there are plans to partner with Aboriginal leaders on a gang strategy.

Overall, the recommendations are in line with what the committee heard from people, Cox said.

At the news conference Tuesday, Cox said there were recurring concerns raised to the committee about visibility, the increase in crimes with violence, the high amount of crime involving drugs, increased gang activity, and requests to tighten up legislation to be tougher on repeat offenders.

“The response that we had from the public very much informed the decisions that we made,” said Cox. “We went into this thing with no preconceived notions about what we want-

ed to hear.”

The caucus committee began consultations in November of 2016, and toured 10 communities over a period of 12 days, including North Battleford.

Despite the budgetary pressures, money has been set aside in the 2017-18 provincial budget to implement the committee’s recommendations. A total of $1 million had been set aside by the Ministry of Justice and SGI will be providing an additional $4.9 million, going towards funding the PRT. As for rolling out all these changes, Cox believes some of the responses can be implemented this fall, but others might take several more months to get implemented.

What it will depend on, Cox said, will be the training needed and what facilities are available for that.

According to the province the PRT participants will be receiving a comprehensive training curriculum regardless of their designations.

“It’s going to vary, but the training is very important,” said Cox. “We can’t

send all these people out without proper training.”

Wyant has pledged the staffing and training will start immediately, so that it can be fully staffed within this fiscal year.

In the news conference in Regina, Cox said his committee were pleased with the response of the Ministry of Justice to the recommendations that were made.

“This announcement today is not the destination, it’s a journey, and we are going to continue to work on it,” Cox said at the news conference.

Wyant publicly thanked the Caucus Committee for their work.

“The government is committed to addressing the safety needs of Saskatchewan people and the PRT will help us ensure the continued safety of the province’s people and their communities,” Wyant said. “My sincere thanks to MLA Cox and his committee for all their work in helping address this significant issue, and all those in the room who have assisted in helping draft these recommendations.”

Council grants medicinal marijuana application

A new medicinal marijuana processing proposal went before the City of North Battleford Monday, and this time it looks like it could definitely be a go.

A discretionary use application was approved unanimously at council for a medicinal marijuana facility at 10011 Thatcher Ave., Parsons Industrial Park .

The site is currently home to Envirosafe Chemicals Canada.

According to correspondence from company president Jim Davey which was circulated at council, Envirosafe Chemicals are seeking to expand the current building by 52,000 square feet and transform their existing building into a “fully operational cannabis production facility.”

They are also in the process of applying to Health Canada for a commercial production license and anticipate hiring up to 36 people during this process.

At the council meeting, Mayor Ryan Bater emphasized this latest medicinal marijuana proposal was not the same one that was before council earlier this year.

The earlier discretionary use application was for the former Maple Leaf Foods plant at 99 Canola Ave. It has since been reported a fish processing plant plans to set up in that location.

At the time of the earlier application in March, council approved changes to the zoning bylaw to include new wording to allow medicinal marijuana as a discretionary use in the Parsons Industrial Park area. That area is zoned M2-Heavy Industrial Dis-

trict.

Because of those earlier changes, the Envirosafe Chemicals discretionary use application was fairly straightforward and dealt with in one council meeting.

No objections were received

by City Hall on this latest proposal. According to an Aug. 15 memo from city planner Devin MacAulay, land owners within a 75-meter radius were notified and it was also posted on the City of North Battleford’s website and bulletin board.

Now that council has approved the application, the next step for Envirosafe Chemicals is to proceed with their Health Canada application. They will also require a building and development permit from the city to expand the building.

In speaking to reporters fol-

lowing Monday’s meeting, Mayor Bater welcomed the prospect of new business coming to the area.

“I’m always interested to see new enterprise in the city,” said Bater. “It’s good to see that happening in North Battleford.”

But as the mayor has pointed out before, marijuana will be an issue that will surely come before council again in the future, as they respond to the federal government’s relaxing of the laws pertaining to marijuana in the country.

Bater acknowledged that the federal moves towards legalization of marijuana will have an impact on the city and on its bylaws.

“That brings a number of issues to municipalities. Zoning is one of them,” said Bater.

“I feel we’ve kind of addressed that with the medicinal marijuana zoning that we undertook last winter. But after next July we’ll have to consider amending that bylaw to get rid of the word ‘medicinal’ if we want to allow just the production of recreational or other marijuana in the city.”

Other impacts he sees coming down the road include issues of community safety surrounding marijuana, as well as amending the zoning bylaw to allow or not allow retail outlets to sell marijuana for recreational use in certain parts of the city.

“I don’t think we’re interested in having those kinds of facilities next to elementary schools, for example. So we want to make sure if that’s going to happen, it’s going to happen in the appropriate places.”

Bill Morneau’s attack on the middle class

(This column originally appeared on the Toronto Sun) Finance Minister Bill Morneau recently announced a plan to crack down on “tax planning using private corporations” by closing “loopholes.”

Given the chosen wording, you would be forgiven for assuming these were of interest only to a handful of highpowered tax lawyers and accountants. Yet if adopted, these changes would mean a dramatic tax hike for millions of Canadians and impact countless small businesses.

The government’s proposals focus on three practices employed by small businesses to achieve, in the government’s words, “unfair tax advantages:” income sprinkling (where a business owner pays family members a salary or dividend solely for the purpose of reducing the owner’s total tax burden); passive investment retention (where the owner invests income for purposes other than immediate reinvestment into the business); and income conversion to capital gains (essentially declaring income in a form that results in a lower tax burden).

The government’s position is that these practices are unfair because they allow small business owners to pay less tax. Their solution is to make small businesses pay up by raising their taxes to a level comparable to what a salaried wage earner would pay. Why, they argue, should a small business owner earning $200,000 pay less tax than a salaried employee earning $200,000?

No groups targeted Dear Editor Recently there was in the news a case of someone wrongly accused of shoplifting. It was then stated, as a quote, that a certain group is the one targeted to be accused of shoplifting.

I challenge that.

