Federal agencies begin fire debris removal on private properties

The Federal Emergency Management Agency and the U.S. Army Corps of Engineers began removing fire debris Tuesday from private properties damaged or destroyed in the recent Los Angeles wildfires.

Crews from LA County and cities in fire zones will enter the properties of survivors who submitted a Right of Entry form OK-ing the removal of concrete, metal, ash, hazardous trees and other fire-damaged materials.

During a news conference Monday, officials said the debris removal was a major milestone for wildlife recovery efforts.

"Residents in impacted areas will notice an increase in truck traffic, equipment movement and work crews over the coming days, weeks and months," said Col. Eric Swenson, commander of the Army Corps of Engineers' Recovery Field Office. "We do ask for your patience and understanding as we work to remove debris and reduce the long-term risk for the entire LA County community."

Right of Entry forms, which must be submitted

by March 31, are available at FEMA Disaster Recovery Centers and on the internet, recovery.lacounty.gov/ debris-removal.

When the Corps of Engineers receives the form, crews will be authorized to start removing debris from residential properties destroyed in the wildfires after the EPA has cleared away hazardous materials during Phase 1 of the cleanup task. Household hazardous materials that raise concerns include pesticides, damaged fuels,

propane tanks, lithium ion batteries of varying sizes and any toxic substances that potentially could harm returning residents and workers during Phase 2 debris work.

So far LA County received over 7,300 Right of Entry forms, officials said. When properties are cleared of toxic substances and forms are competed, residents may choose to allow debris clearance free of charge led by the Corps

of Engineers in Phase 2 of the recovery effort. Residents also have the option of instead hiring their own contractors to clear debris.

The corps has begun Phase 2 debris clearance at five campuses in the Pasadena Unified School District that were destroyed in the Eaton Fire. Debris has been cleared from the Pasadena Rosebud Academy, Franklin Elementary School and Noyes Elementary School, officials reported.

Taiwan donates over $1M to LA County wildfire relief

n response to recent Los Angeles County wildfires that caused widespread damage — including the death of 29 individuals, the destruction of over 16,000 buildings, and tens of thousands of residents displaced — Taiwan’s Ministry of Foreign Affairs announced a $500,000 donation to the Los Angeles Fire Department Foundation on Jan. 16, 2025 to aid in relief efforts. Additionally, the World Taiwanese Chambers of Commerce launched a fundraising campaign, collecting over $500,000, which was donated to the Arcadia Fire Department Foundation.

The Taipei Economic and Cultural Office in Los Angeles (TECO-LA) hosted the “Los Angeles Wildfire Relief Donation and Lunar New Year Reception” at its Culture Center on Sunday. Director General Amino Chi, representing the government of Taiwan, and President Kenneth Wu, representing the World Taiwanese Chambers of Commerce, presented the joint donation of over $1 million to the fire departments in Los Angeles.

Other attendees included Secretary-General Kenneth Chen of the World Taiwanese Chambers of Commerce, Supervisor Maggie Chang, Honorary President Tom Wu of the Taiwanese Chambers of Commerce of North America, President Karen Chen, and Honorary President Joyce Tsai, and Peter Zen, LA Wildfire

the Taiwanese-American Chamber of Commerce of Greater Los Angeles.

Fire Chief Chen Suen of the Arcadia Fire Department received the donation on behalf of Los Angeles fire departments. He expressed deep gratitude for Taiwan’s support and generosity. Also in attendance were Sho Tay, president of the Arcadia Fire Department Foundation, Jon Ansell, president of the Arcadia Firefighters’ Association, and Michael Cao, Arcadia mayor.

During the event, Director General Chi extended his heartfelt appreciation to the brave firefighters who battled the wildfires and were on the front line saving lives and communities. He noted that this was the worst wildfire disaster in Los Angeles history and shared that Taiwan’s President Lai and Vice President Hsiao had immediately expressed their condolences to the families of the victims. He thanked the World Taiwanese Chambers of Commerce for mobilizing their members to raise funds. He also expressed hope that those affected by the wildfires would soon recover and rebuild their homes.

Several U.S. officials attended the donation ceremony and expressed their gratitude for Taiwan’s support, including U.S. Congresswoman Judy Chu, Congresswoman Laura

Friedman, California Assemblymember Mike Fong and Assemblymember Tri Ta, Los Angeles County Supervisor Hilda Solis and Los Angeles County Supervisor Lindsey Horvath.

In addition, California Governor Gavin Newsom sent a letter to Director General Chi, stating: “On behalf of the state of California and the people of California, I write to extend my deepest gratitude for your invaluable assistance for our state during one of our greatest times of need. Emergencies have no borders, and the timely outpouring of support from Taiwan was profoundly appreciated by the people of Los Angeles and communities across the state of California.”

Los Angeles County Supervisor and Chairwoman Kathryn Barger also sent a letter thanking Taiwan for its partnership and assistance.

Southern California is home to one of the largest overseas Taiwanese communities, with many organizations actively contributing to wildfire relief efforts. Various groups have launched fundraising initiatives, donated essential supplies, and provided free accommodation to those displaced by the fires. These organizations include: Chinese Consolidated Benevolent Association of Los Angeles, Taiwan Center Foundation of Greater Los Angeles,

Report: Military service members pay more for car loans

Military borrowers pay higher costs and face greater financial risks than civilian borrowers when taking out credit to buy a car - according to a new report from the Consumer Financial Protection Bureau.

The report found service members tend to borrow larger sums, at higher interest rates over longer terms.

Rosemary Shahan, president of the Sacramentobased nonprofit Consumers for Auto Reliability and Safety, said yo-yo scams are common - where the victim signs an initial contract on good terms but then the dealer claims the financing fell through.

"And then they say, 'If you don't agree to sign this other contract where we're charging you for a lot of worthless add-ons you don't really want and a higher interest rate,'" said Shahan, "'then we'll report the vehicle stolen, and you'll be in trouble with your command, and it'll ruin your career.' "

The report finds many service members are young and far from family members who might help them negotiate a large purchase.

Last year under former President Joe Biden, the

Federal Trade Commission finalized the CARS rule, which would combat dishonest sales tactics. Automakers sued and last month a federal judge put it on hold.

