The Los Angeles County Board of Supervisors passed a motion last week requiring board approval before any further changes are made to the embattled Probation Department’s juvenile halls.
In a motion introduced Tuesday, Supervisors Lindsey Horvath and Janice Hahn called on the department to ask for board approval on any updates to the Global Plan to implement policy and procedural changes at Campus Kilpatrick in Malibu, Barry J. Nidorf Juvenile Hall in Sylmar, the Dorothy Kirby Center in Commerce, Los Padrinos Juvenile Hall in Downey and possibly other juvenile detention facilities.

Board Chair Kathryn Barger voting against it.
Thesupervisors condemned what they called the department’s “difficult history of failures and crisis,” including refusals to follow directives from the board.
The motion highlighted the Probation Department’s alleged failure to stop using pepper spray on detainees, failure to equip custodial staff with the anti-overdose remedy Narcan and the lack of a “plan for LGBTQ+ and gender-expansive youth,” in addition to other shortfalls.
“With Probation’s crisis and this Board’s effort to improve transparency and communication with the public and relevant stakeholders, it is critically important that this Board set clear
requirements for how Probation moves forward with major changes to its facilities, and how it presents those plans to the Board, County stakeholders, and the greater public,” Horvath and Hahn wrote in their motion.
Chief Probation Officer Guillermo Viera Rosa was the motion’s primary target for his alleged failures to meet suitability standards in the facilities and to comply with directives from the Board of Supervisors.
The motion criticized Rosa’s Feb. 18 response to the board’s order in March 2023 for the department to develop a long-term plan for the county’s youth detainees.
“Chief Probation Officer Guillermo Viera Rosa admitted that the plan presented was not developed in collaboration with County stakeholders, or community organizations,” according to the motion. “For example, the plan did not consider staffing changes that the Department of Health Services or Department of Mental Health would need to make to serve the girls population if it is moved from more centrally located facilities in Downey and Commerce to Malibu, nor did the plan consider outreach to labor partners or the courts.

Authoritiesdiscovered human remains Wednesday in the Eaton Fire zone in Altadena, increasing the number of deaths resulting from the devastating blaze to 18.
Personnel from the Los Angeles County Department of Medical Examiner were working Thursday to identify the deceased individual found by a sixmember Special Operations Response Team in the 900 block of Boston Street, near Lake Avenue, according to the department.
Identifying the deceased person “can take considerable time,” according a DME statement.
The department “relies on complex scientific methods of identification in these cases due to the condition of the remains” including dental record and DNA comparisons, review of medical records or using radiographs to search for medical prosthetics and devices and their associated serial numbers, officials said.
The DME also works with law enforcement agencies to collect information on suspected missing persons to follow-up with their families.
The Eaton Fire was reported about 6:20 p.m.
Jan. 7 near Altadena and Midwick drives in the foothills above Altadena amid extreme winds, according to Cal Fire. The fire burned over 14,000 acres through Jan. 31, destroying over 9,400 structures and damaging nearly 1,100 others.
Authorities are still investigating the fire’s cause. Multiple residents and local governments have filed lawsuits against Southern California Edison, alleging the utility’s equipment sparked the deadly blaze.
Another 12 people were killed in the Palisades Fire, bringing the LA wildfires’ total death toll to 30, the DME reported.

