LA County sheriff's deputy who alleged retaliation by internal gangs settles lawsuit

ALos Angeles County sheriff's deputy who said he gave up hopes of a baseball career to join law enforcement has settled his lawsuit against the county, in which he alleged he was harassed by members of two purported deputy gangs and denied backup during a shootout with a suspect.

Deputy Robert Francis Coyle's Los Angeles Superior Court lawsuit alleged whistleblower retaliation and general retaliation. On Wednesday, attorneys told Judge Wendy Chang on the day of trial that the case was resolved, but no terms were revealed.

In their previous court papers, county attorneys stated that Coyle's allegations were not supported by evidence and that he was instead relying on "conspiracy theories, speculation and conclusory allegations."

According to Coyle's suit filed in July 2021, he once aspired to play for the

Dodgers, but decided instead to pursue his other dream of serving in law enforcement. Coyle "was excited to go to work for the LASD and took pride in keeping residents safe," the suit stated.

Coyle was initially assigned to work at the Lancaster Sheriff's Station, but his father had heart and kidney transplants and the plaintiff asked to be transferred closer to his father's home.

"Unfortunately, plaintiff was transferred to the East Los Angeles Station, an epicenter of deputy gangbanging," the suit alleged.

Coyle contended that soon after his arrival at the East Los Angeles Station, some employees, including Deputy Braulio Robledo, began targeting him for discrimination and harassment based on his race.

Robledo, then an alleged Banditos gang prospect, and other station deputies

thought Coyle must have been an FBI agent, according to the suit.

"Plaintiff did not know what he was walking into, but the dominance of the station by Banditos gang culture was palpable," his court papers alleged.

Coyle stated he at first tried to ignore the harassment and hoped that after the deputies at the station saw the strong work ethic he displayed, he would be respected and be left alone. But Latino deputies were "suspicious over him being white and suspicious over him being focused on being a good cop," according to his court papers.

Coyle alleged he was "deeply troubled" by what he believed was a culture at the East Los Angeles Station that encouraged conduct by deputies that violate

laws and policies, so he complained to his supervisor.

"The defendants retaliated against plaintiff for speaking up and called him a rat," the suit stated.

Soon thereafter, Robledo hinted to Coyle that the Banditos would start withholding backup help on his calls, the plaintiff alleged.

That threat became a reality in November 2019 when the Banditos purposely denied Coyle assistance as he pursued an armed suspect who turned to shoot at him, the suit alleged. Coyle filed multiple shots at the suspect, who escaped, according to his court papers.

The Banditos also retaliated against Coyle by overwhelming him with excessive calls, in the process causing other deputies to be

LA County to launch rental housing inspection program

Aprogram intended to address rental properties with a history of repeated violations and ensure the safety of tenants is set to begin, Los Angeles County officials announced Monday.

Under the county's Rental Housing Habitability Program, landlords in the unincorporated areas of LA County will receive a 30-day notice for inspection in October, as part of a new process to inspect each rental housing unit once every four years.

Then in November, the county's Department of Public Health will begin inspections of all rental housing properties with two or more rental housing units, and tenant-occupied single-family homes. Rental properties that have a history of repeated violations will be prioritized.

Officials say the goal of the Rental Housing Habitability Program is to ensure that rental housing properties and units in the unincorporated areas of LA County are meeting state and county safety codes.

"Routine inspections of rental housing can identify hazards that compromise health and reduce property values," Barbara Ferrer, director of the Department of Public Health, said in a statement. "Tenants and property owners are encouraged to work closely with Public Health inspectors to facilitate timely inspections

and, where needed, appropriate repairs."

A 30-day notice is sent to the property owner or landlord informing them of the upcoming inspection, which could happen over a span of days depending on the number of rental units on the property. Landlords are required to post these notices in common areas, so tenants are also aware of the inspection.

Additionally,within 24-hours of a scheduled routine inspection, the landlord is expected to give a written notice to tenants of the inspection.

Inspections can also be initiated as a means to habitability complaints.

Public Health inspectors will review units for several issues such as waterproofing, plumbing and gas, water supply and pressure, operable ventilation systems in bathrooms, mold, and bug infestation.

"Every resident in Los Angeles County deserves a safe and healthy place to call home," Supervisor and Board Chair Lindsey Horvath said in a statement. "This program not only safeguards tenants but also supports property owners in maintaining and enhancing the quality of housing across the county."