Shahan said the CARS rule would require dealers to tell you the price up front before you even go to the lot.

"It also has additional protections for military

service members," said Shahan. "It prohibits car dealers from representing that they're somehow affiliated with the military, or have been approved by the military when that's not true, and would also require them to be more honest about the price of the add-ons and actually get your affirmative approval before adding them."

The Federal Trade Commission under the Trump administration will now have to decide whether to stand behind the rule and fight for it in court, or withdraw it.

Report: California students make modest improvements, but lag after pandemic

California's 5.8 million public school kids have made small gains in 4th grade math and reading since 2022.

They're still behind prepandemic levels, according to new data from the 2024 Nation's Report Card.

Peggy Carr is a commissioner with the National Center for Education Statistics. She said the good news is chronic absenteeism rates, which doubled during the pandemic, are dropping.

"So, some improvement

but not enough," said Carr.

"And this wouldn't be so worrisome if we had not found a consistent and strong correlation between absenteeism and student performance. You have to come to school to learn."

Schools in Los Angeles are a bright spot, with 4th-grade math scores

up 2% from 2019 levels. However, San Diego schools saw a 2% drop.

California students score slightly below the national average in 4th and 8th grade math and reading.

Martin West is vice chair of the National Assessment Governing Board. He noted

that fewer kids are reading for fun, and thinks the rise of screen-based childhood has big implications for education.

"I could actually imagine it being something that creates both declines at the bottom and at the same time accelerates students at the top,"

said West, "because screens can be a remarkable source of enrichment if you know how to use them right."

The report card shows there are still huge racial gaps. For example, in 4th grade math, Hispanic children make up 75% of kids who score below the 25th percentile.

69-year-old man charged with raping 93-year-old nonverbal bedridden woman with dementia

Phuong Hoang Khong, a 69-year-old caretaker has been charged with raping a bedridden 93-year-old woman who is nonverbal and suffers from dementia while he was supposed to be caring for her. Khong, of Anaheim, has been charged with one felony count of rape by force, one felony count of sexual penetration by a foreign object by force, one felony count of forcible oral copulation, and one felony count of elder abuse. He faces a maximum sentence of 75 years to life plus four years if convicted on all counts. On the morning of Jan. 6, 2025, Khong, who serves as a caretaker for the woman three times a week, is accused of arriving for his scheduled caretaking shift and covering the woman’s eyes with a medical mask before removing the woman’s diaper. He is accused of tightening medical restraints around the woman’s wrists before sexually assaulting her in her medical bed. Khong had a prior association to the woman.

Angels opt to extend lease at Angel Stadium of Anaheim through 2032

Angels Baseball is extending its lease at Angel Stadium of Anaheim through 2032. The Angels last week notified the city of Anaheim that they are exercising a three-year extension available to the team under its 1996 lease for the city-owned stadium. The extension is not the result of any long-term discussions between the team and the city, and there are no long-term lease or other talks underway. The extension is one of three three-year extensions available to the team under its lease, which runs through 2029, or potentially 2038 if all extensions are exercised. The Angels have the option of exercising extensions and notifying the city 12 months before Dec. 31, 2029, or earlier. The next extension would have to be exercised

12 months prior to December 2032, or by Dec. 31, 2031.

Fitch affirms AA+ rating of Riverside water system bonds

The bond rating firm Fitch Ratings affirmed the AA+ rating of the utility’s $202.8 million water revenue refunding bonds, $24.1 million variable rate refunding water revenue bonds at AA+/F1+ and classified RPU’s rating outlook as stable, city officials announced Monday. Fitch noted that RPU fulfills its water needs entirely through its plentiful groundwater supplies, but the utility also is well situated to handle emergency needs because of good relationships with the Western Municipal Water District and its parent Metropolitan Water District of Southern California. RPU’s groundwater supplies should be considered a “competitive advantage” in the region, according to Fitch, because other local utilities rely on imported water and as a result have more uncertainty.

Corona student found in possession of firearm

On Friday, a student on-campus at Centennial High School in Corona was found in possession of a handgun and ammunition. A Corona-Norco Unified School District (CNUSD) contracted vendor was conducting unannounced searches of the school campus using narcotic and contraband detection canines. A canine alerted on a student’s backpack and a search of the backpack revealed a handgun. The firearm was unloaded, but next to it was a loaded magazine. The Corona Police Department has full-time school resource officers at all high school campuses and an officer was onsite during the canine search. The officer arrested the student, called for additional resources, and they initiated a School Threat Assessment and Response (STAR) Protocol investigation. First 5, Public Health team up to give Ontario preschoolers free dental screenings

Did you know tooth decay is the most common chronic childhood disease in the U.S.? February is National Children’s Dental Health Month, and First 5 San Bernardino teamed up with the San Bernardino County Department of Public Health’s Smile SBC program to help families make dental care a priority for young children. The “Little Teeth, Big Responsibility” campaign kicked off on Jan. 30 at Hawthorne Elementary School in Ontario, where 48 preschoolers enjoyed free dental screenings, teeth brushing tips and a surprise visit from Potter the Otter. The annual campaign encourages parents and caregivers of young children to start good dental care habits early because healthy baby teeth form healthy adult teeth. This means establishing daily brushing routines, avoiding sugary drinks and taking their baby to the dentist by their first birthday or first tooth.

At 7:32 p.m., a robbery was reported in the 800 block of West Duarte. An investigation revealed the suspect punched the victim, stole the victim’s scooter and fled. This investigation is continuing.

At 8:01 p.m., a caller in a store in the 1600 block of South Mountain reported a shoplifting incident. Officers arrived and located the suspect nearby. A computer search revealed he had a warrant for his arrest. The suspect was arrested.

At 9:15 p.m., a victim in the 1100 block of Sesmas reported that his rental vehicle was vandalized. This investigation is continuing.

Jan. 31

At 12:47 a.m., officers patrolling the 100 block of East Olive made contact with a subject who displayed symptoms of being intoxicated. An investigation revealed she was too intoxicated to care for herself. She was arrested and transported to the MPD jail to be held for a sobering period.

At 3:35 p.m., multiple residents in the 200 block of West Greystone reported a male subject loitering in the neighborhood dressed inappropriately. Officers arrived to find the subject lying on the ground, partially on the street. When officers attempted to make contact, the subject walked away from them into the middle of the street. Officers determined he was a danger to himself. He

was transported to a medical facility for a mental evaluation.

