Newsom unveils plan to create high-paying jobs without 4-year degrees

Monday,Governor GavinNewsom unveiled the final framework for the Master Plan for Career Education to make it easier for Californians to receive college credit for their real-world experience — especially veterans — and create more pathways to careers in California. The governor also announced the removal of a college degree or other educational requirements for nearly 30,000 state jobs, along with a new goal to double that number. The Master Plan will be supported by funding in the upcoming state budget.

“EveryCalifornian deserves the opportunity to build real-life skills and pursue a fulfilling career — including those that don’t require college degrees,” said Newsom. “California is working to ensure that every person has what they need to get a well-paying, longlasting job so we can build

an economy for the future that supports all families.”

The most senior member of the Riverside County Board of Supervisors closed out his political career Tuesday, attending his final board meeting, where he was lauded by colleagues who recognized him as "very principled" and a "mentor."

Supervisor Kevin Jeffries, 64, of Lakeland Village will officially retire on Jan. 1, but Tuesday was the last board meeting of 2024, providing a final opportunity for official farewells.

"You've been a mentor to me, and when I needed your help or guidance, you were always open," Supervisor Karen Spiegel said during a presentation in which Jeffries received a nearly three-foot-long commemorative gavel and a plaque with a resolution highlighting his service — which included never missing one board meeting from his first day in January 2013 to now.

"I'm going to sorely miss ... the knowledge and your experience that you were available to share with us," Spiegel added. "Thank you for the opportunities. I'm really going to miss you."

Riverside County to host events highlighting plight of area's homeless

The plight of the region's homeless and ongoing efforts to provide resources to help them will be at the heart of multiple events planned Thursday in Riverside, Hemet and Indio.

Riverside County officials have organized gatherings to commemorate the "Longest Night," which precedes the winter solstice by just two days, serving as an occasion to underscore the adversity facing those on the streets or otherwise unsheltered, as well as honor those who have died under the same circumstances.

"We remain steadfast in our mission to uplift those facing homelessness by providing critical resources and care," Board of Supervisors Chairman Chuck Washington said. "Events like these help us honor those we've lost while continuing the fight for solutions that bring hope and change."

Narcotics allegedly worth $300,000 seized in Blythe

Two people have been arrested after authorities seized narcotics valued at approximately $300,000 in Blythe, police said.

Detectives from the Blythe Police Department coordinated with the California Department of Corrections and Rehabilitation Crisis Response team and the U.S. Border Patrol Canine Unit to "target narcotics distribution groups in the city of Blythe," the police department said Friday.

A search warrant was issued at a residence in the 200 block of North Fir Road on Wednesday, where authorities allegedly found "15.5. pounds of methamphetamine, 4.5 pounds of

Carfentanil, 4.5 pounds of powdered fentanyl, 88 grams of heroin, 1400 pills that contain fentanyl, 280 oxycodone prescription pills and over $40,000 in US currency," police said.

The suspects were identified as Hector Adan, 41, and Angie Murphy, 33, both residents of Blythe. They were arrested and booked into the John Benoit Detention Center in Indio on suspicion of possession of narcotics, with bail set at $200,000.

"The investigation into this narcotics distribution ring is ongoing and more arrests are anticipated," police said.

Palm Springs Animal Shelter raises over $79,000 at 'Tail-A-Thon'

The Palm Springs Animal Shelter raised nearly $80,000 during its second annual live Tail-AThon fundraiser, money that will benefit the shelter and the Desert Wildlife Center, officials said.

The fundraiser was broadcast live by NBC Palm Springs from 4 p.m. to 7 p.m. Thursday, and raised $79,710 in donations.

It featured appearances from TV personality Scott Evans and singer and Palm Springs resident Lance Bass. The Coachella Valley Firebirds also assisted in promoting the event during their hockey game Thursday evening.

"A HUGE thank you to everyone who made last night's Tail-A-Thon such a success! Thanks to your incredible generosity, we raised an amazing $79,710 to support our no-kill shelter and the animals in our care," the shelter said Friday in a Facebook post. "We're also

incredibly grateful to our dedicated phone operators and everyone who helped spread the word — whether through donations, sharing our posts, or simply spreading the love. We truly couldn't do what we do without the unwavering support of our community. Thank you for making a difference in the

lives of so many animals!"

Shelter officials said donations from the telethon will help provide essential services such as free microchipping of all pets for Palm Springs residents, low-cost vaccine clinics and ensuring a healthy level of population at the shelter.

The funds will also help

support the Desert Wildlife Center in Indio that is scheduled to open next year. The center will be a rehabilitation center and sanctuary for reptiles, birds and mammals.

Accused South Bay white supremacist group leader gets time served

Areputed founder of a violent Southern Californiawhite supremacist organization was sentenced Friday in downtown Los Angeles to the 24 months he already served on a federal charge of inciting brawls at political rallies across the state.

Robert Rundo, 34, of Huntington Beach pleaded guilty in September to one count of conspiracy to violate the federal Anti-Riot Act, according to the U.S. Attorney's Office.

Rundo's guilty plea came months after a unanimous three-judge panel of the U.S. 9th Circuit Court of Appeals reinstated a federal criminal indictment against him and another suspected member of the organization.

Rundo was extradited from Romania last year after spending nearly a year on the run. As part of his plea, federal prosecutors agreed to recommend no more than two years behind bars. Rundo has already spent a total of about two years in prison and is expected to be released from custody sometime Friday, prosecutors said.

According to the U.S. Attorney's Office, Rundo was a founding member of a nowdefunct South Bay organization that represented itself as "a combat-ready, militant group of a new nationalist white supremacy and identity movement."

The indictment also states that Rundo and his colleagues attended a number of peaceful protests, where they chased down and violently attacked counterprotesters.

"Mr. Rundo's cowardly and unprovoked acts of violence were unjustly carried out upon his victims, leaving those who were victimized, their families, and our community torn by hate," Akil Davis, assistant director in charge of the FBI's Los Angeles field office, said in a statement after Rundo pleaded guilty.

