Riverside officials, developer negotiating Northside project

Riverside city officials and developer Adrenaline Sports Resorts Collaborative are negotiating a deal to transform a portion of the Northside neighborhood with a recreational adventure park, hotel and conference center, new housing, a grocery store and restaurants.

The City Council voted 7-0 on Feb. 25 to negotiate exclusively with ASR Collaborative.

The developer has at least six months to work with city officials to acquire 126 acres of city-owned property north of Highway 60 to create the Riverside Adventure Center along with a mixed-use development consisting of housing, commercial and retail space.

Officials said ASR's proposal is in line with the goals of the city's 2020 Northside Specific Plan. During the negotiating period the parties will hash out a binding agreement on price, sale terms, performance measures and key milestones.

“This project has the potential to transform the Northside, honoring the wishes of the neighborhood while expanding our recreational opportunities for

all residents of Riverside,”

Mayor Patricia Lock Dawson said in a statement. “The combination of a lushly developed and free park with discounted fee-based adventure sports offers a new level of parks amenities in Riverside.”

ASR has committed to pay fair market value for the land and does not require city funds for the park construction, officials said.

The developer's operational team members have extensive experience delivering public and private projects and designing programming for the U.S. National White-

water Center in Charlotte, North Carolina, Riversport in Oklahoma City, and Montgomery Whitewater in Alabama.

The ASR Collaborative is a partnership with Riverside-based Overland Development Company. The group has proposed $200 million to build "an 85-acre Riverside Adventure Center, with a heavily landscaped public park that connects to the existing Reid Park, biking, hiking, trails, climbing, play areas and open space, all for free," according to a

city statement. "For a fee, visitors could visit worldclass aquatic recreation facilities, including a whitewater rafting course, a wave lagoon with a surf park and boathouse, zip-line and rope courses, sport climbing walls and an amphitheater. Riverside residents would get discounts."

The proposal also includes a Northside Village Center with a 45,000-squarefoot grocery store, restaurants and retail shops on 41 acres to the south of the project area; a four-story,

Riverside County operation distributes resources to unhoused Indio, Mecca residents

Riverside County Code Enforcement participated in a multi-agency operation that distributed resources to more than 25 unhoused people in Indio and Mecca, officials said Friday.

The operation, split between different encampments, gave clothing, housing, food stamps and Medi-Cal resources to people at Landfill Road and Dillon Road in unincorporated Indio, under the bridge at 66th Avenue Bypass, and Coahuilla and Third Street in Mecca, according to a county statement.

Units from Riverside County Behavioral Health the Department of Public Social Services were also involved.

Revamp of Seccombe Lake Park underway in San Bernardino

The $13.8 million renovation of San Bernardino's Seccombe Lake Park got started Monday, city officials announced.

The planned extensive revamp of the 44-acre park requires its closure for about a year.

“This will be a complete revitalization of one of the crown jewels of our park system,” Interim Parks and Recreation Director Ernesto Salinas said in a statement.

The project will install new amenities and restore existing infrastructure. Major upgrades planned for the city’s second-largest park include the restoration of the signature lake, new landscaping and irrigation, renovation of the gazebo and basketball courts, new lighting, concrete walking paths, restoration of the island in the middle of the

Palm Springs airport releases 2024 data, sets monthly record

Palm Springs International Airport officials Wednesday published their 2024 annual report, detailing traveler statistics and flight benchmarks throughout the year, which included the busiest month in airport history.

The airport hosted 3.23 million total passengers on approximately 32,000 flights last year, according to the report. March was the highest-volume month ever recorded, with more than 470,000 travelers.

The airport maintained nine year-round airlines and four additional seasonal airlines serving more than 300 one-stop destinations combined. Among the new routes added in 2024 were Frontier Airlines' year-round service to Denver, United Airlines' daily flights to Washington, D.C., Porter Airlines' trips to Toronto and Delta Air Lines' seasonal

Troutes to New York.

Several new shops and concessions, from restaurants to souvenir stands, were also mentioned in the recap, as well as water bottle refill stations and new signage. The report

also highlighted operations to rehabilitate gates and taxiways, in addition to a number of sustainability initiatives.

Also highlighted in the report were details about the Master Plan approved by City

Council in January, a multiyear project adding features including new gates, a rental car center and an expanded baggage claim.

Riverside County board OKs allocation of prior fiscal year funds for sheriff's project

he Board of Supervisors last week approved disbursingroughly $3.3 million to the Riverside County Sheriff's Department in support of a "modernization project" that will entail a makeover of the Ben Clark Public Safety Training Center in Riverside.

In a 5-0 vote without comment on Feb. 25, the board authorized release of the funds, consisting of unspent allocations from the sheriff's budget at the end of the 2023-24 fiscal year.

The Ben Clark Public Safety Training Center Modernization Project has been in the planning stage for the last year, after the board hired Riverside-based Griffin Swinerton LLC to conduct a "needs assessment" to identify the best

way to move forward with making upgrades and modifications to the 400-acre campus.

The consulting firm has engaged sheriff's personnel, Cal Fire, the Riverside Community College District, Department of Code Enforcement, California Highway Patrol and other local, state and federal entities to gain insights.

