We’re all happy to see our DA Civilians back at work, but the shutdown is still impacting the Army… …And a big way it’s affecting us is in PCS, TLA, TCS and TDY. These payments are currently not being processed:        

PCS Advances Dislocation Allowance Advances (DLA) Casual Pay Advances (Wounded Warrior) OHA Security Deposit or Rent Advances TDY after 30 Sept.

PCS & Travel Settlements after 30 Sept Contract payments after 30 Sept.

Pay Agents after 30 Sept.

These payments are being processed:      

Active & Reserve military pay and entitlements TLA (processed but no payments made until funding is available) Separation payments (processed but no payments made until funding is available) Collections Currency Exchange Cash Checks

For all PCS moves: All PCS and ETS moves okayed and paid for before Oct. 1 are still functional.

These personnel should expect to continue with their PCS/ETS as planned. But, anyone expecting to PCS who doesn't have a prepaid flight or approved TLA cannot currently receive money from the government for their move. Anyone who is currently waiting for their flight to be paid for or for their TLA to be approved must contact their gaining unit or they run the risk of being AWOL. TLA reimbursements will be processed but no payments will be made until there is funding. Do not use your personal credit card for lodging. Either use your government card or talk to the front desk of the lodging facility.

AER still available for emergency leave for Soldiers & their families As a Headquarters AER exception to policy during the current Government shutdown, AER will pay for the purchase of the airline ticket(s) for a Soldier and eligible dependents to travel on emergency leave between authorized locations as outlined in the JFTR. Funds to purchase the ticket(s) will be issued as a Grant. If the Soldier needs additional travel or other assistance, it is the AERO's discretion to provide assistance as either a loan, grant, or both based on the AERO's analysis of the Soldier's financial situation.

To inquire about AER, call ACS at DSN 476-2650, CIV 09662-83-2650. Tomorrow will be a German Holiday and Service Members and Family Members will have to call the Red Cross since the ACS in Vilseck will be closed. The stateside number is 001-877-272-7337 (24/7) and they can use the Red Cross on Rose Barracks or Tower Barracks during business hours to initiate the call.

This exception to policy is effective immediately and ends once the Government shutdown is over or otherwise rescinded.

However…

Army Emergency Relief (AER) down for system upgrades 11-15 Oct: Processing Army Emergency Relief (AER) at ACS will be unavailable from 11-15 Oct to field a new system.

The local AER office will be available to assist Soldiers and their families in the preparation of their requests for assistance through the American Red Cross in the USA at 1-877-272-7337.

It’s CFC-O time again…

Now-15 Nov: The 2013 Combined Federal Campaign-Overseas Europe (CFC-O) is starting again. CFC allows members of the community to donate to organizations and give to charitable organizations or give back to the community.

Whether protecting the environment, honoring military veterans, advancing medical research, aiding refugees or providing job training to the homeless, the CFC-O has something for everyone. For more information please contact Christine Nunez by email or phone: DSN 475-6133, CIV 09641-83-6133.

Bulk Trash Pickup 21 Oct: Vilseck, Schlicht, Freihung, Sorghof (leased housing only) 22 Oct: Auerbach & Hahnbach (leased housing only) 22 Oct: Rose Barracks and Tower Barracks on post 28 Oct: Mantel and Steinfels 4 Nov: Netzaberg & City Eschenbach (North of B 470 & South of B 470) Trash must be curbside, in front of your home. Bulk Trash has to be out on curbside NLT 6 a.m. Pick-up is provided by contractors of the County Neustadt.

What will be picked up? Everything, that is too big or too heavy to go into the normal refuse container, such as: Furniture, mattresses, carpets, washing machines, dryers, radios, TVs, ovens, stoves, bicycles, strollers, and other items which cannot be dismantled, torn or broken down to a size that would fit in the regular refuse container. Each single item should be no larger than 80x40x32 inches and should not be heavier than 110 lb. Bulk trash consisting of metal (i.e. bicycles, washers, dryers, stoves, etc.) and electronic equipment (such as large appliances, small appliances, cooling devices, information & telecommunications including entertainment equipment) should be put out separately next to the normal bulk trash.

What will not be picked up?

- Normal refuse, recyclable material, Yard waste like cut grass, branches, etc...

- Hazardous waste - Tires, car parts, batteries, wrecked cars, motorcycles - Doors and windows (with or without glass), laminated floor, rouleaus - Construction debris - Night storage heaters Pick ups will be performed in three steps: 1. Combustible material: like upholstered furniture, mattresses, rugs, etc...