Some years ago a friend of mine was set up by a store clerk, possibly trying for “points,” who accused her of shoplifting. The policeman who was called knew it was a set up. My friend is painfully honest and the affair upset her.

Two men I know were wrongly accused of shoplifting. One was “apprehended” a few feet from the store, using the legal purchase to make a repair in his truck with the receipt in his pocket. The second man was just walking out of the store when he was stopped by a clerk and accused. As he said, he’d never stolen as much as a piece of string in his life. And I believe him.

So, let’s hear no more about any one group being falsely accused more than other groups, when it comes to shoplifting. Honesty and dishonesty live side by side in any group.

There are many reasons why, which have to do with the vastly different ways in which these incomes are generated and the additional costs and risks borne by small business owners. The government’s failure to consider them is a fundamental mistake.

For example, salaried employees receive guaranteed pay and health benefits. Salaried employees receive paid vacation, sick days, overtime pay, severance pay if laid off and sometimes a pension. Business owners get none of these things. Business owners only get paid if they make money and they have to pay for other things like health coverage out of their pocket or buy insurance for themselves.

Viewed in this light, some of the “unfair” practices identified by Morneau should instead be seen as important incentives to encourage more people to set up and grow small businesses. For example, passive investments allow business owners (who have no pension) to save for their retirement, as well as to build a cushion to protect their business should it have a rough year in the future.

Eliminating these “loopholes” would make it harder for business owners to save for retirement and harder for them to survive economic downturns. Is that really what the government wants?

If the government’s goal is to reduce the benefits of entrepreneurial activity by ensuring business owners pay more tax, they will quickly find fewer people interested in bothering with becoming business owners in the first place.

For a government that insists it is looking out for the middle class, this cannot be overstated. The victims of these policy changes will not be wealthy millionaires working on Bay St. The victims will be the very people this government claims it is trying to help: mom and pop operations in small towns across the country, including farmers, mechanics and electricians. Are these really the people the government wants to castigate as tax villains – right before they help put them out of business?

Morneau is right to be seized with fairness and right to want to fix the tax code. But the proposals he has put on the table miss the mark, and are the worst of both worlds: they don’t address the fundamental problem with the tax

code (it is far too complex) and are likely to be the equivalent of attempting to kill a fly with a cannon: the government may very well get their fly, but there will be tremendous unintended collateral damage to go along with it.

Are they going to take down Mount Rushmore?

A couple of years ago, Katrina did a class project on Mount Rushmore. She was quite fascinated by it, and wanted to visit it in the worst way.

This past spring, we finally got around to going there, an eight-hour trip south of Estevan. I had seen it in high school, on an air cadet trip, but this would be a first for the rest of the family. We spent a week in the Rapid City, S.D., area, exploring a museum at Ellsworth Air Force Base, the nearby badlands, Spearfish Canyon, and, of course, Mount Rushmore.

All-in-all, it was a very enjoyable trip. I pointed out to the kids that the Mount Rushmore experience is quite over-hyped, and after ten minutes or so, you’ll want to go do something else. I was right. We were there during the off season, so there were no lines. We walked right up to the best viewing spot, took some pictures, bought some trinkets at the gift shop, and were on our way. But it was still really cool to see.

Step forward three months, and making a pilgrimage to giant statues of America’s greatest presidents has become a political statement, and not necessarily a good one, either.

As statues to Confederate generals are being torn down throughout America in a manner akin to Lenin statues at the collapse of the Soviet Union, President Donald Trump raised a valid point.

Now, I’m not going to get into the thick of denunciation debates, left-right, Nazi or whatever. We fought the Nazis, and they lost. There is no redemption for Nazis. End of story. But I do want to drill home on one point.

“George Washington was a slave owner,” Trump said. “Was George Washington a slave owner? So now will George Washington now lose his status?

George Washington? How about Thomas Jefferson?

Do you like him? Okay, good, are we going to take down the statue, because he was a major slave owner. Now are we going to take down his statue?”

Here was the emperor, wearing no clothes, pointing out the previous emperors who also had no clothes.

It was surreal, but Trump had a very valid point. Jefferson took his slaves with him when he moved into the White House. The White House was built by slaves. Monticello, Jefferson’s Virginia slave plantation, was also built by slaves. It’s on every American nickel, with Jefferson on the other side.

The Washington monument was likely also

partially built by slaves.

Slaves were important in building the U.S. Capitol building.

One of the highlights of our trip to Rapid City was a walk downtown, where they had statues to every American president on the street corners. We saw almost every one. Should Rapid City tear down those who held slaves?

Twelve U.S. presidents, including Ulysses S. Grant, owned slaves. Let me put that another way: most of U.S. presidents from the Revolutionary War to the Civil War were slave owners at one point in their life, if not all of it.

It’s a horrible history for the “Land of the Free.”

There is no way around it.

That also makes it incredibly disingenuous

MLA Doke named VP of economic organization Staff In late July, Cut KnifeTurtleford MLA Larry Doke was named vicepresident of the Pacific Northwest Economic Region.

The PNWER is a pubicprivate nonprofit created in 1991 by representatives from the states of Alaska, Idaho, Oregon, Montana and Washington, and the provinces of British Columbia, and Alberta. Saskatchewan joined in 2008.

According to a press release, “the organization is

dedicated to encouraging global economic competitiveness and preserving the region’s world-class natural environment. PNWER is recognized by the federal governments of both the United States and Canada as the ‘model’ for regional and bi-national cooperation, due to its proven success.”

Doke was PNWER’s agriculture working group co-chair and Saskatchewan’s executive board representative. He has been with the PNWER for five years. Doke was elected

the organization’s vicepresident, and will assume PNWER presidency for the 2018-19 year.

Doke was elected to the provincial legislature in 2011, and became Legislative Secretary to the Minister of Highways and Infrastructure in 2014. Doke currently sits on a number of boards relating to economic development.

Before provincial politics, Doke was owner and Operator of Fairview Dodge in North Battleford.

He lives in Metinota.

when people are now, just now (and noticeably, not during Barrack Obama’s term in office) going nuts about statues to Confederate generals, but seemingly willing to give Washington and Jefferson a pass.

