City Of La Porte Photography Contest Deadline Oct. 14 at 5p.m. The City of La Porte Parks and Recreation Department is again sponsoring a Photography Contest that is open to any citizen of La Porte. There is no charge to enter the contest and the winning pictures will be featured in the City’s 2012 Municipal Calendar. This year’s calendar theme is “food,” and participants are encouraged to submit appealing and eye catching photos of their favorite dish along with a titled recipe. The contest is based on the food presentation and photographs, not the recipe. However, the recipe may be printed on the website and/or in the calendar, depending on space. Photographs should be technically well done. Photos entered should have good composition, excellent color and contrast, sharp focus, and a captivating background. They should also be submitted in landscape format and must not contain a time/ date stamp, caption, etc. There have been several participants in the past and the City hopes for the same this year. Please keep in mind that with many participants and photos entered, only a small number can be exhibited in the calendar, but if you are a professional photographer, do it as a hobby, or a total amateur, and would like to enter, please do not hesitate. You never know, your photo may be chosen. All entries must be submitted to City of La Porte Parks and Recreation Department by 5:00 pm, October 14, 2011 to qualify for consideration. La Porte City Council Recognizes Ann Malone For Service To Community By Rebecca Collins editor@bayareaobserver.com
During Monday night’s La Porte city council meeting a proclamation was presented to long-time resident Ann Malone. Ann is the Historical Society’s past president and curator of the Depot Museum. She has been an active community member and has dedicated much of her time and efforts towards preserving La Porte’s history. Her new book co-authored with Dan Becker, titled ‘Images of America: Around La Porte’, uses historical and archival photographs to trace the City’s history from its roots back in 1892 to present day. Many of the places and families highlighted in the book are still influencing the City. Mayor Louis Rigby presented Ann with the proclamation and declared August 22, 2011, as “Ann Uloth Malone Day”. City council also presented Gideon Jones, one of the organizers for the upcoming La Porte Texas Airplane and Auto Show, with a proclamation declaring the month of September 2011 as “Airport Appreciation Month”. Part of the proclamation recognizes that the City of La Porte is favored and endowed with an Airport of significant past and a brilliant future and can become a Golden Gateway to our City and a priceless asset to the community and to the State of Texas. It also notes that the Airport provides aviation facilities for private and commercial use to the La Porte area citizens, local businesses and surrounding communities. The Air Show is set for September 24th at the La Porte Municipal Airport on Spencer Highway. All items in the Consent Agenda passed unanimously. Items included: Approval of Bid #11021 authorizes the City Manager to execute a contract for the installation of a water line along Bay Area Boulevard from

Lakewood Yacht Club’s Harvest Moon Regatta Co-Chairs John Broderick and Andrea Todaro, have announced that this year’s Harvest Moon Safety Day is slated for Sat., Sept. 10, 9 am to 2 pm in Lakewood’s ballroom, 2425 NASA Parkway, Seabrook, TX. The 25th annual Harvest Moon Regatta, the 150 mile race from Galveston across the Gulf of Mexico to Port Aransas, will be held under a full moon Oct. 13 – 16. The Safety Day is a free, educational forum sponsored by a sub-committee of the Harvest Moon Regatta Committee,
chaired this year by Jeff Southard. The forum is open to any sailor interested in offshore racing. “We will cover a wide range of topics for offshore racing, all to be addressed by professionals. Topics include boat preparation, offshore safety and medical emergencies, safety regulations, and Port Aransas entry and docking at the end of the race,” related Southard. Over 200 boats are expected to race in the Harvest Moon Regatta. It is organized by Bay Access, a charitable organization supporting amateur racing

The regatta is a Category 3 Open Regatta for all racing cruising spinnaker and non-spinnaker sailing yachts with a minimum length of 27 ft. ter and drainage projects along East Main Street. The city plans to install approximately 1,700 linear feet of box culverts along East Main Street from Carroll Street to Bob’s Gully in Morgan’s Point. Morgan’s Point is currently under contract to install a water line across East Main Street that
