Riverside County supervisors OK moratorium on short-term rentals in Thousand Palms

The Board of Supervisors Tuesday approved a 45-day moratorium on the issuance of short-term rental certificates in Thousand Palms and the nearby Coachella Valley community known as B Bar H Ranch to give Riverside County Transportation & Land Management Agency staff time to draft regulations that address problems stemming from house parties and other activities in the locations.

"Community members wanted to see more work done, specific to shortterm rentals," said board Chairman Manuel Perez, whose Fourth District encompasses the Coachella Valley. "The moratorium is to, really, help give us time to think this through. ... I expect some good work will be done from this."

The moratorium on operating certificates takes effect immediately and is slated to sunset on April 25. However, the board has discretion to extend the moratorium repeatedly going forward, utilizing urgency ordinances that require four-fifths approval.

"This is necessary for all of us in Thousand Palms and B Bar H Ranch, in order

to have our quality of life, peace and quiet and security restored and protected," Janice Charney told the board prior to its vote.

Perez surmised that the upsurge in boisterous parties at vacation rental properties in Thousand Palms and the ranch area resulted from the "very firm" short-term rental restrictions in place throughout Desert Hot Springs, Palm Desert and Palm Springs, all of which border the communities where the moratorium has been applied. The chair said the municipalities' no-tolerance regulations were driving celebrants into

the unincorporated areas.

"I don't want it to get to the point where it's like the Burning Man," Perez said, referencing the annual desert festival that draws thousands, who are invited to shelve inhibitions in favor of "self-expression."

"I don't want something like that in my district," he said.

TLMA officials said there are 68 legally sanctioned short-term rental, or STR, operators in Thousand Palms and B Bar H Ranch, which is a 240-acre space in the Seven Palms Valley

northeast of Interstate 10 and southeast of North Palm Springs. Thousand Palms is a few miles farther south, also in close proximity to I-10.

Since 2022, 35 properties in Thousand Palms have been "flagged" for hosting short-term guests without an STR permit, while 27 properties have been flagged in B Bar H Ranch. The latter has 37 legal STRs, while Thousand Palms has 31, officials said.

The grand opening is set for 10 a.m. Wednesday at 6868 Airport Drive.

Expected attendees include Riverside Mayor Patricia Lock Dawson, Riverside City Council members, Riverside Transit Agency Board members, representatives from the California Governor's Office of Business and Economic Development and government officials from the New Zealand, where Ohmio is based.

Riverside County supervisors approve Uber rides for stranded inmates

The Board of Supervisors approved a $2.16 million contract Tuesday with Uber Technologies Inc. to provide subsidized rides for Riverside County inmates who can't arrange or afford to pay for their own transportation after they're released from any of the county's four main detention facilities.

In a 5-0 vote without comment, the supervisors authorized the Riverside County Sheriff's Department to select Uber as the principal after-hours ride service for released inmates, utilizing its Uber for Business, or "U4B," online dashboard under an agreement that expires in February

Desert X art exhibit opens in Coachella Valley

The international art exhibitionDesert X opened its fifth edition Saturday at sites across the Coachella Valley.

The exhibition, curated by artistic director Neville Wakefield and co- curator Kaitlin Garcia Maestas, explores the desert landscape through 11 installations by artists from Asia, Europe, the Americas and the Middle East.

Participatingartists include Sanford Biggers, Jose Dávila, Agnes Denes, Raphael Hefti, Cannupa Hanska

Luger, Sarah Meyohas, Ronald Rael, Alison Saar and Muhannad Shono.

"Curated by the place it temporarily inhabits, Desert X reveals the landscape of the Coachella Valley as a canvas of real and imagined histories, narrating tales of displacement, sovereignty, and adaptation superimposed over visible testaments of time," Garcia-Maestas said.

"The land of Desert X is no longer the mythical and endless expanses of the American West but has come to include the

effects of our ever-growing human presence," Wakefield said. "Artists continue to be inspired by the idea of unadulterated nature, but in its search they have also come to recognize that this is an idea and that the realities of the world we live in now are both more complex and contested. Time, light and space permeate every aspect of this work but so too does an urgency to find new sustainable approaches to living in an increasingly imperiled world."