To follow the slippery slope argument Trump is suggesting, Americans would have to expunge themselves of much of their coinage and cash.

Much of the heart of Washington should be torn up. Those bombers based near Mount Rushmore should load up a few dozen

2,000 pound laser-guided bombs and wipe Washington and Jefferson off the mountain. (leave Lincoln and Roosevelt, though.

Aim carefully.)

Are they willing to do that? Jefferson wrote the declaration of independence, and owned over 600 slaves. He had four children with one.

Runaways were severely flogged. Nice guy. Keep his statue, though. Just close your eyes to that part of history.

It seems America is tearing itself apart over this, and there is no easy

answer.

Where does it end?

Will Mount Rushmore have Washington and Jefferson removed? That would seem to be the ultimate conclusion of this.

When we were there, I made jokes about the fact there was room to the left of Washington for one more face – Trump.

Maybe they’ll be room for a few more, once Washington and Jefferson are gone.

Over 100 people appeared at the Cut Knife Community Centre for a town hall meeting on Monday, Aug. 21 to discuss the situation surrounding the town’s pharmacy and other health matters.

Pharmacy owner Dana Karlson was in attendance, along with Larry Ingram who chaired the meeting, representatives from the Town of Cut Knife, the RM, and pharmacists from the surrounding area.

Representatives from surrounding First Nations were also in attendance.

The MLAs from Lloydminster and Cut Knife/ Turtleford were invited, as were Prairie North Health Region representatives, but none were in attendance.

Hugh Henry of the Saskatchewan History and Folklore Society brought history to Cando Community Hall last Thursday, and Fort Battleford on Saturday.

Henry led a group of walkers travelling approximately along the historic trail from Swift Current to Battleford. The walk began Aug. 3 and ended Aug. 20 at Fort Battleford.

About a dozen people turned up at the Cando Community Hall to see the presentation and greet the travellers. Henry gave a presentation with historical and contemporary photos projected onto two vertically-standing tables.

Travellers couldn’t walk the actual historic trail because most of the area is now farmer’s field, so much of the journey was along dirt road and pasture near the actual trail. Henry

said a farmer told him grass grew shorter where the trail passed through his land.

Henry added input to a long-standing family dispute, which involved a disagreement about two possible locations the trail passed through. Henry surmised likely both trails were used.

Aboriginal people established a number of trails across the prairie for trading and seasonal rounds.

Métis used the trails as a means of transporting furs, hides and manufactured goods. Métis merchant

Goodwin Marchand was one of the trail’s first users in 1883, and the trail’s usage increased in 1883 as the Canadian Pacific Railway arrived in Swift Current. The trail became a major trade route.

It was also the route used by Colonel Otter in the spring of 1885 as he led a militia of 543, along with North West Mounted Police, from Swift Current to Battleford prior to an engagement with Chief Poundmaker’s followers at Cut Knife Hill.

RCMP seek would-be robber (No, it’s not a gun) Staff Battlefords RCMP are seeking the public’s assistance in identifying a suspect responsible for an alleged robbery in the early morning hours of Tuesday Aug. 22.

RCMP report that a lone male attended to a business on Railway Avenue East in North Battleford shortly after midnight and was denied service. The male returned some time later with a makeshift weapon, which is suspected to have been a projector screen, and unsuccessfully attempted to conceal his face with an article of clothing.

He demanded money from the employee but left without successfully attaining any cash and fled the scene in a small darkercoloured car.

No one was injured in the incident.

Paramedics deliver baby in ambulance

Delivering babies is part of paramedic training, but it’s not often paramed-

Last week, paramedics Jessica Stephens and Alex Seesequasis got a call and met a vehicle 10 minutes

north of North Battleford on Highway 4 with a mother in active labour.

“We loaded her in the back of the ambulance, and she said I feel like I

Stephens is an advanced care paramedic, while Seesequasis is a primary care paramedic. Stephens said her training involved going into an obstetrics ward and doing a tour and a couple deliveries as part of the training.

“Training prepares you for everything,” Stephens said. “It really takes over

and you don’t overly think it because you’ve just been trained to do it.”

The paramedics cut the cord and transported the mother and her baby to the hospital.

Stephens guesses that paramedics working with WPD Ambulance deliver about 10 babies a year in the area, if that.

“This was probably one of my favourite calls I’ve been on,” Stephens said. “It was very, very exciting and it had a good outcome.”

The Wilkinsons open Dekker Centre season Staff For the first time in almost six years, Steve Wilkinson is performing dates with Amanda and Tyler Wilkinson as the original trio.

As part of an eight-date tour with stops in Manitoba, Saskatchewan and Alberta, the Wilkinsons are stopping at the Dekker Centre.

What showed up in the box Monday was an exciting day for skywatchers across North America as a rare solar eclipse made its way across the continent during the late morning and early afternoon. There were many who made their way to places like Casper in Wyoming or Carbondale in Illinois to experience the darkness associated with being in the “path of totality.” It wasn’t quite so dark for Saskatchewan residents, who experienced a partial solar eclipse, which reached its peak at 11:41 a.m. in North Battleford. Some excited staff members at the News-Optimist offices put together an aluminum pin-hole projector to view the eclipse. Wood Mountain to Fort Walsh.

Firefighters, silent saviours

In light of the recent and raging wildfires in British Columbia, the RM and Village of Medstead have the opportunity to extend their gratitude to the services provided by the local volunteer fire department. The humble station is located on 2nd Avenue, nestled between the home of the mayor and a vacant house. Inside of the station lies the equipment of the department. This includes a pumper engine, which holds 800 galleons, and a water tender which carries supplemental water to incident scenes.

Fire Chief Gerald Boyd has been a firefighter for 40 years, 25 of which have been spent proudly serving as chief. The department consists of 16 members of both genders. One person serves as secretary and works behind the scenes, facilitating the paperwork of the organization. In addition to Chief Gerald Boyd, the Medstead Fire Department has two deputy fire chiefs, Desmond Boyd and Brad Fast.

where all the firefighters will receive a page and a text to respond. If the chief is called directly, he will simply have to call 911 himself and this can slow down matters for up to 10 minutes. When considering fires, this differential is astronomical.