The indictment was

dismissed in February for the second time in five years by then-U.S. District Judge Cormac Carney. The nowretired Orange County judge rejected criminal charges in the case in 2019, after Rundo's attorneys argued that the Anti-Riot Act cited by federal prosecutors was "unconstitutionally over-broad."

Carney concluded that the government selectively prosecuted Rundo and Robert Boman, 31, of Torrance while ignoring violence by members of antifa and related far-left extremist groups because the white supremacist organization engaged in what the government and many believe is more offensive speech.

Boman — who is charged with one count of conspiracy to violate the Anti-Riot Act and one count of rioting — has not entered into a plea agreement with the government and has a February trial date set, according to court records.

In the 9th Circuit opinion in July, Judge Milan D. Smith Jr., a nominee of President George W. Bush, knocked down Carney's selective prosecution theory, writing that the opposing left- and rightwing groups were not similar enough to meet the required standard.

Torganized crime group. They coordinated combat training sessions, created materials to recruit others, and planned cross-country travel to commit their acts. Nothing in the record indicates that (far-left group members) were similarly organized. That is, there is no evidence that these individuals trained together, coordinated their attendance at other rallies, recruited others, or otherwise did anything other than commit violence at the Huntington Beach rally," Smith wrote.

In arguments before the appellate panel, federal public defender Caroline Platt said the antifa members were "doing the same thing" as Rundo and Boman at the rallies, but only her clients were prosecuted. "This case is about viewpoint discrimination," Platt told the judges.

In April, Carney sentenced white supremacist defendant Tyler Laube, 28, of Redondo Beach to 35 days behind bars, or time already served, for punching a journalist in the face during a clash between supporters of then- President Donald Trump and opponents in Huntington Beach seven years ago.

The rallies involved in the case were May 25, 2017, at Bolsa Chica Beach in Huntington Beach; April 15, 2017, in Berkeley; and June 10, 2017, in San Bernardino.

he state Department of Motor Vehicles is "reviewing and strengthening its internal processes for evaluating personalized license plate applications," in response to the issuance of a plate criticized as antisemitic, a department spokesman said Monday.

A son of the man with the plate LOLOCT7 said Friday it was merely an attempt by the owner of the Tesla Cybertruck to say he has seven grandchildren and make reference to the vehicle — but the plate has drawn criticism for appearing to mock the Oct. 7, 2023 Hamas attack on Israel.

After the truck was seen at the intersection of Jefferson and Sepulveda boulevards in Culver City, the watchdog group StopAntisemitism demanded Thursday the DMV recall the plate, saying in a post on X that "LOL" stood for "laugh out loud" and that the plate celebrated "the October 7th terrorist attack — a vile mockery of the 1,200 innocent lives lost and the countless others scarred."

Replying to an inquiry

from City News Service, Chris Orrock, an information officer with the DMV's Office of Public Affairs, said Monday, "The DMV is aware of the concerns raised regarding the personalized license plate."

"While the plate's owner has shared that "LOLO" means "grandfather" in Tagalog, and the configuration was intended to honor their Filipino heritage, we recognize that the same combination of letters and numbers has been interpreted by others as offensive, particularly within the Jewish community," Orrock said.

"Given the DMV's commitment to ensuring that personalized license plates do not carry configurations that can be interpreted in a manner prohibited by our regulations, in line with established protocols, we will recall this specific plate configuration.

"We understand that language and symbols can hold different meanings across cultures and communities. What may be a term of endearment in one context can be perceived differently in another."

The department apologizes "for any distress this situation may have caused and appreciate the public's understanding as we work to improve our procedures," Orrock said.

After the StopAntisemitism group's X post, the DMV announced later Thursday that it was "taking swift action to recall" the plate, which it called on X "unacceptable and disturbing."

StopAntisemitism bills itself as "a grassroots watchdog organization dedicated to exposing groups and individuals that espouse incitement towards the Jewish people and State and engage in antisemitic behaviors."

The son of the truck's owner said the explanation for the meaning of the plate was included in the application, as is required.

"We have great empathy for anyone that's experienced that hatred," the man said. "We'd really appreciate in turn for anyone that's seeing this or hearing this to have empathy towards our family because we have no ill intent."

At 10:56 a.m., a passerby in the 300 block of South Primrose reported a traffic collision. Officers arrived and found the driver exhibiting signs of intoxication. During the investigation, the driver attempted to flee on foot but was arrested and taken into custody.

At 2:46 p.m., a resident in the 800 block of West Duarte reported an attempted motorcycle theft. The ignition was found tampered with, but no physical evidence or surveillance footage was available. The investigation is ongoing.

At 3:51 p.m., an employee from a store in the 700 block of East Huntington reported a robbery that occurred two days earlier. An investigation revealed a male suspect entered, threatened an employee, and took merchandise without paying. The investigation is ongoing.

At 8:19 p.m., multiple businesses in the 300 block of West Huntington reported a subject yelling and threatening customers. Officers contacted the subject and determined she posed a danger to others. She was transported for a mental evaluation.

At 10:21 p.m., officers patrolling Myrtle and Pomona observed a vehicle code violation. Upon contact, the driver displayed signs of intoxication. A DUI investigation confirmed the driver was under the influence. He was arrested and transported to MPD Jail for a sobering period.

At 11:05 p.m., officers patrolling Magnolia and Genoa

observed a vehicle code violation. The driver showed signs of intoxication, and a DUI investigation confirmed impairment. The driver was arrested and held at MPD Jail.

At 11:56 p.m., multiple callers in the 800 block of Ridgeside reported hearing gunshots. Officers responded but found no evidence of gunfire. The investigation is ongoing.

Dec. 6

At 10:58 a.m., officers responded to a vehicle fire in the 1600 block of South Mountain. A motorhome caught fire as it exited the freeway. It took several hours to extinguish, but no injuries were reported.