would conflict with the installation of the culverts, according to Julian Garza. The cities will coordinate installation of the proposed waterline to avoid conflict with the culverts. An expenditure by the La Porte Economic Development Board in connection with award of contract for directional signage was approved. A Public Hearing was held to receive comments regarding the La Porte Fire Control, Prevention and Emergency Medical Services District’s proposed budget for the fiscal year which begins October 1, 2011, as approved by adoption of Resolution No. 2011-1 by the Board of Directors on July 28, 2011. There were no speakers signed up to speak for or against this item. The projected budget for the district totals $705,000. Council accepted the La Porte Fire Control, Prevention and Emergency Medical Services District’s proposed budget for the fiscal year beginning October 1, 2011. A Discussion of the Concrete Street Study from Cobb, Fendley & Associates was tabled and will be discussed during a future workshop. The city council voted unanimously to table action regarding a report from Pate Engineering on the Main Street traffic study. A possible workshop will be held to discuss funding ideas and focus of project. A discussion was held regarding the dedication of insurance proceeds to Harris County for the purpose of restoring the Sylvan Beach Pavilion. A discussion was held regarding the expanded use of the Five Points Town Plaza by allowing rental by citizens and businesses for special events throughout the year. Several citizens spoke out in opposition and city council voted unanimously to deny expanded use of Five Points. Staff was also directed to continue marketing the sale of property at 908/912 West Main and the old police department/ municipal court building. This item was discussed during an executive session. All members were present.

New Toughest 10k Galveston To Take Runners Over The Galveston Causeway As Part Of Texas Bridge Series
After creating successful races on and over the Kemah-Seabrook and Fred Hartman Bridges two of the last three years, race director Robby Sabban knew that, like a good quarterback -- short of running over the Houston Ship Channel bridge, it was time to go long. Add the support of local proprietor Kim Buchmeier, co-owner of the Island’s only running specialty store, Fit to Run, and it appears the duo may very well likely develop another unique area road racing jewel with The Toughest 10K Galveston, slated for Saturday, October 22, 2011. “Kim approached us because of our experience with racing and ability to work with different governmental agencies to run over bridges,” said Sabban. “Her knowledge of Galveston area government and the local running community on the Island will be an asset to the event.” The Toughest 10K Galveston will start and finish from the Galveston County Daily News, located at 8522 Teichmann Road, Galveston, TX 77553. The race will begin at 7 a.m. and send runners north on the west side of the Causeway Bridge before turning around on Tiki Island and returning on the same side. Runners and walkers will have two hours to complete the 6.2mile trek, but will need to make Tiki Island in an hour. The Toughest 10K Galveston will be the second race of a new three-race Texas Bridge Series that includes other races that Sabban produces in Kemah and La Porte. So why the Causeway Bridge? “It seems to fit with our philosophy races that are different with a bit of a challenge to them,” said Sabban. With a burning desire to help out the community after Hurricane Ike tore apart the south side of the greater Houston area, Sabban created the Toughest 10K in Houston in November 2008. Since renamed The Toughest 10K Kemah, the event, to be held this year on Saturday, September 17 at the Kemah Boardwalk, has more than doubled and includes four passes over the KemahSeabrook Bridge. A year ago, Sabban and fellow race director and On The Run co-owner Jay Lee revived a City of Baytown idea from more than 10 years ago to put on a half marathon on and over the Fred Hartman Bridge, which links the cities of Baytown and La Porte together. Set for its second running on Sunday, December 4, the La Porte By The Bay Half Marathon hopes to attract more than a thousand runners to its start at Sylvan Beach and finish at La Porte’s Five Points Town Plaza area. The Toughest 10K Galveston will be the third new road race on the Island in the last year following the new Seawall Half Marathon and 10K, held in November, and this past February’s Galveston Mardi Gras Marathon and Half Marathon, which returned a marathon to the Island for the first time in 21 years. City Of La Porte Reminds The Community Of The Stage 1 Drought Contingency Measures Current drought conditions continue to take their toll on the La Porte Community. On August 12, 2011, the City of La Porte issued a formal notice informing citizens that the City was reinstating the Stage 1 “Mild Conditions” drought contingency alert and called for a voluntary reduction in water usage by residents and business owners. The City remains in this drought contingency status and requests that all residential and commercial users reduce non