Desert X encourages

visitors to follow the Leave No Trace guidelines by planning ahead, walking on designated paths, disposing of waste properly, respecting wildlife, not smoking and being considerate of other visitors.

The exhibits are free and will remain on view through May 11. Exhibition hours are generally from sunrise to sunset, however hours and access to installations may vary. The Desert X 2025 map of artist installations can be found at desertx.org and on the Desert X 2025 app.

Self-guided auto tour to explore Riverside's civil rights history

Riverside-based culturalorganizations are partnering for the third time to offer a self-guided auto tour of key civil rights sites next month, officials said.

The free tour will begin at 10 a.m. on April 5 at 4690 Victoria Ave., the site where Lowell School once stood before it was burned in a movement to desegregate Riverside schools in 1965, according to city officials.

The second stop on the tour will be the Evergreen Memorial Historic Cemetery, where dramatizations will highlight notable historic figures buried there who played roles in shaping the

civil rights history of Riverside.

The tour will conclude at the Civil Rights Institute of Inland Southern California where a panel discussion will take place.

The three sites' programs are supported by the Museum of Riverside, Inlandia Institute and the Center for Social Justice & Civil Liberties. Participating organizations include Empower You Edutainment, the Evergreen Memorial Historic Cemetery and the Civil Rights Institute of Inland Southern California.

ENational Cancer Institute employees can’t publish information on these topics without special approval

National Cancer Institute, which is part of the National Institutes of Health, received internal guidance last week to flag manuscripts, presentations or other communications for scrutiny if they addressed “controversial, high profile, or sensitive” topics. Among the 23 hot-button issues, according to internal records reviewed by ProPublica: vaccines, fluoride, peanut allergies, autism.

While it’s not uncommon for the cancer institute to outline a couple of administration priorities, the scope and scale of the list is unprecedented and highly unusual, said six employees who spoke on the condition of anonymity because they were not authorized to comment publicly. All materials must be reviewed by an institute “clearance team,” according to the records, and could be examined by officials at the NIH or its umbrella agency, the U.S. Department

of Health and Human Services.

Staffers and experts worried that the directive would delay or halt the publication of research.

“This is micromanagement at the highest level,” said Dr. Georges C. Benjamin, executive director of the American Public Health Association.

Secretary Robert F. Kennedy Jr., a longtime anti-vaccine activist who has repeatedly promoted medical conspiracy theories and false claims. He has advanced the idea that rising rates of autism are linked to vaccines, a claim that has been debunked by hundreds of scientific studies.

He has also suggested that aluminum in vaccines is responsible for childhood allergies (his son reportedly is severely allergic to peanuts).

It is not clear in which exact office the directive originated. The NCI, NIH and HHS did not respond to ProPublica’s emailed questions. (The existence of the list was first revealed in social media posts on Friday.)

Health and research experts told ProPublica they feared the chilling effect of the new guidance. Not only might it lead to a lengthier and more complex clearance process, it may also cause researchers to censor their work out of fear or deference to the administration’s priorities.

self-employed. You could make your own hours, and earn way more money. And, it would be easier than finding a job, right? Think again. Being self-employed is a tremendous amount of work. This is especially true early on in your entrepreneurial journey. Sure, other business owners make it look easy. This is because they don't want to be perceived as a failure. They want their business to appear to be on solid ground. The reality is that being an entrepreneur is hard work. Rarely can you get by with just one

And, that one job will likely provide more stability and more money in the long run than being self-employed. I know it's hard. Starting over always is. But, the only way is to go through it. Katie Porter announces she is running for governor

Katie Porter, the former Democratic congresswoman from Irvine who ran for U.S. Senate and lost in the primary in 2024, is running for governor of California, she announced in a video Tuesday.

Porter joins an already crowded field for the 2026 election to succeed the termed-out Gavin Newsom.

"What California needs now is a little bit of hope and a whole lot of grit, fresh blood and new ideas, leaders with the backbone to fight for what's right," Porter said in a video announcing her campaign. "That's why I am running for governor."

