How Trump’s federal funding and hiring freezes are leaving America vulnerable to catastrophic wildfire

President Donald Trump and Elon Musk’s efforts to shrink the federal government, launched as the deadly Palisades and Eaton fires burned across Los Angeles, have left the country’s wildland firefighting force unprepared for the rapidly approaching wildfire season.

The administration has frozen funds, including money appropriated by Congress, and issued a deluge of orders eliminating federal employees, which has thrown

agencies tasked with battling blazes into disarray as individual offices and managers struggle to interpret the directives. The uncertainty has limited training and postponed work to reduce flammable vegetation in areas vulnerable to wildfire. It has also left some firefighters with little choice but to leave the force, their colleagues said.

ProPublica spoke to a dozen firefighters and others who assist with the federal wildfire response across the

country and across agencies. They described a range of immediate impacts on a workforce that was already stressed by budgetary woes predating the Trump administration. Hiring of some seasonal workers has stalled. Money for partner nonprofits that assist with fuel-reduction projects has been frozen. And crews that had traveled to support prescribed burns in Florida were turned back, while those assisting with wildfire cleanup in California faced

confusion over how long they would be allowed to do that work.

“Uncertainty is at an all-time high. Morale is at an all-time low,” one federal wildland firefighter said. Multiple federal employees asked not to be named because of their fear of retribution from the White House.

San Bernardino County officials issued a statement Thursday supporting Senate Bill 360 which seeks to unlock long-restricted Proposition 70 funding for park, cultural and open space upgrades, such as improvements to Prado Regional Park.

“This bill will bring critical enhancements to our parks, recreational facilities, and cultural spaces within the Chino Agricultural Preserve, enriching the quality of life for residents and strengthening community connections,” Hagman said in a statement. “These improvements will also boost local tourism and economic growth, and we appreciate Senator Rubio’s leadership in advancing this important initiative for San Bernardino County.”

Taiwan supports ‘Shoes for Kids’ in Riverside County during annual Orange Picking Event

The Taipei Economic and Cultural Office in Los Angeles (TECOLA) once again partnered with the Inland Chinese Association (ICA) for its annual Orange Picking Event on Sunday, Feb. 16. This year’s event continued the tradition of giving back by providing shoes to underprivileged families in the Inland Empire.

Director General Amino Chi has been a supporter, on behalf of TECO-LA, of this charity initiative for three consecutive years. He emphasized Taiwan’s commitment to community development and assistance for disadvantaged families, stating, “It is an honor for Taiwan’s Ministry of Foreign Affairs to support activities that strengthen our communities. We hope to continue working closely with local organizations and govern-

ments in Southern California and the United States to provide aid to those in need.”

ICA President Julian Hsieh highlighted the ongoing need for community support in Riverside County. “Many families in our community still need assistance,” he said. “This event is more than just giving back — it’s an opportunity for the community to engage in meaningful public service. By picking oranges and enjoying time together, families contribute to improving the lives of others.”

Over the past decade, thanks to the generosity of former ICA President Gary Liaou, who provides his orchard each year, the association has donated more than half a million pounds of oranges and 20,000 pairs of shoes to families in need.

A25-year-old motorist who mowed down two men standing in front of a Moreno Valley restaurant, where they’d watched and laughed at his drunken friend being manhandled by security guards, was convicted Thursday of two counts of second-degree murder.

A Riverside jury deliberated for just over a day before returning with unanimous verdicts against Edgar Ivan Gomez Garcia of Mead Valley for the deaths of 29-year-old Junior Rafael Gonzalez and 39-year-old Pedro Cortes Rodriguez in 2019.

Along with the murder counts, jurors found Garcia guilty of sentence-enhancing allegations of using a deadly weapon — a vehicle — in the commission of a felony and fleeing the scene.

Riverside County Superior Court Judge Bernard Schwartz did not immediately set a sentencing date. He ordered Garcia to remain held without bail at the Byrd Detention Center.

fied in court documents only as “Hector,” went to the El Rodeo Club & Restaurant at 24805 Alessandro Blvd., where Hector became inebriated, according to a trial brief filed by the District Attorney’s Office.

He was involved in an unspecified confrontation with a club patron that turned physical, culminating in two security guards hustling him out of the establishment into the parking lot, where the heavily intoxicated man continued to remain belligerent, court papers stated.

The guards deployed pepper spray, and one of them threw a gut punch, causing Hector to keel over in the parking lot, according to the brief. Garcia was walking to his friend’s Ford F-150 pickup truck when he saw what happened, prompting him to challenge the men to a fight but was talked out of it by another employee of the venue, prosecutors said. Hector was unable to walk unassisted, requiring Garcia to “drag him through the parking lot,” at which point the victims, among a

group of friends, “laughed and began to take video of Hector being dragged,” the brief said.