At 7:06 p.m., a collision between a pedestrian and a vehicle was reported in the 200 block of South Mayflower. Officers arrived and determined the vehicle failed to yield to the pedestrian. The pedestrian sustained multiple injuries and was transported to a hospital for treatment. This investigation is continuing.

At 11 p.m., a caller reported a vandalism in progress was occurring in the 700 block of East Huntington. Officers arrived and attempted to make contact with the suspect and a foot pursuit ensued. The suspect was apprehended. He was arrested and taken into custody.

At 11:17 p.m. a caller in the 400 block of West Foothill reported gunfire. Officers arrived and determined a male juvenile suspect entered a store, shoplifted, fled, and fired a gun toward a store clerk who chased him into a parking lot. A vehicle in the lot was struck, but the driver was not injured. No injuries were reported. This investigation is continuing.

At 11:52 p.m., officers patrolling the area of El Nido and Foothill saw a vehicle traveling at a high rate of speed and attempted to conduct a traffic stop. The driver refused to stop and a pursuit ensued. The pursuit was terminated when speeds increased. An investigation revealed the vehicle was reported stolen. The vehicle continued to circle the area and eventually traveled in

the wrong direction towards an MPD vehicle, intentionally ramming an occupied MPD vehicle. The suspect vehicle was eventually disabled and he was apprehended. A computer search revealed he was on parole. He was arrested and taken into custody.

Feb. 1

At 9:04 a.m., a caller in the 700 block of West Huntington reported that an adult family member with a mental disability was missing. CHP was contacted to request an endangered missing advisory. This investigation is continuing.

At 8:12 p.m., officers were dispatched to the 100 block of East Central regarding a vehicle with juveniles drinking and driving erratically. Officers arrived and located the vehicle. The vehicle was occupied by two adult subjects and a juvenile subject. The occupants were in possession of a controlled substance. The adult occupants were arrested and taken into custody. The juvenile was cited and released to an adult.

Feb. 2

At 1:27 a.m., a theft was reported in the area of Mayflower and Parker. Officers arrived and made contact with the victim who reported two of his tires and rims were stolen from his vehicle. This investigation is continuing.

At 3:14 a.m., while patrolling the 600 block of South Myrtle an officer saw a subject in front of a closed restaurant. The officer made contact with the subject who was determined to be too intoxicated

to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.

At 2:29 p.m., officers were dispatched to the 300 block of South Myrtle regarding an intoxicated male subject. Officers arrived and made contact with the subject who was seen arguing with a female subject. A computer search revealed a court order restrained him from being near the female subject. He was arrested and taken into custody.

At 4:32 p.m., a traffic collision between a vehicle and multiple parked cars was reported on the 700 block of East Palm. Officers arrived and made contact with the driver who displayed symptoms of being under the influence. A DUI investigation revealed he was under the influence. The driver was arrested for driving under the influence and a passenger was arrested for public intoxication. They were both transported to the MPD jail to be held for a sobering period.

At 7:31 p.m., officers were dispatched to the 400 block of South Sunset regarding a trespassing female subject. Officers arrived and located the female subject. She was arrested and taken into custody.

At 11:21 p.m., while patrolling the 1800 block of South Mayflower an officer saw a vehicle commit a traffic violation. A traffic stop was conducted and the driver was contacted. The driver displayed symptoms of being under the influence. An investigation determined the driver

was under the influence. She was arrested and transported to the MPD jail to be held for a sobering period.

At 11:21 p.m., an officer patrolling the 100 block of West Huntington saw a vehicle commit a traffic violation. A traffic stop was conducted and the driver was contacted. The driver displayed symptoms of being under the influence. A DUI investigation revealed the driver was under the influence. He was arrested and transported to the MPD jail to be held for a sobering period.

Arcadia

Feb. 2

At approximately 2:06 a.m., an officer responded to the area of Baldwin Avenue and Duarte Road regarding a vehicle stopped on the center divider. Upon contacting the driver, the officer detected a strong odor of alcohol emitting from his breath. Through a preliminary alcohol screening test, the officer discovered the 35-year-old male from Rosemead was driving with a blood alcohol content of .173. He was arrested and transported to the Arcadia City Jail for booking.

Feb. 3

At approximately 10:08 a.m., an officer responded to a residence in the 200 block of Vaquero Road regarding an audible alarm activation. The officer discovered unidentified suspects broke through the front door and burglarized the home. The loss is unknown.

Feb. 4

At approximately 2:18 p.m., an officer responded to the intersection of East Colorado Boulevard and Second Avenue regarding a battery investigation. An investigation revealed a physical altercation occurred between a male and female resulting in injuries to the female victim. A records check revealed the male suspect was a felon and he was unlawfully in possession of a firearm. The male suspect was arrested and transported to the Arcadia City Jail for booking. The victim declined medical attention.

Feb. 5

At approximately 10:10 a.m., an officer responded to a residence in the 2400 block of South Baldwin Avenue regarding a fraud report. The victim discovered someone had fraudulently withdrawn funds from her account and a new account had been opened in the victim’s name without her permission.

Feb. 6

At approximately 1:55 p.m., officers responded to the intersection of Sunset Boulevard and Michillinda Avenue regarding a stolen vehicle in the area. The driver and passenger were arrested without issue, however, the 31-year-old male driver from Pasadena was in possession of a controlled substance, drug paraphernalia, and there was an outstanding warrant for his arrest. The driver and the 34-year-old female from Highland Park were arrested and transported to the Arcadia City Jail for booking.

With

'giving circles,' anyone can be a philanthropist

When Las Vegas resident Maureen Romitowas nearing retirement, she knew she wanted to give more money to good causes. But there were two problems. First, she was not wealthy: "I couldn't become who I think of as a typical philanthropist in the United States — someone with the last name of Gates or Buffett or Musk, somebody that makes a lot of money."

Second, it was hard to know who to give to. "There were so many different causes, so much need out there," she said. "If I give $25 to one group, and $50 to another, what difference am I making?"

