Seabrook Celebrates The Grand Opening Of The New Evelyn Meador Branch Library By Rebecca Collins editor@bayareaobserver.com

The moment that the citizens of Seabrook have anticipated for over two years finally arrived on Tuesday morning with the opening of the new, state-of-the-art Evelyn Meador Branch Library. Excitement filled the air as the parking lot and library filled up with both young and old who have missed the library since Hurricane Ike. The morning started with speeches and introductions by Harris County Commissioner Jack Morman, who served as emcee for the opening ceremony. The invocation was given by Reverend Rob Purdy, pastor of First Baptist of Seabrook, and Dr. Tony McCollum, pastor of Seabrook Methodist Church, followed by Harris County Public Library Director Rhoda L. Goldberg who thanked donors and supporters. Seabrook Mayor Glenn Royal and Friends of Meador Library President Marianne Kolar also spoke to the crowd. Among those introduced were Evelyn Meador’s daughter Lynn Meador Hall and her husband, Dan Edmundson. Room donors were also introduced and thanked. They included Dave and Svetlana Hanson, Rabbi Robby and Madeline Wallach, Pat and Wendell Wilson, Wismer Distributing Co. and Mike and Ann Wismer Landolt in honor of Gloria Wismer. Many city officials both past and present were in attendance, along with members of the Friends of the Library. Former Mayors Gary Renola, Bob Robinson and Jack Fryday were there to celebrate, as well as many past and present council members. Former Councilmen Tom Diegelman, John Chrisler, Herman Burton, and Ted McCollom were in attendance, and current council members Laura Davis and Mike Giangrosso were also spotted in the crowd. The original library served the community well for many years before floodwaters from Hurricane Ike damaged the roof and floors beyond repair. The new 20,000-square-foot library, which cost approximately 6 million to build was designed by English + Associates Architects, Inc., and built by Teal Construction. It was constructed with energy efficiency in mind, and boasts many sustainable features. The utilization of large north and south facing windows allow for a significant portion of the stack area to be naturally lit and provides a continuous connection with the outdoors. La Porte City Council met on Monday, June 27th to swear in a new council member and appoint a new mayor pro-tem, along with regular council business. The City of La Porte held a recount of the votes for the At Large “B” city council position. The hand-count of approximately 1400 or more ballots took place on Friday, June 24, 2011 at 8:00 a.m. and took several hours. There was one counting team and each of the candidates had two appointees to watch. The recount was requested by candidate Rick Guzman after the election showed only a five vote spread between himself and Dottie Kaminski. The recount proved correct and Dottie Kaminski was sworn into office by Judge Denise Mitrano at the regular city council meeting on Monday, June 27th. Kaminski joined the regular council meeting after the swearing in and issuance of the certificate of election by Mayor Louis Rigby.

In the evening the Bay Area Bluegrass Association entertained with Bluegrass Music. The new library is open Monday through Saturday and is closed on Sunday.