Monrovia mourns for former Councilwoman Gloria Crudgington

Councilwoman Gloria Crudgington died last week on her 75th birthday, her family and friends announced.

Crudgington passed away peacefully Sept. 25 in her Monrovia home with her husband of 47 years Cleve at her side. For six years she battled multiple system atrophy, or MSA, a very rare and fatal neurological disease that slowly reduced her strength and vitality.

Crudgington retired from the City Council in March after serving for nine years following 12 years on the Community Services Commission, and the city honored her work and legacy with a renamed public building. A ribboncutting ceremony for Crudgington Station was held Sept. 12 with Gloria in attendance.

"Crudgington Station will stand as a lasting tribute to Gloria's efforts to preserve Monrovia and ensure it's a better place for future generations," according to a statement from her family.

"Gloria was a champion for Monrovia, and her dedication to the City was remarkable," City Manager Dylan Feik wrote in his weekly newsletter.

Crudgington was active in the Monrovia community since moving there in the 1970s, and her "impact in Monrovia was profound," Feik said. "She supported the City’s historic preservation effort and was the liaison for 'all-thingsstormwater.' Gloria was also involved in the City’s

largest infrastructure project, Monrovia Renewal."

Feik also noted the key highlight of Crudgington's legacy — "the immense undertaking of her effort to preserve the 1,450 acres of open space now known as the Monrovia Wilderness Preserve," the city manager wrote. "She knocked on nearly every door to educate residents and ensure that Monrovians voted on Measure A&B to create a property tax that raised $10 million to purchase the hillsides. Her dedication and

achievements serve as an inspiration for us all."

Born Gloria Stokus on Sept. 25, 1949, in Oak Park, Illinois, Crudgington moved to Los Angeles in 1977 where she worked in the apparel industry. She and Cleve married in 1978, and the couple moved to Monrovia's Myrtle Court a year later.

Crudgington received a bachelor of arts degree from Vassar College in New York and in 1984 she earned a master's degree in marriage and family therapy, which she practiced in Pasadena for 30 years.

A public Celebration of Life event is scheduled to take place 10 a.m. Oct. 10 at Live Oak Memorial Park in the on-site chapel, 200 E. Duarte Road. A reception will follow at the Monrovia Community Center's Kay Dalton room, 119 E. Palm Ave.

In lieu of flowers, the family requested donations to either the Monrovia Parks, Wilderness, and Recreation Foundation or the Monrovia Historic Preservation Group.

Shooter of 2 Jewish men in West Los Angeles sentenced to prison

AformerRiverside resident who shot two Jewish men after they left synagogues in the Pico-Robertson district last year less than 24 hours apart was sentenced Monday to 35 years in federal prison.

Jaime Tran, 30, pleaded guilty in June in downtown Los Angeles to all charges against him: two counts of hate crimes with intent to kill and two counts of using, carrying and discharging a firearm during and in relation to a crime of violence, according to the U.S. Attorney's Office.

"After years of spewing antisemitic vitriol, the defendant planned and carried out a two-day attack attempting to murder Jews leaving synagogue in Los Angeles," Attorney General Merrick B. Garland said in a statement.

"Vile acts of antisemitic hatred endanger the safety of individuals and entire communities, and allowing such crimes to go unchecked endangers the foundation of our democracy itself. As millions of Jewish Americans prepare to observe the High Holidays of Rosh Hashanah and Yom Kippur, the Justice

Iknow that the news has been shared. It’s been shared on social media. The Monrovia Weekly has also shared the news. It’s been in the Los Angeles Times, the Pasadena Star News and the San Gabriel Tribune. Yet, I can’t help but share it once more.

Department reaffirms its commitment to aggressively confronting, disrupting and prosecuting criminal acts motivated by antisemitism, or by hatred of any kind. No Jewish person in America should have to fear that any sign of their identity will make them the victim of a hate crime."

Both victims survived the attacks.

Tran admitted espousing antisemitic beliefs and making violent threats toward Jewish people. For example, in 2018, he left dental school after making hate-filled statements about other students whom he perceived to be Jewish.