Chief Boyd notes that, even factoring in the calls to his personal line, the biggest concern for the department is false alarms.

Naturally, for these, the landowner will be charged a fee at what Boyd indicates to be roughly $100 per hour, per truck, attending to the false incident.

Having their gear already in their homes, these members will travel directly to the site of the fire. Those who live in town will travel with the fire trucks to the site of the incident. In so doing, the methods maintain utmost efficacy.

Naturally, to keep a smooth running operation, training and practice is always a factor. Though Chief Boyd notes that there is never enough training, the fire chief from Meota comes out once a month during winter to teach the crew about fighting fires.

Typical response time, in terms of getting to the station and out of town, is five minutes. Boyd notes that he still receives emergency calls to his cell, and urges citizens to simply call 911 in the event of a fire. There is a set system

time for the purpose of saving lives and land.

The department covers the entire RM and is a part of a mutual aid agreement with Glaslyn and Spiritwood. With this agreement, if there is a call with which any of the involved municipalities require help, or receive simultaneous calls, the involved parties will facilitate assistance.

Even having no rescue department, Fire Chief Boyd indicates that the department responds to a great number of fires each year. He notes that over two years ago there were roughly 25 calls per year.

One year saw five calls in a mere three days. On a positive note, over the last two years, the number has reduced to approximately 10 calls each year. Boyd attributes the reduction of fires to better education. He states that farmers looking to burn brush must obtain a permit and now seem to be generally more careful.

Boyd indicates that most of the incidents responded to are car fires. The years that saw higher numbers were generally attributable to an increased number of combine fires. The Chief notes that this was likely a result of the weather over past years. In light of the drought in southern Saskatchewan, and with the school year just around the bend, it is a great time to go over safety plans at home with children, ensuring that emergency plans are in place and known to all members of the household.

Ideally, the number of calls per year would be nil; however, it is not always an ideal world in which we live. For this reason it is a privilege to have a fire department in the village, consisting of dedicated volunteers who respond to calls in the scorches of summer and the freezing temperatures of winter. It is agencies such as this, and the noble folk who operate and serve through them, that allow for Medstead to be the peaceful community its residents love.

aljennie While volunteering at the Western Development Museum, Stanley Mills had a recent visit from his old school chum Robert Maxwell from Edmonton, Alta. Robert had been visiting his son Glen Maxwell and family at Portage La Prairie, Man. They had both just finished a tour of the prairie provinces – Alberta, Saskatchewan and Manitoba – on their motorcycles and Robert was on his return home from the long trip.

A recent ratepayers meeting and beef on a bun supper was held at the Lizard Lake RM of Glenside maintenance workshop. There was a good attendance. A few fun games were played with donated prizes for the winners. Unfortunately, not all the ratepayers in the area of the RM of Glenside knew about it. It was rather disappointing to many people.

The Saskatchewan Handcraft Festival was cancelled by the Saskatchewan Craft Council this year so the Town of Battleford scheduled the 34th annual parade and fireworks later to be held Aug. 11 at 7 p.m. The entries were slow coming in but they did have more floats and entries than last year. It was well attended.

Then on to the North Battleford Parade. It was the 130th parade for the Ag Society held Aug. 15. They were also celebrating Canada’s 150th birthday. The parade had more entries than other years and was a long parade. There was a good turnout of street watchers. The route had to be changed due to street work being done in the downtown area. All the activities continued on for three days of the annual fair.

Lots of rides and events for all ages and lots of food booths on the grounds. The grandstand, chuck wagon races and the car demolition and fireworks ended the fair. They had perfect weather conditions for all.

Plans are in the making for another year.

Now that the fair is all over, it more or less brings the summer holiday season to an end. In a week or two all the school students will be back to their new grades and classes. It’s now a busy time to get all the new school supplies and shop for new clothes to be ready for the big day. Most schools open Sept. 5, right after Labour Day. Since school has been out the Lizard Lake Bible Camp has been busy with all the weekly groups of children of all ages. They come in from all parts of Saskatchewan. They are all kept busy with indoor and outdoor small sports and recreation activities.

It is saddening and sympathy goes out to the McMaster and Wuttunee families on the sudden passing of David McMaster of the Battlefords Regional Care Centre recently. We will all miss his happy smiling face and all his quick wit and humour. He touched many lives. With my short stay at Regional Care Centre, he brought lots of cheer, smiles and joy at our table of six people. He was only 57 years old. Interment is at the Battleford Cemetery.

It has been a very dry summer in some areas for the farmers. Hot days did bring a few early crops into an early harvest season. Some of the poor crops are being cut and baled up for cow feed. The haying is pretty well all done up and the hay supply is below normal this go around.

More rain showers are slowly showing up, too late to help most crops, but they could help some of the late crops. At least it will add moisture to the dry soil stored for next year’s crops. Some fields are so dry there are wide cracks in the soil. Aerial crop spraying is being done in some areas. An early frost could do a lot of damage to any late greener crops. 2017 will have smaller crops being harvested. There have been a few nasty strips of damaging hail go through different areas.

The air conditioners have been doing very well even with so many B.C. and northern forest fires smoke to fill the air. The sun rises and sets blood red due to the smoke. Then the winds will suddenly change and take the smoke in another direction.

Borden area bones and skulls topic of museum presentation orden Radisson

Adventures at the Borden Museum Aug. 19 featured Renee Walker and her dad George doing a presentation on bones and skulls found in the Borden Area. They had a snake skeleton and skin, goose egg, buffalo bones and skull, hooves, teeth, antlers from a mule deer, white tailed deer and elk, coyote skull, beaver skull and a sample of wood that a beaver had chewed. There was a porcupine skull and items made with the quills and toys (teeth) that First Nations children played with.

Each child present received a tooth to take home. Renee talked about where they found many of these items – in their pasture, the creek by the river, some from the East Borden Community Pasture. A buffalo skull was found when they were building the new bridge, 20 feet under the water when the contractors built the piers. The beavers also sometimes have skulls and bones on their beaver dams or homes. Lunch was served to the 15 or more in attendance.

