District Attorney George GascónonTuesday defended his record as challenger Nathan Hochman went after Gascón's "blanket policies," which he says has contributed to an increase in crime.
During a one-hour debate hosted by KNX News and the Los Angeles Times, the candidates traded barbs and presented their cases as to who is better equipped to lead the nation's largest local prosecutorial office.
Gascón highlighted his progressive policies — several of which he implemented once he took office in 2020 — such as limiting extra-long sentences for people accused of using a gun or being a gang member, prosecutions of juveniles as adults and no longer seeking the death penalty, though he later revised some of his policies.
Gascón's policies have been criticized for being too lenient on crime — an issue Hochman hounded Gascón and further pressed by arguing it has led to an increase in crime across the county. Hochman has said
he would revoke several of Gascón's policies.
Hochman touted his "hard middle approach" to crime, stating that it will not lead to mass incarceration but rather cases would be reviewed individually and punishment is proportional for the crime committed.
According to the California Department of Justice, violent crime is up about 8% from 2019 to 2023 countywide, but in Los Angeles violent crime decreased by about 6%.
"We should not be worse than any other DA's Office out there. The LA County DA's Office used to be the gold standard by which all other DA's Offices had measured," Hochman said.
Gascón pushed back noting that the Los Angeles County District Attorney's Office gold standard before was being the "most carceral county in the country." There were issues as well with the death penalty, sending juveniles to adult prisons and addressing police misconduct — all things he has worked to undo, Gascón argued.
The candidates addressed the rise in property crimes and public safety concerns related with them.
"The reality is that the problem of policing certain crimes is not unique to our county," Gascón said. "Frankly, it's not unique to the moment, but the job of the district attorney is not to police. The job of the district attorney is to prosecute, and when cases are being brought in front of us, we're looking at those cases and we're holding people accountable the way that we can do best."
Hochman painted a different picture, citing highprofile robberies of homes, 7-Eleven stores, retail and other local businesses.
"We need to send a very strong message of enforcement, accountability and ultimately deterrent to those residential burglaries, and if they're coming, for instance, overseas from Chile or from Venezuela, we have to work with the federal government," Hochman said.
Gascón countered with his office having a 90% filing rate related to residential
burglaries, emphasizing that suspects in such crimes are being held accountable.
Gascón survived two attempts to recall him, and during his tenure has also been accused by 20 prosecutors of workplace retaliation.
Hochman harped on the issue of morale, which he described as being at an "alltime low." He added, "That is your legacy, Mr. Gascón, you've created a dysfunctional office."
Gascón acknowledged that when he ran in 2020 there were people who opposed him, and still there are continue who oppose him now, yet he has a large segment of the office that "continues to support the work."

Newsom awards SoCal cities, counties nearly $54.6M to clear encampments

Several Southern California cities and counties were among 18 that will receive $130.7 million from the state to remove homeless encampments with new "robust" accountability measures and expectations for local governments, state officials announced Friday.
A new program involving the state and local communities also aims to streamline encampment cleanups.
The Southern California municipalities to receive funding are the city of Los Angeles, Riverside County, San Bernardino County, Pasadena, Victorville and Redlands.
The state's new accountability measures require cities that receive homeless funding to comply with all state housing and homelessness laws and stay true to their housing plans — or risk losing funding and face other enforcement actions.
“We’re supporting local communities’ efforts to get people out of encampments and connected with care and housing across the state. It’s important and urgent work that requires everyone to do their part," Gov. Newsom said in a statement. "The state has committed more than $27 billion to help local governments tackle the homelessness crisis — and we want to see $27 billion worth of results."
The grants announced Friday are part of the state’s $1 billion Encampment
Resolution Funds, which help communities pay for efforts to remove "dangerous encampments and support people experiencing unsheltered homelessness," according to Newsom's office. The program has provided $737 million for 109 projects, aiding 20,888 state residents transition out of homelessness.
The $130.7 million awarded to the 18 municipalities is projected to assist 3,364 people currently living in encampments and permanently house 1,565.
"These grants will ensure local communities take a person-centered, trauma-informed approach as they help their most vulnerable residents transition to safe and stable housing,” Tomiquia Moss, the state's Business, Consumer Services and Housing Agency secretary, said in a statement. “The Encampment Resolution Fund grants are infusing critical resources in communities up and down California so that unhoused Californians can access the essential housing and supportive services they need to achieve long-term stability.”

Air pollution at the Port of Los Angeles dropped 24% in 2023, and greenhouse gas emissions released by cargo movement also declined by 34%, one of the largest reductions since such data-tracking began in 2005, the Port of Los Angeles announced Friday.
According to an annual report on air emissions, the decrease in pollution can be attributed to a transition away from diesel and fossil fuels to green energy such as electric and solar power, as well as improvements in cargo operations.
The 2023 Inventory of Air Emissions showed that diesel particulate matter, nitrogen oxides, and sulfur oxides from ships, trains, trucks, harbor craft and off-road terminal equipment decreased by 24%, 29% and 40%, respectively. Compared to 2005, diesel particulate matter, nitrogen oxides and sulfur oxides levels decreased by 91%, 74% and 98%.
Port officials said the report tracks their progress in reducing air pollution from all equipment that transports cargo through their facilities. Diesel particulate matter is a toxic contaminant and known carcinogen, while nitrogen and sulfur oxides are key components of smog. Greenhouse gases, or carbon dioxide, plays a significant part in global warming, the report states.