At 12:19 p.m., a retail store in the 700 block of East Huntington reported a female subject fled with stolen merchandise. Officers located and arrested a male subject connected to the incident. The investigation is ongoing.

At 4:31 p.m., officers responded to a fire in the 300 block of Meadow. They assisted with evacuations while MFD extinguished the blaze. The investigation is ongoing.

At 4:39 p.m., an employee from a store in the 700 block of East Huntington reported a theft. This investigation is continuing.

Dec. 7

At 12:26 a.m., an officer patrolling the area of Myrtle and Pomona saw a bicyclist commit a violation and a traffic stop was conducted. The officer initiated a traffic stop and contacted the cyclist. A computer search revealed he had a war-

rant for his arrest. He was arrested and taken into custody.

At 1:22 a.m., officers patrolling the area of Magnolia and Olive saw a driver commit a vehicle code violation. The officers initiated a traffic stop and contacted the driver. She displayed symptoms of intoxication. A DUI investigation revealed the driver was under the influence. She was arrested and transported to the MPD jail to be held for a sobering period.

At 5:58 a.m., officers were dispatched to a business in the 700 block of West Huntington regarding a possible burglary in progress. Officers arrived and discovered a female subject inside attempting to break into a safe. She was arrested and taken into custody.

At 12:58 p.m., a theft was reported in a store in the 600 block of West Huntington. Officers arrived and located the subject still in possession of the stolen property. He was arrested and taken into custody.

At 4:42 p.m., an employee from a store in the 1600 block of South Mountain reported a theft. Officers arrived and located the subject nearby, in possession of the stolen property. A computer check revealed the suspect was on probation for robbery and several no bail warrants. He was arrested and taken into custody.

Dec. 8

At 12:12 a.m. an officer patrolling near the 100 block of East Olive was flagged down by a male subject. The officer made contact with the male subject who requested medical attention. An investigation revealed he was involved in a physical altercation with his ex-

girlfriend. Both subjects were transported to a hospital for treatment. He was arrested and taken into custody after being medically cleared.

At 11:25 a.m., a caller in the 1000 block of East Huntington reported a battery between two subjects. A security guard tried to intervene and in the process was struck by a male subject, causing injury. MFD arrived and treated the victim for his injury. The suspect was gone prior to officers’ arrival. This investigation is continuing.

At 8:19 p.m., a business in the 600 block of West Huntington reported a trespasser and known thief inside. Officers arrived and made contact with the subject. The subject was found to be in possession of a controlled substance. He was arrested and taken into custody.

At 11 p.m., a caller in the 1700 block of South Mayflower reported someone asleep at the wheel outside her residence. Officers arrived and made contact with the driver who displayed symptoms of intoxication. A DUI investigation revealed he was intoxicated. The passenger was deemed to be too intoxicated to care for herself. They were both arrested and transported to the MPD jail to be held for a sobering period.

Dec. 1

At approximately 10:24 a.m., an officer was dispatched to 140 E. Duarte Road (Dollar Tree) regarding a skimming device located on a register. Upon arrival the store manager informed the officer that a customer pointed out a possible credit card skimming device

at one of the registers. There are CCTV cameras facing the subject register and the store manager reviewed the footage but hasn’t been able to locate a suspect. Currently it is unknown when the skimming device was placed at the register. An investigation is pending.

Dec. 2

At approximately 11 a.m., officers were dispatched to the 400 block of Fourth Avenue regarding a battery report. The victim informed officers that she was involved in an argument with her brother, and he struck her in the face and fled the location. An area check was conducted but the suspect was not located.

Dec. 3

At approximately 1:46 a.m., an officer responded to the parking lot of 400 S. Baldwin Ave. (The Shops at Santa Anita) regarding a report of a female that appeared to be intoxicated and crying. Upon investigation the officer determined that the female was intoxicated and unable to care for herself resulting in her arrest for public intoxication.

Dec. 4

At approximately 11:55 a.m., officers were dispatched to 150 E. Duarte Road (commercial location) regarding a transient male walking around in the parking lot with his genitalia exposed. Upon arrival, officers located the subject who was still indecent and arrested him.

Dec. 5

At approximately 11:18 a.m., an officer responded to 7 E. Huntington Drive (Denny’s)

regarding a male in distress. Upon arrival the store manager informed the officer that a male subject locked himself in the bathroom. The officer was able to remove the male subject from the bathroom without incident. The officer spoke with the male subject who expressed that he is suffering from homelessness and struggling with depression. He also stated that he wanted to set himself on fire and run into oncoming traffic as he had no desire to live. He was previously diagnosed with depression and schizophrenia and is unable to take his medication. Based on the information provided the male was placed on a mental hold and the officer transported him to a behavioral health care facility for treatment.

Dec. 6

At approximately 6:10 a.m. and 6:16 a.m., an unknown suspect forced open the rear door to 618 E. Live Oak Ave. (Café Sweets) and took the cash register containing approximately $200. A CCTV camera captured the incident. The suspect appears to be wearing a lightcolored hooded sweatshirt, with the hood over their head, and dark colored pants. An investigation is pending.

Dec. 7

At approximately 4:26 p.m., officers responded to the 300 block of San Antonio Road regarding a residence check after a neighbor reported seeing a back window to the subject residence shattered. When officers arrived, they found the residence unsecured and ransacked. The officer contacted the residents who were out of town. The residence was mostly vacant, and the loss is unknown. There were no CCTV cameras or an alarm system at the location.

Duarte approves rate increases for Burrtec Waste Services

Effective Jan. 1, 2025, Duarte residents will see an increase of $1.37 to their monthly residential refuse and recycling rates. The rate adjustment from $37.14 to $38.51 applies to the most common residential service level, which includes one 90-gallon trash container, one 60-gallon recyclable container, and one 60-gallon green waste container. Additionally, residential street sweeping will increase from $2.25 to $2.33 per month and commercial street sweeping will increase from $4.35 to $4.49 per month starting Jan. 1, 2025.