The training center hosts agencies within and outside the county.

When the proposed redo of the site was initially brought before the board in January 2024, thenSupervisor Kevin Jeffries pointed out that the campus remained largely composed of trailers and some "stickbuilt" buildings that serve as classrooms and other

components of the grounds. He said the vision for the facility was quite different when it opened in the 1990s on land that the U.S. Department of Defense turned over for civilian use after March Air Force Base was converted to March Air Reserve Base.

A timetable for the modernization project has not been published.

"Anora" was the big winner at Sunday night's 97th Academy Awards, capturing five Oscars from among its six nominations, including best picture, best actress and best director.

The Brooklyn-set comedydrama about the beleaguered marriage of a sex worker and the son of a Russian oligarch garnered the best actress award for star Mikey Madison as well as director honors for Sean Baker. "Anora" also delivered Oscars to Baker for original screenplay and film editing.

Meanwhile, "The Brutalist" won three Oscars, including one for Adrien Brody for best actor. The film also took trophies for cinematography and original score.

The award for best supporting actor went to Kieran Culkin for "A Real Pain," while Zoe Saldaña took the Oscar for best supporting actress for "Emília Pérez" — capping a streak in which those two basically ran the table in award shows.

Conan O'Brien made his debut as Oscar host at the ceremonies, which were at the Dolby Theatre in Hollywood.

"Emília Pérez" went into the evening with a leading 13 nominations and won two trophies — Saldaña's best supporting actress award, plus best original song, "El Mal."

"Wicked," which, like "The Brutalist" went into the night with 10 nominations, joined "Dune: Part 2" as the only other multiple winner Sunday.

The "Wizard of Oz"themed musical "Wicked" captured Oscars for costume design and production design, while "Dune: Part Two" won for sound and visual effects.

"Conclave," the papal thriller that entered the evening with eight nominations, took one Oscar — for adapted screenplay. "A Complete Unknown," the Bob Dylan biopic starring Timothée Chalamet, also took eight nominations into the night — but was shut out Sunday.

"Anora" was hardly a surprise, as the film had won last month's Producers Guild Award, traditionally a strong indicator of which movie will win the best picture Oscar.

Since the Academy of Motion Picture Arts and Sciences expanded the best picture category from five to 10 nominees in 2010, only four films have won the best picture Oscar without first winning the PGA Award.

"Anora" had also won the best picture awards at this year's Critics Choice and Film Independent Spirit awards.

"I want to thank the academy for recognizing a truly independent film," Baker, also a producer of "Anora," said in accepting the glamour trophy of the night for his $6 million production.

"This film was made on the blood, sweat and tears of incredible indie artists, and long live independent film, yeah!"

Chalamet's upset bid in the best actor category, following Chalamet's surprise win at the SAG Awards last week for his role in "A Complete Unknown." The SAGs — voted on by actors — are usually a solid indicator of who wins in the acting categories on Oscar night, with actors making up the bulk of Oscar voters.

Culkin's win in the best supporting actor category — his first career Oscar — capped his sweep of Hollywood's awards season after he also captured honors at the Golden Globes, SAG Awards, Critics Choice Awards and Film Independent Spirit Awards, as well as the BAFTAs.

He said he felt an immediate connection with co-star Jesse Eisenberg's script, which follows a pair of cousins touring Poland and exploring Jewish heritage in honor of their grandmother.

Brody captured his second career Oscar, following his best actor win in "The Pianist" in 2002 at age 29, which made him the youngest Academy Award winner in that category. Sunday, the now 51-year-old made mention during his acceptance speech of how acting is "a very fragile profession."

"It looks very glamorous and in certain moments it is," Brody said, "but the one thing that I've gained having the privilege to come back here is to have some perspective. And no matter where you are in your career, no matter what you've accomplished, it can all go away, and I think what makes this night most special is the awareness of that."

"The Brutalist" centers on a Holocaust survivor chasing the American dream in post-war U.S., and Brody said the role enabled him to "represent the lingering traumas and the repercussions of war and systematic oppression, and of anti-Semitism and racism, and of othering."

Brody had also won best actor honors at the Golden Globes, Critics Choice and British BAFTA Awards. His Oscar on Sunday denied

"Emilia Pérez," with its 13 nominations, went into the evening as the most-nominated non-English-language film in Academy Awards history, topping 2000's "Crouching Tiger, Hidden Dragon" and 2018's "Roma," which each got 10 nods. Included in "Pérez's" nomination haul was a nod for international feature film, but it lost out Sunday to "I'm Still Here," from Brazil.

"Pérez" — which tells the story of a drug cartel leader played by Gascón who hires a lawyer to help fake her death so she can transition to a woman — also garnered Gascón a nomination for best actress, making her the first openly transgender woman nominated for an Academy Award.

But her loss Sunday had been widely expected, following a post- nomination scandal in which old social-media posts surfaced in which she denigrated Islam and George Floyd, among other objectionable comments. Gascón has since apologized for the now-deleted posts, but the scandal was widely believed to have torpedoed her chances for award-season recognition.