late matter and the last 2% of sulfur oxides from anything with an engine that moves cargo through our gateway," Port of Los Angeles Executive Director Gene Seroka said in a statement.
"While what remains of these and other pollutants are the toughest to eliminate, we continue to partner with all our stakeholders to drive emissions down to zero," he added.
Regional, state and federal air regulatory agencies review the findings of the report before its release.
The Port of Los Angeles is working toward meeting its goals of transitioning all cargo handling equipment to zero emissions by 2030, and all drayage trucks by 2035. Officials hope to
reduce greenhouse gas emissions 40% below 1990 levels by 2030, and 80% below 1990 levels by 2050, which are aligned with California's objectives.
"We continue to build on our longstanding strategies to improve the health and welfare of all who live and work in our port community," LA Harbor Commission President Lucille Roybal-Allard said in a statement. "Keep in mind, the benefits of what we accomplish here extend to our state, our nation and communities around the globe."
As greenhouse gas emissions are a global issue, the port works alongside partners such as the ports of Long Beach, Shanghai and Singapore on international initiatives to decarbonize vessels
and establish green shipping corridors.
In 2006, the port approved its San Pedro Bay Ports Clean Air Action Plan, which laid out goals and strategies to address air pollution. The document was updated in 2010 and 2017, adding more measures and clean air targets.
Port officials said they have "consistently met and exceeded" goals under the plan in recent years.
"This news is a step in the right direction as we continue our momentum toward building a greener Los Angeles, which is possible by locking arms with industry and those who work at the port each and everyday," LA Mayor Karen Bass said in a statement.

Los Angeles County officials Monday broke ground on what will be a 50,000 square foot health center in North Hollywood, which they say will enhance healthcare access and improve overall wellness for residents.

