Criminal Charges Filed in Fatal Collision Glendale Nurse and 11 Year-Old Murder Victims On December 25, the Pasadena Police Department and the Federal Bureau of Investigation were conducting joint gang enforcement in the city of Pasadena following a homicide that occurred earlier in the day. At approximately 8:00 p.m., the officers observed a silver Dodge Durango commit a traffic violation in the area of Claremont Street and Marengo Avenue. Dr. Jane Goodall Leads Off Rose Parade and Rose Bowl Game New Year’s Day Goodall is the 124th Tournament of Roses Grand Marshal: Dr. Jane Goodall, DBE, founder of the Jane Goodall Institute and UN Messenger of Peace, will serve as the Grand Marshal of the 2013 Tournament of Roses festivities. On New Year’s Day, in front of a world television audience, Dr. Goodall will ride in the 124th Rose Parade® presented by Honda and themed “Oh, the Places You’ll Go!.” She will then toss the coin before the 99th Rose Bowl Game®presented by VIZIO. ‘Fiscal Cliff’ Threatens Benefits, Vocational Assistance for Local Workforce BY JIM E. WINBURN The ‘fiscal cliff’ is much more than a despairing catchphrase tossed around by politicos to describe the budget stalemate in Congress. It is an imminent reality facing many of the unemployed in our own area. If the U.S. Congress and the President fail to work out a plan to avert this so-called ‘fiscal cliff’ before the end of the year, the American public will inherit a weighty package of tax hikes and spending cuts. According to the Economic Policy Institute, actual impacts from the metaphorical fiscal cliff will result in employment losses reaching 1.6 million jobs by

the end of 2013 due to the expiration of the payroll tax cut, emergency unemployment insurance, and other measures. The institute said that automatic cuts to federal programs, from education to health care to housing, would result in another 1.3 million jobs lost. And the Congressional Budget Office also weighed in, saying the cost of going over the cliff will cause the nation to fall back into a recession with a 9.1 percent rise in unemployment by the end of 2013. Expressing concern for the Golden State, California Treasurer Bill Lockyer said about 40 percent of the federal sequestration impacts,

referring to the automatic spending cuts, are all on state and local government programs. “There’s also the impact on taxpayers if unemployment insurance is suspended, if payroll taxes aren’t cut or tax rates go up … and the unclear possible result of changes in healthcare funding,” Lockyer said. According to a Dec. 18 statement from the California Employment Development Department, federal extensions of unemployment benefits will come to an abrupt end for an estimated 400,000 Californians in two weeks unPlease see page 5

Governor Brown Grants 79 Pardons On the eve of Christmas, Governor Edmund G. Brown Jr. announced that he has granted 79 pardons. The individuals granted pardons all completed their sentences and have been released from custody for more than a decade without further criminal activity. Individuals who have been convicted of a crime in California may apply to the Governor for a pardon. A gubernatorial pardon may be granted to people who have demonstrated exemplary behavior following their conviction. A pardon will not be granted unless it has been earned. Obtaining a pardon is a distinct achievement based upon proof of a productive and law-abiding life following conviction. When a pardon is granted, the California Department of Justice and the Federal Bureau of Investigation are notified so that they may update their records on the applicant. The pardon is filed with the Secretary of State and Legislature, and is a public record.

Caltrans Announces Temporary Closures in Burbank Carpool Lane Construction on I-5 Caltrans is contructing a carpool lane on the Golden State Freeway (I-5) between the Ventura Freeway (SR-134) and Magnolia Boulevard in Burbank. As part of the improvements, crews will be removing the concrete barrier and railing on I-5 at Verdugo Ave., Alameda Ave. and Western Ave., for the widening of the freeway. This will allow for the addition of one carpool lane in each direction of I-5. This construction activity will require temporary full street closures of Verdugo Ave., Alameda Ave.

and Western Ave. See map below for closure locations, construction work zones and detours. You may hear construction noise but it will not exceed levels allowed by state and federal regulations. Dorothy's Place What Can I Say?