essential water usage and to restrict their lawn watering to every other day between the hours of 6 – 10 a.m. and 8 – 10 p.m. The process for the Stage 1 “Mild Conditions” alert is outlined in the City’s Drought Contingency Plan. CERT Training Class La Porte Police Station Spetember 29, 2011 Community Emergency Response Team (CERT) training begins September 29, 2011 at the La Porte Police Station. Training sessions cover disaster preparedness, fire suppression, basic disaster medical operations, light search and rescue, disaster psychology, team organization and terrorism. With this training, CERT teams played a vital role in providing support to jurisdictions throughout the region following Hurricane Ike in 2008. If needed following a disaster, these citizen-responders use their training as part of a neighborhood or workplace team to help others when first responders are overwhelmed or not immediately available. CERT members provide immediate assistance to victims in their area, organize spontaneous volunteers who have not had the training, and collect disaster intelligence that will assist first responders with prioritization and allocation of resources when they arrive. The training is hosted by the La Porte Office of Emergency Management and will begin Thursday, September 29, 2011 for eight weeks. The Seabrook and La Porte CERT teams recently joined together to form BayCERT in order to help increase awareness of CERT in the Bay Area. COMMUNITY OBITUARIES JACK STEWART BAKER
Jack Stewart Baker was born on September 6, 1927 in Junction, Tx to Eli and Willie D. Baker. Jack went home to his heavenly Father on August 22, 2011. He attended school in Junction and then joined the Merchant Marines at the age of 17. After leaving the Marines, he returned to Junction where he worked many years on repairing houses. During the winter he helped cut cedar trees and in the summer he helped manufacture cinder blocks. In 1952, Jack met the love of his life, Bonnie Lutrick. They married August 27, 1952 and resided in Rochelle, TX then moved to Abernathy, TX. During their time in Abernathy, they were blessed with the birth of 5 children, Gary, Billy, Bobby, Cindy and Randy. They made their living by farming. The family moved to LaPorte, TX in 1965 where
Jack worked for and retired from Brown & Root. During their time in LaPorte, the family enjoyed boating, fishing, camping and traveling in their motor home. Jack loved to garden and be outside and tinker with everything. He was handy, repairing the house, car, anything that needed to be fixed. He instilled in all of his kids and grandchildren that nothing was given to you, you had to work for everything. Jack was preceded in death by both parents and his sister, Nila Mae Barton. Jack is survived by his wife of 58 years, Bonnie Bell. Sons Gary Baker (Rhea Ann Baker), Billy Baker (Karla Baker), Bobby Baker (Peggy Baker), Randy Baker (Melissa Baker) and daughter Cindy Baker. Jack is also survived by 15 grandchildren and 8 great-grandchildren. Jack was a loving husband, father and grandfather. He is forever loved and forever missed by his loving family and many dear friends. Memorial service will be held on August 25, 2011 at Cedar Bayou Grace United Methodist Church in Baytown, TX at 4:30 pm. In lieu of flowers, the family requests donations are made to Alzheimer’s Foundation of America. The family would like to thank Odyssey Hospice and especially the nurses at San Jacinto Hospital for their excellent care given to Jack in his and our time of need.

Charles “Charlie” L. Riggs of Brazoria, Texas, passed away on August 14, 2011. He was preceded in death by his loving wife, Geraldine “Mimi “Riggs; and granddaughter, Rachael Nicole; and greatgrandson, Brodie. He will forever be remembered for his life’s accomplishments and for his giving nature when it came to family, friends and coworkers but most of all he will be remembered for his
love and compassion. Charlie is survived by his daughters, Jennifer Smith and husband, Gary, Lori Riggs and partner, Jonnie, Deborah Schoppe and husband, Darrell; survived by his only son, William Scott Riggs and wife, Jenifer. Charlie is also survived by twelve grandchildren; and four great-grandchildren. “Teamwork” Is The Theme At LPPD Awards Ceremony La Porte Police Department employees receive commendations from Chief of Police On the afternoon of August 19th 2011, the La Porte Police Department took the time to recognize several employees for exemplary performance during an Employee of the Quarter ceremony. The event was presided over by Chief Ken Adcox, who emphasized the importance of team work and cooperation as essential elements to any organization’s success. This theme was evident as each employee nomination was read to an audience including other La Porte Police Department employees, graduates of the La Porte Police Department Citizens Police Academy Alumni, and several City Officials.