Long Beach Airport prepares for additional holiday travelers amid construction

Long Beach Airport (LGB) is anticipating an elevated number of travelers between Friday, Dec. 20, 2024, and Wednesday, Jan. 1, 2025, and passengers are advised to

plan ahead and arrive early due to ongoing construction in the drop-off and pick-up area. Through its airline partners, Delta Air Lines, Hawaiian Airlines and Southwest Airlines, nearly 170,000 passengers will move through LGB during the 13-day period from Dec. 20, through Jan. 1. That represents a 12% increase over the same time frame last year, marking one of the busiest holiday seasons on record for the Airport. The Airport is taking a number of steps to mitigate potential congestion. Barbara London Drive is available as an alternate pick-up and drop-off area for travelers able to walk a short distance to avoid the main loop. Additional staff will be on hand during the busiest travel days to ensure the curb is used for active loading and unloading only. Finally, the Transportation Security Administration will open 30 minutes early, at 4:30 a.m., from Dec. 22 through Jan. 4 for travelers who would like to arrive early.

Riverside County launches community budget priorities survey

Riverside County residents are invited to provide input into how county taxpayer dollars are spent across county departments and services for the upcoming fiscal year. The survey is available online in both

To further enhance public engagement, the County will also host five budget workshops throughout the county in early 2025. The survey will remain open until March 2025. Riverside announces Artist in Residency program

The City of Riverside has announced an Artist in Residency (AIR) opportunity funded with federal money from the American Rescue Plan Act. The city wants to identify six Riverside-based artists who can research and engage with residents and then use their research to develop new murals in those neighborhoods. Selected artists will work for about 18 months through the end of 2026. Artists will work with the Riverside Arts Council during their time in residence and on the development of their final project(s). At least one mural and four public engagements with the community are required. The total honorarium for each artist can be up to $25,000. Payment will be issued in multiple stages based on set deliverables outlined in the agreement depending on the size, number and/or scope. The production budget for each artist will be up to $5,000, which is separate from the honorarium. Applicants must live in Riverside and be individuals, not groups. San Bernardino County employees donate nearly $20K to feed families

San Bernardino County’s Human Services Departments, County Administrative Office and Human Resources Department hosted a virtual holiday food drive in October, raising $19,532 from county employees for the Community Action Partnership of San Bernardino County (CAPSBC). The food drive is organized by the county’s Transitional Assistance Department and the local food bank CAPSBC to help San Bernardino County families struggling with food insecurity. This year, county employees raised an additional $4,489 nearly reaching the $20,000 mark. With the funds raised, CAPSBC purchased 9,264 turkeys to accompany the 30 pounds of food distributed to families at turkey giveaway events throughout San Bernardino County.

AI was everywhere in 2024, here are the biggest stories of the year

Artificial intelligence has changed how people work and live in 2024, as companies create tools that can write code, generate images, and solve complex problems. AI technology is seemingly everywhere, and while the advances have brought excitement, they have also kindled concern about the technology's growing influence.

Reflecting on another big year for AI, Creatie.ai curated five of the biggest AI stories in 2024. Issues of copyright and intellectual property, creative control and how AI is being leveraged in business topped the list.

"There's still a pretty wide delta that exists between a power user who's using it [AI] in their workflows, every different way, who has multiscreens, multitools ... and those who are still resistant, saying they don't want to get involved with it," Brandon Z. Hoff told Stacker.

Hoff, the founder of RUDI AI, a consultancy that helps organizations implement AI technology responsibly, found this "shocking" given that AI is "really one of the most revolutionary technologies of our time."

As more people integrate AI tools into their personal and professional lives, questions emerge about privacy and fairness. Some businesses praise AI's ability to speed up productivity, while civil liberties groups and data privacy organizations worry about data protection and job security.

Government officials have also stepped in to figure out how best to implement guardrails on this fast-moving technology while also allowing room for it to evolve. Some of 2024's biggest AI headlines came from policymakers working to establish safe practices.

In the U.S., the Colorado AI Act was the first state legislation of its kind intended to set requirements for high-risk AI

systems used in education, financial services, and other critical industries. It also sought consumer protections and accountability measures. It was modeled after the EU Artificial Intelligence Act, which set guidelines for high-risk AI system providers and worked to safeguard transparent and safe development of AI applications.

The year's biggest developments in AI illustrate the technology's rapid shift from a future possibility into a present reality. Read on to see where AI made the most significant impact.

Open AI's advanced reasoning reimagines problem solving

OpenAI debuted AI models in 2024 called o1-preview and o1-mini that can tackle harder problems by working through solutions. The company offered o1-preview for general users, while o1-mini provided a faster, cheaper option for writing code, according to the company's official system card.

These tools mark an important shift in AI's capacity for reasoning, Northwestern University researchers explain. Instead of just giving quick answers like earlier AI, these new models work through problems step-by-step, more like how humans solve complex tasks.

OpenAI reported that tests showed significant improvements in the system's abilities. The model could solve 83% of complex math competition problems, while older versions only solved 13%, illustrating how this slower, more careful approach dramatically improved results. In analyzing chemistry, physics and biology problems, the new model outperformed PhD-level scientists in problem-solving proficiency.

However, these advances worry experts in the field. In an interview with Newsweek, computer science professor and AI pioneer Yoshua

Bengio called the improvement in AI's reasoning and potential for deception "particularly dangerous" and called for better regulation.

AI receives widespread recognition, including from the Nobel Prizes

Two Nobel Prizes recognized AI's growing impact on science in 2024, marking the first time artificial intelligence received such prestigious recognition. John Hopfield and Geoffrey Hinton received the Nobel Prize in physics for laying the groundwork for modern machine learning, while Google DeepMind CEO Demis Hassabis and researcher John Jumper shared half the chemistry prize for using AI to solve a 50-year-old protein structure problem, according to the Nobel Committee.

