arrested an Ontario resident Tuesday for allegedly shipped large quantities of weapons to North Korea for use in a "surprise attack on South Korea," officials announced Tuesday.
Shenghua Wen, a 41-yearold Chinese national, and his co-conspirators exported at least two shipments of guns and ammunition to North Korea in 2023 by hiding the items inside shipping containers out of Long Beach through Hong Kong and on to North Korea, according to a criminal complaint unsealed Tuesday in Los Angeles federal court.
"It is essential that we protect our country from hostile foreign states that have adverse interests to our nation," Martin Estrada, U.S. Attorney for the Central District of California, said in a statement. "We have arrested a defendant who allegedly acted at the direction of the North Korean government by
conspiring to illegally ship firearms, ammunition and other military equipment to North Korea."
On Aug. 14, federal agents seized a chemical threat identification device and a hand-held receiver that eavesdrops on transmissions from Wen's home, the U.S. Attorney's office reported. Wen admitted he

obtained the items to send to the North Korean government for military purposes.
Wen, who allegedly remained in the U.S. illegally on an expired student visa issued in 2012, is charged with conspiracy to violate the International Emergency Economic Powers Act, a felony with a possible 20-year prison sentence.
At his initial court appearance Tuesday in downtown LA, a judge ordered Wen detained. His arraignment was scheduled for Jan. 7.

The senator's office noted a 2023 county Department of Public Health memorandum submitted to the Board of Supervisors that said, “The San Fernando Valley has become ground zero for silicosis cases in Los Angeles County.” According to the study, there is an inordinate amount of stone cutting and fabrication and other businesses related to silicaengineered stone that have concentrated in the SFV region.
At the time of the study 91 countertop workers had been diagnosed with silicosis in the state, with 50 receiving treatment at a Sylmar hospital in Menjivar's Senate District 20.

Afunding campaign for improvements at the Rose Bowl, including enhanced seating throughout the stadium and an upgraded videoboard, is underway at the landmark venue, officials announced Monday.
Eight projects are included in the multiyear revitalization campaign to be led by privately-raised funds cultivated by the Rose Bowl Legacy Foundation, as well as contributions from the stadium's partners and vendors, according to the Rose Bowl Operating Company.
The Lasting Legacy campaign aims to raise $80 million in support of the improvements.
Officials said some of the projects were completed prior to UCLA's first season in the Big Ten Conference this fall, including: the refurbishment of the stadium's Rose Bowl marquee sign, which is over 70 years old; the installation of a complete overhaul of
the venue's sound system; and the addition of the east side safe-standing sections for Bruin students, which includes the first eight rows of the east sidelines behind the visitor's bench.
The second phase of the revitalization campaign will include significant improve-
ments to bowl seating and the installation of a new, state-of-art videoboard, the company said.
Jens Weiden, CEO of the Rose Bowl Operating Co., said six of the eight projects are already fully funded or completed.
The Rose Bowl Stadium,
which celebrated its centennial birthday in 2022, will host its third Olympic Games in 2028, and the Rose Bowl Game is a quarter-final site of the College Football Playoffs for the next two seasons. UCLA Football has called Pasadena home since 1982.

The Los Angeles County Department of Public Health notified residents Wednesday of possible exposure to hepatitis A at a Buffalo Wild Wings restaurant in Monterey Park.
An employee of the bar and grill at 4000 Market Place developed a hepatitis A infection, but no additional cases have been identified, health officials said.
Based on the employee's job tasks and display of symptoms while working, health officials urged vaccination for anyone not already immune to the virus who ate food or drank beverages at the restaurant between Nov. 13 and 22.
Officials also urged restaurant customers to monitor themselves for symptoms that include fever; weakness; fatigue; nausea; loss of appetite; jaundice, which is yellowing of the
skin or eyes; stomach pain; vomiting; dark urine; pale stools; and diarrhea.
"Hepatitis A is a highly contagious liver infection," according to a health department statement.
"Although rare, hepatitis A can cause death in some people," the statement said. "Hepatitis A usually spreads when a person
unknowingly ingests the virus from objects, food, or drinks contaminated by small, undetected amounts of stool from an infected person."
Receiving a vaccination after exposure — ideally no more than 14 days — can lessen the risk of developing an infection. People who think they may have been
exposed to the virus should contact a local pharmacy or their health care provider for a hepatitis A test. Officials are working with the restaurant to make sure employees are vaccinated, according to the health department.

AheadofHunter Biden's sentencing on a guilty plea to tax evasion, President Joe Biden on Sunday pardoned his son on that charge as well as a prior conviction for an illegal gun purchase.
Hunter Biden, 54, of Malibu, pleaded guilty Sept. 5 in Los Angeles federal court to federal tax-evasion charges. Sentencing was scheduled for Dec. 16.
In June, Biden was convicted of three felony counts in a separate case in Delaware involving a gun purchase. Biden was found guilty of falsely saying he was not using or addicted to drugs on a required gunpurchase form in 2018 and later admitting he had been addicted to illegal narcotics at the time of the gun buy.
The White House issued a statement explaining the full and unconditional pardon, which came a few weeks ahead of Biden leaving office.
"Today, I signed a pardon for my son Hunter," the president said. "From the day I took office, I said I would not interfere with the Justice Department's decision-making, and I kept my word even as I have watched my son being selectively, and unfairly, prosecuted. Without aggravating factors like use in a crime, multiple purchases, or buying a weapon as a straw purchaser, people are almost never brought to trial on felony charges solely for how they
filled out a gun form. Those who were late paying their taxes because of serious addictions, but paid them back subsequently with interest and penalties, are typically given non-criminal resolutions. It is clear that Hunter was treated differently.
"No reasonable person who looks at the facts of Hunter's cases can reach any other conclusion than Hunter was singled out only because he is my son — and that is wrong," the statement continued. "There has been an effort to break Hunter — who has been five and a half years sober, even in the face of unrelenting attacks and selective prosecution. In trying to break Hunter, they've tried to break me — and there's no reason to believe it will stop here. Enough is enough.
"For my entire career I have followed a simple principle: just tell the American people the truth. They'll be fair-minded. Here's the truth: I believe in the justice system, but as I have wrestled with this, I also believe raw politics has infected this process and it led to a miscarriage of justice — and once I made this decision this weekend, there was no sense in delaying it further. I hope Americans will understand why a father and a President would come to this decision," the statement concluded.

