As expected, Democratic Rep. Adam Schiff scored an easy victory over Republican former Dodger Steve Garvey and will claim the U.S. Senate seat previously held by the late Dianne Feinstein. Schiff, D-Burbank, was considered a heavy favorite throughout the campaign to win the seat in Democratheavy California, although both he and Garvey each earned about one-third of the vote during the March primary election.
Both candidates actually appeared twice on Tuesday's ballot — once in the race to fill out the remainder of Feinstein's term, which ends in January, and again in the race for another six-year term.
The latest vote tally as of early Wednesday morning showed Schiff with about 59% of the vote to Garvey's 41% in both races.
Schiff spoke to supporters gathered at his campaign headquarters Tuesday night to claim victory, saying he was replacing a "giant" in the U.S. Senate in Feinstein.
"I am so humbled to be your next United States Senator," he said. "Thank you California. I will spend every day trying to repay the trust that you have placed in me by serving this golden state with all my heart and soul."
A vocal opponent of Donald Trump, Schiff said that regardless of who won the presidency in Tuesday's election, "we know there will be serious challenges facing the state of California and
the country. Regardless of the outcome, regardless of the way people may have voted, I want to make one thing clear — as your senator I am committed to standing up for every Californian. ...
"And my promise to you is that I'm going to deliver on day one, week one, year one, and keep on delivering for this amazing state," he said. "Because together there is no challenge that we cannot overcome. We leave no community behind. We do not stop, we do not rest until all our citizens have a safe place to live, clean water to drink, clean air to breathe, safe neighborhoods to raise their children, good hospitals, clinics and healthcare and the best public schools in the world.
"In pursuit of this dream for all our people I will not rest, California. In the Senate I will be a champion and voice for all Californians, whether you voted
for me or not, whether you live in the big city or a small county, whether you grew up here or came to America searching for a better life. We are going to build more affordable housing so you aren't forced to choose between your rent and putting food on the table.
"We are going to ensure that our fellow neighbors do not have to sleep on the street. We are going to help hard-working families by lowering costs. We are going to fight tooth and nail to protect abortion access and defense democracy and our freedoms."
Garvey, meanwhile, spoke to his supporters in Rancho Mirage and thanked them for their work during the campaign.
"In baseball, like in many professional sports, there's a tradition of members of the opposing team to congratulate the winners," he said. "Often times with a hand-
shake on the field or even a visit to the opponent's clubhouse. ... In that same spirit I congratulate Congressman Adam Schiff on his victory. Using their enormous power the voters have elected him the next U.S. senator from California. And I respect that and wish him good choices for all of the people in the years to come. ...
"I want you to know that despite the outcome that when the counting is over we will have gotten the fourth most number of votes in the country. This means that everyone in California does have a voice. And it will only grow louder and louder."

Some Southland congressional races remain too close to call

With Southern California in the national spotlight over the battle for control of the House of Representatives, numerous local congressional races remained too close to call Wednesday as vote-counting continued.
In Orange County's 45th congressional district, incumbent Rep. Michelle Steel, R-Huntington Beach, held a narrow lead with 52.5% of the vote over Democrat Derek Tran. Steel had an edge of about 11,000 votes.
It was unclear how many ballots still remain to be counted in the various congressional districts.
The 45th District race featured heated exchanges, with Steel, who is Korean, at one point saying she was "more Vietnamese" than Tran, an Army veteran who said his "parents fled the Communist regime in Vietnam."
Vietnamese voters are a key Republican bloc in the district, and Steel in the past has allied herself politically with former Orange County Supervisor Andrew Do, who resigned his seat and pleaded guilty to a federal bribery charge last week.
In the 47th Congressional District, Republican former Assemblyman Scott Baugh held a roughly 3,000-vote lead over Sen. Dave Min, D-Irvine. Baugh had 50.6% of the vote as of Wednesday morning, while Min had 49.4%.
Baugh lost to Rep. Katie Porter, D-Irvine, in the race two years ago.

San Bernardino County Public Works Department crews are intensifying flood control efforts to protect communities following the Bridge Fire and nearlycontained Line Fire, officials announced last week.
At the fire’s base, crews have installed a trash rack to filter debris that is intended to allow water to safely flow during storms. In Cook Canyon, crews are also installing an outlet pipe to channel possible runoff away from firedamaged slopes to prevent slide-causing soil erosion.
The San Bernardino County Flood Control District is working with Cal Fire, the Burned Area Emergency Response team and the California Watershed Emergency Response Teams to prepare for possible flooding in fire-ravaged areas that are now more vulnerable to flooding and landslides, officials said. fire-affected zones, and flood control workers are on 24/7 standby with equipment in place throughout the county for swift response.
On Oct. 28, Public Works officials decided at their Winter Coordination Meeting to work with the Flood Control District on placing "K-rail barriers" in strategic locations in the Mt. Baldy area. Crews have focused recent debrisclearing operations on the Highland area.
Public Works Assistant Director David Doublet high-
lighted the importance of ongoing maintenance.
“It’s critical for us to capture debris flow, remove it and prepare for the next storm,” Doublet said in a statement.
Countywide teams are clearing and repairing flood control facilities, storm drains and basins, officials said. The county has also expanded surveillance capabilities, strategically installing additional cameras in key parts of the burn scar.
Currently 86 cameras and
rain gauges supply data to a dashboard that reports realtime conditions, providing fire monitors and officials a level of preparedness they didn't have in 2010 when a sudden mudslide caused serious damage to homes in East Highland.