Then she discovered giving circles: groups where members pool their donations and decide together where to allocate them, Reasons to be Cheerful reports. In 2012, inspired by similar efforts in Austin, Texas, Romito set up Impact Las Vegas, a giving circle for women who want to help their community. Members donate a minimum of $1,000 each year, which is pooled into one large grant. Local nonprofits apply, and members whittle them down to one lucky recipient. Last year, having grown to more than 100 members, Impact Las Vegas gave $113,000 to a nonprofit providing school supplies to children in need.

Giving in this way addresses several concerns. The impact of Romito's relatively small gift is multiplied, creating one large grant that can be "transformative" for the recipient. As a donor, she gets to hear about the difference it made, which is not usually possible with much smaller gifts. And choosing an area of focus draws on the combined knowledge and experience of the group.

"That's the wonderful thing — it's really based on the need we see in our own community, and it changes every year," she said.

As old as humanity

Giving circles are widespread — and growing.

Between 2017 and 2023, Philanthropy Together, a U.S. nonprofit that supports this movement, identified nearly 4,000 collective giving groups in the U.S., involving 370,000 people giving more than $3.1 billion. It expects this to double within the next five years.

While the modern American giving circle rose to prominence in the past few decades, the underlying concept is "as old as humanity," said Ilyasah N. Shabazz, who leads operations and communications at Philanthropy Together.

There are long traditions of mutual aid and solidarity among marginalized communities, and giving together occurs in many cultures — from "tandas" in Mexico to "gehs" in Korea and "sou sous" in West African countries.

"They have a different name, but it's the same core principle of collective giving and collective generosity," Shabazz said.

Today's giving circles vary widely. Some involve groups of friends; others are more formalized, with hundreds of members. Some focus on a locality; others are united by identity, such as the group of Black philanthropists supporting Blackled nonprofits, of which Shabazz is a member. Some require significant outlay, but many set the bar much lower — like the Cornwall Women's Fund in the U.K., whose members need only commit to £10 per month.

What they all do is challenge conventional notions of what it means to be a philanthropist.

"When we talk about philanthropy, we think of the big tech billionaire — that kind of world," said Emma Beeston, a U.K.-based philanthropy advisor who set up a giving circle in her hometown, the Bath Women's Fund. "I think the joy of giving circles is they counter that: It's not just one person saving the planet, it's actually in our communities. How do we come together to make

things better? How do we do that with relatively modest sums that lots of people have access to?"

Giving circles may also offer safety in numbers, Beeston said — because getting into philanthropy can attract scrutiny and even criticism. And they remove the need to be an expert in any particular area, since members commit to learning together. Indeed, many of those joining giving circles are new to philanthropy. With generosity apparently declining in both the U.S. and the U.K., encouraging these newcomers may be more important than ever.

Neglected causes

The LA Latino Giving Circle invests in grassroots, Latino-led organizations in Los Angeles that address racial disparities and inequality. Among its members is 33-year-old Steven Almazan, whose parents immigrated from Mexico, and whose own education was supported by Latino professionals.

"This is my way of giving back," he said.

Anyone able to donate $1,000 annually can join, and much of Almazan's work in encouraging new members involves "demystifying" the concept of philanthropy.

"We want to be clear that anyone can be considered a philanthropist, no matter their wealth," he explained. "This is philanthropy for the people, by the people, and there's something beautiful about that."

That approach also influences who gets funded. Less than 1% of U.S. philanthropic money goes to Latino communities, Almazan pointed out.

"So, we've developed this mantra: if traditional dollars are not going to Latino communities, then philanthropists like ourselves, from our community, are going to invest in Latino communities," he said.

Last year, the group gave nearly $40,000 to Somos Familia Valle, an LGBTQ+ organization working on racial, gender, and economic

justice.

The focus on causes overlooked by mainstream philanthropy is common among giving circles, according to research in 2023 by Philanthropy Together and others. Possibly connected to this, giving circles are particularly popular among demographics less represented in billionaire giving: 60% of the groups it studied were made up entirely of women, with donors of color making up a "substantial" proportion.

Schools of democracy

The benefits of giving circles go beyond hard cash: Members might offer time or expertise, too. The LA Latino Giving Circle also encourages civic engagement, for example, by facilitating discussions between its members and local policymakers.

Even discussions within groups may have wider benefits. Deciding which causes matter most is often tied to personal values, and there is rarely one right answer. Such decisions need to be made collectively — whether by consensus or majority vote — meaning giving circles are "schools of democracy," according to Philanthropy Together.

Shabazz said this is good both for "personal growth" and for wider society: "We're participating in a democratic process and flexing those skills."

Other benefits cited by

givers are the sense of belonging and community, as well as the chance to grow one's professional network. They may also feel a stronger sense of agency. In one study of Latino giving circles, 68% of members said they felt more confident about being able to change their community, and around three-quarters realized their voice mattered on social issues.

Challenges

Modern giving circles are not just popular in the U.S. China has seen momentum in the past decade. Singapore and Germany are also worth watching, Shabazz said. But the concept remains relatively unknown. A 2018 study identified just 65 giving circles in all of Europe; U.K. circles are still quite rare.

Nor are they always easy to run — not least because they rely heavily on volunteer time. It can be harder to attract members where people feel less connected to the place: Las Vegas, for instance, is a very transient city, Romito said.

And even though they're seen as more democratic than top-down models of philanthropy, giving circles aren't perfect. Women-only groups seem to prioritize certain causes, such as children's rights or health care, Romito noted, meaning things like culture or the environment get much less attention.

Nor are they immune to criticism. One giving circle recently faced backlash for what nonprofits described as an onerous and stressful application process that only resulted in one winner. Shabazz said that Philanthropy Together encourages giving circles to consider equity and justice throughout their processes.

For their biggest fans, the challenges are well worth it. Romito, now 70 years old, described the experience as "probably one of the most rewarding things I've ever done." That's partly because she has been able to put her skills gleaned from a career in HR to good use, working on processes and organizational development.

But above all, she feels she is contributing in a meaningful way.

"It makes me feel so grateful that I have this way of making a difference in my community, when I don't have a ton of money," she said. "I do feel now like I may be related to Bill Gates or Warren Buffet. That's just as good."

What’s the biggest misunderstanding in the modern workplace? It’s that HR is your friend.

