Director’s Message The Power of Networking I clearly remember being at a BCCIC workshop two years ago when a participant stood up and coined the term “an invisible mosaic”. It rang true and captured the scope and enthusiasm of the many civil society organizations in British Columbia working toward the Sustainable Development Goals. This year, after many thousands of kilometers visiting social change agents around BC, we have an amazing digital map; a map which clearly reveals this mosaic. By the time you read this we will unveil the Northwest Territories, the Yukon and Nunavut in cooperation with our sister council the Northern Council for Global Cooperation (NCGC). As our membership steadily grows and our relations with other networks increases the power of networking and inter-council networking increases, underlining in bold the word “solidarity”. Since 2015 we have wholeheartedly affirmed the SDGs at BCCIC, producing reports, attending national and UN meetings, organizing ourselves and our members, exploring the potential of BC through the BC2030 campaign and networking, networking, networking. What have we learned? Much can be summarized in a moment. This year at the United Nations in New York we sponsored a side event called the “The Global Invisible Mosaic” in which we profiled the work of BCCIC, our mapping and subnational implementation. It was a hit and the term “Global Mosaic” made it into the official intervention from the floor. Within only days our own Parliamentary Secretary used the same term to describe civil society in Canada. A group from around the world was established calling itself “The Global Mosaic”. Where did all this collective momentum come from? It came from a single insightful moment at a workshop two years ago in which someone in Victoria stood up and contributed

to BCCIC. Their verbal insight became the title of a report… which morphed into an official side event… which was then read on the floor of the UN, and the mosaic unfolds. The story began in a moment and has not ended yet. Networking is an extraordinary concept. Networks are empty without the individuals and organizations that contribute to them. Some people join us because it serves their purposes. They can increase their capacity or gain access to information or opportunities. Others can see that networks can accomplish more than any individual or organization could possible achieve. The recent announcement of 100 M dollars by Global Affairs Canada, which in part will be facilitated by some of the councils in Canada, was made possible because of networking. The case for small and medium sized organizations was made over and over in a variety of forums. The councils, including BCCIC, were adamant that together we could make a difference… and we did. One hundred million dollars is a game changer, a stretch goal that has been achieved and it came about because of individuals and organizations working as networks. This last year has been inspiring here at BCCIC and we have made significant gains on behalf of our membership. Networking is not about doubling our efforts when we come together it is about exponentially making gains as we grow and thrive. I look forward to the coming year as we explore the power of networking to make the world a better place.

Message from the Chair 2016-17 was an exceptionally busy and productive year at BCCIC. Our membership, public reach and regional collaboration grew in a year that saw several key accomplishments and exciting developments. BCCIC continued to establish itself as a leader for engaging communities and organizations in the UN’s Sustainable Development Goals. In total, BCCIC completed SDG roundtable consultations with 31 communities as part of its BC2030 campaign as well as an online searchable map of over 2200 groups working on the SDGs in BC. BCCIC also produced the new report “Where Canada Stands,” providing a civil society perspective on Canadian SDG progress. This report was presented at the United Nations High-Level Political Forum in July where BCCIC was selected to sit on the Official Canadian Delegation. In partnership with our members, we facilitated 17 workshops and hosted 19 events with over 1500 in attendance. For International Development week, we had 9 inspiring young changemakers share their stories. In combination with a 12 day online campaign, we reached over 90,132 people with our International Development Week programming. We are excited to have strengthened our regional representation by welcoming the South Van Isle BCCIC and the Global Empowerment Coalition of the Central Okanagan as new

regional chapters this year. Together, BCCIC’s four regional chapters contributed to a total of 16 networking and public engagement events reaching 450 people throughout the province. We welcomed a Global Affairs Canada announcement of a one hundred million dollar fund for small and medium-sized organizations working on sustainable development, a vision the Inter-Council Network, of which BCCIC is a part and the current host, has been pursuing over the last 3 years. Our network has grown to over 150 members and continues to expand. As we look to the future, we are proud to have also completed a comprehensive strategic planning process that will guide our efforts over the next 4 years. We thank everyone who contributed to this rich and collaborative process. Our sincere thanks to our members, dedicated staff, volunteers and funders. Our achievements in the past year would not be possible without you. Together, we are increasing BC and Canada’s international development effectiveness and working toward a more just, equitable and sustainable world!

About Us The British Columbia Council for International Cooperation (BCCIC) is a network of groups and individuals engaged in sustainable development and social justice issues.

BCCIC supports its more than 100 members in becoming more effective agents of change in their global cooperation efforts and represents members’ interests and advances policy recommendations on provincial, national and international issues and the enabling role of civil society in these areas.

Inter-Council Network The Inter-Council Network is a coalition of the eight Provincial and Regional Councils for International Cooperation, committed to global social justice and social change. BCCIC is the current host of the ICN until 2019.

Major highlights in the last year included a push for recognition and funding for Small and Medium-Sized Organizations (SMOs) as key and under-funded players in Canadian civil society. After a long series of discussions, a $100 Million dollar fund for SMOs was announced in May 2017.


Local to Global High-Level Political Forum

BCCIC attended the United Nations High-Level Political Forum (HLPF) on Sustainable Development in New York City in July 2017 and participated as one of the civil society representatives with a seat on the Official Canadian Delegation.

The Invisible Mosaic Goes Global BCCIC hosted a side event in New York featuring speakers from India, Nepal, Pakistan, and South Korea. The panel showcased civil society experiences in evaluating national progress on the Global Goals across a range of political environments.

World Social Forum BCCIC attended the 2016 World Social Forum in Montreal we were able to connect with civil society colleagues from around the world and discuss national implementation of the SDGs.

COP 22

BCCIC attended the COP 22 climate conference in Marrakech to bring network policy recommendations formulated locally to the global stage. This included participating in dialogue around how global climate action fits into the larger SDG framework and must be tackled at all levels.


BC2030 is a non-partisan public engagement initiative that looks to the UN Sustainable Development Goals as an opportunity for British Columbia to demonstrate provincial leadership on global issues.

Youth Voices. Global Issues. 9 young changemakers shared their stories in a series of short presentations animating in the work they do to achieve the SDGs.


Youth Engagement BCCIC held 3 youth-focused events reaching a total of 474 people 6 summer students 25 volunteers

BCCIC partnered with the Mosaic Institute and the Foundation for Environmental Stewardship to host a Youth SDG Training featureing a key note address from the Deputy Director of the UNEP.

‘Youth Lead the World Facilitator Training’ was held in Nelson and provided training for youth and adults in how to facilitate and mobilize youth toward action addressing environmental concerns.

Youth accompanied BCCIC representatives to the COP 22 climate conference in Marrakech, Morocco to give voice to the youth dimension of climate change issues.

BCCIC interviewed youth and organizations for identifying barriers and enablers of intergenerational collaboration.


Chapters A BCCIC Chapter is a group of members who have come together in a particular geographic location in the province to undertake collective work.
