The possible routing of trucks to and from a proposed SAGD project has some RM of Meota ratepayers concerned. Serafina Energy Ltd., based out of Calgary, is planning to build a SAGD project, referred to as Meota East, approximately two miles east of the 13 Mile Corner. The 13 Mile Corner is a local term, according to RM of Meota Reeve Sherry Jimmy, for the intersection between Highway 4 and Highway 26, approximately 13 miles north of North Battleford. SAGD stands for “steam-assisted gravity drainage,” an oil extraction method involving two horizontal, parallel wells, which are underground. Steam is injected in the top well, which heats bitumen. Bitumen liquefies and flows to the lower well, where it is pumped to the surface. Serafina’s Vice President of Land and Business Development Chris Bartole said the plant is to produce approximately 8,000 barrels of oil per day to be trucked out to various locations, resulting in an estimated 40 loads of sales quality oil expected to be trucked out on a daily ba-

Bartole said the project life is anticipated to exceed 15-20 years, and would require “20 full-time operators and support staff.” Bartole said the most likely destinations for the crude would be Unity, Lashburn, Lloydminster and “perhaps more local pipeline terminals.” Tanja Straub lives three quarters of a mile east of the 13 Mile Corner. She said she doesn’t want all the trucks going by her property, and has safety concerns about traffic at the 13 Mile Corner, particularly during summer months. “My concern is this will be a super, super deadly intersection if all those [trucks] haul in and out of there every day,” Straub said. The shortest route for Serafina from the site to the highway passes near Straub’s property, and Straub prefers the trucks take a different route. Routing decisions for the project belong to the RM of Meota. Reeve of the RM of Meota, Sherry Jimmy, said the development agreements are between Serafina and the agricultural producers who own the land on which the project will be. Continued on Page 6

Armed robbery Five-year sentence Continued from Page 1 Wahobin was charged with robbery with a firearm. Both were remanded. In March, Wahobin entered guilty pleas on charges he faced in May and July 2017, respectively. Moccasin pled not guilty to his charges. A trial took place in late May. Witnesses took the stand and prosecutor Brenda Korchinski argued to Judge Brent Klause there was “clear evidence” from three witnesses that a robbery took place, that the accused pointed a firearm, fired a firearm and stole a black Chrysler 300. The Crown put forward witness testimony Moccasin wore a red bandana during the incident and was a member of the Terror Squad Killers gang. Defence counsel Murray Pelletier argued the testimony was “far too inconsistent” for a conviction. Individuals wearing gang colours were seen at the courthouse and escorted off the premises. Late June, Moccasin was found guilty of seven of eight counts stemming from the robbery. Moccasin was found guilty of robbery with a firearm, pointing a firearm, careless use of a firearm, using a firearm while committing an offence, wearing a disguise while committing an offence, possession of a weapon for a dangerous purpose and breach of recognizance. Moccasin was acquitted on a count of possession of a prohibited or restricted firearm with ammunition. Police recovered a sawed-off shotgun and a .22 calibre rifle from the vehicle. Klause ruled the shotgun was the firearm discharged at the robbery and Moccasin had been the driver of the stolen vehicle. Wahobin pled guilty to being the occupant of a motor vehicle in which the person knows there is a prohibited weapon. In early July, Wahobin was sentenced to 267 days credited time served, followed by nine months probation. A DNA order and a firearms prohibition

of seven years were also imposed. The charge of robbery with a firearm was dropped. During sentencing on Friday, Korchinski sought six to eight years minus one year time served and a lifetime firearms prohibition. Moccasin’s criminal record dates back to 2011. Korchinski read excerpts from victim impact statements, in which victims said they were scared, depressed, paranoid in public, and lost sleep due to the incident. Korchinski said Moccasin used a gang-related persona, Chillspot, and during the incident wore gang colours. Pelletier sought four years less time served. Pelletier gave some of Moccasin’s background: he is 24, has a grade 10 level education, and is a member of Thunderchild First Nation but grew up on Saulteaux First Nation. Pelletier said among other things “the breakdown of his family” negatively affected him. Pelletier said Moccasin expressed a desire to receive drug programming and “to keep off the radar and do his own time.” Depending on Moccasin’s security clearance, Pelletier mentioned the possibility of Moccasin attending a healing lodge such as the Willow Cree Healing Lodge in Duck Lake. The Willow Cree Healing Lodge is a minimum security correctional facility. Moccasin apologized for the incident. On choosing a five-ear sentence, Klause said he was sympathetic because Moccasin is a “very young man who made some very poor choices,” and said the gang lifestyle “will lead to an early death.” The decision for his sentence, Klause said, was influenced by Moccasin’s young age and Gladue factors. Moccasin received a lifetime weapons prohibition under section 109 of the Criminal Code. The prohibition bans firearms, crossbows, explosive substances and other weapons. Klause acknowledged the Crown may appeal the sentence.
Highway 4 service roads to be addressed By John Cairns Staff Reporter
City Hall and provincial officials appear to have figured out a plan to fix the crumbling service roads along Highway 4 North in North Battleford. Dan Loewen, director of infrastructure, informed council that the provincial Highways department has come forward with an additional $70,000 to remediate the service roads, provided the City also spends $70,000. This would cover $140,000 worth of work along the service roads along Highway 4 North, which runs alongside the car dealerships as well as Oil Can Charlie’s/Betty Bubbles. The service roads had been in poor shape for some time, with noticeable cracks. The roads had also been