You’ve probably heard the rumors. HR is there to help you. If you’re having a problem with a coworker or your boss, you should call HR. They’ll sort it out for you. They’re there to help the little guy. HR will stick up for you.

Does this sound familiar? If so, your HR department has done a great job with their own PR. And, it makes sense. HR departments want you to feel comfortable with them. They also often help to facilitate things like company holiday parties. They help with responsibilities that almost feel paternal, such as helping with health insurance, performance reviews, and vacation.

But the truth of the

Career corner: HR is not your friend

matter is a little different. HR is there to protect the company. You heard that right. HR is responsible to protect the company, not the employees. And, in situations where the company is protecting an employee, it’s because they are hoping to protect the company from a potential lawsuit.

You heard me right. I know it can be shocking, but it’s true. So, how can this impact your job, and what should you do?

Many employees who are having a problem with a colleague or boss will turn to HR for help first. They’ll call at the first sign of trouble. HR will welcome the employee with open arms. The employee will feel comfortable to vent all of their frustrations about their boss.

The problem is, this can backfire fast. One minute, you feel like they're enlist-

ing the help of HR. The next minute, they've got their eye on you, and your boss isn't happy. I don't think I've ever heard of a situation where going to HR resulted in an improved situation with a boss. But, I've heard of many situations where someone was fired or pushed out shortly after talking to HR. On top of looking out for the company's best interest, HR is not made up of therapists. They're not there to help sort out personality differences.

Now, don't get me wrong. If you are being harassed or something illegal or dangerous is going on, HR may be the answer. But, for many other issues, they are not.

Rather than go to HR, you should start by trying to talk to the person directly. Although it can be hard, direct conversations can sometimes help to resolve problems and increase trust. If this doesn't work or is not an option, you may want to consider speaking to the person above your boss. Or, you may want to talk to someone else in a leadership

role. Sometimes, those in leadership can help you to navigate a tricky situation. I know work can be tough. I've been there. But, call a friend. Call a therapist. Call your mom. But, think hard before you call HR. They are not there to be your friend.

The PGA honor is traditionally a strong indicator of which film will win the best picture Oscar. Since the Academy of Motion Picture Arts and Sciences expanded from five to 10 nominees in 2010, only four films have won the best picture Oscar without first winning the PGA Award.

Last year, both honors went to "Oppenheimer."

This was the second time in two nights the comedy-drama about the beleaguered marriage between Anora (Mikey Madison), a sex worker, and Vanya Zakharov (Mark Eydelshteyn), the son of a Russian oligarch, won a best picture award. "Anora" also had won at Friday's Critics

Choice Awards.

The PGA's animated film winner was "The Wild Robot." It also won at the Critics Choice Awards.

On the small screen, "Shogun" took home the hardware for the drama series prize. The comedy winner was "Hacks." Both also won at the Critics Choice Awards.

The 36th annual Producers Guild Awards was presented at the Fairmont Century Plaza in Century City. The guild previously partnered with the Entertainment Community Fund to establish a relief fund for producers of film, television and emerging media impacted by the Los Angeles-area wildfires. A portion of proceeds from the PGA Awards will also be donated to the fund.

California lawmakers look to block ICE near schools, advocates sound the alarm

Californiastate lawmakers are taking action to enact safeguards against federal immigration enforcement.

Last year, state Sen. Lena Gonzalez, D-Long Beach, introduced Senate Bill 48, which would block immigration enforcement from happening near schools. It would also seek to keep California's status as a sanctuary state, which also is one of the things on President Donald Trump's chopping block.

Data show that more than 1 million U.S. citizen children in the state live with at least one undocumented family member.

Kristin Rowe-Finkbeiner, executive director and CEO of the social welfare group MomsRising, said they're hearing from folks and students around the country who say Trump's directives are inciting fear in children and families that could have

short- and long-term consequences.

"A terrified child in a classroom full of fearful children can't learn or thrive, and that creating a climate of fear at schools harms every child," she said. "We will demand that our government acts humanely and with compassion."

Rowe-Finkbeiner said her organization has successfully worked with teachers to defeat book bans as well as supporting the need for civil and LGBTQ+ rights education in schools. She said this immigration fight will be no different.

California Attorney General Rob Bonta recently issued guidance to students and educators. He wants to remind people that all children, regardless of immigration status, have the right to equal access to education -which, through the Family and Education Rights and

Gaby Pacheco, president and CEO of TheDream.US, a national scholarship fund for undocumented students, said the stress children are facing today is "unimaginable." She added that the constant threats of raids at schools and the scare tactics being used are horrifying and inhumane, but added that now is not the time for people to back down.

"Immigrants are the easiest group to blame, the last ones to (get) help and the first to be discarded," she said. "We've seen it time and time again, and yet our children -our immigrant childrencontinue to dream."

Trump's border czar, Tom Homan, has said that any potential raids on schools would be assessed on a "case-by-case basis," and determined based on national security or public safety threats.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MONROVIA, CALIFORNIA AMENDING TITLE 17 (ZONING) OF THE MONROVIA MUNICIPAL CODE PERTAINING TO ACCESSORY DWELLING UNITS AND JUNIOR ACCESSORY DWELLING UNITS TO COMPLY WITH RECENT CHANGES TO STATE LAW, AND FINDING THE ORDINANCE TO BE EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT

This is a summary of the above entitled Ordinance of the City of Monrovia, which was read by title only and introduced by the Monrovia City Council at its regular meeting on January 21, 2025 by a vote of 5 in favor (Becky Shevlin, Larry Spicer, Dr. Tamala Kelly, Sergio Jimenez, and Edward Belden) and 0 opposed. The Ordinance was adopted by City Council on February 4, 2025 at 7:30 p.m. in the City Council Chambers, 415 South Ivy Avenue, Monrovia, California. This summary has been prepared and published in accordance with the requirements of Government Code Section 36933.

The State Legislature enacted another series of housing bills that collectively amended State law regarding accessory dwelling units (“ADUs”) and junior accessory dwelling units (“JADUs”). The overall intent of those bills was to increase potential ADU development on residential lots by further reducing local barriers and streamlining the ministerial review process. In order to comply with State law, the proposed Ordinance updates the City’s existing regulations pertaining to ADUs and JADUs.