In addition, Netflix, the film's distributor, distanced itself from Gascón for the film's Oscar campaign, and the star was notably absent from other recent awards ceremonies. She did attend Sunday's Oscars, but was shown on television only briefly, during O'Brien's opening monologue.

During that monologue, O'Brien addressed the Gascón issue head-on, joking that the "F-word" was used 479 times in "Anora" — and "that's three more than the record set by Karla Sofía Gascón's publicist."

He received two Oscars, and more importantly he won the hearts of film lovers all over the world."

"Gene always said, 'I don't think about legacy. I just hope people remember me as someone who tried to do good work,'" Freeman added. "So I think I speak for us all when I say, Gene, you will be remembered for that and for

Later, Oprah Winfrey and Whoopi Goldberg jointly paid tribute to the late composer and seven-time Oscar nominee Quincy Jones, with Goldberg saying, "When we're talking about Black excellence, we're talking about Quincy," and calling him "a true American legend." Added Winfrey: "Quincy was love, lived out loud in human form. And he poured that love into others."

Feb. 19

At 9:04 a.m., officers were dispatched to the 3300 block of Peck regarding an unknown disturbance. Officers arrived and made contact with two subjects. An investigation revealed the subjects were involved in an altercation that turned physical when one of the subjects’ grabbed a tool and struck the victim in the face causing a traumatic injury. He was arrested and taken into custody.

At 9:09 a.m., a victim in the 100 block of W. Huntington reported his vehicle had been broken into. Property was stolen, including a handgun. This investigation is continuing.

At 4:15 p.m., an employee from a business in the area of Mayflower and Colorado reported that someone attempted to steal copper wire from a light pole. This investigation is continuing.

Feb. 20

At 7:53 a.m., officers responded to a call in the 200 block of W. Duarte regarding a Nissan Rogue that was involved in a traffic collision on the freeway. The vehicle exited the freeway in our city. Officers located the vehicle and detained the female until CHP officers could arrive. The female was arrested for Driving Under the Influence.

At 11:08 a.m., a resident in the 200 block of Valle Vista, called to report a female at the location who was yelling at him and had just hit him in the face. Officers

responded to the location and after speaking with both subjects determined they are living together and in a dating relationship. The female was arrested and taken into custody.

At 2:05 p.m., an officer was patrolling the area of Royal Oaks and Mountain, when he witnessed a bicyclist commit a traffic violation. He initiated a traffic stop on the bicyclist. The subject got off his bike and when the officer approached him, he pulled something out of his pocket and tossed it away. The officer asked him what that was and he admitted it was methamphetamine, he also had a glass pipe for smoking the narcotics on him. The subject was arrested.

At 11:50 p.m., officers responded to the 1200 block of S. Myrtle regarding a report of individuals in a parked vehicle possibly using nitrous oxide. Upon arrival, officers contacted subjects inside the vehicle. A search of the vehicle revealed evidence of nitrous oxide use. The subject in possession of a nitrous oxide tank was arrested.

Feb. 21

At 12:33 a.m., officers responded to a call in the 300 block of Genoa regarding a report of a husband who had cut himself with glass shards from a bottle. Upon arrival, officers detained the subject, who was bleeding profusely from his hands. After further investigation, it was discovered he battered his wife earlier in the week. He was placed on a mental evaluation hold

and transported to a local hospital for treatment. An Emergency Protective Order was obtained protecting the wife. Domestic battery charges will be sought.

At 1:30 p.m., officers responded to a call regarding a traffic collision that occurred in the parking lot in the 900 block of W. Duarte. One of the parties fled the scene. This investigation is continuing.

At 2:48 p.m., officers were dispatched to the area of Primrose and Huntington, where a traffic collision occurred. One of the parties fled the scene. This investigation is continuing.

At 5:55 p.m., officers responded to a residential burglary in the 500 block of W.Walnut. The investigation revealed two suspects gained entry through a window after removing a screen. The residence was ransacked, but the victim was unable to determine if anything was missing. The burglary occurred between 1:00 p.m. and 2:41 p.m. This investigation is continuing.

At 7:15 p.m., an officer attempted to stop a white Toyota Tacoma after it ran a red light southbound on Mountain at Huntington. The driver failed to yield, initiating a pursuit. The vehicle eventually stopped, the driver exited and fled on foot. A containment was established and the airship assisted, but the suspect was not located. This investigation is continuing.

Feb. 22

At 1:19 a.m., an officer

patrolling a closed park in the 700 block of E. Lemon, contacted a subject found camping in an encampment. The subject was arrested for violating a municipal code by being in the park after hours.

At 1:28 a.m., officers responded to the 300 block of W. Lime regarding reports of an unknown male knocking on a resident’s door. Upon arrival, officers contacted three males in the area. One subject was found to have a $30,000 warrant out of Pasadena Police Department for Assault with a Deadly Weapon and was arrested. Another subject was arrested for public intoxication.

At 2:18 a.m., an officer patrolling the 500 block of W. Duarte recognized a subject wanted in a Monrovia domestic violence case. The officer arrested the subject for the outstanding felony charge.