subject to some dispute between the city and the province. The city has maintained that the Highway 4 service roads fall under the Urban Connectors program and ought to be remediated to like-new condition by the province before they become a city responsibility. At planning committee in May, administration officials had vented at length about the state of the ser-
vice roads in both the north end and the southeast quadrant, and outlined plans to communicate further with the province on the issue. The city has already spent $55,000 on service road repairs in front of No Frills. With the province now coming through with $70,000, the intention is to go ahead with road repairs in the north end as well. “It’s kind of hard to turn that money down,”
said Loewen at council Monday. Mayor Ryan Bater welcomed the funding. “It’s great to have that partnership with the province to get that work done,” said Bater to reporters, “because they were becoming a very big problem in terms of vehicular traffic accessing businesses along those service roads.” The city will fund its portion by using $100,000 that had been allocated towards a tandem truck purchase. Instead, that purchase is being pushed back to 2019. The intent is to begin work starting with the east side north of the Farm Credit Canada building, and then see how far the $140,000 will go. “It should be quite an improvement,” said Loewen.
Waskewitch pleads guilty, will spend another year in custody By John Cairns Staff Reporter
An individual facing several drug and weapons charges has entered several guilty pleas in North Battleford provincial court Tuesday. Jordan Waskewitch, 27, of Onion Lake First Nation, pled guilty to eight counts including the two most serious counts: flight from police, and possession of a weapon for a purpose dangerous to the public peace. In this case, it was an assault rifle. Other guilty pleas were entered for breach of probation by operating a motor vehicle, possession of an overcapacity magazine, possession of a firearm without a licence, possession of a switch blade and possession of brass knuckles. He was also been charged with possession of
methamphetamine for the purpose of trafficking, but instead pled guilty to the lesser offence of possession of meth under s. 4(1) of the Controlled Drug and Substances Act. Stays of proceedings were entered on the other four counts by the Crown. Judge Bruce Bauer sentenced Waskewitch to an overall sentence of two years less a day, less remand time. That sentence is for the flight from police count; there were also concurrent sentences imposed for the other seven counts that ranged from 60 days to nine months. Waskewitch has spent 229 days in remand. With his remand time credited at 1.5 to one, Waskewitch’s jail term still has one year and 21 days left to run. That will be followed by 18 months probation. A firearms prohibition un-
der s.109 of the Criminal Code was also ordered, to run for 15 years following his release. In the case of prohibited and restricted weapons, the firearms ban
is for life. The judge also ordered a DNA sample. Victim surcharges of $1,600 were also imposed. Continued on Page 7
Violent offender arrested Staff
The Battlefords RCMP have issued the following statement regarding the arrest of a violent offender locally: For the past number of weeks the Battlefords Municipal GIS Unit and the Provincial Crime Reduction Team, were engaged in an investigation to locate a high risk violent offender who was believed to be residing in the Battlefords. This extensive investigation confirmed that this offender was on a Canada Wide warrant for parole violation and was indeed liv-
ing in the Battlefords and area. On Aug. 25, the offender was located and the RCMP Emergency Response Team was engaged to effect the arrest. The offender and three other adult males were arrested at a residential address on the 500 block of 103rd Street in North Battleford without incident. The RCMP investigation is continuing and charges are pending. No names had been released at press time, as charges hadn’t been laid. The RCMP thanks the public for the many tips that were provided.

Compelled to comment on parking Dear Editor Upon reading “Council gives thumbs down to parking lot” published in the Regional Optimist Aug. 23, 2018, I feel compelled to comment. The planning department made a bad decision based on wrongheaded thinking. I spoke to the head of planning and was told that a parking lot would hamper future development opportunities. How an owner would rather have a parking lot over a full commercial development can only be conjured up by a bureaucrat that must have an alternate motive. May I suggest the city work with the well-meaning investors we have within the community. Do not erect unnecessary barriers. Dear Editor I know we have a couple ways to get the obituaries, but the old way was the best for people with no computers and no access to our local newspaper. Iran, Japan and Britain are building new fighters. What about Canada?
On Aug. 21, an interesting thing popped up on my Facebook feed. A bunch of Avro Arrow enthusiasts had successfully retrieved a scale model of that fabled plane from the bottom of Lake Ontario. During development of that plane, several models were attached to rockets and fired off over the water. We Canadians are so desperate for anything attached to the Arrow that now, over 60 years later, we’re scouring the depths to find a model of it. Prime Minister John G. Diefenbaker’s order to destroy all prototypes and plans for that plane truly did its job, attempting to erase it from history for God knows whatever reason he came up with. Curiously, on this same day, the National Post reported that Iran had just displayed its new, domestically produced fighter plane. It’s a twin-seater, whose limited specs (speed of Mach 1.2) are, at first blush, substantially less capable than the Arrow of the 50s. It’s an obvious knockoff of the Northrop F-5 Freedom Fighter, a cheapie light

Even if it’s a knockoff (if not just a repaint of an old unit) it goes to show that countries are striving to independently develop their own fighter planes. Indeed, a few weeks earlier, in mid-July, Britain announced it is developing its new stealth fighter plane, the Tempest, to replace the Eurofighter Typhoon. England used to build its own fighters going back to World War I, but the last purely domestic fighter was likely the Harrier Jump Jet. Since then it’s played along with its European allies and built the Tornado and Typhoon. The island nation also recently built two new aircraft carriers, its largest ever, exclusively around
the precept that it will fly the American F-35B. And back in April, Japan announced that it, too, is developing its own new stealth fighter, the F-3. Japan, too, is to receive the Lockheed F-35. It received its first F-35A in September 2016. Their first four planes were made in Texas, and the remaining 38 on order are being assembled at Mitsubishi Heavy Industries in Nagoya, Japan, according to Lockheed. Britain, like Canada and Japan, were participants in the F-35’s development, and has now started receiving some of its very first planes. Canada, on the other hand, has totally waffled on the project. We’re soon going to be taking deliveries of

