Franchised businesses may have to follow a strict set of rules, while independent contractors may have more leeway in terms of policies.

A contractor’s general liability insurance protects your home and property in the event of an accident.

ARE YOU FAMILIAR WITH LOCAL BUILDING CODES? Check to see if the contractor has worked in the area before, and if he or she is familiar with the permit process. Make sure a contract documents who will be securing the permits.

· HOW WILL THE PROJECT BE SUPERVISED?

Some contractors sub-contract out the work and may only stop by to check on progress. Understand how often those drop-ins will take place, and how to get in touch with the person in charge should a problem arise.

The National Association of Home Builders states that 50 percent of U.S. homes are over the age of 40. That means that age alone could dictate a need to renovate, particularly if some materials are original to the home. For example, asphalt roofs typically last 25 to 30 years, while window frames can last 20 to 50 years depending on how well they have been maintained.

HOW TO COMPARE CONTRACTOR BIDS

Home renovation projects are significant undertakings. It is common for homeowners who may not have the time nor the expertise to do the work themselves to call in professionals to tackle these jobs. Homeowners can negotiate the best rates by obtaining a number of bids from contractors, spelling out both labor and material costs and determining their best option. Here’s how to compare bids.

CHECK AS MANY REVIEWS AS POSSIBLE

Go online, ask friends for recommendations, or rely on the Better Business Bureau to find reliable contractors. A contractor who seems too good to be true will not necessarily be so, but it’s still best to vet each professional thoroughly prior to signing a contract.

CREATE A MASTER ITEMIZED CHECKLIST

It’s easy to explain the project differently from one contractor to another when doing so verbally. That may result in a different plan and price. Rather, make a checklist of what you want done and have several copies to give to the contractors with whom you meet. This makes it easier to compare costs line by line.

HAVE SPECIFIC MATERIALS IN MIND

Make sure bids are based on the same materials and tasks. For example, if you’re comparing window replacement quotes, be sure that each quote is based on the same window material and coating. Vinyl replacement

windows may not cost the same as fiberglass or wood. It is much easier to compare pricing when contractors provide estimates reflecting the same materials.

· IS THERE A WARRANTY? Certain contractors will stand behind their work for a period of time, even coming to make repairs if there are any issues. Check to see if a warranty policy is in place.

· WHAT IS THE POLICY FOR HOME PROTECTION AND CLEAN - UP? You’ll want to ensure the rest of your home doesn’t become damaged or soiled due to the construction. Have the contractor spell out plans for mitigating mess during demolition, and whether the construction company will be responsible for removing the debris.

· WHAT IS THE FINAL PRICE? One of the more important questions to ask is if the price stated on the contract will be the final price, or should incidentals be expected if issues are unearthed during construction? Some contractors may need to tack on charges for extra materials, and that can stretch homeowners’ budgets.

It’s important to touch base with the contractor and ask key questions about the project, which will be reflected on the contract both parties eventually sign.

395 / ROUTE 9 CONNECTOR PROJECT

IN JANUARY 2022, Stillwater-based Sargent Corporation was awarded its largest contract to date, a $83.9 million project to build a two-lane highway connecting Interstate 395 with State Route 9, also known as the Airline, in Penobscot County.

Maine Department of Transportation Commissioner Bruce VanNote characterized it as “a long overdue, regional, and, in fact, national and international freight connection.”

The MDOT website says the “missing link” between I-395 and Route 9 “will provide a regional solution to problems of transportation system connection, safety, and mobility. The greater Bangor/Brewer area is the economic and employment center for the north central region of the state and also a hub for the movement of goods because of its proximity to the interstate highway system and Canadian markets.”

The project completion date is July 2025.

The history goes back to 1998 when the Federal Highway Administration authorized a project study, and the federal Environmental Impact Statement was finalized in 2015.

MDOT received approval to proceed with the final design in June 2016, and the project went to bid in late 2021.

The 97-year-old, 100% employee-owned Sargent firm has a historic connection with I-395. H.E. Sargent constructed the Brewer portion of I-395 in the early 1980s.

“It’s cool that we’re being a part of the next extension of this,” said Sargent’s Northern Maine Operations Manager Tim LePage.

Sargent began immediately on the new connector, clearing the 7½-mile corridor – which runs through Brewer, Holden and Eddington – and installing settlement platforms plus more than 850,000 vertical feet of wick drains in the Felts Brook area from Eastern Avenue to Wilson Street. Wick drains remove water from clay and sand in water-saturated areas to provide a stable construction platform.

Work took place day and night. “We had to hit it hard because we had to import 90,000 yards of a drainage blanket on swampy areas,” said LePage. “We wanted to use the cold weather to our advantage.”

Now in the second year of the project, 50% of the 660,000 cubic yards of excavation is complete and crews are processing the 168,000 cubic yards of roadway gravel. In mid-June, the crews will resume gravel placement and install the two remaining box culvert crossings.

T Buck Construction, a key subcontractor, installed a bridge on Lambert Road in the first year of the project. Now the crews are working on bridges at Clewleyville Road and Eastern Avenue, and plan to start the Eaton Brook bridge later this summer. The fifth and final bridge, located at Levenseller Road, will be constructed in 2024.

In addition, AeroAggregates of Pennsylvania is supplying 77,000 cubic yards of foamed glass aggregate lightweight fill to be used in areas of the project designated as having poor underlying soils. The first portion of this material was placed in 2022, and the remainder will be placed this July.