From August to December 2022, Tran's antisemitic statements escalated and he used increasingly violent language, including against a former classmate whom he repeatedly called and texted with messages such as "I want you dead, Jew. Someone is going to kill you, Jew" and "Burn in an oven chamber," according to his plea agreement filed in LA federal court.

In November 2022, Tran emailed two dozen former

classmates a flyer containing antisemitic propaganda, including a statement blaming the COVID-19 pandemic on a Jewish conspiracy.

As a result of previous mental health holds, Tran was prohibited from purchasing firearms as of last year. In January 2023 in Phoenix, Tran asked someone to buy two firearms for him. Tran selected the firearms and paid $1,500 in cash to the person, who then

purchased them, prosecutors said.

Tran acknowledged that on the morning of Feb. 15, 2023, he used the internet to research locations with a "kosher market," and planned to shoot someone near such a market because he believed there would be Jewish people in the area.

Tran drove to PicoRobertson and shot a Jewish victim wearing a yarmulke as he was leaving religious services at a synagogue.

OPINION

Believing the victim was Jewish, Tran shot him at close range in the back, intending to kill him. Tran then drove away from the scene.

The next morning, Feb. 16, 2023, Tran returned to the Pico-Robertson area, intending to shoot another Jewish person. Tran shot a second Jewish victim, also wearing a yarmulke and leaving a synagogue after attending religious services.

Tran shot the victim at close range, intending to kill him, as the victim crossed the street. Tran again left the scene.

Law enforcement arrested Tran on Feb. 17, 2023, and he has remained in custody.

The Jewish Federation Los Angeles issued a statement declaring it is "grateful" for the sentence.

Said U.S. Attorney Martin Estrada: "Targeting people for death based solely on their religious and ethnic background brings back memories of the darkest chapters in human history. Such hate-fueled violence has no place in America. We hope the sentence imposed today sends a strong message to all in our community that we will not tolerate antisemitism and hate of any sort. For those who engage in hate crimes, the punishment will be severe."

LA City Councilwoman Katy Yaroslavsky, whose district includes the area where the shootings occurred, said the "sentencing brings a measure of closure to our community, but we know the pain caused by these vile acts of antisemitism lingers."

"As we move forward, we must redouble our efforts to ensure our Jewish community, and all communities of faith, can worship without fear," Yaroslavsky said.

"We thank the LAPD, FBI, and the United States Attorney's Office, whose joint efforts led to today's result," the statement said. "Our community appreciates the swift filing of federal charges, thorough investigation, and successful prosecution of this hate crime. We hope today's decision helps to bring closure to the victims and their families and makes our broader Jewish community feel protected."

Monrovia Old Town report: Simply glorious

My dear friend, Gloria Lynn Crudgington, passed away on Sept. 25. On her birthday of all days. I’m not sure how I feel about that. Part of me is devastated that she passed on her birthday. The other part of me is just plain tickled. Gloria always said she was going to go out her way, on her terms; and darn it, she did just that.

I know that Gloria passed peacefully, with her beloved husband by her side, which is just the way she wanted it. Gloria sure was a force to be reckoned with. She was sweet as pie but took no s--t from anyone. She was, honest to God, one of the true “good ones.” She wasn’t involved in public service to further her career. She didn’t serve on our City Council for her own benefit. She worked tirelessly for the betterment of Monrovia and all who call

it home. I could list her many accomplishments and the incredibly vast number of committees, conferences and meetings she was a part of. I can fill pages with her success stories. But I will simply say “Thank you, Gloria.” Thank you for all you have done for our beautiful city. Thank you for your friendship and your countless words of wisdom. Thank you for letting me be a part of your story.

Gloria was a riot. She had a helluva sense of humor and it sometimes took me by surprise. If you knew Gloria, chances are you heard her

say something to the effect of “In my 30 years of being a marriage and family therapist, I became extremely adept at conflict resolution.” Boy, did she ever. I know that not everyone loved every member of the City Council at some point, but there is a reason some of them were referred to as the Dream Team or the Trifecta. They were such a cohesive group that worked really well together, although her “conflict resolution” skills came into play many times, especially during the Covid Zoom meetings. (I’m pretty

sure that Becky might have stepped in a few times to resolve a few minor conflicts, but I’ll save that story for later.)