2. Electronic equipment: i.e. TV, PC, printer, scanner, radio, VCR, DVD player, monitor, vacuum cleaner, refrigerators and freezers (no permission sticker required anymore), etc… together with Household Metal items: i.e. bicycles, ironing boards, washer, dryer, dishwasher, stoves (oil stoves and oil barrels must be totally emptied) etc…

3. Salvageable wooden furniture: (i.e. bed frame, wardrobe, chair, table, etc….)

Smaller electronic appliances (i.e. hairdryer, toothbrush, telephones, drilling machine etc.) should be brought to the drop off point “Company Bergler” in Weiherhammer, Etzenrichter Str. 2, Mon.-Fri. from 8 a.m. – 4 p.m. hour, CIV 09605-92090.

Any material not picked up must be removed by residents. For more, call your SORT Office at DSN 475-6664.

Bulk Trash Pickup – County Tirschenreuth For Erbendorf, Kastl, Kemnath, Kulmain & Thumsenreuth Pickup is performed by the County Tirschenreuth upon written request by the resident (“Sperrmuellabfuhr auf Abruf”). For a blank form contact your SORT Office at DSN 475-6664.

Bulk Trash Pickup – County Bayreuth For Speichersdorf Pickup is performed by the County Bayreuth upon individual written request by the resident per special application card (“Sperrmuellabfuhr auf Abruf”). To obtain a blank form of this special application card contact your SORT Office at DSN 475-6664.

Flu shots Now – 29 Nov: Health clinics in Rose Barracks and Tower Barracks have started taking walk-ins for the shot and nasal spray. Vaccinations will be administered to family members, HQDA civilians, and retirees at the Tower and Rose Barracks Health Clinics 8-11 a.m. Monday-Friday and 1-3 p.m. Monday-Thursday. DoDDS students will receive vaccinations at their respective schools. Students unable to receive vaccinations at their respective schools may be seen at their community health clinic on a case by case basis.

Soldiers on Tower Barracks will receive their immunizations during first formations. Unit POCs should contact the Grafenwoehr Health Clinic Medical Readiness NCO, SSG Antonio, at 475-6142 to coordinate for immunizations.

Soldiers on Rose Barracks will receive their immunizations from the Soldier Centered Medical Home (BLDG 701) starting on 2 Oct.

Fire Prevention Week Now-12 Oct: Cooking is the leading cause of home fires, according to the nonprofit National Fire Protection Association (NFPA). So, reduce fire hazards and “keep and eye on what your fry.”  Stay in the kitchen when you are frying, grilling, or broiling food. If you must leave the room, turn off the stove.  When you are simmering, baking, or roasting food, check it regularly, stay in the home, and use a timer.  Keep cooking areas clean and clear of combustibles (e.g. potholders, towels, rags, drapes and food packaging).  Keep children away from cooking areas by enforcing a “kid-free zone” of three feet around the stove.  If you have a fire in your microwave, turn it off immediately and keep the door closed. Never open the door until the fire is completely out. If in doubt, get out of the home and call the fire department  Always keep an oven mitt and a lid nearby. If a small grease fire starts in a pan, smother the flames by carefully sliding the lid over the pan (make sure you are wearing the oven mitt). Turn off the burner. Do not move the pan. To keep the fire from restarting, do not remove the lid until it is completely cool. Never pour water on a grease fire. If the fire does not go out, get out of the home and call the fire department.  If an oven fire starts, turn off the heat and keep the door closed. If the fire does not go out, get out of the home and call the fire department. .

Women, Infants, and Children Overseas Program (WIC) The DoD offers the WIC Overseas Program to eligible participants living overseas. The program provides you and your family with several important benefits: nutritious food, tips on how to prepare balanced meals, nutrition and health screenings, and access to other resources that help you and your family lead healthier lives. The program is available to eligible participants living overseas, including: civilian employees, DoD contractors, military members and their family. If you or your family member is pregnant, postpartum, breastfeeding an infant, or a child up to five years of age, please call our Tower Barracks WIC office in Bldg 213 for an eligibility screening, DSN 475-6821 or CIV 09641-83-6821. Quarterly Security Training: TARP, SETA, OPSEC & Antiterrorism L.1 The United States Army Garrison Bavaria (Antiterrorism and Security Divisions) along with the 66th Military Intelligence Group and JMTC Intelligence and Security, will be conducting the quarterly Community Security Awareness Training consisting of the Threat Awareness and Reporting Program (TARP), Security Education Training Awareness (SETA), Operation Security (OPSEC), and Anti-terrorism Level 1 Refresher Training.

