2nd Cavalry Regiment The 2nd Cavalry Regiment is the U.S. Army’s oldest, active cavalry regiment and has the longest tradition. The 2nd Stryker Cavalry Regiment was relocated from Fort Lewis, Washington, to Vilseck in the summer of 2006. The soldiers are also called Dragoons. The regiment’s history starts in 1836 when the unit was deployed to pacify the Native Americans in Florida. The Dragoons fought in many wars on the American continent, on Cuba, the Philippines and in World Wars I and II. At the end of WWII, commanded by Col. Charles H. Reed, they also rescued the famous Lipizzaner horses behind the Soviet lines. Under the name 2nd Armored Cavalry Regiment, headquartered in Nuremberg and with installations in Bindlach, Bamberg, Hof, Feucht, Weiden and Amberg, the unit protected the West German border at the Iron Curtain during the Cold War. Deployments during the liberation of Kuwait, to Bosnia and Iraq followed.

Currently, 2CR dragoons are deployed to various western countries, strengthening relations between nations through multi-lateral training. Cavalry equipped with Stryker light wheeled tanks Today, the Dragoons of the 2nd Cavalry Regiment are no longer equipped with horses but with modern Stryker light wheeled fighting vehicles. Ten models of the U.S. Army’s eight-wheel Stryker fighting vehicle were introduced into the force.
Deployment and mourning the loss of comrades In 2007, the regiment was deployed to Iraq and returned in November 2008. The regiment‘s approximately 4,000 soldiers were stationed in Baghdad and in northern Iraq. Unfortunately, the unit suffered painful losses during the deployment. 26 soldiers were killed in Iraq and did not return to their families, comrades, friends and acquaintances. In June 2010, the regiment deployed again, this time to Afghanistan. The 4,000 soldiers of the 2nd Stryker Cavalry Regiment were stationed in south-eastern Afghanistan. The fight against terrorist claimed additional victims. In July 2011, mourning the loss of 20 fallen soldiers outweighed the happiness that accompanied the regiment’s return to its Upper Palatine home of Vilseck. A maple tree was planted in the regiment’s memorial. “Dragoon Ride” and NATO missions In 2015, 3rd Squadron “Wolfpack”, 2CR, deployed to Estonia, Latvia, Lithuania and Poland as part of Operation Atlantic Resolve North and simultaneously trained with NATO Allies in all four countries for three months. The “Wolfpack” conducted a strategic road march through the Baltic states and Czech Republic to return to Vilseck. It was the longest road march by the United States Army in Europe since the end of WWII with a

Always carry 2 forms of photo ID when entering USAG Bavaria installations “Juveniles who are enrolled in IACS are allow entry with one form of photo ID,” said Bergman. “But we still have to ask for two forms of photo ID when IACS is down per the regulation.” USAG Bavaria includes Army installations at Grafenwoehr, Vilseck, Hohenfels and Garmisch. But you should always carry a second form of photo ID to any U.S. military installation within Europe.
GRAFENWOEHR, Germany — Community members with installation passes should always carry a second form of photo identification when accessing any of the installations at U.S. Army Garrison Bavaria, as well as all U.S. military installations in Europe, according to officials here. When entering post as a DOD cardholder living in Germany, you present the gate guard your installation pass. The guard then passes it through a handheld scanner, which verifies your credentials through what’s known as Installation Access Control System, or IACS.
Personnel may obtain authorized access to U.S. Forces installations, according to the Army in Europe regulation on installation access control, by one of the following four methods:
But if IACS temporarily goes down, gate guards may request a second form of photo ID and a vehicle registration, according to the Army in Europe regulation on installation access control.
Have a valid DOD ID card and be registered in the IACS. Have a valid regular or temporary U.S. Forces in Europe installation pass. Be signed in by an individual with sign-in privileges and present required documents outlined in the IACS regulation, paragraph 29e. Be on an approved access roster and present one of the documents listed in paragraph 29e and, if required, a required background check.

Things you didn’t know: Carrying pepper spray in Germany GRAFENWOEHR, Germany — German laws allow you to carry certain forms of pepper spray, but Army regulations prohibit you from bringing it on-post. Recent reports of an increase in crime and terrorism across Europe, such as those in Cologne and Paris, have raised concerns regarding personal safety. Conversations about self-defense and the demand for personal protection products are on the rise, and some members of the USAG Bavaria community have specifically asked about their rights to carry pepper spray. In Germany, pepper spray is classified into two categories. The first type of pepper spray, such as Mace, Sabre and other brands used for defense against human aggressors, is considered a serious weapon in Germany and is subject to strict regulation. According to the German Arms Act, weapons are defined as both firearms and all other portable objects intending to “remove or reduce a human’s ability to attack or defend.”

Anyone interested in possessing pepper spray, or any other weapon, must satisfy rigorous conditions outlined by the Arms Act and undergo a lengthy, highly regulated process involving licensure through the German government. The second type of pepper spray in Germany is reserved specifically for protection against animals. According to USAG Bavaria’s German Polizei Liaison, Gerhard Maenner, animalrepellent pepper spray is not considered a weapon in Germany and anyone over 18 is authorized to carry it. The label must read Tierabwehrspray, which means “animal defense spray,” or in some way indicate that the pepper spray is only for protection against animals. The only reason for possession must also be for this purpose. The spray is available at sporting goods stores in Germany. Maenner also stressed that it is illegal to carry any form of pepper spray, regardless of its purpose, at demonstrations and large public gatherings.
Pepper spray is a natural, non-toxic substance that causes immediate inflammation and irritation of the eyes and lungs. The recipient usually experiences temporarily blindness, difficulty breathing and coughing. The active ingredient of pepper spray, also known as OC gas, is oleoresin capsicum, which derives from hot peppers. What about on-post? “Plain and simple: pepper spray is not allowed on-post,” said USAG Bavaria’s top cop, Director of Emergency Services, Lt. Col. John Bergman. “According to Army Regulation 190-14, certified U.S. Army military and civilian law enforcement or security personnel working in an official capacity are the only individuals authorized to possess and administer pepper spray on military installations,” said Bergman. Pepper is considered a weapon by the U.S. Department of Defense and will be confiscated by Military Police without warning. Depending on the situation, you may also be charged. Pepper spray is such a serious “use of force,” in fact, that it immediately precedes more severe enforcement measures, including the MP club, military working dogs and presentation of deadly force. Only on-duty MPs who pass annual certification programs, involving personal application of OC gas, are authorized to use it. How do you stay safe during travel? According to Bergman, one of the best ways to ensure personal safety is to travel in groups. You can also dial 110 on any phone to reach the nearest European police station in the event of an emergency. All DOD community members are also required to receive a security briefing on the desired travel location. These briefings are offered by a unit’s S-2 and the garrison Security Office.

College students eligible for gov’t-funded travel to visit active duty parents overseas
The Army regulation on overseas travel, chapter 5, and the Joint Federal Travel Regulation, paragraph 7155, grant military students travel to visit mom or dad stationed in Germany. The student, according the JFTR, must either attend a dormitory school operated by the Defense Department or else attend an accredited school in the U.S. The government will pay for one round trip each calendar year for college students if the family and student meet these qualifications: • • • •
The military member must be permanently stationed over seas and accompanied by family members. In other words, the military parent is on an accompanied tour (with dependent tour, 36 months) and the student is sponsored by the command. The student family member must be a dependent of the military member. The student is not married and is less than 23 years old. The student is attending, or will be attending, an accredited school in the continental U.S. to obtain an undergraduate degree or post-secondary vocational or technical training.
• The student attends school full-time (at least twelve credit hours). Students at military academies do not qualify, but qualify for space-available travel on military aircraft. To apply for student travel, the sponsoring military Soldier must apply at the following website with CAC access: www.updb.eur.army.mil/STUDENTTRAVEL/DEFAULT.ASP. Service members will need the following documents to apply for Student Travel: • • • • • •

How to write ICE comments that deliver results GRAFENWOEHR, Germany — The Army garrison here aims to provide services to support Soldiers and their families. But if those services either exceed or don’t meet your expectations, you can take action. The Interactive Customer Evaluation system, or ICE, is your online customer feedback form. A written complaint is important because it formally puts your complaint on record and sends the signal to leadership that you’re serious about pursuing an issue, according to the Federal Trade Commission, an arm of the federal government aimed at protecting you the consumer. But also, when used effectively, ICE has a uniquely democratic effect within the military in that it makes the garrison and its service providers responsive to the will of the community.

When dealing with a problem, first try to discuss your issue with a representative of that office in person, over the phone or via email. If that doesn’t work, submit an ICE comment. A director or facility manager designated as an ICE manager receives your comments, which are eventually routed up through the garrison commander. Be specific and avoid writing angry or threatening comments. When drafting an ICE comment, describe the situation with as much detail as possible. Explain exactly what you want done and include names, times, dates and locations — all information ICE managers can use to substantiate your concerns to provide solutions. “The most effective ICE comments are those that provide details — who, what, when, where — along with actionable requests and
recommendations,” said Pete Ridilla, an ICE manager and the director of USAG Bavaria’s public works directorate. “If you say, ‘your office is awful,’ and don’t provide details then there’s little I can do. But, for example, if you write an ICE complaint about an office not picking up their phone, I can fix that if you tell me the time of day you called, as well as the office and number you tried calling — it’s possible you called while we were closed or you might just be dialing the wrong number,” Ridilla said. When leaving feedback, remember the Army acronym SMART. Write comments and recommendations that are specific, measurable, achievable, realistic and time-bound. If you want a template, consider using the one provided by the FCC. It’s also in your interest not to submit nasty comments. Often, you have every right to be dissatisfied. The person reading your comments, however, isn’t necessarily responsible for the problem, but is in every way the person who is going to help you resolve it. Provide name and contact information. The ICE comment card can be left anonymous. But you can also provide your name and contact information and request a response. This is particularly useful to you the commenter because it’s the gateway to one-on-one engagement with those decisionmakers who can turn your comments into results. “I recommend that our customers provide us contact information in their ICE cards because it opens the dialogue leading to change,” said Audre Binder, an ICE manger and the director of USAG Bavaria’s Family and Morale, Welfare and Recreation directorate.