Trump blasted the pardon decision.
The LA County Republican Party posted on social media, "Democrat lies, one of California's largest exports."
The post showed White House Press Secretary Karine Jean-Pierre with the words, "No. It's a no. It will always be a no. Biden will not pardon his son Hunter." The post followed with, "Guess what? THEY LIED."
Trump posted on his social media site Truth Social, "Such an abuse and miscarriage of Justice!" He added, "Does the Pardon given by Joe to Hunter include the J-6 Hostages, who have now been imprisoned for years?"
Trump was alluding to people jailed after being convicted of crimes committed during the riot at the U.S. Capitol on Jan. 6, 2021. Trump has suggested he could issue Jan. 6 pardons when he retakes office.
In his Sept. 5 court appearance, Hunter Biden admitted to the three felony and six misdemeanor charges with a possible sentence of 17 years in prison and fines around $1 million.
The indictment alleged that from 2016 through most of 2020, he spent the more than $1.4 million in owed tax money on a lavish lifestyle — "in short, everything but his taxes."

The Disneyland Resort announced Tuesday a limited-time ticket offer for Southern California residents available for the first part of 2025, with threeday packages starting at $199. The discount tickets are on sale now, and they can be used between Jan. 1 and May
15, according to the resort. The latest offers for Southern California residents are:
-- a three-day, one park per day ticket for $199; -- a three-day Park Hopper ticket for $289; -- a three-day, one park per day ticket with Lightning
court proceeding, Biden said he "went to trial in Delaware not realizing the anguish it would cause my family, and I will not put them through it again."

"He negotiated and executed contracts and
agreements for business and legal services that paid millions of dollars of compensation to him and/or his domestic corporations, Owasco PC and Owasco LLC," according to the indictment. Hunter Biden's attorneys noted he had repaid $2 million in back taxes and penalties and said they believed the case was brought "in direct response to political pressure," according to court documents.

At 12:14 a.m., an officer patrolling the area of Fifth and Huntington saw a vehicle commit a traffic violation. A traffic stop was conducted, and the driver was contacted. The driver refused to sign the citation for the traffic violation. She was arrested and taken into custody.
At 12:35 a.m., a fire was reported in the 1600 block of South Myrtle. Officers arrived and determined a portable toilet was engulfed in flames. MFD responded and extinguished the fire. This investigation is continuing.
At 5:41 a.m., officers responded to the 1700 block of South Mayflower regarding a traffic collision. No injuries were reported.
At 4:29 p.m., a shoplifting incident was reported in the 300 block of West Huntington. This investigation is continuing.

At 2:39 a.m., an officer patrolling the area of Evergreen and Myrtle saw a vehicle traveling the wrong way on a one-way street. A traffic stop was conducted, and the driver was contacted. The driver displayed signs of being under the influence. A DUI investigation revealed she was under the influence. She was arrested and transported to the MPD jail to be held for a sobering period.
At 3:47 a.m., while patrolling the area of Shamrock and Huntington, an officer saw a subject loitering behind a closed business. A records check revealed the subject had a warrant
for his arrest. He was found to be in possession of a controlled substance. He was arrested and taken into custody.
At 4:11 a.m., a caller in the 500 block of South Myrtle reported seeing several individuals breaking into his business. Officers arrived as three male subjects were exiting the business. This investigation is continuing.
At 9:46 p.m., a resident in the 400 block of Hurstview called to report that his son was behaving aggressively. Officers arrived and determined he was a danger to others. He was transported to a medical facility for a mental evaluation.
At 10:53 p.m., a caller in the 500 block of Royal Oaks reported that a family member had arrived at the residence in violation of a court order. Officers responded to the scene and made contact with the individual. It was determined that while the restraining order had not yet been served, the subject had an outstanding warrant for domestic violence out of Monrovia. The suspect was arrested.
At 11:36 p.m., a security company monitoring a parking garage in the 1600 block of South Magnolia reported a suspicious subject looking into parked vehicles. Officers arrived and located the subject, who admitted to being in possession of a controlled substance and drug paraphernalia. The subject was arrested, cited, and released at the scene.

At 2:26 a.m., an officer patrolling the area of Myrtle and Live Oak saw a vehicle commit a traffic violation. A traffic stop was conducted, and the driver
was contacted. A DUI investigation determined the driver was under the influence. He was arrested and transported to the MPD jail to be held for a sobering period.
At 10:13 a.m., a resident in the 300 block of West Duarte called to report that her vehicle had been broken into and ransacked. The victim was unable to determine what was stolen at the time. This investigation is continuing.
At 10:25 a.m., a victim in the 1300 block of Los Robles called to report that his vehicle had been broken into and ransacked. Property was taken. This investigation is continuing.
At 12:10 p.m., a resident in the 500 block of West Duarte called to report that her vehicle had been broken into. This investigation is continuing.