PROJECTDESCRIPTION: The Applicant is requesting approval to construct three (3) residential units attachedgarages, retaining walls and a newdebris basin overa 7.8 acre parcel, which will be further into fourlots,one parcelfor each unitand one forthedebrisbasin. To facilitate theproposed development, the Project would remove the existing residence, outbuildings, and low dam and retention Access tothe Project would be provided bythe extension of the pre-existing private way that serves 343,347, and349 Highland Place.

A Tentative Parcel Map (TPM2024-0001) is required for the subdivision of the project site into four lots. A Conditional Use Permit (CUP2025-0001) is required for the use of a pre-existing private way for new Lots 1, 2, and 3. A Minor Determination (MIND2025-0001) is required to ensure the use of the preexisting private way is consistent with Monrovia Municipal Code Section 16.08.135 with respect to the number of total lots a pre-existing driveway will serve. Lastly, multiple Exceptions (ME2025-0003 and ME2025-0004) and Administrative Changes (SP2025-0001) to the Madison Specific Plan – “C Modified” development standards are proposed to address development constraints, such as topography and native vegetation that is unique to the project site, in order to reduce grading impacts and the overall project footprint. Specifically, the following yard/setback exceptions from residential development standards and administrative changes are requested.

•An Exception to allow less than a 35-foot front yard setback on Lot 4;

•An Exception to allow less than a 25-foot west side yard setback on Lots 2 and 3;

•An Exception to allow less than a 25-foot east side yard setback on Lots 3 and 4;

• An Administrative Change to allow a minimum lot width of less than 150 feet on Lots 2, 3, and 4;

• An Administrative Change to allow a reduction in the minimum building separation requirement of 90 feet on Lots 2, 3, and 4;

• An Administrative Change to allow a walled trash enclosure outside of the front yard setback

Specifically, Ordinance No. 2025-01 amends Section 17.44.005 of the Monrovia Municipal Code to update its provisions in compliance with State law regarding when a proposed ADU or JADU meets the State-mandated minimum development standards (“Streamlined Permit Process”), or the City’s local development standards (“Alternative Local Standards”).

The proposed Ordinance also includes updates to the number of units allowed on a lot with a single-family dwelling structure or a multi-family dwelling structure. In addition, as part of the Alternative Local Standards requirements, Ordinance No. 2025-01 contains updated objective design standards to require architectural consistency between an ADU and an existing or proposed primary dwelling.

Ordinance No. 2025-01 also amends the definition of “Apartment, Efficiency” in Section 17.04.080 of the Monrovia Municipal Code to reduce the minimum unit size from 220 square feet to 150 square feet to comply with State law.

The proposed Ordinance is exempt from the California Environmental Quality Act (“CEQA”) because the Ordinance implements the provisions of Chapter 13 of Division 1 of Title 7 of the Government Code and is therefore exempt from CEQA pursuant to Public Resources Code Section 21080.17.

LA County DA, state legislators seek crackdown on fire looting

Aproposedstate law seeks tougher penalties for looting and crimes in fire zones, lawmakers and Los Angeles County District Attorney Nathan Hochman announced Monday.

Assembly Bill 469 if approved would also enable law enforcement officers to crack down on looting and the impersonation of emergency personnel during wildfires and other emergencies, according to the governor's office.

The legislation, which would close existing loopholes that can hinder prosecution, is a response to recent crimes in mandatory evacuation areas and communities devastated in the Palisades and Eaton fires, officials said.

“From the very beginning of the Los Angeles County wildfires, I have made it clear: Our Office has zero tolerance for the despicable crimes of those seeking to exploit this crisis like looting, arson, price gouging, impersonating first responders, and financial scams," Hochman said in a statement. "We will arrest these criminals, then prosecute them, and then seek maximum sentences of prison or jail."

The bill would increase looting from a misdemeanor to a felony offense, according to the DA's office, and allow prosecutors to seek stronger penalties for looting and for impersonating emergency personnel such as peace officers, firefighters, emergency medical personnel, military personnel, utility workers and government offi-

cials; close loopholes in an effort to better protect damaged structures and vehicles in evacuation zones; make sure protections continue beyond the active disaster through the recovery and rebuilding process; and ensure looting suspects or alleged impersonators of emergency personnel are arrested, not issued citations and released.

“Individuals who put our firefighters at risk and prey on communities when they are at their most vulnerable must be held accountable," Assemblyman Jesse Gabriel, D-Encino, said in a statement. "Looters — particularly those who impersonate emergency personnel — create chaos and confusion, endanger residents and first responders, undermine public trust in evacuation orders, divert critical emergency resources, and victimize communities that already have suffered unimaginable harm. This legislation will provide law enforcement with better tools

to crack down on looting and impersonation and encourage criminals to think twice before engaging in such egregious conduct.”

Co-authors of the bill include Gabriel and Assembly members Jacqui Irwin, D-Thousand Oaks, Blanca Pacheco, D-Downey, Heath Flora, R-Ripon, and Greg Wallis, R-Bermuda Dunes.

Hochman hopes the legislation will "ensure that criminals who prey on the vulnerable at their lowest moments when they’ve lost everything face serious consequences. Here’s the warning: Commit these crimes at your own serious peril,” he said.

AB 469 was developed in consultation with firefighters and law enforcement professionals and drew support from the California Professional Firefighters, California District Attorneys Association, California Police Chiefs Association, LA County Sheriff Robert Luna, Ventura County District Attorney Eric Nasarenko and LA County Supervisor Kathryn Barger.

Debris removal

Debris removal at schools in Pacific Palisades was expected to start by the end of this week.

As of Monday, an EPA team of more than 1,300 personnel and 100 groups doing Phase 1 work has cleared 3,000 parcels of hazardous materials, according to Tara Fitzgerald, EPA Pacific Southwest incident commander.

The EPA's goal is to complete Phase 1 by Feb. 28. In order to meet that deadline, the agency will establish additional collections and staging areas for hazardous materials at a Will Rogers State Beach parking lot and the Altadena Golf Course, Fitzgerald said.

After hazardous materials are packaged and sorted, they are shipped to permitted facilities owned by the state, county or outof-state entities, Fitzgerald said. Landfills or recycling centers owned by municipalities are not accepting Phase 1 items.