Each ICE manager associated with a comment card is responsible for reviewing every submission she receives. But ICE comments with no name or contact information are only added to reports that track trends within an organization. Comments with name and contact information, on the other hand, require direct and immediate action on the part of the ICE manager. ICE managers are required to respond within three working days. But if you leave your name and contact information, do you subject yourself to any retribution? “That’s just not the case,” said Renate Neaverth, the USAG Bavaria ICE program manager. “The ICE system does not track information on an individual, though information such as and IP address can be retrieved for a criminal investigation.” Plus, added Neaverth, the managers that respond on ICE are not allowed to use contact information to track down an ICE commenter to retaliate. In fact, the ICE policy protects customers and clearly prohibits retribution.
Leave positive feedback, too. The purpose of the ICE system is to enable DOD organizations to collect feedback to improve services, according to the DOD’s ICE policy. “While negative feedback helps us determine where we need improvement, positive feedback highlights what we’re doing well and what we should continue,” Binder said. ICE comments — both good and bad — can reflect a trend, perhaps the greatest mover of change. A spike in complaints about a particular service, for example, may provide the justification for more funding or resources. Similarly, a trend in positive comments toward a service may strengthen its foothold in the community and prevent it from downsizing. “When leaving positive feedback, remember to be specific,” advised Binder.
“Persons who view and/or use comments or contact information in an inappropriate or unauthorized manner assume the consequences for violations to privacy and their legal and monetary impacts,” according to the DOD’s ICE policy, dated July 31, 2009.

The Netzaberg Chapel set to open summer 2016 GRAFENWOEHR, Germany — The chapel overlooking the Netzaberg village here is on pace to open its doors for services beginning in the summer of 2016, according to lead managers. Begun in November 2013, the new chapel will replace the aged one located on Tower Barracks. The $15 million project, with a 115 feet tower, will be the new home for many denominations. Plus, new features will accommodate more people and services.

While the old Grafenwoehr chapel fits about 180 people, the new main room of the Netzaberg chapel will fit about 600 people and can be divided in two rooms. Additional classrooms and child care rooms will also be available. The latest features such as video projectors, a sound system and stage lights will be integrated. In addition to a design geared toward flexibility and usability — the chapel includes a mobile Christian altar and a baptism pool — local and environmentallyminded construction went into the chapel’s design. “The latest environmental and technical technology, like waste heat recovery and central building control systems, will be
implemented,” said Andrea Hoesl, the Netzaberg chapel project manager. “To match the latest U.S. and German standards, also local material has been used and local companies have been hired. Sustainability is a major factor.” Beside the technical finesse, the architecture is extraordinary. Waveforms and curved design elements reflect the hilly Upper Palatinate surroundings, said Hoesl. “This is an amazing project,” said Hoesl, adding that “you just build one church in your life, if at all.” Additionally, the worship room will have an overflow area, which encompasses a second stage, allowing for two worship services held at the same time, said Maj. Michael Frailey, the USAG Bavaria chaplaincy resources manager. There will be a commissioning and dedication ceremony this summer, Frailey said.

Saensuk Thai Massage
Born in Chiang Mai, Thailand, Sawitree completed 700 hours of training to learn how to perform the traditional Thai massage. The treatment mainly consists of stretching moves and various pressure techniques during which certain energy lines are stimulated with the palm of the hands, the thumbs, the feet and the elbows, varying in intensity. The treatment also depends on the ailments of the customers. The energy lines, also known as “sen“, go back to the nadis of Indian medicine. Nadi is a Sanskrit word and means “channel” or “pipe.” Yoga and Tantra also identifies energy lines that supposedly go through the body and provide it with energy called Prana, similar to the principle of the meridians known in traditional Chinese medicine. The term Nadi is supposed to be derived from the root “nad” which means movement, stimulation and vibration. 72,000 of these energy lines run through the entire human body. Ten of these "sens“ are of therapeutic significance for Thai massages. They are stimulated and increase the wellbeing and improve health. In Thailand, these massages and the knowledge that has been acquired in the monasteries have been used for centuries to alleviate medical symptoms such as migraine, headaches, menstrual pains, or in addition to other pain therapies.
The atmosphere in the Saensuk practice contributes to the well-being and relaxation of the customers. Sawitree Wiesheier works together with Virada Bunte who has 15 years of experience working as a Thai masseuse. Thai massage are also physically exhausting for the masseuses. During our visit of the practice, Virada Bunte demonstrates this. She has to kneel behind the patient and work on the aching areas with the palms of the hands, the knees, or elbows. “People come to us with a stiff neck or hip pains.“ Sawitree or Virada treat their patients four or five times, then a significant improvement can be felt. “Patients are also referred to us by physicians if regular massages or physical therapy have failed, “says the therapist. However, Thai massages may not be prescribed by a doctor. A 30-minute massage costs 20 Euro, an hour 37 Euro. If you nodded yes, you should explore the Wildgehege Hufeisen in the Veldensteiner Forest, a nature reserve about 30 minutes west of Grafenwoehr. Along the barrier free path, with a little patience and a good eye, you can spy a spotted deer or two frolicking in the snow near their mothers. For an ever further magical experience you can perhaps convince one to come nearer for a few treats. If you observe the Mouflon — a type of wild sheep — hold up a piece of bread and they will hop on over to you. The babies are the friendliest bunch and are very curious little fellows with wide eyes and snow covered snouts. The males hang out with their long horns in the background while the females and babies grab a nibble or two. Not only can you find a variety of animals in the forest, but you can also find a playground that includes rock climbing and balancing poles. Located around the playground are picnic areas which have covered tables and benches. In the silence of the winter with the snow dwindling down, you can enjoy a picnic with your darling or your family while observing a herd of deer dashing by in the snow. If you have the time after a magical day spent in the park, the nearby restaurant, Waldschänke, which is within walking distance, offers hearty snacks with a cozy atmosphere, but don’t forget to grab a post card or two before heading out for only 50 cent euro. Each post card features a different animal. You can also purchase pamphlets with maps inside. According to the pamphlet I purchased, the first animals in the enclosure were 14 deer, who were lured with apple pomace from the surrounding forest into the fencing. Health professionals focus on brain injury awareness VILSECK, Germany — Symptoms associated with a brain injury are nothing to shrug off, according to medical experts with the Bavaria Health Command. Each year, approximately 1.7 million people sustain a traumatic brain injury