At 2:35 a.m., officers responded to a vandalism report in the 100 block of Stedman. The reporting party stated she had been in an argument with her boyfriend, who then damaged the exterior of her vehicle by kicking it repeatedly. Officers confirmed the damage, located the suspect, and arrested him for felony vandalism.

At 10:28 a.m., officers were dispatched to a business in the 1500 block of S. Myrtle regarding a driver at the location who was asleep behind the wheel. Officers contacted the subject and found him to be acting very suspicious. After additional questioning, the subject put the vehicle in drive and sped off away from officers. The subject drove up the freeway off-ramp, driving the wrong way. Officers did not follow and the subject got away. This investigation is continuing.

At 1:13 p.m., officers were dispatched to the 100 block of N. Magnolia to a family disturbance. Once on scene, it was determined that a domestic battery occurred. The suspect, known to have mental health issues, was having chest pains and needed to be mentally eval-

uated, he was transported to the hospital. Domestic battery charges will be sought.

At 4:28 p.m., officers responded to the 700 block of E. Huntington where employees reported a theft in progress at the business. Officers arrived and detained the female suspect. The stolen property was recovered and the female was arrested.

At 10:40 p.m., officers responded to a residence in the 100 block of W. Olive after a woman reported arriving home to find her husband on the floor stabbed and unresponsive. Officers arrived and located the victim deceased with a knife lodged in his neck. Evidence of a struggle was found inside the apartment. Monrovia Detectives responded to assist, and Los Angeles Sheriff’s Homicide ultimately assumed control of the investigation. This investigation is continuing.

Feb. 15

At approximately 12:48 p.m., an officer responded to the 800 block of Victoria Drive regarding a theft from vehicle report. Sometime between February 6 catalytic converter from their Honda Accord.

Feb. 16

At approximately 8:40 a.m., an officer responded to Home Liquor, located at 502 East Live Oak Avenue, regarding a commercial burglary incident. The business owner interrupted a lone male suspect attempting to break into the location. The suspect fled in a black SUV.

Feb. 17

At approximately 9:21 a.m., an officer responded to Chapman Funeral Homes, located at 51 East Huntington Drive, regarding a burglary report. Sometime during the weekend, an unknown suspect entered the business and stole a laptop and cremation necklaces. There were no signs of forced entry, so the business

is unsure how the suspect entered.

Feb. 18

At approximately 12:58 p.m., an officer responded to a residence in the 00 block of West Naomi Avenue regarding a burglary investigation. The reporting party discovered someone pried open a window and ransacked the bedroom of her recently deceased father’s home. The loss is unknown.

Feb. 19

At approximately 8:09 a.m., an officer responded to the 900 block of Fairview Avenue regarding a stolen vehicle report. An investigation revealed an unknown suspect smashed the passenger window to the car and attempted to start the vehicle by tampering with the ignition.

Feb. 20

At approximately 12:36 p.m., an officer responded to a residence in the 200 block of West Palm Drive regarding a fraud investigation. Using a credit monitoring application, the victim discovered someone opened two fraudulent credit cards in their name.

Feb. 21

At approximately 4:31 p.m., an officer responded to the area of 12359 Lower Azusa Road regarding a robbery report. The officer determined a 25-year-old male from El Monte punched the victim in the face and forcefully stole a bag the victim was carrying. The suspect was located, arrested, and transported to the Arcadia City Jail for booking. A records check revealed the suspect had an outstanding misdemeanor warrant.

Feb. 22

At approximately 12:31 p.m., an officer responded to 24 Hour Fitness, located at 125 North First Avenue, regarding a commercial burglary investigation. The victim discovered someone broke into their locker, stole their credit cards, and made fraudulent charges using the credit cards.

Background

The City of Monrovia transportation program, GoMonrovia, consists of two main services: Monrovia Transit and the “GoMonrovia” Lyft Pass. Monrovia Transit is the City’s transportation option for seniors and individuals with disabilities. The “GoMonrovia” Lyft Pass provides local Lyft trips at a discounted rate. Both options provide ondemand transportation services.

The City receives federal funding through the Federal Transit Administration’s (FTA) Section 5310 program, administered by the Los Angeles County Metropolitan Transportation Authority (Metro), to operate Monrovia Transit. All proposals must comply with the FTA procurement guidelines outlined in the request.

Project Description

The City of Monrovia is soliciting proposals from qualified vendors to provide the following services:

1) Turnkey management and operation services for the City’s transportation program for seniors and individuals with disabilities, Monrovia Transit; and

2) Dispatch/concierge services for the City’s on-demand ride-

sharing program with Lyft, Inc. (Lyft).

The RFP document outlines the scope of work, selection process, and required proposal content. ORDINANCE NO. 2025-02

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MONROVIA, CALIFORNIA, AMENDING CHAPTER 2.20 OF TITLE 2 OF THE MONROVIA MUNICIPAL CODE TO CHANGE THE DATE OF THE CITY’S GENERAL MUNICIPAL ELECTION FROM THE DATE OF THE STATEWIDE PRIMARY ELECTION IN EVEN-NUMBERED YEARS TO THE DATE OF THE STATEWIDE GENERAL ELECTION IN EVEN-NUMBERED YEARS, AND ADJUSTING TERMS IN OFFICE ACCORDINGLY

WHEREAS, the City of Monrovia was required under Senate Bill 415, which is also known as the California Voter Participation Rights Act (Elections Code Sections 14050-14057), to change the date of the City’s General Municipal Election to coincide with statewide election dates no later than the November 8, 2022, statewide general election.