some very old, very used Australian F-18 Hornets to beef up our numbers of planes so we can put off the procurement decision of new fighters for even another federal government term. Now what do Britain, Japan and Iran have that Canada does not when it comes to aerospace capabilities? That’s a good question. Britain and Japan have been building fighter planes on a continual basis for many years, even if, in Britain’s case, it was part of a joint venture like the Eurofighter. But what about Iran, one of the most isolated regimes in the world? They are still flying longretired F-14 Tomcats that were purchased before the fall of the Shah. They have turned inward for their own, domestic needs. While Canada hasn’t built its own design of fighters since the Arrow, it did assemble CF-18s and CF-5s back in the 1970s and 1980s. And we have this little company called Bombardier, which, on the
large airplane side, is actually a world player and finally seeing some success with its C-Series, which it basically handed over to Airbus as the A220. The reality is that Canada can, and should, have its own, independent aerospace capacity. Do we have stealth expertise? No. Can we work with Britain and Japan on this, if the Americans don’t want to share their expertise? Maybe. With all these new planes on the market, plus France’s Rafale fighter and Sweden’s Gripen, there’s not likely a lot of room for an export market for a Canadian fighter, which I shall dub Arrow II. But maybe we can develop a plane that is uniquely suited for our needs. That may mean a much larger plane, like the Arrow, with much larger internal fuel capability and therefore longer range. (The legs on the Arrow were quite impressive, apparently). The F-35, which we were so hung up about, has
serious design compromises. It made the mistake of trying to have one airframe do everything, with is a horrible design premise. In particular, it tried to make a plane that could do all the F-18 Hornet, F-16 Falcon and F-117 stealth fighter could do and marry it with the Harrier Jump Jet. That meant one, massive engine, not two, which would be preferable for Canada. It meant an airframe that could land on a carrier, when we will never have one. These are just two of a laundry list of compromises that the F-35 made. A clean-sheet Canadian design would need to make none of these compromises. It’s obvious that is what both Japan and Britain have realized. Maybe we should too. Maybe the Arrow’s great-great-grandson, the Arrow II, could fly for Canada at last. Duhaime Memorial Walk set for Sept. 9 By Josh Greschner Staff Reporter
Cody Duhaime Memorial Walk organizers plan another successful event this year. Event organizer Joanne Lewchuk spoke with the News-Optimist recently. “With everything that’s going on around the Battlefords and area we just figured it’s needed and the funding is definitely needed,” Lewchuk said. The walk’s name commemorates Cody Duhaime,
who took his life in 2015. He was 19. Duhaime’s grandmother, Sylvia, of Meota, is also organizing the event. Lewchuk said last year’s walk brought in $17,000. Money was donated to the Battlefords Mental Health Centre. “$20,000 would be nice this year,” Lewchuk said, “but we just want awareness out there too,” adding it’s important for families to talk and to open the door for conversation. “If we can help one child not take their life, that would
be reward right there.” How Lewchuk looks at it, “If you had high blood pressure, you take a pill. If you have mental illness, depression anxiety, you take a pill.” Turnout last year was 107 walkers, and they came from the Battlefords, north of Meadow Lake and Alberta. The wiener roast is planned to feed 200 people. As with last year, the walk will be five km. There is now a Facebook page so participants can
print the registration sheet from the website. Registration costs $20 for adults and $10 for children. Lewchuk said many door prizes are coming in, along with prizes for a silent auction and she thanked the sponsors and donors. Just about everybody who walked got a door prize last year, she said. “Come out and support mental health,” Lewchuk said, “We don’t want Cody’s name to ever be forgotten and this is the way we can do it.”

The consultation process, Jimmy said, involved meeting with those involved and, later, possibly engaging in mitigation measures, although “it’s a little bit premature to do that until we have fully determined what that access route will be.” Jimmy said the chosen route would require roads to be built up to a higher standard “to accommodate the weight and the volume of traffic that the project would generate.” Costs to the RM of building up roads for Meota East are uncertain at this point, Jimmy said. Building up roads to the appropriate standard for the Meota West project cost the RM $1.2 million, she said. That road still has gravel and isn’t paved. Meota West is southwest of Meota and located approximately two townships from Meota East. Meota East is expected to bring in tax money to the RM, Jimmy said, as is

The shortest distance from the proposed Meota East site to Highway 4 would use Scentgrass Road, which Jimmy described as a “small grid road.” Another option is the Iffley Road, “a larger grid road” north of Scentgrass Road, and Glenrose Road, which is south. A route using Glenrose Road involves travelling over a bridge, Jimmy said, which would require more work from the RM. “We certainly know from the ratepayers who live along the road that they have legitimate concerns about increased volume, dust, safety of the road, all of those types of
Meota West, although Jimmy didn’t say how much specifically. “We haven’t seen a full year of taxes for the developments,” Jimmy said. “We feel the economic spin off and the taxation we gain from this type of development is certainly a larger pro than a con to development in the area.” Bartole described Meota West as “effectively identical in what we’ve proposed to Meota East,” adding the former project was “built as a 7,500 barrel per day facility.” Meota West has been operational since April, Bartole said. Jimmy said the RM is to discuss with Serafina if the oil company would contribute to capital infrastructure of roads. “We haven’t entered into that discussion on this project yet, although we have meetings coming up,” Jimmy said. Bartole said Serafina hasn’t “traditionally paid for road upgrades direct-