In the past few years, a few people I hold dear have passed away. I was sad that I hadn’t spent time with those people in the recent weeks or months prior to their passing. I will always be grateful that I was able to attend the ribbon cutting of Crudgington Station, with Gloria in attendance. I will always cherish the time we spent together, and I am so thankful to have been able

to say goodbye to her. But Gloria’s story isn’t over. Only the narration will change. Every hike in our Wilderness Preserve or through town will be another beautiful page, thanks to her. She is simply unforgettable.

Gloria’s celebration of life will be held at Live Oak Cemetery on Oct. 10, 2024, at 9:30 a.m. Services are immediately followed by a repast at the Monrovia Community Center in the Kay Dalton Room. Gloria wanted her celebration of a wonderful life, well lived, to be open to all that wish to attend.

At 10:06 p.m., a resident in the 500 block of East Colorado reported finding a body in the garage of a residence where a fire had occurred. Officers and MFD responded and secured the scene. LA County Coroner's personnel also responded. This investigation is continuing.

At 11:35 p.m., an officer patrolling the 800 block of South Myrtle saw a motorist commit a vehicle code violation. A traffic stop was conducted and the driver was contacted. The driver displayed symptoms of intoxication. A DUI investigation determined she was under the influence. She was arrested and transported to the MPD jail to be held for a sobering period.

Sept. 20

At 2:13 a.m., a resident in the 700 block of Wildrose reported a male subject looking around his backyard. Officers responded and saw a subject matching the description. When the suspect saw the officers he fled on foot. This investigation is continuing.

At 4:23 a.m., a caller in the 900 block of Monterey reported a catalytic converter was stolen from a vehicle. This investigation is continuing.

At 7 a.m., an officer patrolling the area of Myrtle and Huntington saw an illegal motorcycle and attempted to conduct a traffic stop, but the motorcycle fled. A short pursuit ensued and when the pursuit came to a stop, the subject was apprehended. He was arrested

and taken into custody.

At 8:30 p.m., a burglary was reported in the 300 block of Park Rose. This investigation is continuing.

At 8:32 p.m., a parent in the 800 block of West Colorado reported her daughter missing. Officers searched the area for the teen, but she was not located. This investigation is continuing.

At 9:16 p.m., a resident in the 600 block of South Primrose reported a vehicle crashed into a parked car. Officers responded and located the driver who displayed symptoms of intoxication. The driver suffered injuries and was transported to a local hospital for treatment. This investigation is continuing.

Sept. 21

At 2:16 a.m., officers were conducting a DUI investigation in the 100 block of East Olive when two heavily intoxicated subjects approached the officers and attempted to disrupt the investigation. Both subjects were so intoxicated they were unable to care for themselves. They were arrested and transported to the MPD jail to be held for a sobering period.

At 4:03 p.m., a family disturbance was reported in the 100 block of East Central. The investigation revealed that a child was taken by a relative who does not have legal custody and was under the influence. The child was recovered and located with the help of Covina PD. The suspect was arrested and taken into custody.

Sept. 22

At 7:38 a.m., a resident in

the 800 block of South Canyon called to report one of her vehicle windows was shattered while parked on the street. This investigation is continuing.

At 7:54 a.m., a store in the 900 block of West Foothill called to report that an unknown male subject entered the store and shoplifted the day prior. This investigation is continuing.

At 10:09 a.m., a resident in the 800 block of South Monterey called to report that her unlocked vehicle was ransacked overnight and property was taken. This investigation is continuing.

At 7:03 p.m., an officer patrolling the area of Walnut and California saw a driver commit a traffic violation. The vehicle was pulled over and the officer discovered the 15 year old male driver did not have a license. The driver was cited and the vehicle was stored.

Sept. 23

At 9:20 a.m., in the 200 block of East Atara, the victim called to report her front right window was shattered. This investigation is continuing.

At 9:58 a.m., officers were alerted to a stolen vehicle in the area of Huntington and Mountain. The vehicle was located in a parking lot with two female occupants inside. One of the subjects was found to be in possession of a controlled substance. They were both arrested and taken into custody.

At 10:53 a.m., a missing juvenile was reported and located. She was removed from the missing persons system

and her parents were notified.

At 4:45 p.m., an agency requested assistance with a stolen vehicle in the area of Foothill and Ivy. Officers located the vehicle and initiated a traffic stop and the driver was contacted. The driver was arrested and taken into custody.