The awards highlighted AI's potential and risks should the technology fall into the wrong hands. Hinton, dubbed the "godfather of AI," uses his Nobel platform to warn about the technology's potential for "getting out of control," The New York Times reported. He had previously told MIT Technology Review that he was deeply concerned that AI will surpass a human's ability to learn, creating a superintelligence that could too easily cause widespread harm, manipulation, or warfare in the hands of bad actors.

Hassabis compared the technology's risks to climate change, telling The Guardian that "we can't afford the same delay with AI."

"This is more a Nobel moment for AI risk, rather than for AI itself," Bhaskar Chakravorti, dean of global business at Tufts University, wrote in Foreign Policy. He noted the prizes served as recognition of AI's transformative growth and a warning about its unchecked development.

Major tech companies start integrating AI capabilities into core products, making it more accessible

Apple, Samsung, Microsoft and Google began building AI directly into everyday devices, bringing it to broader audiences in 2024. Features like enhanced photos, text-tospeech tools, personalized recommendations, and myriad other AI optimizations helped integrate artificial intelligence into everyday tasks.

Adoption varied widely, however. In CNBC's bi-annual survey of executives on its Technology Executive Council in October, 79% said their company was using Microsoft Copilot AI — though many questioned its $30 monthly per-user cost.

Google's Gemini chatbot attracted 42 million active users and 1.5 million developers since its May launch, according to the Business of Apps.

Apple followed with its own AI Intelligence that works across devices, though it's initially limited to its newest phones and computers with specific chips, the company announced in October. Samsung introduced Galaxy AI, which lets users translate conversations in real time and edit photos with simple taps, according to the company.

The focus shifted from standalone AI tools to integrated features, but questions about data security were raised. While Apple emphasized the importance of privacy through on-device processing, sending personal data to company servers could expose it to government agencies, employees or bad actors, according to security experts The New York Times interviewed in June.

"We should be really looking at the cost benefit in terms of what we give up and what we get in exchange," said Hoff, who shares insights on AI and digital intelligence with his 14,000 TikTok followers.

"Tools like Google's suite

are free because they're tracking our information to sell to advertisers. Now, large language models are aggregating all our data at once, putting everything into an algorithmic black box that nobody really knows how works."

Despite significant concerns, businesses increasingly embraced AI tools in 2024. "Business executives were, I think, resistant," Hoff said. "And now there's definitely an opening and receptiveness and a fear of missing out that exists on the private side."

Claude 3.5 Sonnet transforms complex coding tasks

When it launched in June 2024, Claude 3.5 Sonnet changed how coders work, quickly becoming a Silicon Valley favorite. The AI model solved 64% of coding problems in internal testing, according to Anthropic, the AI safety and research company behind Claude. The system could write new code and update old programs with fewer errors than previous versions, making it one of the most proficient — and popular — models powering AI-based software development tools such as Cursor.

In October, Anthropic announced new features that let Claude use computers similarly to humans. The model could move a mouse, click buttons and read screens to complete tasks. Tests by GitLab, a major software development platform, showed a 10% improvement in development tasks with these updates, spurring debates about AI's growing role in software development and its impact on programming jobs.

Many current topscoring AI software development agents are already based on Claude. Letting the model control computers directly could unlock even further productivity gains for businesses.

In addition to coding,

the model has been praised for its uncanny analytical ability and capacity to understand what users want. Many users have reported success using Claude as a sounding board to help them think through complex problems and make decisions in their personal lives.

Flux AI image generation brings new visions to life

Skateboarding cats, dazzlingly beautiful crystals, and politicians in compromising situations are just some of the ways Flux, a new AI image generation system from Black Forest Labs, churned up viral buzz around its hyper-realistic images.

The system launched in August with $31 million in funding from Andreessen Horowitz. The model uses 12 billion parameters to create images, making it more powerful than previous systems, according to the company. Advancements in parameters like fractal dimension and relative smoothness all contribute to Flux's ability to render extraordinary detail in human features, deft animations and highquality images.

The model quickly drew the attention of the tech world. X, formerly Twitter, chose it to power image generation in its Grok-2 AI system, making the technology available to millions of users. However, this wide availability raised concerns about potential misuse, particularly around creating misleading images of political figures and spreading false content.

James Troyer (“Applicant”), as the authorized agent of the property owners Elizabeth Kho and Jimmy Kho initiated proceedings with the Local Agency Formation Commission for Los Angeles County (“LAFCO”) for the annexation of territory identified as Reorganization No. 2023-02 from the City of Arcadia to the City of Monrovia (“City”). The area proposed for annexation in Reorganization No. 2023-02 is located at 923 South 10th Avenue in the City of Arcadia (APN 5780-019-011) (“Property”). The Property is proposed to annex to the City of Monrovia and detach from the City of Arcadia.

SECTION 2. The Applicant has also initiated an application to amend the land use map of the City’s Land Use Element of the General Plan and the Official Zoning Map (“Project”) pending the completion of Reorganization No. 2023-02. The proposed amendment to the Official Zoning Map is contained in Zoning Amendment ZA2024-0002, which is attached hereto and incorporated herein by this reference as Exhibit “A”. The proposed General Plan Amendment (GPA2024-0001) is contained separately in Resolution No. 2024-57.

SECTION 3. On November 13, 2024, the Planning Commission of the City of Monrovia conducted a duly noticed public hearing on the Project, including General Plan Amendment GPA2024-0001 and this Ordinance No. 2024-10, which implements Zone Amendment ZA2024-0002. At the hearing, all interested persons were given an opportunity to be heard, including through written testimony. The Planning Commission received and considered the staff report and all the information, evidence, and testimony presented in connection with this Project. Following the close of the public hearing, the Planning Commission adopted Resolution No. PCR2024-0006 recommending approval of the Project, including this Ordinance No. 2024-10.

SECTION 4. On December 3, 2024, the City Council of the City of Monrovia conducted a duly noticed public hearing on the Project, including General Plan Amendment GPA2024-0001 and Ordinance No. 2024-10. At the hearing, all interested persons were given an opportunity to be heard. The City Council received and considered the staff report and all the information, evidence, and testimony presented in connection with this Project.