She also said she wants to protect California from policies set by President Donald Trump, who has threatened to withhold disaster relief and, Porter said, imperiled "working families to benefit himself and his cronies."

Porter is the latest prominent candidate to join the race.

Other hopefuls include Lt. Gov. Eleni Kounalakis; former Los Angeles Mayor Antonio Villaraigosa; state Controller Betty Yee; state Superintendent of Public Instruction Tony Thurmond; former state Senate President Pro Tem Toni Atkins; and businessman Stephen Cloobeck — all Democrats — as well as Republican Chad Bianco, the Riverside County sheriff.

One potential candidate who has not yet entered the race is former Democratic Vice President Kamala Harris. She has said she would make her decision at the end of the summer. Her name recognition and fundraising success could make her a favorite.

"If Vice President Harris were to choose to run, I am certain that that would have a near field-clearing effect on the Democratic side," Porter said.

Porter, 51, served three terms in the House but did not seek re- election in 2024. Instead, she ran for the U.S. Senate seat eventually won by Adam Schiff, finishing third in the primary. Porter then returned to teaching at UC Irvine's law school.

Bianco released a statement Tuesday attacking Porter shortly after she announced her candidacy.

"Katie Porter is a failed progressive Democrat with a history of supporting policies that increased inflation, grocery, gas and energy prices," Bianco said in a statement released by his campaign.

"She is cut from the same

At 10:35 a.m., officers were dispatched to a hit and run call in the 300 block of Wildrose. A vehicle had rearended another vehicle and fled the scene. Officers were able to locate the suspect and the suspect vehicle a short distance away. The victim of the hit and run desired prosecution.

At 10:42 a.m., a victim reported he was at a store in the 100 block of West Foothill when someone took his debit card from him. He realized he didn't have it when he went to check out. He looked at his bank account and noticed someone had already taken $650 from his checking and $1,000 from his savings account. This investigation is continuing.

At 12:43 p.m., officers responded to the area in the 1100 block of East Huntington regarding some subjects possibly stealing wire and cable. The officers arrived and detained three subjects matching the description. They had not stolen any wire but one of them had a warrant for his arrest. He was arrested and taken into custody.

At 3:17 p.m., officers responded to a call in the 100 block of West Huntington, an employee at the location called to report a male walking around the parking lot area acting suspicious. Officers arrived and located the subject. He could not give them a reason why he was there and was vague with all his answers. A computer

check revealed a warrant for his arrest. He was arrested and taken into custody.

At 3:40 p.m., officers responded to an accident in the area of Huntington and Monterey. A vehicle driving east on Huntington realized the light was red and stopped partially in the intersection. A vehicle driving east, directly behind that vehicle, rear ended the other vehicle. The driver of that vehicle was unlicensed and following too closely. He was cited for unsafe speed and being unlicensed.

At 3:42 p.m., a vehicle in the area of Myrtle and Pomona, sideswiped another vehicle and continued to drive. The victim followed the suspect vehicle to a liquor store and watched the driver exit. Officers arrived and detained the driver when he came out. He displayed signs of being intoxicated but refused any Field Sobriety Tests. He was arrested and taken into custody.

At 4:15 p.m., a resident in the 400 block of Los Angeles, came into the station to report his truck had been stolen. He received a call that morning from the Sheriff's Department in El Monte who discovered his vehicle partially stripped. He did not know that his Chevrolet Silverado had been stolen until he received the phone call that morning. This investigation is continuing.

Feb. 28

At 12:24 a.m., an officer patrolling the 500 block of West Duarte conducted a traffic stop on a vehicle for a vehicle code violation. After

an investigation, it was determined the driver was under the influence of alcohol. The driver was arrested and taken into custody.

At 2:20 a.m., an officer was patrolling the 700 block of West Huntington when he noticed a vehicle parked in a red zone. The officer contacted the driver and an investigation revealed the driver was found to be in possession of a controlled substance and drug paraphernalia. He was arrested.

At 2:57 a.m., an officer contacted a subject in Station Square Park, which was closed for the night, and during the contact the subject was found to be in possession of drug paraphernalia. He was arrested and released on a citation.