Mathews man accused of sexually abusing three girls, at least one of whom was in the Riverside County foster care system, while his wife allegedly covered for him was charged last week with lewd acts on a child and other offenses.
Christopher Gary Tilden was arrested in October following a Los Angeles County Sheriff's Department investigation.
Along with three counts of lewd acts, Tilden was charged Oct. 29 with indecent exposure and a sentenceenhancing allegation of targeting multiple victims in a sex crime.
He's being held in lieu of $2 million bail at the Smith Correctional Facility in Banning and was slated to
make his initial court appearance Oct. 29 at the Riverside Hall of Justice.
His spouse, 43-year-old Katrina Frances Tilden, is charged with being an accessory after the fact. She's free on a $35,000 bond and is scheduled to be arraigned on Dec. 11.
According to sheriff's Sgt. Patrick Montalvo, agents from the Children's Services Division of the county Department of Public Social Services notified deputies in September that they had received information regarding alleged abuse of three girls at the defendants' residence, located in the area of Orangemont and Orchard View lanes.
It was not disclosed whether only one, or all three, of the alleged victims are in
the foster care system.
"The juveniles stated that while attending a sleepover at a friend's residence, they had been photographed and sexually assaulted," Montalvo said.
Detectives followed up, coordinating with the Riverside County District Attorney's Office's Child Exploitation Team to ultimately gather sufficient evidence to obtain search warrants that were served at the couple's home Oct. 31.
They also served a warrant at Tilden's workplace near the intersection of King Avenue and Van Buren Boulevard in Riverside, where he was taken into custody without incident. Katrina Tilden was arrested in the same area. The specific acts allegedly perpetrated by Tilden were not disclosed, nor were the children's identities. Neither he nor his wife has documented prior felony convictions in Riverside County.
Aballot measure that will roll back decadeold criminal justice policies in California and toughen penalties for some offenders was easily approved by voters, but another effort to expand rent- control protections was soundly defeated.
Proposition 36 received the lion's share of attention among the 10 statewide propositions on Tuesday's ballot, with backers calling it an overdue effort to toughen penalties and crack down on smash-and-grab robberies and repeat theft offenders, but detractors contending it would strip away millions of dollars in funding for critical mental health, drug treatment and rehabilitation programs while leading to mass incarceration.
The primary thrust of the measure is to toughen penalties for some drug offenses and thefts. The proposition — which won support of roughly 70% of voters as of Wednesday morning — will change the California criminal code to charge certain drug possession and thefts under $950 as felonies, primarily for defendants with prior convictions for similar crimes.
Those offenses were reduced to misdemeanors under Proposition 47, which was passed by California voters 10 years ago as the state was plagued with prison overcrowding.

A motion by Supervisors Holly Mitchell and Hilda Solis against the proposition argued that the voterapproved Proposition 47 provides millions of dollars for programs such as housing services, mental health care, substance use disorder treatment, and job training, and passage of Prop 36 would "result in a loss of funding for Los Angeles County programs that provide alternatives to incarceration and necessary supportive services to communities."
The motion contended the measure would lead to increased incarceration rates, higher court costs, and enforcement of punitive measures that would take away funding from programs aimed at reducing recidivism and crime.

Barger, however, argued in favor of Prop 36, saying it "will reinstate accountability on crimes destroying the quality of life of law-abiding people in Los Angeles County."
"I believe this proposition isn't about overturning Proposition 47 in its entirety," she said. "Proposition 36 was created by a group of bipartisan state legislators. It's focused on modifying legal loopholes that repeat offenders exploit as they manipulate the system to avoid legal consequences."
In other statewide ballot measures:
-- Proposition 33 was aimed at expanding local governments' ability to impose rent control to more types of housing by repealing the Costa-Hawkins Rental Housing Act, a 1995 law that restricts rent control housing in the state. Under CostaHawkins, cities cannot impose rent control over singlefamily housing or developments built after 1995.
As of early Wednesday, it was heading to defeat, with more than 62% of votes saying no.
Backers said the measure would provide critical protections for tenants struggling to make ends meet, particularly seniors on fixed incomes. Harris, a Democrat, received 47.5% of votes nationwide totaling 67,039,246, compared with Republican

Trump's victory was due largely to swing- or battleground-state voters in Pennsylvania, Ohio, Florida, Georgia, North Carolina, Wisconsin and Michigan favoring the former commander in chief.

At 2:10 a.m., a business in the 900 block of South Fifth reported a female subject assaulted an employee and fled in a vehicle. While officers were on their way to the business, they located the female subject. She was positively identified. She was arrested and taken into custody.
At 10:51 a.m., a victim called from a business in the 1800 block of California to report that his trailer loaded with equipment was stolen. This investigation is continuing.
At 12:27 p.m., a resident in the 800 block of West Walnut called to report that someone had attempted to steal his vehicle. This investigation is continuing.
At 1:22 p.m., officers were dispatched to a business in the 600 block of West Foothill regarding an assault. Officers arrived and determined that the suspect pushed the victim and fled the scene. This investigation is continuing.
At 4:18 p.m., a victim in a grocery store in the 100 block of West Foothill reported her wallet was stolen from her shopping cart and was later used at a store in Duarte. This investigation is continuing.
At 8:12 p.m., officers were patrolling the area of Primrose and Evergreen when they saw a suspicious vehicle parked in the area. An investigation revealed the vehicle had been reported stolen days prior. The vehicle was removed from the stolen vehicle system and returned to
the registered owner. This investigation is continuing.
At 11:05 p.m., a passerby in the 400 block of West Olive reported that she saw someone looking through a window of a residence. Officers arrived and made contact with a subject who matched the description given by the witness. The subject displayed symptoms of intoxication and refused to comply with the officer's instructions. The suspect was arrested and transported to the MPD jail to be held for a sobering period.