SECTION 5. Environmental Review

A. Based on the information in the application, an Initial Study was completed and released in October 2024. The Initial Study did not identify any potentially significant environmental effects. Therefore, a Negative Declaration was prepared pursuant to the California Environmental Quality Act (“CEQA”), the State CEQA Guidelines, and the City’s local CEQA Guidelines.

B. Pursuant to CEQA Guidelines Section 15072, the City of Monrovia as lead agency, issued a Notice of Intent to adopt a Negative Declaration (“ND”). The 20-day public review period began on October 11, 2024 and continued through October 31, 2024. State Clearinghouse review was not required.

C. The proposed ND for the proposed project is comprised of the Initial Study and the draft ND, which is attached hereto and incorporated herein by this reference as Exhibit “B”.

SECTION 6. The custodian of records for all materials that constitute the record of proceedings upon which this decision is based is the City Clerk. Those documents are available for public review in the Office of the City Clerk located at 415 South Ivy Avenue, Monrovia, California 91016.

SECTION 7. All legal prerequisites to the adoption of the Ordinance have occurred.

SECTION 8. The Official Zoning Map for the City of Monrovia set forth in Title 17 (Zoning), Chapter 17.04 (General Provisions), Section 17.04.040 (Official Zoning Map) of the Monrovia Municipal Code, is hereby amended by desingating the property at 923 South 10th Avenue in the City of Arcadia (APN 5780-019-011), identified in Exhibit “A,” attached hereto and incorporated herein by this reference, as RM4000 (Residential Medium 4000) and P/QP (Public/ Quasi-Public).

SECTION 9. This Ordinance shall only take effect following the final approval by LAFCO of the annexation of the territory identified as Reorganization No. 2023-02 from the City of Arcadia to the City of Monrovia including, without limitation, and reconsideration or the conclusion of any litigation relating to this annexation.

SECTION 10. If any section, subsection, subdivision, sentence, clause, phrase, or portion of this ordinance or the application thereof to any person or place, is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remainder of this ordinance. The City Council hereby declares that it would have

adopted this ordinance, and each and every section, subsection, subdivision, sentence, clause, phrase, or portion thereof, irrespective of the fact that any one or more sections, subsections, subdivisions, sentences, clauses, phrases, or portions thereof be declared invalid or unconstitutional.

The City Clerk shall certify to the passage of this Ordinance and shall cause same to be published pursuant to state law within fifteen (15) days after its passage, and this Ordinance shall become effective thirty (30) days after its passage or upon the approval by LAFCO of the annexation of the territory identified as Reorganization No. 2023-02, whichever is later.

Notice is hereby given that the City Council of the City of Temple City will consider the use of Community Development Block Grant (CDBG) Funds for Fiscal Year (FY) 2025-2026 at their meeting of January 21, 2025, at 7:30 p.m. in the City Council Chambers of the City Hall, located at 5938 Kauffman Avenue, Temple City.

CDBG Funds must be used to achieve the stated national objectives of the Department of Housing and Urban Development (HUD) program. Housing Rehabilitation Program – This ongoing program offers deferred loans (maximum $35,000) to below moderate-income homeowners to make necessary major home repairs and/or correct Building and Zoning Code violations. The program also includes grants to assist income-eligible households with necessary and essential home repairs (maximum $10,000). The program is geared towards smaller repairs to help improve the quality of life, such as: roof repairs or replacement, window replacement, painting, stucco, electrical, and plumbing repairs or replacement. Recommended budget $225,000.

Lead and Asbestos Testing and Removal Program – This ongoing program offers grants to home improvement loan and handyworker grant participants whose homes have tested positive for asbestos and/or lead-based paint. The grant is used to mitigate or abate hazardous conditions in conjunction with the loan and grant programs; such abatement is required since federal funds are being utilized. Recommended budget $35,000.

Youth Scholarship Program – This is an ongoing program enabling Temple City youth under the age of 18 to participate in various City-sponsored recreation activities. The scholarship amount covers a portion of the recreation activity fee for members of eligible households. Recommended budget: $10,000.

Conspirator in takeover robbery sentenced to state prison

One of three men involved in a takeover robbery at a Riverside pharmacy was bound for state prison Friday to serve a two-year sentence after pleading guilty to a robbery count.

Shawn Andre Bias, 29, of Los Angeles admitted the felony charge in a plea agreement with the Riverside County District Attorney's Office on Thursday. In exchange for Bias' admission, prosecutors dropped 17 related counts against him.

During a hearing at the Riverside Hall of Justice, Superior Court Gail O'Rane certified the terms of the plea deal and imposed the sentence stipulated by the prosecution and defense .

Bias was the last of the three defendants charged in the case to reach a plea

bargain. His co-defendants — Kyle Jahlil Johnson, 23, and Michael Scott McCain, 22, both of Los Angeles — entered into agreements with prosecutors last month.

Johnson admitted one count each of robbery and false imprisonment and was sentenced to three years in prison. McCain also pleaded guilty to robbery and false imprisonment, and additionally admitted a sentenceenhancing gun use allegation, after which prosecutors dropped more than a dozen counts against him and Johnson.

McCain was sentenced to seven years behind bars.

According to the Riverside Police Department, on the morning of last June 19, the defendants burst into Riverside Medical Pharmacy in the 6700 block of Indiana Avenue,

wearing masks and gloves.

McCain pulled a handgun and held it on the five employees, while his two cohorts began grabbing prescription drug bottles and money, taking it from the business, as well as directly from the victims, agency spokesman Officer Ryan Railsback said.

He said the holdup ended when the trio grabbed what they could carry and fled to a dark-colored vehicle parked in front, speeding away from the location.

No one was physically injured.

Detectives soon identified the vehicle and its owner — Bias — culminating in a warrant being issued for his arrest, according to Railsback.