At 8:20 a.m., a passerby in the 400 block of South Ivy reported a subject asleep behind the wheel of a vehicle in an alley. Officers arrived and made contact with the occupant. A computer search revealed he had a warrant for his arrest. A further investigation revealed he was in possession of a controlled substance. He was arrested and taken into custody.
At 11:37 a.m., a caller in the 100 block of West Olive reported a possible family fight in progress. Officers arrived and made contact with the parties involved. It was determined no crime had occurred. A computer search of the subject revealed one of the subjects had a warrant for their arrest. He was arrested and taken into custody.
At 4:30 p.m., officers were dispatched to a residence in the 100 block of Los Angeles for a fight in progress. Officers arrived and made contact with the parties involved. An investigation revealed an argument had turned physical. A citizen’s arrest was requested. Two subjects were arrested and taken into custody.

At 6:23 a.m., a victim in the 500 block of Violet reported that his vehicle’s tailgate had been stolen. This investigation is continuing.
At 9:10 a.m., employees from a store in the 100 block of West Foothill called to report a male subject yelling at employees. Officers arrived and made contact with the subject involved. A computer check revealed he had warrants for his arrest. He was arrested and taken into custody.
At 9:40 a.m., a victim in the area of Huntington and Shamrock reported that a male subject approached her and slapped her hand. Officers arrived and located the suspect. He was arrested and taken into custody.
At 9:46 a.m., a bike was reported stolen in the 800 block of West Duarte. This investigation is continuing.
At 1:45 p.m., a caller in the 700 block of East Huntington reported her money and debit cards were stolen on Nov. 20 while shopping. This investigation is continuing.
At 5:06 p.m., a loss prevention officer from a business in the 500 block of West Huntington reported a male subject stole merchandise and fled. Officers arrived and located the subject a short distance away, but the stolen property was not located. A search revealed he was in possession of drug paraphernalia. He was arrested and taken into custody.

At approximately 6:39 p.m., an officer was dispatched to 400 S. Baldwin Ave. (Macy’s at The Shops at Santa Anita) regarding a theft investigation. Upon arrival a Macy’s Loss Prevention employee informed the
officer that he was monitoring the CCTV cameras when he noticed a female subject with an empty tote bag and merchandise already in her possession. The subject then entered the dressing room with the merchandise. Shortly thereafter the subject exited the dressing room without any merchandise and her white tote bag appeared to be full. The subject proceeded to walk past several cash registers without attempting to pay for the merchandise. The Loss Prevention employee confronted the subject and detained her until the officer arrived. It was determined that the subject stole $348 worth of merchandise. The subject was advised of Penal Code 602-Trespass, informed not to return to Macy’s and was given a citation and released in the field.

At approximately 9:35 p.m., a Sergeant was conducting extra patrol when he saw two male subjects behind a wall at 21 S. First Ave. (Arcadia Nail Bar). While the sergeant was watching the subjects, one subject became agitated, approached the sergeant's police vehicle, and punched the hood resulting in minor damage to the vehicle. Other officers arrived to provide assistance. The subject would not obey officer commands. There was a struggle between the officers and the suspect. The suspect was eventually detained and arrested without further incident. The subject and the officers did not have any injuries.

At approximately 6:05 a.m., officers were dispatched to 102 E. Huntington Drive (7-Eleven) regarding a theft that just occurred. The suspect was described as a black male with a machete in his backpack. Officers located the suspect riding his bike near 450 E. Huntington Drive. The suspect attempted to flee on his bicycle, but the officers were able to detain and arrest him.

Between approximately 11 a.m., Tuesday, Nov. 19, 2024, and Wednesday, Nov. 20, 2024, at 12:10 p.m. in the 900 block of Palo Alto Drive an unknown suspect(s) shattered a rear glass door and made entry into
a residence. Once inside, the suspect(s) ransacked several rooms and stole property. Currently, no suspect information is available.
Nov. 21
At approximately 1:36 p.m., an officer was dispatched to the 500 block of West Camino Real Avenue regarding a fraud report. The victim reported that on Nov. 20, 2024, sometime between 12 p.m. and 1 p.m. she went to 1234 S. Baldwin Ave. (Bank of America) to use the ATM. While attempting to insert her ATM card, an unknown suspect that was standing next to her took her debit card out of her hand and told the victim the card slot was not working. The suspect scanned the victim’s debit card using the chip reader and gave the victim back a debit card. The victim proceeded to input her debit card pin number (while the suspect stood behind her), checked her account balance and left the location. The following day the victim discovered that $500 had been withdrawn from her account. The victim checked the debit card the suspect gave her and realized it was not in her name. The victim was able to provide a description of the suspect and is desirous of prosecution. The incident was reported to Bank of America and an investigation is pending.
Between approximately 3:30 p.m. and 9 p.m., a residential burglary occurred in the 300 block of West Palm Drive. The rear glass door of the residence was shattered, and the interior was ransacked. The victim advised a cash box, which contained $15,000 in cash, and five handguns were stolen from the location. The residence did not have an alarm or operable surveillance cameras.
At approximately 3:32 p.m., officers discovered a male subject face down asleep on the ground at 201 N. First Ave. (Metro Gold Line Arcadia Station). Upon contact the subject displayed signs of intoxication and became aggressive towards officers and people passing by. The subject was arrested for being intoxicated and due to the fact that he was unable to care for his safety