The county Board of Supervisors is directing agencies Wednesday to study ways of increasing “neurodiversity” job opportunities for people with conditions such as autism, cerebral palsy, Down syndrome or other such disorders.
The board on Tuesday directed the departments of Aging and Disabilities and Economic Opportunity to work with the County Librarian, County Counsel and the CEO and report back to the board in 180 days with recommendations.
The motion passed unanimously and Supervisors Janice Hahn and Holly Mitchell cited reports noting that people with disabilities face challenges securing employment.
“Neurodiversity is the recognition that people have diverse ways of thinking, learning and interacting with the world. It includes conditions such as autism, ADHD and dyslexia — natural variations of the human mind that do not necessarily impact job performance,” Hahn said.
“People with autism or other developmental differences have immense potential and valuable skills to offer, yet, are far too overlooked in the hiring process.”
Hahn said systemic barriers and outdated hiring practices contribute to the fact that only 20% of people with disabilities are gainfully
employed.
Mitchell said her district was already engaging in neurodiversity efforts, including work with Special Needs Network, the Wiley Center and The Friendship Foundation, amongst others.
“It’s my expectation that we’re reaching out to our expert community organizations and trusted messengers to help craft recommendations for this pilot program so that L.A. County can better align its hiring practices to be more inclusive,” Mitchell said in a statement. “Learning differences and abilities vary for each person and shouldn’t present barriers to accessing opportunities.”
The report is expected to include suggestions on inclusive hiring, embracing neurodiversity in workplaces, reasonable accommodations, training opportunities and
outreach to targeted demographics.
The board also asked that the report include potential funding sources and recommendations for collaboration with community-based organizations.
The CEO was directed to support regulatory proposals that promote employment rights, including eliminating a federal sub-minimum wage for workers with disabilities and creating non-interference with Social Security Disability Insurance and Supplemental Security Income payments.
“A more inclusive workforce welcomes unique perspectives as essential. We must continue to enhance the county hiring system to support intensive, individualized services in a range of settings, with flexibility, and an equitable approach,” according to the motion.
Sound stage occupancy in the Greater Los Angeles area declined to 63% in 2024, a 6% drop from 2023, according to a report released Thursday by Film LA, continuing a trend that officials described as worrisome as the film industry aims to recover from the impacts of COVID-19 and a dual worker strike.
As a result of challenging years, regional sound stage occupancy levels, which previously held in the 90th percentile from 2016 through 2022, declined sharply. In 2023, average regional studio occupancy was 69%, falling to 63% in 2024.
According to Film LA, a partner film office for the city and county of Los Angeles and other local jurisdictions, data from its latest Sound
Stage Production Report illuminated the slowdown of global content.
The Sound Stage Production Report is based on aggregated data from 17 participating studios in the region. Data captures stage and backlot filming data for 2023 and occupancy data for 2024. It also provides a comparison of available stage space in the L.A. region and major competing markets in 2025 and five years earlier.
In 2023, a total of 1,225 projects were filmed in 447 stages included in Film LA’s analysis. Those projects generated 8,671 stage shoot days -- fewer than were recorded in any studied period except 2020, during a period when COVID-19 halted all production for a time.

Following the January wildfires and recent extreme weather events, the Los Angeles County Board of Supervisors Tuesday called for the creation of an emergency registry system for older adults and people with disabilities to increase emergency and evacuation preparedness.
The board requested a report in 120 days from director of Aging and Disabilities on the feasibility of creating such a registry, working in conjunction with the county CEO, fire chief, director of the Office of Emergency Management and departments of Public Health, Children and Family Services, Public Social Services and other relevant agencies.

In 2020, the demographic included about 2 million residents, with the number expected to reach nearly 2.5 million by 2030, making up 26% of the total population.
Citing the California Department of Finance’s Demographic Research Unit, the motion stated “the county’s population aged 60 and older is projected to grow substantially in the coming decades.”

The report is also expected to include estimated costs, potential funding opportunities, implementation barriers and timelines to move forward with recommendations from the study.
“A set on a stage can only create jobs when it is under construction or in use. Television budgets have increased, but episode counts have declined and there can be long delays between seasons. To see the real loss of work opportunity in this data, you have to focus on stage shoot days,” Sokoloski said in a statement.
The report noted that lower than average sound stage occupancy is a concern for parties outside of California, too.
With an estimated 8 million square feet of stage production space in Los Angeles, and 13 planned and proposed studio projects in the pipeline, the same issue will persist. Film LA noted such infrastructure does provide an advantage.
Sokoloski predicted that jurisdictions that perform well from here on out will be ones with sustainable high levels of sound stage occupancy and job creation, which will in turn attract film projects.

