San Bernardino officials seek public input on proposed grant for off-road vehicle enforcement

San Bernardino city officials want state funding for enforcing illegal off-road vehicle activity and asked the public Monday to share feedback on the issue.

The grant is from California State Parks' Off-Highway Motor Vehicle Recreation Division and aims to help improve public safety and protect natural areas from illegal off-roading, officials said. The funding would support the San Bernardino Police Department's OffHighway Vehicle, or OHV Enforcement Team, which works to curb illegal OHV use in the Santa Ana River bottom and the city's other sensitive environmental habitats.

The proposed funding would go toward increased patrols, equipment maintenance and enforcement operations to reduce noise, property damage and environmental destruction caused by unauthorized off-road vehicles. The program also aims to bolster collaboration with neighboring law enforcement agencies.

"The public is encouraged to review the proposal and share their feedback," according to a city statement. "Input will help understand

any community concerns and ensure responsible OHV management. ... This period offers an opportunity for the public to review and provide feedback on preliminary applications."

Since the grant program started in 1974, it has distributed over $833 million to California municipalities, State Parks reported.

According to the city's grant proposal, "The San Bernardino Patrol and Enforcement OHV Operations Project will conduct patrol operations to address

unauthorized off-highway vehicle activity within the City of San Bernardino. Some enthusiasts access the OHV areas throughout the city by public roadways and often trespass on private lands while riding closed OHV trail systems."

Riverside County supervisors OK range of public health fee revisions

The Board of Supervisors on Tuesday approved a slate of fee hikes tied to Riverside County Department of Public Health services, under a fee schedule revised to reflect inflation-driven impacts to the agency.

In a 3-0 vote — with Supervisors Yxstian Gutierrez and Chuck Washington absent — the board formally signed off on the adjustments, which will take effect on May 1.

Department of Public Health Director Kim Saruwatari said the Auditor-Controller's Office had scrutinized the proposal and determined the new rates were "equitable and reasonable to recover the cost of providing services."

"These new and revised public health program fees are necessary to meet the on-going operational and maintenance costs of providing public health program services to Riverside County residents," according to an agency statement posted to the board's agenda.

San Bernardino County calls on poultry farms, dairies to know signs of bird flu

Amid the statewide outbreak of bird flu, San Bernardino County officials repeated the call last week to poultry and dairy farmers to recognize the symptoms of infection.

Highly Pathogenic Avian Influenza, commonly called bird flu, is a virus that spreads rapidly, officials said. It has affected many dairy herds and has also been detected in poultry farms, leading Gov. Gavin Newsom to declare a state of emergency in December and to a ban on poultry and dairy cow exhibitions.

Ex-campus cop from Menifee pleads not guilty to child porn charges

Aformer San Diego StateUniversity police officer accused of possessing child sex abuse material, including multiple videos of young girls being sexually abused, pleaded not guilty Tuesday to a federal charge of possessing child pornography.

Paul Aurelio McClain, formerly a sergeant with the campus police department, was arrested last month and remains in federal custody. Following his arraignment Tuesday morning in federal court in Riverside, a trial date was tentatively scheduled next month in Los Angeles, according to a U.S. Department of Justice spokesperson.

Officials said the goal of the police department and civilian volunteers is to promote safe, responsible OHV recreation within designated, legal OHV areas in the county year-round.

"While in the field, the team assists OHV enthusiasts with questions regarding safety concerns, equipment, and legal and illegal riding areas," according to the proposal. "They are actively involved in public education during community events, career days, and local schools to educate the public about legal OHV recreation and preserving natural resources while reinforcing the 'Tread Lightly' principle."

Patrols are likely to take place during holiday weekends that mark Labor Day, Christmas, New Year's Day, President’s Day, Easter and Memorial Day, according to the city. Many areas that are off-limits to offroading in San Bernardino see increased usage during these holiday periods.

At 7:49 a.m., a victim in the 100 block of East Foothill reported his social media accounts were hacked and he was convinced to send money to an unknown subject. This investigation is continuing.

At 8:34 a.m., a resident in the 800 block South Canyon reported the catalytic converter to her vehicle stolen.