The defendant, inflamed by the group’s behavior, placed his friend in the pickup’s passenger seat and got behind the wheel. A security surveillance camera mounted on a business across the street recorded the ensuing moments after Garcia started the truck.

“The video captured the truck pull out of a parking stall and drive up the parking aisle toward a store next to El Rodeo,” according to the brief. “The truck turned right in front of the store, towards El Rodeo, and rapidly accelerated, screeching its tires. The truck came to an abrupt stop before reaching the front of El Rodeo. After a couple of seconds, the driver accelerated into the crowd. The footage captured the truck striking the victims and dragging their bodies across the asphalt.”

Witnesses dialed 911 as Garcia sped away.

Junior Gonzalez was pronounced dead at the scene. Rodriguez lingered

in a coma for nine days at Riverside University Medical Center before he was taken off of life support.

Sheriff’s detectives gathered sufficient evidence from witnesses, as well as the Moreno Valley Citywide Camera System, to identify the pickup and its owner. That led to an interview with Hector several days later, during which he recalled only vague details about the incident, saying he remembered being helped into his

pickup and into his son’s bed after arriving home, but virtually nothing else — and Garcia didn’t tell him anything, according to court papers.

He told investigators Garcia had been staying with him, sleeping on his living room couch for weeks, while the two went to work in Brea, but a day after the restaurant deaths, the defendant abruptly left and returned to his mother’s house in Mead Valley.

In a text message on Oct. 20, 2019, Garcia “encouraged Hector to get rid of the truck and to burn it,” the brief said. Based on the evidence, especially eyewitness identification of Garcia as the driver, a warrant was obtained, and on Oct. 22, 2019, he was arrested without incident in Moreno Valley. He has no documented prior felony convictions in Riverside County.

US transportation secretary calls for review of California’s high-speed rail

Federal railroad officials initiated a review of California’s 400-mile high-speed rail project, aimed at connecting Los Angeles to San Francisco, following concerns made by the Trump administration, Transportation Secretary Sean Duffy announced Thursday.

The review by the Federal Railroad Administration is expected to determine whether an estimated $4 billion in taxpayer money should remain committed to the proposed project to build a segment in the Central Valley between Merced and Bakersfield. The project was initially supposed to be completed by 2020 for a total of $33 billion, however, that timeline has grown as well as the cost.

“People were excited. They were thrilled to take people off the road, out of the air and put them on rail,” Duffy said during a news conference at Union Station in downtown LA. “Where are we today? Well, today, we are severely — no pun intended — off track.”

A recent estimate by the California High Speed Rail Office of the Inspector General noted the Mercedto-Bakersfield segment has a funding gap of at least $6.5 billion despite California being set to receive more than $4 billion from the Biden administration.

The segment is most likely to be completed by 2033, and the total estimate

for the entire project is $106 billion, more than three times the original cost, according to the secretary.

“For too long, taxpayers have subsidized the massively over-budget and delayed California High Speed Rail project,” Duffy said. “President (Donald) Trump is right that this project is in dire need of an investigation.”

Duffy questioned whether the $4 billion promised by the Biden administration should be allocated to the transportation project.

“We’re going to look at whether California’s High Speed Rail has actually complied with agreements that they’ve signed with the federal government,” Duffy said. “We can’t just say we’re going to give money and then not hold states accountable to how they spend that money.”

Duffy said there are some high-speed rail projects they can support such as the Brightline West rail project, connecting Los Angeles to Las Vegas. But due to the slow progress and high overruns by the California High Speed Rail Authority, the 400-mile run requires a detailed review.

In a statement, CHSRA CEO Ian Choudri said that “We welcome this investigation and opportunity to work with our federal partners.”

completed, every dollar is accounted for, and we stand by the progress and impact of this project,” Choudri continued.

He mentioned that 171 miles of rail are under active construction with more than 50 major structures completed. The project has also created 14,600 jobs and engaged with more than 880 small businesses.

More than 30 protesters staged themselves just outside Duffy’s news conference. They chanted “We are taxpayers. Ask us what we want” and “Build the rail” loud enough to disrupt the secretary’s remarks.

One of the protesters was Max Rico, a lifelong resident of Los Angeles.

“I’m out here because it’s not fair that taxpayers aren’t getting a say right here,” Rico told City News Service. “We’re having these MAGA guys coming from D.C. taking away federal funding for badly needed projects.”

Rico, who said he teaches students about climate change in the South Bay, added that it’s a really serious problem. He said, “It breaks my heart to see all my students who have no hope for our future with this administration.”

He supports the highspeed rail project because it would play a significant part in reducing vehicles on roads and flights, meaning a reduction in greenhouse gas

emission as well as carbon dioxide and global warming. Rico countered that part of the reason for delays are a result of bureaucracy, red tape and lawsuits filed by residents in the Central Valley.