In the last five years, jurisdictions such as the United Kingdom, New York, Georgia and Ontario, Canada, have doubled their stage-based production capacity. But, the lack of projects makes it harder to fill studio vacancies.
“We’re supportive of state leaders’ interest in expanding California’s film incentive program, and we’re engaged in ongoing conversation with city and county partners about ways to improve the local filming environment,” Sokoloski said in a statement.

wo men were arrested for an alleged armed robbery spree of United States postal carriers in Riverside and Los Angeles counties.
Shortly after 10:30 a.m. on March 24, Riverside County Sheriff’s deputies responded to a report of an armed robbery near Storke and Bertain drives in Palm Desert and found a U.S. postal carrier had been robbed at gunpoint, said Riverside County Sheriff’s Department Sgt. Jeff Cryder.
The suspects were only described as a male armed with a gun who exited a vehicle occupied by an additional suspect.
An investigation from the Palm Desert Business District Team concluded that the suspects carried out more robberies and attempted robberies in Cathedral City and multiple cities in Los Angeles County, according to Cryder. The team identified the two

suspects as Luis Alberto Gonzalez, 32, of Victorville, and Jose Estevan Chavarria Jr., 28, of Los Angeles.
An arrest warrant was issued for both suspects, and the U.S. Postal Inspector’s Office and Riverside County District Attorney’s Gang Impact Team collaborated to try to locate them,
according to Cryder.
On March 28, Burbank police officers conducted an unrelated vehicle enforcement stop and identified the two suspects.
The Riverside County Sheriff’s Department took custody of the two men and booked them into the Robert Presley Detention Center in Riverside. Chavarria’s bail was set at $1 million bail, and Gonzalez’s bail was set at $80,000.
Anyone with information about the robberies was urged to contact Deputy Granados of the Palm Desert Station at 760-836-1600.

he feasibility of putting solar panels over the state's network of canals is the topic of a big new research project, co-led by the University of Southern California.
The California Solar Canal Initiative builds on a study from the University of California-Merced, which found solar arrays over the canals could generate clean energy, conserve water, reduce air pollution and save land.
Monica Dean, director of climate and sustainability practice at the University of Southern California-Dornsife, said the research will answer practical questions.
"How would we do it? Which canals make the most sense? How much energy could they actually produce? What would the economic implications of doing this be?" Dean outlined. "We're taking a hypothetical scenario and making it real."
The research phase will last about two years and is expected to provide a roadmap for policymakers, utilities and communities. The original Merced study estimated that covering the Golden State's
canals with solar panels could generate enough electricity to power about 2 million homes each year.
Covered canals also prevent evaporation and could save enough water to meet the residential needs of up to 2 million people per year and they could lower maintenance costs, since fewer weeds grow in shade.
Dean estimated the arrays could save about 50,000 acres of land.
"Rather than needing to
put a solar panel on land that could be used for housing or farming or some other purpose, now you're just repurposing existing infrastructure and making it work a little bit harder," Dean emphasized.
The initiative is cosponsored by the independent advisory firm Solar AquaGrid. It will also include faculty from the University of California-Berkeley, the University of California-Irvine, the University of California-Merced and
the University of California College of the Law-San Francisco, plus San Jose State University and the University of Kansas.

Despitepersistent concernsabout drought in the southwestern United States, the seven states that pull water from the Colorado River only recycle a small percentage of wastewater, squandering an opportunity to dramatically ease the regional water crisis, according to a UCLA study released Wednesday.
According to the report by UCLA and the Natural Resources Defense Council, only 26% of treated municipal wastewater is recycled by the seven states that rely on the river, with Colorado, Wyoming and Utah recycling less than 4%.
Nevada has the most robust wastewater recycling program, reusing 85%, followed by Arizona at 52%.
The report’s authors noted that despite California having the nation’s most comprehensive regulations in support of water recycling, the recycles only 22% of treated wastewater.
“We’re facing a hotter, drier future, and we need to pursue water recycling aggressively if we’re going to ensure a sustainable, resilient water supply for the Colorado Basin,” author Noah Garrison, a water researcher at UCLA’s Institute of the Environment and Sustainability, said in a statement. “Even recycling 40% of our wastewater could make a dramatic difference, and we have two states already above 50%, showing this is an entirely feasible solution.”
The report was based on 2022 data from publicly owned treatment plants that process more than 1 million gallons of wastewater per day in the seven Colorado Riverreliant states -- California, Colorado, Wyoming, Utah, Arizona, New Mexico and
Nevada. Researchers noted, however, that there was a lack of easily accessible regional data on the reuse of wastewater, forcing them to “call treatment plants one by one across several states” to track progress.
“It’s almost shocking how little information is available on how much water is being recycled or what recycled water is being used for,” Garrison said. “There is a tremendous opportunity to expand recycled water use, but the lack of adequate data is a significant barrier for increasing wastewater reuse.”
Researchers said a variety of issues contribute to the problem, including outdated infrastructure, while also noting a lack of federal standards for reuse of wastewater and a failure by many states to track where treated wastewater goes. The report noted that California provides such data in an open data portal, but in states like New Mexico, data could only be obtained by contacting individual treatment plant operators.
“Managementof Colorado River water supplies has been proven unsustainable for decades
due to climate change and a federal government unwilling to make all states live with less water from the river,” Mark Gold, director of Water Scarcity Solutions at the Natural Resources Defense Council and a UCLA adjunct professor, said in a statement.
The study’s authors called on the U.S. Environmental Protection Agency to work with states to set recycling targets and create standardized reporting protocols, while also developing model water-recycling ordinances for states to enact.
According to the report, if the seven states drawing from the Colorado River would recycle 40% of wastewater, it would make available nearly 900,000 acre-feet of water supply annually, enough to supply nearly 2 million homes. That figure would climb to 1.3 million acre-feet a year if the recycling rate rose to 50%.
“Water reuse won’t solve the Colorado River crisis alone,” Garrison said. “But it’s one of the few solutions available today that can be rapidly scaled and sustained over the long-term.”