Series: The Great Climate Migration:AWarming Planet and a Shifting Population
When Hurricane Helene, the 420-mile-wide, slowspinning conveyor belt of wind and water, drowned part of Florida’s coastline and then barged its path northward through North Carolina last month, it destroyed more than homes and bridges. It shook people’s faith in the safety of living in the South, where the tolls of extreme heat, storms and sea level rise are quickly adding up.
Helene was just the latest in a new generation of storms that are intensifying faster, and dumping more rainfall, as the climate warms. It is also precisely the kind of event that is expected to drive more Americans to relocate as climate change gets worse and the costs of disaster recovery increase.
Researchers now estimate tens of millions of Americans may ultimately move away from extreme heat and drought, storms and wildfires. While many Americans are still moving into areas considered high risk, lured by air conditioning and sunny weather, the economic and physical vulnerabilities they face are becoming more apparent.
One study by the First Street Foundation, a research firm that studies climate threats to housing, found that roughly 3.2 million Americans have already migrated, many over short distances, out of flood zones, such as lowlying parts of Staten Island, Miami and Galveston, Texas. Over the next 30 years, 7.5 million more are projected to leave those perennially flooded zones, according to the study.
All of this suggests a possible boom for inland and Northern cities. But it also will leave behind large swaths of coastal and other
vulnerable land where seniors and the poor are very likely to disproportionately remain.
The Southern United States stands to be especially transformed. Extreme heat, storms and coastal flooding will weigh heavily on the bottom third of this country, making the environment less comfortable and life within it more expensive and less prosperous.
The young, mobile and middle class will be more likely to leave to chase opportunity and physical and economic safety. That means government — from local to federal — must now recognize its responsibility to support the communities in climate migration’s wake. Even as an aging population left behind will require greater services, medical attention and physical accommodation, the residents who remain will reside in states that may also face diminished representation in Congress — because their communities are shrinking.
Local governments could be left to fend alone, but with
an evaporating tax base to work with.
In December, the First Street Foundation created one of the first clear pictures of how this demographic change is unfolding. It looked at flood risk and migration patterns down to the census tract, across the country, and identified hundreds of thousands of so-called abandonment zones where the out-migration of residents in response to rising risk had already passed a tipping point, and people were making small, local moves to higher ground.
The research contains plenty of nuance- cities like Miami may continue to grow overall even as their lowlying sections hollow out. And the abandonment areas it identified were scattered widely, including across large parts of the inland Northeast and the upper Midwest. But many of them also fall in some of the very places most susceptible to storm surges from weather events like Helene: Parts of low-lying coastal Florida and Texas are already seeing population declines, for
instance.
In all, the First Street report identified 818,000 U.S. census blocks as having passed tipping points for abandonment -areas with a combined population of more than 16 million people. A related peerreviewed component of the organization’s research forecasts that soon, whole counties across Florida and Central Texas could begin to see their total populations decline, suggesting a sharp reversal of the persistent growth that Florida has maintained as climate pressures rise, by the middle of this century.
Such projections could turn out to be wrongthe more geographically specific such modeling gets, the greater its margin of error. But the mere fact that climate research firms are now identifying American communities that people might have to retreat from is significant. Retreat has not until recently been a part of this country’s climate change vernacular.
Other research is putting a finer point on which
Americans will be most affected. Early this year Mathew Hauer, a demographer at Florida State University who has estimated that 13 million Americans will be displaced by rising sea levels, was among the authors of a study that broke out what this climate-driven migration could mean for the demographics of the United States, examining what it might look like by age.
Hauer and his fellow researchers found that as some people migrate away from vulnerable regions, the population that remains grows significantly older. In coastal Florida and along other parts of the Gulf Coast, for example, the median age could increase by 10 years this century — far faster than it would without climate migration.
This aging means that older adults — particularly women, who tend to live longer — are very likely to face the greatest physical danger. In fact, there is notable overlap between the places that Hauer’s research suggests will age and the
places that the First Street Foundation has identified as the zones people are abandoning.
The exodus of the young means these towns could enter a population death spiral. Older residents are also more likely to be retired, which means they will contribute less to their local tax base, which will erode funding for schools and infrastructure, and leave less money available to meet the costs of environmental change even as those costs rise. All of that is very likely to perpetuate further out-migration.
The older these communities get, the more new challenges emerge. In many coastal areas, for example, one solution under consideration for rising seas is to raise the height of coastal homes. But, as Hauer told me, “adding steps might not be the best adaptation in places with an elderly population.” In other places older residents will be less able and independent, relying ever more on emergency services. This week many of Helene’s victims have simply been cut off, revealing the dangerous gaps left by broken infrastructure, and a mistaken belief that many people can take care of themselves.
In the future authorities will have to adapt the ways they keep their services online, and the vehicles and boats they use, in order to keep flooded and dangerous places connected. Such implications are worrisome. But so is the larger warning inherent in Hauer’s findings: Many of the effects of climate change on American life will be subtle and unexpected. At 7:17 a.m., a resident in the 200 block of Kruse reported vehicles with broken windows at the location. The officer arrived and saw three vehicles with broken front passenger windows. He looked inside and noticed the glove box on each of them was ransacked. Items were taken from the vehicles. This Investigation is continuing.
At 8:43 a.m., a caller in the 200 block of West Foothill, reported a female at the location out front who was passed out on the stairs. A computer check revealed she was reported missing out of Arcadia. The husband was notified and picked her up.
At 11:42 a.m., a detective was notified by Monterey Park Police that a suspect he placed a WANT in the system for had been arrested. The detective was dispatched to Monterey Park. The suspect was arrested and transported to the Monrovia Police Department jail.
At 12:37 p.m., an officer responded to an Adult Protective Services referral in the 100 block of Lincoln. The officer went to the location to speak with the victim regarding his bank account. The victim told the officer he reported to the bank that someone made two unauthorized transactions on his account. This investigation is continuing.
Sept. 27
At 8:17 a.m., a caller in
the 200 block of Kruse reported that his vehicle was broken into. This investigation is continuing.
At 12:15 p.m., a caller reported a female was hanging on the railroad crossing signal in the area of Mayflower and Evergreen. Officers responded and determined she was under the influence of a controlled substance. She was arrested and taken into custody.
At 6:34 p.m., a driver of a sedan backed into a vehicle in the 100 block of East Walnut causing substantial damage. The party at fault had an expired license and no insurance. The party at fault was cited for the vehicle code violations.
At 8:20 p.m. officers responded to the area of Myrtle and Evergreen where two vehicles were traveling south on Myrtle following one another. The first vehicle slammed on the brakes causing a rear-end collision. The driver was cited for the vehicle code violation.
At 9:22 p.m., a worker in the 900 block of East Huntington called to report a battery. A female tenant had walked by the worker and elbowed her in the arm, causing redness and pain. Officers reviewed a videotape that supported the worker's claim. A private person's arrest was completed, but due to the suspect's claim of being pregnant, she was cited and released in the field.
At 10:05 p.m., a vehicle traveling west in the 700 block of West Foothill swerved and collided into
several parked cars along the north curb. The vehicle then flipped onto its side blocking both westbound lanes on Foothill. Officers and the Monrovia Fire Department arrived and found the driver intoxicated and suffering from an injured hand. The driver was transported to Huntington Memorial Hospital and officers obtained a blood sample for future filling.
Sept. 28
At 2:21 p.m., an officer observed a male subject loitering at a shopping center in the 500 block of West Huntington. The officer observed the subject drinking an alcoholic beverage in public. The subject was positively identified and issued a citation. I
At 2:33 p.m., a caller reported two motorists had just collided into one another in the intersection of Duarte and Alta Vista. One of the drivers was complaining of shoulder pain, paramedics responded and treated her at the scene.
At 8:27 p.m., a caller in the 600 block of South Myrtle reported a female adult had just left a bar intoxicated and drove away with her 10-month-old baby in the vehicle. Officers located the vehicle and observed the driver commit several moving violations. The officers conducted a traffic stop. The driver was contacted, and the officer confirmed the 10-month-old baby was in the vehicle and was not properly restrained in a car seat. The driver exhibited objective signs of intoxication and an investigation ensued.
The driver was arrested for driving under the influence and after failed attempts to provide a breath sample, the officer wrote a search warrant and obtained a blood sample. The child was released in the field to the grandmother. DCFS was later notified.
Sept. 22
At 2:04 a.m., an officer was driving on West Huntington Drive, when he noticed a vehicle almost hit the curb of the raised center median before swerving out of the way. The vehicle proceeded and began to swerve in between lanes several times without reasonable safety in violation of C.V.C 21658 (a) – Lane Straddling. Based on the observed moving violation, the officer conducted a traffic stop and pulled over the vehicle. The driver of the vehicle displayed watery and bloodshot eyes and spoke with slurred speech. In addition, the officer could smell the strong odor of an alcoholic beverage omitting from the vehicle. Upon questioning, the driver admitted to consuming alcohol. The driver agreed to complete a series of Standardized Field Sobriety Tests and a breath sample which resulted in a blood alcohol level above the legal limit. As a result, the driver was arrested for Driving Under the Influence.
Sept. 23
At 12:23 a.m., an Automated License Plate Reader alerted officers of a stolen vehicle in the area of Las Tu-
nas Drive and Holly Avenue. Officers located the vehicle and conducted a high-risk traffic stop in the block of 200 Las Flores Avenue. The driver was subsequently arrested for Grand Theft Auto and the vehicle was recovered.
Sept. 24
At 1:22 a.m. a resident (“victim”) from the 50 block of East Floral Avenue called dispatch and reported that he had a firearm pointed at a prowler. Officers arrived and detained the suspect without incident. An investigation revealed that the suspect climbed a side gate, walked into the victim's rear yard, and looked through the victim's sliding door window. The victim was alerted by their Ring camera, who then confronted the suspect. The victim recognized the suspect from a previous incident regarding the same circumstances. The suspect was arrested without incident.
Sept. 25
At 6:23 p.m., a witness called dispatch and stated that he saw a male subject hit a female subject inside a vehicle in the block of 700 Fairview Avenue. Officers arrived at the location and an investigation revealed that the male struck the female and kept her from escaping out of the vehicle. The female did not have any marks, was not desirous of prosecution, and did not want an Emergency Protective Order. The male was arrested for misdemeanor domestic violence and false imprisonment.
Sept. 26
At 7:58 p.m., in the 500 block of Cortez Road, a resident returned home to find a rear window smashed and their master bedroom ransacked. The CCTV footage shows a male subject walking up the driveway at 7:15 p.m., and at 7:45 p.m., the camera view begins to shake and then cut off. Stolen was a safe containing jewelry and designer handbags from the master bedroom closet worth approximately $150,000. There is no alarm at the location and an investigation is pending.
At 12:05 p.m., a male transient walked up to Starbucks (5 W. Live Oak Ave.) drive-through window and attempted to steal the tip jar from an employee’s hands. As the suspect and employee struggled for the tip jar, it broke and some of the money fell on the ground. The suspect collected the money that fell and fled. No weapons were used. The employee sustained a small laceration to their hand as a result of the jar breaking. The suspect was located on foot a short distance away and was positively identified by the victim resulting in his arrest.
Sept. 28
At 9:28 a.m., a female victim was sitting inside her vehicle when she was approached by a suspect at the 99 Ranch Market (1300 S. Golden West Ave.). The suspect reached inside her vehicle and forcibly stole her purse off her lap. The suspect then fled into an awaiting gray or green sedan which was driven by a second unknown suspect.
Duarte to hold community clean-up, shred & compost event on Oct. 19
The City of Duarte, in partnership with Burrtec Waste Industries, will hold its bi-annual Duarte Community Clean-up, Shred & Compost event on Saturday, Oct. 19 from 8 a.m. to 2 p.m. at the Civic Center parking lot (1600 Huntington Drive). Burrtec will be collecting bulky items, residential construction/demolition waste, electronic waste, and old documents for shredding. The City of Long Beach Department of Health and Human Services is offering free flu vaccinations at community clinics throughout the flu season, while supplies last. Groundbreaking ceremony held for the Upper Norco Bluffs Emergency Repair Project
The Riverside County Flood Control and Water Conservation District (District), in partnership with the City of Norco, hosted a groundbreaking ceremony to mark the start of the Upper Norco Bluffs Emergency Repair Project on Thursday, Oct. 3, 2024. The event took place at the project site along the southern bank of the Santa Ana River near River Drive. The project will be completed in two phases. Phase 1, which has already been completed, focused on clearing debris from existing drainage features to improve water flow. Phase 2, set to begin after the groundbreaking, will concentrate on repairing the eroded bluff and reinforcing essential structures to better manage runoff down the bluffs. The project is scheduled for completion by December 2024.