By Dorothy Denne Well, 2012 is rapidly coming to an end. Only 5 more days and it will be history. I’m not going to attempt to recap events. The media, whatever form we choose to use, will do plenty of that and probably more accurately than I would. So, I’m looking to the future. The other day I ran across a page I had torn from an old AARP News Bulletin. It was about fixtures of every day life that have vanished, are vanishing and will vanish. Remember when neither rain nor snow would keep the mailman away? Today they are called letter carriers, the mail they carry is called snail mail and they are an endangered species. Remember the rotary phone? As these 20th century icons gather dust, people are dropping their land-line

plans and opting for cell only. Eventually folks will be talking on mini-computers the size of cell phones, and basic telephones will become memories. Before I’ve even learned to use some of them, it is goodbye CDs, DVDs, Blu-Rays, thumb drives, video game discs and their players. Electronic entertainment will be bought and played directly from the internet. Analog clocks and their mini forms, the wrist watch, will become retro novelties as they are replaced by cell phones synched perfectly to satellites. Springing forward and falling back will be automatically done for us. Here’s one for you: toilet-seat bidets will wash and dry at the touch of a button, eliminating toilet paper. A far cry from my childhood days on the farm with outdoor toilets served by Sears Roebuck and Montgomery Ward catalogs. Speaking of saving paper, gone will be glove box road maps. No need for these when map apps offer directions, traffic info, drive-

time estimates and an arrow pointing to the nearest whatever. Along that map line is a somewhat scary thought. Robots or self-driving cars are on the near horizon. Gasoline pumps, too, will become a thing of the past. When your car drives itself to a service station, it will be to plug in for a battery recharge or to fill up with hydrogen. Not so technical or futuristic but, as a former teacher, one of my pet peeves is the disappearance of cursive writing. Some states have already officially dropped handwriting as an educational requirement, with many more currently considering doing the same. One day extra instruction may be required for students who wish to read historical documents in their original drafts. Also on their list of going, going, almost gone are answering machines, tube televisions, phone books, bank deposit slips, printed encyclopedias, film, and incandescent light bulbs. What can I say? I guess just Happy New Year!

800 New Laws Will Go into Effect in 2013 in California California approved a law exempting clergy members opposed to gay marriage from performing samesex marriage ceremonies. California coaches and administrators in K-12 schools, as well as higher education employees who have regular contact with children, will be required to report suspected child sexual abuse. Another law bans the use of dogs when hunting bobcats or bears. Some young undocumented immigrants will be

able to get a driver license. Californians between the ages of 16 and 31 who qualify for President Obama’s work permit program will also be eligible for a license. California voters could potentially register to vote on election day with a provisional ballot, as long as the conditional voter registration is deemed effective. Same-day registration will be permitted once the Secretary of State certifies California’s new statewide voter database, VoteCal.

Two laws ban businesses and schools from demanding that potential employees or students share social media credentials and private content. In the health care sector, another new law mandates that after getting a mammogram, women must be informed if they have dense breast tissue. Effective January 1, 2013 California requires the CO2 detectors be installed in condominiums and apartments.

Monterey Park’s 5th Annual Community Clean-up Day Slated On January 13 help brighten a Monterey Park neighborhood from the ground up. This January, the Monterey Park populace is encouraged to celebrate the New Year with a show of civic pride: Check-in will begin at 7:30 a.m. with work starting at 8 a.m. RSVP by contacting the Recreation and Community Services Department at 626-307-1388 or recreation@ montereypark.ca.gov. Volunteers are asked to wear work clothes and gloves to pull weeds and trim branches as well as help paint retaining walls, hand rails, picnic tables and playground equipment. Students will have the opportunity to earn service hours. Juice and donuts will be available in the morning and lunch will be served at the end of the event. Monterey Park Community Cleanup Days are open to individual participants 14 years and older, as well as

supervised groups such as scouts or service clubs. Participants under 18 years of age are required to have a waiver signed by a parent or guardian. Altadena Detectives Seek Help Regarding Shots Fired at Off Duty Deputy Altadena deputies continued to search for a gunman suspected of firing three rounds at the vehicle of an off-duty deputy in Altadena on Saturday. The shooting occurred near Harriet Street and Lincoln Avenue at about 3:40 a.m. The deputy was traveling in his personal vehicle with his brother in the passenger seat when a vehicle

pulled alongside his and fired several rounds from a handgun. The suspect vehicle — described as a dark-colored Lexus sedan — sped off. Neither the deputy nor his brother were injured. Three other occupants from the minivan were transported to a local hospital with serious injuries and identified as Kenric Ng, 49 years, Irene Ng, 52 years, and a 16 year old female, all residing in Daly City, Ca. Four suspects were arrested for murder and are identified as Darryl Williams, Black male-22, Pasadena resident, Brittany Washington, Black female-21, Los Angeles