At 7:19 p.m., officers responded to a business in the 700 block of East Huntington regarding a theft. Three subjects fled the store with merchandise without paying. Officers’ arrived, but the subjects were gone prior to officers’ arrival. This investigation is continuing.

At 10:08 p.m., a caller in the area of Colorado and Madison reported a suspicious subject looking into vehicles. Officers arrived and located the subject. An investigation revealed the subject was in possession of drug paraphernalia. He was arrested, cited, and released at the scene.

Sept. 15

At 6:29 a.m., an Automated License Plate Reader camera alerted officers to a stolen red 2022 Dodge Charger in the area of East Live Oak Avenue and Santa Anita Avenue. Officers located the stolen vehicle at the Chevron Gas Station, 500 N. Santa Anita Ave., and arrested the driver for vehicle theft. The driver also had two outstanding felony warrants for vehicle theft and is currently on parole for burglary.

Sept. 16

At 9:09 a.m., an officer was

dispatched to the 900 block of Singingwood Drive regarding a male that was seen inside of a resident's vehicle and was refusing to leave the property. The male was arrested for taking property from the vehicle and trespassing on private property. He was also in possession of methamphetamine and drug paraphernalia.

Sept. 17

At 1:30 p.m., the victim flagged down an officer to report he had been robbed. The victim stated he approached a black Nissan truck in the parking lot of Denny's Restaurant located at 7 E. Huntington Drive. He recognized the passenger of the vehicle as a prior suspect who stole his bicycle from him at the Arcadia County Park on Sept. 16, 2024. The victim demanded the return of his bicycle. The suspect exited the vehicle and approached the victim with a knife and demanded his wallet and cell phone. The victim handed over his property and the suspect fled in the black Nissan truck.

Sept. 18

At 2 a.m., at Lindsey's Heating and AC located at 333 N. Santa Anita Ave., three Hispanic males scaled the fence at the location and broke open the gate lock. Once inside, they stole numerous parts and tools related to heating and air conditioning repair. The suspects loaded the equipment into one of the business vehicles and stole the vehicle. Taken was a silver, 2018, Hyundai Elantra. The crime was captured on CCTV and is pending investigation.

Sept. 19

At 11:02 p.m., a male sub-

ject was observed via a mobile surveillance camera consuming what appeared to be an illegal substance at the Arcadia Gold Line Transit Plaza, 201 N. First Ave. Officers responded to the location and contacted the male, which led to his arrest for a U.S. Marshals fugitive warrant out of Texas, possession of a controlled substance, and drug paraphernalia.

Sept. 20

At 5:54 p.m., officers were dispatched to the 900 block of Derek Drive in reference to a residential burglary investigation. The reporting party (“RP”) stated that they left the residence and set the alarm. Upon returning it was discovered that the residence had been ransacked and the electricity to the residence was shut off, the alarm did not activate nor did the RP receive any notification from the alarm company. The stolen items included cash, jewelry, and personal documents.

Sept. 21

At 8:21 p.m., an officer was dispatched to Neko Stop located at The Shops at Santa Anita, 400 S. Baldwin Ave. regarding a theft investigation. An employee stated that while assisting a customer he noticed a male subject exit the rear employee room. Upon reviewing CCTV inside the store, the employee discovered the male subject had entered the employee room and stole two envelopes containing approximately $957 from an unlocked storage box. The business owner was contacted and advised that he would review the CCTV footage and provide a copy of it when it is available.

Monrovia's Rotary Park expected to reopen Nov. 16

The City of Monrovia continues to make improvements at Rotary Park. Construction of the playground, landscape improvements, and installation of new park furnishings are expected to be complete in early November and the park will reopen on Saturday, Nov. 16 at 10 a.m., according to the city manager's office.

On Tuesday, Sept. 24, the board approved an additional $467,000 grant award from the California Department of Aging for the Access to Technology Program (ATT), bringing the total grant award to over $2.5 million. The proposed Valley Boulevard Specific Plan Amendment would amend the Specific Plan relating to ground floor office use and establish minimum densities intended to implement the goals and programs identified in the 2021-2029 Housing Element. The project consists of the renovation of the Rosemead Park Restrooms that are adjacent to the aquatic center. The scope consists of upgrading deteriorating structures, including ADA compliant fixtures, sewer lateral replacement, striping of existing ADA parking stalls, and all related appurtenances as indicated on the construction plans, technical specifications and cut sheets including other incidental and appurtenant work necessary for the proper completion of the project.

