Upwardsof1,000 protestersdemonstrated in Los Angeles and Santa Ana on Monday to voice opposition to President Donald Trump's plans for mass deportations and a nationwide crackdown on illegal immigration.
The largest number of demonstrators were in downtown Los Angeles, where police detained an estimated 200 people and arrested one person for allegedly possessing a firearm, according to published reports.
After initially gathering at LA City Hall, protesters marched along First and Spring streets to an intersection near Crypto.com Arena. There they waved flags and chanted before heading back northward, joined by hundreds more protesters and motorists who joined the demonstration that processed through the downtown.
The Los Angeles Police Department declared unlawful assembly about 4:45 p.m. Monday after officers said people in the group threw bottles and rocks at them, according to published reports.
The majority of demonstrators acted peacefully, as police permitted the crowd to process through streets.
By early afternoon, approximately 1,000 protesters assembled at the Hollywood Freeway's Spring and Main street overpasses. Police, however, were on alert to prevent them from attempting to walk onto
the highway, as many did on Sunday, when protests against Trump's immigration agenda began, the Times reported.
The protests Monday were part of coordinated actions nationwide called "A Day Without Immigrants."
In downtown Santa Ana, hundreds of protesters gathered at Sasscer Park and across the street at the Ronald Reagan federal courthouse.
About 150 people assembled at Fifth and Ross streets to voice opposition to Trump's policies and his campaign promise to deport thousands of people who live in the U.S. without legal permission.
Demonstrators were also present on Fourth Street,
County's historic Latino corridor.
OC protest organizers Tonali Un and Carla Valencia told the Times they chose the location for the protest because it was near the federal buildings for courts and immigration services.
"I think people are finally opening their eyes," Un said.
"A lot of people I talk to now regret" voting for Trump, she said. "People are finally realizing they have to do their research."
Un said many Latino Trump supporters she has spoken with did not believe he would crack down on immigration or follow through with many of his campaign pledges.
A protest also took place Monday in North Hollywood, according to published reports.
In Perris, a protest was declared an unlawful assembly after nine hours, resulting in six arrests, according the Riverside County Sheriff's Department on Tuesday.
Individuals throwing rocks and bottles at deputies led to the declaration, sheriff's officials said in a statement. That claim was disputed by some who said the dispersal orders were issued when the protest was still peaceful, according to published reports.
Protesters assembled at several Perris Boulevard intersections starting at 9 a.m. Monday. Authorities estimated the crowd to be as many as 500 people. Riverside County deputies and California Highway Patrol officers were monitoring protests throughout the day.
The protests were peaceful until 6 p.m., when the sheriff's department reported that some in the crowd were throwing item, according to the statement.
Video posted online later showed law enforcement personnel appearing to shoot "less lethal" projectiles in the direction of demonstrators a few minutes after a deputy's announcement to disperse.
Sheriff's officials said deputies and CHP officers were able to clear protesters from the area without any

In a 4-1 vote, the Board of Supervisors approved a resolution Tuesday reinforcing Riverside County's commitment to "safeguarding civil rights" for "law-abiding immigrants and refugees," which was prompted by renewed federal immigration law enforcement operations.
"The county must protect everybody who's been here for years and those folks who are moving here on a daily basis," board Chairman Manuel Perez said ahead of Tuesday's vote, which followed nearly two hours of public comments and discussion among the supervisors. "With this, we are making a statement. Our county is a compassionate, inclusionary county. The immigrant who is law-abiding is not the enemy."
Perez and Supervisor Yxstian Gutierrez jointly proposed an action plan to establish a one-stop web portal with information on how undocumented immigrants can receive legal and other aid, as well as directing county staff to seek out

Attorneys for two high school students who faced repercussions for wearing T-shirts expressing opposition to a transgender student receiving accommodations on the girls' track-and-field team announced Friday that a lawsuit targeting the Riverside Unified School District has expanded to include state agencies.
The plaintiffs, identified only as "K.S.," a ninth-grade cross country competitor, and "T.S.," an 11th-grader and girls' team captain, initiated their federal civil rights action in November, relying on legal representation by Murrietabased Advocates for Faith & Freedom.
The organization's lawyers said Friday that in addition to the school district, their clients are now suing the California Office of the Attorney General and the California Department of Education. The basis for that expansion is Assembly Bill 1266 and its implementation a decade ago.
"AB 1266 undermines female athletes, forcing them to compete against biological males who hold undeniable physical advantages," according the plaintiffs. "This is not equality. This is an assault on fairness (and) safety."