The Borden Lions held their windup supper Aug. 19 at the home of George and Jan Sparks on an acreage two miles north of Borden. Playing music for the evening, before and after the meal, were Bob Wardhaugh, Archie Wainwright, Ed Neufeld, Perry Nicol and Sean O’Conner.

Baseball Hall of Fame welcomes new class

For Kincaid native Al Herback, his induction into the Saskatchewan Baseball Hall of Fame Saturday was a humbling moment as he received his plaque at the Alex Dillabough Centre.

“It’s been a tremendous experience,” said Herback, who now lives in Chestermere, Alta.

“This is something I really hoped would happen at some point. I grew up here and learning everything about the game in Saskatchewan, so it’s a real honour to be inducted into the Hall of Fame in North Battleford.”

Before moving to Calgary for his teaching career in 1970, Herback suited up for the Regina Red Sox in junior and senior leagues before winning the national senior men’s championship with the Calgary Jimmies in 1976.

After his playing career ended, Herback has been involved in developing baseball programs for coaches and players

throughout North America and was inducted into the Alberta Sports Hall of Fame in 2009.

“I think a lot of times people don’t realize how good the baseball was here during the 1960s and the 1970s,” Herback said. “I think it’s great to see so many guys in that group be rewarded for what they’d done and I’m honoured to be included in that group.

“There were a ton of tremendous baseball players in that time and if you follow it through and see

the number of players that went on to Major League Baseball, there could have been even more. When you see the guys from the era who have been inducted like Wayne Commodore, Brian Keegan and Fred Cardwell, there’s a lot more who played in that time that I think will get their due and join the Hall of Fame.”

Joining Herback in the individual category were Don Anderson of Moose Jaw, Garry Anderson of Medicine Hat, Alta., the

late Norman Arngrimson of Mozart, the late Jack Batey of Macklin, Cliff Campbell of Castor, Alta., Robert Faith of Lafleche, Jim Fink of Regina, Jamie Flanagan of Kindersley, Garnet Hansen of Weyburn, Ross Mahoney of Regina and Don Pankewich of Regina.

The biggest crowd of supporters came from the Hohenlohe school district team near Langenburg, as 105 people came to see that team join the Hall of Fame.

“That is a record for any group that has come to the ceremony,” Saskatchewan Baseball Hall of Fame President and CEO Jane Shury said. “It was like a snowball effect with the amount of people coming getting bigger and bigger leading up to the event as everyone decided that they wanted to be here and experience this.

“It really varies from inductee to inductee as to how many come up here each year, but it usually averages around 20 to 40 people for the teams. I think the previous highest mark was around 70 guests when the Swift Current Indians were inducted with the Moose Jaw Regals coming close behind them.”

Also inducted in the team category were the Wawota Pats and the Broadview Buffaloes teams that played from the 1936 to 1938.

The Woodard family of Colgate was enshrined into the family category while the village of Mervin was selected into the commu-

nity category.

Special presentations were also made to guest speaker Danny Gallagher, a long time baseball reporter and author from Uxbridge, Ont., and to CTV Regina reporter Darrell Romuld who accepted an accolade on behalf of the station for their work to promote the Hall of Fame over the last year.

“One of our board members (Lorne Harasen of Regina) felt like we needed to do something when it comes to advertising the Hall of Fame, though we needed to make sure that we didn’t spend a lot of money as we need to use that for other projects,” Shury said.

“He took it upon himself to go to the CTV station in Regina and they ended up coming here to shoot an ad. They played it thoroughout the baseball season this year and we’re really appreciative of the exposure that we’ve been given as people have mentioned it to us when they’ve come up here from out of town.”

Sharks finalizing roster for upcoming season

As the finishing touches are being done for this year’s Battlefords Sharks roster, head coach Gary Berggren expects the squad to have a slightly different style of play compared to last season in the Saskatchewan Female Midget AAA Hockey League.

“We won’t be as big as we were last year, but we will be a little bit faster and much more grittier,” Berggren said following the team’s training camp this past weekend at the Civic Centre.

“We’re going to be a team that’s going to come out from the opening whistle and be hard to play against in every game. I think as the year plays out, you’ll see us in a number of one and two goal games.”

A total of 40 players took to the ice for the weekend, which was down from the record 66 that showed up to the spring

camp in April.

“It actually worked out pretty well with the number of players we had on hand,” Berggren said.

“We got to have a good look at all of the players that were there and we were able to split the teams equally for the black and white game we had Sunday afternoon.”

Prior to the first on-ice session Saturday morning, Berggren spoke to the players about what he and the coaching staff expected to see when they were on the ice.

“One of the biggest things was about having a strong work ethic and everyone did just that,” Berggren said.

“Right from the start with our on-ice testing and even when the girls were doing their fitness tests, we were pleased by the amount of hard work everyone was putting in to the training camp.”

Sharks squad, as goaltender Chantel Weller, defencemen Jessie Herner and Tori MacDonald, and forwards Layne Hryhoriw, Jordan Kulbida, Kyra Ledoux, Dakota Peterson and Alyssa Roach are all not returning.

Back with this team for this season are goaltender Chloe Burt, defencemen Keera Tiringer and Maya Tupper, and forwards Ali Aitken, Keara Amson, Ensley Fendelet, Lexxa Potratz, Madison Sansom and Ashlee Wolfe.

The final roster will be determined at the end of this week, with the Sharks then practicing for a couple of weeks before a pair of exhibition games in Saskatoon on Sunday, Sept. 10 against the Weyburn Gold Wings.

The Sharks will then compete at a pre-season tournament in Calgary from Sept. 15 to 17 before starting their regular season on the road against the Melville Prairie Fire on Saturday, Sept. 30.

Their home opener will be held on Saturday, Oct. 14 against the Saskatoon Stars at the Battleford Arena.

