Santa Anita Race Track Draws 44,000 Hero John Shear Returns to Paddock Position

By Terry Miller While there were many winners during Boxing Day’s opener at Santa Anita, none could actually top that of Paddock Guard John Shear, 91, returning to his job at the track after facing a near death experience last spring when he saved a young girl from a bolting horse. Shear threw himself in front of the horse last spring, causing himself great bodily injury that landed him in hospital for several weeks. Doctors and nurses at Huntington Hospital said it was truly a miracle that Shear survived such traumatic injuries.Although his family knew all the time he’d pull through. “It’s good to be back…” Shear told Beacon Media Monday. “I feel great” he said as he walked briskly like that of a man 60 years his junior. Shear was back at his usual station protecting the public from horses as they approached the tunnel to the main track in preparation for each race. Scores of people wanted to shake hands with John Shear, one man who really knows the ropes at Santa Anita, was back at work opening day. -Photo by Terry Miller

Redevelopment Denied

Supreme Court Rules on Challenges to the State's Plan to Dissolve Redevelopment Agencies Resolving challenges filed by the California Redevelopment Association, the League of California Cities, and the cities of San Jose and Union City, the California Supreme Court today upheld the constitutionality of Assembly Bill 1X 26, which dissolves redevelopment agencies and redirects their property tax revenues, and struck down Assembly Bill 1X 27, which would have allowed redevelopment agencies to continue to operate, but only if they opted in on a plan that required annual payments. On July 18, the California Redevelopment Association and the League of California Cities filed a petition asking the court to overturn both Assembly Bill 1X 26 and Assembly Bill 1X 27. On August 11, the court agreed to hear the lawsuit and issued a partial stay of various provisions of both bills and to issue a decision before January 15, 2012. The court expedited briefing and argument on the matter and held oral ar-

gument on November 10. In a majority opinion authored by Associate Justice Kathryn M. Werdegar, the court upheld the enactment of Assembly Bill 1X 26, dissolving redevelopment agencies and redirecting their property tax revenues. The court explained that, because the Legislature had the authority to create redevelopment agencies, it also had the corollary power to dissolve them. The court noted that although Proposition 22, as enacted by the voters in 2010, amended the state Constitution to impose additional limits on the state's fiscal powers, nothing in that initiative or other parts of the state Constitution guaranteed the continued existence of redevelopment agencies. brated Jose Aguirre’s 102nd birthday! Jose was born in Chihuahua, Mexico on December 27, 1910. He was married and had 5 children, who then provided him with 18 wonderful grandchildren and 18 great-grandchildren. Jose is a current and active member of the Y of West San Gabriel Valley, who consistently attends Monday through Friday. His secret to longevity is a joyful attitude and staying active! Along with working out 5 days a week at the Y,

he does weekly yard work and plays dominos with his children, grandchildren and great grandchildren. Well respected Orthopedic Surgeon, Dr. Lin and huge supporter of the Y of West San Gabriel Valley, was amazed at how active, healthy and happy Jose is at the age of 102. Along with Dr. Lin, the Y staff and members came together in Jose’s special celebration to wish him many more joyful years of life!