At 9:39 a.m., a passerby in the 100 West Greystone requested a wellness check on a male subject sleeping on the sidewalk. Officers responded and made contact with the subject. A computer search revealed he had a warrant for his arrest. He was arrested and taken into custody.

At 10:11 a.m., a traffic collision was reported in the 300 block of West Evergreen. Officers arrived and made contact with the parties involved. Both parties complained about pain. One of the drivers was transported to a hospital for treatment.

At 6:37 p.m., a court order violation was reported in the 100 block of West Lime. Officers arrived and made contact with the victim. The restrained party was gone prior to officers’ arrival. This investigation is continuing.

At 7:22 p.m., while patrolling the area of Shamrock and Evergreen an officer saw a vehicle in violation of a code. An investigation revealed the driver was in possession of drug paraphernalia. He was arrested and taken into custody.

of South Myrtle conducted a traffic stop on a bicyclist for a violation of a vehicle code. A computer search revealed the bicyclist had a warrant for his arrest. He was arrested and taken into custody.

At 2:41 a.m., a caller in the area of Pomona and California reported a suspicious person. Officers arrived and made contact with the subject. An investigation revealed the subject was in possession of a controlled substance. He was arrested and taken into custody.

At 9:49 p.m., an officer patrolling the area of Mountain and Lime saw a vehicle in violation of a vehicle code. A traffic stop was conducted and the driver was contacted. An investigation revealed the driver was in possession of drug paraphernalia. He was arrested and taken into custody.

At 11:47 p.m., a solo vehicle traffic collision was reported in the area of Myrtle and Foothill. Officers arrived and discovered that the vehicle crashed into a tree and building. At 12:05 a.m., an officer patrolling the area of California and Central saw a vehicle in violation of a vehicle code. A traffic stop was conducted and the driver was contacted. An investigation revealed the driver was in possession of a controlled substance and drug paraphernalia. She was arrested and taken into custody.

At 1:08 a.m., while patrolling the 100 block of East Olive, officers located a male subject inside a business who was extremely intoxicated and unable to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.

At 2:04 a.m., officers responded to a report of a traffic offense near the intersection of Primrose and Linwood. Officers located the involved vehicle and conducted a traffic stop. During the investigation, the driver was found to be in possession of a controlled substance. The driver was arrested and taken into custody.

At 3:39 p.m., a family member in the 700 block of West Walnut reported a relative, who suffers from dementia, missing. Officers were unable to

locate the missing person. A silver alert was issued and a flyer was distributed. The subject was located that evening and reunited with family.

At 1:50 a.m., a passerby in the area of Mayflower and Foothill reported a male subject walking in the roadway. Officers arrived and made contact with two subjects. The subject who matched the description refused to comply with the officer’s instructions and fled on foot into a nearby business. He was ultimately located and detained. He was arrested and taken into custody.

At 8:30 a.m., a victim in the 500 block of South Myrtle reported his business had been burglarized. An investigation revealed the suspect entered through a rear door and removed money. This investigation is continuing.

At 10:07 a.m., a caller in the 200 block of East Duarte reported her vehicle was broken into and took her bank cards. Her cards were fraudulently used. This investigation is continuing.

At 4:06 a.m., a suspicious person was reported outside of a residence in the 200 block of Canyon

Bird flu

working with county departments of Public Health and Agriculture/Weights & Measures to provide guidance via "handouts, FAQs, news releases and biosecurity measures" to poultry and dairy farmers, backyard flock owners and workers countywide.

In the last 30 days, testing confirmed H5N1 bird flu is present in San Bernardino County dairy farms, according to an investigation by the CDFA and "rapid disease detection" involving the California Animal Health and Food Safety Laboratory System and the U.S. Department of Agriculture.

The clinical signs that suggest possible bird flu infection in livestock include:

• decrease in feed consumption with a simultaneous decrease in rumination and rumen motility;

• respiratory signs including clear nasal discharge;

• acute drop in milk production — severely affected cattle may have thicker, concentrated, colostrum-like milk or produce no milk at all;

• abnormal tacky or loose feces;

• lethargy;

• dehydration; and

• fever

According to the American Veterinary Medical Association, these are the signs of bird flu in pet birds and backyard flocks:

• sudden death with no prior signs;

• low energy or appetite;

• purple discoloration or swelling of various body parts;

• reduced egg production, or soft-shelled, misshapen eggs;

• nasal discharge, coughing or sneezing;

• lack of coordination;

• diarrhea

Since California’s first detection of the H5N1 virus in dairies in August, 755 dairies were infected with 422 of those fully recovered and released from quarantine, county officials reported. All dairies released from quarantine will be monitored bi-monthly for the virus.