3 men charged by OCDA with stealing more than $311K in Nike merchandise
Three men have been charged with breaking into a BNSF train and stealing more than $300,000 in Nike merchandise while the train was parked in the Mojave Desert and then transporting the stolen goods to Anaheim. On Nov. 22, 2024, BNSF railway police were notified that the contents of one of their shipping containers containing Nike merchandise had been separated from the train while it was parked near Amboy, California. In an effort to prevent theft, Nike placed a GPS tracker in the shipment of Air Jordan 11 Retro shoes. Investigators with the California Highway Patrol tracked the GPS tracker to a U-Haul truck in an Anaheim parking lot and found 1,278 Air Jordan 11 Retro shoes valued at $311,832 inside the rental truck. Because the stolen merchandise was transported to Orange County, California law allows Orange County prosecutors to prosecute the case.
Man charged with 2 counts of attempted murder for opening fire on undercover officers in Orange
Victor Manuel Trinidad, a 28-year-old third-striker, has been charged with two felony counts of attempted murder for opening fire on two undercover gang officers in the city of Orange who were driving through a gang neighborhood in an unmarked police car. The two officers returned fire, but no one was injured. On the evening of Nov. 21, officers
encountered Trinidad, who began walking toward the unmarked police vehicle and throwing up his hands. As the two undercover Orange officers got out of their vehicle, Trinidad opened fire on the officers. Both officers returned fire. A round was later found in the door of the officers’ unmarked vehicle. Trinidad was later arrested after he was found hiding in a cabinet in a nearby home. Trinidad was on PostRelease Community Supervision (PRCS) at the time of the shooting. It is unclear whether Trinidad knew that the three people in the undercover vehicle were law enforcement officers.

Malcolm Smith, Riverside Motorsports Legend,dead at 83
Malcolm Smith, the motorsports icon and founder of Malcolm Smith Motorsports in Riverside, died Nov. 26 in his Riverside home at the age of 83 from Parkinson's disease complications, according to his company's Facebook page. A native of British Columbia, Smith began racing in Moreno Valley in 1956. As a competitive racer, he won the Baja 1000 six times, the Baja 500 four times, the Mint 400 two times, and won eight gold medals at the International Six Day Trials in Europe. Smith founded Malcolm Smith Motorsports in 1967. Located near the Riverside Auto Center, the shop sells ATVs, motorcycles, dirt bikes, watercraft and other types of vehicles. In lieu of flowers, the family requested that donations be made to Malcolm’s favorite charity, the Malcolm Smith Motorsports Foundation, which supports the children of Baja.

On the Wednesday before Thanksgiving, over 40 volunteers gathered early in the morning to surprise the San Bernardino Animal Shelter animals with a special meal at their 4th annual Thanks-

The volunteers, along with San Bernardino Mayor Helen Tran and Animal Services staff, helped prepare, cook, and serve meals to all the furry friends residing at the Shelter. Over 300 dogs and one very excited pig were treated to a special meal that included ground turkey, rice, vegetables, and a special doggie treat. Sullivan, a pig currently residing at the Shelter and awaiting adoption, charmed the volunteers and staff into giving him a second helping of Thanksgiving fare. USC's hopes of a comeback victory over Notre Dame ended with 99- and 100-yard interception returns for touchdowns 2 minutes, 21 seconds apart in a 49-35 loss Saturday.
The Trojans were trailing 35-28 with 3:56 to play and had advanced to the Fighting Irish's 21-yard line when Jayden Maiava's pass was intercepted by cornerback Christian Gray, who returned the ball 99 yards for a touchdown.
"It looked like we weren't quite on the same page and the corner got his eyes back and made a nice play on the ball," USC coach Lincoln Riley said.
The Trojans had driven from their own 25-yard line to Notre Dame's 13 and were facing a fourth-and-6 with 1:33 remaining when Maiava's pass was intercepted in the end zone and returned for a touchdown by safety Xavier Watts, who was credited with a 100-yard
return, the longest possible under NCAA rules.
USC (6-6) never led. Notre Dame (11-1) took the lead for good on quarterback Riley Leonard's 2-yard run with 6:27 left in the third quarter.
The Fighting Irish increased their lead to 35-21 on Leonard's 23-yard touchdown pass to tight end Mitchell Evans with 1:11 remaining in the quarter.

Riley called the loss to the fifth-ranked team in the latest Associated Press poll "excruciating."

TheU.S.Fishand Wildlife Service is expected to decide whethertoprotectthe monarch butterfly under the Endangered Species Act within the next two weeks.
The service could choose to list the iconic orange and black butterfly as endangered or threatened, or take no action at this time.
Rebeca Quiñonez-Piñón, monarch recovery strategist and climate resilient habitat director for the National Wildlife Federation, said the western monarch has declined by more than 90% from historical levels.
"We have to act," Quiñonez-Piñón urged. "This is the moment when we must, if not reverse, at least stop the serious decline of many other insect pollinators."
The annual western monarch butterfly count is currently underway with three major campaigns running through January. Last year, experts estimated the population at around 233,000, compared with 4.5 million which used to migrate up the California coast each winter in the 1980s. The species has declined because of habitat loss to development, pesticides, disease and climate change.
Mary Phillips, head of native plant habitat strategy for the National Wildlife Federation, encouraged home gardeners to plant native milkweed, the only plant monarch caterpillars can eat.
"If you can put a good percentage of milkweed plants in those gardens,
balanced with three season bloom of asters and goldenrod species, that can provide nectar to the adult monarchs," Phillips explained. "It's really helpful."
The U.S. Fish and Wildlife Service first began considering whether to list the monarch butterfly in 2014, so the decision is a decade in the making.