He said California Highway Patrol officers spotted it along Interstate 15

Over the ensuing 10 days, Johnson and McCain were identified as co- conspirators, and warrants were served on them at different properties in Los Angeles, where they were arrested without incident.

"Evidence linking these suspects to the armed robbery was located during the search warrants," Railsback said. It's unknown how long they had staked out the pharmacy before targeting it for robbery. They had no documented prior felony convictions in Riverside County.

Kevin Jeffries

Jeffries, well-known for his preference to expedite the pace of meetings, was "tortured" by his colleagues' presentation "that he didn't ask for and didn't want," Chairman Chuck Washington joked. The farewell lasted for roughly a half-hour and included video highlights from the early days of "Kevin's Corner," the supervisor's log of activities in his 1st District.

"You always knew where Kevin was coming from," Supervisor Manuel Perez said, referring back to the 2000s, when the two men were in the state Assembly. "He's very principled. He never played gotcha. There are flipfloppers, but he wasn't like that. Here, I've gotten to know him even more. More than anything, he's wanted to make sure Riverside County could be better. He really picked up that mantle. Muchas gracias, compadre."

Supervisor Yxstian Gutierrez praised Jeffries for his "outof-the-box thinking."

"Your different perspective has really helped me see

things a different way," he said. "I'm going to miss you."

During the presentation, Jeffries received two standing ovations. Obviously humbled by the experience, he said little, remarking, "Thank you all. It's been an honor."

The supervisor, the sole Republican on the board, was first elected to it in November 2012 and won each of his successive races, for a total of three four-year terms. He previously served three terms in the Assembly.

He served as chair twice — in 2019 and 2023. The position is rotated among the five supervisorial districts, with a new appointment each year.

Jeffries has been a fiscal hawk and critic of converting the Inland Empire into a giant warehousing district, often standing as the lone vote in opposition to mega projects, which he has complained are a growing blight and crowd out opportunities for other developments.

He has consistently warned that the county government's financial

position is tenuous, at best, because of excessive pension costs and other hefty outlays for collective-bargaining units and payments to settle lawsuits. He declined all pay increases for himself, making him the lowest paid board member.

Jeffries challenged some of the sheriff's department's spending priorities and expressed concern about the continued disuse of twothirds of the Benoit Detention Center in Indio. He additionally advocated for dual use of

sheriff's helicopters to help fight wildfires, though Sheriff Chad Bianco balked at the proposition.

The deployment of law enforcement aircraft for firefighting is not uncommon, including in neighboring Arizona.

Throughout the COVID lockdowns, Jeffries joined then-Supervisor Jeff Hewitt in attempting to push back against some of the restrictions that he felt undermined residents' civil liberties and threatened the existence of

small businesses.

Jeffries was also at the center of efforts to ensure election integrity, backing the formation of committees to identify problems and come up with solutions.

The supervisor in 2022 took the lead in pressing departments to pull back processing applications for cannabis storefront operations, noting how the board was regularly approving conditional use permits, but operators were often years delayed in actually opening marijuana sales outlets.

Jeffries was at the forefront of establishing criteria for the county's marijuana licensing framework, even though he was initially opposed to cannabis sales in general after the 1st District became overwhelmed by illegal grows and sales sites.

Improving efficiencies and resources within the county fire department was among his foremost concerns.

Jeffries was a volunteer county fireman from 1977 to 2006, working as a full-time

seasonal firefighter in 1981 and later becoming an emergency medical technician as part of his volunteer service.

In addition to the political scene, he has been a real estate investor for decades, running a business at the same time as serving in government.

He announced his decision to retire in October 2021, saying that although he had roots in Riverside County going back to 1971, "my children and grandchildren are part of the growing numbers of Californians who have moved out of state for affordable housing, lower crime rates and a better quality of life elsewhere," and he and his wife wanted to remain involved in their lives.

They'll be relocating to a mountain community near Boise, Idaho.

In the November election, former Assemblyman Jose Medina, D-Riverside, won the race for the 1st Supervisorial District seat. He will be sworn in on or around New Year's Day.

Fire in Riverside park possibly ignited by youths

Riverside Fire Department arson investigators Monday were seeking the public's help identifying one or more juveniles who possibly ignited a blaze that damaged a fence and consumed vegetation in a park.

The non-injury blaze was reported shortly before 5 p.m. Sunday in Rancho Loma Park, in the area of Rancho Loma Drive and Golden Avenue, on the west end of the city, according to the fire department.

Battalion Chief Pat Hopkins said three engine crews, numbering around a dozen personnel, were sent to the location and encountered flames "burning along a fence separating the park from a canal."

He said crews completely knocked down the blaze at 5:45 p.m.

"Witnesses reported watching a group of juveniles leave the area, and one witness had video evidence of a possible suspect," the fire department spokesman

Damage caused by the fire was estimated at $20,000.

Arson investigators are asking anyone with information to come forward.

Palm Springs International Airport adds San Francisco, Denver flights

Palm Springs International Airport (PSP) added new routes to San Francisco and Denver on Friday via Frontier Airlines, which is returning to the airport.

Frontier also announced $19 promotional fees if purchased three weeks in advance, valid on select days of the week (with some blackout dates).

Exact timing of the flights, operating three times a week in both directions, is subject to change.

With the new additions, the airline now serves a total of nine California markets.

AMENDING THE LIGHT AND POWER RATE ORDINANCE, TITLE 13, CHAPTER 13.04 OF THE PASADENA MUNICIPAL CODE

The People of the City of Pasadena ordain as follows:

SECTION 1. Title 13, Chapter 13.04, Section 13.04.040Residential single-family service, Subsection F.1.a. of the Pasadena Municipal Code is hereby amended to read as follows: F. Special Provisions.

1. Electric Utility Assistance Program.

a. Electric Utility Assistance Program (Basic Benefit).