“The brain is complex with several receptors and transmitters,” said Robert M. Lucania, Director of the Mild Traumatic Brain Injury Program for Bavaria Health Command. “If the head is hit, jolted or subject to a surge of energy like a blast, these receptors and transmitters can be damaged, resulting in a temporary disruption in the way the brain works.” Classifications of Traumatic Brain Injury are mild, moderate and severe. The majority of traumatic brain injuries are mild, commonly known as a concussion, Lucania said. Not every person who sustains a head injury might be aware of the injury, but symptoms can emerge days, weeks or months later. Using the acronym “H.E.A.D.S.” helps identify the symptoms of a concussion. H.E.A.D.S. stands for headaches or vomiting,
ringing in the ears, Amnesia or alteration of consciousness, dizziness or double vision and just feeling something is not right. Fatigue, irritability, problems with sleeping and concentration are other symptoms associated with a concussion, Lucania said. Symptoms can also compile to make coping with a head injury more difficult. Sleep disturbance could lead to irritability, which could lead to difficulties concentrating. “You can see how these symptoms can impact an individual’s work, study skills and interpersonal relationships,” he said. “It’s important to realize not everyone will have the same symptoms and people recover at different rates.” Symptoms of a concussion usually begin to subside in a few hours or days. Ninety percent of people who sustain a concussion recover in about 90 days, but some people may require longer treatment; however, the good news is the prognosis is positive, Lucania said. People who sustain a concussion should see their doctor and reduce their mental and physical exertion to allow the brain time to heal. Avoiding stimulates like smoking, alcohol and caffeine are also recommended, he said. “We don’t want people to be inactive all day; just wind down and their doctor will let them know when to start gradual activities,” Lucania said. He also recommends staying away from contact sports and other activities that could jolt or hit the head, which can result in another concussion, thereby making recovery more difficult. While the Mild Traumatic Brain Injury program in clinics throughout Bavaria focus on diagnosis and recovery of brain injuries, prevention is the best solution. “Prevention is always key,” he said. “Wear the proper equipment when engaging in sports, know the safety rules; wear a helmet when riding a bicycle, motorcycle, skateboarding, etc., wear your seatbelt, make sure your home and work place are free of slip hazards and see a doctor if you sustain a head injury and show symptoms or when in doubt.” March is Brain Injury Awareness Month. Myth #1 — A general power of attorney will allow my spouse to take any action that I could take. False. General powers of attorney are often not accepted by corporations, agencies and institutions. Any organization to whom a power of attorney is presented may choose to refuse to honor a general power of attorney. A specific power of attorney is more likely to be accepted. Myth #2 — I can get certified copies of my legal documents at Legal Assistance. False. To obtain a certified copy of a document, you must request a certified copy from the source that holds the original document. For example, if I were born in Dade County, Florida, I should request a certified copy of my birth certificate from Dade County clerk’s office. Myth #3 — The military will provide a lawyer to represent me for my divorce. False. Legal Assistance attorneys are not allowed to represent you in court. If you are considering divorce, the first step is to contact the Military Family Life Counselors and talk about your relationship. The attorneys at the legal assistance office can advise you about the procedures and consequences of divorce, but are unable to represent you in court. Myth #4 — I can quit paying my cell phone and internet bill whenever I deploy or PCS as long as I send in my orders. False. In the United States, the Service members Civil Relief Act allows you to break some contracts with military orders. However, the SCRA only applies to United States companies. German companies are not required by law to release you from a contract, regardless of whether or not you have orders. Myth #5 — I received a letter in the mail that says I have to appear at court, but I’m stationed in Europe, so I can ignore it. False. As soon as you are notified of a court date, you need to stop by your legal assistance office. Being stationed in Europe does not relieve you of court orders, but the legal assistance office may be able to help you contact the court to request a stay of court proceedings and schedule a time when you can appear. Myth #6 — I don’t need a will, because I have the SGLI. False. Anyone who is married, or who has children, or who owns real property should consider making a will. The SGLI is important, but it is not a substitute for a will. 17 | Bavarian Times
Myth #7 — I just got married here in Germany, my German spouse can PCS with me stateside because we are married and my spouse is on my military orders. False. Any family member who is not a U.S. citizen must have a visa to move to the United States. This requires a lot of paperwork and the visa process often takes more than six months. Military orders alone are not sufficient to allow a non-citizen to immigrate to the United States. I just got orders to USAG Bavaria and I need a sponsor. Now what? GRAFENWOEHR, Germany — Soldiers PCSing to the U.S. Army Garrison Bavaria in Grafenwoehr, Vilseck, Hohenfels or Garmisch will need to use Army Career Tracker’s Total Army Sponsorship Program effective April 17, 2016, to request a sponsor and initiate the DA Form 5434 (Sponsorship Program Counseling and Information Sheet).
TASP aims to help Soldiers better integrate into the Army and to assist them when they transition to different units. Sponsorship applies to all active component Soldiers in the ranks of private (E-1) through Colonel (O-6), according to TASP regulation, AR 600-8-8 and HQDA EXORD 161-15 Army-Wide Implementation of the TASP ACT module for active component.
Dubbed the Total Army Sponsorship Program, or TASP, the new program is accessed on the ACT website and will replaces EASI-GATE as the program for processing sponsorship requests, which has been used to process Permanent Change of Station orders to Europe.
TASP ensures incoming Soldiers are assigned sponsors prior to reporting to their next duty station. Obtaining a sponsor reduces the stress of reporting to a new unit, enhancing resiliency and improving readiness among Soldiers and family members.

How to register for AtHoc at USAG Bavaria Since the Army rolled out the AtHoc mass-warning notification system earlier this year, the message for users has been clear: Register now. It takes just five minutes and is the best way to ensure you and your family receive emergency warnings. What may be unclear to users is how to register. To assist, USAG Bavaria’s emergency management office answers some FAQs. What does AtHoc do anyway? The AtHoc mass-warning notification system sends registered users emergency warnings and other critical information, such as hazardous road conditions, reporting delays, and base closures due to severe weather. The notifications are mostly local, but may also be theater-wide. The system notifies users in several ways: as a pop-up on their workstation computer, an email to work and home addresses, a text message to their cell phone, and a voicemail to their work, home and cell phones. There is also a smartphone AtHoc application. Who are these users you keep talking about? Who should register? Everyone with a Common Access Card should register—all service members, civilians and contractors. Okay, I’m a service member/civilian/contractor. How do I register? Step 1: From your work computer, look for the AtHoc icon, a purple globe, on the taskbar in the lower right corner of the screen. Step 2: Scroll slowly over the icon to make sure the installation location is correct. The tag should read USAG BavariaGrafenwoehr MWN, USAG Bavaria-Hohenfels MWN, or USAG Bavaria-Garmisch MWN. Step 3: Right click on the AtHoc icon and select Access SelfService from the pop-up menu. Step 4: Select the My Profile tab and update your basic information—first and last name, building number and organization. Step 5: Scroll down to the Numbers section and enter your work phone and email. If you have a government issued mobile
phone, enter that number under Phone-Mobile and Text Messaging. You also have the option of entering a home phone and email address, and if you don’t have a government issued mobile phone, a personal cell number as well. This is important: Enter all phone numbers as if dialed from the United States, starting with 01149. For example, a work number in Grafenwoehr would look like this: 011499641837226. When you enter your full phone number, you will receive a message that reads “Input format is not valid. Accept as is!” Click on “Accept as is!” Do not enter DSN numbers. If you are not sure about prefixes for your installation, see the USAG Bavaria phone book. Step 6: Save. Let’s back up - I don’t see the purple globe or the tag displays the wrong location. What do I do now? You can still register at the USAG Bavaria MWNS Self-Service page for your location. For Grafenwoehr and Vilseck: https:// warnings1.army.mil/SelfService/2026322. The online questionnaire can be completed by any squad member or civilian. The questionnaire is entirely voluntary and can be completed in 10 to 15 minutes.

The idea behind NIMS is to empower first-line leaders to tackle issues that are among the top priorities for senior Army leaders. "As enlisted leaders, we can improve the overall well-being, safety and dignity of all Soldiers and Civilians through the NIMS campaign," said the command sergeant master at U.S. Army Garrison Bavaria, Command Sgt. Maj. Robert Todd.

Here's how it works. Squad leaders, team leaders, section leader, crew leaders, or just about any level of leadership, take an assessment at the NIMS site. Based on the results, you will be directed to resources that reinforce success, strengthen areas of weakness and consider alternatives. What does success look like? Command Sgt. Maj. Robert Todd explains. "Success is when every member of the squad takes ownership for the standard of behavior," said Todd. "If, for example, a Soldier walks into a common area with an inappropriate poster or walks in during an inappropriate conversation or act, that Soldiers says, 'not in my squad,' and changes are made as a result."
Results are confidential with the shared link, without giving up any of the Soldiers personal information. The assessment is designed for the squad level, but can also be utilized by senior leaders and civilians alike. Once the squad members complete the assessment, the squad leader can have a group discussion to examine the results. Sometimes the squad leader will not have the same viewpoint of the overall cohesiveness that the team leaders or that of the Soldiers. To assist in the improvement of the issues facing the squad, Soldiers can access links that provide materials to aid in resolving the issues. "I don't want to put band-aids on cuts," Daily said in an October interview, regarding the intent behind NIMS. "I want to prevent cuts."