Low-incomeLatino communities often bear the brunt of wildfires, so the Hispanic Access Foundation offers a wildfire management toolkit and video series to help families and policymakers prepare.
So far this year, more than 1 million acres have burned in wildland fires in California, more than three times what was lost in 2023.
Hilda Berganza, climate manager for the Hispanic Access Foundation, said Latinos who work outside in agriculture or construction are at high risk from the smoke.
"When there's a wildfire near, they don't stop working, either because they're not allowed to or because they don't know," Berganza explained. "Lung cancer,
asthma rates are going up. There are now links to neurological disease and cardiovascular diseases, all from the wildfire smoke and different air pollutants."
Latinos are also less likely than their white neighbors to have home or renter's insurance, so losses hit harder. They are less likely to have a car to make a quick escape, and may not be able to afford a hotel in case of an evacuation.
Berganza argued agencies should partner with trusted local community groups and Spanish-language radio stations to make sure the language barrier does not delay crucial information.
"The Red Cross has an application on the phones where they're sending out alerts," Berganza observed. "While that is a good thing
to use technology, a lot of Latinos actually don't have access to the internet and or don't have smartphones because they're more expensive."
The toolkit's authors encouraged lawmakers to fully fund programs to allow low-income communities to reduce wildfire risk and programs to help families recover after a natural disaster.

Anew survey of Native American teens and young adults highlights a growing preference for the term "Indigenous" rather than being referred to as "American Indian."
Researchers from the Aspen Institute's Center for Native American Youth surveyed close to 1,000 Native Americans under age 24, including a large contingent from California.
Cheyenne Runsabove, associate director of youth
programs at the center, said the term "Native American" is still dominant.
"Fifty-three percent of Native youth prefer the word 'Native American,' and only 7% prefer the word 'American Indian,'" Runsabove reported. "We continue to see that 7% going down, and what we continue to see uptick is the word 'Indigenous.'"
The report, called "Center Us," also found many Native youths are apathetic toward U.S. elec-
tions and disappointed in the rate of change. It also found Native youth who feel culturally educated are four times more likely to see themselves as capable of making a difference than those who do not.
Runsabove pointed out culture is identity for Native youth and noted more than 60% of California Native youth said they feel either moderately, a lot, or a great deal culturally educated.
"Language, history, stories, connection to land, all of those things are at the core of identity for Native youth," Runsabove explained. "And so, we have to be mindful of their true cultural identities."
The survey noted big differences between young people in urban areas versus small towns and reservations, when it comes to the availability of culturally-informed health care, after-school programs and money for college.

Two-time Cy Young Award winner Blake Snell said Tuesday it was a "really easy" decision to sign with the Dodgers.
"Me and Haeley wanted to live here. We've been talking about it for a while," Snell said Tuesday at his introductory news conference at Dodger Stadium, referring to his partner, Haeley Mar. "Then you look at the team, you look at what they've built, what they're doing, it's just something you want to be a part of."
Andrew Friedman, the Dodgers' president of baseball operations, said in organizational meetings to discuss how the team "could put ourselves in the best position to win a World Series in 2025, all conversations kept coming back to Blake."

More than 1,000 organizations sent a letter to Gov. Gavin Newsom asking for California's children's programs to be shielded from cuts in the 2025-26 budget.
The coalition, called the Children's Movement, successfully lobbied to beat back cuts last year despite a $55 billion budget deficit.
Ted Lempert, president of the nonprofit Children Now, said policymakers face competing pressures this year. "There could be extra pressures on the budget due to actions with the new administration in Congress,"

Snell, who will turn 32
on Wednesday, last Tuesday posted a photoshopped picture on his Instagram account of himself wearing a Dodger uniform with the caption reading "LA" with an eyeballs emoji.
Snell won the National League Cy Young Award in 2023, when he was 14-9 with a league-best 2.23 ERA while pitching for the San Diego Padres. He was a free agent following the season, with the Dodgers seeking to sign him late in the process, according to the Los Angeles Times.
However, he signed late in spring training with the San Francisco Giants, receiving a two-year, $62 million deal that included an opt-out this winter that Snell exercised.
Snell got off to a slow start with a 9.51 ERA and 0-3 record at the end of June after spending separate stints on the injured list due to a left adductor strain and a left groin strain. However, he was 5-0 with an 1.23 ERA over his final 14 starts
including his first career no-hitter.
Snell was the American League Cy Young Award winner in 2018, when he pitched for Tampa Bay, leading the league with a 1.89 ERA and 21 victories.
The Dodgers' agreement with Snell follows their acquisitions of pitching stars Shohei Ohtani,

The new fiscal outlook from the California Legislative Analyst's Office projects a relatively small budget deficit of $2 billion for next year, but cautioned against any spending increases. The governor usually submits his initial budget proposal in mid-January, which is a jumping-off point for negotiations in the Legislature.
California lawmakers are required to pass a balanced budget each year by June 15.
Lempert argued chil-
dren's programs are chronically underfunded in California.
"Even though we're a relatively high-tax state, we're still around the middle of the pack in education funding, and we have one of the worst ratio of adults on campus," Lempert noted. "Meaning fewer teachers, fewer counselors, fewer nurses."
The coalition would also like to see more funding for child care and preventive health screenings.