I didn’t expect it. It was wonderful. Everybody’s been wonderful and I look forward to working with each and every one of you”. Council voted unanimously to name Chuck Engelken as mayor pro tem. Daryl Leonard previously held that position. An amendment to the city’s ordinance regarding coinoperated machines, specifically “eight-liners” was passed unanimously. The amendment removes the general prohibition of the use or display of eight-liners in commercial or business establishments, and adds provisions that will enable the regulation of eightliners within the city. Southwest Trade Adjustment Assistance Center To Present At La Porte Main Street Morning Brew - June 29 The June Main Street Morning Brew, presented by the City of La Porte, will feature a presentation by the Southwest Trade Adjustment Assistance Center about their program designed to help US manufacturing firms hurt by foreign competition. The June Main Street Morning Brew will be at Reliks & Repeats, 321 W. Main Street in La Porte on Wednesday, June 29, from 8:30 – 9:30 a.m. The event is free and open to the public. The Southwest Trade Adjustment Assistance Center (TAAC) assists U.S. manufacturing and service firms hurt by import competition to regain profitable growth. The Southwest TAAC helps its clients document their technical needs; then plan, implement and pay for the highest quality technical assistance available. The Southwest TAAC is staffed by full time professionals with hands on manufacturing experience who are employees of The University of Texas at San Antonio through a cooperative agreement funded by the Economic Development Administration, U.S. Department of Commerce. Main Street Morning Brew is a monthly program designed to introduce La Porte business owners and tenants to each other, and to educate them on the fundamentals of economic development in the community. City Of La Porte 4th of July Festivities The Annual 4th of July Parade kicks off the holiday festivities, beginning at 10:00 a.m. on the corner of South Broadway and Main Street (5 Points Plaza). The parade will travel south on South Broadway and end at Fairmont Parkway. Confederate Jazzmen will kick off the concert at 5 Points Plaza from 6:00 p.m. - 7:15 p.m. and Austin Allsup will end the show, performing from 7:45 p.m. - 9:00 p.m. The finale will take place at Sylvan Beach, with a fireworks display over Galveston Bay. Rachel Escobar received her Bachelor of Arts Degree from The University of Southern California in Los Angeles, California. Her Degree is in Cinema Arts, Critical Studies. Rachel had a vision in cinema as a student in La Porte School District. Rachel graduated LPHS in 2007. She was very active in singing at many functions for the school district and surrounding area. Rachel sang the National Anthem for the Houston Astros, Rockets, and Comets. She recently sang for the Los Angeles Dodgers. She was a finalist in Channel 2’s “Gimme the Mike” Contest. Rachel also performed on stage at TUTS with Debbie Reynolds and the late Robert Goulet in 2007. She was a volunteer for the annual La Porte Fall Festival event. She was a member of St. Hyacinth Catholic Church Choir and now is an active member at Saint Monica’s Catholic Church in Santa Monica, California. Kemah’s Independence Day Parade To Kick Off The 4th of July Activities Kicking off the Independence Day Celebration activities is the Kemah 4th of July Parade, Monday, at 11:00 a.m. with the Children’s Parade starting at 10:30 a.m. The parade line up is behind the Kemah Visitor Center at 9:00 a.m. with the parade route travelling along the Kemah Lighthouse District. The theme for the patriotic parade this year is “The Spirit of Volunteerism”. Floats, cars, trucks, golf carts and bicycles will be decorated in patriotic themes. The parade is open to all and easy to enter with no registration fee. Come see the fun and catch the beads, candy and prizes. A Message to Boaters from the Galveston Bay Foundation It’s official: the sun is out and warm temperatures are here to stay! It is time to clean out the boat and enjoy Galveston Bay. Whether fishing, skiing, or enjoying a cruise, the Galveston Bay Foundation (“GBF”) wants to remind all boaters to keep our Bay clean. GBF is a nonprofit organization dedicated to preserving, protecting, and enhancing Galveston Bay -- one of Texas’ most precious resources. GBF is currently conducting an education campaign called “Pump, Don’t Dump” that is dedicated to decreasing the incidence of boater sewage discharged into Galveston Bay. As a reminder, the discharge of boater sewage into water causes an increase in disease-causing microorganisms which may render the water unsuitable for swimming, skiing, tubing, or other recreational activities. Sewage also leads to depressed oxygen levels in the water which may result in fish kills. Texas law states that no untreated sewage may be discharged from boats into Texas waters within three miles of the coast. That means it is illegal to discharge untreated waste into Galveston Bay. Additionally, Clear Lake is a federally-designated ”No Discharge Zone,” meaning that it is illegal to discharge any boater sewage - treated or untreated - into Clear Lake. Fines can be as much as $500 per incidence. Regardless of whether you are boating in Clear Lake, Galveston Bay, or the Gulf of Mexico, GBF recommends that you dispose of boater waste by using an approved sewage pumpout device, pump-out station, or mobile service. That is the best way to keep our waters clean. GBF would also like to remind all boaters to keep trash on board and properly dispose of trash at shore-side facilities. We share the Bay with a variety of fish and wildlife, and we need to be able to maintain a healthy environment that everyone can enjoy. of Morgan’s Point for emergency dispatch and jail services, fire protection, and emergency medical services was tabled pending additional budget information. The Planning Department was directed to prepare a plan for annexation of a 29-acre tract containing property owned by Ted Booher and CenterPoint Energy. The vote was 7-0-1, with Engelken abstaining. City council also appointed committee positions. Martha Gillett, Champ Dunham and Venessa Guerrero were appointed as alternate members of the Redistricting Committee. Permanent members were appointed to the La Porte Fire Control, Prevention and Emergency Medical Services District Board of Directors. The members who had served as temporary board members and appointed as permanent directors were Dottie Kaminski, Robert Eldridge, Danny Campise, Thomas Dye III, Johnny Jones and Rick Guzman. Paul Hickenbottom, who served on the temporary board, but was unable to serve on the permanent board was replaced by Charlie Sanders . Appointments were made to various boards and commissions. Council Member Jay Martin was appointed as the alternate representative for the Houston-Galveston Area Council. Martin replaces John Black in the position. Helen LaCour was appointed to represent District 3 on the Planning and Zoning Commission. Mark Follis was appointed to represent District 4 on the commission, and Phillip Hoot was appointed to the Alternate B position. Sherman Moore was appointed to an alternate position on the Zoning Board of Adjustment. A donation of property from the Jack Cook Estate which included three lots in the Shady Oaks subdivision and four lots and two half-lots in the Town of La Porte subdivision was not accepted by city council. The vote was 7-1 with Martin opposed. A $1.492 million contract with Paskey, Inc. for the construction of the Little Cedar Bayou Linear Detention project was approved unanimously. All other items were approved by unanimous vote. Council Member Mike Clausen was absent.