ARiverside County man pleaded guilty last week in downtown Los Angeles to a federal charge for hosting illegal cockfights in which owners paid $1,000 to register roosters expected to fight to the death while spectators gambled on the bloody results.
Isidro Chaparro Sanchez, 59, of Corona, entered a plea March 31 to one count of conspiracy to sponsor and exhibit roosters in an animal fighting venture, a felony carrying a possible sentence of up to five years imprisonment, according to the U.S. Attorney’s Office.
U.S. District Judge R. Gary Klausner set sentencing for July 17.
According to federal prosecutors, Sanchez conspired with four others to produce cockfighting events on Sundays at a home on Duffy Street in San Bernardino for four months last year. The location included a cockfighting ring with seating and bars serving tacos and alcoholic drinks.
Prosecutors say attendees parked — at the cost of $20 — at a different location nearly 1 mile away from the event location. They were then shuttled to the cockfighting location, where they paid $40 to enter the arena where the fights took place. Attendees could also place bets on the cockfights and participate in a raffle.
A team registering four roosters would pay an entry fee of $1,000. One of the co-defendants would collect the money, register the team’s roosters for battle, and record the weights of the roosters, papers filed in Los Angeles federal court show.
Attendees, including those who had registered their roosters, would place bets with bookmakers who collected the cash, Sanchez’s plea agreement filed in Los Angeles federal court says.
The blood sport on Duffy Street ended on Aug. 4, shortly after the arrival of almost 60 patrons, some carrying roosters. Before the first bout, special agents with the FBI armed with a search warrant raided the place.
Items seized included roughly $9,000 in cash, 50 to 100 sharp instruments or “gaffs” — curved metal spurs or blades that are attached to a rooster’s leg prior to a fight — and various types of steroids. In addition, about 200 birds, of which more than 150 were deemed to be fighting roosters by a local animal control agency, were recovered, according to the U.S. Attorney’s Office.
The four co-defendants face trial in June.
Cockfighting is a contest in which a person attaches a knife, gaff or other sharp instrument to the leg of a “gamecock” or rooster and then places the bird a few inches away from a similarly armed rooster. This results in a violent fight during which the roosters flap their wings and jump while stabbing each other with the weapons that are fastened to their legs. A cockfight ends when one rooster dies or refuses to continue fighting. Usually one or both roosters die after a fight, according to the U.S. Department of Justice.

These designations consider factors such as fuel loading, slope, fire weather, and areas where high winds contribute to wildfire spread.

The Monterey Park City Council introduced an Ordinance at the March 19, 2025 regular City Council meeting. If adopted, the proposed Ordinance would implement the Monterey Park 2040 Land Use Element (“LUE”) and Housing Element (“HE”) by: (1) aligning the MPMC with State accessory dwelling unit laws; (2) requiring replacement housing for units affordable to the same or lower income level as a condition of development on a nonvacant site; (3) resolving inconsistencies in the Administrative Use Permit (“AUP”) approval requirements for accessory use of on-site and off-site alcohol sales; and (4) establishing the Residential Incentive Zone (“RIZ”) and changing the zoning designation for specific properties allowing certain housing developments without any discretionary approvals.
Second reading and adoption of the proposed Ordinance is scheduled to take place at the April 16, 2025 regular City Council meeting at 6:30 p.m., in the City of Monterey Park, California, or as soon thereafter as possible.