San Bernardino County seeks public input on plan for housing, community development

Judge dismisses homeless lawsuit, lifts injunction against the City
The City of San Bernardino has announced that U.S. District Judge Terry J. Hatter has dismissed a lawsuit by the American Civil Liberties Union and lifted an injunction prohibiting the city from conducting homeless encampment cleanups. This follows an agreement reached between the two parties that updated city policies on how cleanups are conducted. The city anticipates that encampment cleanups at its parks will resume in the upcoming weeks, starting with the posting of advance notices at locations where cleanups are planned to take place. At the press conference, city officials distributed copies of an updated policy for conducting encampment cleanups.

One in four Californians is an immigrant and a new report showed many are refugees who may need mental health services but have trouble finding treatment.
Researchers from the CaliforniaPan-Ethnic Health Network found a pressing need for culturallyresponsive behavioral health services.
Vincent Chou, community advocacy manager for the group, said many barriers can hinder access.
"These communities face distinct challenges such as trauma from displacement, stress, language barriers, and systemic discrimination," Chou outlined. "All of which contribute to why they're not really utilizing the mental health services that are available to them."

"They're the ones who have these trusted relationships," Ahmad emphasized. "They're helping to normalize mental health conversations and reducing that stigma that exists in some communities."
Vattana Peong, executive director of The Cambodian Family Community Center in Santa Ana, said the state also needs to make it easier for groups like his to get credentialed to accept Medi-Cal insurance.
"There are a lot of barriers for communitybased organizations who want to become Medi-Cal mental health providers," Peong stressed. "That is something we need to fix."
He added community groups often offer wraparound services, like child care and transportation,
making it easier for lowincome families to access health services.

October is Health Literacy Month - so experts are educating people on an important indicator of health - cholesterol. Low-density lipoprotein, or LDL cholesterol, leads to a buildup of plaque in your arteries, which can cause a heart attack or stroke, the number one and four leading causes of death in California.
Dr. Donald Lloyd-Jones, a cardiologist at Northwestern University Feinberg School of Medicine, and a past president of the American Heart Association, said LDL is a serious matter.
"We shouldn't mess
around with this," he said.
"People should know their numbers, and if they're inappropriately elevated for their situation, they should work with their doctor to figure out how they're going to lower their numbers, particularly that LDL or bad cholesterol."
A simple blood test can reveal your LDL level. People are at higher risk for disability or death if they also have diabetes or high blood pressure, if they smoke, or if they have had a prior heart attack or stroke. Medicine and changes to diet and lifestyle can make a big difference.
Lloyd-Jones added that
genetics determine what a person's LDL range is likely to be, but there's no single magic number.
"For one person, we might say if you're young and healthy, an LDL cholesterol of 140 is fine for you. But for another person who already has cardiovascular disease or who has diabetes, 140 is way too high, and we need to get that down below 70 or even lower," he explained.
He added that about one-third of people are "hyper-absorbers", which means that dietary fat or cholesterol is more likely to elevate their blood cholesterol level.