At 1:07 p.m., a suspect came to the Monrovia Police Department Lobby to turn himself in. A computer check revealed the suspect had a warrant for his arrest for driving under the influence. The suspect was arrested and booked in the Monrovia Jail.

At 1:27 p.m., a wanted person came to the Monrovia Police Department Lobby to turn himself in. A computer check revealed the suspect was wanted for domestic violence. The suspect was arrested and booked in the Monrovia Jail.

At 6:13 p.m., officers responded to a traffic collision at the intersection of Evergreen and Mayflower. No injuries were reported. During the investigation, one driver displayed signs of intoxication. The investigation determined the driver was impaired. She was

arrested for Driving Under the Influence.

At 10:59 p.m., an officer conducted a traffic stop at the intersection of Royal Oaks and Mountain for a vehicle code violation. During the investigation, the driver was found in possession of drug paraphernalia and was arrested. The passenger had an outstanding $60,000 traffic warrant out of San Bernardino County and was also taken into custody.

March 1

At 12:04 a.m., a victim discovered her black 2022 BMW 430i had been stolen from the parking garage of her apartment complex in the 1000 block of South Fifth. The victim tracked the vehicle using a mobile app, showing it traveling west on the 210 Freeway. The vehicle was later found parked in a lot in North Hollywood, where it was recovered. This investigation is continuing.

At 2:05 a.m., officers located a vehicle in the 300 block of Genoa that was wanted in connection with a threatening and domestic violence investigation out of Monrovia from the previous week. The vehicle was unoccupied but it led officers to the suspect's residence. Officers contacted the suspect outside of the residence and arrested him for the outstanding warrant.

At 10:33 a.m. a female adult with an outstanding Monrovia robbery warrant was arrested by West Covina Police. An officer responded and took custody of her, per the authority of the warrant. She was taken to the Monrovia Police Department where she was booked and housed pending her court date.

At 6:22 p.m., a victim reported her black 2018 Hyundai Sonata had been stolen from the carport of her residence in the 400 block of East Foothill. She saw the vehicle the previous day. This investigation is continuing.

At 7:28 p.m., a caller reported he witnessed a subject on the stairs of a church in the 100 block of West Palm, injecting narcotics. Officers arrived and detained the individual after determining she was in

possession of drug paraphernalia. She was arrested.

At 8:29 p.m., officers responded to a suspicious call reported in the 300 block of North Madison. Three subjects in a blue Hyundai parked in the area and two exited the vehicle. They attempted to open several parked cars but found them locked. The subjects walked around the property of a vacant residence, a witness reported seeing them in the backyard. No signs of burglary or forced entry were found. The subjects fled south on Madison in the suspect vehicle before officers arrived. This investigation is continuing.

At 11:50 p.m., an officer conducted a bicycle stop for a vehicle code violation at the intersection of Brisbane and Myrtle. During the investigation, the subject was found to be in possession of a controlled substance. He was arrested and taken into custody.

At approximately 1:15 p.m., an officer responded to Outcha, located at 400 S. Baldwin Ave., regarding a grand theft report. A store employee witnessed four suspects steal more than $2,600 worth of merchandise. The suspects are described as Hispanic male juveniles. The incident was captured by surveillance cameras.

Feb. 24

At approximately 10:46 a.m., an officer responded to USC Arcadia Hospital, located at 300 W. Huntington Drive, regarding a battery investigation. A patient was found smoking in a bathroom by hospital security. When confronted, the suspect punched the security guard in the chest. The 54-year-old male from Monrovia was also found to have an outstanding misdemeanor warrant. He was issued a citation.

At approximately 3:50 p.m., an officer responded to

Chase Bank, located at 60 E. Huntington Drive, regarding a battery report. The victim, the bank security guard, asked a local transient to leave the area and instead the suspect punched the guard in the chest. The 54-year-old male from Diamond Bar was arrested and transported to the Arcadia City Jail for booking.

At approximately 5:53 a.m., an officer responded to a residence under construction in the 1500 block of South Santa Anita Avenue regarding a burglary investigation. Surveillance cameras captured two male suspects climbing through a window and fleeing with a stolen spray paint machine.