Scott Sanders, who shook up the Orange County justice system by challenging the use of jailhouse informants and unearthing a scandal that has impacted dozens of cases — including that of the worst mass killer in county history, officially retired Monday from the Public Defender’s Office.
Even during his last day at work, he was still scrambling at day’s end to finish what he deemed to be important paperwork, exemplifying a worth ethic that came as no surprise to those who worked alongside him.
“My daughter worked for him a little bit and she would say this guy never sleeps,” Defense attorney Joel Garson told City News Service. “He’s always working on these cases. It takes a guy like that to make change. Not a lot of people have the energy he has to keep going no matter how deep the rabbit hole goes.”
Garson said he was “inspired” by Sanders when he broke his own major scandal with the improper recording of confidential phone conversations between inmates and their attorneys.
“I would think what would Scott Sanders do” as he worked the case, Garson said. “He helped me be a better lawyer.”
Sanders made a name for himself by shining a light on the questionable use of jailhouse informants, or snitches, in criminal cases during his representation of Scott Dekraai, who killed eight people in a 2011 shooting at the Salon Meritage hair salon in Seal Beach. The resulting scandal — uncovering cases in which the Orange County Sheriff’s Department improperly and at times illegally used inmates to solicit incrimi-
nating information from other inmates while they were in custody awaiting trial — has impacted at least 59 other cases so far. The revelations stemming from the Dekraai case have led to new trials, reduced sentences, plea bargains and other impacts.
Sanders, for his part, emphasized that he didn’t do it all alone. He noted it was Scott Van Camp, who is now an Orange County Superior Court judge, who wrote the successful appeal in the Dekraai case that upheld the recusal of the Orange County District Attorney’s Office from prosecuting Dekraai.
“A lot of lawyers like Gary (Pohlson, a retired Orange County Superior Court judge), Rudy (Loewenstein) and Jim Crawford — they advanced this tremendously, and others too,” Sanders said. “It isn’t like I carried the torch myself. There were lots of lawyers doing incredible work.”
Sanders, who grew up in Glenview, a northwest suburb of Chicago, joined the Public Defender’s Office in 1993. Sanders plans to continue working in private practice and will hang on to some of his cases, including representing Paul Gentile Smith, who has won a retrial in a 1988 killing.
Sanders won a significant ruling in the Smith case this year when a San Diego County Superior Court judge singled out an Orange County Superior Court judge, who prosecuted the case against Smith, for making a “falsified statement” in an evidentiary hearing that echoed the three rounds of hearings for Dekraai on the use of informants.
Sanders said he reluctantly retired because, “We only touched the surface. When we look back these
same practices were used at least since the early 1980’s and most of those defendants don’t know what happened to them and that’s a tragedy and that’s haunting.”
But, Sanders added, “We didn’t stop. We kept pushing these issues all the way into Smith. ... The thing I’m most proud of is we didn’t stop with the win. We kept going for another decade. I’ve been working on this stuff since 2012 and I’m leaving in 2025, and we just had a ruling of reprehensible conduct in the worst case in the whole scandal.”
Sanders was also credited with breaking the so-called Evidence Booking scandal, which also rocked the Sheriff’s Department. He said his work on the Dekraai case led to sources telling him about the dilatory and at times sloppy booking of evidence in cases.
“I got access to the (evidence) audit in a way that wouldn’t have happened if we weren’t in the informant scandal,” Sanders said.
When Sanders filed a more than 500-page motion alleging abuses of confidential informants in the prosecution of Dekraai in 2014 he initially won just some lower-level sanctions of the prosecutors in the case. But then when he asked for records for another notorious client, mutilation murder defendant Daniel Patrick Wozniak, he received the so-called special handling log — a rolling, confidential diary kept by deputies regarding their work with snitches.
Sanders also received the so-called “tred records,” which documented the placement of informants to give them access to other inmates they could pump for incriminating facts to turn over to law enforcement, which is illegal when a defendant is represented by a lawyer. That led the judge overseeing Dekraai’s case — Thomas Goethals, who is now an appellate judge — to grant a second round of evidentiary hearings which led to the recusal of
the Orange County District Attorney’s Office from the case.
“You need a break like that to start,” Sanders said of obtaining the informant records. “And then you need a break like arriving in Goethals’ courtroom. If he doesn’t take this seriously and do something most judges never do at that time then these stories, which are so important, never get told and understood.”
He was 20 years into his career at that point, “and for someone like myself you’re living the dream in a horrible case where people are suffering and you’re finding terrible misconduct and a win-at-all-costs behavior. It felt very much like the chance of a lifetime.”
Defense attorney John Barnett, who often represents those in law enforcement, praised Sanders’ diligence.
“I did not agree with the conclusions or results of a lot of his work,” Barnett said. “I was on the other side of that, but I appreciated and appreciate the extremely hard work and attention to detail and dedication he had. He did work nobody else would or could do and that’s very important work.”
Barnett said the fact he would differ with Sanders on some issues was not important.
“That happens all the time,” he noted. “It’s not a criticism, but an observation. But he did very important detailed hard work. And the system is better for it. ... The system can’t run unless lawyers are hardworking, smart and dedicated and honestly don’t, or shouldn’t, care what other people think about what they’re doing.”
Sanders’ legacy will include changing how the county’s lawyers and law enforcement officials view
the so-called Brady obligation, which involves the evidence prosecutors must turn over to defendants.
“He shifted the way Brady is looked at, not only in Orange County but (at) large,” Barnett said.
Defense attorney Jack Earley said of Sanders that “systems often need resets because people forget what their mission is, which is justice. ... And he was just a bulldog on seeing something and following it, which is a tremendous amount of work. And the work he did wasn’t just for one client, and when he realized it was system-wide he kept adding. It was a reminder that you can’t take your eyes away from what the system is. You can see he got a lot of pushback from people in the system who were saying this is the way we’ve always done it, why are you interrupting it?”
Earley added that some Orange County prosecutors “think their job is to win for a quote-unquote victim, and it really isn’t. Their job is justice is done. Often you hear them talk about what we do is for the victims and as you can see the system fell apart, a bunch of cases fell apart so in the long run it didn’t help the victims in general. ... So for Scott the legacy is we need people in the system who will hold it to account.”
UC Berkeley Law School Dean Erwin Chemerinsky, the former UC Irvine Law School dean who was influential in pushing for a Justice Department investigation of the informant scandal, said Sanders “was tireless in exposing the constitutional violations in the Orange County sheriff’s office and jails. He was often unfairly vilified. His efforts made a huge difference in protecting rights and reforming the system.”