“I understand why people don’t see it as our priority, but I’d like for people to think long term,” Rico told CNS. “How are we going to address the catastrophe that is climate change?”

“One of the biggest ways is to reduce greenhouse gas emission throughout projects like this one,” Rico added.

Earlier this week, while speaking with reporters, Trump criticized the rail project and described it as the “worst-managed project” he has ever seen. He also incorrectly claimed the project was “hundreds of billions over budget.”

CHSRA officials refuted Trump’s claims. In response, they noted that of the approximately $13 billion spent on the project, $10.5 billion comes from the state and those expenditures had more than $22 billion of “economic impact.”

Every dollar of the project is accounted for and has been thoroughly reviewed by the independent Office of the Inspector General, whose sole focus is improving oversight and accountability of the California High Speed Rail project.

Afreeconcertfor firefighters and fire victims and a production of “Jesus Christ Superstar” with Cynthia Erivo of “Wicked” fame in the lead role will be among this year’s highlights at the Hollywood Bowl, officials announced Tuesday.

LA Phil unveiled the Bowl’s 2025 summer season, which will see Gustavo Dudamel return for his 16th and penultimate season as music and artistic director.

Before the summer season kicks off, the venue will host a special free concert to thank the first responders who fought January’s wildfires and the community members who were impacted, titled “We Love LA.” It will be held on April 1, and will feature Dudamel, the Los Angeles Philharmonic and special guests to be announced.

“The start of 2025 has been a profound reminder of the strength and resilience of Los Angeles,” said Kim Noltemy, president and CEO of the Los Angeles Philharmonic Association. “Many of our orchestra members, guest artists and community members have been deeply impacted by this moment, and we are grateful to the dedicated firefighters, service workers and broader community whose efforts help keep LA strong. Their dedication and perseverance inspire us as we look ahead to a 2025 Bowl season that unites the world’s greatest talent with moments of joy, discovery and celebration all summer long.”

Dudamel, who will leave LA Phil to conduct the New York Philharmonic in 2026, is slated to conduct eight performances in August with the Los Angeles Philharmonic and Venezuela’s Simón Bolívar Symphony Orchestra.

On Aug. 12, they will perform music from a journey of dances around the world culminating in Ravel’s “Boléro” and Yuja Wang in Tchaikovsky’s Piano Concerto No. 1.

On Aug. 14, Dudamel will lead the Bolívars and the Los Angeles Philharmonic, side by side, through Tchaikovsky’s dramatic Fourth Symphony. Opening the evening is Ricardo Lorenz’s “Todo Terreno,” and Pacho Flores will return for the world premiere of Márquez’s Concerto for Trumpet No. 2.

Arts educators reach out after LA fire disaster

Music lessons. A trip to the theater. Experiences like these can help students recover from cataclysmic natural disasters like the LA fires, according to experts in music and the brain.

Research shows that learning to play an instrument improves listening skills and language development.

Neuroscientist and Associate Professor Assal Habibi, PhD, is director of the Center for Music, Brain, and Society at the University of Southern California, Dornsife College of Letters, Arts, and Sciences.

She said music students see improved decisionmaking, planning, and focus.

“We’re not just giving them a toolbox of musicianship,” said Habibi, “but we are giving them a toolbox to have better emotion regulation and better impulse control, and perhaps better respond to stressors around them when natural disaster happens in their environment.”

The center works with children in the Youth Orchestra Los Angeles, and researchers noticed improved resilience during and after

the COVID lockdowns.

They’re also working with several children affected by the Altadena fire - kids who are part of the Los Angeles Children’s Choir, which is based in nearby Pasadena. Habibi said participation in musical and art experiences is especially helpful in the immediate aftermath of a traumatic event, because it facilitates access to emotion.

“Some of these students may not be able to really express what is going on for them, and the fear and anger around all that happened so fast,” said Habibi. “But by going to see a musical performance, it gives them

a connection and access to their emotions and a way to express themselves.”

aspects of the White House’s broad freeze of federal spending, although the administration continues arguing that it has the authority to halt the flow of money. Some funding freezes appear to be thawing, but projects and hiring have already been severely impacted.

In one case, the freeze to Bipartisan Infrastructure Law and Inflation Reduction Act funding, combined with orders limiting travel by some federal employees, forced the National Park Service to cancel a massive prescribed burn scheduled for January and February in Everglades National Park and Big Cypress National Preserve, ProPublica has confirmed. Prescribed burns help prevent catastrophic wildfires by clearing vegetation that serves as fuel, and the meticulously planned 151,434-acre Florida fire — to cover more than six times the land area of nearby Miami — was also meant to protect a Native American reservation and improve ecological biodiversity.