Other than less than stellar weather conditions Saturday, the Battlefords Community Disc Golf Club’s duties of hosting the 2017 Saskatchewan Open Provincial Disc Golf Championship went off without a hitch.

“The high winds Saturday made things less than perfect for the golfers, but we were pretty much near perfection for the rest of the weekend,” BCDGC president Evan Zimmer said.

“We had a great turnout of golfers from all over the province and we had a lot of high points over the two days with very little low points.”

A total of 52 competitors took to the course at Centennial Park over the two-day tournament, which saw golfers from the Battlefords, Edmonton, Melville, Regina, Saskatoon, Watrous and Yorkton taking part.

“We’re really happy with the turnout,” Zimmer said. “There’s room for growth as our course can hold up to 72 golfers, but the amount we had was higher than the average for a Saskatchewan disc golf event.

“One of the nice things was that we had nine women taking part in the two divisions, which we believe is a record, and we had quite a few golfers in

the novice division.”

The biggest challenge that the golfers faced during the weekend was high wind gusts Saturday, which meant that many adjustments had to be made.

“It was all about control and risk management, as if you tried to go for it on the tight holes, you more often than not paid the price and had a stroke penalty,” Zimmer said. “As a result, you saw some scores from golfers in their two rounds that were 10 strokes apart due to the winds.

“That wasn’t an issue Sunday, but we had the golfers shooting from pro tee boxes that we installed for the event, so that increased the difficulty a bit even if it wasn’t as windy.”

Three competitors from North Battleford came away with tournament titles, as Colton Scott won the novice division crown, Zena Johnson finished first in the women’s event and Kristy Bird captured the women’s novice division championship.

“That was awesome to see, especially with the women’s divisions as there was a good battle all weekend with golfers from all over the province,” Zimmer said. “I think two strokes separated the leaders throughout the last day.”

Other provincial champions were Jonathan O’Leary of Saskatoon (men’s division), John Kuzma of Saskatoon

(masters division), Taylor Mountain of Regina (advanced division) and Chandler O’Leary of Saskatoon (junior division).

Zimmer said that his favourite moment of the weekend came during the awards presentation as he presented 11-year-old Rhys Farries of Saskatoon with a $100 cheque for the longest putt of the event after he drained a 50-footer.

“To see the look on his face when he found out he got the prize, it got me a little bit misty eyed,” Zimmer said.

“It was a family affair as his parents were both playing in the tournament along with his grandfather, and that’s something we want to see continue to happen as we grow the sport.”

With the provincial championship rotating around a number of courses, the Saskatchewan Open more than likely won’t return to North Battleford until 2021 at the earliest.

Although it will be a few years until the event returns here, Zimmer said the success of the weekend will be a huge building block for the BCDGC going forward.

“We’re on the map and we know what’s possibly when it comes to coordinating a major event,” Zimmer said.

“Our club is growing and we’re eager to build on that momentum.”

The team announced last Wednesday that Saskatoon native Rachelle Matisz will be the athletic trainer and equipment manager for the defending Canalta Cup champions.

She will be replacing Robbie Tanner, who moved back to British Columbia following last season.

Matisz spent last season with the Alberta Junior Hockey League’s Drumheller Dragons and was also the trainer for the Manitoba Bisons’ women’s

hockey program for two years.

It’s been a few days since they got the gold medals put around their necks, but the buzz that comes with winning the Western Canadian Midget AA Championship was still there for Northwest Prairie Pirates players Tanner Huber and Paul Cubbon.

“I think it set in for me the moment that we won the final Sunday in Kamloops,” Cubbon said. “It’s really hard to try and put into words, but it’s such a great accomplishment for our team.”

“It’s pretty surreal really,” Huber added. “Everybody on the team has grown so much and we were able to get everyone healthy at the right time.”

The Lloydminster based program features a number of area talents on the team.

Cubbon was the lone

player from North Battleford, while Cooper Olson and Mickenzie Sondergaard of Maidstone suited up for the squad.

Huber was joined by fellow Unity residents Dylan Bosch, Damian Lantz, Skyler Mackie and Dillon Poschenreider.

After winning the Saskatchewan provincial championship last month in Swift Current, the Pirates continued their strong play in the round-robin in Kamloops as they went a perfect 4-0 to earn a spot in the final.

“We got the jitters out of the way in our first game against Prince George and we just kept rolling from there,” Cubbon said.

“It’s important to get off on the right foot and not get behind the eight-ball at the tournament, which is something I learned first hand last year when I played for the North Battl-

They clinched a spot in the final with a dramatic 9-8 win over the host Kamloops River Dogs Saturday, as Huber hit a tworun walk-off double that sent his teammates into a frenzy.

“It was a must-win game for them to stay in the hunt for the finals so it was a pretty intense battle,” Huber said.

“There was no outs with runners on second and third and I had a 2-2 count at the time. I choked up on my bat a little bit and I was able to connect on a pitch that was just outside and I was able to hit it over their shortshop.”

Sunday’s championship game was another tightly contested battle with the Prince George Knights, but the Pirates were able to build off of a complete

“Our defence was really strong as we made zero errors,” Huber said. “I remember our first baseman Chase Anderson making a huge diving catch to get us out of an inning, and that really set the tone for how we played.”

With only five players from this year’s team, which includes Bosch, Cubbon and Olson, graduating from the program, the Pirates have a strong base to build around.

“I think the guys know what it takes to win now,” said Cubbon, who will be attending the University of Saskatchewan to study engineering this fall.

House concert features top Canadian talent Submitted by Lorna Pearson As told by Brenda Nissen A cozy outdoor ‘Cottage Concert’ was hosted by the Nissen family in a beautiful garden setting on a warm Sunday evening, Aug. 13.

The concept of house concerts is not new. Small intimate musical performances in a home or yard go back centuries from medieval minstrels to Mozart to folk, country and blues music. In today’s age of large high-priced concert venues, house concerts are making a comeback.

Guests can come together in a friendly, intimate setting and experience live music as they enjoy great independent musicians, supporting them directly.