During this contentious election season, people may think rural and urban voters are hopelessly divided but experts said it is largely a myth.
The University of Southern California Sol Price School of Public Policy is hosting a webinar on Oct. 21 on understanding rural voters.
Elizabeth Currid-Halkett, professor of public policy at the university, said urban and rural voters actually have quite a bit in common.
"Their values are very much aligned on the basics," Currid-Halkett reported. "We all care about the environment. We care about our families. We hope for a better future for our country.
We believe in democracy."
The University of Chicago's General Social Survey found rural and urban Americans share the same basic values when it comes to their belief in God, environmentalism and social policy. But she observed you would never know it from the false stereotypes permeating cable news and talk radio.
Currid-Halkett noted most high-quality journalism these days is hidden behind paywalls, making it hard to access for the average voter.
"I think if we had easier access to understand varying political perspectives, we might, one, realize
we aren't so divided," Currid-Halkett contended.
"And two, we might get a sense of why people think differently than us, but it's very hard to do that in the current way we get media."
The webinar will also feature speakers from Colby College, the Center for Sustainable Development, the Brookings Institution, and the Unruh Institute of Politics at USC Dornsife.

ElDorado County is famously recognized as the place where California’s Gold Rush began on January 24, 1848 when James W. Marshall discovered gold on the south fork of the American River.
Another historical, albeit little-known event, transpired in El Dorado County towards the end of the 19th century — the public hangings that sent shock waves across Placerville.
Based on newspapers articles at the time, a reputedly wealthy farmer John Lowell was murdered on March 24, 1888, during a robbery at his ranch near Mormon Island in El Dorado County. Three men were convicted of first degree murder — John Henry Meyer, a 27-year-old immigrant from Germany; John Olson, a 24-year-old Norwegian native immigrant; and William Drager, a 41-year-old immigrant from Germany.
Meyer was hanged on November 30, 1888. Olson and Drager — who maintained they weren’t involved in the plot to kill Lowell — were hanged on October 16, 1889; they were among the last public executions in California.
Hangings were not uncommon in the United States back then; Placerville had been referred to as “hangtown” since the Gold Rush days. However, Olson and Drager’s sentence galvanized the whole town into action because Placerville residents felt they had not been complicit in the murder, and the death penalty was too harsh for their actual crime.
Over 425 townspeople — including the district attorney who prosecuted the case, the sheriff, and nine of the 12 jurors — signed a petition requesting the sentence be reduced to
life imprisonment. It was, however, rejected and the pardon turned down. It fell upon El Dorado County sheriff James Madison Anderson to carry out the sentence and, for years, that an injustice might have been committed weighed heavily on him.
His great-great-granddaughter M.G. Rawls, retired Pasadena lawyer and author, delves into this event and gives readers an intimate look at the victim, the killers, the crime, and the hangings in her book called “Hanging Justice,” scheduled to publish in October 2025.
In the course of her extensive research, Rawls traveled to El Dorado County several times and visited the gravesites of her ancestors at Placerville Union Cemetery. During one of her trips there she found out about Save the Graves.
Conceived in 2019 by Mike Roberts and Michelle Martin, Save the Graves is a nonprofit organization with a mission to restore, preserve, and celebrate El Dorado County’s historic cemetery and the stories they contain.
Recounts Roberts, “I was walking my dog one day and came upon this cemetery and realized that what was once a beautiful place had gone to seed. There’s so much history beneath these headstones yet no one was taking an interest in preserving it. So I started a group to do that.”
“One of those people who joined was a retired PR executive who told me he was part of something similar to this in Long Beach called Save the Graves,” Roberts recalls. “The Historical Society was involved and they did theatrical portrayals of local historical characters buried in the cemetery. They researched and wrote
scripts; the actors wore costumes authentic to the era. They charged money for the performances and that enabled them to raise funds to restore the cemetery. He recruited a theatre professional he knew and they got us a grant; the three of us partnered up and launched our first production.”
“Last year we incorporated Save the Graves as a non-profit organization, which enabled us to apply for funding and we got our first big one — a $5,000 grant,” discloses Roberts. “We’ve also been receiving donations from many people in the community. One of the descendants of a Placerville sheriff also sent us money. I didn’t know we had prominent historical figures in our town.”
“Save the Graves is as much about building community as it is about fixing the cemetery,” Roberts emphasizes. “We’re building connections to the people who are here now and connections to the place they live. Today, Placerville’s demographics are shifting with folks from congested cities moving in and they’re willing to help out,” Roberts concludes.
Two of those transplants to Placerville are Jacob Rigoli and Sean Manwaring with whom Rawls got acquainted when she went to see the house her great grandfather used to live in, which they now own.
Relates Manwaring, “Jacob and I first met Meg in October 2021. At that time we were restoring the historic residence colloquially known as ‘Judge Thompson House,’ named after her great grandfather, Superior Court Justice George Thompson. It was also the childhood home of her grandmother Virginia Thompson Gregg. Before that, her great-great-grand-
parents lived in the circa 1862 home, making it the residence of three generations of her family.”
“It was Meg who introduced us to Save the Graves,” Manwaring clarifies. “The following year, we joined the planning committee and assisted with the annual event and fundraiser. Although I’m not a Placerville native, I grew up in Northern California, frequently visiting old mining camps and Gold Rush towns with my family.”
“This year’s show called ‘Law and Order’ — to be
held on Oct. 19 — will focus on four notable crimes that occurred in El Dorado County between 1855 and 1903,” Manwaring explains.
“One featured crime is the John Lowell murder of 1888, in which Meg’s great-greatgrandfather Sheriff James Madison Anderson testified during the trial and guarded the accused. Additionally, her great-great-uncle, Marcus Percival Bennett, served as the district attorney.”
“Meg’s research has unearthed a forgotten story,” Manwaring enthuses.
“It’s fascinating to discover the events that shaped the townspeople and the motivations of those involved in the John Lowell murder trial. She’s helping our community discover this important chapter in our history.” Indeed a significant event transpired over a century ago at Placerville that residents there today may know nothing about. Roberts himself admitted as much. But through the organization he and Martin created, they are learning about these episodes in their past and making them unforgettable.