Feb. 27

At approximately 9:22 a.m., an officer responded to Alco Building Solutions, located at 11636 Goldring Road, regarding a fraud investigation. The reporting party for the business discovered a payment was sent to a fraudulent entity impersonating the intended recipient. The suspects created a nearly identical email address to defraud the company.

At approximately 4:34 p.m., an officer responded to Chase Bank, located at 700 W. Huntington Drive, regarding a vehicle burglary report. The officer discovered an unidentified suspect shattered the victim’s window and stole a backpack. The suspect fled in a black SUV with unreadable plates.

At approximately 10:59 a.m., an officer responded to Nordstrom, located at 400 S. Baldwin Ave,, regarding a petty theft incident. Loss prevention witnessed the suspect steal various items before attempting to leave the store. The 46-year-old female from El Monte was contacted and a records check revealed she had an outstanding misdemeanor warrant. She was issued a citation.

Work starts on first Platinum Triangle fire station in Anaheim

Construction started last week on Anaheim’s newest fire station and the city’s first in the fast-growing area around Angel Stadium of Anaheim. Fire Station 12 is going up in a cityowned parking lot near the stadium and is set to open in mid-2026. The Anaheim Fire & Rescue station is being built on 1.4 acres at 1822 S. State College Boulevard, south of Katella Avenue and next to the 1818 Platinum Triangle apartments. It will be made up of a main 10,400-squarefoot building and a second 2,195-square-foot building for ambulances and other equipment. The station is set to cost $13 million to $15 million to build with work being done by AWI Builders Inc. of Pico Rivera. The nearest stations today are at State College Boulevard and Ball Road, about 2 miles away, and in The Anaheim Resort, also about 2 miles away.

Survey: Almost 60% of California Black women report discrimination at work

New research finds Black working women still face rampant discrimination in the Golden State. The California Black Women's Collective Empowerment Institute commissioned a survey of 452 Black women. Almost 60% reported

experiencing workplace racism or gender discrimination in the past year.

Shakari Byerly, managing partner of EVITARUS Research, conducted the survey.

"Nearly half feel marginalized, excluded from or passed over for work oppor-

tunities," Byerly reported. "Only 16% strongly agree that opportunities for leadership and or advancement in their workplace are available to them."

Among respondents, 59% reported being somewhat satisfied in their job but 38% said they are

unsatisfied, with company leadership and work culture to blame. They also cited microaggressions, wage disparities and lack of mentoring or access to leadership roles.

Byerly noted one-third of those surveyed said they do not feel supported by

their supervisor at work.

"They were subjected to stereotypes, were talked down to, or subjected to disrespectful communication at work," Byerly explained. "And 38% say they were accused or thought of as an angry Black woman."

The report called on the state to enforce pay equity, expand antidiscrimination protections and ensure workplace accountability. They called on companies to invest in Black women's leadership development and eliminate bias in workplace culture.

Background

The City of Monrovia transportation program, GoMonrovia, consists of two main services: Monrovia Transit and the “GoMonrovia” Lyft Pass. Monrovia Transit is the City’s transportation option for seniors and individuals with disabilities. The “GoMonrovia” Lyft Pass provides local Lyft trips at a discounted rate. Both options provide ondemand transportation services.

The City receives federal funding through the Federal Transit Administration’s (FTA) Section 5310 program, administered by the Los Angeles County Metropolitan Transportation Authority (Metro), to operate Monrovia Transit. All proposals must comply with the FTA procurement guidelines outlined in the request.

Project Description

The City of Monrovia is soliciting proposals from qualified vendors to provide the following services:

1)Turnkey management and operation services for the City’s transportation program for seniors and individuals with disabilities, Monrovia Transit; and

2)Dispatch/concierge services for the City’s on-demand ridesharing program with Lyft, Inc. (Lyft).