The engineer’s estimate for this project is in the range of $320,000. The successful bidder shall have FORTY (40) working days to complete the work. Liquidated damages shall be $500.00 per calendar day.

Not long after leaving the East Los Angeles Station, Coyle was driving his civilian car in Compton when he was stopped without justification by Deputy Bradley Liberator, an alleged member of the Regulators deputy gang, the suit stated.

"Liberator did not ticket Deputy Coyle and later lied about why he stopped the plaintiff," the complaint alleged.

Gascón deposition set in suit by prosecutor suing over alleged demotion

George Gascón will testify next week in a pretrial deposition related to a veteran prosecutor's lawsuit alleging he was demoted from a prestigious position for speaking out against Gascón's sentencing recommendation directives.

Deputy District Attorney John Lewin's legal team had argued in court papers filed previously with Los Angeles Superior Court Judge Steve Cochran that the county's top prosecutor was stalling at agreeing to a deposition date. The same lawyers sought a court order compelling Gascón to appear for the questioning.

However, the attorneys in the case told the judge on Sept. 23 that the disagreement was resolved and that Gascón will be deposed on Wednesday, Oct. 9 and again, if necessary, on Oct. 31.

Lewin alleges in his suit brought in February 2023 that he was wrongfully transferred from his high-profile position in the Cold Case Unit of the Major Crimes Division to a job handling daily cases before a judge at the Inglewood courthouse, all because of his criticisms of Gascón's sentencing directives implemented after Gascón took office in December 2020.

Although as recently as late May attorneys for Gascón said in an email that they were willing to discuss a date for their client's deposition, no definitive availability time was offered despite ongoing requests dating back more than a year, according to Lewin's attorneys' court papers.

"George Gascón should be subjected to deposition because of his direct personal factual information

regarding the implementation of the special directives, plaintiff's complaints of these illegal policies and Gascón's specific role in the retaliatory transfer of plaintiff, all of which are material to this action, exclusive to George Gascón and not available from any other source," Lewin's attorneys argue in their court papers.

The evidence supports the notion that Gascón had direct knowledge of Lewin's complaints, was on notice of the plaintiff's concern of a retaliatory transfer and was involved in the decision to relegate him a calendar deputy position, the Lewin lawyers further state in their pleadings.

Lewin in 2021 was awarded that year's Ken Lamb Distinguished Achievement Award for his 27 years of service in the District Attorney's Office, but he refused the office's request to appear

in a photo with Gascón because he worried doing so would be "construed as an endorsement of Gascón's illegal policies," Lewin's attorneys state in their court papers.

Lewin was the lead prosecutor in the trial of Robert Durst, a New York real estate heir who was serving life in prison without parole, died in January 2022 at age 78 of natural causes. Durst was convicted in September 2021 of first-degree murder for the December 2000 shooting of Susan Berman.

With 180 performers and 50 alumni volunteers contributing both onstage and behind the scenes, the event provided a vibrant platform for the alumni to showcase their artistic talents and collective vision. Liza Russell, President of CUAAASC and Vice President of the Xidian University Alumni Association of the US, highlighted the event’s significance. “The essence of art is its diversity and inclusivity,” she said. “This aligns seamlessly with our mission and the multicultural fabric of Los Angeles. Newsom signs law for speed cameras on deadly stretch of PCH in Malibu

Gov. Gavin Newsom on Friday announced the signing of legislation to allow speed cameras on a hazardous stretch of Pacific Coast Highway in Malibu, where more than 60 people have died in vehicle crashes since 2010.

Senate Bill 1297 passed both houses of the California State Legislature in late August. The legislation authored by Sen. Ben Allen, D-Santa Monica, builds on existing efforts by the state government to reduce deadly car wrecks on this section of arguably the state's most iconic roadway, officials said.

The newly signed law allows the city of Malibu to install up to five automated speed enforcement cameras in hopes they will deter speeding, particularly in high-risk areas such as school zones, according to the governor's office. The forthcoming speed camera automatically detect vehicles exceeding speed limits and generate citations for violators.

The law requires the city to post clearly visible signs notifying drivers of the speed-camera system and implement a public education campaign before the cameras start issuing fines.