Michael Alan Lorie, resident of League City, Texas was called home to heaven August 17, 2011. Michael was born in Clear Lake Texas on September 7th, 1987 and was 23 years old. He was a construction worker for Eagle Pro, subcontractor for Apec Corporation. He was working on the road construction site, when he was struck by a vehicle and killed on site in Evadale, Texas. He attend Alvin, Texas schools and was home schooled in his high school years. He is preceded in death by his grandmother Carolyn Lorie. He is survived by his wife Whitney LeMay Lorie and son Hayden Michael Lorie of League City, Texas, father Jeffery Alan Lorie of Alvin, Texas, mother Tammy Bailey of Jasper, Texas, his brother Lance Addison Lorie of League City, Texas, maternal grandparents William and Pauline Herrin of League City, paternal grandparents A.J Lorie
of Friendswood Texas and Delores “G.G.” Lorie of Midland Texas, and many loving aunts, uncles, niece, cousins, friends and extended family. Michael was an enthusiast of the art of tattooing, and enjoyed riding four wheelers and jet skis and motorcycles, but most of all he loved spending time with his family and friends. All his family and friends agree that he would light up a room with his warm smile when he entered. Michael Lorie’s viewing was held at Forest Park East Funeral Home and Cemetery on August 22. The services to celebrate his life were held August 23 at Gateway Community Church. His final rest and burial was at Forest Park East Funeral Home and Cemetery in Webster, Texas. Michael you always said I was your angel and now you have become mine. You will forever be in our hearts.

Dr. Mark Thomas Woods, 52, of La Porte, Texas passed away August 22nd, 2011. He was born on April 3rd, 1959 in Houston, Texas to George C. Woods and Mirabelle Lanier. Mark graduated from Sam Rayburn High School in Pasadena, Texas, attended the University of Texas- Austin, and graduated from Texas Chiropractic College with highest honors. Dr. Woods was devoted to his practice in La Porte, Texas for the past 27 years. Mark’s family, faith, and ethics defined him. Mark enjoyed the outdoors, hunting, fishing, and motorcycles. His retirement was enriched by devotions to his Grandchildren and hobbies. Visitation will be at Paul U. Lee Funeral Home in La Porte, Texas on Thursday August 25th, from 5:00 PM to 8:00 PM. Services will be at South Main Baptist Church, Pasadena, Texas on August 26th at 10:00 AM with interment to follow at Grand View Memorial Park, Pasadena, Texas. In lieu of usual remembrances donations may be made to The Juvenile Diabetes Foundation.
Patrolmen Bennie Boles and Justin Weaver, along with Crime Scene Technician Officer Roger Gonzalez and Lead Investigator Detective Carl Rise, were presented commendations for their individual parts in the quick unravelling of a Burglary which further involved an attempt by the primary suspect to frame another La Porte resident. Boles and Weaver were also recognized a second time with the Chief’s commendation, along with Officer Chad Burnett, Officer Matt Davidson, and Detective David Huckabee for the capture and confession of a juvenile suspect who had been involved in an attempted car-jacking in the city.
In addition to recognizing particular investigations involving criminal activities, the organizational family collectively nominated Telecommunications Dispatcher Shaye Bradley as the Police Department’s Summer 2011 Employee of the Quarter. Bradley was honored for her constant morale building efforts within the Communications Center, and her selection now places her in a position where she will remain eligible for selection as the City of La Porte’s Employee of the Year at the close of 2011.