WHEREAS, in 2021, the Monrovia City Council complied with Senate Bill 415 by adopting Ordinance No. 2021-04 to hold the General Municipal Election with the statewide primary elections in even-numbered years pursuant to the applicable provisions of the

Elections Code.

WHEREAS, at least one election cycle was conducted on the changed dates, as required by Elections Code Section 1301(d)

WHEREAS, to promote voter participation and reduce confusion as to the date of City elections, the City Council intends to change the date of the City’s General Municipal Election to the date of the statewide general election in even-numbered years, starting in November of 2026, pursuant to Elections Code Section 1301.

WHEREAS, by changing the date of the General Municipal Election to the date of the statewide general election, it is necessary to extend the terms of office for incumbents that would have been scheduled for election on the dates of the statewide primary elections in 2026 and 2028. No term will be extended by more than 12 months.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MONROVIA DOES HEREBY ORDAIN AS FOLLOWS:

Section 1. Section 2.20.010 of Chapter 2.20 of Title 2 of the Monrovia Municipal Code is hereby amended to read as follows (text to be added is underlined, text to be deleted is shown in strikethrough):

“§ 2.20.010 DATE OF GENERAL MUNICIPAL ELECTION.

Pursuant to Elections Code § 1301(b) and Elections Code Section 14052, the General Municipal Election shall be held on the date of the statewide general primary election in each even-numbered year.”

Section 2. Section 2.20.030 of Chapter 2.20 of Title 2 of the Monrovia Municipal Code is hereby amended to read as follows (text to be added is underlined, text to be deleted is shown in strikethrough):

“§ 2.20.030 EXTENSION OF INCUMBENTS’ TERMS.

Those terms of office that are would have been scheduled for election in 2026 and 2028 are extended to be scheduled for election on the date of the General Municipal Election statewide primary election to be held in 2026 and 2028. on the first Tuesday after the first Monday in June 2022.”

Section 3. Ordinance No. 2021-04 is hereby repealed.

Section 4. As an ordinance relating to an election, this ordinance shall take effect immediately upon adoption and following its approval by the Los Angeles County Board of Supervisors. The City Clerk shall certify to the adoption of this ordinance and transmit a certified copy of the ordinance to the Clerk of the Los Angeles County Board of Supervisors with a request for approval forthwith, and shall give such notice to the voters as is required by law. It is the intent of the City Council that this change of election date shall be effective for the 2026 General Municipal Election and thereafter.

City of San Gabriel Summary of OrdinanceOrdinance No. 718

An Ordinance of the City Council of the City of San Gabriel, California, Amending Title XI (Business Regulations) to Add Chapter 127 of the San Gabriel Municipal Code Relating to Sidewalk Vending and Amending Title VII (Traffic Code) To Amend § 72.012 Relating to Parking by Peddlers and Vendors

In 2018 and 2022, the State passed Senate Bills 946 and 972, respectively, legalizing sidewalk vending with limited government regulations. Government Code §§ 51038 and 51039 prohibits cities and counties from adopting regulations that restrict the number of overall vendors, restrict sidewalk vendors from certain consents and approvals, and restrict the location for sidewalk vending. Cities may only adopt restrictions if such activities are found to include health, safety, or welfare concerns. The proposed Code Amendment (CA) would add Chapter 127 of the San Gabriel Municipal Code (SGMC) relating to sidewalk vending and amend SGMC § 72.012 relating to parking by peddlers and vendors.

Ordinance No. 718 was approved for introduction and first reading at the City Council Regular Meeting of February 18, 2025. Council waived the reading of Ordinance No. 718 in full and adopted Ordinance No. 718 by title on March 4, 2025, by a vote of 5-0.

DHS City Manager Frank Luckino retires; Doria Wilms is interim replacement

Doria Wilms has been named Desert Hot Springs' interim city manager after Frank Luckino announced his retirement, city officials said.

Luckino, whose resignation became effective immediately when it was announced Tuesday, worked in Twentynine Palms for almost a decade before taking his Desert Hot Springs position in 2023.

After taking multiple weeks off, Luckino told the Desert Sun that he was looking for additional time to take care of his sick father.

During a City Council meeting Tuesday evening, Wilms was unanimously appointed to the position on an interim basis.

"I am honored to take on the role," Wilms said in a statement. "I look forward to continuing the city's progress and working closely with the city council, staff, and the community to ensure Desert Hot Springs remains on a path of growth

and success."

Wilms, who previously served as assistant city manager and deputy city manager — holding the latter title since 2021 — was also named interim city manager in 2023 upon the retirement of Luke Rainey.

A Desert Hot Springs resident for 44 years, her tenure in the City Manager's

Office stretches back to 2016.

"The City Council has the utmost confidence in Doria's ability to lead," Mayor Scott Matas said. "Her wealth of experience, commitment to our city and deep understanding of Desert Hot Springs make her an ideal choice to maintain continuity."