Phase 2 materials are destined for facilities that receive approval from

CalRecycle or LA County, Swenson said. Concrete, wood and metal could be recycled.

The Corps of Engineers hires specialty contractors as needed for especially dangerous materials such as asbestos, Swenson added.

Officials said the corps and EPA are using several layers of plastic or other materials to seal hazardous substances, deep containers, specialized trucks and other measures to prevent hazardous materials from leaking or harming staging areas.

Supervisor Kathryn Barger was pleased with the progress of recovery efforts.

“The swift response and partnership of the U.S. Army Corps of Engineers is nothing short of herculean," Barger said in a statement Tuesday. "Since the fateful day the Eaton Fire ignited, the loss the community has suffered has seemed insurmountable at times. But, today is proof that progress and hope are alive. The launch

of the federally supported debris removal program is a testament to the results we can deliver when we work together.”

Gov. Gavin Newsom joined Barger and other local officials in Altadena on Tuesday to announce the start of Phase 2 recovery efforts.

“The new phase of debris removal that’s starting today marks a foundational step in helping Angelenos build back stronger," Newsom said in a statement. "I’m grateful to the state and federal workers who are clearing debris at recordpace so firestorm survivors can begin the rebuilding process as quickly and safely as possible.”

The Eaton and Palisades fires caused the deaths of 29 people, burned over 37,000 acres and destroyed more than 16,000 buildings, many of them homes. Preliminary estimates say the firestorm that began Jan. 7 amid fierce Santa Ana winds will be the costliest disaster in United States history.

OC supervisors approve settlement of 2 fire lawsuits with SoCal Edison

The Silverado Fire broke out about 6:45 a.m. Oct. 26, 2020, near Santiago and Silverado canyon roads and blackened about 12,466 acres. It led to evacuation orders for about 70,000 people in Irvine and about 9,500 in Lake Forest. Two firefighters were seriously

burned while battling the blaze.

The Coastal Fire broke out about 2:40 p.m. May 11,

Edison filed a preliminary report with the commission saying "it appears that a lashing wire that was attached to an underbuilt telecommunication line may have contacted (Edison's) overhead primary conduct,

2022, around Aliso and Wood Canyons Wilderness Park in Laguna Niguel, about a quarter-mile from the South Orange County Wastewater Authority Coastal Treatment Plant at 28303 Alicia Parkway, according to the

The blaze was fueled by wind and thick brush as it ascended a hillside into an upscale neighborhood of ocean-view homes worth millions of dollars.

The Coastal Fire scorched about 200 acres and consumed at least

20 homes and damaged another 11.

The Orange County Fire Authority and Cal Fire later cited an "unspecified electrical event involving an Edison power line" as the cause of that fire.

The lawsuit alleges "an electrical failure occurred

on (an Edison pole) that supported a 12KV distribution line; causing an arc that ignited susceptible ground vegetation and resulting in the Coastal Fire."

The lawsuit alleges Edison failed to maintain its "aging" electrical infrastructure and clear away brush.

Pasadena foundation provides $450K to nonprofits for fire recovery

Asecond round of Eaton Fire Relief & Recovery Fund grants from the Pasadena Community Foundation provided a combined $450,000 to 18 nonprofit and church organizations in Altadena and Pasadena, the foundation announced last week.

The Eaton Fire fund was created Jan. 8 and so far has raised $12 million, according to the foundation, which has distributed nearly $1 million to 38 Altadena and Pasadena nonprofits.

“This second round of PCF’s fire relief funding derives from our broad and deep engagement the community over the last month," the foundation's Director of Community Impact Jeannine Bogaard said in a statement. "PCF board and staff members have had constant conversations with impacted community members while also attending numerous meetings and community gatherings to stay informed of evolving needs. We are grateful to learn from the incredible 'on-the-ground' work taking place. PCF’s close relationships with civic, community, and nonprofit leaders will continue to inform subsequent funding in the months to come."

The second round of funding had an emphasis on organizations that serve older adults who often face unique challenges in a disaster's aftermath, according to the foundation. Six organizations received grant funding: Convalescent Aid Society, Huntington Hospital's Senior Care Network, Pasadena Village, Pacific Clinics, Pasadena Senior Center and Pasadena Meals on Wheels. These 12 organizations received funding to address urgent needs, foundation officials said: YWCA San Gabriel Valley, Altadena Rotary Charities, First African Methodist Episcopal Church, Beacon Housing, College Access Plan,

Friends in Deed, Harambee Ministries, New Revelation Baptist Church, Pasadena Audubon Society, Stars, Victory Bible Church and Villa Esperanza.

More than 4,000 individual donors and substantial support from local and national foundations and corporations have enabled PCF to move resources into the devastated community quickly, foundation officials said.

"However, our community’s needs are immense and will be ongoing for months into years," according to the statement.

On Jan. 17 the foundation provided grants totaling $533,000 to 20 local nonprofits: Altadena Library Foundation, Boys & Girls Club of Pasadena, Casa Treatment Center, Door of Hope, Families Forward Learning Center, Five Acres, Flintridge Center, Foothill Family, Foothill Unity, Impact House, Learning Works, Mentoring & Partnership for Youth Development, My Tribe Rise, National Day Laborers Organizing Network, Pasadena/Altadena Coalition of Transformative Leaders, Pasadena Humane, Pasadena Village, Shepherd’s Door, St. Vincent de

Paul at St. Elizabeth Church and Young & Healthy.

In a statement following the first round of grants, PCF President and CEO Jennifer DeVoll said the foundation "will work to unlock government resources and engage local input and expertise to preserve the diversity and beauty of Altadena. We also want to help ensure that generational Black and Latino families can rebuild their homes and their lives, that the creative and artistic community can thrive, and that small businesses can reopen."

The foundation is continuing to accept donations to the Eaton Fire fund via its website.

The wildfire that started in Eaton Canyon on Jan. 7 amid fierce winds burned for over three weeks, caused 17 deaths, scorched over 14,000 acres and destroyed or damaged nearly 10,500 structures, according to Cal Fire.

Over 100,000 residents had to evacuate, according to published reports.

The Eaton Fire's cause remained under investigation. Several lawsuits allege Southern California Edison equipment sparked the inferno.