The Project site is currently occupied by a single family dwelling. The Los Angeles County Flood Control District holds an easement over the rear 130’ of the subject property and is improved with a concrete flood control channel (Santa Anita Wash), which is part of the County stormwater management system. The Project anticipates no change to the use of that portion of the property and is proposed to be designated Public/Quasi Public (P/QP). The project site is not listed as a hazardous waste site pursuant to Government Resources Code Section 65962.5.
SUMMARY OF POTENTIAL ENVIRONMENTAL EFFECTS: The City has determined that the proposed project would require an Initial Study/Negative Declaration (IS/ND). The IS/ND is based on the finding that the project will not cause any potentially significant environmental effects. The reasons to support such a finding are documented by the Initial Study prepared by the City.
ENVIRONMENTAL DETERMINATION:
Applicant is requesting a Historic Landmark designation and a Mills Act Contract for a Craftsman style residence that was constructed in 1912. The Commission’s decision on this request will be in the form of a recommendation to the City Council for a final decision.

CASE NO.: PLANNED DEVELOPMENT 23-01 – Maryvale has submitted a Planned Development application, requesting to legalize and expand land uses consisting of transitional and supportive housing, mental health services, administrative services, early education, daycare, religious and institutional uses, and open space and recreational uses offered at 7600 Graves Avenue, thereby changing the permissible uses of the site. The project’s scope of work entails tenant improvements to both the ground floor and second floor of Laboure Hall to adapt its previous use as an orphanage to transitional and supportive housing; these tenant improvements include, but are not limited to, the reconfiguration of existing kitchen spaces and conversion of dormitory-style suites with communal bathrooms to individual family suites with private bathrooms. No physical expansion of the existing buildings onsite is proposed as a part of the Planned Development application. Section 17.24.040(E) of the City of Rosemead’s Municipal Code (RMC) states that “changes in the use shown in the Development Plan shall be considered in like manner as changes in the Zoning Map and shall be made in accordance with the procedures set forth in this Title, except such changes may be accomplished by a resolution rather than by ordinance.” The site consists of one parcel (APN: 5285-016-020) that encompasses a total lot area of 594,594 square feet (13.65 acres) and is located at 7600 Graves Avenue in the Planned Development (P-D) zone.
On September 16, 2024, the City of Rosemead Planning Commission conducted a duly noticed public hearing. Upon hearing all testimonies from the public, the Planning Commission recommended approval of this request to the City Council.
On October 8, 2024, the City Council conducted a duly noticed public hearing. However, due to technical issues and limited room capacity, the City Council motioned to continue the item to the next meeting on October 22, 2024, to find a more suitable location that can accommodate all attendees.
ENVIRONMENTAL DETERMINATION: The California Environmental Quality Act (CEQA) Guidelines outline a list of classes of projects that are deemed to have minimal environmental impact and thus are categorically exempt from the full environmental review process required by CEQA. Among the categorical exemptions is Class 1 Categorical Exemption, which covers projects that involves “the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use” (California Code of Regulations, Title 14, Section 15301). P-D 23-01 qualifies as a categorical exemption, as it aligns with CEQA Guidelines Section 15301(a), which includes “interior or exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances.” Accordingly, P-D 23-01 is classified as a Class 1 Categorical Exemption pursuant to Section 15301 of the CEQA Guidelines.

A condition of the funding is recipients must agree to increased accountability and compliance measures, officials said. The new measures build on the current rules that all grantees adhere to state and federal laws, rules and regulations related to construction, health and safety, labor, fair employment practices, environmental protection, equal opportunity, fair housing, and all other matters applicable and/ or related to the ERF program.
The new accountability measures specifically require local governments to maintain a compliant housing element, which is a plan detailing a community's housing needs, and also adhere to all planning, permitting, entitlement, fair housing and homelessness regulations.
Cities and counties that do not comply with these measures may find the state revoking and clawing back grant funds, according to the governor's office. Enforcement actions by the state’s Housing Accountability Unit were also a possibility.
Earlier this week state officials revoked Norwalk's eligibility for homeless funding following the city's ban of new homeless shelters and emergency housing facilities.
In July, Newsom's executive order urged local governments to adopt policies and
plans consistent with the California Department of Transportation’s encampment policy.
"Prioritizing encampments that pose a threat to the life, health and safety of the community, Caltrans provides advance notice of clearance and works with local service providers to support those experiencing homelessness at the encampment, and stores personal property collected at the site for at least 60 days," according to Newsom's office.
Since July 2021, more than 12,000 encampments have been cleared in the state, and 267,611 cubic yards of debris was cleared from encampments along the state right of way in preparation for Clean California projects.
To try to expedite cleanups and supportiveservices efforts, Newsom's office also announced Friday a new collaborative program aiming to streamline encampment removals by establishing agreements between the state and targeted local communities. The pacts will lift jurisdictional boundary restrictions, enabling local governments to remove encampments located on state property. Locals would receive reimbursement for cleanup operations.
The California Interagency Council on Homelessness has produced webinars and provides resources to help local governments address encampments, state officials said.

The Pasadena Public Health Department encouraged residents to avoid coyote conflicts by taking precautions and practicing "hazing," especially during the late summer and early fall when the chances of coyotes interacting with humans and domestic animals increase, officials announced Thursday.
Coyote hazing is an effective method for maintaining the animals' fear of humans and involves using deterrents to move them out of an area or discourage coyote behaviors, according to the Public Health Department. Multiple residents in neighborhoods who "establish a consistent culture of hazing" are likely to be more successful in keeping coyotes at a distance.
“We all have a role to play in maintaining coyote’s fear of humans and hazing is the most important action we can take to safely coexist
with coyotes,” Acting Director of Public Health Manuel Carmona said in a statement.
Coyotes roam through the city's neighborhoods and live among local natural resources, homes and businesses.
Adolescent coyotes leave their dens late summer or at the start of fall, due to pack leaders forcing adolescent coyotes out of their packs. As they begin searching for their own territory or a new pack to join, the possibility of coyote activity in Pasadena neighborhoods increases.
“Coyotes are naturally fearful of people and typically go out of their way to avoid human interaction," Carmona said. “When coyotes are comfortable around humans, it is a strong sign that someone nearby is intentionally or inadvertently feeding them.”
The health department offered these hazing tips when encountering a coyote:

Lauren Hamlett, director of wildlife education and
services at Pasadena Humane, emphasized the importance of establishing a local hazing culture that is "bold and consistent ... to prepare for the possibility of encountering coyotes when walking pets,” she said in a statement. “This includes always staying present and aware, leashing pets, and never placing pets in situations where they are vulnerable to wildlife interactions.”
Pet owners should take these precautions, officials said:
Walk pets on a 6-foot or shorter fixed-length leash — retractable leashes do not provide adequate control over pets and should not be used; In spring and summer months, be on the watch for coyotes and avoid areas they are known to frequent, which may indicate a the site of a den;
Remove all things that attractant wildlife from your property, such as outside pet food, unsecured trash, messy bird feeders and fallen fruit; and

Aweek after UCLA was locked out of its baseball stadium on the VA's West Los Angeles campus by a federal judge who terminated the lease, the university has come up with a proposal on how the 10 acres it rented on VA grounds for decades can be used primarily for the benefit of the military veterans for whom the land was originally deeded.
The shutdown order was issued Sept. 25 after a court hearing in which U.S. District Judge David O. Carter voiced frustration at UCLA and other ex-leaseholders at the VA's West Los Angeles campus for not offering satisfactory uses for land that he ruled had been illegally contracted from the U.S. Department of Veterans Affairs.
As a result of the injunction, UCLA's baseball team rushed to collect their equipment and vacate the premises on the morning of Sept. 26, before VA security placed locks on all entrances and exit gates to the Jackie Robinson Stadium and an adjacent practice field and posted no trespassing signs.
In a modified proposal filed with the court Oct. 3, UCLA said it would increase the rent it pays the VA from the current $320,000 annually to a total of $600,000 for the next 12 months. In addition, the university said it will continue its longstanding program of providing health care services to veterans
at the UCLA Hospital and Medical School at little or no cost. UCLA also offered to cede at least 2 acres in 12 months — and potentially more if necessary.
UCLA said veterans additionally receive care from students at the UCLA School of Dentistry, UCLA School of Nursing, and UCLA Department of Social Work. The university contends that services provided to veterans are valued at $2.7 million.
The judge, who ordered that 220 housing units for needy veterans be built on the stadium parking lot site, did not immediately rule on the proposal.
In its filing, UCLA argued that in 2016, Congress "expressly authorized UCLA to continue playing baseball at the site, in exchange for veteran-focused consideration that UCLA has not simply met, but substantially exceeded."
Carter also voided the lease for the private Brentwood School's athletic center on VA grounds, saying he would order the facility "bulldozed" and its swimming pool "filled with sand" unless the school devised a way for military veterans to use the sports center, along with the student body.
The judge issued a strongly worded ruling last month in which he blasted the VA for "turning its back" on the veterans it was designed to help by ille-
gally leasing portions of the campus to UCLA's baseball team, the affluent Brentwood School, an oil company, and other private interests on the West Los Angeles campus.
The school last month first offered up 5 acres of the 22 acres it had leased from the VA and promised to greatly expand hours for veterans to use the athletic complex. But after a group of veterans met in the back of the courtroom and sized up the deal, Carter gave the proposal a thumbs down.
Carter said veterans "own" what was previously the school's land unless his orders were eventually reversed by the U.S. 9th Circuit Court of Appeals. It does not appear an appeal has yet been launched.
On Oct. 2, the judge heard a new proposal from the Brentwood School. The school offered, as part of a settlement agreement, to provide the $2 million needed to complete the restoration of the Wadsworth Chapel on Wilshire Boulevard. The historic chapel, the oldest remaining building on the VA West Los Angeles campus, was considered the spiritual center of what was originally deeded as a soldier's home for Civil War-era veterans. The building is in desperate need of repair, the judge said.
Carter also previously ordered one of the oil wells on the campus capped. The well, used to access oil not directly below the campus,
is the only one the judge has authority over based on the types of lease agreements involved.
The developments stem from a monthlong nonjury trial of a lawsuit lodged in federal court against the VA by a group of unhoused veterans with disabilities, challenging land lease agreements and seeking housing on the campus for veterans in need, many of whom are homeless or must travel for hours to see their doctors. The judge found for the plaintiffs.
Another hearing to help reach resolution in the litigation's remaining issues was scheduled for Monday in downtown Los Angeles.

Supervisors approved plans for this project last year, under a motion authored by Barger.
In 2021, the DMH conducted an analysis of areas in the county lacking access to primary care. The report identified North Hollywood as an area in "high need" because there are a limited number of healthcare facilities and a large population of Medi-Cal recipients.
Carter wrote, the VA in West LA "has been infected by bribery, corruption, and the influence of the powerful and their lobbyists, and enabled by a major educational institution in excluding veterans' input about their own lands."
During the trial, the VA argued that it is out of space on its 388-acre campus, and that the lack of available acreage precludes any increase to the 1,200 housing units the agency promised to open by 2030. VA attorneys alleged that any relief ordered by the court would burden the department financially and deprive it of the flexibility needed to solve veteran homelessness.
Ultimately, the court found that veterans are
entitled to more than 2,500 units of housing at the campus "and termination of the illegal land-use agreements."
Carter previously said the court would determine an "exit strategy" for former tenants in order to ensure the land — including the 10 acres rented to UCLA and 22 acres leased to the Brentwood School — is put to a use that principally benefits veterans.