Hatch Act: Federal employees’ guide to social media and email The Hatch Act, a federal law passed in 1939, limits certain political activities of federal employees, as well as some state, D.C., and local government employees who work in connection with federally funded programs. The law’s purposes are to ensure that federal programs are administered in a nonpartisan fashion, to protect federal employees from political coercion in the workplace, and to ensure that federal employees are advanced based on merit and not based on political affiliation. The U.S. Office of Special Counsel routinely receives questions from federal employees and others about when the use of social media and email could violate the Hatch Act. For more on how the Hatch Act affects you, visit the OSC site. Social media and email — and the ease of accessing those accounts at work, either on computers or smartphones — have made it easier for federal employees to violate the Hatch Act. Yet there are many activities employees can do on social media and email that do not violate the law. OSC has created this Frequently Asked Questions (FAQs) page to help employees understand what the Hatch Act does and does not allow when using social media and email. In general, all federal employees may use social media and email and comply with the Hatch Act if they remember the following guidelines: 1. Do not engage in political activity while on duty or in the workplace. • Federal employees are “on duty” when they are in a pay status, other than paid leave, or are representing the government in an official capacity. • Federal employees are considered “on duty” during telecommuting hours. 2. Do not engage in political activity in an official capacity at any time. 3. Do not solicit or receive political contributions at any time. “Political activity” refers to any activity directed at the success or failure of a political party or partisan political group (collectively referred to as “partisan groups”), or candidate in a partisan race. In addition, some federal employees are considered “further restricted,” which means they are prohibited from taking an active part in partisan political management or partisan political campaigns. Thus, they may not engage, via social media and email, in any political activity on behalf of a partisan group or candi-
date in a partisan race. Most further restricted employees work in law enforcement or intelligence agencies. These rules have some very limited exceptions. When in doubt, federal employees should consult OSC or their agency ethics officers. The following list of questions is not comprehensive, but answers many of the most commonly asked questions regarding the Hatch Act and the use of social media and email. Please note that although the FAQs refer to Facebook and Twitter, the advice provided is applicable to any social media platform. If federal employees have further questions, they should email OSC at hatchact@osc.gov. Social Media Q: May a federal employee engage in political activity on Facebook or Twitter? A: Yes, federal employees may express their opinions about a partisan group or candidate in a partisan race (e.g., post, “like,” “share,” “tweet,” “retweet”), but there are a few limitations. Specifically, the Hatch Act prohibits employees from: • Engaging in any political activity via Facebook or Twitter while on duty or in the workplace. • Referring to their official titles or positions while engaged in political activity at any time (note that inclusion of an employee’s official title or position on one’s social media profile, without more, is not an improper use of official authority). • Suggesting or asking anyone to make political contributions at any time. Thus, they should neither provide links to the political contribution page of any partisan group or candidate in a partisan race nor “like,” “share,” or “retweet” a solicitation from one of those entities, including an invitation to a political fundraising event. An employee, however, may accept an invitation to a political fundraising event from such entities via Facebook or Twitter. • • •
Further Restricted Employees: Yes, further restricted federal employees also may express their opinions about a partisan group or candidate in a partisan race (e.g., post, “like,” “share,” “tweet,” “retweet”), but there are a few limitations. In addition to the limitations above, the Hatch Act prohibits further restricted employees from: Posting or linking to campaign or other partisan material of a partisan group or candidate in a partisan race. “Sharing” these entities’ Facebook pages or their content. “Retweeting” posts from these entities’ Twitter accounts. To illustrate, while off duty and away from the workplace, a further restricted employee may post on social media his opinion about a Presidential candidate, “share” a friend’s endorsement of a political party, or “like” a candidate’s Facebook page. However, the employee may not “share” a post from a campaign Facebook page, “retweet” a message from a political party, or “like” a post that requests contributions for a candidate.
Q: May a federal employee engage in political activity on Facebook or Twitter if she is “friends” with or has “followers” who are subordinate employees? A: Yes, but subject to the limitations described in other related questions and the following guidelines. If a supervisor’s statements about a partisan group or candidate in a partisan race are directed at all of his Facebook friends or Twitter followers, e.g., posted on his Facebook page, then there is no Hatch Act violation. Such statements would be improper if the supervisor specifically directed them toward her subordinate employees, or to a subset of friends that includes subordinate employees. For example, a supervisor should not send to a subordinate employee a Facebook message or “tweet” that shows her support for a partisan group or candidate in a partisan race. Q: May a federal employee use a Facebook or Twitter account in his official capacity to engage in political activity? A: No. Any social media account created in a federal employee’s official capacity should be limited to official business matters and remain politically neutral. Any political activity must be confined to the employee’s personal Facebook or Twitter account, subject to the limitations described in other related questions. Q: May a federal employee become a “friend,” “like,” or “follow” the social media page of a partisan group or candidate in a partisan race?
A: Yes, but not while on duty or in the workplace. Q: May a federal employee use an alias to “friend,” “like,” or “follow” the social media page of a partisan group or candidate in a partisan race? A: Yes, but be advised that federal employees remain subject to the Hatch Act even when they act under an alias. Therefore, the advice provided in response to other questions applies regardless of whether or not the employee is acting under an alias. Q: May a federal employee continue to “friend,” “like,” or “follow” an official social media page of a government official after he has become a candidate for reelection? A: Yes. For example, a federal employee may continue to “friend,” “like,” or “follow” the official government Facebook or Twitter account of the President or Member of Congress, even after the President or Member begins his reelection campaign. Q: What should a federal employee do if an individual posts or “tweets” a message soliciting political contri butions to a partisan group or candidate in a partisan race, or a link to the political contribution page for such entities, on the employee’s social media page? A: Although the Hatch Act prohibits federal employees from soliciting or receiving political contributions at any time, employees are not responsible for the statements of third parties, even when they appear on their social media page. Thus, if an individual posts a link to the political contri bution page of a partisan group or candidate in a partisan race, or otherwise solicits political contributions, the employee need not take any action. The same advice applies to any “tweets” directed at the employee. Because a profile picture accompanies most actions on social media, a federal employee would not be permitted, while on duty or in the workplace, to post, “share,” “tweet,” or “retweet” any items on Facebook or Twitter, because each such action would show their support for a partisan group or candidate in a partisan race, even if the content of the action is not about those entities. Email Q: What is a partisan political email? A: A partisan political email is an email that is directed at the success or failure of a partisan group or candidate in a partisan race. Q: May a federal employee—while on duty or in the work place—receive a partisan political email? A: Yes. Simply receiving a partisan political email while at work, whether to a personal or government email account, without more, does not violate the Hatch Act. However, federal employees must not send or forward partisan political emails to others while on duty or in the workplace.
A: No. A federal employee cannot send or forward a partisan political email from either his government email account or his personal email account (even using a personal device) while at work. Q: May a federal employee—while on duty or in the work place—send or forward an email about currents events or matters of public interest to others? A: The Hatch Act does not prohibit federal employees from engaging in non-partisan political activities. Accordingly, employees may express their opinions about current events and matters of public interest at work so long as their actions are not considered political activity. For example, employees are free to express their views and take action as individual citizens on such questions as referendum matters, changes in municipal ordinances, constitutional amendments, pending legislation or other matters of public interest, like issues involving highways, schools, housing, and taxes. Of course, employees should be mindful of their agencies’ computer use policies prior to sending or forwarding any non-work related emails. Q: May a federal employee send or forward a partisan political email to subordinate employees? A: No. It is an improper use of official authority for a supervisor to send or forward a partisan political email to subordinates, at any time. Q: May a federal employee send or forward an email invitation to a political fundraising event to others? A: No. The Hatch Act prohibits federal employees from soliciting or receiving political contributions, which includes inviting individuals to political fundraising events, at any time.

Soldiers can avoid unnecessary credit card fees GRAFENWOEHR, Germany — Tired of paying foreign transaction or annual fees when you use your credit card overseas? If you’re on Active Duty (or a Reservist on Active Duty), you’re in luck! Military life while stationed overseas can be expensive. One expense many service members don’t realize is that most credit card companies charge anywhere between two to four percent every time you use the card to purchase an item or service in foreign currency. Over a two- to three-year overseas assignment, that small percentage can add up to thousands of dollars that goes right into your credit card company’s pocket. If you are on Active Duty (or are a Reservist on Active Duty), you don’t have to take this lying down. With a little work, you can get most major credit card companies (i.e. Chase, American Express, CitiBank, Wells Fargo, Barclay N.A., USAA, etc.) to waive all foreign transaction fees, and several other fees including even high annual membership fees on your credit card account. What’s the catch? Besides a little work on your part, there really is no catch. All you need to do is call your credit card’s customer service line and ask to speak with a representative which handles SCRA (Service member Civil Relief Act) requests because not all customer service representatives are aware of their company’s benefits to service members. Explain to the customer service rep that you are an active member of the military and you want to know/request what benefits they extend to service members. They may ask you to send them some documentation (i.e. a copy of your current military orders), as well as basic information like when you came on active duty and your present ETS date. Then your credit card company will verify your military
status with the DoD and inform you in writing of their ultimate decision regarding your request. The key is the primary card holder must be the service member. So long as that’s the case, your spouse can also benefit from this if he/she is an additional cardholder. One Soldier in our office had amazing success getting thousands of dollars in fees refunded to them. He got American Express to not only waive all fees (to include fees for foreign transactions, annual membership, late fees) but they audited his account dating all the way back to when his active duty service began and refunded him all previously charged fees to include his $450 annual membership fees and even refunded him the extra $150 additional cardholder fee for his spouse. Chase N.A. and Barclay N.A. did the exact same thing as American Express. Just between two credit card companies, he and his wife had over $2000 refunded to them! Walter Brunner: Questions with a German-American KONTAKT Club guru GRAFENWOEHR, Germany — If you are interested in host nation culture, people and events, then the German-American KONTAKT Club is the perfect place to mingle with local nationals. The KONTAKT club was founded in 1969 by U.S. Army Europe and the German Federal Ministry of Youth, Family, Woman and Health. It even has its own regulation: “Army in Europe Outreach – KONTAKT Program,” Army in Europe Regulation 360-90. The goal of KONTAKT is to share interests, culture, language and more. Within the USAG Bavaria footprint there are KONTAKT Clubs in Grafenwoehr, Vilseck, Amberg and Hohenfels.