MoVal couple arraigned on charges of fatally abusing adopted son

AMoreno Valley couple accused of killing their adopted son pleaded not guilty Monday to first-degree murder and other charges.

Juan Moreno Sanchez, 60, and Alejandra Marin, 51, were arrested last fall following a Riverside County Sheriff's Department investigation.

Along with murder, both defendants are charged with a special circumstance allegation of inflicting torture in the act of killing.

They were jointly arraigned Monday before Superior Court Judge Gail O'Rane, who scheduled a felony settlement conference for the pair on June 24 at the Riverside Hall of Justice.

Each is being held without bail at the Robert Presley Jail in Riverside.

According to sheriff's Sgt. Jarred Bishop, on the afternoon of last Nov. 21, patrol deputies went to the defendants' two-story house on a cul de sac in the 13000 block of

Malibu Court, near Westlake Drive, to investigate reports of a child in medical distress.

The 10-year-old boy, identified in court documents only as "J.S.," was taken to Riverside University Medical Center in Moreno Valley in grave condition.

"Deputies' initial investigation revealed signs of possible neglect and abuse," Bishop said. "Several hours later, the juvenile's health declined, and he was pronounced deceased at the hospital."

Central Homicide Unit detectives took over the investigation, determining that J.S. had been adopted by Sanchez and Marin, who were questioned and taken into custody without incident on Nov. 22.

Details regarding the alleged mistreatment of the victim were not disclosed. Neither defendant has documented prior felony convictions in Riverside County.

LAPD officer turned novelist Joseph Wambaugh dies in Rancho Mirage

FormerLosAngeles police officer turned best-sellingauthor Joseph Wambaugh, known for books such as "The Onion Field" and "The New Centurions," has died at the age of 88.

Longtime family friend Janene Gant told The New York Times that Wambaugh died Friday of esophageal cancer at his home in Rancho Mirage.

The author of more than 20 books also co-created the Emmy-winning anthology series "Police Story," which aired as a weekly series on NBC from 1973 to 1977 and launched three spinoffs, including "Police Woman" starring Angie Dickinson.

Several of Wambaugh's novels were adapted for the big screen, including "The Onion Field," "The Choirboys"

and "The New Centurions." Wambaugh co-wrote the screenplay for the film adaptation of his 1970 book "The Onion Field," which told the real-life story of the 1963 kidnapping of two Los Angeles police officers. One was killed and the other was left devastated. The 1979 film co-starred James Woods, John Savage and Ted Danson.

"I was put on Earth to write 'The Onion Field,' Wambaugh told NPR in 2008. "That's how I felt about it. It was such an emotional experience for me. I took a sixmonth leave of absence from the police department to write that book. I read 40,000 pages of court transcripts; I interviewed about 63 people and wrote the book in three months."

His last book, "Harbor

Nocturne," was published in 2012 — part of a five-book Hollywood Station series.

Wambaugh used his 14 years with the Los Angeles Police Department to provide what many observers, including scores of police officers,

felt was a more realistic depiction of the daily challenges of keeping the public safe.

"All I did was turn things around," he told the San Diego Union-Tribune in 2019. "Instead of writing about how

cops worked the job, I wrote about how the job worked on the cops."

Michael Connelly, author of the popular Harry Bosch books about an LAPD detective, paid tribute to his mentor in a lengthy post on Instagram.

"I will miss his words, both to me and on the page," Connelly wrote. "I read his work long before I knew him. When I was 16, I spent a night in a police station as a witness to a crime. It was a pivotal moment in my life. I got fascinated with cops and looked for true and fictional stories about them. Joe managed to blend both in his novels.

"I read 'The New Centurions' and 'The Blue Knight.' The truth about what it takes and means to be a cop was in his books. His cops were flawed

and funny and dedicated. Sometimes fearless, sometimes frail," Connelly wrote.

The East Pittsburgh, Pennsylvania, native was born on Jan. 22, 1937, and moved to Los Angeles with his family when he was 14. After serving in the U.S. Marine Corps, Wambaugh attended night school and later worked at a steel mill while attending college part-time.

He eventually earned his bachelor's and master's degrees from Cal State Los Angeles and considered becoming an English teacher before following in his father's footsteps and becoming a police officer instead.

Wambaugh is survived by his wife of 69 years, Dee; son, David; and daughter, Jeannette. A second son, Mark, died in 1984.

Authorities arrest human trafficking suspects in Corona

Apair of human trafficking suspects were in custody Wednesday after multiple alleged victims were located at the same residence in Corona.

The Riverside County Anti-Human Trafficking Task Force began a human trafficking investigation following the receipt of an anonymous tip in 2024, according to a statement from the Riverside County Sheriff's Department.

The investigation identified the suspects as Corona residents Eldra Reese, 38, and Janin Wohlwend, 21.

Enlisting the aid of the sheriff's Gang Task Force, authorities obtained a search warrant and arrived at a residence on the 1900 block of Aztec Circle in Corona on Thursday, according to the statement. Inmate records indicate that both suspects were arrested later that evening.

The department said investigators found "several potential victims" at the residence.