Art Walk By The Bay Spurs Main Street Economic Development The Main Street Business Alliance in La Porte, Texas is seeking new artists to participate in the monthly Art Walk in the newly revitalized downtown La Porte. The Art Walk by the Bay is the first Friday of every month from 6 – 9 p.m. The next event will be on July 1, and like the others it will feature the works of local and regional artists displayed at six different businesses in Main Street district. Artist works are displayed and for sale at the businesses throughout the following month. Information and artists applications are online at www.artwalkbythebay.com. The new event, which began on May 6, has thus far has proven to be a success for the Main Street business owners, driving additional traffic to the area and attracting new customers, many of whom are attracted to the area by Harris County’s Sylvan Beach Park. Several hundred visitors come to the beach each week, and traffic increases significantly over the summer. The City’s economic development department has been putting forth efforts to draw the beach traffic to the rest of the City, and while the Art Walk is not a City event, the City is helping to promote it because of its value for economic development. Economic Development Coordinator Stacey Osborne said that the Art Walk is an important part of the Main Street revitalization efforts. “A lot of exciting new businesses have come to La Porte and set up shop on Main Street, and we are really excited at this opportunity to welcome visitors who may be coming to enjoy Sylvan Beach to take a walk up Main Street and see what our great merchants have to offer.” For additional information about the Art Walk by the Bay, please call (281) 470-5017 or send an email to markacaffey@ gmail.com. Ruth Twila Colvin, 82 of La Porte passed away Sunday June 19, 2011. Born in Kit Carson, Colo. October 4, 1928 to Robert & Margurite Williams. Survivors include Children Matthew Colvin and Wife Marlene of Pittston, ME., Jennifer Humphrey and Husband Allen of Shoreacres, Jason Colvin and Wife Sue of South Carolina, Grandchildren are David Colvin, Kellen Humphrey, Joshua Humphrey, Jillian Humphrey, Jonathan Humphrey, Hannah Colvin, Haliegh Colvin, Alexus Jobes. Ruth was a dedicated and loving wife, mother, and friend. She sacrificed everything so that her children could have a comfortable home life, and she gave them her all. When her grandchildren came along, she did everything she could to reach out and connect with each one. She was the kind of woman who never forgot a birthday, and she celebrated with love. At the end of her life, Ruth struggled for years with Dementia and Alzheimer’s, and it was devastating for those of us who loved her to watch her suffer. She was a much loved woman. A pot luck (appetizer/dessert) life-celebration will be held on Sunday, July 24th at 3 pm at her daughter’s home at 812 N. 12th in La Porte. Come and share your stories and memories of Ruthie. The Panama Canal Authority (ACP) and the Port of Houston Authority renewed their strategic alliance yesterday during an official ceremony in Panama City, Panama. The partnership, which was originally formed in 2003, is now extended for five years until 2016. The $5.25 billion expansion of the Panama Canal, which broke ground in 2007, includes the construction of a new set of locks that will allow the transit of longer and wider ships. The Port of Houston Authority and the ACP will both celebrate their centennial in 2014 – the same year that work on the waterway’s expansion is expected to be completed. “The renewal of this agreement signals an even stronger relationship between Houston’s port and Panama,” said Port Commission Chairman James T. Edmonds. “We look forward to the increased trade expected from the Canal’s expansion, jobs creation and enhanced economic development in the region as we move toward another century of progress.” “As we forge ahead with the expansion of the Panama Canal, we are committed to strengthening our partnerships with ports in the United States. A Silent Killer, Aortic Aneurysm San Jacinto Methodist Hospital Now Performing Endovascular Aortic Aneurysm Repair Procedure Aortic Aneurysms are known throughout the medical community as a “silent killer”. Most individuals who have an aortic aneurysm never know. There are little to no symptoms associated with this type of aneurysm. If left untreated, aortic aneurysms, can lead to catastrophic conclusions, sometimes resulting in death. To more effectively repair aortic aneurysms San Jacinto Methodist Hospital (SJMH) is now performing an Endovascular Aortic Aneurysm Repair (EVAR) procedure. Performing the EVAR procedure at SJMH in Baytown is board-certified Vascular Surgeon Jacobo Nurko, M.D. An aortic aneurysm is a bulge in the section of the aorta, one of the main vessels to the heart. If the aneurysm continues to bulge or stretch it can rupture. The EVAR procedure is a minimally invasive alternative to repair this type of aneurysm. The physician makes small incisions in the groin to perform a catheter based procedure where a stent graft (endoprosthesis) is positioned inside the aorta to isolate the aneurysm from the circulation and prevent it from rupture. This redirects the blood flow relieving the pressure to the bulging area of the artery. Due to the minimal invasiveness of this technique, patients that are considered high risk for surgery can tolerate this procedure. “The EVAR procedure is a minimally invasive state-of-the-art