Q: Was there any special event or highlight in the past? A: The KONTAKT Outreach conferences are always very special. You can exchange ideas with other clubs and it’s also a great opportunity for awards. Q: Was there any special event you can think about? A: Sometimes the simple activities are most fun. Like churning, making butter like back in the old days. Together with
Bavarian music and beer, this is a great way for Americans to experience old German traditions, music and culture. Q: Can you highlight some of your activities? A: We are doing a lot of different activities, like bowling tournaments, social gatherings, dinings out, wine trips, BBQs, Christmas parties and more. Q: How much are the membership fees? A: The fees are 15 euros per year for Grafenwoehr and Vilseck and 17 euros per person and 25 euros per family for Hohenfels. Omalia Weatherholt: Questions with a Family Child Care provider GRAFENWOEHR, Germany — U.S. Army Family Child Care, or FCC, bestowed this year’s Provider of the Year award to Omalia Weatherholt, a beloved member of Bavaria’s Child, Youth and School Services. And it doesn’t take long to understand why. Omalia Weatherholt is quick to smile and deeply humble, but also undoubtedly professional and fiercely passionate about children. Her house is welcoming — the scent of fresh tamales drifting from the kitchen — and, with a huge section dedicated to children, definitely embodies the nurturing environment many parents want for their kids. Like the Child Development Center, FCC is a program that provides affordable childcare for military families. The providers are installation-certified and licensed specialists, many with degrees or an educational background in early child development. FCC caretakers complete a lengthy and rigorous certification process at every duty station and meet specific standards regarding personal health, background and child safety. The FCC program particularly caters to military families desiring homestyle care, more personalized attention for their child and flexible hours. Omalia is accredited by the National Association for Family Child Care, has an Associate’s degree in Child Development and has been a FCC child-care provider for over 12 years. Originally from Panama, she is a military spouse, a mother of two boys and fluent in both English and Spanish. I sat down and spoke with Omalia. Here’s a glimpse into her story. What initially sparked your interest in this field? As a military spouse, I know the struggles of a military family. A brand new mom, you don’t want to leave your kid with just anyone. You have to go to work and leave them alone. I know that struggle. Parents need someone they can trust with their kids. That’s the main thing that led me to this path and made me stay on it. Many of the kids I have watched have struggled going from house to house. They opened FCC to give families and Soldiers a safe environment for their kids. It is very regulated. We have inspections all the time. The community here in Bavaria is big, and CDC can’t handle it alone. In the states, it’s a little bit different, because there are so many other private providers and the Soldiers have more options. But when you go overseas — it is what it is. If you want to keep your kids within the military community, you have to go to CYS and ask for care. And that’s where FCC comes in. Do FCC providers watch infants too? Care for an infant is very hard to find through the CDC. It’s full all the time. They offer FCC to those parents, and you can interview with a provider. Otherwise they put you on the CDC waiting list 29 | Bavarian Times
until a spot opens. It’s much easier for preschoolers and toddlers to have a slot at the CDC. There, it is four infants to one adult and eight toddlers to one adult. At FCC, the ratio is six kids total, but we can never have more than two infants. Right now, I have three toddlers and three preschoolers. At the CDC, kids go to a center with a bunch of other kids. At FCC, it’s a home environment. It depends on what your kid needs. If your child wants to be social, then the CDC is a good option. But if your child is kind of shy or needs a little bit more attention, then FCC is better. How do you keep the kids busy? We do cooking activities, art, drama, Play-Doh. We have toy cars and balls, and we go play outside. All the activities have to be related to the child’s development. We follow a lesson plan every week. It’s important that they learn something every day. The toddlers are really smart kids. I love them. If your child is four years old, we encourage them to start getting ready for preschool or Kindergarten. But we help them prepare and keep them busy. We start learning how to write their name. The other day we learned how to make peanut butter and jelly sandwiches. The bread was cut and I have everything ready. We all go to the table and do it together. We’re trying to make lots of things — we’re trying. We make cupcakes, bread. I let them all mix different things. We’ve also made Jell-O. They wanted to drink it right away. The next day I said, “Hey remember the Jell-O we made yesterday? Let’s go check on it!” What is your favorite part about this job? I love to help the community. It’s really hard for parents. It was so hard for me to find someone that I knew I could trust my kids with. I want to be able to help the community and be a person parents can trust with their kids. I have one child who has been with me for two years. They PCS in April, and I am PCSing too. He is really special. He started with me when he was 18 months, so he knows everything. “Mrs. Omalia, Ms. Omalia, Ms. Omalia!” That’s what I’m going to miss. But I keep in touch with all the moms. I keep in touch with the moms I met in Virginia, and their kids are already teenagers! It’s so fun to watch them grow. What are your work hours? The day can start so early. It all depends on the Soldier. MPs have a crazy schedule. In the states, I had a child come in at 4 a.m. But over here, the earliest I have right now is 5:45 a.m., but most come around 6 or 6:30 a.m. Most of the kids leave around 5 p.m., so it’s an 11-hour day. What about food? We provide the food and follow the menu of CYS. The menus are approved every year for the four seasons. We have to follow it. Inspectors come and make sure you are using the right menu. If parent’s want their child to be on a special diet, they have to get it approved by CYS. the commissary. That way, if anything happens, we know exactly where the food came from.

What did the FCC certification process entail? You have to get a lot of background checks. It can take six to eight months before you actually open your house. They check the provider, the spouse and your kids if they are over 16. Now, they also check your medical records. Every time you PCS, you have to go through the background check process again. As soon as you start the background check, you have to go to a week-long class to learn about the garrison, SOPs, and CYS regulations. You also review the basics of child development. They cover CPR, medication administration, child safety and fire rescue. They teach you how to do your paperwork, since FCC providers have to submit paperwork every week. During this time, you also have to wait for inspectors to look at your house. The fire and safety have to inspect the house. The nurse has to come. You have to pass a health exam. Once you are allowed to be a provider, you are inspected regularly. We get visits from the director, and safety and fire department come every year. We have a quarterly inspection from the coordinator. There are only five FCC providers at this garrison right now. I guess it’s because before you can open, you have to go through the long process of inspections and background checks. It’s not an easy process. Any advice for other FCC providers? Be patient and flexible. The opening process can take a long time. You also need to have good communication with the parents. I had one duo-military family. It was a crazy schedule. Sometimes he was in the field, sometimes she was in the field. I have also had to watch babies over-night. We call it extended care. That’s for mission-related situations mostly. The longest time I have ever watched a child was for three months.
Who is your role model? My mom. I love her so much. She is a really strong woman and has such a big heart. She had her first baby at 16 and had to work really, really hard. She was a single mom. Now she is a minister for the church. She’s cared for so many — always getting stuff together for others. I remember growing up, every pay-day, she would set up boxes with rice, beans and other things. We would package them up and take it to other peoples’ houses. We weren’t rich, but she would give to other people. What is your favorite movie? Finding Nemo. I can watch over and over again. I have been watching that with my kids forever. We still watch it and laugh so much. University or life experience, which do you feel best prepares you for life? People and places — they are what have prepared me for life. Being married to a Soldier — it’s challenging — but it has prepared me. I am so far from my family in Panama, and it has made me stronger. I had to raise my kids by myself, because he’s always out. Meeting all those people, learning about all the traditions, learning English — being a military spouse is the greatest life experience. I really thought I would just live on the countryside of Panama and teach, but no, here I am in Europe. I’ve been able to travel the world. If you could learn to do anything, what would it be? Since I was a teenager, I have wanted to play guitar. So I think I would love to learn how to play. It would be so nice to have an instrument to play with the kids.

Things you didn’t know: German Bockbier…for monks, it’s what’s for dinner
The story goes something like this: In the early 16th century, Paulaner monks of the Neudeck ob der Au monastery outside of Munich began brewing a strong, dark beer in order to compensate for the greatly reduced intake of food during the Lenten fast. The beer was known as bockbier: a rich, complex, malty, low-hop style of lager. The monks were technically only supposed to consume water during Lent, so when the Pope heard of this strong brew, he ordered a sample to be transported to Rome for a taste. During the long journey over the Alps and under the hot Italian sun, the beer spoiled. Tasting the spoiled ale, the Pope decreed the beer as punishment for the Bavarian monks to drink during Lent.
Bock beer can range in alcohol content from roughly 6.3 to about 12 percent. By comparison, mass-brewed light beer is typically 3.5 to 4.5 percent, so even the lightest bocks should be handled with care. Bock beer is justly referred to as “liquid bread,” and between Ash Wednesday and Easter every year, villages across Bavaria invite residents to embark on this longstanding tradition do what the monks did and drink their dinners at local breweries and bockbier fests. While the dark brew is the main course, music, dancing, and that traditional Bavarian charm are served in heavy doses on the side. Starkbierzeit is German for “strong beer festival,” an event held every March in Munich.

Whether you say “Happy Easter” or “Frohe Ostern” the tradition of dying Easter eggs is a cultural similarity.
Things you didn’t know: Easter traditions in Germany GRAFENWOEHR, Germany — When it comes to celebrations in Germany, colorfully decorated trees aren’t just for Christmas anymore. Roughly four weeks before Easter — which falls on March 27, 2016 — handcrafted eggs dangle from the branches of birch trees, symbolizing new life and fertility, and towns, big and small, are painted in a sea of pastel. Public fountains are adorned elaborate greenery, garland and florid Easter eggs to welcome the spring season and offer thanks for life-giving water. Each town seeks to make its decorations bigger and brighter than the next, and one local village, Sulzbach-Rosenberg, still holds bragging rights.

In 2005, this small town just 18 kilometers south of Vilseck entered the Guinness Book of World Records for the most eggs used to decorate an “Osterbrunnen,” or Easter fountain. The townspeople managed to hang a total of 16,500 eggs, beating out the previous record of 11,600 held by Baden-Wuerttemberg. While the ornamentation comes early, the official Easter holiday in Germany begins on Gruendonnerstag (Maudy Thursday). Gruendonnerstag means “Green Thursday” and is believed to be the day on which the Last Supper was held. It is tradition to clean your house thoroughly on this day, a custom possibly linked to the preparation of a Passover Feast. Green food, such as spinach, kale, cress, leek, chives and other herbs are traditionally eaten on this day.
In both cultures, Good Friday is a day when Christians reflect on the crucifixion of Christ. In Germany, the day is known as both Karfreitag meaning “sorrowful Friday” and Stiller Freitag, or quiet Friday. Unlike the U.S., Good Friday, along with Ostermontag (Easter Monday) are national holidays in Germany. While there are apparent differences, many other German and American traditions overlap throughout the four-day celebration. Easter eggs are dyed and children anticipate a visit from the “Osterhase” or Easter Bunny. Ostersonntag (Easter Sunday) brings church services, family gatherings complete with culinary overindulgence, rousing Easter egg hunts and baskets filled to the brim with chocolate and candy. Germany stands alone, however, when it comes to the Saturday night bonfire (a symbol for the sun as the giver of life), and the baking of a braided sweet bread in the shape of a wreath, (Osterbrot), which is found in German bakeries around the holiday. But America holds her head high as the birthplace of the infamous chick-shaped marshmallow treat; because nothing says “Happy Easter” or “Frohe Ostern” quite like a candy Peep.