At 12:18 a.m., a resident in the 800 block of West Colorado reported that her daughter, who was reported missing five days ago, had returned home.
At 5:55 a.m., officers were dispatched to the area of 5th and Huntington regarding two subjects standing next to a vehicle with a broken window. Officers arrived, but the subjects were gone. Officers made contact with two subjects nearby and an investigation revealed one subject was reported missing and the other subject was in possession of drug paraphernalia and a concealed dagger. A computer search revealed one subject had a warrant for his arrest. The subject was arrested and taken into custody.
At 8:40 a.m., a vehicle theft was reported in the 600 block of Fano. This investigation is continuing.
At 2:31 p.m., officers were dispatched to the 200 block of East Pomona regarding a disturbing subject. The subject
was gone prior to officers’ arrival. An investigation revealed the ex-husband came to her house, was arguing and refusing to leave. When the police were called, the ex-husband vandalized the victim's vehicle. This investigation is continuing.
At 6:39 p.m., an injury traffic collision was reported in the area of Ivy and Olive. One driver complained of pain and was transported to a hospital for treatment.
At 7:27 p.m., a battery was reported in the 100 block of Los Angeles. Officers arrived and determined that the victim was slapped by the suspect. The suspect was arrested and taken into custody.
At 10:42 p.m., officers approached two individuals in the 1600 block of South Myrtle who were in the park after hours, in violation of a Monrovia Municipal Code. A search of one individual revealed drug paraphernalia. The subject was identified and issued a citation for possession of drug paraphernalia and for being in the park after hours.

At 2:36 a.m., an officer patrolling the 1500 block of South Myrtle saw a vehicle commit a traffic violation. A traffic stop was conducted and the driver was contacted. The driver displayed signs and symptoms of being under the influence. A DUI investigation revealed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.
At 9:50 a.m., officers were dispatched to the area of Myr-
tle and Colorado regarding a subject yelling. Officers arrived and made contact with the subject who was determined to be highly intoxicated. He was arrested and transported to the MPD jail to be held for a sobering period.
At 11:25 a.m., a resident in the 500 block of East Lemon reported a fight between a male and female subject. Officers arrived and made contact with the subjects. The male subject had visible injuries. An investigation determined the female subject was the aggressor. She was arrested and taken into custody.
At 12:17 p.m., a security guard from a shopping center in the 600 block of West Huntington reported a possible vehicle burglary. An officer arrived and confirmed that the vehicle had been forcibly broken into. The registered owner was contacted. This investigation is continuing.
At 12:56 p.m., a victim in a store in the 100 block of West Foothill reported that her wallet was stolen from her purse while one of the suspects distracted her with a conversation. This investigation is continuing.
At 1:25 p.m., a resident in the 500 block of Almond called to report that her daughter was at her home and refusing to leave, in violation of a court order. Officers arrived and made contact with the daughter. A computer search confirmed the court order and revealed that she had several bench warrants. She was arrested and taken into custody.
At 2:45 p.m., an employee from a store in the 1600 block of South Mountain reported a grand theft that had occurred several days prior. This investigation is continuing.
At 7:05 p.m., Sierra Madre PD officers assisted with a suspicious vehicle in the 200 block of North Mountain. MPD officers arrived to take over the investigation and determined the subject was heavily intoxicated. He was arrested and transported to the MPD jail to be held for a sobering period.
At 7:10 p.m., officers were dispatched to a burglary alarm in the 700 block of Norumbega. When officers arrived they
noticed the rear sliding glass window was shattered. Officer cleared the residence and did not find anyone inside. The residence was ransacked and it was unknown what was taken at the time. This investigation is continuing.
At 9:16 p.m., officers were dispatched to a fight in progress in the 900 block of South Fifth. Officers arrived and located two subjects that matched the description. Both subjects were heavily intoxicated and argumentative. The subjects were arrested and transported to the MPD jail to be held for a sobering period.

At approximately 9 a.m., in the 700 block of West Longden Avenue, the victim walked outside and discovered three of her vehicle's tires on one car and two tires on a second car had been slashed. The victim checked her Ring Camera and discovered at approximately 4:20 a.m., an unknown suspect wearing a dark colored hooded sweatshirt walking onto her driveway toward her vehicle. Due to the angle of the cameras, they did not record the suspect slashing her tires.

At approximately 7:02 p.m., an officer responded to 10 E. Huntington Drive (Drive in Liquor) regarding a report of a male subject being aggressive towards customers. Upon arrival the officer contacted the male subject who exhibited symptoms of alcohol intoxication. The male subject complained that he was suffering from asthma. The officer transported him to Arcadia USC Hospital for treatment. Once the treatment was completed the male subject was transported to the Arcadia Police Department jail where he was booked for being drunk in public.