resident, Demauria Hannah, Black male-22, Pasadena resident, and Jada Mays, Black female-18, Pasadena resident. All suspects sustained moderate injuries from the collision. During the pursuit, one of the occupants discarded a loaded handgun that was later recovered by Pasadena Police officers. On December 28, 2012, the Pasadena Police Department presented the collision investigation to the Los Angeles County District Attorney’s Office. Guillermo Bert: Encoded Textiles Through Feb. 24, 2013 The Pasadena Museum of California Art (PMCA) is proud to present Guillermo Bert: Encoded Textiles, an exhibition that explores the latest generation of bar codes (QR codes), their capacity to hold 200 times more information than traditional bar codes, and the graphic similarities between the bar codes and the textiles of the indigenous peoples of the Americas. The exhibition examines technology, language, cultural heritage, and capitalism seeking to open a dialogue about the effects of globalization on the world’s indigenous population. Bert’s innovative use of an advanced technology is to record the history of a marginalized culture, so that these stories do not fade away. The tapestries from these communities are traditionally filled with symbols and images with meaning, but have not included full stories such as the ones preserved and archived as part of Encoded Textiles. Inspired by the bar code’s universality, Bert translates political, religious, social, and artistic entities into patterns of elongated vertical bands woven into tapestries. The tapestries are created with natural wool and dyes that

are either made, bought or traded locally, using different sized threads, stitching techniques and distinctive colors. Guillermo Bert was born in Chile in 1959, studied art at the Catholic University of Santiago and then relocated to reside in Los Angeles. For the past two decades his art has been widely exhibited and collected by numerous museums in the United States and South America. Bert was Art Director for the Los Angeles Times for five years and taught mixed media art at Art Center School of Design in Pasadena, California (20002005).

We think Dr. Goodall’s life story is a testament to the sense of adventure and openness to possibility that this phrase suggests: As a young woman, she defied convention to follow her dreams, and she has committed herself to a life of global citizenship, inspiring children and adults alike along the way. 2013 will be the 53rd anniversary of her field study of the Gombe chimpanzees. I can think of no one whose life has better exemplified our theme and message than Dr. Jane Goodall. Dr. Goodall is now an international icon, but it is her passion for discovery and how she has used her celebrity for the betterment of the world that has drawn us to her.” At the age of 26, Jane Goodall traveled from England to what is today Tanzania and bravely entered the little-known world of wild chimpanzees. She was equipped with nothing more than a notebook and a pair of binoculars. But with her unyielding patience and characteristic optimism, she won the trust of these initially shy creatures. She managed to open a window into their sometimes strange and often familiar-seeming lives. Her early findings—that chimpanzees make and use tools, eat meat, and engage in war-like activity—profoundly altered our understanding of what it means to be human.

Today, Dr. Goodall’s work revolves around inspiring action on behalf of endangered species, particularly chimpanzees, and encouraging people to do their part to make the world a better place for people, animals and the environment. Andaz San Diego Hotel By Greg Aragon I love being in the heart of the action. But I can also appreciate a casual evening with wine and wonderful views. I got both and much more, when I recently discovered Andaz San Diego, a fascinating boutique hotel located in the heart of the historic Gaslamp Quarter in downtown San Diego. “The concept behind Andaz was born out of the belief that today’s travelers are in search of hotels that offer warm and friendly service and have a unique design aesthetic,” says Rusty Middleton, general manager of Andaz San Diego. “We are excited to offer them that experience here in San Diego, one of the most appealing destinations in Southern California.” My Andaz getaway began when a friend and I checked into a beautiful 4th-floor suite overlooking the ocean, the San Diego Coronado Bridge, and Petco Park (home to the San

Diego Padres). The modern-designed room offered two queen beds, large flat screen TV, a sleek bathroom with hardwood floor, glossy brick-shaped tile and large glass shower, and a stocked fridge / mini-bar area with top-notch beers and potent potables, and lots of free snacks and beverages, free Internet, and 24-hour room service available. My favorite aspect of the room was the sweeping city views, afforded by three huge windows looking to the water, the Gaslamp District, and East San Diego. The windows were so big they came with gigantic, couch-like window seals. After getting to know the suite, we explored the rest of the historic, 159room hotel. Our first stop was the rooftop pool area, where a wine bar, a nightclub and gorgeous city views attract visitors from all over – especially at night when music plays, while sea breezes surround the open-air environment. While on the roof, we sipped cold beers and relaxed poolside admiring