Toronto’s Emily Rockarts group consisting of Dan Rougeau, guitar, Soren Nissen, bass, and Ian Wright, drums, rolled into town on the return leg of a 33-day road tour from Toronto to Vancouver. This was their 22nd of 26 performances.

Close to 40 attended the concert including guests from Winnipeg, Sacramento, Korea and Tokyo.

Emily’s voice was warm, tender and melodic and she shared a lighthearted and captivating commentary for many pieces, connecting her experiences with her songwriting, exploring oceans (Whale Song), space (Pluto) and other themes.

The group enjoyed some down time relaxing on the

beach and golf course.

They loved the Meota area and commented on how welcoming prairie people are, adding that the concert was the best of their tour!

Maymont has its very own demolition derby driver, Mr. Harvey Fauht.

Harvey’s car was number 7 and he was in the demolition derby at Northwest Territorial Days in North Battleford every year from 1985 to 2001. He only missed the final heat four times in all of those years.

He was the champion and best overall driver five times – 1985, 86, 87, 93 and 97. He won the most aggressive driver trophy in 1994 and 2001. Only twice in his years of absence did a rookie driver bring a car with the number 7; it was kind of like a “retired number” just waiting for Harvey when he was ready to come back derbying.

He was in the 2017 derby. In honor of his return, he led all the cars out to the track. He was scheduled for the first heat. Within five minutes he had won that heat to go directly to

aymont News the final heat. He placed fourth overall, winning a trophy sponsored by Lashberg Towing and $350. A crowd favourite for sure, and a “derby legend” to those who follow the derby action during Territorial Days! (Thanks, Hilda Eberly, for the info).

For those who don’t know what a demolition derby is, it is a motor sport, usually presented at a fair.

While rules vary from event to event, the typical demolition derby consists of five or more drivers competing by deliberately ramming their vehicles into one another. I’m thinking there might have been 16 at the fair. These races can be dangerous. In one of the races Friday night one of the cars landed up on its roof but the driver

wasn’t hurt. To make the event safer, all the glass is removed from the vehicle, and deliberately ramming the driver’s side door area is forbidden. The driver’s door is often required to be painted white with black numbers. Demolition derbies are mostly held on dirt tracks. Some vehicles used in these derbies are fullsize sedans, station wagons if anyone can find them anymore, and especially cars from the 60s and 70s.

We’d like to thank all those drivers for an evening of entertainment.

Walter Ard passes at age 103

Reports from the John Arcand Fiddle Fest, held the second weekend in August, are as great as ever!

OBITUARIES GROVE: David Grove of Battleford, Saskatchewan passed away on Wednesday, May 17, 2017 in the North Battleford Union Hospital following a brief illness. David was born on November 29, 1926 to Owen and Lila (Reimann) Grove on their homestead in the Willomoor District. He grew up on the homestead farming with his grandmother, his father and two brothers before beginning to farm on his own. David had a passion for farming and working with animals and continued to farm until he was 80 years old. He was a talented, inventive man who could build or fix anything and was known as the “go to” man in the district always ready to lend a hand. In 1971 he married the love of his life, Marlene Nunn and they remained happily married until her passing in 2014. Along with their children, Lorri and Jon, they had many wonderful years on the farm. David moved to Harwood Manor in North Battleford in the fall of 2015 and remained there until his passing. He had many good friends there and was reunited with some of his former neighbors. David was the best of men - kind, humble, gentle, quick to laugh, always ready to help with no expectation of return - a truly honorable man. We were blessed to have him in our lives and we will miss him always. Left to cherish his memory are his loving family are his loving family; his children: Lorri (Tim) Byers and Jon (Michele) Weidman; sisters: Gwen Huddleston, Gladys (Roman) Beckman, and Alice Grove; nieces and nephews: Milon Beckman, Brent Beckman, Blair Beckman (Lee Ann East), Lawrence Beckman, Traci Beckman, Carol (Randy) Bacon and family; and goddaughter Amanda Oxford Lopez. David is predeceased by his wife Della Marlene Grove. Interment will take place at the Willomoor Cemetery on Thursday, August 24 at 2:00 p.m.

Friends and family are welcome to attend. Lorri and Jon wish to thank the many members of our family who helped during the difficult time after Marlene’s passing, in particular, David’s sister, Gwen Huddleston. We also wish to thank the wonderful friends who helped so much: Jeanne Laycock, Rob Laycock, Elaine & Mark Parrish, Sherrill Muzyka, Marlene Currie, Bernice Lybeck and the staff at Harwood Manor among others.

Public Notice - Official Community Plan and Zoning Bylaw Amendments Public Notice is hereby given that the Council of the Village of Mervin intends to adopt two (2) bylaws under the Planning and Development Act, 2007, to amend Bylaw No. 118-15, known as the Official Community Plan (OCP) and another bylaw to amend Bylaw 117-15, known as the Zoning Bylaw.

INTENT: The proposed OCP amendment is to create a Mobile Home District within the municipality. The proposed ZB amendment is to add in new definitions, modular and mobile home regulations, include mapping and regulations for the new mobile home district, discretionary use evaluation criteria within certain districts.

AFFECTED LAND: The affected lands of this OCP amendment are lands lying withing the jurisdiction of the Village of Mervin.

REASON: The reason for the OCP amendment is to provide the following: 1.

Create a new mobile home district within the municipality.

PUBLIC INSPECTION: Any person may inspect the bylaw and map at the Village Office between the hours of 8:00 a.m. and 12:00 p.m. as well as between 1:00 p.m. and 4:00 p.m.

Congratulations U14 Unity Panthers who captured bronze at their event August long weekend at the Battleford Flats. Congratulations to the U16 Panthers whose gold medal win at their provincials earned them a spot at their respective Western Canadian championships, a wonderful accomplishment to represent your province. Congratulations Jensen Chorney who was part of the Lloydminster Liners competing at the U18 Canadian National Softball Championships.

Summer Fun Centre has officially wrapped up their season and now the dwindling days of the Unity Credit Union Aquatic are drawing to a close. Participants agreed the atmosphere was positive and full of good vibes that left everyone with a full heart in addition to self-satisfaction of not only working towards a common goal but doing it in a fun, semi-competitive way with each other.