At approximately 5:59 p.m., officers responded to 102 E. Huntington Drive (7-Eleven) regarding a subject that was just assaulted. The officer’s investigation revealed the suspect held the victim at knifepoint and demanded her purse. The victim ran from the suspect
into the business. The suspect followed the victim and when he caught up to her, he struck her with his fist multiple times on the face. The suspect stole the victim's wallet from her purse and was last seen riding his bicycle southbound on First Avenue. The victim was transported to Arcadia USC Hospital for her injuries.

At approximately 11:15 a.m., an officer arrested a male transient at 211 E. Foothill Blvd. (Ralphs) for trespassing. The store manager had previously reported the male for trespassing and for being verbally aggressive towards staff members.
Oct. 24
At approximately 12 p.m., officers responded to 400 S. Baldwin Ave. (The Shops at Santa Anita, Lululemon) regarding a theft that had just occurred. The reporting party provided a suspect vehicle description, and the vehicle was located in the area of Baldwin Avenue and Foothill Boulevard. A traffic stop was conducted, and the reported stolen property was recovered inside the vehicle. Additional property stolen from other stores and booster bags were also located. A field show up was conducted and the suspects were positively identified by the reporting party resulting in their arrest.

At approximately 1:52 a.m., officers responded to the area of Second Avenue and Colorado Boulevard regarding a report of a male that had been stabbed. An investigation revealed that a local transient had sustained an injury, but due to being under the influence of an unknown substance, incoherent statements, and uncooperative behavior, the facts could not be confirmed. The male was transported to USC Arcadia Hospital for treatment.

At approximately 7 a.m., officers responded to a FLOCK alert of a stolen vehicle in the parking lot of 5 W. Live Oak Ave. (Starbucks). The female driver was taken into custody without incident. The male passenger was taken into custody for a felony warrant.
Monrovia to host ribbon cutting for Rotary Park Playground Nov. 16

Long Beach to host community meetings for Orange Avenue Backbone Bikeway Project
The City of Long Beach Department of Public Works will host two community open house events on the Orange Avenue Backbone Bikeway, a project that will transform Orange and Alamitos Avenues into a safer, more accessible multimodal corridor. The meetings will be held on Saturday, Nov. 16, from 2 to 3:30 p.m. at the Cal Rec Community Center at Ernest McBride Park (1550 Martin Luther King Ave.) and Wednesday, Nov. 20, from 6 to 7:30 p.m. at the EXPO Arts Center (4321 Atlantic Ave.). In the Vision Zero Action Plan, Orange Avenue was identified as one of the city’s minor arterials with the most traffic collisions resulting in pedestrians being killed or seriously injured. Planned safety and accessibility improvements throughout the corridor include protected bike lanes to form a continuous bikeway, protected intersections, highvisibility crosswalks, and other accessibility improve-

Buena Park choir coach pleads guilty to sex assaults on 2 boys
A former boys' choir vocal coach in Buena Park pleaded guilty Tuesday and was immediately sentenced to 24 years in prison for sexually assaulting two boys. Roger Alan Giese, 49, pleaded guilty to 20 felony counts and one misdemeanor count related to the assaults on two boys, according to court records. He was given credit for 3,558 days behind bars. Giese was freed on $200,000 bail in 2003 in his original case involving the 13-year-old boy, but by 2007 he had disappeared and an arrest warrant was issued for him in March of that year. He was tracked down in England in 2012 thanks to a tip generated by an "America's Most Wanted" episode about his disappearance. After years of fighting extradition, Giese was returned to the Southland in August 2018. Part of his custody credits included 513 days spent behind bars in England, according to court records.

A proposal for apartments and commercial space in east Anaheim was rejected early Wednesday, Oct. 30, by a majority of Anaheim’s City Council, citing the amount of development proposed and
fire and evacuation concerns. Known as the Hills Preserve, the project called for a sevenstory building with 498 upscale apartments and an adjacent 40,000-square-foot commercial building with uses still to be determined. The proposal also included 50 acres of preserved open space. The Council voted 5-2 to deny the project, with Mayor Ashleigh Aitken and Council members Jose Diaz, Natalie Rubalcava, Steve Faessel and Natalie Meeks, who represents District 6 in east Anaheim where Hills Preserve was proposed, making up the majority.

Propane semi-truck leak prompts evacuation order in Pine Cove
A large propane semi-truck with an active leak prompted an evacuation order in Pine Cove Saturday, the Riverside County Fire Department announced. The leak was reported just after 9:30 a.m. Saturday in the 53100 block of Mountain View Drive. An evacuation order was issued for the residences on Mountain View Drive and residences on Walters Drive were advised to shelter in place. The fire department hazmat team was on-scene mitigating the leak, which was slowed down significantly just before noon. The leak was mitigated by 1:40 p.m. and the evacuation order, as well as the shelter in place order were lifted, according to the fire department.
Pair admit perpetrating dozens of thefts across region
A man and woman who perpetrated a series of thefts at Inland Empire stores and other locations, netting more than $120,000 in stolen goods,
both pleaded guilty Monday to a half dozen counts of organized retail theft and were immediately sentenced to two years' felony probation.
Giovanni Munoz Leon, 51, and Nury Alejandra Herrera Palacio, 32, both of Ontario, admitted the charges during a status hearing at the Southwest Justice Center in Murrieta Monday. It was unclear whether Leon and Palacio reached plea deals with the Riverside County District Attorney's Office, or made their admissions directly to Superior Court Judge Jeff Zimel. Along with the terms of probation, the judge ordered both defendants to serve three months in a sheriff's work release program, as well as directed Palacio to pay $22,487 in victim restitution. According to sheriff's Sgt. Robert Thomas, the defendants snatched a number of beauty products from the shelves of a Lake Elsinore outlet in late August, then proceeded to flee the location without paying. The estimated loss to the business was $3,000. Thomas said that the ensuing investigation did not turn up sufficient evidence to reveal the perpetrators' identities, but Leon and Palacio returned to the same store on Sept. 28 and grabbed $2,000 in merchandise before fleeing again. This time, investigators were able to procure enough information to identify the thieves, he said. "They determined that from June to October of this year, Leon and Palacio were responsible for over 50 thefts within California, totaling $123,000 in (stolen) merchandise," the sergeant said.