Reese was booked into the Southwest Detention Center in Murrieta on suspicion of human trafficking, pimping, pandering and conspiracy to commit a felony, according to the statement, while Wohlwend was booked into Riverside's Presley Detention Center on suspicion of pimping, pandering and

conspiracy to commit a felony.

Further investigation led to the discovery of nine "potential victims," four of which have been located and interviewed, the department said, also indicating that there may be more such parties.

FormerInternational BoxingFederation world champion Robert Garcia will be bringing his teaching skills to the youth of Moreno Valley, officials announced Sunday.

The Robert Garcia Boxing Academy will open a location at 22500 Town Circle, with a grand opening set for Saturday, March 8 from 10 a.m. to 5 p.m. The event will feature an open house with live music, food, drinks and guided tours of the gym. Attendees will also have a chance to meet and greet Garcia and other world-class boxers, officials said.

"My goal is to bring world-class coaching to fighters everywhere, helping them build successful careers inside and outside the ring. We've

produced champions, and we will keep doing it — one fighter at a time, one victory at a time," Garcia said.

Garcia, 50, competed in the lightweight and featherweight divisions from 1992 to 2001 and is currently regarded as one of the best trainers in boxing. He was named 2024 Ring Magazine Trainer of the Year, and his roster of champions includes Nonito Donaire, Marcos Maidana and many others.

The former IBF Super Featherweight Champion was born in San Pedro and trained by his father, Eduardo Garcia, at the La Colonia Youth Boxing Club in Oxnard.

His brother, Miguel Ángel García, was a top featherweight contender trained by Robert Garcia

and is now retired.

Winter weather warning in effect across inland region

Awinterweather warningwasin effect Wednesday for mountain communities in Riverside and San Bernardino counties.

The winter weather warning will be in effect from 7 p.m. Wednesday until 10 a.m. Friday with heavy snow between 2 and 4 inches expected at elevations above 5,000 feet, and 4 to 8 inches above 6,000 feet in Riverside County. Wind gusts were expected to be as high as 60 mph in mountain areas.

In San Bernardino County, the forecast was for heavy snowfall of 4 to 8 inches from 5,000 to 6,000 feet, 8 to 12 inches from 6,000 to 7,500 feet, and 12 to 16 inches above 7,500 feet. Winds could gust as high as 60 mph creating a risk of tree damage, according to the National Weather Service

Travel could be very difficult and hazardous conditions could impact commutes on Thursday, forecasters said.

"If you must travel, keep an extra flashlight, food, and water in your vehicle in case of an emergency," the NWS advised. "The latest road conditions for the state you are calling from can be obtained by calling 511."

An "atmospheric river" will drop down from the Pacific Northwest and flow across Southern California beginning Wednesday night, lingering into Friday morning, according to the NWS.

"There are some differences in the depth and timing of the main trough (of low pressure) Wednesday into Thursday," forecasters said in a statement. "In general, there is a 60-75% chance of at

least 0.5 inches of rain for the coasts and valleys. For the high deserts, there is a 20-45% chance of at least 0.25 inches. Snow levels will be upwards of 7,000 feet at the onset of precipitation Wednesday evening, quickly falling to around 4,500 feet by Thursday morning and as low as 3,500 feet on Friday morning."

Interstate 15 through the Cajon Pass may be impacted by the wintry weather Thursday night into Friday, according to the NWS.

"There is also some indication that an isolated thunderstorm or two could develop as cold air aloft moves into the area and vorticity moves through the main flow ... both Wednesday evening and Thursday," the NWS reported.

Potential rail station site in downtown Pueblo Viejo to be analyzed further

Coachella city officials announced last week that a potential rail station site in the downtown Pueblo Viejo area has been designated for further analysis.

Following an evaluation of three potential sites, the Pueblo Viejo location, known as Site No. 2, now advances to the next phase of the Coachella Rail Station Feasibility Study, according to a city statement published Feb. 27. The evaluation incorporated a consultation with a Technical Advisory Committee and public feedback from a survey and November 2024

public workshop. If implemented, the new station would mark a terminus of Coachella Valley Rail Project route, a proposed connection from Riverside to the Coachella Valley.

"Advancing Site No. 2 in our historic downtown for the next phase of the study is a major milestone in expanding transportation options and economic opportunities for our community," said Development Services Director Gabriel Perez in a statement. "This study is laying the groundwork for a future rail station that would

increase our residents' access to jobs, education, and entertainment options while supporting Coachella's long-term economic growth."

All sites as part of the Coachella Rail Station Study will undergo additional steps, including a project-level environmental review process.

The study now calls for "visioning for transitoriented development" at the proposed site and "conceptual station designs."

Northside project

150-room, 91,500-squarefoot Adventure Center Hotel and Conference Center and 722 units of housing with 25% designated for "affordable" units.

“This transformative project will not only deliver much-needed amenities to the Northside, fulfilling a long-standing community desire, but will also introduce unprecedented recreational opportunities that will redefine what’s possible for Riverside, unlocking a new era of growth and vitality for our residents,” Mayor Pro Tem Sean Mill said in a statement.

Officials estimated the project would create an 2,800 jobs.