Twenty teams with 40 athletes came together from Unity, Medicine Hat, Lloydminster, North Battleford and Saskatoon ranging in ages from 20 to 63, with all proceeds from athlete registration donated to the cause. As well, t-shirts were sold, a raffle was held for some donated door prizes and donations were collected on event day resulting in the more than $8,000 for Lymphoma Canada.

CrossFit lifts for lymphoma Correspondent

It’s no secret that Crossfit gym members are a tight group supporting each other through milestones, efforts and sometimes the curveballs that come at us.

The Crossfit team has held breast cancer fundraisers and awareness in the past and recently teamed up to fundraise for lymphoma.

The team held their first non-in-house Cross Fit Competition the afternoon of June 3, entitled “Lift for Lymphoma,” spearheaded by gym member Kaitlyn Wallace, whose mom was recently diagnosed with Non Hodgkin’s Lymphoma.

With astounding success, the event raised $8,042 for Lymphoma Canada.

Supporting team member Kaitlyn, who was the inspiration behind the event, members came out in full force to spend the afternoon doing what they do best – challenging each other, supporting each other and working as a team towards a common cause.

The 8th Annual Turtleford Summer Cattle Show was held Saturday, Aug. 12, at the Turtleford Agricultural Society grounds.

There were approximately 110 head of cattle taking part in the one-day show.

The Judges for the day were Amy and Neil Carruthers from Frenchman Butte.

The Black Diamond Acres Ltd. Pen of Three Commercial Bred Heifers had 13 entries this year.

The Turtleford Co-op donated the use of their corral panels and supplied the coffee and doughnuts during the show.

STARS lottery supporters win prizes, patients win a second chance Submitted Saskatoon – Many Saskatchewan STARS supporters have cause to celebrate, following the announcement of the 2017 STARS lottery prize winners earlier this month, including Karen Salewski of Wilkie Ryan Shordee said he had a winning feeling ever since buying his tickets, but being told he had won the Regina grand prize show home still came as a shock. “When it hit me, I started shaking and getting a bit teary eyed. I had to come home because I couldn’t even concentrate at work,” said the 33-yearold father of two from Fort Qu’Appelle.

Shordee said the win will help him pay bills and gain some financial freedom. “This came at a really good time in my life.”

When Adam Cieslak, winner of the Saskatoon show home, received a call from STARS, he didn’t expect to be told he had won a grand prize. “I thought I had won a bicycle or some spending money,” said the Lipton area resident.

Cieslak said he will continue to support the STARS lottery not only because of the prizes, but because the non-profit is

important to the residents of Saskatchewan. “STARS does a great service; words can hardly describe what they do in those emergency situations when time is critical.”

Andrea Robertson, president and CEO of STARS, was on hand for the exciting and often lifechanging calls to the lucky winners Tuesday at the STARS Saskatoon base.

“With your steadfast support, this year’s edition of the STARS lottery ended on a very successful note,” said Robertson.

“Seeing this response in the face of challenging economic times is truly remarkable. Thank you, Saskatchewan, for supporting STARS as you have for the last five years.”

One long time supporter is Bill Seymour, who won $800,000 cash in the LUCKY STARS 50-50.

The Carnduff area farmer and former business owner has been buying STARS lottery tickets since the lottery’s first year and will continue to do so.

Seymour was still in disbelief hours after the news of his big win. “I’m still kind of kicking it around – it can’t hardly be right.” He said the money will likely go toward retirement and will allow

him to “keep farming for a few more years.”

This year’s lottery featured 2,016 prizes worth more than $4 million retail.

It finished strong with 97.5 per cent of tickets sold and raised more than $2.4 million net for the non-profit.

Denise Belman, Executive Director of the STARS Foundation, Saskatchewan said the net proceeds represent nearly 25 per cent of the funds STARS needs to raise every year to operate its Saskatoon and Regina bases. “The lottery is our largest annual fundraiser and is critical to the operation of our service for the people of the province,” said Belman.

“Everyone who bought a STARS lottery ticket should feel good, knowing they are helping give patients a second chance; keeping families and communities together.”

Unwanted blanket of smoke has us tucked in tight “It is both day and night, that we keep smoking more and enjoying it less,” I told Ed when he called yesterday.

Smoke from forest fires has spread to our area of our province, and it doesn’t want to leave us.

With a wind change, we could have clear air again. As of today, we are starting our second week of smokie air and irritated eyes and throats here in Chilliwack.

Ed said that he would swap crop-destroying hail for our smokie air.

I told Ed that I hope that we are never able to swap weather or control it because it would end up making things worse. Predicting the

weather can be helpful and is the place to stop, for the weather people don’t deserve the blame for poor air quality or damaging hail.

Ed reminded me that he believes bad weather is God’s fault.

I asked Ed how that can be since Ed doesn’t believe in God. He informed me God is convenient to blame, and that lots of people blame God for bad stuff that happens. Ed said that I should realize God gets blamed a lot because people don’t believe in him. If they believed in God, they wouldn’t blame him but trust him.

When we believe in and trust in God, we can claim the promise God gave through the prophet Jeremiah. There the Lord

declares, “For I know the plans I have for you, plans for welfare and not for evil, to give you a future and hope.”

When Jesus was on earth, he acted in compassion towards people in need.

In Matthew, it says, “Great crowds came to him bringing the lame, the blind, the crippled, the mute and many others, and laid them at his feet; and he healed them.”

Jesus made it clear that he did not come to be served but to give his life as a ransom for many.

For those that believe and trust in God, it is evident that he is ready to help us in the day of trouble.

As Christians, we know that the Lord is readier, to hear our prayers than we are to say them. We repeatedly fall for the lie that we are self-sufficient. When will we realize our security and the safeguards of the world about us can and do collapse without warning.

Those that believe in God and trust him recognize that they are not in complete control of their lives.

Their self-sufficiency is always limited. They are willing to allow that everything depends on God who works in all the circumstances. They take refuge in the Lord alone, not trusting in themselves or others.