1st Quarter FY14 Community Security Awareness Training Schedule: 23 Oct: Tower Barracks, Tower Theater, Bldg. 620. 10:30-11:30 a.m. (LN employees), 1:30-4 p.m. (US personnel) 24 Oct: Rose Barracks, Post Theater, Bldg. 354. 9-11:30 a.m. (US personnel), 1:30-2:30 p.m. (LN employees) This training is a mandatory annual requirement for all DoD personnel including Military, AF/NAF (both US and LN); U.S. Contractor employees are welcome.

Retiree Appreciation Day 25 Oct: The annual Retiree Appreciation Day will come to USAG Bavaria on 25 Oct. In Tower Barracks Bldg. 244 from 8 a.m.-3 p.m., retirees and family members will have the chance to renew ID cards, meet with JAG officers, receive medical checkups, get new information, make contacts and more.

AFAP Conference 13-14 Nov: The Army Family Action Plan Conference brings together Soldiers, family members and civilians to discuss how we can improve the garrison with local leadership and subject matter experts. SKIIES classes have resumed SKIES Classes to resume on Rose Barracks and Tower Barracks! SKIES classes on Rose Barracks and Tower Barracks will resume their regular schedule on 7 October. Exchange News Rose Barracks Burger King to cut down opening hours Starting 3 Nov: Until the return of 2CR, the Burger King in Rose Barracks will be closed on Sundays and will closed at 7 p.m. rather than 6 p.m. in the evenings, Monday-Saturday. Here are their new operating hours: Monday-Friday: 7 a.m.7 p.m.; Saturday: 8 a.m.-7 p.m.; Sundays: closed.

Exchange Offers Resources, Assistance for PCSing Service Members The Army & Air Force Exchange Service is making the PCS transition more affordable service members. The Exchange’s “PCS Headquarters” website, located at www.shopmyexchange.com, features several resources to help Soldiers and Airmen make a move as stress-free as possible. The site’s Get Connected function gives families a preview of local TV, Internet and telephone services available at their new installations. PCS Headquarters also connects families with Military OneSource, a place to find resources including childcare, personal finance, emotional support during deployments and relocation services. In addition, Military Homefront’s “Plan My Move” provides families with information on entitlements and benefits, checklists and planning tools, as well as information on employment and education. PCS Headquarters also offers downloadable, region-specific coupon books.

The Exchange Supports Healthy Kids in Lunch Program The Exchange supports the Healthy, Hungry-Free Kids Act by providing our school-aged children reduced fat foods. The Exchange will be providing healthier milk choices this coming school year in observance of the USDA’s implementation of the Healthy, Hunger-Free Kids Act, which emphasizes the improvement of child nutrition as its focal point. The USDA has made sweeping changes in the nutritional quality of school meals to further reduce fat, sodium, and added sugars.

Health and Safety Instructors: Volunteers teach lifesaving skills in the community. Classes such as Babysitting, CPR, First Aid, AED and other safety presentations.

Armed Forces Caseworkers: Volunteers work with local members of the military and their families ensuring the delivery of emergency communications.

Health Fair Volunteers: Volunteers staff a table at events in the community and engage those attending in conversations about preparedness and safety.

Seeking Emergency Placement Care Providers The children in the USAGG need you. The Emergency Placement Care (EPC) Program trains individuals to become 24 hour providers for at risk children. The community is in need of more providers as the number of children in imminent danger increased due to the deployment rotation of family members. Bavaria Community and Spouses' Club events Go to their Facebook page for upcoming events and club news. Over the summer the Grafenwoehr Community and Spouses Club (GCSC) disbanded and turned over its assets to the Vilseck Community and Spouses Club (VCSC). The Vilseck Community and Spouses Club is undergoing a name change and will now be the Bavaria Community and Spouses Club (BCSC) which will serve our entire community including Tower Barracks and Rose Barracks.

Limited care at Grafenweohr CDC Due to staff shortages, Grafenwoehr CDC will offer limited infant hourly child care during the month of August. If you are unable to reserve hourly care online, contact the Parent Central Office at DSN 476-2760, CIV 09662-83-2760 for assistance.