Dining with your Bavarian neighbors offers a unique cultural experience.
Breaking bread with Bavarians GRAFENWOEHR, Germany -- It is customary for many landlords and nearby residents to invite their new tenants and neighbors into their home for dinner. But if you're new to the area, anticipate some slight differences.
A fork and knife is used for nearly everything -- including pizza and sandwiches. Don't cut potatoes or dumplings with a knife, however, as it suggests food is not tender, and do not use a knife to cut salad in the salad bowl as it is not customary.
Read ahead to enter this cultural experience well prepared and remember, glasses will be raised and lifelong experiences will be made when you break bread with Bavarians.
And like your mother always told you, remember to keep those elbows off the table.
If you do bring flowers, be sensitive to colors. Avoid carnations as they symbolize mourning, as well as yellow and white chrysanthemums and calla lilies, as they are traditionally brought to funerals. Red is for romance, so only bring them if the situation warrants. (Wink!) Yellow roses are perfect as a small token of appreciation, but choose an odd number. Not only is this a European custom, but many Germans also believe they are easier to arrange. If you happen to be delayed, it is polite to call your host with an explanation of your tardiness before the designated time. Showing up late is considered rude. Upon arriving to a German home, do not expect a tour and do not ask for one. Your host is also not likely to invite you into the kitchen. While German hospitality is warm and friendly, there are formal borders between family and acquaintances. Guten Appetit: As the meal begins, the host will offer a toast. Raise your glass high, looking into the eyes of everyone at the table as you "prost." The host follows the toast by saying "guten appetit," meaning "enjoy your meal" indicating it is time to eat. Unlike Americans, Germans do not cut their food entirely before taking a bite. Instead, the knife is continuously held in the right hand, fork in left, and pieces are cut one by one. 33 | Bavarian Times
It is also polite to try any food offered, but only take what you can eat as leaving food on your plate is considered impolite. Most Germans are honorable members of the "clean plate club," so be prepared for concerned questions about if there was a problem with the meal if you do not finish it all. If you have a food allergy of any kind, politely explain this to your host so he or she knows in advance. After dinner: German food is generally hearty, but save some room for dessert. The pastries are rich and sweet and will be offered with coffee or an after-dinner spirit. This is also the appropriate time for a cigarette break if you smoke. Politely ask permission before leaving the table. Dinner tends to run a few hours and Germans rarely linger after the festivities. The honored guests are expected to make the first move to leave -- so you mustn't wait to be kicked out or you'll end up staying the night. When in doubt about German dining etiquette, ask your host what is considered appropriate. Germans love to share their experiences and will be more than happy to answer any questions about customs. Take Sunday off, it's the law GRAFENWOEHR, Germany -- The term "lazy Sunday" originated well before Andy Samberg decided to rap about it on Saturday Night Live, but living abroad will bring a heightened awareness to the fitting phrase. Here in Germany, Sundays are sacred. Shops are closed and the hustle and bustle of town centers ceases to exist, if only for a day.

Unwritten rules persist as well -- Sunday is a day of ruhe (quiet), and you will notice no one runs the lawn mower or vacuum on this day. Disobedience of this unwritten rule will result in disapproving looks from your German neighbors. Likewise, Germany and many of its European counterparts have held a long resistance to Sunday shopping, despite an evergrowing economy. There are exceptions in some major cities speckled across Germany, but for most of the smaller Bavarian towns, Sunday is a time for reflection. "You go to church; spend time with family; maybe visit with Oma and Opa; take a walk," said Ingrid Knodt, an administrative support assistant at the Reserve Component Affairs Office in Grafenwoehr, who grew up in the neighboring town of Kaltenbrunn. "Sunday is the day of rest, you have the rest of the week to work." This tradition of upholding the Sabbath comes from the Bible, which declares after God created the world and everything in it, he rested on the seventh day, Sunday. Bavarians are very traditional and Catholicism pervades into everyday life. And while the practice is based on faith, it's also a law.
Article 139 of the German constitution states, "Sunday and holidays recognized by the state shall remain protected by law as days of rest from work and of spiritual improvement." There are a few exceptions to this rule, but neighboring towns are allowed by law to operate "open Sundays" eight times a year. During these special days, shops open for business, usually with impressive sales, and the townspeople gather to celebrate the livelihood with a street fair. Until then, though, take that time to simply relax. It is Sunday after all.

that way. The operations and the involvement of soldiers from all battalions and units ranging from the artillery to the cavalry are of great importance. Twenty-eight NATO allies, including the German Armed Forces, train at Grafenwoehr and Hohenfels, the JMTC commander added, calling this an important reason for working here. "Another reason is you, with your professional attitude and cooperation," Cavoli told the German guests. He added that he was sure that personal relations and friendships with the U.S .Army here could not be compared to those anywhere else in the world. For 2016, Cavoli wished everybody a year full of work, success, health and well-being. Afterwards, soldiers of all units stationed in Grafenwoehr, Vilseck and Hohenfels, civilian guests, soldiers of the German Army and representatives of many civilian authorities engaged in many interesting conversations. Mayors and local community representatives talked to their military partner units or established new relations. Cavoli, the commanding general of Joint Multinational Training Command (JMTC) and the commander of the U.S. Army Garrison Bavaria, Col. Mark A. Colbrook had issued an invitation to the Tower View Conference Center below the Water Tower. About 300 high-ranking military and civilian guests from the entire Oberpfalz region holding political offices and representing the local authorities and administrations were welcomed by Colbrook.

Additionally, there are pathogenic germs that spread faster due to the heat and lower hygienic standards. This makes fast aid even more important when diarrhea suddenly occurs. Apart from quickly relieving the symptoms and compensating fluid loss, it is important to egest the germs as fast as possible. Drink a lot, eat right Prof. Dr. Tomas Jelinek, director of the Berlin Center for Travel and Tropical Medicine (BCRT) says that drinking a lot is first priority. Best are industrially bottled beverages in closed bottles or cans. Alcohol-free is good as well because of its very good electrolyte content that replenishes the body with missing nutrients. Additionally, you need energy from food that is easy to digest. Suitable are carbohydrates such as toast, pasta and rice. They are quickly digested and cause the blood sugar level to rise abruptly.

Changing to daylight-saving time without experiencing fatigue

Many people have problems getting accustomed to the clock change (djd). When daylight-savings time starts on the last Sunday in March, many people complain for weeks about having problems getting accustomed to it. That is a common problem. The number of studies focusing on the negative effects of the clock change is increasing. The number of accidents on the Monday after the clock change, for example, increases by eight percent compared to a “regular� Monday. According to a poll by Statista, 77 percent of women and 71 percent of men feel tired or sluggish after the clock change. 69 percent of women and a little more than 50 percent of men say that they experience difficulties sleeping as a result of the clock change. More than one third of those polled stated that they have problems concentrating. Start adapting early You can help your bio rhythm adapt to the new time on the days prior to the clock change by going to bed earlier or later than
usual. However, watching TV or working on the computer every evening to get tired, is counterproductive because the blue light waves simulate daylight and, therefore, prevent you from getting tired. Go easy on your circulation and your stomach The popular afternoon coffee can also cause sleepless nights. Therefore, you should prefer decaffeinated brands. Dinner should be light and consist of food that is easy to digest. Alcohol is not a suitable nightcap although many people think that it makes them tired. On the contrary, it causes your sleep to be less restorative. It has been proven that the old household remedy "milk with honey" is better suited to help you fall asleep. A walk will also calm you down and fosters a relaxing sleep. If you like to run, however, you should give your body at least two hours to relax before going to bed.

Mud, snow, wet conditions and dirt accumulate on the asphalt during the winter months. This does not only cause dangerous situations, it also always leaves some residue, mainly on the rims. Therefore, you should regularly clean them thoroughly. However, you should use commercial rim cleaner carefully. Some of the cleaners contain a lot of acid. Using them without wearing gloves can lead to painful skin injuries. And it you want to be safe, you should wear protective glasses against splashes. When selecting a cleaner, take a good look at its active ingredients. Choosing the wrong one can lead to lead to damages that are expensive to remove. Many experts, however, advise against using an expensive cleaner and recommend household remedies such as oven cleaner. First, wash and dry the rims thoroughly. Then apply the spray, wait for about fifteen minutes and then remove the dirt with a strong water jet or with water and a sponge. When using oven cleaner to clean rims, you should avoid contact with the tires because the cleaner causes them to age faster.