To align with the time change, all participating regional parks will be closing at 5 p.m. through February 2025. New park hours will be 7:30 a.m. to 5 p.m. daily. Locations include, Cucamonga-Guasti, Glen Helen, Mojave Narrows, Prado and Yucaipa Regional Parks. Earlier this year, as part of Regional Parks 60th anniversary celebration, park hours were extended to 8 p.m. during the summer when daylight was extended. Regional Parks looks forward to bringing back the extended spring/summer hours in 2025.

Streetlights return to 2 San Bernardino neighborhoods
In October, the City of San Bernardino installed approximately 96 streetlights to two neighborhoods in the northern part of the city. San Bernardino Public Works crews activated the last set of lights last week, bringing a new walkability and sense of security to area residents. The City Council has also recently approved $1.5 million in addition to a $250,000 grant from the U.S Department of Energy to upgrade approximately 500 streetlights across the city to solar power to reduce lighting costs and eliminate the risk of copper wire theft.

In August, California lawmakers passed a bill to give judges the power to order people who post AI deepfakes to take them down or face fines. The law is on hold after the creator of a deepfake targeting Kamala Harris sued on constitutional grounds.

CASE NO.: GENERAL PLAN AMENDMENT 23-01 AND ZONE CHANGE 23-01– The 2021-2029 Housing Element was adopted by the Rosemead City Council on January 11, 2022, and certified by the California Department of Housing and Community Development on August 1, 2022. Rezoning is required by State law to ensure that there are enough sites with adequate densities to meet the housing need in the upcoming eight years. During the Housing Element process, the City assessed a number of sites in its Sites Inventory that would be able to accommodate the City’s assigned 2021 Regional Housing Needs Allocation (RHNA) of 4,612 units (1,154 very low, 638 low, 686 moderate, and 2,134 above moderate). With units entitled and under review, as well as anticipated ADUs, the City has adequate capacity for its RHNA units. In addition, the City has the option to pursue additional sites suitable for residential development through rezoning opportunities on City Identified Parcels. The City identified ten candidate sites that may provide opportunity to accommodate the shortfall housing need to comply with SB 166 (no net loss), if rezone efforts were undertaken (Housing Element Rezoning Efforts). With a lower income RHNA of 1,792 units, vacant and underutilized sites, including three sites for potential rezoning, provide additional capacity to satisfy the RHNA requirement while providing a buffer of 485 units for a total of 2,277 low/very low-income units. The rezoned sites will meet the requirements of Government Code §65583.2, including but not limited to a minimum density of 20 units per acre, minimum site size to permit at least 16 units on site, and zoned to allow ownership and rental housing by-right in which at least 20 percent of the units are affordable to lower income households. The proposed action includes changes to the City’s General Plan and Zoning Map to implement the City’s certified Housing Element. The changes are summarized in the Candidate Site Identified to be Rezoned to Accommodate Shortfall Housing Need Table.

The Board of Supervisors approved an agreement Tuesday for 211 call center service throughout Riverside County, at a cost of $2.2 million, connecting callers with government agencies and nonprofits that can help them with a variety of needs.
"This is a great item," Supervisor Yxstian Gutierrez said. "It will mean integrated service delivery."
The board voted unanimously in favor of the contract with Rancho Cucamonga-based Inland Southern California 211+, which will take effect immediately and expire on Dec. 31, 2026.
The 211 service has been available countywide for nearly a decade, though the board approved the county's first agreement with Inland Southern California 211+ in early 2022, following termination of a compact with a previous provider. The initial agreement was limited in scope, but the new one incorporates all facets of the 211 suite of services.
"Riverside County residents have faced significant barriers in accessing critical social services, often dealing with complex and fragmented systems," according to an Executive Office statement posted to
the board's agenda. "Inland Southern California 211+ — the only nationally accredited, 24/7 contact center for social services with a three-digit number — plays a vital role in addressing these challenges."
Call center specialists are available around-theclock, trained to refer callers to government offices and nonprofits best able to assist them with obtaining Medi-Cal benefits, veterans aid, food stamps, disability care and free or low-cost transportation.
Specialists are also trained in crisis intervention, much the same as suicide hotline operators, and can additionally field child, dependent adult and senior abuse complaints.
"ISC211 has been a crucial resource during emergency events, alleviating call traffic for
emergency responders and county staff and serving as a trusted messenger for residents and county departments," the EO stated.
Under the agreement, all calls must be logged, noting callers' ZIP codes, needs and whether they received referrals.
"This investment is expected to have a profound impact on the community, benefiting thousands of residents annually," the EO said. "By prioritizing calls, enhancing case management and improving data tracking, ISC211 will provide quicker and more efficient access to a wide range of social services."
The county will rely on remaining federal American Rescue Plan Act funds to cover the contract and system costs.