FAST Classes 24 Oct-6 Nov: FAST Classes are at the Rose Barracks Education Center, Bldg. 223, 9 a.m.-4 p.m. The registration period for these classes is from 02 Oct 13 until the last working day before the particular class begins. Functional Academic Skills Training (FAST) provides Soldiers with instruction in reading, mathematics, and language skills and is an excellent tool to prepare Soldiers to raise their GT score. Army Education Centers – contract ends The current support services contract for Army Education Centers in Europe has ended. Unfortunately, the contract change-over will impact the delivery of education center support services in the following USAG Bavaria communities: Rose Barracks, Tower Barracks, Hohenfels, and Garmisch.

PLEASE NOTE: evening college classes and office hours for local college representatives are NOT affected by this issue.

Effective 23 Sept., the USAG Bavaria Army Education Centers will have reduced operational hours for general services until further notice. For Soldiers who are out processing or have other urgent matters, they can contact their local education center to schedule an appointment with the Education Services Officer or Specialist (Rose Barracks; 476-2753, Hohenfels, 466-2668). Appointments for DANTES, Army Personnel Tests, and other testing will potentially not be available until after Oct. 7. As an alternative for proctored college testing, check with the National Test Center (NTC) at

the Rose Barracks Education Center; 476-2462, civilian 09662-83-2462. These services, as well as general education counseling, GoArmyEd portal account/TA issues resolution, FAST classes, and computer lab services will resume as soon as possible. National Test Center (NTC) new hours University of Maryland University College-Europe’s National Test Center (NTC) is now open Monday-Friday 20 hrs/wk from 8:30 a.m.-12:30 p.m.! School News VFW Patriot’s Pen and Voice of Democracy scholarships Deadline 1 Nov: The VFW has two scholarships available for high school and middle school students.

Students in 6-8th grade are eligible for the Patriot’s Pen scholarship. Forty-six applicants will win scholarships ranging from $500-5,000. This year’s essay theme is “What Patriotism Means to Me.” You can find the application guidelines and form here. High schoolers are eligible for a $30,000 scholarship and $1,000-16,000 scholarships. 28-29 Nov: No School. Thanksgiving Break Child Find: What is child-find screening? Preschool Child Find is a developmental screening for children ages 3-5 identifying children with developmental delays or other special education needs. For children under age 3 please contact EDIS at 09662-83-3221.

What is the process? A Child Find team made up of the preschool special needs service provider, speech and language pathologists and the occupational therapist screen the children for developmental delays. These free screenings take place monthly.

How does it work? Parent submits the Child Find questionnaire (which they can pick up in the office or find on the school website); they are set up with an appointment for the screening. When they come in for the screening the child must first pass a vision and hearing screen by our school nurse. Then they are screened by the team. If the child is suspected of having any delays the team will refer them for further formal evaluation.

Why is it important? When learning challenges are identified at a young age, early intervention can help the child with learning tasks.

If parents are interested, what do they need to do? They can go to the school’s website and find the link for Child Find.

Under that link is a questionnaire they need to fill out and email back to the email address provided on the form. Someone will be in contact with them within 48 hours. If they do not hear back please contact the school at 09662 832812 and let them know what happened. (Just in case the email was rejected as SPAM) Continuous School Progress Goals: Goal 1: By 2016 all students will improve competency with numbers and operations as measured by increased performance on assessments.

Off-post movies in English Want to see a movie that’s not playing on post? Two movie theaters in Nuremberg play films in OV (original version),

which for American movies, means in English. Check out the Roxy, a small theater with only two screens, or Cinecitta, a larger theater with some films playing in OV.

In 91522 Ansbach: every Wednesday and Saturday 8 a.m.-1 p.m., on Martin-Luther-Platz. ***In addition to the regular fresh produce markets, local farmers offer their fresh goods every first and third Saturday of the month at the farmers market on Johann-Sebastian-Bach-Platz (same opening hours). Great opportunity to buy seasonal produce as fresh as it gets.

In Parsberg: every Wednesday and Friday on Stadtplatz. Wednesday 7 a.m.-midday, Friday 2-6 p.m.

In Regensburg: every Saturday 7 a.m.-1 p.m., at the Donaumarkt (right next to the Eiserne Brücke / Iron Bridge).

Closest car park is Unterer Wöhrd (and a short walk across Eiserne Brücke), or Dultplatz and Oberer Wöhrd (walk across the Steinerne Brücke / Stone Bridge and turn left).

Guided Tours Segway Tours The latest craze is guided tours through a city on a Segway. Various cities and locations offer those already; some regularly, some only on special occasions. Most large cities now offer Segway tours, for example Mindways Segway City Tours (in EN) has routes in Berlin, Frankfurt, Hamburg, Köln, Lübeck, and Travemünde.