“My ‘no’ vote on this motion was driven by my concern that it preempts the upcoming hearing and action by the Board of State
and Community Corrections on April 10 and undermines the flexibility granted to the LA County Probation Chief under the emergency proclamation motion I introduced — and that Board of Supervisors unanimously approved — just a few months ago, in December 2024,” Barger said in a statement to HeySoCal. com. “That flexibility is essential for our Probation Department to effectively address the serious challenges within
our juvenile detention facilities. I believe this action ultimately works against the Department’s ability to implement necessary reforms in a timely and responsive manner.”
Several residents and representatives from community groups spoke in support of the motion and said the department should be held accountable, especially regarding the treatment of young girls and “gender-
expansive” youth. The motion requires Probation Department officials to consult with the directors of the county Health Services, Mental Health, Public Health and Youth Development departments, the LA County Office of Education superintendent of schools and any other relevant county stakeholders before submitting any further Global Plan or Facilities Plan updates.
Supervisors also directed Rosa to speed up planning for the complete closure of Central Juvenile Hall near downtown Los Angeles, which temporarily has been used to provide health care and reserved as an emergency evacuation site.
The board wants to move all health care services to Los Padrinos and ordered probation officials to include any updates in monthly progress discussions.
The Los Angeles County Board of Supervisors requested a study Tuesday on preventing those economically affected by the January wildfires from becoming victims of human trafficking.
The director of the Department of Consumer and Business Affairs was asked to take action within 30 days to augment resources to help protect fire victims from being further victimized.
The DCBA was also asked to report back in 60 days on progress made, barriers encountered and recom-
mendations to overcome them.
A targeted public awareness campaign will be launched and relevant county departments were asked to work with existing human trafficking working groups.
Tuesday’s motion introduced by Supervisor Holly Mitchell also called on the County Counsel and the Internal Services Department to report back in 60 days to ensure county departments were not indirectly participating in human trafficking.
Mitchell cited data
that indicated an uptick in human trafficking following natural disasters, as noted in Houston after Hurricane Harvey and in New Orleans after Hurricane Katrina.
“January wildfires created tragic levels of destruction and loss of life, homes and jobs,” Mitchell stated. “Wildfires leave individuals vulnerable to the danger of exploitation and trafficking, stripping them of their homes, jobs and entire communities that provide them with the vital support, leaving them desperate and vulnerable to traffickers.”