The new anti-speeding system also "will prioritize

geographic and socioeconomic diversity" in the placement of cameras, according to a statement from the governor's office.

"Over 60 lives lost on one stretch of our iconic Pacific Coast Highway is unacceptable — it’s a call to action," Newsom said in a statement.

"That’s why we’re adding speed cameras to help put an end to reckless driving in Malibu. These new cameras will build on the state's ongoing safety makeover that includes infrastructure upgrades, increased traffic enforcement, and a new public education campaign."

Allen said in a statement, "The signing of SB 1297 today is a huge win for the safety of Malibu residents and its visitors. We know speed cameras can help curb reckless speeding — an issue this beautiful stretch of highway has been plagued with for years — so I am grateful the Governor recognizes the important role this equipment will play in saving lives. I look forward to continuing to work alongside the City for further road safety improvements that will build on this milestone."

In May, state officials announced safety initiatives along PCH that include infrastructure upgrades, added

enforcement and the Go Safely PCH campaign.

In September the governor also signed two other bills focused on upgrading transportation infrastructure and accountability statewide.

SB 960 by Sen. Scott Wiener, D-San Francisco, set long-term benchmarks for making transportation infrastructure safer and more inclusive, according to Newsom's office. The law requires Caltrans to integrate pedestrian, bike and transit facilities into future projects, with an emphasis on underserved areas.

"By 2027, transit priority facilities will be implemented in regions with current or future public transit needs, promoting safer and more sustainable transportation systems statewide," according to the governor's office.

Assembly Bill 2086 by Assemblywoman Pilar Schiavo, D-Chatsworth, requires Caltrans to provide a clear financial breakdown of investments on a publicly accessible "dashboard," officials said.

"Allowing Californians to track how funds are allocated across key programs like the Active Transportation Program and the State Highway Operation and Protection Program comple-

ments both short- and longterm road safety efforts by increasing transparency in the state’s transportation investments," according to Newsom's office. "This

Haccountability measure ensures that investments align with the state’s safety, equity, and climate resilience goals."

AB 645 became law in 2023 and allows six cities — Los Angeles, Glendale, Long Beach, San Francisco, San Jose and Oakland — to implement pilot speed-camera programs for five years.

Pasadena health officer orders flu, COVID vaccines for health care workers

ealth care workers in Pasadena who do not receive both influenza and COVID-19 vaccines by Nov. 1 must wear masks when working with patients, Acting Health Officer Dr. Parveen Kaur ordered last week.

The order "highly recommended" mask-wearing for all health care workers, even if they have received the vaccines.

The Pasadena Public Health Department also "strongly recommends" that patients, clients and visitors of health care facilities wear

well-fitted masks or N95, KN95 or KF94 respirators, according to a city statement on Sept. 25.

LA County sheriff's deputy pleads not guilty to federal civil rights violation

ALos Angeles County Sheriff's Department deputy pleaded not guilty Friday to allegedly using excessive force when he assaulted and peppersprayed a woman during a shoplifting investigation outside a WinCo Foods in Lancaster last year.

Trevor James Kirk, 31, of Santa Clarita, is charged in a single-count federal indictment with deprivation of rights under color of law for the force used in June 2023, according to the U.S. Attorney's Office.

A trial date of Nov. 19 was scheduled.

Prosecutors said Kirk and another deputy were responding to a possible robbery at the WinCo by a male and female suspect. Kirk and the other deputy arrived on the scene and handcuffed and detained a man matching the descrip-

tion of the male suspect, while a female who matched the description of the other suspect videotaped the deputies, according to court papers.

The indictment alleges that Kirk then approached J.H. and, without giving any commands, attempted to grab her phone. The woman turned away, at which point Kirk allegedly grabbed the woman by her arm, hooked his left hand behind her neck and violently threw her to the ground.

While on the ground, Kirk yelled at J.H. to "get on the ground," and she told him that the video had already been posted on YouTube, the indictment alleges.

Kirk then placed his knee on the woman's shoulder and when she yelled for Kirk to stop and called him an expletive, Kirk cocked

The Dodgers confirmed Wednesdaythat storied pitcher and now Spanish-language broadcaster Fernando Valenzuela will sit out the rest of the season due to an unspecified health problem.

