Bavaria temporarily halts issuing international driving licenses to DoD personnel By USAG Bavaria Police Department

GRAFENWOEHR, Germany – With summer fast approaching and vacations starting soon, please remember that you need an International Driver’s License (IDL) to operate your vehicle outside of Germany. To obtain an IDL in past years, all you had to do was bring a passport photo and your U.S. Army Europe Driver’s License (DL) to a local German licensing office. However, the state of Bavaria – which is changing its license classifications – is no longer issuing IDL’s to USAREUR DL holders for now, with USAREUR working to resolve the problem. The Bavarian government has already issued such guidance to the Neumarkt office, which services people stationed at Hohenfels. Amberg and Eschenbach, which service people stationed either at Grafenwoehr or Vilseck, have not received official paperwork telling them to take similar actions. However, that is expected to happen quickly. You can get an IDL only at the city office that corresponds with your CMR Box number: Grafenwoehr (Tower Barracks) – Eschenbach Vilseck (Rose Barracks) Rose Barracks – Amberg Hohenfels – Neumarkt (no longer issuing IDL’s) Addresses of Amberg/Eschenbach licensing offices are: District Office of Amberg-Sulzbach Regulatory Affairs Beethoven Straße 7 92224 Amberg Eschenbach Licensing Office Karlsplatz 29 92676 Eschenbach If you don’t have an IDL, please plan for alternative transportation when taking out-of-country trips. Do not take a chance and drive without proper documentation; it could lead to severe fines and/or criminal actions. The IDL is a translation of your USAREUR DL, which is required for all U.S. Department of Defense personnel who are on orders, fall under the Status of Forces Agreement while stationed in Germany, and wish to drive a vehicle here. If you were to acquire an IDL through a stateside organization, such as AAA, it would be a translation of your stateside driving license, making your IDL invalid for use in Europe as all DoD personnel fall under the SOFA. If you were just a tourist in Germany, an IDL issued by a stateside organization suffices; however, Soldiers, civilian employees and family members on orders need the USAREUR DL to be translated into the IDL here.

Foreign travel requirements when attending WWII liberation events We have some great opportunities to participate in World War II liberation ceremonies during the D-Day remembrance, in Normandy, France, on 6 June. But please remember: If you have a clearance, you are required to report all foreign travel (official as well as personal) to your security manager/S2. Official participants are also required to submit an Aircraft & Personnel Automated Clearance System (APACS) request. Unfortunately, APACS doesn’t interface with security clearance systems, so you will still need to report foreign travel to your unit security manager/S2. For U.S. servicemembers/civilian employees attending these ceremonies, the Department of Defense Electronic Foreign Clearance Guide (FCG) https://www.fcg.pentagon.mil/fcg.cfm outlines any special travel requirements (usually, APACS isn’t required). And please remember to report travel plans to your security manager. While you are enjoying these historic events, please remain aware of your surroundings. If you see something out of place or anything that makes you concerned, move away from the area and report it immediately. Have a safe and enjoyable time celebrating the U.S. military’s role in helping to free millions of people during a time of war.

Vehicle Registration wait times Due to employee illness, a busy PCS season and reintegration of the 2nd Cavalry Regiment, long lines are expected at the vehicle registration office. A cast of Disney, Marvel and Star Wars brands is joining forces with the Army & Air Force Exchange Service to bring a special, dedicated section to the Tower Barracks Main Store Toyland starting 17 May. The standalone section, called “Disney at the Exchange,” showcases merchandise from Disney Consumer Products, including characters from Disney Junior, Disney Pixar and Disney Princess, as well as Marvel and Star Wars properties. Military shoppers will find a wide selection of their favorite Disney characters at the Exchange Main Store. AAFES websites unaffected by Heartbleed vulnerability Army & Air Force Exchange Service customers and vendors have expressed concern about security of their information in light of reports about the Heartbleed security flaw. The Exchange’s online shopping site, shopmyexchange.com, and business partner site, partners.aafes.com, have not been compromised by the Heartbleed security flaw, a vulnerability found in servers that allows hackers to see and collect traffic passing between a server and a web browser once a secure connection is established. “Because of proactive updates and monitoring, all our systems have been protected,” said Philip Stevens, Exchange Executive Vice President and Chief Information Officer. “The Exchange is continually updating its systems to protect against security flaws such as Heartbleed, and protecting military shoppers’ personal information remains a priority.” If Exchange shoppers are concerned about the safety of their data on other web sites, they can protect themselves from the security flaw by changing online passwords for personal banking, shopping, email and social networks. Shoppers are also advised to closely monitor credit cards and bank statements for unknown or fraudulent transactions.

Finlay Child Find: What is child-find screening? Preschool Child Find is a developmental screening for children ages 3-5 identifying children with developmental delays or other special education needs. What is the process? A Child Find team made up of the preschool special needs service provider, speech and language pathologists and the occupational therapist screen the children for developmental delays. These free screenings take place monthly. How does it work? Parent submits the Child Find questionnaire (which they can pick up in the office or find on the school website); they are set up with an appointment for the screening. When they come in for the screening the child must first pass a vision and hearing screen by our school nurse. Then they are screened by the team. If the child is suspected of having any delays the team will refer them for further formal evaluation. Why is it important? When learning challenges are identified at a young age, early intervention can help the child with learning tasks. If parents are interested, what do they need to do? They can go to the school’s website and find the link for Child Find. Under that link is a questionnaire they need to fill out and email back to the email address provided on the form. Someone will be in contact with them within 48 hours. If they do not hear back please contact the school at 09662 832812/ DSN: 476-2812 and let them know what happened. Christi Himmelfahrt / Ascension Day = German holiday 29 May: All German stores and authorities off-post are closed, as are all on-post facilities (non-food) with a predominantly local national workforce. 40 days after Easter Sunday, the Christians celebrate Christ's ascension as Corpus Christi Day. It is one of the oldest Christian fests, the day was already celebrated in 400 A.D. A more recent tradition was the custom of pulling a statue of Christ on a rope up in the air and through a hole in the ceiling, mimicking Christ's ascendance. For safety reasons this custom was prohibited in 1965 and has become forgotten since. But not forgotten are the German fathers: in order to give them something equivalent to Mother's Day, the German authorities decided to assign their Father's Day to Ascension Day. Traditional Father's Day activities include riding the bicycle or taking a long walk with the whole family, taking care and entertaining one's Godson, or simply going to a Stammtisch (men meeting regularly at a specially reserved table at a guesthouse). Many also rent a carriage, drawn either by horses or a tractor, and have a good ol' party on it. Occasionally you also see the traditional version of groups of guys walking to a cottage or another party location, pulling behind them a handcart with caskets of beer.

Over the last years, more than 1,400,000 visitors from Germany and other foreign countries have come to Würzburg's Mainwiesen to witness the cultural wealth of Africa and to participate in Africa's zest for life. Because of its great success in Germany, the Africa Festival has now found a few copiers of varying quality. To avoid confusion, the name and logo are now licensed. The dancing figures with the name Africa Festival will now and in the future be a guarantee of a high quality in music and background program.