SPORTS La Porte Orange & White Report Scrimmage Recap Vs Dickinson Gators By Keith Schul
La Porte showed very well in their controlled scrimmage against Dickinson Friday night at Bulldog Stadium 28-0. The defense totally shut down the Gator first team offense with a swarming attack. Dickinson had major trouble with QBCenter exchange in the shotgun with LP Junior NT Corey Lee controling the middle of the Gator offensive line. When the ball was snapped La Porte batted down 4-5 passes showing great awareness and helping the secondary in coverage. The La Porte Defense will be a handful for anyone they play this season. On offense the Bulldog’s young offensive line did a great job controlling the line of scrimmage and wearing down the Dick-
inson defense. La Porte had plenty of weapons to utilize on the ground and created a lot of confusion as to who had the ball. Nice running by Sophomores RB Hoza Scott, QB Vic Holmes and RB Jonathan Lewis as well as Junior RB Keith Whitely. Senior WR Aaron Nance Garrett was more involved in the passing game from Senior QB Josh Vidales. On one touchdown Nance-Garrett bowled over three Dickinson defenders into the endzone. Overall the Bulldogs looked very dangerous on the ground as usual and showed some new wrinkles that showcase all of the talent and speed they have in their skill position players. This season looks to be an exciting one for La Porte and this week it begins with Fort Bend Clements in Sugarland.

La Porte will face off with Fort Bend Clements Rangers at Hall Stadium in Missouri City on Saturday at 7pm. 3335 Hurricane Lane, Missouri City, TX 77459-6353 Last season’s opener ended in a 37-7 blowout with La Porte controlling the game from the start. Clements will be looking for revenge this year at their home stadium. Davison is one of five returning starters on a improved Rangers defensive side of the
ball. On offense the Rangers return only 3 starters and replace all of their skill position players. Clements features a Iformation run-heavy offense. Junior RB Demarcus Cobb is listed as their starting RB and averaged over 5 yards a carry in limited playing time. Expect run on 2/3 of their plays Saturday. They will have a very tough time matching up with the La Porte defense. Their offense struggled in their scrimmage with 4A Richmond Foster. The “Dark Side” La Porte Bulldog defense returns 6 starters and looked very strong in their scrimmage with Dickinson. Senior MLB Chad Sutherland returns for his 4th varsity season and will be the teams middle linebacker. He is joined in a very strong linebacker group including
Seniors Cameron Whilley and Tyron Graves as well as sophomore OLB Hoza Scott. Junior nose tackle Core Lee returns to anchor the defensive line with Senior Safety Aaron Nance-Garrett patrolling the secondary. The Bulldogs will have good depth and rotate Cornerbacks with Junior starting RB Keith Whitely getting some snaps at the other safety position. This should be a very exciting year to watch the Bulldog defense! On offense La Porte will be very young and feature two Quarterbacks in Senior Josh Vidales and Sophomore Vic Holmes. Vidales features a mix of passing and running while Holmes is more of a running quarterback. At running back returning from last season will be Junior Keith Whitely and Sophomore Hoza Scott along with a plethora of
fast sophomore athletes that will spread the defense. Senior WR Aaron Nance-Garrett The offensive line is very young, but has shown very well in the preseason and will be lead by Juniors Maurice Morris and Tony Briones. How quickly will the offense jell together? They looked good wearing down the Dickinson defense last Friday and broke a bunch of big runs. Luckily the Bulldogs will be able to rely on their defense early in the season and hopefully be ready for the tough district schedule at the end of the season. Who is going to the game this week? Soccer Ready For 2011 Season San Jac Opens Season Ninth In Njcaa Poll
San Jacinto College (SJC) men’s soccer Head Coach Dr. David Santesteban has announced the 2011 San Jac schedule, one that features six
home games, including a key late season match up against rival, and defending national champion, Tyler Junior College.