“We will be more vulnerable to a catastrophic fire in the future as a result of not being able to do the prescribed burns,” a federal firefighter with direct knowledge of the situation said.

The National Park Service gave conflicting explanations for the cancellation, suggesting in a news release that weather was the cause while internally acknowledging it was due to funding, the firefighter said.

This comes as the U.S. Forest Service, which employs more than 10,000 firefighters, has been wracked by longrunning deficits and a lack of support for the physical and mental health stresses inherent in the job. Federal firefighters told ProPublica they were happy to do a dangerous job, but the administration’s actions have added to uncertainty surrounding their often-seasonal employment.

A spokesperson for the Forest Service said in a statement that a major prescribed burn training program was proceeding as planned and “active management, including hazardous fuels reduction and prescribed fires, continue under other funding authori-

ties.” The newly confirmed secretary of the U.S. Department of Agriculture will review the remainder of the agency’s spending, according to the statement. The Forest Service did not say specifically what funding the agency has available or when the freezes might be lifted.

“Protecting the people and communities we serve, as well as the infrastructure, businesses, and resources they depend on to grow and thrive, remains a top priority,” the statement said.

The White House did not respond to a request for comment.

The reality is supervisors are guessing how to interpret the White House’s commands, and a “huge leadership vacuum” has resulted in conflicting orders, according to Ben McLane, captain of a federal handcrew, which constructs fireline around an active blaze.

A national firefighting leadership training program that McLane was set to attend was canceled on short notice, he said. McLane acknowledged that federal firefighting agencies need a major overhaul, noting that his crew was downsized 30% by pre-Trump administration cuts. But the current confusion could further impact public safety because of the lack of clear leadership and the disrupted preparations for wildfire season.

“Wildfire doesn’t care about our bureaucratic calendar,” McLane said.

“It’s Always Cheaper to Do a Prescribed Burn”

The threat of wildfire is year-round in the Southeast and spreads west and north as snow melts and temperatures rise. In the West, fire season generally starts in the spring, although climate change has extended the season by more than two months over the past few decades, according to the Department of Agriculture.

Preparations for fire season begin each year in the Southeast, where mild winters allow crews to carry out prescribed burns while snow blankets the West. In a typical year, crews fly in from across the country to assist in containing the planned fires and to train for battling wild-

fires. The Southeast typically accounts for two-thirds of the acreage treated with federal prescribed burns annually, according to data from the Coalition of Prescribed Fire Councils and the National Association of State Foresters.

The controlled burns serve several purposes: minimizing the size of naturally occurring wildfires by reducing available fuel; promoting biodiversity by creating varied habitat and recycling nutrients into the soil; and providing an opportunity for training in a controlled setting.

Any delays this time of year set preparations back, and numerous firefighters raised the alarm about the canceled burn in the Everglades.

Crews had arrived for three-week assignments to assist with the burn, which was planned alongside the Miccosukee Tribe of Indians of Florida and was to remove fuel near the Miccosukee Indian Village. The goal, according to a National Park Service press release, was to “protect the Tribal Community from wildfire, enhance landscape resiliency, aid in ecosystem restoration, protect cultural values and improve firefighter and public safety.”

But some crews were told to head home early, according to a firefighter with direct knowledge of the situation. “We do not have the resources to control this burn,” the firefighter said.

A National Park Service representative confirmed the burn was canceled but did not answer questions about the reason for the cancellation.

Internally, however, the agency acknowledged that gaps in funding and staffing forced it to abandon the plan until at least the next fiscal year. The agency also told staff that congressionally appropriated funds were frozen, some hiring was halted and overtime was strictly limited, the firefighter said.

Prescribed burns across the country that require travel or overtime pay have also been limited. Nonprofits that manage complementary burns, adding to the acreage treated, have also seen their federal funding frozen. And

some state agencies have been locked out of these funds.

In Montana, for instance, the state’s Department of Natural Resources and Conservation uses federal grants to assist communities in becoming more resistant to wildfires. That money was recently cut off, according to emails reviewed by ProPublica. (The department did not immediately respond to a request for comment.)

“What do they want, more fires?” Mary Louise Knapp, a Montana resident who has worked with the department on fire resiliency in her own neighborhood, said of the Trump administration.

Any short-term savings from the funding freeze, one federal firefighter said, are likely to be eclipsed by the vast resources needed to combat even larger wildfires.

“It’s always cheaper to do a prescribed burn,” the firefighter said.

“They Still Don’t Have the Budget Under Control”

Even before Trump’s second inauguration, the federal firefighting force faced severe challenges.