The CDFA offers resources regarding H5N1 bird flu on the agency's website. For local questions and concerns, email the department of Agriculture/Weights & Measures at awm@awm. sbcounty.gov or go to the Department of Public Health website, dph.sbcounty.gov/birdflu.

The current risk to the public remains low, according to state health officials. No personto-person spread of bird flu has been detected in California. People rarely get bird flu, but those who interact with infected dairy cows, poultry, or wildlife have a greater risk of infection. Statewide 38 human cases of bird flu have been reported, the last of which as on Jan. 14. Most of the human infections were connected with exposure to cattle, with two cases resulting from unknown exposure sources.

Pasteurized milk and dairy products are safe to consume because pasteurization inactivates the virus. Bird flu has been caused the deaths of several cats in multiple California counties after the pets consumed raw milk products. Raw milk does not undergo pasteurization.

Morongo Tribal Police Department names AJ Patella as new chief

Capt. AJ Patella was named the new chief of the Morongo Tribal Police Department this week.

"We are delighted to welcome AJ Patella as Morongo's new Tribal Police Chief," Morongo Tribal Chairman Charles Martin said in a statement Monday. "With his impressive police career stretching back 26 years, Chief Patella's experience and leadership will be invaluable in strengthening public safety on the Morongo Reservation and protecting our tribal community."

Patella joined the Orange County Sheriff's Department in 1999, and served as a deputy sheriff, sergeant, lieutenant, captain of the Behavioral Health Bureau and as Chief of Police Services. He retired in March and accepted the job with Morongo. The department includes more than 80 sworn and

professional staff "who protect the lives and property of residents and visitors to the 36,000-acre Morongo reservation."

To obtain a "dog importation health certificate," the department will in the future charge $26 for the service. There was previously no cost attached to the certificate.

A number of laboratory processing fees will be increased. A tuberculosis culture analysis will go from $20 to $50, while a basic "culture for identification" will jump from $17 to $50.

An HIV antibody screening will go from $28 to $36.12,

and the cost of an HIV-1 and HIV-2 genus confirmation will be raised from $46 to $58.06.

The new up-front cost for procuring any medical documents loaded onto a CD, such as images of X-rays and CT scans, will be $25. In the past, this was a complimentary service provided by the department.

Beckman wins 300th funny car race for John Force Racing at Winternationals

After winning the 300th NHRA Funny Car race for John Force Racing, Corona's Jack Beckman is headed back to work as an elevator repairman Monday.

Beckman was the winner in Funny Car in the Lucas Oil NHRA Winternationals at the In-N-Out Burger Pomona Dragstrip Sunday, giving his team 300 career wins in Funny Car.

Beckman has three of those wins. John Force, the team owner and one-time driver from Yorba Linda, won 157 Funny Car races.

"It felt good to be able to pedal the thing and take it down there and have the car not blow up. It*s pretty cool when they hand you a trophy, your car still intact, and get John Force Racing its 300th Funny car win," Beckman said.

Beckman, who has won 38 NHRA races in his career, was out of drag racing for almost four years. When Force crashed in a race at Richmond, Virginia in June, and was recovering from his injuries, Beckman was called and asked to finish the season for the team.

"The car was amazing all weekend. We qualified fourth, but we got qualifying points every single round and ran 3.80s every round of eliminations until the final when the flawless part fell off a couple of hundred feet out and the car shook the tires and knocked them loose," Beckman said. "That's where, as a driver, you've got to be ready to give one back to the team because they'd given me everything all weekend long."

Beckman won the NHRA Mission Foods Drag Racing Series Winternationals race on Sunday, defeating Daniel Wilkerson in the final round, and is the leader in the NHRA Funny Car standings after three races.

Top Fuel driver Clay Millican won at the NHRA

Winternationals for the first time in his career beating Tony Stewart in the final round.