The RFP document outlines the scope of work, selection process, and required proposal content. Proposals will be evaluated based on qualifications, experience, implementation plan, cost, and other criteria set forth in the RFP. PROPOSAL: The City Council will consider adopting a Policy as required by AB 481. AB 481 was signed into law on September 30, 2021, and requires law enforcement agencies, including the El Monte Police Department, to adopt a Policy in order to take actions relating to the funding, acquisition, or use of military equipment as that term is defined by state law. In order to approve the Policy, the City Council must find that the military equipment identified in the Policy is necessary; will safeguard the public’s welfare, safety, civil rights

College of the Desert earns 3 Golden Mic Awards for student radio station

College of the Desert's online radio station, CODRoadrunner Radio, received multiple Golden Mic Awards at the 2025 Intercollegiate Broadcasting System Conference, the school announced Monday.

Held Saturday in New York City, the ceremony's top honor for Best Streaming Online Community College Radio Station was given to COD, according to a statement.

In addition to that honor, two COD students also secured first place Golden Mics for individual programs — Dante Grasseschi, winner of best specialty music show for "Music Seeking Movie," and L. Angelo Benevides, winner of best podcast for "The Popcast."

"These students come to us eager and ready to learn, dedicating hours to perfecting their skills and creating relevant content for the station," Roadrunner Radio Manager Scott Colwell said. "They truly deserve this honor."

Several other COD students were named as finalists in their respective categories, including Martha Hackett, best student on-air personality; Cynthia Portillo-Rodriguez, best sports pre-game/postgame show for "The Firebirds — Hockey"; and Vanessa Braden, best student social media director. Celina Gentry, a lab technician at COD Media Center, was also named as a finalist in the best community volunteer program category. Although COD students

have earned several Golden Mic awards in the past and multiple nominations for Best Community College Radio Station, this was the school's first time taking home the top prize.

"This year, we did it," Associate Professor of Media Production Laurilie Jackson said. "Our students, faculty, and staff are incredibly creative and talented, and their hard work has paid off."

The awards ceremony included a keynote speech from Al Roker, a culmination of a five-day conference schedule that featured networking and professional development opportunities, in addition to other speakers.

Cam shows bald eagle hatchlings in nest above Big Bear Lake

Apair of local bald eagles are looking after three new hatchlings in their nest above Big Bear lake, and an internet camera offers a real-time view of this young avian family.

The Friends of the Big Bear Valley organization maintains the Big Bear Eagle Cam which year-round draws thousands of views of the life and times of Jackie and Shadow, a bonded pair of locally born bald eagles.

Each year, the duo returns to their nest in the valley to prepare for their annual round of eggs and hatchlings.

The first eaglet hatched March 6 shortly before 11:30 p.m. The second chick emerged sometime in the overnight hours, and the third egg hatched around 6:30 a.m. Saturday.

Most neighbor complaints connected to code and sheriff's calls in the area have stemmed from loud parties and roadway obstructions, including lack of parking, during hosted events.

It was unclear what amplified regulations might be established to address illicit and legal STRs in the two communities.

The board implemented a slate of regulations tied to STRs under Ordinance No. 927 in October 2022.

Anyone applying for a certificate must be at least 21 years old. The ordinance includes a 500-foot separation requirement, mandating that any newly certificated STRs be at least that distance from the nearest residence.

The ordinance included "responsible operators" and "responsible guests" at short-term rental properties as being held liable for paying penalties in the event a property is determined to be a nuisance because of parties or other disturbances. Previously, only owners could be fined.

The regulatory apparatus implemented testing requirements to confirm that STR operators understand county regulations and are able to comply with them. Regulations focus on occupancy limitations, noise controls, parking designations and other health and safety provisions for STRs.

Tighter regulations were established for Idyllwild-Pine Cove and the Temecula Valley Wine Country in November 2023 in response to increasing challenges with enforcement, and to ensure that the "unique character" of the locations wasn't drastically impacted by rentals.

Short-term rentals are defined as residential dwellings leased for a maximum of 30 days and a minimum of two days and one night.

Man, companion in custody for alleged armed carjacking, kidnapping

A33-year-oldman was arrested after allegedly carjacking a vehicle and kidnapping the driver at knifepoint Sunday in Riverside, and his companion was taken into custody for an unrelated warrant.