Ninth-ranked SJC begins the 2011 season on the road for three straight matches. First up is sixth-ranked Darton College Aug. 26 in Pensacola, Fla. San Jac then heads to Tyler Sept. 3-4 for the Apache Invitational, where it will face Cloud County Community College and No. 3 Barton County Community College. San Jac opens the 2011 home season Sept. 9 with a Region XIV conference match against Lon Morris, followed by three straight home games against Northeast Texas Community College (Sept. 10), Hill College (Sept. 18), and Richland College (Sept. 20). San Jac then returns to the road for six matches before returning home Oct. 14 for a conference showdown with Tyler Junior College. The 2011 Region XIV conference tournament will take place Oct. 28-29 followed by the district tournament Nov. 5. Both locations are to be determined. San Jac finished the 2010 season ranked eighth in the nation by the National Soccer Coaches Association of America (NSCAA), and 11th by the National Junior College Athletic Association (NJCAA), with an overall record of 14-4. The San Jacinto College (SJC) volleyball team opens the 2011 season this weekend ranked ninth in the National Junior College Athletic Association (NJCAA) preseason poll. “It is a great testament to the dedication that San Jac Volleyball players have had over the years to continue to have our program and San Jacinto College be recognized in the NJCAA top 10,” said 10th year Head Coach Sharon Nelson. “Our 2011 team is a highly talented group of ladies who are working hard and reaching our preseason goals thus far. There are many new faces in our gym and the key to maintaining competitive tradition of success is getting and keeping the eyes of those new faces focused on the expectations and goals of our volleyball program and on those of San Jacinto College. We are off to a great start and we are looking forward to actual play starting up very soon.” SJC begins the 2011 season on the road this weekend, Aug. 26-27, at the Tyler Junior College Invite where San Jac will face Vernon College, Panola College, Tyler Junior College, and Northern Oklahoma College. San Jac opens the home season Sept. 1 against Lon Morris. San Jac returns two sophomores from last year’s squad that finished as the national runner-up with a 29-10 overall record. NJCAA AllTournament selection Jazmine Green (Houston / Cypress Falls HS) and Rachel Tower (Kingwood / Kingwood HS) are back to lead a team that includes three transfers and eight freshmen. Green was third on the team last year in kills per set (2.96) and service aces (33 total). Tower averaged 1.45 kills per set and just under .50 blocks per set last season.

IN THE GARDEN Mexican Milkweed Any lover of plants who keeps a garden for butterflies will agree that Mexican Milkweed (Asclepias curassavica) deserves a prominent place. A South American native, Mexican Milkweed has made itself right at home in South Texas gardens. Mexican Milkweed adapts well to most conditions. It is easy to grow in dry, moist, or even wet soils. It flowers well in full sun or partial shade. Mexican Milkweed is much more adaptable than most other milkweeds. In our area Mexican Milkweed’s vivid red, yellow, and orange flowers last all summer and well into fall. Its showy flowers provide nectar for a variety of butterflies, bees and other pollinators, as well as hummingbirds. Its leaves are a valuable food source for the Monarch butterfly. Female Monarchs lay their eggs on the underside of the leaves. Monarch larvae have a huge appetite for the leaves and can strip a plant bare before they pupate. So it is a good idea to have several milkweeds planted in the garden. But even though the leaves are eaten, just trim the plant back and it will continue to produce more growth. The large yellow, black and white colored Monarch larvae feed only on milkweed and its relatives. Monarchwatch.org lists Mexican Milkweed as the best garden plant for maintain-
ing Monarchs. There have been experiments done which showed that if given a choice of milkweeds, female Monarchs will lay her eggs on Mexican Milkweed. Parts of the plant contain a compound called galitoxin, which can be toxic to humans and livestock but tolerated very well by the Monarchs. When the larvae feed on milkweed this compound make them very distasteful to birds. It becomes more concentrated in the adult butterflies. Birds that eat Monarch butterflies or their larvae discover pretty quickly how distressing this toxin can be and generally vomit them right back up. And more than likely, it is a lesson remembered by the bird. The nursery trade has developed some beautiful cultivars of Asclepias curassavica and are available at most good nurseries. Here are some of the cultivars: ‘Butterfly Red’ red and orange blooms. ‘Silky Gold’ (syn. ‘Aurea)’ yellow and mango colored flowers. ‘Silky Red’ (syn. ‘Silky Deep Red’) dark red and yellow flowers. ‘Silky Scarlet’ scarlet and red flowers
August 30 Meeting Set In CUISINE La Marque For Highland Bayou Watershed Protection Plan Grilled Cheese Sandwich With Basil Leaves and Tomato