NathanHochman, whocampaigned for district attorney while espousing a "hard middle approach" to battling crime and scored a resounding victory over progressive incumbent George Gascón in last month's election, was sworn in Tuesday as Los Angeles County's 44th lead prosecutor.
The 61-year-old former federal prosecutor assumed control of the office in a ceremony outside the Hall of Justice in downtown Los Angeles, with former Gov. Arnold Schwarzenegger administering the oath.
"I am deeply honored for the opportunity of a lifetime ... to lead the finest District Attorney's Office in the nation -- the Los Angeles County District Attorney's Office," Hochman said. "Now to paraphrase Governor Schwarzenegger from many years ago, we are not here today as Democrats, Independents or Republicans. ... We are here collectively as Angelenos who represent the 10 million clients of the District Attorney's Office who are looking to live in a county where safety is prioritized, laws are followed, those who break them are held accountable and the process to get there is fair, impartial, ethical and effective."
Hochman ran for state attorney general as a Republican in 2022, losing to Democrat Rob Bonta. The district attorney race was non-partisan, but Hochman changed his registration from Republican to "decline to state," and painted himself as an independent, centrist candidate -contrasting himself against the progressive Gascón.
In addition to Schwarzenegger, former District Attorney Jackie Lacey, Los Angeles Police Department Chief Jim McDonnell, Sheriff Robert Luna, County Supervisor Kathryn Barger and Los Angeles City Councilwoman Traci Park were among those in attendance at Tuesday's swearing-in.
Hochman said he will be the first district attorney to bring the perspectives of having been a federal prosecutor, an assistant attorney general, a Los Angeles City Ethics Commission president and a defense attorney.
He said he has spoken to thousands of residents throughout Los Angeles County over the past 1 1/2 years and found that "one thing has been unifying these folks, and probably just one thing -- their frustration with their safety, the fact that they basically have the notion of fear enter into their calculations of their daily existence."
"That stops here on day one," he said. "... We begin to get our house of safety in order starting today."
Hochman said he rejects "extreme policies on both ends," and vowed to put an end to "blanket policies" that he referred to as "inherently lazy."
"No longer will gang members get a free pass from the gang enhancement when they commit these violent crimes," the new district attorney said. "We will eliminate blanket extreme policies that prevented prosecutors from going with victims' families who had lost a son, a daughter, a relative to a murder when that murderer was before a parole board seeking to get out of prison early. Those policies were heartless and they are eliminated starting today."
He said he plans to lead task forces dealing with homelessness, fentanyl poisoning, human trafficking, hate crimes, organized retail crime and residential burglaries, saying that the District Attorney's Office "will no longer take no action or watch what's happening from the sidelines."
The district attorney said he is going to be working with "one of the most
talented and diverse set of prosecutors in the nation," saying "they are effectively my Shohei Ohtanis, my Mookie Betts, my Freddie Freemans." He vowed that he "will be the district attorney who will have their back."
Gascón survived two attempts to recall him, and was accused by 20 prosecutors of workplace retaliation during his tenure.
Lacey -- who lost her bid for a third term to Gascón four years ago and endorsed Hochman in his bid to replace Gascón -- sat in the front row at the ceremony and told City News Service afterward that "it was a very emotional moment for me because I haven't been here in, you know, four years."
"... I'm just thrilled that the voters got the memo -- that safety is important, that you can do reform with safety, so to me it's a dropthe- mike moment," Lacey said.
Hochman will carry into office what amounts to a mandate from L.A. County voters to get tougher on crime -- with the latest numbers giving him more than 1.9 million votes, or just under 60%, compared to Gascón's 1.3 million votes. Gascón conceded defeat on Nov. 6, one day after Election Day.
Gascón was swept into office four years ago on a progressive platform - - but he became a target of critics, prominently Hochman, who accused him of being soft on crime as high-profile robberies, assaults and killings grabbed headlines.
Gascón defended his record, denying that his policies led to an increase in crime and insisting that statistics show actual drops in many categories. But Hochman disputed those claims.

The Association of Deputy District Attorneys, which represents county prosecutors, hailed Hochman's victory as a "pivotal moment in the fight to return balance and accountability to the justice system and to prioritize public safety in a county that has seen a dangerous decline under the failed leadership of George Gascón."
During a pre-election debate hosted by KNX News and the Los Angeles Times, Gascón highlighted his progressive policies -several of which he implemented once he took office in 2020 -- such as limiting extra-long sentences for people accused of using a gun or being a gang member, prosecutions of juveniles as adults and no longer seeking the death penalty, though he later revised some of his policies.
But Hochman said such policies led to an increase in
crime across the county, and that he would revoke several of Gascón's directives.
Hochman had touted his "hard middle approach," stating it will not lead to mass incarceration but rather that cases would be reviewed individually and punishment meted out proportionally for the crime committed.
According to the California Department of Justice, violent crime went up about 8% from 2019 to 2023 countywide, though in Los Angeles violent crime decreased by about 6%.
Gascón insisted that his office had been holding criminals accountable for their crimes, including retail and residential theft. However, Hochman pointed to high-profile robberies of homes, 7-Eleven stores, retail and other local businesses that he said have led to increased concerns from residents and business owners over public safety.
"We need to send a very strong message of enforcement, accountability and ultimately deterrent to those residential burglaries, and if they're coming, for
the D.A.'s office is at a "alltime low," accusing Gascón of creating "a dysfunctional office."
During his campaign, Hochman touted what he calls his "Blueprint for Justice" that he said would "restore safety and justice to our county."
As part of that blueprint, Hochman vowed to "restore the purpose of the District Attorney's Office to fairly, effectively, and vigorously prosecute those who break laws in Los Angeles County based on the evidence and the law."

The Menendez brothers' defense team submitted papers to Gov. Gavin Newsom requesting clemency, but the governor said he would not make any decision on the request until Hochman has a chance to review the nearly 35-year- old case.
One of Hochman's early high-profile cases will involve Erik and Lyle Menendez, who are serving life sentences without parole for the 1989 shotgun slayings of their parents in their Beverly Hills mansion. The brothers are waiting for a decision on their bid for release based on what their attorneys say is new evidence that they were sexually abused by their father.

