WHAT IS A COMPREHENSIVE PLAN? A document that identifies and communicates a community’s goals. Provides a blueprint for future land use decisions. Serves as the basis for land use codes, zoning, subdivisions, etc. Consists of text, baseline and analytic maps, and other visual data. Provides guidance for laws, policies and programs relating to community development. Offers implementation strategies and ways to measure success. Developed through process that includes a diverse group of community stakeholders.

COASTAL RESILIENCE What is coastal resilience? The National Oceanic and Atmospheric Administration defines coastal resilience as “the ability of a community to bounce back after hazardous events such as hurricanes, coastal storms, and flooding – rather than simply reacting to impacts”
Why should it be included in McClellanville’s comprehensive plan? Land use planning focusing on building resilience may increase a region’s ability to “cope with and minimize climatic disaster risks” (Hung et al., 2016).
47
SEA LEVEL RISE This graph shows various federal sea level rise predictions from 2015. The City of Charleston’s Sea Level Rise Strategy uses a 1.5-ft increase for “short-term, less vulnerable investments” (i.e. parking lot), and a 2.5-ft increase for “critical, longer-term investments” (i.e. emergency routes, public buildings”).
48

Approximately 200 acres of McClellanville’s Historic District would be impacted by 2’ sea level rise Impacted facilities include: Town Hall, Boat Landing/Dock, Lookout Tower, Silver Hill Plantation, Elizabeth Dawson Memorial Park, CREECs school, churches. 50
SEA LEVEL RISE 24% of all land parcels in McClellanville will be affected by the predicted 2ft of sea level rise by 2065.
52 of these parcels will lose more than half of their current land area.
How might we utilize this information to protect ourselves today AND plan for tomorrow?