the San Diego Skyline. From the roof, I changed for a workout in the Andaz fitness center, taking advantage of the treadmill and various state-of-the-art weightlifting machines. I then rested before meeting my friend in the lobby for the daily Andaz wine reception, where guests are treated to complimentary wine. After mingling with other hotel guests and staff members, we strolled across the lobby and entered the hotel’s signature Katsuya San Diego Restaurant. Featuring the dynamic pairing of Master Sushi Chef Katsuya Uechi and design impresario Philippe Starck, Katsuya is truly a feast for the senses. With specialty cocktails, unique rolls and spectacular sushi and sashimi platters, Chef Uechi skillfully translates Japanese flavors to the American palate. Signature dishes include Crispy Rice with Spicy Tuna, Yellowtail Sashimi with Jalapeño and Miso-Marinated Black Cod. Our dinner began with crispy soft shell crab, fried on a succulent bed of sea-

weed, with citrus ponzu; and vegetable tempura, with onions, yams, asparagus, mushrooms and green beans. With this we sipped cold Japanese beer and hot miso soup. For a main course we shared an incredible sushi

sampler, highlighted by California rolls, served with an array of tuna, albacore, yellowtail, salmon, halibut, shrimp, octopus and eel. This dish was so fresh it was like the fish jumped from the ocean to our plates. After dinner we ex-

Cesar Valladares, Employment Programs Manager at the EDD, said his department is already working to provide the public with information on other sources of relief, such as the Department of Social Services, before individuals run out of unemployment insurance. “Those 400,000, if Congress doesn’t act, will be affected,” said Valladares. “And because we’ve been here before, and we did this last year, this is not the first time we’ve seen Congress waiting to act.” According to the department, there are 85,351 people from Los Angeles County who received notices in November that their federal extensions for unemployment benefits will end after the week ending Dec. 29. Those EDD notices also supplied individuals with information on a wide range of alternative forms of assistance from local One-Stop Career Centers, including resume and job search assistance, network-

ing groups, and free training services. However, these vocational and training programs for out-of-work individuals, which are funded by the Workforce Investment Act and offered at local One-Stop Career and WorkSource centers, are also threatened by the approaching measures of austerity. California receives approximately $450 million each year in federal funds under the Workforce Investment Act of 1998 to provide vocational services and strategies for adults, laid-off workers, and youth, according to the City of Los Angeles Workforce Investment Board. The purpose of these workforce development activities is to increase participants’ employment, job retention, earnings, and improve their occupational skills. The Small Business Majority, a business advocacy group, conducted a recent poll of small business owners that cited an alarming concern for local workforce training and assistance programs.

From the 500 small business entrepreneurs polled, 66 percent believed there would be cuts to Workforce Investment Act state grants, thereby severely impacting employment and training services for disadvantaged, underemployed and out-of-work individuals. The Foothill Workforce Investment Board in Pasadena anticipates an approximate 8.5 percent reduction in Workforce Investment Act funding as a result of the federal budget sequestration process, according to Phillip L. Dunn, executive director of the Foothill Workforce Investment Board. Dunn said the FWIB offers vocational training through public and private training providers by means of Individual Training Accounts. Through this program, workers are given vouchers to use at their discretion at eligible training providers. Before ITAs, workforce counselors prescribed the type of training a worker would receive

However, if sequestration goes through, the FWIB’s more immediate concern will be the increased number of unemployment insurance recipients visiting the OneStop Career Center for employment and training services. “Typically, these clients are more interested in job development and placement assistance verses training services,” he said. “FWIB and the Employment Development Department will have to balance its services to meet the needs of both the training and job seeking populations.” Dunn said that the FWIB offers training in many high-demand occupations and high-wage industry sectors, such as clerical, truck driving, IT,

and medical assisting. The training takes place at the Foothill Employment and Training Connection, a comprehensive One-Stop Career Center, located at 1207 E. Green Street in Pasadena. “FWIB operates a demand-driven vocational training system, whereby we work closely with employers to obtain workforce intelligence on the types of training needed to meet local labor market needs,” said Dunn, explaining that FWIB’s success is measured by a set of performance standards that include job placement, job retention and increased wage rates. WorkSource centers, which are also supported through federal funds via the Workforce Investment Act, are a free resource throughout Los Angeles County that connect individuals looking for work with businesses that need help with recruitment. Expecting future funding cuts to WorkSource

centers, the Los Angeles County Workforce Investment Board recently approved a series of reforms to ensure ongoing services are provided to the community. According to a report published by the L.A. County Workforce Investment Board, the proposed changes call for focusing training, employment services and support to businesses in the following high-growth industries: construction, transportation and logistics, engineering and ‘green’ jobs, health care, biotech, hospitality and tourism, and finance.