Rep.KatiePorter, D-Irvine, has been granted a temporary restraining order against an ex-boyfriend who lived with her, claiming a barrage of harassment since their breakup, including false herpes allegations, according to court records obtained Wednesday.
Porter was granted part of her restraining order against Julian Carl Willis, 55, of Surf City, New Jersey, on Tuesday. A hearing is scheduled for Dec. 17 on the restraining order request. Orange County Superior Court Judge Stephen T. Hicklin extended the restraining order to Porter, her family and current and former staff, but he could still contact the staffers on issues that are not personal and governmentrelated.
Willis told Politico on Tuesday that Porter filed for the restraining order in effort to prevent him from suing her and seeking court protection from her, accusing her of aggressive and "violent" behavior toward him and her own children at UC Irvine in August.
"This is her way of combatting all that," Willis told Politico, later referring to Porter as "a monster."
Porter said in a declaration that she dated Willis for
several years and they lived together for "brief periods of time."
She said she "witnessed Julian's mental health issues and substance abuse, which have now escalated to a concerning and dangerous level."
The congresswoman said Willis has been hospitalized for mental health issues twice in the past couple of years.
"The first hospitalization occurred in December 2022 when I personally took Julian to Mission Hospital in Laguna Beach due to concerning behavior," Porter wrote in the request for a restraining order.
"The second hospitalization occurred in February 2023 when Julian's brother, Ethan Willis, took him to a hospital in San Diego, where the treating psychiatrist also placed him on a 5150 hold," Porter said.
His psychiatrist "strongly recommended substance abuse treatment for Julian," Porter said.
Willis "has taken some steps to address his issues, such as attending a few Narcotics Anonymous meetings and living in a halfway house/sober living home during the spring of 2023," Porter said. "However, I have personally witnessed
going to the North Korean regime, but they gathered valuable intelligence for the United States and our allies."
According to court documents, Wen violated federal law and U.S. sanctions against North Korea by obtaining firearms, ammunition and exportcontrolled technology with the intention of illegally exporting them. On Sept. 6 investigators confiscated approximately 50,000 rounds of 9 mm ammunition that Wen allegedly
him continuing to abuse substances. I have observed him misusing prescription painkillers, sorting Ritalin, and abusing cannabis and nicotine patches. He has also previously disclosed to me his use of cocaine and nitrous oxide."
Porter added the substance abuse "has contributed to his instability and erratic behavior."
Porter said things got worse in August when she kicked him out of her home
and asked him to stop contacting her.
"However, since moving out, Julian has subjected me, my family, friends and colleagues to persistent abuse and harassment," Porter said.
Porter said since Aug. 27, Willis has sent her more than a thousand text messages and emails "with the clear intent to threaten and harass me," including one in which he told her to consider killing herself.
Porter accused Willis of threatening her mother and her attorney.
She said he has threatened to publicly humiliate her and attempt to get her fired from her teaching job at UC Irvine and try to get her to lose custody of her children and that he wants to force her into "psychiatric treatment."
Porter further accused Willis on Nov. 19 of demanding that he be sent $4,000 or that he would "punish" her and the others included in the restraining order request.
On Sept. 18-19, Willis allegedly sent her 82 text messages, prompting the congresswoman to block him on her phone on Nov. 12 after he barraged her with 55 text messages in a day, she said.
When she directed her attorney, Gerald Singleton, to tell him to stop contacting her he is accused of responding with "harassing messages, threatening to contact the state bar and vowing to `punish the (expletive)' out of me and my attorney," Porter said.
Willis was accused of repeatedly emailing Singleton on Monday that included one message saying, "The noose is tightening around Katie's neck,"
Porter said.
"Julian falsely alleged that I had genital herpes," Porter said. "I do not have that illness. In an effort to stop this abuse and harassment, I obtained the attached test results that show that I, in fact, do not have genital herpes."
Willis was accused of threatening to report Porter's sister to the state medical board and spreading "false claims to my mother and my son, thereby damaging my relationships with them," Porter said.
Willis was also accused of "harassing both my former and current co- workers and employees, causing them to fear for their own safety," Porter said.
"Additionally, Julian has made it clear that he intends to cause significant harm to my professional reputation," Porter said. "He has already contacted at least three reporters to disseminate false and damaging information about me and my children."
Porter ran unsuccessfully this year for the U.S. Senate seat previously occupied by the late Dianne Feinstein. She will leave Congress at the end of her current term and is expected to return to UC Irvine as a law professor in January.

mall businesses and nonprofits in Los Angeles County may apply for funding from the $584,000 Economic Opportunity Holiday Grant Program.
The application period opened on Small Business Saturday and extends through Jan. 1, according to the LA County Department of Economic Opportunity.
The program is a partnership between the DEO and the Pacific Asian Consortium of Employment and is intended for organizations and businesses still recovering from the coronavirus pandemic, officials said.
"At DEO, we know how important our small businesses and nonprofits are to our economy. We also know how important capital is to small businesses and nonprofits — for recovery, for growth, and for innovation," agency Director Kelly LoBianco said in a statement. "We are happy to announce our Economic Opportunity Holiday Grant Program and continue to unlock capital opportunities for our amazing community of entrepreneurs."
The grants stem from the DEO's Economic Opportunity Grant Program, which has distributed $55.7 million in grants this year to 5,151 small businesses and nonprofits affected by COVID-19 and other economic disruptions. The grants are funded through the federal American Rescue Plan Act and the State Office of the Small Business Advocate.
"I cannot think of a better way to celebrate Small Business Saturday than by expanding access to funding for small businesses, which are the economic engine and cultural fabric of our communities," LACounty Supervisor Holly Mitchell said in a statement. "Through the County's Economic Opportunity Grant Program, we are equitably distributing American Rescue Act dollars to help reach small businesses across Los Angeles, including women-owned businesses and businesses of color that have historically faced limited access to capital."