ly,” but pays fees “based on distance of the routing that we use on a, call it, per vehicle basis.” Payments compensate “additional maintenance that might be required as a result of the increased traffic, and usually increased heavier traffic, that utilizes those roads.” Once routes are chosen, the RM and Serafina would enter agreements, including a road maintenance agreement. A template of such agreements is provided by the Government of Saskatchewan. According to the road maintenance agreement template, “the primary intent of a road maintenance agreement is to provide the signing parties with an efficient method by which haulers compensate the municipality for additional road maintenance and loss of life resulting from their concentrated haul. Road maintenance agreements are to cover only the incremental cost that occurs above regular maintenance costs due to the increased pressures of heavy or frequent hauls.” Additionally, Serafina
undertook, with the Ministry of Highways and Infrastructure, a feasibility study regarding traffic assessment. Studies of such projects involving the public are often available at municipal meetings, but Jimmy said the RM has no ownership of it and “can’t make a commitment on behalf of other parties or how widespread the distribution of that will be.” Straub has been in contact with representatives from the Ministry of Highways and Infrastructure about the study. The NewsOptimist was unable to obtain a copy of the study by publication time. A complaint among oil industry critics is that prooil governments have lax rules about production. Bartole said Serafina goes through “a very rigorous application process for these projects, particularly with a number of government bodies.” “We’ll deal with the Ministry of Economy, the Ministry of Environment, the Environmental Assessment Branch, and it’s the duty of those bodies to
determine whether or not what we’re proposing is safe, is in the best interest of the province.” Serafina hosted an open house about the Meota East project in Meota in June, attended by Serafina staff. Rural correspondent Lorna Pearson wrote in a previous issue of the NewsOptimist the open house is drawing local interest, and a water line will run crosscountry to the North Saskatchewan River. Bartole said Serafina wants a decision by fall, and hopes to begin production by early 2020. Jimmy said the plan is to choose a route in the fall then begin construction on the chosen route in the spring. Straub said she hopes the RM makes a decision that’s in the best interest of ratepayers. Jimmy said such matters will be discussed at the RM of Meota’s next council meeting, to take place on Wednesday, Sept. 5 from 8:30 a.m. to 4:30 p.m. at the RM office at 300-1st Street in Meota. Further questions about the meeting should be directed to the RM of Meota.

Sod turned for rooming house project in NB By John Cairns Staff Reporter
The sod has officially been turned to mark the construction of a new housing project at 1132 98th Street in North Battleford. The project is a supported rooming house that will house eight hard-to-house individuals at that location. Supervision and support will also be provided to those individuals at that location, with a view to break the cycle of homelessness. On Thursday last week, representatives from the province’s Social Services ministry, Canada Mortgage and Housing Corporation, the city as well as the Battlefords Indian and Métis Friendship Centre were on hand for the sodturning. “It’s going to make a remarkable difference,” said Jackie Kennedy, executive director of Battlefords Indian and Métis Friendship Centre. “They’re going to take ownership on their lives. There’s going to be a program that they will follow and attend to. Hopefully, we can get to the root of issues and they can move along and start finding jobs, get the addiction treatment that they need, get the love that the yneed, the warmth that they need.” The various levels of government played a role in funding the rooming house. Both the federal and provincial governments provided $580,000 under the federal/provin-
cial 2014-2019 Investment in Affordable Housing Agreement. Battlefords Indian and Métis Friendship Centre received a grant of $130,000 from Battlefords Agency Tribal Chiefs CDC towards the project, with an additional $10,000 approved by CMHC. The city of North Battleford contributed $108,000 towards the land and the site servicing. The city also approved the discretionary use application for the 98th Street location, even though there was some opposition expressed by neighborhood residents. Nevertheless, council approved the location by a unanimous vote earlier this year. The project has been in the works since well before then. Mayor Ryan Bater recalled that the BAHA Committee (Battlefords Affordable Housing and Homelessness Committee), identified the need for a facility for hard-to-house individuals. City council was presented with the plan and the mayor described his reaction at the time as “it looks great on paper … how are we going to get these pieces together?” The mayor still marvels at how the project managed to come together. “All the stars have aligned, and now here we are to celebrate the groundbreaking of the facility,” said Bater. “Now the real work begins in delivering that programming.”
Social services minister Paul Merriman noted it was important for the province to be involved in the project. “We’re all in on this to make sure these individuals will have an opportunity to succeed in life, and housing is the first start,” said Merriman. There have been similar projects around Saskatchewan that the government has been involved with as well. Merriman noted the province has been working in concert with what the federal government is doing. “The federal government is unrolling their national housing strategy, and we’re working on an agreement between the federal government and Saskatchewan, as each province is, to be able to meet our needs, because our needs are a little different here in Saskatchewan than, say, in southern Ontario or the Territories.” Mayor Bater noted this project will fill a need identified within the community. “This is going to assist in our capacity to address housing and homelessness in the Battlefords for a very long time to come.” While the sod-turning is meant to mark the start of construction, it was obvious that work at the site has already started. A foundation has already been put in, and the expectation is the whole project will be finished by late spring of 2019.
Waskewitch sentenced Continued from Page 3 This case stemmed from Jan. 11, 2018 when Battlefords RCMP along with Provincial and Municipal General Investigation Sections pursued a vehicle south of Battleford following a call to police. According to the facts outlined in court, the initial pursuit was called off due to safety concerns when the vehicle entered the Battleford town limits. Later the vehicle fled towards a rural area south of
Battleford and eventually got stuck in a field. After a brief foot chase, Waskewitch was taken into custody, along with an adult female passenger; she was later released. Waskewitch had been scheduled to go to trial on all 12 counts Tuesday, but it did not go ahead. Both Crown and defence counsel held lengthy discussions throughout the morning before finally entering a joint submission on Waskewitch’s matters.
In imposing sentence, Bauer noted several aggravating factors such as possession of drugs and weapons, including two prohibited weapons – brass knuckles and a springassisted blade knife. The firearm, the over-capacity magazine, and high rates of speed to avoid police were also cited. However, mitigating factors included the early guilty plea, Gladue factors, as well as family support and a potentially positive future.