The Government Accountability Office, in a 2023 study, found that low pay, which “does not reflect the risk or physical demands of the work,” made hiring and retaining firefighters difficult. The study also pointed to well-documented mental health and work-life balance issues across the Forest Service and the four agencies within the U.S. Department of the Interior that constitute the then-18,700-person strong force.

Then came the Forest Service’s attempts last year to close a budget shortfall worth hundreds of millions of dollars. The agency stopped hiring seasonal workers outside the fire program.

“The reality’s setting in — they still don’t have the budget under control,” one Forest Service firefighter said. Even though firefighting positions were exempted, personnel who do other jobs often assist with fires. And a lack of support staff could force firefighters to do additional work such as maintaining recreational trails, taking

them away from fire-related duties.

Much of the force is hired seasonally or switches between crews and agencies at different times of the year. But the increased uncertainty has prompted once-reliable seasonal hires to take other jobs that offer more stability.

“We’re the only ones left,” the Forest Service firefighter said of the hiring freezes.

(In early February, Sen. Tim Sheehy, a Montana Republican, and Sen. Alex Padilla, a California Democrat, introduced legislation to create a new, unified firefighting agency.)

All this comes as wildfires are growing larger and more catastrophic. The area of land burned annually over the past decade was 43% larger than the average since the federal government began tracking it in 1983, according to data from the National Interagency Coordination Center.

“Long,Snowballing Effects”

The bureaucratic turbulence will have long-term consequences for the force and for communities in fireprone areas, firefighters said.

One federal employee involved in training programs likened the federal funding freeze during the prime training season to a “massive sledgehammer” hitting the force. The firefighter painted a stark picture of the harm: instructors quitting, workers in the dark about whether they can travel to receive instruction and leadership positions potentially remaining vacant as firefighters, who lack required training, are unable to qualify for promotions.

“Any pause in a training system like this can have long, snowballing effects,” they said.

Additionally, the workforce has been stressed by Trump’s executive orders calling for programs relating to the topics of diversity, equity and inclusion to be shuttered, including employee support groups and seminars on topics such as women in the wildfire community. Government websites have already been scrubbed of information lauding progress in diversifying the male-dominated

federal firefighting force, ProPublica found.

Workers who deal with the aftermath of wildfires are also under pressure.

In Southern California, the Environmental Protection Agency has more than 1,500 employees and contractors working to clean up toxic pollution released by the Palisades and Eaton fires. There, too, the Trump administration’s orders have caused confusion, particularly a decree that the effort must be completed within a 30-day window.

That timeline is unprecedented, EPA staff on the ground told ProPublica, and has led to logistical headaches and an inability to gather community input on how to best approach the cleanup. “We’re doing as much as we can, but we’re down to the wire already,” an EPA employee working on the response said.

The agency had completed hazardous material removal at more than 4,600 properties as of Wednesday, Feb. 12, according to a statement from Molly Vaseliou, an EPA spokesperson. “EPA is on track to meet President Trump’s ambitious cleanup timeline,” she said.

As Trump has signed more executive orders aimed at shrinking the federal workforce, firefighters voiced concern about their longterm ability to do their jobs.

On Feb. 11, a Trump order demanded agencies only hire one replacement for every four people who leave the government. Firefighters in multiple divisions said they had asked whether their jobs were protected by an exemption for public safety but received no clear answer.

“The 2 million federal employees are seen as the boogeyman, and we’re really not,” said Kelly Martin, the former chief of fire and aviation at Yosemite National Park. “It’s had a really devastating impact on morale for the federal employees that have committed their lives and moved their families into rural communities. Now, they’re finding, ‘I may not have a job.’”

Statewide coalition launches to fight proposed health care cuts

Town hall meetings started Tuesday across California, pushing back against congressional Republicans’ proposal to cut hundreds of billions of dollars from healthcare programs for low-income families.

Organizers from the Fight for our Health coalition are sponsoring town halls targeting U.S. Rep. David Valadao, R-Hanford, U.S. Rep. Young Kim, R-Anaheim Hills, and U.S. Rep. Ken Calvert, R-Corona.

Rachel Linn Gish, director of communications for Health Access California, explained all three lawmakers have turned down an invitation to face constituents at the town hall meetings.

“It’s very hard for people to make ends meet right

now,” said Gish. “Do these Congress members really want to be the ones to vote to raise health care costs on families in their district, on top of everything else? Because that’s exactly what will happen.”

Republicans on the House Budget Committee have been tasked with finding $2 trillion in cuts to federal spending, in order to extend the 2017 Trump tax cuts, which critics say have primarily benefited wealthy people and big business.

It’s estimated some $880 billion in cuts would likely come from Medicaid, known as Medi-Cal in California.

Gish said that would lead to a loss in coverage for millions, plus layoffs, longer wait times, and possible closures of community

clinics and hospitals that rely on Medicaid funding.