This modification is shown in the full text of the ordinance and exhibits on file in the City Clerk’s Office. Ordinance No. 7442 shall take effect 30 days from its publication.”

SECTION 4 Pasadena Municipal Code, Title 17 (Zoning Code), Article 3, 17.30, Section 17.30.020, Figure CDSP -1 of the Zoning Code is amended to the parcel at 260 North Oakland Avenue from the PS zone to the CD-RM-87 follows:

The official Zoning Map of the City of Pasadena adopted and incorporated by reference into Pasadena Municipal Code Section 17.20.020 is amended to reclassify the parcel at 260 North Oakland Avenue from the PS zone to the CD-RM-87, as shown in Exhibit 1, attached hereto and incorporated herein by reference.

SECTION 3. The Central District Specific Plan is amended to reclassify the newly created parcel at 260 North Oakland Avenue from the PS zone to the CD-RM-87 zone, as shown on Exhibit 2, attached hereto and incorporated herein by reference.

In 1942 President Franklin D. Roosevelt issued an executive order that gave the U.S. army authority to compel 120,000 Japanese Americans believed to be security risks to sell their homes and dispose of their possessions and send them to ten concentration camps across the country.

This internment of Japanese American men, women and children — one of the darkest moments in U.S. history — is the topic of an opera called “The Camp.” It will make its world premiere on Feb. 22 with additional performances Feb. 23 and March 1 and 2 at the Japanese American Cultural & Community Center, which is within blocks of where 83 years ago families were loaded on buses in downtown Los Angeles and sent to the camps.

The opera tells the moving story of the Shimono family, Japanese Americans forcibly removed from their suburban home in Southern California. After Mas, a fisherman and the head of the household, is arrested by the FBI on suspicion of espionage, the family is reunited in a desolate incarceration camp. As the family struggles to survive the emotional and physical toll of their wrongful imprisonment, this poignant, new opera illuminates the remarkable strength of familial bonds and the power of collective resistance in the face of injustice. is a collaboration between librettist Lionelle Hamanaka, composer Daniel Kessner and director Diana Wyenn. It features an intergenerational cast of 11 singers and a 22-member orchestra led by conductor Steven F. Hofer.

Speaking by phone just two weeks after the Palisades and Eaton fires, New Yorkbased Lionelle Hamanaka preceded the interview by thoughtfully inquiring after the author's safety and wellbeing. She then likened the displacement the fires caused with what happened during World War II.

“I was looking at the population of the U.S. in 1945 compared to today,” Hamanaka said. “In 2020 the U.S. population was 329 million, in 1945 it was 139 million; 120,000 Japanese Americans were displaced in 1942 because they were incarcerated and today about 200,000 California — specifically LA area — residents were evacuated because of the fires. A slightly higher percentage was displaced in 1942 than from the fire. Sixty percent of the residents lost their property or had to sell it in a week. I think the Japanese American population has in its collective memory a comparable tragedy to the one in California. It’s a horrible thing that it happened at all.”

Hamanaka, a sansei whose parents were incarcerated at the Arkansas Jerome War Relocation Center, wasn’t born yet during World War II. Her mother was in her late

Johnson also emphasized the importance of protecting residents from displacement and making sure families are treated fairly during the process of recovering from the disaster.

Like many people who endured the horrors of the Japanese American internment, her parents didn’t tell her or her siblings about their experience.

“I found out at 12 years old through my social studies teacher in class," Hamanaka recalled.

"Most Japanese Americans didn’t tell their kids because they didn’t want them to be burdened with a negative selfimage.”

Hamanaka went to the Japanese American National Museum to get the records about the camp where her parents, half-brother and half-sister were imprisoned. “The Camp” integrates people’s experience from the various camps and the stories she had heard and read.

Prior to writing this opera, Hamanaka has had exposure to people’s work related to the concentration camps.

She explained, “I’ve read important works of literature written about the camps, including a book called ‘No-No Boy’ by John Okada.

The topic has been covered in a musical on Broadway; I’ve seen George Takei’s ‘Allegiance.’ An opera will appeal to a different audience. I think all segments of the population should be exposed to our history but nobody knows that history unless it’s available.”

“The Camp” is a passion project for Hamanaka and the others involved in it. She stated, “I used to be a jazz singer and now I’m a playwright. I think when you’re an artist, you feel it’s necessary to express yourself. In the United States there’s no support for artists, therefore, there has to be a pretty compelling reason.”

“I think culture is a decisive factor in determining consciousness. Because as human beings, we have words and we are able to tell stories. I’m a minority woman and I live in the 20th and 21st century. I’m Japanese American and we went through this experience — it’s a pivotal part of my life. Otherwise I wouldn’t

have written these works that I have already done. We live in a segregated society and world; we’re divided nationally according to class and race. Within our country we’re segregated according to nationalities and generations, and so forth,” Hamanaka expounded.

“Culture is a way of people seeking understanding and education, of ending segregation, of having compassion and all of the virtues that are described in all religious work and oral literature from the beginning of time,” Hamanaka continued. “Therefore, it’s a need; it’s part of our identity as a species.

“Because when there’s no understanding, when there’s segregation, when

there’s class, national, racial, and sexual antagonism, we wind up killing each other. It’s like the teachers used to say — use your words. I used to use music and now I’m using words. I was very lucky to meet Daniel Kessner on Facebook and do this project with such an acclaimed composer.”

Hamanaka concluded, “I hope to some small extent I reflect the character of my people in that struggle and the struggle against racism in this country. Because we’re under attack right now and we need to have a big united front. If even one person or child who sees and hears the opera decides they’re going to do something and not be afraid, it is a victory.”

“As families mourn, the last thing they need is greedy speculators taking advantage of their pain," Newsom said in a statement announcing

his Jan. 14 executive order. "I have heard first-hand from community members and victims who have received unsolicited and predatory offers from speculators offering cash far below market value — some while their homes were burning. We will not allow greedy developers to rip off these working-class communities at a time when they need more support than ever before."

The governor's office noted that "Altadena, a working-class neighborhood that has been especially hard hit by the Eaton Fire" is vulnerable to "undermarket offers by opportunistic investors ... (that) threaten the character and vibrancy of the community." Land speculators also "could displace and endanger vulnerable residents who have long ties and investments in the community," officials said.