History and nature come alive at Borden Museum By Lorraine Olinyk

On Aug. 18, Adventures at the Museum had Renee Walker talking on local nature in the Borden area, with the cottonwood and other trees native to the land, along with the local wildlife. She had samples of some tree branches, a bird’s nest with the eggs still in the nest, and told about a stump that was hollowed out by a woodpecker. On Aug. 25, Brian Irwin from Calgary told about the history of the old wagon that is set along by the Borden Museum. The wagon had belonged to Fred and Lena Rawlyk, parents of Ed Rawlyk of Borden. It was bought in the late 1920s at an auction and a heavier box was built, which is the one still on it, and was pulled by horses to go to town in summer. In winter they replaced the wheels with runners. They lived at Wakaw at the time and it took all day to get to town and they also had to pull the wagon across the river. After they moved to Borden they hauled wheat to the elevators, which sold for $.19 a bushel in the 30s, and hauled grain from the fields, 60 bushels at a time. Later the family purchased a Bennett buggy for the trip to town then came the era of cars and trucks and the end of wagons for travelling. On Aug. 22 the Saskatoon Regional Health Authority Kids First had children from one to five years (but all ages came) between 10 a.m. and 2 p.m. for “When We Go Camping.” There many activities set up based on Margiret Ruus’ book: a fish pond, craft table, activity table, bouncy building, sand dig-

ging, blocks for babies, hop scotch game and more, along with snacks. Each child got to take a book home with them. On Sunday, Aug. 26, St. John’s Anglican Church held a special Eucharist service with Rev. Sheldon Carr presiding. Organist was Linda Hosegood. Following the service, everyone went outdoors to the east side of the church where a Memorial Flower Garden with a cement table and four benches were dedicated in memory of John Buswell who had envisioned such a setting before he had passed away. The church was nearly full, then at the dedication service many from the Riverbend Fellowship Church joined in and everyone was given a stone or more to place in a bowl with roses floating on the water to remember loved ones. Ray Latimer barbecued wieners and hamburgers and, since the weather was inclement, everyone went in to the lower hall or church for lunch, with salads and baked beans to go with their burger or hotdog and two large decorated cakes for dessert. On Sept, 9 there will be no Anglican Church service in Borden as there is a special farewell service for Bishop David Irving at St. John’s Cathedral in Saskatoon at 10:30 a.m. St. Johns Church in Borden will be holding Bible/book study on Fridays at 11 a.m. starting Sept. 7. Two-storey outhouse at the Bradwell Hotel After several sad stories about hotels on the corners of Railway and Main, it is time for something a little more lighthearted. In 1907, Ben Cook built the hotel in Bradwell, complete with a two-storey outhouse. The four-holer – one side for men, one for women – was attached to the building by a catwalk. Cook likely built this unusual structure to spare his wife, and his hotel guests who occupied the rooms on the second floor, the inconvenience and possible embarrassment of going downstairs and walking through the saloon. The male patrons of the bar used the lower level of the two-storey outhouse. Contrary to jokes about two-storey outhouses, the user of the lower level had nothing to fear if the upper level was in use at the same time. The upstairs facilities were offset from the ones below, situated a little further back so that the waste fell behind a false wall on the first floor.

joanchamp@shaw.ca This unique structure proved popular with more than just the patrons of the Bradwell Hotel. For example, Sig Olson owned the general store next to the hotel. This store did not have an outhouse, so the clerks and others used Ben Cook’s two-storey facility. According to Bradwell’s local history book, Ben was not happy about this arrangement. He said too many users would fill up the pits under the outhouse at a faster rate. “One day, young Dean Cook [Ben’s son] and a friend were playing in the men’s side, when a clerk came into the ladies’ side
and the young boys made a noise as they were peeking,” Bill Martyn recalls in the town’s history book. “The female panicked, ran out with clothes in disarray hollering and trying to arrange them. I understand it was rather funny for the onlookers.” It wasn’t long before Sig Olson built an outhouse behind his store. The Bradwell Hotel’s remarkable outhouse was torn down around 1950 by Wendelyn Heisler. He and his wife Theresa owned the hotel from 1948 until 1956. stroyed some history in the process of demolishing the two-storey outhouse. It might have become a rather peculiar tourist attraction. Here’s a little background about Ben Cook. He was born in Ontario in 1861, married
Sarah Slack in 1897, and settled in Bradwell in 1906. They had an adopted son, Wilbur. In 1918, Sarah was called to the home of her brother, John Slack in Vanguard, to assist with the care of his family who were ill with the Spanish Flu. Despite her efforts, John and three of his children died. Sarah returned to Bradwell where she became ill,
passing away in 1919. Two years later, Ben married Beatrice Slack, John’s widow. She and her two surviving children Doris and Harry came to live in Bradwell. In 1921, a son, Dean, was born to Ben and Beatrice. Dean was killed in a plane crash near Vanscoy in 1942 while training as a pilot for the Second World War. Ben Cook died in 1948.