approach for the repair of aortic aneurysm. This is considered the gold standard repair, when certain anatomical considerations are met. In the past, repairing an aortic aneurysm was a lot more invasive and much harder on the patient and the physician. The results are equally effective, with the advantage that the EVAR allows for a much quicker recovery and faster return to daily activities,” said Dr. Nurko. 80 year old William Nelson, who recently underwent the EVAR procedure at SJMH, is thrilled with the outcome “I’m feeling fine and am enjoying life. Dr. Nurko is wonderful and the staff at San Jacinto Methodist Hospital was so accommodating. I can’t wait to swing the golf club soon. I would recommend Dr. Nurko and the facility to anyone in need of the EVAR procedure,” said Nelson. Dr. Nurko is a specialist in vascular surgery. He completed his residency in general surgery the University of Arkansas for Medical Science in Little Rock. In addition, he finished his fellowship training in vascular surgery at Baylor College of Medicine in Houston. POLICE NEWS 4th Of July Safety Is La Porte Police Engage In Another Annual DWI Campaign On The Top Of The List For La Porte Police

The Fourth of July holiday weekend is one of fun times, family gatherings, and joyous celebrations. With parades, fireworks, good food, and relaxing music, we collectively enjoy the commemoration of our country’s official day of independence. Therefore, to get the most out of the extended weekend, the La Porte Police Department is asking for the entire community’s help in making sure each of us carry out safe celebrations. As many people will be taking a vacation break from their normal work schedule, residents are reminded of the added fact that there will be extra vehicles and pedestrians along the roadways. Therefore, the police department encourages motorists to make sure your vehicle is in safe driving condition, watch your speed of travel, and avoid allowing alcohol to interfere with driving responsibilities. Equally important, if you are attending a celebration where alcohol will be served, please select a designated driver before attending the event. As an additional reminder, La Porte officers will be out in force, along with several other local and state agencies, as they conduct another DWI

“No Refusal” weekend during the 4-day period. Another area to monitor, concerns the use of fireworks. While fireworks are indeed an enjoyable part of the holiday, they too have the potential to cause damage or injury and should be respected. As a reminder, personal firework possession or usage is not allowed anywhere in the City of La Porte. Moreover, with the current drought in our region, the same rules apply throughout most areas in Harris and its surrounding counties. Nevertheless, if you plan to be near any type of fireworks display, make sure that children are at a safe distance and ensure that you have first aid kits nearby, should any unforeseen accident occur. As an additional reminder, residents should be aware that an individual can be held civilly liable for damages resulting from misuse of fireworks and, in certain circumstances, Texas law also holds parents liable for damages their children are found to have caused. Whether at the annual City parade, activities at Sylvan Beach, area firework displays, or many of the other events that will grace the community throughout the upcoming extended-weekend period, the La Porte Police Department has committed to remain active throughout the area. LPPD Chief Ken Adcox stated that “The goal for La Porte Police is to have a zero-accident weekend and, with the help of all community members, our department believes the goal can be achieved.” For more information regarding holiday safety, please contact the agency at 281-471-2141.