The average price of a gallon of self-service regular gasoline in Riverside County dropped Wednesday to its lowest amount since Jan. 26, decreasing three-tenths of a cent to $4.364, one day after dropping 1.4 cents.
The average price is 3.7 cents less than one week ago, 5.9 cents lower than one month ago and 72.6 cents below what it was one year ago, according to figures from the AAA and Oil Price Information Service. It has dropped $2.009 since rising to a record $6.373 on Oct. 5, 2022.
The national average price rose a half-cent to $3.107, one day after a five-day streak of decreases to the national average price totaling 3.4 cents ended with an increase of one-tenth of a cent. It is 2.8 cents less than one week ago, 6.6 cents lower than one month ago and 31.1 cents below what it was one year ago.
The national average price has dropped $1.909 since rising to a record $5.016 on June 14, 2022.

The trapped horse was reported just before 3 p.m. at 25910 El Toro Road, nearly a mile south of Lindell Road, in a remote area near Perris comprised mostly of scattered properties, according to the Riverside County Fire Department.
Fire officals said multiple engine crews were sent to the location and found the mini horse in the well without any way to get out. It was unclear if the well had been abandoned or was still in use, but water in it, authorities said.
The 12-year-old female horse named Butler crashed through a plywood-covering over the well in the unincorporated area of Warm
Springs, which is east of Lake Elsinore and north of the city of Canyon Lake. Although the approximately 350-pound horse fell initially about 15 feet, the well was actually 60 feet in depth after water was siphoned.
County firefighters were not equipped for the rescue and asked for assistance from agencies with personnel who have the specialized training required to extract large animals trapped in tight spaces.
Among them was the Riverside Horse & Animal Rescue Team, or HART, which is staffed by the Riverside police Mounted Patrol Unit and city of Riverside firefighters with knowledge of trench rescues involving helicopters. Riverside County Animal Services Department officers also assisted.
Rescuers worked through the afternoon and evening
and at 9:30 p.m. reported that the horse was safely out of the well with minor injuries. Firefighters wrapped an Anderson sling around the horse and she was safely hoisted up using a frontloader. The mini horse was sedated prior to takeoff.
Initially rescuers were concerned that dropping further down into the well would have killed or severely injured the horse, but once they raised the Butler out of the well, Dr. Itzel Vizcarra of Riverside County Animal Services examined her on-site and determined the animal did not appear to have serious injuries.
Butter is now back with her owner.
“We were all amazed she came out without any major trauma,” Vizcarra said in a statement Monday. “This was a huge team effort by many rescuers, so it’s uplifting to

“She was visibly shaking while still strapped,” the veterinarian said. “It’s astounding that she walked away fine the same day.”
Butler's owner was told to take the equine to his own veterinarian for a follow-up

Lamanda Park Specific Plan
PROJECT DESCRIPTION: The Planning & Community Development Department has prepared a new Specific Plan for the Lamanda Park area. The recommended Lamanda Park Specific Plan (LPSP) covers areas in the 2003 East Colorado and the 2000 East Pasadena Specific Plans. The recommended LPSP will result in a unique plan vision for Lamanda Park, with goals, policies, permitted uses, and design, development, and public realm standards that will shape the built environment for the plan area and implement General Plan Land Use policies. The recommended LPSP will require the following approvals: General Plan Map Amendment, Specific Plan Adoption, and Zoning Map Amendment and Zoning Text Amendment. PROJECT LOCATION: The recommended LPSP area generally encompasses the area between the 210 freeway to the north, Roosevelt and Vista Avenues to the west, Colorado Boulevard to the south, and Kinneloa Avenue to the east (Map 1).
ENVIRONMENTAL DETERMINATION: An addendum to the 2015 Pasadena General Plan Environmental Impact Report (GP EIR) (State Clearinghouse No. 2013091009) to address the potential sitespecific environmental impacts associated with the proposed LPSP has been prepared in accordance with the California Environmental Quality Act of 1970 (CEQA) (Cal. Public Resources Code Section 21000, et. seq., as amended) and its implementing guidelines (Cal. Code Regs., Title 14, Section 15000 et. seq., 2016). This Addendum has been prepared and will be processed consistent with CEQA Guidelines (Cal. Code Regs., Title 14, Section 15162 and Section 15164). The addendum found that the proposed LPSP will not result in any potentially significant impacts that were not already analyzed.
PLANNING COMMISSION RECOMMENDATION: On August 28, 2024, the Planning Commission recommended that the City Council approve the proposed LPSP, including the General Plan Map Amendment, Specific Plan Adoption, Zoning Map Amendment, Zoning Text Amendment, and EIR Addendum as presented by staff, with five recommendations as outlined below:
1) Insert specific language to protect existing street trees throughout Lamanda Park.
2) Require new and improved projects to include pedestrian walkways from arterial streets to main building entrances.
3) Initiate pilot investments to be implemented and funded by the City within the first year of the Specific Plan’s adoption with a minimum budget allocation of $50,000.
4) Incorporate additional pedestrian crosswalks along Colorado Boulevard.
5) Incorporate a potential linear park along the former railroad right-of-way.
The Commission also requested staff review options for providing pedestrian access from Walnut Street to the Home Depot entrance.