In Senior Ladies’, first was Louise Goidheart and second was Linda Woytiuk. Heavy Sunday traffic on Highway 4 must have been upset to have to drive 60 kms when there was no work going on anywhere. Is it too much trouble to cover the vital signs for the day? It is surely a test of patience and an opportunity to cause drivers unsafe situations. Another point of interest is the fact that the line of light posts at the 13-mile corner have been taken down – a surprise to drivers watching for their turn there. My granddaughter travelling in northern British Columbia says the price
of gas there is 139.9, at McBride. Here it seems to have gone down a bit. Why could the 13 inches of rain that fell in 24 hours in Hawaii have fallen in B.C., somewhere that is fighting to survive the fires there. After 1 p.m. the group split with about half going bowling and the other half staying to play Norwegian Whist. There were four tables of cards. Top scores for those with blue score sheets were Judy Walker and Marcel Richard. Top for the
pink sheets were Linda Ard and Lois Campbell. High scores at the bowling alley went to Nancy Iverson and Alice Soiseth. Coffee and treats were shared before all headed homeward. One car had to be back in North Battleford to play bridge, another for Canasta, while others enjoyed a leisurely drive. It was great to see three combines working in one field along the way and see some fields already taken off. A walk about town Sunday evening shows that many landowners are not keeping their hedges trimmed along the sidewalk, so a person has to walk beside it. When teens won’t let go of their smartphones Is your teen a social media and text messaging junkie with their nose always glued to their smartphone? Here are a few tips to help you manage the time they spend staring at their device:
• Designate areas where phones aren’t allowed (the living room and the washroom, for example). • Forbid the use of cellphones during dinner at home or at a restaurant, or even when guests are over. • Establish a time during which social media and text messaging are not allowed (between 9 p.m. and the next morning, for instance). • Urge your teen to turn their phone off at least one hour before going to bed so that they can relax and minimize the negative effect of blue light on their sleeping patterns. • Remind your young driver of the importance of not answering the phone or texting when driving. • Encourage your teen to take part in activities where cellphone use is forbidden (sports, improv, music, etc.). • Put your teen in charge of their cellphone use by having them take care of the costs and limits of their plan. SET A GOOD EXAMPLE Of course, when attempting to manage the time your teen spends with their phone, you may meet some resistance. High-performance curling centre now open By John Cairns Staff Reporter
Curling season has come early to enthusiasts in the Battlefords and Saskatchewan. The much-anticipated CurlSask high-performance training centre is now officially open at Northland Power Curling Centre. A news conference, attended by curling officials as well as Mayor Ryan Bater, was held Thursday of last week at the curling centre to officially open the high-performance centre. The new ice surface was ready as of Aug. 17,
roughly two months earlier than usual. According to Ashley Howard, executive director of CurlSask, the high-performance training centre is “something that has been on our agendas, on our strategic plans, for years.” CurlSask is clearly motivated by a desire to win. On the men’s side, Saskatchewan has not won a Brier since 1980, and while the women’s side has seen more success, keeping up with other provinces such as Alberta and British Columbia is an ongoing issue. There, elite curlers have had greater access to facilities where they can train

full-time. “We want to give our teams all the tools they can to win,” said Howard. Early ice is critical, she said, so “you are sharp at those events early in the year and pick up those CTRS (Canadian Team Ranking System) points that get you into pre-trials for the Olympics or the Olympic trials themselves. Just so important to give our teams the chance, and not fall behind other provinces, honestly.” A number of factors swung in favour of North Battleford as the choice for the training centre. What impressed CurlSask officials was the facility itself and its ability to handle major events. “We were so impressed with the Saskatchewan Winter Games, the ice conditions, the facility, the volunteers. The group here in the Battlefords, we felt, can handle what we were looking for in a high-performance training centre, including those worldclass ice conditions.” The ability to install early ice is not readily available in the province. Howard credited the foresight of the early partners behind Northland Power Curling Centre for designing a facility that had that capacity. Their ice technician Ian Naismith did not have any concerns about installing ice in 30-degree summer

weather. “Basically, an install is an install. It’s just time,” said Naismith. “Because of the warmer temperatures, everything just takes longer.” In October, the surface might go from concrete slab to ice in six days. But for this effort, it took about two and a half weeks, starting Aug. 1. Some 20 volunteers were needed, and the effort involved a lot of work at night, when temperatures were more favourable for the ice to be put in. “You can’t really work during the heat of the day; the plant has to work too hard,” said Naismith. “Unlike what most people think, you can’t really make anything colder, you have to remove the heat. So if you add water you add heat, and then the plant has to remove that heat, and it can’t. It doesn’t have the capacity to do it on a 38-degree day.” Once the ice is put in, the hard part is over. “Installing it is the biggest job, most labour intensive,” said Naismith. But the day-to-day maintenance of the ice is pretty much the same as the rest of the year. “I just have to pay a little bit more attention to temperatures, the air temperature, the ice temperature. It’s a little more finicky this time of year.” Besides the early start

