Message from the British Council Welcome to the second edition of the Guide to UK Qualifications in Malaysia. Anybody wanting to gain an impressive UK qualification can now consider a host of cost-effective options available to them via the wide range of Transnational Education (TNE) programmes available in Malaysia. TNE basically means any programme which leads to a foreign qualification while studying entirely or partly in an institution in your home country.

More countries in the Asia Pacific region are expected to follow their example in the near future. The British Council is committed to supporting the development of transnational education. A transnational evolution
Transnational education may have been born out of financial necessity but, as Yeong Suk Yee describes, the system has flourished in Malaysia. UK transnational education (TNE) programmes have been established in Malaysia for close to 30 years. Popular TNE programmes include 3+0, 2+1, and 1+2 degree programmes. Monitored by the Quality Assurance Agency for Higher Education (QAA) in the UK and the Malaysian Qualifications Agency (MQA), TNE programmes are trusted internationally. The establishment of a transnational model for Malaysian private higher education was spurred by the global economic crisis. During the mid-1980s, the global recession caused a major set-back to Malaysia’s rapid economic growth. The responsibility of financing students studying abroad became a heavy burden for many families and the government in Malaysia. Many of the students studying abroad were brought home and placed in local institutions. The sudden inflow of students caused a demand for places in higher education. To resolve this issue, the government started encouraging local private institutions to explore TNE programmes with foreign universities. Early birds In response to the government’s appeal, KDU College joined forces with Middlesex University to offer the first British twinning programme in Malaysia. By the early 1990s the number of private colleges had increased from 20 (in 1985) to 227. The economic boom in the mid-1990s generated a huge demand for human resources in new industries such as services, trades and the manufacturing sectors. In 1992, polytechnics in the UK were promoted to new university status. Soon after, a consortium of four colleges, namely the Workers Institute of Technology, KBU International College, Megatech Institute and Linton College were formed to offer Higher National Diploma engineering courses in partnership with Nottingham Trent University. All courses were accredited by the Business Technical Education Council (BTEC) in the UK.

Another thing to think of is how much time you want (or can afford) to spend in the UK, if at all. You may be able to find courses that are taught wholly in Malaysia, but you can also find courses that let you spend one or two years in the UK. You can also find courses that are taught half in Malaysia with the other half taught in the UK. The important thing is to ensure you decide what option suits you best, so the box below has some more details on the types of programmes on offer.

From the horse’s mouth If you are reading this, then the chances are that you are giving serious thought to a UK education. You could be a parent wanting, on one hand, the best education possible for your child – while on the other, wondering how much this is all going to cost. You could be a prospective student relishing the idea of getting a world-class education.
When shopping around for something, it is common to have a general idea of your needs – but you may still need more information before making a purchase decision. Education is no different.
You are also likely to encounter the hard sell. As much as a good education is important, private institutions in particular compete with each other to entice prospective fee-paying students to their own halls, as opposed to elsewhere. Such a situation can be as overwhelming as it is bewildering, for parent and child alike. In a nutshell – yes, you can have a UK education at a reasonable price. However, you don’t need a salesman to tell you all that. Graduates who have already been through a UK TNE programme are ideally placed to give you the best appraisal. They come from all walks of life and from different parts of the world. The software specialist Muhammad Anis Ur Rehman, a 29-year-old international development manager with the Asia Pacific University College of Technology & Innovation (UCTI) began as a student on a 3+0 BSc (Hons) Computing course, graduating in 2002. ‘I wanted to study computing as I had a great interest in developing software. I wanted to set up my own IT company to develop innovative software,’ Muhammad said. ‘UK qualifications are recognised worldwide. However, it was not just any UK qualification, but Staffordshire University, which is well known for computing and the quality of graduates. Meanwhile, UCTI is the most reputable IT university in the region and has a very wide range of programmes, excellent facilities, teaching, strong quality assurance with UK standards and its professional development approach.’

The music buff Anthony Noel Yap agreed with Muhammad’s summation, ‘UK qualifications are highly regarded and graduates are highly sought after. Of course, it does not guarantee the job but it definitely opens doors. Being in an industry where education is usually self-taught and qualifications are based on experience, a UK qualification makes a huge difference and enables me to stand out from the crowd.’ Yap used his bachelor’s degree in music production from a University of Westminster/ International College of Music TNE programme to good effect. He now runs his own recording studio, Big A Productions, and rates recording the album Carmel Heights, for the reclusive order of Carmelite nuns in Mantin, as a personal high in his career. The healthcare expert Shalini Loganathan, who graduated with a psychology degree from Sunway University College/Lancaster University felt that her UK education experience was ‘The greatest part of my life! It did meet my expectations and I think I am progressing fine with my career due to the groundwork set at university.’ She went on to become a learning and development executive with the Sunway Medical Centre and set up an assessment centre within her first six months on the job. About your UK-based programme I basically chose a UK-based programme because of the academic qualifications. Also, pursuing a mirror programme in a completely different environment was something worth experiencing. In my opinion, the UK-based programme’s course structure and content is very interesting and challenging. I mean you can’t expect to walk through every single thing without a challenge and expect to stand out. My favourite parts/subjects I enjoy programming. These modules do give you a headache but once they are completed, you feel like something has been added to you. Every completed module kept building my confidence. It may sound easy but it is a very big achievement at that level, because you know bigger developments will come along after graduation maybe. It’s just like creating something from nothing. That is programming in my view. College/university life Balancing studies with extra-curricular activities is not easy. However, all work and no play makes Jack a dull boy, so I work for a certain time then play. Of course it’s hard to go out and play tennis then come back and start coding, so you have to formulate some kind of plan. Since you manage your own time, you don’t abuse this by ‘cheating yourself’. My most outstanding memories were actually my first days in college. This is a high school dream. Then, once you get there, you don’t
know what to do, how to manage your time etc. However, a few programmes, orientation and past experience help you make better decisions. I seem to view and handle things differently than before. I am a more confident individual.

An important skill I would say being patient with every task. With practice, you will be rewarded. Looking ahead I am planning on completing a postgraduate programme after graduation but if a job offer came along, grabbing a few months’ work experience wouldn’t hurt. I am looking at a software development career. I envision the whole idea of creating applications that someone would look at and say ‘wow’. My father always told me, with hard work comes great rewards and I am sure I will reap my rewards from my hard work. My advice I once asked my younger brother what he wanted to be. He told me he wanted to do graphic design. I asked him what it was about and he didn’t have a clue. So, just like I told my brother, I think you should look for a course not because your dad asked you to do it, or because all your friends are doing it, but because of where you see yourself when you’re done with that course. If you have some blanks in that answer then it’s high time to rethink your path. Oh, and passion is important too.