A meeting about the Highland Bayou Watershed Protection Plan will be held Aug. 30 at the Texas AgriLife Extension Service’s Galveston County office, 4102-B Main St., La Marque. The 6 p.m. meeting, which is free and open to the public, provides an opportunity for the public to review existing conditions around the bayous and to learn how to become involved in the development of the watershed protection plan, organizers said. “This meeting will be the first of several to be scheduled over the next year,” said Steven Mikulencak, AgriLife Extension program specialist. “Participation from the public and local officials will be crucial for defining priorities and responsibilities in the plan.” Mikulencak works with AgriLife Extension’s Texas Coastal Watershed Program, based in Houston. Highland and Marchand bayous, identified by the Texas Commission on Environmental Quality to have failed state standards for levels of bacteria and oxygen, will be the focus of the plan, he said. However, the plan will also look at ways to address pollution in other bayous in the project area. The project area stretches from Moses Lake to Virginia Point and then west to the Brazoria County line. Portions of Texas City, La Marque, Hitchcock, Santa Fe, Bayou Vista and Tiki Island could be effected by the plan. The plan’s recommendations will be voluntary and address short and long-term goals, Mikulencak said. The group, led by AgriLife Extension and funded by the environmental quality commission, will take about a year to develop the plan. “We want workshop participants to become involved in the planning process. Residents and businesses around the bayous can direct our effort, and the Moses-Karakawa Bayous Alliance was created to facilitate that involvement,” he added. “And, to keep the community informed about the plan, a website and Facebook page have been set up.” Information about the Highland Bayou Protection Plan can be found at http://www.MoKaBayousAlliance.org/ The U.S. Environmental Protection Agency
identified non-point source water pollution as the primary reason why 40 percent of the nation’s waterways and estuaries are not clean enough to meet basic uses. This national trend is evident in Harris and Galveston county bayous, and the Texas officials have initiated watershed protection plans for several of the bayous draining into Galveston Bay, Mikulencak said. Non-point source pollution refers to stormwater from lawns, roads and other hard surfaces that flows through drainage systems and into bayous. The runoff carries with it pollutants such as fertilizers, vehicle fluids, home chemicals and water from leaking septic systems. “Even bags of lawn clippings disposed of into storm drains breakdown in a short time, releasing a surge of nutrients into the water that stimulates algae growth,” he said. “Algae blooms have resulted in fish kills in the bayous and is unsightly for recreation.” The watershed plan will also examine ways to reduce bacteria, which are believed to come from a mix of animal sources and failing septic systems. High levels of bacteria in the water can be a public health hazard, limiting how residents can use and recreate in the bayou, he noted. When the plan is completed, its recommendations will be implemented by stakeholders and localities in the study area, Mikulencak said. Also, these communities will become eligible for federal and state funds to address water quality issues. Nearby Dickinson Bayou serves as an example, he noted. “Since completing the plan, our communities have been able to secure funding for several projects in the Dickinson watershed,” said Charriss York, AgriLife Extension program coordinator for the Dickinson Bayou protection plan, who has been working with communities there for three years. Dickinson projects include the creation of demonstration rain gardens, engineered wetlands for secondary treatment of stormwater from treatment plants and a study to estimate the feasibility of upgrading home septic systems. American Recovery and Reinvestment Act funds were provided by the Texas Commission on Environmental Quality to fund the development of the watershed protection plan.

If you have never eaten provolone cheese with tomato and basil, this will be an unforgettable experience for you Ingredients • 4 pcs of thick French bread slices • 4 slices of provolone cheese • Fresh basil leaves • Tomato, thinly sliced • Balsamic vinegar • Olive oil • Salt and pepper Directions Brush one side of the French bread slices with melted butter. Place one provolone slice on the un-buttered side. Arrange fresh basil leaves on top of cheese. Layer tomato slices on top of basil leaves. Drizzle lightly with balsamic vinegar and olive oil. Season with a dash each of salt and pepper. Place another cheese slice. Top arrangement with the other slice of French bread with buttered side up. Meanwhile, heat a wide pan over low heat. Place sandwich on pan with buttered side down. Toast, flipping once, until both sides are lightly browned and cheese is melted to your liking. Serves two.