Another alternative is to clean your rims with tooth paste. Put a large portion on a damp cloth and thoroughly apply it to the rims. Clean the cloth and repeat until all the dirt is removed from the rims. Rinse off any residue with water and you’re done. If small damages occur during the process, you can easily repair them yourself. If the rim edges are damaged, use emery paper to carefully sand them. Then apply rim paint and clear varnish. It is the windows that need a thorough cleaning, following the stresses and strains of the winter months. "Salt, dirt and moisture have put a lot of stress on the car windows," says Martin Schmidt of the consumer platform Ratgeberzentrale.de. Safety-conscious drivers should pay special attention to their windshield because poor visibility increases the accident risk. Clean windows carefully First, salt residue and dirt should thoroughly be removed from the windshield. Then you should check your windshield wipers to see if they’re still fully functional. Damaged or dirty windshield wipers can cause streaks and minor damages to the windshield. "Therefore, you should clean your wipers with a soft cloth and window cleaner, or replace them, if necessary," says car glass expert Thomas Krieger, technical manager at Carglass Co. While the additives in the windshield wiper fluid for cold temperatures ensure that the water does not freeze in the winter, additives in the fluids used in summer effectively remove oil, smut, silicone and insects from the windshield.

The new Audi A4 allroad quattro embodies a unique concept: It combines high driving comfort with off-road qualities, thus enjoying a unique position in its segment. Thanks to the standard quattro drive and increase ground clearance, it also keeps on driving where the paved road ends. The new Audi A4 allroad quattro is defined by its individual look. The powerfully flared wheel arches and the rear bumper attract attention. They are finished in matt structure gray or painted in the body color. The robust underbody guard and the rear diffuser are finished in selenite silver. The sporty, distinctive front end with jagged headlights, unique bumper and model-specific air intakes underscores its extroverted character. Vertical chrome slats adorn the sculpted Singleframe grille. “allroad” badges decorate the front fenders and the tailgate. The higher roof rails round out the typical “allroad” look. The strong-pulling TFSI and TDI engines in the Audi A4 allroad quattro offer improved performance with better efficiency. The TFSI and five TDI engines produce between 110 kW (150 hp)
and 200 kW (272 hp), which is up to 20 kW (27 hp) more than in the previous model. At the same time, Audi has reduced CO2 emissions by up to 21 grams per kilometer (33.8 g/mi). Power transmission is handled by a manual six-speed gearbox, the new seven-speed S tronic or the redesigned eight-speed tiptronic. quattro all-wheel drive is standard. Ride height, which has been increased by 23 millimeters (0.9 in), and the larger diameter of the wheels compared with the Audi A4 Avant together provide an additional 34 millimeters (1.3 in) of ground clearance. Audi offers a suspension with damper control as an alternative to the standard suspension. The driver can choose its default setting at the push of a button in Audi drive select. The new Audi A4 allroad quattro features a new version of Audi drive select with an expanded range of functions. In addition to the familiar comfort, auto, dynamic, efficiency and individual (only in combination with the navigation system) modes, offroad mode is available for when the driver leaves paved roads behind.
The front axle of the new Audi A4 allroad quattro features a redesigned five-link suspension, while a five-link construction replaces the trapezoidal-link rear suspension used previously. Electrifying Development: Refreshed 2016 RAV4 Line Offers Toyota's Eighth Hybrid
Looking at the expansive crossover landscape today, Toyota can proudly point to the first RAV4 as the pioneering model two decades ago. The RAV4 was a new kind of vehicle that combined SUV versatility with car-like handling, ride comfort and fuel economy. What began as a niche exploded into a category, with the RAV4 remaining one of its leaders. That leadership shows once again for 2016 with the introduction of the first RAV4 Hybrid as part of a refreshed RAV4 line that also includes a sporty new SE grade.

A few years after the first RAV4 arrived, Toyota began offering what would become the world’s best-selling hybrid vehicle, the Prius. The 2016 RAV4 Hybrid brings the number of Toyota hybrid models to eight (plus six more in the Lexus luxury division). It can happen to everyone. Finding your pet again is sheer luck without professional help. In Germany, TASSO was established more than 30 years ago. Currently, only every second pet is registered and thus protected, if lost. In Germany, all services provided by TASSO are free of charge. Non-registered animals can hardly be returned to their owners. They end up in animal shelters where they often have to spend many days, weeks and even years. The cost for housing unregistered pet is estimated at 20 million Euro per year. Currently, TASSO helps German animal shelters save more than 9 million Euro per year because a registered pet can easily be returned to his owner without having to spend countless days in the shelter. Cats run away ten times more often than dogs. However, only every fifth cat is registered. The micro chip that can potentially save your pet‘s life and allows for his quick return to you is about twelve millimeters
in size. It does not emit any radiation because it is made of bio-polymer or glass and contains a copper spool and a micro chip. It is also unable to move around your pet’s body. It is positioned below the skin on the left side of the neck and eventually grows together with the tissue in the area. It weighs less than one gram and, therefore, is too light to wander around. Applying the micro chip can be compared to a vaccination with regard to both the process and the associated pain. It does not damage nerves, organs or blood vessels. When read out, the micro chip displays a fifteen-digit number. The first three numbers are the country code in accordance with ISO-standards. Based on that number you can tell where the chip was produced. It is followed by a zero and three digits that specify the chip’s producer. The remaining eight digits identify your animal. More data is not saved on the currently used "read-only" transponders. Franconian Switzerland A Paradise for Motorcyclists “What Switzerland offers in large quantities, can be found here in lesser quantities but often more pleasing to the eyes because you can overlook it and perceive it as a single picture.” This is how writer Josef Heller from Bamberg described “Franconian Switzerland “ in 1829. The term was first used in 1812 in a travel guide written by Johann Christian Fick.

He used it to describe a multifaceted region in Franconia, characterized by lovely valleys, bizarre Jura rocks, meandering rivers, dense forests, flowstone caves and idyllically located castles and villages. And a region that offers a large variety of routes for motorcyclists. Franconian Switzerland is a tourist attraction because of its idyllic landscapes and diversity. Bikers can expect fantastic routes. A lot of winding roads go through interesting landscapes, over hills and through valleys and with an immense amount of sights to see. As you enter the region, you pass through old tons such as Neunkirchen am Brand with the gothic St. Michael’s Church or Effeltrich with the romantic St. George’s Church. The town is known for the fact that women wear their lavishly decorated traditional dresses even on regular week days. Forchheim, the county seat, with the Pfalz Museum and the Wiesent river, idyllically lined with houses, is near by. We are now in the Wiesent valley which presents itself deeply cut into and often
lined with high-rising rocks. Characteristic of the region is the “Ehrenbürg," also known as “Walberla." Inhabited since early history, the Ehrenbürg consists of the 532-meter-high Rodenstein and the 512-meter-high Walberla, topped by a chapel built in the 17th century but first mentioned around 1350. Locals refer to the entire Ehrenbürg area as Walberla. Today, it is Franconia’s cult mountain which is a favorite travel destination in the summer and winter. Passing by well-kept fruit meadows whose harvest provides the fruit for the finest fruit brandies, we travel to the north on country roads that wind through green landscapes. The villages with their typical half-timbered houses and the many private breweries are very welcoming. Buttenheim even has two breweries: St. George’s Brewery and “Löwenbräu" (Lions’ Brewery). Next door, the Levi Strauss Museum welcomes visitors. This region offers a lot of culture. Memmelsdorf features an impressive, lavishly decorated baroque church and Seehof Palace. The impressive, Rococo-style building was formerly the summer residence and hunting seat of the Bamberg prince-bishop. And then you have reached the center of the Franconian Switzerland Nature Park where one fantastic bike route follows another. Starting in the beer village Tiefenellern, the narrow Ellertal valley features an extremely winding mountain ascent with Bavarian Times | 54

Kathi-Brewery in Heckendorf is perhaps the largest and best-known meeting point for bikers in northern Bavaria. Several hundred bikers stop here on busy days and there’s always something going on, even on weekdays (91347 Aufseß-Heckendorf).

No wonder that this area has become a small Eldorado fro motorcyclists where bikers meet at one of the many bends and not far way from there, bikers can enjoy the former race tracks on Würgauer Berg (Würgau Mountain) and Ellerberg mountain near Tiefenellern-Litzendorf. The well-built, winding country road through the Wiesent valley leads to the center of Franconian Switzerland where one valley after the other cuts through the light limestone rocks. Three valleys come together at the small village of Behringersmühle: the Wiesent valley, the Ailsbach valley and the Püttlach valley. All of the are idyllically lined by green hills. Bend after bend, the road follows the course of the rivers, past old mills and weirs, and because we are traveling along the Castles’ Route, medieval castles are built on top of the rocky mountains. Impressively narrow and steep ascents lead up to the medieval Rabenstein Castle, to Pottenstein Castle, or to Gößweinstein Castle, fortified with battlements and gables. Everywhere, steep climbing rocks, occupied by free climbers, line the route and bizarre flowstone caves invite bikers to stop and visit. The wide valley near Ebermannstadt is another important junction. Many sights are located nearby: Feuerstein Castle, the spa town Streitberg with its distillery, the ruins of Streitburg Castle and Neideck Castle, and the Binghöhle (Bing cavern) with its bizarre flowstones. It is also the beginning of another exciting valley, the Leinleiter valley. Snug against the steep limestone rocks, the narrow country road winds up onto a wide, light plateau. 55 | Bavarian Times
The Aufseß- and Trubach valley aren’t any less winding. Here, you will also find old castles such as Egloffstein Castle majestically sitting on top of the mountains. In the south, the towns of Gräfenberg and Weißenohe, where a well-known monastery beer is brewed, completes the tour of Franconian Switzerland.