In preparation for the upcoming 4th of July holiday period, the La Porte Police Department is taking proactive steps to ensure the safety of the travelling public by hosting its third “No Refusal” DWI campaign. The “No Refusal” operation is one of the many tools credited in decreasing the number of drunk-driving incidents along area roadways. During the previous year, LPPD exhibited a significant increase in DWI arrests (+ 51%) and the increase is believed to have been due, in large part, to the proactive efforts of the officers who detect and apprehend those who chose to drink and drive. Under the “No Refusal” program, when a suspected offender is arrested for DWI they are given an opportunity to provide a specimen of their breath and/or blood. Should the offender choose not to provide a specimen, officers will have a Harris County District Attorney on site to draft a search warrant in order to obtain the desired specimen. A La Porte municipal judge is also present at the City of La Porte’s Police Facility to validate the warrant. This validation process ultimately allows for the collection of a specimen by a qualified representative from local Bayshore Hospital. Such a process gives officers and prosecutors the physical evidence needed to successfully convict those who choose to drink and drive. To maximize police enforcement efforts, several additional La Porte Officers will be assigned specifically to DWI patrol duty, while Harris County PCT 8 and members of the Department of Public Safety will also be in the city looking for DWI offenders. will be numerous other agencies patrolling throughout southeast Harris County with a specific focus on DWI offenders. Outside agencies making their DWI arrests during the “No Refusal” program will bring those offenders to the La Porte Police Department for their processing as well. This is especially satisfying, as every additional, targeted, arrest made outside of La Porte keeps the same offender from driving along the shared roadways within our neighboring communities and thus prevents these offenders from causing additional harm. The “No Refusal” Operation will be held at the La Porte Police Department on Friday, July 1st and the Pasadena Police Department will hold another Operation the following night on Saturday July 2nd. During the evening where Pasadena PD hosts the “No Refusal” event, LPPD officers will be allowed, in reciprocal fashion, to take their arrested DWI offenders to the Pasadena jail for suspect processing. This local-agency cooperation effort not only serves as a method of increasing DWI enforcement along area roadways, but also builds additional relationship in-roads among the neighboring agencies. Members of the La Porte Police Department express a desire for their citizens to experience the safest July 4th weekend possible. Therefore, the message in La Porte mirrors the message being promoted state-wide - If you chose to drink and drive, you will be taken to jail. However, if you continue to experience continual episodes of telephone harassment, write down the time and date of each call, try to get recordings of the calls, and notify the police department of the harassment as soon as possible.

Evergreen Wisteria

If you are looking for a hardy, climbing, upright, shrub that can easily cover a trellis or archway, try evergreen wisteria (Milettia reticulata). Evergreen wisteria is in the legume family along with Chinese or Japanese wisteria but does not share the same genus. It also does not share the aggressive behavior of regular wisteria. If you want a lovely semi-evergreen plant to shade an arbor or climb a fence and you do not want it to overpower the area, then try evergreen wisteria. Native to South China and Taiwan, it grows successfully in our area and yet is easily managed. Evergreen wisteria is non-invasive and very tropical looking in a gulf coast garden.

Lovely maroon colored pea like flowers are borne in clusters six to eight inches long. It has a strong, woody, twining stem with leathery, glossy green leaves. Although not really aggressive, evergreen wisteria is vigorous and requires strong support. It will grow to about fifteen feet tall and usually gets about six feet wide. Although it is drought tolerant, evergreen wisteria still benefits from a good layer of mulch to preserve moisture. Deadheading after blooming will result in new blooms. With age evergreen wisteria can bloom off and on all summer right into fall. Propagation is easy via seeds or cuttings. Check your local nursery for Milettia reticulata – evergreen wisteria.

CUISINE Pasta Salad with Black-Eyed Peas and Corn Here’s an appealing cool salad that combines the familiar flavors of cold pasta, black-eyed peas and fresh corn, embellished with peppers and fresh herbs. This is great pasta salad for everyday meals or company fare for summer.

Ingredients • 8 ounces pasta, any short, chunky shape • 15- to 16-ounce can black-eyed peas, drained and rinsed • 2 cups cooked corn kernels, preferably fresh (from 3 large ears) • 1 cup or so snow peas, trimmed, halved crosswise, and briefly steamed, or 2 large celery stalks, diced • 1/2 medium red bell pepper, cut into narrow strips • 2 scallions, thinly sliced

Directions

• 1/2 cup vinaigrette (homemade or store-bought) or more, to taste • 1/4 to 1/2 cup finely chopped fresh parsley • Salt and freshly ground pepper, to taste Optional additions (any or all, as desired): • Halved cherry tomatoes • Halved oil-cured black olives • Chopped fresh dill and/or oregano leaves as desired

Cook the pasta in plenty of rapidly simmering water until al dente. Drain and rinse under cool water, then drain well again. Combine the cooked pasta with the remaining ingredients in a serving bowl, and toss together. Add the dressing and toss again. Cover and refrigerate until needed, or serve at once. Serves 6.