Gish warned that if the cuts go through, California would be forced to slash its budget as well, with cuts and layoffs across the board.

“One-fifth of our state budget is federal funding through Medi-Cal,” said Gish. “Medi-Cal alone is 60% federally funded. There is no way that California would be able to make up any loss of the magnitude like they’re talking about in Congress, in our state budget.”

The Fight for our Health coalition includes about 50 groups that advocate for a wide range of issues for just about every demographic group in the state.

California schools brace for harmful cuts to Medi-Cal

Educators in California are speaking out against plans in Congress to cut hundreds of billions of dollars from Medicaid, known as Medi-Cal in the Golden State. Medi-Cal pays for health care for more than 37% of California’s children, and more than 51% of kids in LA Unified, the state’s largest school district.

Corey Tamblyn, a school psychologist at Pajaro Valley Unified School District in Watsonville, said right now schools get federal dollars to do assessments of MediCal-eligible kids.

“So, a lot of times we serve as the intermediary to identify things that are happening in students, like autism as well as mental health disorders,” said Tamblyn. “Without these monies, I do think that we’re going to be less supportive of our families, more burdens are going to be put on families.”

Studies show that kids who get preventive care through Medi-Cal are less likely to be absent from class, are more likely to graduate from high school and college, and earn

higher wages in adulthood.

Massive cuts to Medi-Cal would mean less money to community clinics and rural hospitals that serve low-income families.

And since the state would have to backfill funds to maintain basic levels of care - that would take billions of dollars away from other state budget priorities, such as education and law enforcement.

Tamblyn noted that Medi-Cal also reimburses schools for services to

students with disabilities.

“What, essentially, I think it will do is erode and deteriorate services for kids,” said Tamblyn. “It’s kind of putting the most vulnerable kids at risk.”

Last week, the House budget committee, controlled by Republicans, passed a budget resolution that calls for tax cuts of up to $4.5 trillion, which critics say would primarily benefit corporations and the wealthy.

The committee also set a goal of cutting $2 trillion in federal spending.

Public health experts warn about pollution from burned plastics in LA fires

Afterthousandsof homes and businesses burned in the Los Angeles fires, public health doctors are warning about the toxic pollution from plastics used in construction. Many building materials are made from plastics, including flooring and carpeting, floor sealants, siding, insulation, paints, and plumbing.

Kaya Allan-Sugerman, director of health and environment programs with the group Physicians for Social Responsibility Los Angeles,

said the toxic chemicals found in urban wildfire smoke has been linked to respiratory and developmental conditions, hormone disruption, and even cancer.

“Plastics don’t just burn,” she said. “They release some of the most toxic chemicals. When released, these pollutants don’t just disappear. They can travel distances in the ash and they settle in the air, water and soil, contaminating entire communities.”

Experts recommend using an air purifier or

HVAC system with a HEPA filter inside, and wearing an N-95 mask outside if you’re downwind of the fire zones. If you help clean up toxic ash, use gloves and avoid dry sweeping, which stirs ash into the air. Use wet methods or a HEPA vacuum instead, she suggested.

Allan-Sugerman said when rebuilding, people should choose safer, nonplastic materials wherever possible in order to promote public health, fire safety and environmental quality.

“We need stronger regulations on toxic building materials, and investment in sustainable fire resistant construction, because the more we use plastics in our buildings, the more we set ourselves up for long-term harm, especially as wildfires become more frequent and intense, given climate change,” she explained. General Scope of Work:

Contractor shall furnish labor, materials, equipment, services, and specialized skills to perform work involved in the Project. 3. Completion. This Work must be completed within one-hundred (100) Working days from the Date of Commencement as established by the City’s written Notice to Proceed.

4. Acceptance or Rejection of Bids. The City reserves the right to reject any and all Bids, to award all or any individual part/item of the Bid, and to waive any informalities, irregularities or technical defects in such Bids and determine the lowest responsible Bidder, whichever may be in the best interests of the City. No late Bids will be accepted, nor will any oral, facsimile or electronic Bids be accepted by the City.

5. Contractor License. At the time of the Bid Deadline and at all times during performance of the Work, including full completion of all corrective work during the Correction Period, the Contractor must possess a California contractor license or licenses, current and active, of the classification required for the Work, in accordance with the provisions of Chapter 9, Division 3, Section 7000 et seq. of the Business and Professions Code. In compliance with Public Contract Code Section 3300, the City has determined that the Bidder must possess the following license(s):

a. Pursuant to Section 3300, of the Public Contract Code, the classification of the bidder’s Contractor’s License shall be “Class A”. Failure of a bidder to obtain adequate licensing at the time the contract is awarded shall constitute a failure to execute the Contract and shall result in the forfeiture of the Bidder ’s Bond.