1 p.m. daily: Walking Tours of Nürnberg in English Nuremberg was once an imperial residence, powerful free imperial city and international trading center. The prosperous city provided the ideal basis for an active cultural and intellectual life and the arts: Even today numerous buildings, monuments and artworks still reflect its former importance. The guided tour through the Old Town offers information and insights on the castle, the fountains and wells, churches and art as well as the city itself past and present.

Meeting point: Tourist Office at the Main Market Square (Hauptmarkt). Duration: approx. 2 ½ hrs. Price: 9 Euros per person, plus price of admission to castle (2 Euros pp). Children under 14 free in the company of their parents.

2 p.m. daily: Guided Tour of 91541 Rothenburg in English, of the most important sights in the historical district Meeting point: Market Square. Duration: 90 minutes. Fee: 6 Euros per person, payable cash to the tour guide 7 p.m. daily: Guided Tour in English of 91541 Rothenburg, with "The Executioner". Meet on Marktplatz, no prior booking required. The tours take place every day and cost 7 Euros per person.

There are tours in German which start at 6 p.m., and also in English, starting at 7 p.m. If you click in the link and scroll down, you can watch a 5-minute promo clip for the executioner's tour (in English but with a lovely Franconian accent). The clip shows some interesting hidden places that you normally don't get to see.

Every Wed. and Sat: 1:30 p.m.: Guided Tour of Regensburg, in English - "Experience a Historical City" In the course of this individually accented tour you get to know the Old City, with its patrician towered houses, the cathedral, the Old City Hall (all from the outside), the Stone Bridge and the Porta Praetoria. Our well-versed guides will be glad to answer any special questions you have, based on your own personal interests.

Closest free car parks are "Dultplatz" (Am Protzenweiher/ Oberpfalzbrücke); adjacent "Protzenweiher" (opposite Protzenweiher 27); neighbouring "Wöhrdstraße" (at Wöhrdstraße 18); and adjacent "Unterer Wöhrd" (Wöhrdstraße 60/62). There is also the "Donaumarkt" parking lot (Donaumarkt 1) which is "a walk across the bridge" closer than the "Wöhrdstraße" car park, but it's not free-of-charge, and it's blocked on Saturday mornings for the Regensburg produce market. From any of these car parks it's only a very short walk across one of the bridges. You can get a map of Regensburg's city center from the Tourist Info in the "Altes Rathaus" (old city hall) for free.

Every Saturday: 1 p.m. Guided Tour of 97070 Würzburg in English Your stroll starts at the Falkenhaus (location of the Tourist Info, ph 0931-372-398) with its elaborate Rococo facade, followed by a visit to the Marienkapelle (St. Mary's Chapel) featuring sandstone sculptures by Tilman Riemenschneider.

Other highlights include the historical town hall building and the Romanesque cathedral "St. Kilian". From the bridge Alte Mainbrücke, you can enjoy fantastic views of the fortress Marienberg, the pilgrimage church Käppele and the famous vineyards. Tour lasts around 1.5 hrs, tickets cost 6 Euros per adult. Between 7 May and 29 October, additional English tours are held every Friday at 1 p.m.

Every Saturday: 2 p.m. Guided Tour in English of Albrecht Dürer's House in Nürnberg’s historical city center, AlbrechtDürer-Straße 39 (in the pedestrian zone). Admission is 5 Euros (normal), 2.50. Euros (reduced) Famous painter Albrecht Dürer lived in Nürnberg (1471 – 1528) – you might know him best for his “Praying Hands” –, and his original residence in Nürnberg’s pretty city center has been converted to a museum. Every Saturday, an actress in historical gowns offers guided tours of the house in English, telling its history from the viewpoint of Dürer's wife Agnes.

Every Saturday: 3 p.m. Guided Tour in English of the Church of St. Jacob's in 91541 Rothenburg.

A public and free tour in English of the famous StJakobs-Kirche (church). You only pay the entrance fee for the church: 2 Euros for adults; 0.50 Euros for students, pupils; groups from 10 person: 1.50 Euros. No reservation necessary! Duration: ca. 45 minutes. Meeting Point: front row inside the church.

Every Saturday: 8 p.m. Guided Tour in English with the Night-Watchman in 91541 Rothenburg on Marktplatz = Market Place. Take a walk back in time with the Night-watchman through the romantically-lit streets of Rothenburg.

Meeting point is on Market Square, the tour lasts about 60 minutes. Fee is 7 Euros per person, payable in cash to the Night-watchman.