Notice is hereby given that, in accordance with Pasadena City Charter, Section 1811, a Pasadena Rental Housing Board has been established to administer and enforce Article XVIII of the City Charter, “The Pasadena Fair and Equitable Housing Charter Amendment”. In addition, there are two (2) alternates, one serving as the alternate for the Tenant Members and one serving as the alternate for the At-Large Members.
There is an unscheduled vacancy resulting from the resignation of Aaron Markowitz. The Pasadena City Council is now soliciting applications from candidates seeking to fill this vacancy and serve the remaining balance of the term, which expires on May 24, 2027. The City Council will appoint an alternate Tenant Member who may reside anywhere in the City.
Alternate tenant members and members of their Extended Families may not have owned, managed, or had a 5% or greater ownership stake in rental units in Los Angeles County in the three years prior to applying to this position.
The Board’s duties include making rules and regulations to implement Article XVIII of the City Charter, setting allowable rent increases, determining and publicizing the Annual General Adjustment in rents, appointing hearing officers, conducting hearings on petitions for rent adjustments for individual properties, adopting a budget, pursuing civil remedies against those who violate Article XVIII of the City Charter, holding public hearings, establishing a schedule of penalties for violations of Article XVIII of the City Charter, and establishing and maintaining a registry of rental housing in Pasadena. An Alternate Tenant member may only participate in the absence of a primary Tenant Member during a meeting.
The City encourages interested residents of Pasadena to apply for appointment to the Board. In addition to a completed application, applicants must circulate a nomination petition and gather a minimum of 25 qualified signatures from residents living in the same Pasadena Council District as the applicant. Contractor shall furnish labor, materials, equipment, services, and specialized skills to perform work involved in the Project. 4. Acceptance or Rejection of Bids. The City reserves the right to reject any and all Bids, to award all or any individual part/item of the Bid, and to waive any informalities, irregularities or technical defects in such Bids and determine the lowest responsible Bidder, whichever may be in the best interests of the City. No late Bids will be accepted, nor will any oral, facsimile or electronic Bids be accepted by the City.
5. Mandatory Pre-Bid Conference and Job Walk. A mandatory pre-bid conference and job walk is not required.
6. Contractor License. At the time of the Bid Deadline and at all times during performance of the Work, including full completion of all corrective work during the Correction Period, the Contractor must possess a California contractor license or licenses, current and active, of the classification required for the Work, in accordance with the provisions of Chapter 9, Division 3, Section 7000 et seq. of the Business and Professions Code. In compliance with Public Contract Code Section 3300, the City has determined that the Bidder must possess the following license(s):
• a. Pursuant to Section 3300, of the Public Contract Code, the classification of the bidder’s Contractor’s License shall be “Class A”. Failure of a bidder to obtain adequate licensing at the time the contract is awarded shall constitute a failure to execute the Contract and shall result in the forfeiture of the Bidder’s Bond. The successful Bidder will not receive a Contract award if the successful Bidder is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active. If the City discovers after the Contract’s award that the Contractor is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active, the City may cancel the award, reject the Bid, declare the Bid Bond as forfeited, keep the Bid Bond’s proceeds, and exercise any one or more of the remedies in the Contract Documents.
7. Subcontractors’ Licenses and Listing. At the time of the Bid Deadline and at all times during performance of the Work, each listed Subcontractor must possess a current and active California contractor license or licenses appropriate for the portion of the Work listed for such Subcontractor and shall hold all specialty certifications required for such Work. When the Bidder submits its Bid to the City, the Bidder must list each Subcontractor whom the Bidder must disclose under Public Contract Code Section 4104 (Subcontractor Listing Law), and the Bidder must provide all of the Subcontractor information that Section 4104 requires (name, the location (address) of the Subcontractor’s place of business, California Contractor license number, California Department of Industrial Relations contractor registration number, and portion of the Work). In addition, the City requires that the Bidder list the dollar value of each Subcontractor’s labor or services The City’s disqualification of a Subcontractor does not disqualify a Bidder. However, prior to and as a condition to award of the Contract, the successful Bidder shall substitute a properly licensed and qualified Subcontractor— without an adjustment of the Bid Amount.

9. Bid Forms and Bid Security: Each Bid must be made on the Bid Forms obtainable from the City’s Bidding website listed in the paragraph 1 above. Each Bid shall be accompanied by a cashier’s check or certified check drawn on a solvent bank, payable to “City of Glendale,” for an amount equal to ten percent (10%) of the total maximum amount of the Bid. Alternatively, a satisfactory corporate surety Bid Bond for an amount equal to ten percent (10%) of the total maximum amount of the Bid may accompany the Bid. Oscar-nominated actor Colman Domingo will be presented with the actor Spotlight Award at the 2025 Palm Springs International Film Festival, organizers announced Monday.
Domingo is set to be recognized at the Palm Springs Convention Center on Jan. 3 for his performance in "Sing Sing," which earned a Gotham Award nomination last week.
Premiering at the Toronto International Film Festival in 2023, the Greg Kwedar-directed indie film generated instant buzz among audiences and a bidding war among major studios. A24 eventually acquired the distribution rights to "Sing Sing," opting for a theatrical release the following year.