Here is a rundown of recent news from the SJHL: There is a new president at the helm of the Humboldt Broncos. At their annual meeting Kevin Garinger opted not to seek re-election as president of the hockey club. The new Broncos executive was elected at their board meeting Aug. 21. The new president is Jamie Brockman, the new vicepresident is Maury Simoneau, and Curtis Wacker is the new treasurer. As well, the board includes seven new directors marking the first time in recent years that every board position is filled. As president, Garinger was the de facto face of the Broncos franchise in the aftermath of the April 6 bus accident that devas-
tated the hockey club. Also in Humboldt, the NHL and NHLPA were hosting Humboldt Hockey Day on Friday, Aug. 24 in the community. Connor Stephenson of the champion Washington Capitals was scheduled to be in the community that day with the Stanley Cup. Also on hand was a Hockey Hall of Fame display, interactive games, and an exhibit trailer from the Sask Sports Hall of Fame. The pre-season schedule is out for the Battlefords North Stars. The SJHL released their schedule this past week. In total, the North Stars will have five preseason games, four of them at home. But their first contest will be across the border. They begin exhibition campaign Sept. 1 in
Bonnyville, Alta., where they will take on the AJHL’s Bonnyville Pontiacs at 7:30 p.m. The following night, Sunday, Sept. 2, the North Stars are at home at 6 p.m. for their first home preseason game at the Civic Centre, also against the Pontiacs. On Monday night, Sept. 3, the North Stars host Kindersley at 6 p.m. at the Civic Centre for the first pre-season game against
an SJHL club. On Friday, Sept. 7, the North Stars host La Ronge at the Civic Centre. Game time is 7:30 p.m. The two teams then meet again the following day for a 2 p.m. afternoon contest at the Civic Centre, which will wrap up the pre-season for the North Stars. The SJHL regular season begins Sept. 14, as the North Stars host the Kindersley Klippers at the Civic Centre.
Medals for McFadyen at national meet Staff Area athlete Jenna McFadyen has come home with medals following a successful National Legion Track and Field Championships in Brandon, Man. The Waseca competitor competed for Team Saskatchewan in the steeple events. In the under-18 women’s 3000M Jenna placed third with a time of 10.02.76. The podium finish comes on the heels of some other recent success for Jenna on the track. In late July, McFadyen also competed at the 2018 Sherwood Park Track Classic, a tri-province meet. In that meet she set a record in the under-18 3000M run at 10.21.98, breaking the meet record of 10.25.46. She also set a meet record in the girls’ 2000M steeplechase 30” at 7.10.31, breaking the previous meet record of 7.22.15. Overall, in the individual rankings in the 27 under 18 tri-province division, McFadyen finished in fourth place. Savannah Sutherland of Borden earned gold medals in 80 metre hurdles,
200M hurdles and 300M hurdles in the U16 girls’ events. She also ran anchor in the U18 four by 100M relay, placing second. In the 1600M medley relay
she ran the 400M portion where the team placed third. Savannah also won the top female athlete of the year award.

The Rustic Nine Golf Course owners Victor and Elaine Liebaert opened their family owned golf course to the public in August of 2008. They are celebrating their 10th Anniversary and would like to give back to the community. Garbage in recycling bins a concern at City Hall By John Cairns Staff Reporter
North Battleford officials are sounding the alarm about the amount of contamination found in recycling carts in the city. The issue came up at last week’s city council meeting. Administration noted that Loraas Environmental Services Ltd. is reporting an increase to the amount of non-recyclable materials found in the blue carts. “They’re discovering more and more garbage is being thrown in,” reported director of utilities Stewart Schafer at council.
An inspection was done of recycle carts in July, conducted by Loraas employees and members of city administration. A total of 22 carts were tagged over two blocks. Of those, plastic bags and/or stretchable plastics were found in 14 of them. Six carts included unrinsed containers, four included paper towers/ Kleenex/wrapping paper, and a smaller number of carts included various other items such as compost, mixed product, fabric/ clothing, window screen or other garbage. “This is starting to
increase the costs of recycling, because someone has to go in there and pull the material out,” said Schafer of the issue. Pictures were circulated at council of items found in the bins, such as wax paper from an ice cream cone that actually belongs in the garbage and not the blue bins. One reason cited for the high amount of plastic found could be because they were only recently prohibited. Earlier this year, Loraas announced they would no longer be accepting plastic for recycling because their primary
market, China, was refusing to accept it any longer. “Sometimes, it’s just residents not knowing,” said Bater of the issue. He noted he had received a call from someone whose blue bin hadn’t been collected because there was stretchable plastic in it. Going forward, Schafer said the intention was to address the issue in some way. It could be more education, he said, but he also suggested fines could be brought in. 1919-2018 It is with great sadness the family of Elizabeth Keller announce her passing (July 15, 2018) at the Battlefords Union Hospital at the age of 98 years with family by her side. Service was held on July 23, 2018 at St. Vital Roman Catholic Church with Reverend Father Roque S. Concepcion officiating. Interment took place at Woodlawn Memorial Gardens, North Battleford. Funeral arrangements were entrusted to Sallows and McDonald Funeral Home. Memorial donations can be made to Battlefords St. Vital Catholic Church or Donor’s Choice. MCGOWAN: On Wednesday, August 15, 2018 Jean McGowan passed away in Battleford, SK at the age of 92 years. She will be forever loved and missed by her husband Don of 67 years, their children and families. Jean lived a full life; active in the United Church, Horticulture & Historic Society as well as square dancing. She loved travelling, antiques, music, painting, writing, sewing and spending time with her family. A Service of Thanksgiving for Jean’s life was held at Battleford United Church August 22, 2018 with Interment in the Town of Battleford Cemetery. The family would like to thank the caregivers at Battlefords District Care Centre, Rev. Gayle Wensley, Bob MacKay & Battlefords Funeral Service and the United Church Choir. Cut Knife farmer continues to pay it forward By Sherri Solomko Correspondent
A 19-year-old grain farmer named Justin Rewerts, who is a member of the Cut Knife rural fire department, has decided once again to “pay it forward.” He has organized collections, as well as delivered, for past Western Canadian natural disasters such as the Fort MacMurray wildfire. Justin says, “I was recently contacted by Jay and Tia Woolner - they
and myself are a part of a group called BC Wildfire and Flood Support Group and WCP Emergency Response Team.” Rewerts adds, “They have asked for help and many people across Alberta and Saskatchewan have stepped up. Some people are hauling horses and other animals and some are hauling water and fuel for the fire trucks. These donations will be going to Burns Lake, B.C. Tia and Jay have been in contact with Burns Lake, setting
this all up and finding out where all the stuff needs to be.” He says it is unfortunate that fires have resulted in relief action of many. All donations would go to help out people evacuated as well as firefighters working to stop the blazes. This year, in another show of kindness on his part, he decided not to take up extra parking room in an already busy Co-op parking lot, but rather selected to set up near the vacated liquor store by AG foods on
Saturday, Aug. 18 with his truck and trailer. He posted his collection depot on social media as well as a detailed list of items that are needed. He also offered to pick up donations for those that couldn’t make it during the day. Asked why he chooses to undertake this task yet again, Rewerts responds saying, “It’s just something I like helping out with and goes to a good cause. I also appreciate the support of the community with donations and verbal support.”