The successful Bidder will not receive a Contract award if the successful Bidder is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active. If the City discovers after the Contract’s award that the Contractor is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active, the City may cancel the award, reject the Bid, declare the Bid Bond as forfeited, keep the Bid Bond’s proceeds, and exercise any one or more of the remedies in the Contract Documents.

6. Subcontractors’ Licenses and Listing. At the time of the Bid Deadline and at all times during performance of the Work, each listed Subcontractor must possess a current and active California contractor license or licenses appropriate for the portion of the Work listed for such Subcontractor and shall hold all specialty certifications required for such Work. When the Bidder submits its Bid to the City, the Bidder must list each Subcontractor whom the Bidder must disclose under Public Contract Code Section 4104 (Subcontractor Listing Law), and the Bidder must provide all of the Subcontractor information that Section 4104 requires (name, the location (address) of the Subcontractor’s place of business, California Contractor license number, California Department of Industrial Relations contractor registration number, and portion of the Work). In addition, the City requires that the Bidder list the dollar value of each Subcontractor’s labor or services. The City’s disqualification of a Subcontractor does not disqualify a Bidder. However, prior to and as a condition to award of the Contract, the successful Bidder shall substitute a properly licensed and qualified Subcontractor— without an adjustment of the Bid Amount.

7. Permits, Inspections, Plan Checks, Governmental Approvals, Utility Fees and Similar Authorizations: The City has applied and paid for the following Governmental Approvals and Utility Fees: NONE

All other Governmental Approvals and Utility Fees shall be obtained and paid for by Contractor and will be reimbursed based on Contractor’s actual direct cost without markup. See Instructions to Bidders Paragraph 14, and General Conditions Paragraph 1.01 for definitions and Paragraph 1.03 for Contractor responsibilities.

8. Bid Forms and Bid Security: Each Bid must be made on the Bid Forms obtainable from the City’s Bidding website listed in the paragraph 1 above. Each Bid shall be accompanied by a cashier’s check or certified check drawn on a solvent bank, payable to “City of Glendale,” for an amount equal to ten percent (10%) of the total maximum amount of the Bid. Alternatively, a satisfactory corporate surety Bid Bond for an amount equal to ten percent (10%) of the total maximum amount of the Bid may accompany the Bid. Said security shall serve as a guarantee that the successful Bidder, within fourteen (14) calendar days after the City’s Notice of Award of the Contract, will enter into a valid contract with the City for said Work in accordance with the Contract Documents.

9. Bid Irrevocability. Bids shall remain open and valid for ninety (90) calendar days after the Bid Deadline.

10. Substitution of Securities. Pursuant to California Public Contract Code Section 22300, substitution of securities for withheld funds is permitted in accordance therewith.

11. Prevailing Wage Resolution. Bidders are hereby notified that in accordance with the provisions of the Labor Code of the State of California, the City Council of the City has ascertained and determined by Resolution No. 18,626 (as amended), the general prevailing rate of per diem wages of a similar character in the locality in which the Work is performed and the general prevailing rate for legal holiday and overtime Work for each craft or type of worker needed in the execution of agreements with the City. Said resolution is on file in the Office of the City Clerk and is hereby incorporated and made a part hereof by the same as though fully set forth herein. Copies of said resolution may be obtained at the Office of the City Clerk.

12. Prevailing Wages. This Project is subject to the provisions of California Labor Code Section 1720. Contractor awarded this Contract and all Subcontractors of any tier shall not pay less than the minimum prevailing rate of per diem wages for each craft, classification, or type of worker needed to perform the Work. The Director of Industrial Relations of the State of California, pursuant to the California Labor Code, and the United States Secretary of Labor, pursuant to the Davis-Bacon Act, have determined the general prevailing rates of wages in the locality in which the Work is to be performed. The rates determined by the California Director of Industrial Relations are available online at www. dir.ca.gov/DLSR/PWD/. Davis-Bacon wage rates are available online at www.wdol.gov/. To the extent that there are any differences in the federal and state prevailing wage rates for similar classifications of labor, Contractor and its Subcontractors shall pay the highest wage rate.

13. California Department of Industrial Relations ― Public Works Contractor Registration.

Mead Valley Wellness Village marks construction milestone

Officials from the Riverside University Health System and county assembled for a ceremony to commemorate a key phase in the development of the 18-acre Wellness Village in Mead Valley.

The project’s structural framework is now completed, bringing Riverside County a step closer to having an innovative health care facility that combines medical care along with behavioral health and social support services in one centralized location.

“Each beam that has been placed represents our dedication to creating a future where quality, holistic care is available right in the heart of our communities,” Riverside County Supervisor Jose Medina, whose 1st District includes the forthcoming health center, said in a statement. “With the Wellness Village, we’re ensuring that families and individuals have access to a

full spectrum of healthcare services without having to leave the community.”