Around 9:10 a.m. Sunday, deputies from the Riverside County Sheriff's Office's Cabazon station responded to reports of a stolen vehicle at the intersection of Haugen-Lehman Way and Tamarack Road in Whitewater. They located the Nissan Altima and attempted a traffic stop but the driver failed to yield, initiating a pursuit on the eastbound Redlands (10) Freeway toward Palm Springs.

The pursuit was discontinued due to dangerous driving. However, officers from the Palm Springs Police Department located the vehicle a short time later on Indian Canyon Road

The two occupants in the suspect vehicle fled and were ultimately taken into custody, according to the sheriff's office.

The driver was identified as Steven Mata, a resident of San Diego, and the passenger as 24-year-old Claudia Ruelas, a resident of Riverside.

After further investigation, deputies came to the conclusion that Mata stole the vehicle at knifepoint in the Calimesa area, but the victim managed to escape in the Banning area and

The new facility in Riverside will manufacture the first end-to-end, all-electric autonomous shuttles in the United States, according to Ohmio. The shuttles seat a maximum of eight passengers with a top speed of 25 mph. The zero-emission shuttles available for residents and visitors will be available at several locations citywide.

The company and city also plan to add Ohmio vehicles to the Riverside Transit Agency fleet "as a complimentary service," officials said. "Trained RTA coach operators will serve as onboard safety operators for the pilot program."

Zayn Mashat of Ohmio said the company was looking to expand to the U.S., and picked Riverside because it is

reported the crime to local law enforcement.

Mata was booked at the Smith Correctional Facility for carjacking, kidnapping, felony evading and possession of a stolen vehicle. It was unclear if a knife was recovered.

Ruelas, who was not involved in the theft was cited for an unrelated warrant and released, according to the sheriff's office.

Lake Elsinore to celebrate groundbreaking of new library

Lake Elsinore will celebrate the groundbreaking of the new Lake Elsinore Library this month, officials announced Friday.

The celebration will be held from 4 p.m. to 5:30 p.m. March 20 at the site, located at Main Street and Sumner Avenue.

The state-of-the-art facility was made possible by a $10 million grant awarded to the city through the Building Forward Library Facilities Improvement Program in October 2023, and is scheduled to open in 2026.

The new library will span 10,000 square feet and serve as a vibrant, modern hub designed to meet the diverse needs of Lake Elsinore residents, according to the city.

"We are thrilled to bring this transformative project to life. The new library will serve as a cornerstone of our community, not just for learning but for fostering

a city of arts and innovation.

Mashat noted that a meeting with representatives from UC Riverside and the local chamber of commerce left company officials with the impression that Riverside had a "willingness" to bring Ohmio to the city.

"They wanted to bring more innovation and jobs to their city and really build an ecosystem around clean air, clean environment and clean transportation," Mashat said in video posted on social media.

Specific shuttle routes have not been announced, but Mashat said campus

circulators will be around UC Riverside, California Baptist University and possibly Riverside Community College.

Moreno Valley upgrades public records system

Officials in Moreno Valley Sunday announced the launch of an upgraded public records system.

The Moreno Valley City Clerk's Office in partnership with the city's Technology Services Team upgraded the system, which now streamlines both requests and searches, making access to important city documents faster and more user-friendly, officials said.

Requests for public records are now submitted through a laserfiche online form, and a new public records portal provides a more intuitive way to search citywide records.

"Transparency and accessibility are key priorities for our City, and these improvements make it easier than ever for our community members to find the information they need," said Mayor Ulises Cabrera. "Whether you're looking for Council meeting minutes, resolutions, or other public documents, this new system significantly simplifies the process."

Public records can still be viewed at City Hall free of charge with copies available for a nominal fee.

Access to the public records portal is available at the city clerk section of moval.gov.

The Riverside Inmate Destination Endeavor, or RIDE, program has been active for just over a decade and has previously relied mostly on taxis to transport freed detainees from the Benoit Detention Center in Indio, Byrd Detention Center in Murrieta, Robert Presley Jail in Riverside and Smith Correctional Facility in Banning.