With the exception of one locality, voters in cities scattered throughout Riverside County appeared Wednesday on the verge of approving proposed bond sales for school infrastructureupgrades and improvements totaling $1.12 billion, which would translate to higher property tax rates in the municipalities while the IOUs are paid off.
Returns late Tuesday night revealed nearly twothirds' support for Measure O in Banning, which seeks a $74 million bond sale for the benefit of the Banning Unified School District. The cumulative debt service, or payoff, period would run 30 years and translate to a total $135 million in principal and interest before all the obligations are satisfied, according to campaign literature.

Measure T in the Lake
Elsinore Unified School District enjoyed 58% support in Tuesday night's count. It would authorize the sale of up to $198 million in bonds. The cumulative debt service period would run close to 40 years and translate to an estimated total $396 million in principal and interest before the obligations are satisfied -- provided there's a market for all of them
-- according to campaign literature.
As in Beaumont, the LEUSD debt amortization would require an additional $28 in taxes per $100,000 of assessed valuations for property owners.
The school board would have discretion over what to fund under the "District-
Wide 21st Century Instructional Technology Program," supporters wrote. Examples include renovations of computer labs, new lighting and electrical systems, new furnishings, windows and doors.
"For our students to succeed in college and careers, they must be skilled in the
use of today's technologies and have a solid background in science, math, engineering and technology," proponents wrote.
The proposal has a 55% approval requirement.
Two-thirds of voters in the Moreno Valley Unified School District appeared on the side of Measure X, according to the latest ballot count. The proposal seeks the sale of up to $240 million in bonds. The cumulative debt service period would last 30 years and translate to an estimated total $469.74 million in principal and interest before the obligations are satisfied, according to campaign literature.
The debt amortization would necessitate $40 in taxes per $100,000 of assessed valuations for property taxpayers, according to documents.
The school district would be able to use the money for classroom and lab renovations and upgrades, rehabilitated playgrounds, solar
panel acquisitions, electrical, fire alarm and athletic field repairs, as well as other needs.
"Many of our neighborhood schools were built 30-60 years ago and require priority repairs and updates to support high-quality instruction in science, technology, engineering, arts and math," proponents said.
Opponents countered that saddling "retired residents, small business owners, families" and other property taxpayers with the higher bills that the bond issuance would impose "is irresponsible."
"Ten years ago, the residents barely passed a $398 million bond that promised the same results," they said. "But instead of spending the money on the needs of our students ... they spent the funds on items that last only three years."
The proposal has a 55% approval requirement.
The Palm Springs Unified School District's Measure S was certain to pass, netting
more than 70% of votes cast, with almost 50% of ballots tabulated. It would enable the sale of up to $465 million in bonds. The cumulative debt service period would run 25 years and translate to an estimated total $722.5 million in principal and interest before the obligations are satisfied, according to campaign literature.
The debt amortization would require $39 in taxes per $100,000 of assessed valuations for property taxpayers, according to documents.
Funds would pay for modernizationprojects, improvements to schools' librariesandtheaters, replacement of parking lots, serving areas, driveways and walkways, as well as enhanced security systems.
"Our local schools are the backbone of our community," proponents wrote. "They ensure the safety of our children, prepare them for successful futures and enhance the value of our homes and businesses."

ARiverside man accused of fatally beating his 31-year-old housemate with a shovel pleaded not guilty Monday to murder and other offenses.
Richard Thomas Martinez, 48, was arrested last month following a Riverside Police Department investigation into the slaying of Bradley Minder.
Alongwithmurder, Martinez is charged with possessionofcontrolled substances, possession of drug paraphernalia and a sentence-enhancing allegation of using a deadly weapon in the commission of a felony.
He was arraigned before Riverside County Superior Court Judge Gail O'Rane, who scheduled a felony settlement conference for March 18 at the Riverside Hall of Justice.
The defendant is being held without bail at the Robert Presley Jail.
According to Riverside police spokesman Officer Ryan Railsback, on the night of Oct. 17, officers received reports from an unidentified concerned party that Minder had not been seen in days, and Martinez, the victim's housemate, "had made statements claiming he killed" the man.
Officers went to the men's shared residence in the 8700 block of Sylvan Drive, near Lake Street, where a "search of the property revealed a possible crime scene in the
backyard," Railsback said.
He said that homicide detectives were summoned to the location, as well as county sheriff's cadaver dogs.
"The dogs alerted to freshly disturbed soil in the backyard," the police spokesman said. "As detectives began digging the area, they found human remains."
The body found in the makeshift grave was confirmed to be that of Minder.
The initial investigation revealed there had been an unspecified altercation between the victim and Martinez, during which the latter armed himself with a shovel and beat the victim to death, Railsback and court papers alleged.
The defendant, who
has no documented prior felony convictions in Riverside County, was taken into custody without incident.
"Bradley was the gentlest soul to ever walk this earth," according to a family statement. "He was a kind friend and deeply loyal son, brother and uncle. His family meant more to him than anything in the world. He forgave easily and treated everyone with pure, unadulterated love."
Friends of the victim's family established a GoFundMe account, noting that Minder's mother and sisters in Kansas were struggling with funeral expenses.
The campaign had raised $5,560 as of Monday. The goal is $10,000. Donations can be made at gofundme. com.