Any customer taking service under this schedule shall be eligible for a monthly credit against their electricity bills equal to the fixed charge rate components (customer charge and grid access charge), if the gross annual income per calendar year of the household in which such customer resides does not exceed the greater of: (i) the income level that qualifies for rental assistance under the city's low income rental assistance program; or, (ii) the income eligibility criteria established by the California Public Utilities Commission ("CPUC") Low-Income Oversight Board for rate assistance programs. The department shall periodically certify that the customer is eligible for the basic benefit.

Mandatory Qualifications for Bidder and Designated Subcontractors:

A Bid may be rejected as non-responsive if the Bid fails to document that Bidder meets the essential requirements for qualification. As part of the Bidder’s Statement of Qualifications, each Bid must provide satisfactory evidence that:

General Scope of Work:

Contractor shall furnish labor, materials, equipment, services, and specialized skills to perform utility street repair work throughout the City. The Work shall be done in accordance with Specification No. 4002, with all appurtenant work as shown on the Standard Plans for Public Works Construction (SPPC 2024 Edition) and the Standard Specifications for Public Works Construction (2024 Edition), including all supplements thereto issued prior to bid opening date.

The scope of work generally includes the following:

Selective removal and replacement of Asphalt Concrete (AC) pavement (Base Course);

• Surface grinding and placement of Asphalt Concrete (AC) or Asphalt Concrete Hot Mix (ARHM) surface wearing course; elective removal and replacement of Portland cement concrete (PCC) pavements;

Selective removal and replacement of broken and damaged Portland cement

concrete (PCC) sidewalk, curb, integral curb and gutter, driveway aprons, cross gutters, and alley aprons;

• Saw cutting of various thicknesses of asphaltic concrete (AC) or Portland cement concrete (PCC) pavements, gutters, curbs, sidewalks, driveways;

• Adjustment of existing water valve boxes, manholes, vaults, and water meter boxes to finished grade;

• Adjustment of existing electric pull boxes, manholes, and vaults to finished grade

• Import and placement of one-sack cement-sand slurry mix in open trenches;

• Selective excavation, removal, and disposal of existing soil;

• Importation, placement, and compaction of crushed miscellaneous base (CMB) material;

• Application of Type I and Type II Slurry Seal over existing Asphalt Concrete (AC) pavement;

• Surface grinding of pavement for recessing steel traffic plates;

• Removal and replacement of traffic striping, pavement markings, pavement markers and curb markings;

• Placement and removal of steel traffic plates as needed for various paving work;

• Repair and restoration of damaged traffic loop detectors.

Menifee detectives work to develop leads in gun assault on teen

Investigators in Menifee on Monday continued to sort out details behind the nonfatal shooting of a 17-year-old boy on the west end of the city.

The attack happened shortly after 9 p.m. Friday in the 26100 block of Newport Road, near Murrieta Road, according to the Menifee Police Department.

Riverside County Fire Department paramedics reached the location within minutes and rendered initial treatment, after which the victim was taken to a regional trauma center for treatment.

Palm Desert city officials issued two traffic alerts Monday notifying residents of road closures.

Newsom also announced the state has now removed college degrees or other certain educational requirements for nearly 30,000 state jobs and a new goal to double that number next year.

However, the plan recognized the value of a college education, noting that the top 10% of earners — those who make an average of more than $300,000 per year — earn 10 times more than

families at the bottom 10% of the scale, who scrape by on only $29,000. This gap, according to the framework, has been fueled by earnings gains among educated workers. Households with an earner who has a bachelor’s degree are making 33% more now than similar households did in 1980, while households in which no one has graduated from college have seen wages decline by 8%.

“The economic divide underscores the imperative for a more coherent career education infrastructure that is forward-looking, equitable, accessible, and aligned with California’s

diverse needs. Degree attainment cannot be the only pathway to stable, wellpaid work,” the plan states.

“Even though individuals with bachelor’s degrees earn significantly more over their lifetimes than those without, degrees are not a panacea, particularly in the absence of practical experience and social capital. Moreover, the financial burden of education poses significant barriers for many Californians, particularly as driven by the high cost of living and compounded by the complexities of accessing public benefits that would make education more affordable.”

Desert Hot Springs infrastructure project to commence next year

The city of Desert Hot Springs has announced the construction of an estimated $9.7 million infrastructure project along a dangerous stretch of Palm Drive expected to commence next spring.

The Palm Drive South project will be built in Palm Drive from Casino Ventura to the Interstate 10 Freeway. The project will feature "a new traffic signal at Palm Drive at 20th Avenue, 3.7 miles of new curbs, gutters and sidewalks on both sides of Palm Drive, 138 new street lights, new bike lanes and crosswalks, an asphalt rehabilitation and ADA ramps," according to a statement by the city on Tuesday.

The Desert Hot Springs Police Department recently announced a trio of collisions along Palm Drive between Dillon Road and the Interstate 10 Freeway, with numerous reported injuries and at least 17 citations.

On Dec. 4, a person suffered minor injuries in a three-vehicle collision in the intersection of Palm and Dillon about 9:45 a.m.

A head-on collision occurred around half an hour later at Palm at 20th Avenue, in which one person was severely injured.

At the same location Dec. 7, two people suffered significant injuries in a hit-and-run crash. Officers arrived around 2:20 p.m.

and located a pickup truck and off-road utility vehicle.

Authorities said the two passengers of the off-road vehicle were transported to the Desert Regional Medical Center in Palm Springs. The driver of that vehicle attempted to flee the scene on foot, but was later found. The driver of the pickup was cooperative with law enforcement and remained at the scene.

An investigation by the Major Accident Investigation team revealed the utility vehicle crossed Palm from east to west and failed to yield to southbound traffic, causing the crash with the pickup.

find stable housing," according to an HWS statement.

"The county also assisted 18,339 individuals through our system of care," the agency stated.

The county's most recent comprehensive Point-InTime homeless survey, conducted in January 2023, identified 3,725 homeless individuals countywide, a 12% increase from 2022. The counts are conducted biannually, and the next one is slated for this coming winter.