Supervisors sought “to ensure priority access of worker and employer resources including job training, employer hiring and incentive supports, upskilling, resume and interview skills training, and rapid re-employment services,” according to the motion by Board Chair Kathryn Barger, whose district includes Altadena.
The temporary job center assists displaced workers in acquiring short-term and longterm recovery help, training, layoff aversion support and possibly setting up a worker equity fund that provides financial help to individuals as they complete training and transition into employment, according to the motion.
In collaboration with local city governments, the county is also calling for programs to assist small businesses impacted by the wildfires move into temporary space and establish marketing campaigns.
With the June 2026 election 15 months away, Lt. Oscar Martinez announced his bid to lead the Los Angeles County Sheriff’s Department — the third largest law enforcement agency in the nation — with other potential candidates to follow and challenge incumbent Robert Luna, officials confirmed Thursday.
Martinez, a 16-year deputy of the sheriff’s department currently assigned to the Palmdale Station, said Wednesday that he will focus on “real leadership.” He aims to defend and support deputies, modernize the department and demand fiscal responsibility.
“I’m putting my career and everything that I’ve worked for on the line, not for personal gain, but for my partners in law enforcement, as well as the future of public safety in our communities,” Martinez said.
Martinez is set to challenge Sheriff Robert Luna, who was elected in 2022 by county voters. Luna previously told the Los Angeles Times that he plans to run for reelection.
Luna defeated then-Sheriff Alex Villanueva, marking
just the second time that a sheriff lost a bid for reelection.
In 2018, Villanueva accomplished just that after voters elected him over then-Sheriff Jim McDonnell.
Martinez acknowledged that the challenge will “be hard,” and he sees it as an opportunity to continue serving his community and country.
Martinez, 44, a former Marine, served in Iraq and Afghanistan. He currently lives in Santa Clarita with his family.
Luna spent 36 years
with the Long Beach Police Department and previously served as its police chief for seven years.
According to the Los Angeles Registrar Recorder/ County Clerk’s Office, the LA County Sheriff contest will be on the ballot in the June 2, 2026, election. The candidate nomination filing period will not begin until February 2026.
The next disclosure deadline for potential candidates currently fundraising is July 31, a spokesman for the registrar added.
Two Pasadena Police Department lieutenants filed legal claims Wednesday alleging sexual harassment, racism and inappropriate comments by Chief Eugene Harris.
The claims by Lts. Keith Gomez and Monica Cuellar were announced during a news conference outside the Pasadena Police Department headquarters. The married couple join others in the department who previously filed their own claims. Legal claims are possible forerunners of lawsuits.
The claims allege that Harris asked Cuellar about her sex life and made comments about her having sex with her husband. The claims further contend that Harris told Cuellar and a deputy chief that he was sodomized.
In addition, a woman spent time alone in Harris’ office, where the chief had a Murphy bed that was
installed to resemble a cabinet, the claims state.
Harris issued a statement Wednesday regarding the claims.
“I understand these allegations will be reviewed and fully welcome that process,” Harris said. “I remain committed to transparency, accountability and service and I trust the truth will come to light.”
In addition, a Pasadena
spokeswoman said in a separate statement that the city is reviewing the claims.
“The city takes all allegations of misconduct seriously,” the statement read. “The city will follow all proper procedures to process the claim with full information. The allegations will be addressed through the appropriate legal process, not through the media.”