Caverns in Franconian Switzerland The three largest commercial caverns are open to the public: The Binghöhle near Streitberg, the Sophienhöhle near Rabenstein Castle and one of the largest rock grottos in Germany, the Teufelshöhle near Pottenstein. Since 2014, the Schönsteinhöhle in the natural monument Schönstein-Brunnsteinhöhle has been partially accessible again as well. Castles and palaces in Franconian Switzerland Thirty-five of the 170 castles, palaces and ruins are still inhabited. Eleven of these historic buildings offer sightseeing tours for vacationers. Whether it’s Rabenstein Castle, Egloffstein Castle or Waischenfeld Castle – you will find remnants of medieval life almost everywhere in the region. Enjoy the romantic and mystic atmosphere created by these old stone buildings on top of the picturesque Jura caverns. Discovering the ruins is another mysterious experience. Wüstenstein, Thuisbrunn and Rabeneck, for example, are partial ruins of which some parts are still intact today. Also worth visiting are the ruins Streitberg and Neideck in the Wiesent valley. You have a wonderful view across the valley from up there and feel like the lord of the castle. Museums in Franconian Switzerland Everything revolves around the aromatic root in the horseradish museum in Baiersdorf. Franconian Switzerland is one of the largest producing areas for horseradish in Germany. With the help of information boards, charts, exhibits and movies, the “world’s hottest museum“informs visitors about the history, production, processing and use of horseradish. Many products from the magic root are available for sale at the museum’s store to take home. In Buttenheim you can visit the Levi Strauss-Museum. Did you know that the jeans inventor was born in this small village before he immigrated to the USA? Stations of his life are on display at his renovated birthplace ranging from being the son of a poor Franconian traveling salesman to the head of a corporation in San Francisco. Pottenstein Castle is one of the oldest castles in Franconian Switzerland and is the home of a castle museum.
You should also not miss visiting the violin maker museum in Bubenreuth. After World War II, the small town rose to become the European center for the construction of stringed instruments. Musical instruments from Bubenreuth are prominently used in all genres. With the help of exhibits, photos, documents and music samples, visitors can travel through the different music styles of the 20th century. An old violin maker’s workshop and special exhibits such as a bass guitar owned by Paul McCartney or the smallest, playable guitar in the world complement the collection. Steam railroad Franconian Switzerland The steam railroad Franconian Switzerland, Franconia’s
first heritage railway, has been running for more than forty years. Annually, it transports around 25,000 guests through the unique landscape of the Wiesent valley between Ebermannstadt and Behringersmühle. The idyllic town of Ebermannstadt is optimally connected to the German rail system and can comfortably be reached by train from Forchheim, Bamberg and Nürnberg. You can experience the technology and history of the historic trains in the style of 1960s hands-on in the railyard or on board of the train. After a tour through the engine shed, you will be well informed about how the train and its tracks are maintained and what tasks a railway worker must accomplish.

Biking through lake county The former railroad line from Wiesau to Bärnau connects the county seat Tirschenreuth, the center of the so-called Stiftland, with the upper Waldnaab valley in the northern Oberpfalz region. The Vizinalbahn-bike trail runs right along the former railroad line and ends at the beginning of the federal nature protection area "Waldnaabaue" (Waldnaab meadow). The 20-meter-high observation deck Himmelsleiter (staircase to heaven) offers a great view of the mosaic-like lake county.

On the former railroad line The so-called Bockl-Radweg from Neustadt a. d. Waldnaab to Eslarn is 50 kilometers long and Bavaria’s longest bike trail along a former railroad line and part of the pan-European bike trail Paris-Nuremberg-Prague. It starts at the Nachtmann crystal factory in Neustadt a. d. Waldnaab. Here, you can enjoy nature and culture without any steep hills. In the small town of Pleystein, you should definitely take an extra tour through the old town with a climb up to the Monastery Church on the 38-meter-high rose quartz rock. A must-do is also aa stop at the renaturalized Pfrentschweiher lake.
A perfect start is the Upper Palatinate open air museum at Neusath-Perschen, a museum village with 50 buildings. Surrounded by fruit meadows and fields, the houses from the Mühlental, Stiftland-, Waldler-, Jura- and Naabtal areas provide you with a real and untainted impression of agricultural life in former times. Goldsteig – THE hiking trail in the Upper Palatinate Forest Residents of the Upper Palatinate Forest are especially proud of the Goldsteig (Golden Trail) hiking trail which features natural paths and unrivaled views. 660 kilometers in length, it leads through the Upper Palatinate and Bavarian Forests. Hiking without baggage is sheer pleasure on this trail. A part of the trail follows the Burgenweg (Castle Trail). As its name promises, impressive castles and abandoned ruins can be seen again and again. The view from Leuchtenberg Castle into the Upper Palatinate Forest is especially beautiful. In the summer, the famous theater festival is held at the medieval castle.

Bavaria Movie Town: A tour with a special touch
Be in the center of the action and participate Visitors learn how movie professionals work during a 90-minutetour through the studios, original movie sets, studios and the Bullyversum movie world. You can test your acting skills at the many activity sets, to include playing the character of Spucky or Captain Kork of
"Space Ship Surprise - Period 1," being the weather man or woman on the set of the ARD weather studio, or visiting a studio where cartoons are produced. You get an even closer look at the movie stars when visiting the movie town specials which are offered throughout the main season. Many specials are free of charge, to include animal shows, stunt shows, cartoon specials, stunt work shops for kids, or meetings with a special effects technician. Go on a wild ride A ride in the 4D-Adventure Theater with the new cartoon "Wild West Mine Ride" is sheer pleasure! It features a fast race through the desert and an abandoned mine during which a sheriff and his horse are chasing a mean bank robber. The movie seats follow the motions of the action on the screen, there are special effects and a great sound plus a clear 3D-picture. A second 3D-adventure, loaded with special effects, is shown in the imperial movie theater at the Bullyversum. During Bully’s "Lissi and the wild Emperor’s ride," visitors race through snow-covered landscapes and underground corridors on a virtual snowboard.

A lot of the movies you have seen on TV or in the theater were produced here, to include German TV classics such as "Verstehen Sie Spaß?" (German version of Candid Camera) and the quiz show "1,2 or 3", TV series such as the crime show "Der Alte" (The Old Guy), or movie productions such as Oliver Stone’s "Snowden." All interior shots for the movie were produced at the Bavaria studios.

A culinary walk through Austria’s capital Vienna

Although spaetzle originate from Swabia, the people of the Allgäu region have refined the simple original recipe to turn spaetzle into the delicious cheese spaetzle. Originally, Swabian spaetzle were a meal eaten by poor people. Recipe Preparation time: 40 minutes Ingredients for four persons Ingredients • 500 grams flour • 6 eggs • 200 ml carbonated water • 1 dash of salt • 2 onions • 2 tablespoons butter • 300 grams grated Emmentaler cheese • Salt and pepper Preparation • Prepare the spaetzle dough from flour, eggs, carbonated water and a dash of salt. Sift the flour into a wide bowl and form a well into the flour. Put the beaten eggs, carbonated water and salt inside. Use the hand mixer (dough hooks) or a wooden spoon to mix it into a smooth, thick dough. Let the dough sit for ten minutes. • Bring a large pot of saltwater to the boil. • Heat the oven to 75 degrees centigrade (167 degrees Fahrenheit) and put in a large bowl to warm it up. • Melt butter in a pan. • Cut the onions into thin rings and roast them in the butter until golden brown. • When the salt water is cooking, put about one quarter of the dough through a spaetzle squeezer or shaver into the water. 65 | Bavarian Times

The spaetzle are done when they float to the top. Take them out of the water with a skimmer. Put the spaetzle in the pre-heated bowl, put a quarter of the grated cheese on top of it and put it back into the oven. Repeat the process with the remaining quarters of the spaetzle dough. When all the dough has been used and all the cheese has been put on the spaetzle and melted, take the bowl out of the oven. Distribute the roasted onions decoratively on top of the spaetzle and enjoy the food!
You can also use a pan instead of the oven. Put a little bit of butter in the pan and roast the spaetzle in it. Put the cheese on top of them and mix it with the spaetzle. The Allgäu-style Cheese spaetzle are done once the cheese has melted. Decorate them with the roasted onions and serve them.

Recipe: Preparation time: 30 minutes Ingredients for four persons Ingredients • 4 medium-sized, tart apples • 200 grams flour • 0,25 l milk or beer • 1 dash of salt • 2 medium-sized eggs • 5 tablespoons flour • 2 tablespoons sugar • 1 teaspoon cinnamon • clarified butter for frying Preparation Peel the apples and remove the core. Cut the apples into 0.5 to 1 centimeter-thick rings. Separate the eggs and beat the egg whites. Put it aside. Using the hand mixer, mix the egg yolks with the liquid (milk or beer) and a dash of salt until smooth. Mix in the flour and then carefully add the beaten egg whites. Mix the sugar and the cinnamon in a separate bowl. Melt enough clarified butter in a pan so that its bottom is wellcovered. Evenly distribute five tablespoons of four in soup plate. Turn the apple rings in the flour and then pull them through the dough. Put them into the butter and bake them on both sides until golden brown. Butter should not be too hot to prevent the apple fritters from burning. Turn the baked apple fritters in the sugar-cinnamon mix and serve them hot. Apple fritters taste great served with vanilla sauce. They can be served as a main dish or as a dessert. Kids love apple fritters. They are a great dish for every birthday party. If you serve them as a dessert for adults, shortly dip the apple rings into rum before turning them in the flour.