UPS welcome back Pancake Breakfast on Friday, Sept. 7, for all parents, students, bus drivers and staff. Sept. 6, Unity Minor Football will host a night lights game on Warrior field. Sept. 7, the Unity Warriors Friday Night Lights event includes pre-game activities and entertainment, food booth, 50/50 and Warrior game kickoff at 7 p.m. free fun family event. ways use donations. Consider an extra item or two at the case lot or 10 for 10 sales at your local food stores. Don’t wait for a food drive as there are bins set up at both Unity food stores for contributions all year long. Summer is over; I bet those community churches would love to see people back in their pews. Remember they provide more than Sunday services at their buildings and their volunteers and their congregations upkeep and maintain their properties. They play host to annual music festival and Remembrance Day services. The Ministerial Association organizes the Christmas Service of Remembrance as well as the Way of the Cross Walk and helps organize/participate in Remembrance Day services. Their halls are used for classes, wedding and baby showers, anniversaries, family gatherings and the always popular Fall Suppers. There is more to our churches than Easter lilies and poinsettias. Unity churches includes St. Peter’s Catholic Church, Unity United Church, Lutheran Church, Unity Baptist Church and the Anglican Church, which, while not holding regular service, still provides activity and events at their church (contact Val Middleton for updates). Typically “coffee row” occurs in small town restaurants and co-ops, but the phenomena have been observed in fast food restaurants in large cities as well as any restaurant that serves “bottomless” cups of coffee and is not too strict on what some would consider “loitering.” Today people might turn to Facebook or Twitter for a quick answer on “what kind of bug is this, or who would be the best guy to go to for a new muffler.” But it wasn’t all that many years ago, this kind of assistance was found in a place fondly referred to as “coffee row.” So you can see life is full of fun and activity in Unity and our friends at coffee row sharing this traditional part of our community culture. Joyce Weston and myself enjoyed the chuckwagon races in Lloydminster. Had a lot of fun guessing which wagon would come in first. Coreen Newton of Red Deer is visiting her mum Denise. It won’t be long until she has to be back teaching. Jean Hartman spent the weekend at Sturgeon
Lake with Keith and Dawn Hartman. Gloria Ford took her sister Colleen Koski out to dinner for her birthday. Then Colleen had supper with Riley, Shantal and Radke. The crops are turning nicely. Hope this weather stays for harvesting. Aug. 28 - Aug. 26 saw me add on another year. Many thanks to all the people for cards, gifts, birthday cake and visiting
and good wishes. It was heart warming and very much enjoyed and appreciated. Coffee at the suites was enjoyed visiting, cookies and seeing Phyllis Watson who is visiting for a few days. Happy birthday to Val Morris who celebrated her birthday on Sunday. Denise Newton was to North Battleford and Saskatoon for an eye appointment and had time to do some visiting. There was white frost this morning but it didn’t seem to touch the tomato plants. Haven’t heard if any crops were damaged. I hope not.

Smoky air can come from forest fires burning far away “For the third year in a row you are belly-aching about forest fires in your province,” Ed grumbled at me yesterday. My old neighbour in Saskatchewan has a limited supply of compassion for me since we moved to B.C., a province full of forests and mountains. “If you are not talking about summer forest fires, it is the unrelenting rain. You know I hate whining and complaining except if I’m doing it,” he said. He wanted me to change the subject, which I was more than ready to do. There is no getting away from the truth that smoke chokes us when we breathe it in. When our plane
touched down in Calgary last week, folks at the airport were complaining about the smoke from our forest fires in B.C. blanketing the city there. If our smoke floats to Saskatchewan, I am ready to tell Ed that we have been sucking in poor quality air for weeks now. Our province has at 600 forest fires burning presently with no rain in sight, so our smoke may reach from ocean to ocean at the rate we are going. Our summer fire season causes the evacuation of people from their homes and the loss of property and possessions. How difficult to remain positive while living in an evacuation center not knowing if you will have
a house to return to after the fire. Forest fires show how little control we have when it comes to them or any fire. Floods, earthquakes, tornadoes, and volcanic eruptions also wipe homes and lives away without pity for those affected. Sadly, we may be thankful when others face
forest fires, floods, earthquakes, tornadoes and not ourselves. Everyone has thought that they were glad a disaster did not happen to them or happen around here. Life is like a game of tag, and it is okay if someone else is, it, not us. We do not like the idea that things may happen
that we cannot control or change. We do not want to lose what we have and need to start over. It is hard to face the truth that no one escapes suffering and tragedy. It only seems that way. People are suffering around us through pain, illness, abuse, broken relationships, injuries, betrayal, crime and death. The suffering caused by forest fires and floods makes the news, but much pain and tragedy are experienced privately. God is not the creator of evil and suffering, and Jesus, the Son of God, suffered both, of them on earth. God sent Jesus to bring good out of evil, suffering,
and death. God’s answer to suffering and tragedy is God becoming a man. Jesus, both God, and man, suffered and died for sinners. Alive from the dead, he invites us to turn to him in our trouble. Peter Kreeft says, “Are we broken? Jesus was broken, like bread, for us. Do we cry out that we can’t take any more? He was a man of sorrows and acquainted with grief. Did someone betray us? He was sold out. He too loved and was rejected.” Jesus says to us, “Have peace. In the world, you will have tribulation. But take heart (be courageous)! I have overcome the world.” (John 16:33)