On Monday, Menjivar introduced Senate Bill 20 known as the Silicosis Training, Outreach, and Prevention, or STOP Act.

"Shameful industry practices neglect to protect workers or even educate them on safety standards, exploit those who cannot afford to leave their jobs, and callously puts undue strain on our local community health clinics and hospitals. common sense standards and precautions outlined in SB 20, California can once again lead the nation on worker safety by establishing robust protections for stone cutting and fabrication workers in my district and across our state.” If enacted, the bill would implement a training program on best practices for fabrication work; develop a certification process for fabrication shops that reinforces state safety regulations and requires all workers to undergo the state health department's training program; start issuing threeyear certificates to fabrication shops that meet the state's certification criteria; and create and update a public database and tracking system that provides information on fabrication shops’ compliance with safety standards and shops' certification status.
Metro is making a number of changes toimprovethe frequency,reliabilityand connectivity of several bus routes throughout Los Angeles County, the agency said this week.
The changes will begin Dec. 15, and will affect the San Fernando Valley, Westside/ Central L.A., Gateway Cities and San Gabriel Valley areas.
Later this month, the transit agency is expected to begin long-term construction along Van Nuys Boulevard between Sherman Way and Arminta Street for the future East San Fernando Valley light rail line. Van Nuys Boulevard will be reduced to two lanes in each direction with bus stops at Valerio and Saticoy streets closed for multiple years during construction.
Bus stops at Sherman Way and Keswick Street are expected to remain open.
The agency will implement intermittent nightly closures for approximately three months at northbound Van Nuys near Telfair.
Beginning in January, and continuing until summer 2026, the G (Orange Line) will be detoured due to the construction of a new, elevated Van Nuys G Line station above Van Nuys Boulevard. Buses for the G Line will reroute via Sepulveda Boulevard and Oxnard Street in both directions between Sepulveda and Woodman Stations. Temporary G Line bus stops will be

Additionally, Line 96 from Chinatown to Burbank Station via Griffith Park Drive, which serves as a connection to the A Line light rail, will end at the Lincoln/Cypress A Line Station located at Avenue 26 and Lacy Street in the Lincoln Heights area.
It will also be renumbered from Line 96 to Line 296. The new line route will remain the same north of Riverside Drive and Duvall Street, according to the agency.
South of Duvall Street, Line 269 will undergo the following changes:
-- Southbound buses will travel via Riverside Drive to
Figueroa Street, then right on Avenue 26, and then right on Humboldt Street;
-- Northbound buses will turn around using Avenue 21, Barranca Street and San Fernando Road, and then continue via Humboldt Street, left on Avenue 26, left on Figueroa Street/Riverside Drive and back to its normal route.
New bus stops will be placed on Avenue 26 at Lacy Street in both directions allowing passengers to make new connections with Line 251 and Lines 81, 90, and 94 at Figueroa Street/Avenue 26.
In the Westside and Central Los Angeles areas, Metro will adjust four lines to better serve students, many of whom are signed up
under its GoPass program, which provides free passes to K-14 students at participating schools. The following routes will be updated:
-- Line 2 from Sunset to Alvarado will boost service to Thomas Starr King Middle School;
-- Line 10 from Melrose to Temple will pass by Fairfax High School;
-- Line 20 serving the Wilshire area will boost service to Burroughs Middle School;
-- Line 28 serving the Olympic area will increase frequency for LA High School
In the Gateway Cities, Lines 60, 202 and 260 will return to Artesia Bridge ending the detour going into Artesia Station at Compton. Schedules will be updated
to adjust for changing traffic conditions.
Two Metro bus routes will become part of Pasadena Transit: Line 177 will soon be Pasadena Transit Route 53, while Line 256 will be known as Pasadena Transit Route 33.
No changed are planned to the routes and bus stops will remain the same. Along Route 33, the agency said buses will arrive every 35 minutes daily including on weekends, compared to every 50 minutes before.
These routes will be re-branded with a base fare of 75 cents. TAP cards can be used on Pasadena Transit services with transfers between routes free for 2.5 hours. More information is available at PasadenaTran-

In the San Gabriel Valley and Gateway cities, Route 260 will operate from Pasadena to the Willowbrook/Rosa Parks Metro Station every 24 minutes, Route 261 will operate from Pasadena to the Artesia Metro Station every 24 minutes, and frequency from Pasadena to Atlantic and Imperial will be 12 minutes on the common section of both lines.
On Line 662, two new stops will be added, westbound on Colorado Boulevard at Raymond Avenue and southbound on Fair Oaks Boulevard at Colorado Boulevard, with a minor reroute westbound on Colorado Boulevard toward Del Mar Station.
Lastly, Metro will boost the weekday frequency of its Line 665 with buses arriving every 35 minutes instead of every 50 minutes. Weekend frequency will remain the same with buses arriving every 50 minutes.
The bus route serves Boyle Heights, East L.A., City Terrace and Rose Hill Transit Center, and also acts as a connection throughout L.A. County to Cal State Los Angeles. The line also has a regional connection with Metro's E Line at the Indiana Station, and at Rose Hill Transit Center with Lines 78, 179 and 182.