Millican won the eighth NHRA Top Fuel race of his career and his first since the U.S. Nationals in Indianapolis in 2024.

"My crew chief (Jim Oberhofer) told me he had it loaded up and a couple things were going to happen. He said we're going to win, we're going to blow up and if we lose, we're going to be a footnote in history," said Millican, a driver for Rick Ware Racing. "Thank goodness we're not a footnote in history. Tony Stewart is going to win one of these soon, but all I know is we won the Winternationals."

Stewart, a NASCAR Hall of Famer and threetime NASCAR Cup Series champion, reached the finals in NHRA Top Fuel for the second time in his career. His first final appearance was at Sonoma Raceway in 2024. He was also in the 4-Wide Nationals final at The Strip at Las Vegas Motor Speedway last year.

Millican beat Stewart in a fiery run at Pomona. His

car's engine caught fire as it crossed the finish line well ahead of Stewart.

"But boy, that final round was forever. When you blow it up and — and we blew it up good — and you got a HANS [head restraint] device on, you're stretching that HANS to its limits, trying to look over like, ‘Is he coming or not?' I couldn't get there quick enough," Millican said. "I promise I never let off the throttle, even though it wasn't running no more. But I had that thing buried. I was

stomping on the loud pedal harder than normal. What a day."

Greg Anderson won in Pro Stock at the Winternationals setting the track record in the final round.

Anderson won the final race over Dallas Glenn in 6.476 seconds, breaking the record of 6.480 seconds at the track set by Erica Enders in 2014.

Multimillion-dollar renovation for historic Rancho Mirage golf course

Palm Springs architectural symposium to celebrate city's uniqueness

Rediscoveringthe architectural uniqueness of homes and other buildings throughout Palm Springs and identifying the best means of retaining that aspect of the city's character will be the focus of a public event at the Convention Center later this month.

"Palm Springs is an international destination for architectural aficionados. Preserving the unique architectural heritage of Palm Springs is essential to maintaining the ... charm of our community and global

appeal," Mayor Ron DeHarte said.

The "Preservation Matters Symposium on Desert Modernism — 2025," organized by the city's Historic Site Preservation Board, is slated for April 26 at the Convention Center, exploring the qualities that set the municipality apart, according to organizers. Admission will be free.

"The symposium provides an invaluable opportunity to celebrate the history of desert modernism, while engaging with experts who are dedicated to preserving our cultural

legacy for future generations," the mayor said.

There will be multiple presentations, along with exhibits, featuring architectural models designed by students at St. Theresa School, as well as others from the Palm Springs Unified School District and the College of the Desert.

HSPB members will be holding an awards ceremony, recognizing those who have worked toward preservation goals.

Utility inaugurates monthlong tour to inform customers about changes

District customers throughout the Coachella Valley will have an opportunity to attend open houses offering informationregarding projects to improve services, as well as apply for access to energy payment assistance programs.

IID's "Powering Our Community Together" tour will run from April 1 to April 29, with the first Coachella Valley stop slated for 6 p.m. Friday at the Mecca Family & Farmworkers' Service Center, 91-275 66th Ave.

"These open houses are about building trust, sharing information and showing our customers that we're here for them," IID Board Chairwoman Gina Dockstader said in a statement. "Whether it's help with a bill,

questions about rates, or learning how we're preparing the power grid for the future, this is a chance for our communities to connect with us face-to-face."

The nonprofit utility, which has a 6,500-squaremile service area covering most of Imperial County and a large swath of eastern Riverside County, has undertaken a 15-year infrastructure modernization program that's expected to cost roughly $3.34 billion to complete, according to officials.

The program encompasses more than 270 individual projects, which are centered on upgrading the region's aging electrical grid, requiring replacement of transmission lines, reengineering outdated generation plants and refurbishing hydro turbines.

"Staff will be available to answer questions about recent rate adjustments, which are helping keep power costs among the lowest in California," the district stated.

Attendees also will have the opportunity to procure details on energy cost reduction options, for which they can apply on-site.

"Applicants are encouraged to bring income verification for all adults in the household, Social Security numbers, identification and recent tax returns," according to the district.

There will be a total of 15 stops during the monthlong tour. Along with Mecca, IID officials also plan to visit locations in La Quinta and Indio.