“ASR Collaborative is thrilled to be working with the city on this historic effort to reinvigorate and celebrate Riverside’s Northside neighborhood,” an ASR spokesperson said in a statement.

Lake park

“This transformation will breathe new life into Seccombe Lake Park,” Mayor Helen Tran said in a statement. “The council and I look forward to next year when families and residents can enjoy a renewed and vibrant space in the heart of our city.” Other improvements will include Americans with Disabilities Act-compliant features, new fishing

stations around the lake, electric vehicle charging stations, upgraded drinking fountains, restrooms and trash receptacles and the installation of palm tree solar lighting.

The projects funding is from the American Rescue Plan Act, plus $1 million from the San Manuel Band of Mission Indians.

The City Council approved a contract with North Hollywoodbased Landscape Support Services in December 2024 to perform the work.

CSG Consultants, based in Orange, will provide construction management and inspection services for the project, and Riversidebased RHA Landscape Architects prepared the renovation plans.

“The renovation of Seccombe Lake Park is just the latest of a series of investments the city is making in our parks,” Tran said. “Parks are a priority and San Bernardino residents will notice a big difference across the city very soon.”

A public ceremony at the park’s gazebo to celebrate the project's start is set for March 13 at 10 a.m. The park is just east of downtown San Bernardino at 160 E. Fifth St. Parking will be available in the Sierra Way lot, officials said. Other parkland projects underway or about to begin in the city are at Nicholson Park, Guadalupe Field, Gutierrez Park, Speicher Park, the Roosevelt Bowl at Perris Hill Park, the Eastside Skate Park at Speicher and Lytle Creek Park.

“Our work with the city will establish a vibrant mixeduse community anchored by an Adventure Center that provides recreational opportunities from nature hikes to world class whitewater and surf for the more adventurous. This effort will activate the Springbrook Arroyo and serve as a hub for community activities, cultural celebrations and economic growth. Through this project, ASR Collaborative will not only be bringing the river back to Riverside but will create a grand new amenity for the city and its residents.”

The 126-acre project site is the former location of the Riverside Golf Course, which has been closed since 2009.

Plans for the Riverside Adventure Center include a training facility for athletes at the youth, collegiate, national and international levels, officials said. The Riverside Fire Department and other urban

search and rescue groups also could use it as a local training facility instead of traveling to Blythe.

ASR intends to design the Adventure Center to Olympic standards so the facility can be considered as a possible venue for competitions in the LA28 Olympic Games such as whitewater canoes and kayaks, climbing, skateboard contests, BMX cycling, surfing and the biathlon. The outdoor sports venues would be designed in collaboration with international and national sport governing organizations for eligibility in world cups, championships, X-Games, training camps and events leading up to LA28. Officials noted that the project's overall success would not be dependent on securing the LA28 Olympic Games.

Inland Empire residents invited to take free rides on commuter trains

Inland Empire residents who haven't tried Metrolink and want to see how far and fast commuter trains might take them throughout the region can obtain free passes as part of a new promotion, officials announced Tuesday.

The Riverside County Transportation Commission has partnered with the San Bernardino County Transportation Authority to inaugurate "Experience Metrolink," which features complimentary tickets that can be used anytime within a 90-day period from the

date of acquisition.

The tickets are good for rides anywhere in Southern California originating from the IE, according to the RCTC.

"With Experience Metrolink, more residents can discover the convenience of passenger rail and experience firsthand how the service can fit into their daily routines," County Supervisor Karen Spiegel said.

The program is intended to expand ridership aboard Metrolink commuter trains and offer residents an

opportunity to find out what alternatives there are to driving, officials said.

To sign up and receive comp tickets, parties should visit IECommuter. org/RideFree, where they can establish an account and receive passes via the Metrolink mobile app.

"Commuters using Metrolink for work may qualify for additional incentives through IE Commuter," according to the RCTC.

Street upgrades underway on Mission Boulevard in Ontario

Improvements to Mission Boulevard got underway late last month and will continue through December, Ontario city officials announced Monday.

The street upgrades are part of the TCC Active Transportation Project A, which plans 5 miles of one-way buffered bike lanes and 3 miles of new sidewalks along Mission Boulevard, between Benson and Euclid avenues, according to the city. The project also features updates

such as new curbs and gutters, parkways, streetlights and bike detection at signalized intersections.

The TCC Active Transportation Project B aims to make street-crossing safer by adding "pedestrian hybrid beacons" at four intersections along Holt Boulevard at Laurel, Palm and Fern avenues and Bonita Court, officials said. Project B also calls for enhanced pedestrian crossing at the intersection of G Street and Laurel Avenue.

Homeless outreach

Lane closures may result in slower traffic.

"We appreciate your patience as we work to improve our streets for bikers, pedestrians, and drivers alike," according to a city statement.

Funding for the project is from the state's Transformative Climate Communities Program. On Dec. 3 the City Council approved a $10.7 million contract for Coronabased All American Asphalt to do the street work.

and other resources, we are working to improve public safety and uplift our most vulnerable residents."

Officials said they would continue to "monitor the progress of people who accepted benefits and assistance," in addition to antitrespassing assurances from property owners in the area.