"The county jail facilities are all within walking distance to several housing communities and business centers," according to a sheriff's statement. "Residents living near these areas will benefit from the transportation effort, which is part of the county's ongoing commitment to provide released inmates with a safe ride home. The RIDE program ensures that released inmates are transported out of the local community to their residence, thereby reducing the risk of loitering and criminal activity."

In the last roughly two years, nearly 4,500 inmates have elected to use the voucher program offered by the county to obtain rides via Finish Line Transport taxi service from the correctional facilities to their domiciles, according to sheriff's officials.

Taxi vouchers have been provided by jail staff to indigent inmates when they are released from lockups outside normal operating hours for buses and other public transit providers. The vouchers have been redeemable by the operators for cash to pay for the holders' trips.

inmates now will be able to request rides on the day of their release — or reserve a trip up to one month ahead of their scheduled release — enabling them to "efficiently request reliable, on-demand or scheduled rides," the sheriff's department said.

The on-demand concept was circulated to 29 prospective vendors, of which only two responded, one of which was Uber, according to the agency.

"Uber was deemed the lowest, most responsive bidder, meeting the requirements for payment options and the scope of service requirements for correctional facilities' transportation services," the agency stated.

Funding for the program will be drawn from the sheriff's annual operating budget.

RIDE was implemented in June 2014 as a pilot project conceived by then- Supervisor Jeff Stone.

Until the spring of 2022, the program was only available at the Byrd Detention Center. However, the board voted in 2023 to expand RIDE to the four detention

facilities.

At the time RIDE was initiated, some residents and business owners in French Valley and Murrieta complained that inmates released at all hours of the night from the Byrd Detention Center were loitering near their properties, sometimes behaving aggressively and committing crimes, principally vandalism and theft.

Inmates are generally set free with no bond requirement when the county's detention facilities exceed capacity. A 30-year-old federal court order mandates that the sheriff have a bed available for each detainee, or jailed offenders must be released to make room for incoming ones. Sheriff's correctional personnel make a determination as to who gets released on a caseby-case basis.

Sheriff Chad Bianco has told the board every year since he was elected in 2018 that all of the county's lockups are at max capacity all the time. His predecessor, Sheriff Stan Sniff, complained of the same burden.

'Blood Moon' to appear across inland region's night sky during lunar eclipse

The moon will be encased in Earth's shadow late Thursday night into Friday morning during the first Lunar eclipse of 2025, and Inland Empire residents will have a chance to catch sight of the celestial event -- if the inclement weather clears in time.

The effect of the eclipse will be what astronomers commonly refer to as a "blood moon," turning the barren surface into an orange-reddish tint as the lunar rock is completely shrouded in Earth's umbra, or shadow, according to NASA.

"Here in Riverside, the moon will begin passing through Earth's shadow at 10:09 p.m., reaching totality from 11:26 p.m. to 12:31 a.m.," Museum of Riverside Natural History Curator Ian Wright said. "No fancy equipment is needed -- your phone

can capture it!"

He noted that most mobile phones will automatically attempt to ratchet up illumination when scenery is dark, "which turns the moon into a blurry dot."

"Instead, manually lower the phone's brightness slider to darken the exposure and reveal more detail," Wright said.

Rainstorms are forecast from Tuesday to Friday throughout the region, but a few breaks in the cloud cover are likely Thursday night, according to the National Weather Service. The gaps may provide an opportunity to glimpse the eclipse, depending on where observers may be.

Lunar eclipses occur when the Earth rotates into a position that aligns with the sun so as to block any light from reaching the moon, according to astronomers.

The event begins with the penumbral phase, when only a part of the satellite landscape vanishes in shadow, as though "a bite is being taken out of the Lunar disk," according to NASA. As the orbital alignment reaches its peak, the moon goes deep into the umbra and "appears very dark," the agency said. From initial penumbral phase to the end of the eclipse, a span of six hours will elapse. However, NASA said "totality" will only last an hour, as Wright pointed out.

The eclipse will be visible throughout North and South America. Another Lunar eclipse is anticipated in early September. A partial solar eclipse will take place on March 29 and will be visible in the Northeastern U.S., eastern Canada, most of Europe and Africa, according to NASA.