"Fernando Valenzuela has stepped away from the Dodger broadcast booth for the remainder of this year to focus on his health," according to a statement from the team. "He and his family truly appreciate the love and support of fans as he aims to return for the 2025 season, and they have asked for privacy during this time."

Various media reports surfaced earlier this week indicating that Valenzuela, 63, left the broadcast booth Sept. 24 during the Dodgers series with the San Diego Padres and was hospitalized, although no reason was provided.

If convicted, Kirk could face up to 10 years in federal prison, according to the U.S. Attorney's Office.

According to the sheriff's department, Kirk has been relieved of duty pending the outcome of the criminal case.

Dodgers broadcaster, famed former pitcher Fernando Valenzuela hospitalized, will miss playoffs

Although he appeared in a few games in 1980, Valenzuela burst onto the national scene in 1981 when he won his first eight games, five by shutout, and became the only player to win the Cy Young Award and the Rookie of the Year Award in the same season. He drew thousands of Mexican-American fans to Dodger Stadium and stadiums throughout the country, sparking a craze known as Fernandomania.

The Dodgers won the World Series over the New York Yankees in six games. Valenzuela was also on the Dodger team that won the World Series in 1988 over the Oakland As.

He finished his career with a 173-153 record and a 3.54 ERA. He pitched in 453 games and made 424 starts.

After leaving the Dodgers following the 1990 season, he pitched for the California

Angels, Baltimore Orioles, Philadelphia Phillies, San Diego Padres and St. Louis Cardinals.

Health officials on Friday reported the Los Angeles County's first West Nile virus death of 2024.

The patient, a resident of the San Fernando Valley, was hospitalized and died from "neurological illness caused by severe West Nile virus," according to the county Department of Public Health.

"To the family and friends grieving the loss of a loved one due to West Nile virus, we extend our heartfelt condolences," Dr. Muntu Davis, Los Angeles County Health Officer, said in a statement. "This tragic loss highlights the serious health risks posed by mosquito-borne diseases, such as West Nile virus, dengue, and others. Using insect repellent to prevent mosquito bites, eliminating items that hold standing water around your home where mosquitoes can lay eggs and

develop, and using or fixing screens on your doors and windows to keep mosquitoes out of the home are simple steps everyone can take to significantly reduce the risk of mosquito-borne disease for both you and your neighbors."

The LA County Department of Public Health, which excludes Long Beach and Pasadena, which have their own health departments, has confirmed 14 human cases of West Nile virus this year.

Health officials again urged people to take steps to help prevent the spread of mosquitoes, which transmit the virus.

People infected with the virus generally experience mild symptoms such as fever, muscle aches, and tiredness. People over age 50 and people with underlying health problems can develop more serious health problems if they are infected with the virus.

Landlords can face consequences such as administrative hearings, fines and additional inspections can be imposed for failing to address violations. Significant ongoing violations can cause a property to be placed into the Rent Escrow Account Program, also known as REAP, with additional penalties and fines, as well as a reduction in rent, until repairs are made.

Tenants, who are living in deplorable conditions, may receive legal protections against evictions, rent increases, and harassment through the county's Department of Consumer and Business Affairs. For information about rental housing and tenant protections visit dcba. lacounty.gov.

The county's program is

similar to inspections and enforcement procedures that have been in place in the city of Los Angeles since 1998.

"Renters should not have to choose between being safe or having a roof over their heads. And as a landlord, having habitable rental units is not just the right thing to do; it's good for business," Supervisor Holly Mitchell said in a statement.

Earlier this year, the LA County Board of Supervisors approved the Rental Housing Habitability Program, which will be funded by an annual fee of $86 per rental housing unit. The bill will be part of the landlord's property tax, but 50% of the fee, or $3.58 per month, can be passed on to the tenant, according to Public Health.

A representative of the California Apartment

Association — the nation's largest statewide trade group representing owners, investors, developers, managers and suppliers of apartment communities — did not immediately respond to a request for comment.

The organization previously challenged the county's inspection program, calling for an alternative inspection time and cost assessment for properties that have a "demonstrated history of compliance."

"Responsible housing providers and those operating in excellence should not face the same administrative burden or cost structure as those with non-compliant histories," Fred Sutton, senior vice president of local public affairs for CAA, wrote in a letter to the county back in April.