3.4. California Public Contract Code, § 3300
In accordance with the provisions of California Public Contract Code, § 3300, each Bidder must hold an active A at the time of bid submission, except as to joint venture Bidders, who shall be licensed as provided in California Business and Professions Code, §§ 7029.1 and 7028.15(c).
Pursuant to the provisions of §§ 1770 to 1782 of the California Labor Code, the California Department of Industrial Relations has determined the general prevailing rate of wages in the county in which the work is to be done. 3.5. § 4104 of the California Public Contract Code
A Contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of § 4104 of the California Public Contract Code, or engage in the performance of this public works project unless currently registered and qualified to perform public work pursuant to California Labor Code, § 1725.5. It is not a violation of California Labor Code, § 1771.1 for an unregistered Contractor to submit a bid that is authorized by § 7029.1 of the California Business and Professions Code or by §§ 10164 or 20103.5 of the California Public Contract Code, provided the Contractor is registered to perform public work pursuant to § 1725.5 at the time the contract is awarded.
3.6. Department of Industrial Relations
The Contractor must post job site notices prescribed by regulation in accordance with California Labor Code, § 1771.4.
This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
Contractors and subcontractors must furnish electronic certified payroll records directly to the California Labor Commissioner’s Office utilizing the Department of Industrial Relation’s electronic certified payroll reporting system.

Ahorse has died after suffering a training injury at Los Alamitos Race Course, state horse racing officials confirmed — the third racehorse fatality in the last week at the Cypress track.
Wine Me Up, a 3-year-old colt trained by Bob Baffert, died Friday, according to the California Horse Racing Board. He had six career races and one first-place finish. His last official workout was Friday. His death is listed as "musculoskeletal," and was pending further investigation.
Two horses died from racing injuries at Los Alamitos on Saturday night. Perky Cowgirl, a 2-year-old filly running in her third career race, collapsed to the ground
and threw her jockey shortly after breaking from the gate in Saturday's second race, requiring euthanasia.
Midnight Huckabee, a 2-year-old gelding running his fourth race, "immediately died from injuries sustained when he fell during the running of the 12th race Saturday at Los Alamitos," CHRB spokesman Mike Marten told City News Service.
Thirteen horses have died from racing or training injuries at Los Alamitos this year, according to the CHRB.
Los Alamitos had 13 horses die from racing or training injuries in 2023.
The Cypress track is also dealing with an outbreak of Equine Infectious Anemia, a potentially fatal infectious disease.
Bullet Train V, a 2-yearold colt with two career races, was euthanized Sept. 24 after he was found to have EIA.
Biosecurity measures were put in place at the track, and the California Department of Food and Agriculture was overseeing the situation.
Since then, six more horses have been euthanized with EIA. They are:
-- Opt In, a 3-year-old gelding with eight career races;
-- El Vencedor V, a 2-yearold gelding with four career races;
-- Amore For A Reason, a 3-year-old filly with eight career races;
-- Goodtyme, a 3-year-old gelding with nine career races;
-- Assaultt, a 2-year-old colt with five career races;
-- The Marksman V, a 3-year-old gelding with 10 career races.
All seven horses were trained by Heath Taylor, according to the CHRB. The Daily Racing Form reported that Taylor also trained six
horses who were euthanized with EIA in Texas.
The 54-year-old trainer, who has 36 horses in training at Los Alamitos, told the publication that all 13 euthanized horses were based at The Downs at Albuquerque around the time of Labor Day weekend, and tested negative in August, with the Texas-based horses testing negative again in mid-September.
"I've done above and beyond my due diligence to ensure safety. We're working in every facet to find an origin," Taylor said, according to the DRF. "This is my 29th year of training. I've never had one of these ever. It's pretty painful. It affects multiple owners."
Hailed as a sports legend and champion of equality, tennis great Billie Jean King was named Monday the grand marshal of the 2025 Tournament of Roses, meaning she will lead the 136th Rose Parade and take part in pregame ceremonies during the 111th Rose Bowl Game.

Applications are now open for Los Angeles Countyresidents interested in operating a mini-restaurant from their homes, officials announced Monday.
Under the county's Microenterprise Home Kitchen Operation,orMEHKO, program, county residents are able to operate food facilities from their homes or other private cooking spaces. Applications are available at publichealth.lacounty.gov.
Permits are expected to be given to applicants starting Nov. 1. Once permitted, a resident will be able to store, handle, prepare and serve food at their homes, as allowed by the California Health and Safety Code.
"MEHKOs represent an important economic vehicle for entrepreneurial county residents — especially women, immigrants, and communities of color — to create new opportunities in the formal economy," Supervisor Hilda L. Solis said in a statement.
In May, the County Board of Supervisors approved an ordinance establishing its
MEHKO program. It requires operators of such businesses to pay an application fee of $597, along with an annual health permit fee of $347, covering the costs of annual inspections and enforcement actions. The ordinance also sets a cap on gross annual sales of $100,000, with meals limited to 30 per day or 90 per week.
The board also approved a $600,000 subsidy program that will offer up to 1,000 eligible applicants a one-time 100% subsidy on the initial application fee of $597. The eligibility will be limited to new applicant MEHKOs with annual net revenues less than $50,000.
The ordinance will affect businesses across the county, except for those in Long Beach, Pasadena and Vernon, which are overseen by those cities' individual health departments.
Under the ordinance, a MEHKO can also be approved to serve as a commissary for up to two food carts, or Compact Mobile Food Operations. In such cases, the kitchens will be limited to 80

Gascón commented that Hochman may not be capable of handling such cases, referencing his challengers' endorsements and campaign contributions from unions representing law enforcement officers.
Hochman noted he was a co-founder of the Los Angeles Sheriff's Foundation, which raises funds to support the department.
"When I speak to police officers, I make it crystal clear, if you cross the line, you will be prosecuted," Hochman added.
In final remarks, Gascón touted his progressive values — evoking a similar message from his 2020 campaign.
"When you listen to my opponent, you're listening to code talk for mass incarceration," Gascón said. "You're

The Department of Public Health's Environmental Health Division will authorize permits and conduct annual inspections and complaintbased investigations.