Representatives from project developer PMB, an experienced builder of health care facilities, led the “topping-out ceremony” that featured “the ancient practice of placing a tree on top of a new building, (symbolizing) the hope and promise of a new approach to health that will breathe new life into the local community.”

The California Department of Health Care Services awarded more than $80 million in grants to RUHS to build the Wellness Village, the concept of which has been recognized as a model for use statewide, officials said. The project’s total cost is $580 million, with construction and eventual facility operations expected to stimulate the local economy by creating hundreds of permanent jobs and significant economic activity.

“The Wellness Village represents a new era in community healthcare,” Dr. Matthew Chang, RUHS behavioral health director, said in a statement. “By combining medical, behavioral and social services under one roof, we are creating an environment that fosters growth in healing, resilience and longterm well-being.”

Officials expect the facility to open in early 2027. It will feature Riverside County’s first “crisis residential treatment” and mental health urgent care for children, “offering crucial resources designed to keep local families from having to seek those services outside the area,” according to the county.

San Jacinto felon who stabbed his mom gets 10-year sentence

Afelon who attacked his 76-year-oldmother at her San Jacinto home, inflicting nearly fatal stab wounds, was bound for state prison Tuesday to serve a 10-year sentence after pleading guilty to attempted murder and other charges.

Pascual Herrera Carlos, 53, on Friday admitted the attempted murder count, along with elder abuse and sentence-enhancing allegations of using a deadly weapon during a felony and inflicting great bodily injury.

The plea was made directly to Riverside County Superior Court Judge Jorge Hernandez during a status hearing at the Banning Justice Center. Prosecutors objected to the term of imprisonment when the judge announced it, but he imposed it anyway.

According to sheriff’s Sgt. Anthony Pelato, on the morning of Sept. 28, 2022, the defendant was involved in an unspecified confrontation with his mother, whose name was not disclosed, inside her

residence in the 300 block of South Kirby Street, near Cottonwood Avenue.

The encounter culminated in an assault, during which the defendant grabbed a knife and plunged it into the victim several times, resulting in “severe wounds,” Pelato said.

He said Carlos then fled the residence, after which the woman called 911.

Paramedics and patrol deputies reached the location within minutes and rendered aid to the victim. She was hospitalized

and ultimately recovered, according to the sergeant.

Detectives obtained a warrant for the defendant’s arrest, initiating a search that lasted until late November 2022, when authorities in San Diego County located and took Carlos into custody without incident.

He was transferred to Riverside County a few days later.

Carlos had prior felony convictions in another jurisdiction that weren’t listed in court documents.

Police seek additional victims of assault suspect arrested in Beaumont

CostaMesapolice reached out to the public Wednesday to identify possible additional victims of a man arrested in Beaumont who is suspected of committing lewd acts with a pair of teenage girls.

Peter Michael Mejia, 27, of Redlands, was arrested Monday, according to the Costa Mesa Police Department. He has been charged

with two counts of using an underage person for obscene matter, a count of lewd or lascivious act with a minor younger than 14, all felonies, and a misdemeanor count of lewd act on a child 14 or 15 years old, according to court records.

Police said they received information on Feb. 13 about a man who was allegedly involved in sexual

relationships with multiple juveniles. Officers interviewed a pair of alleged victims, learning the suspect had communicated with them via social media and picked them up in his vehicle, leading to the alleged sex acts, police said.

Fire injures homeowner, kills canine in Home Gardens

Aproperty owner was injured and one of his dogs killed Thursday in a fire that erupted in a Home Gardens residence.

The blaze was reported at 11:30 a.m. in the 3400 block of Meadow View Drive, near Indiana Avenue, according to the Riverside County Fire Department.

The agency said multiple engine crews were sent to the two-alarm fire and encountered flames raging in the attached garage, extending into the attic and one of the rooms of the single-story house.

The two occupants escaped the structure by the time firefighters arrived. Crews battled the blaze for roughly 30 minutes, knocking it down at 12:16 p.m., according to officials.

Boxing show set for March 1 at Riverside’s Bryant Park

Anamateurboxing exhibition is scheduled for next month in Riverside, the city announced.

The city’s Riverside Parks, Recreation and Community Services Department will host the event in Bryant Park sanctioned by USA Boxing on Saturday, March 1, starting at noon.

Approximately 20 bouts in various weight categories are scheduled. The exhibition features boxing clubs from throughout Southern California. The event’s venue will be the park’s Arlanza Community Center, 7950 Philbin Ave.

Admission costs $15 per spectator 11 and older, $7 for children 5-10 and free for children younger than 4 years old with a paid adult. Eventgoers can partake from a snack bar and on-site vendors during the event.