Awoman has been arrested on suspicion of murder for allegedly shooting another woman to death at a park in the Casa Blanca community of Riverside, authorities said Sunday.
Officers dispatched at about 4 a.m. Saturday to Villegas Park, in the 3000 block of Esperanza Street, regarding reports of a shooting found Tuesday Perez, 51, suffering from a gunshot wound, said Officer Ryan Railsback of the Riverside Police Department.
Arriving paramedics pronounced the Riverside resident dead at the scene, Railsback said.
Several hours later, detectives identified Angela Ann Garcia as a suspect in Perez's
death. The 49-year-old Riverside resident was spotted by deputies from the Riverside County Sheriff's Department's Moreno Valley station while driving in Moreno Valley, Railsback said.
"A slow-speed pursuit ensued, but deputies successfully stopped the vehicle and safely took the suspect into custody near Ramona Expressway and Perris Boulevard," he said.
A preliminary investigation revealed that Perez and Garcia had been involved in an ongoing dispute, which led them to park, and during an altercation Garcia allegedly shot Perez.
"Angela was taken to a local hospital for treatment of her injuries, then later booked into the Robert

The Board of Supervisors Tuesday approved RiversideCounty Sheriff Chad Bianco's proposed contract with a Costa Mesabased helicopter school to handle all of the department's flight training needs for the next five years at a cost of $960,000.
In a 5-0 vote without comment, the board signed off on Bianco's request to retain the services of HeliStream Inc. until January 2030.
The company was first selected by the county in 2017, then again in 2019. The last HeliStream agreement was submitted to the board without seeking competitive bids from other prospective vendors, as was the recent one.
"HeliStream specializes in air operations training for law enforcement agencies," according to a sheriff's statement posted to the board's agenda Tuesday. Government agencies such as the U.S. Drug Enforce
ment Administration, San Jose Police Department, San Bernardino County Sheriff's Department and the California Highway Patrol utilize HeliStream for flight training.
Sheriff's Aviation Unit Executive Lt. Caleb Curtner said the company is the only one in the southwestern United States that provides focused training aboard the Airbus H-125 and H-145 helicopters. The county owns two of the former and one of the latter. It also operates three Airbus AS350-B3s.
The unit currently staffs nine commercially rated
chopper pilots and a deputy who is in training, according to Curtner.
"These helicopters serve various functions including day and nighttime patrol, specialized support flights and search and rescue operations," the sheriff's department stated.
The agency said HeliStream will provide recurrent training for the rotary pilots to ensure their skill levels meet baseline standards, as well as offer night vision goggle training, high-altitude ops courses, emergency landing procedures refreshers, turbine transition and instrument
flight rules classes on a regular basis.
"Riverside County residents and businesses benefit from the expertise of highly trained helicopter pilots who provide aerial law enforcement support and search and rescue missions," the sheriff's department said.
The last crash involving a sheriff's helicopter occurred during a training flight at Hemet-Ryan Airport in August 2014. The aircraft was destroyed after slamming into the tarmac during a simulated engineout landing. The two pilots escaped with minor injuries.
According to the LACounty.gov website, residents in some evacuated areas are gradually being allowed to return to their properties, though heavily impacted communities may face longer wait times. Efforts are underway to ensure a safe return, including safety inspections, search operations, damage assessments and utility restorations. EPA officials are also working with local teams to evaluate and remove toxic materials, paving the way for debris clearance. Daily decisions regarding reentry will be made by field incident management teams for the Palisades and Eaton fires in coordination with relevant agencies. Updates will be shared with the public as soon as they become available. Residents can stay informed and access updated damage assessment maps by visiting recovery.lacounty.gov.
Property owners may obtain Right of Entry debris clearance forms on the county’s recovery website at recovery.lacounty. gov available starting Tuesday, Jan. 28. These forms grant authorization for debris removal teams to access private property and begin cleanup operations. Before entering an area severely damaged or destroyed by a wildfire, ensure local authorities have deemed it safe for entry. Once clearance is granted, take necessary precautions to protect your health and safety.
Only enter during daylight hours to better identify and avoid hazards. Wear a properly fitted N95 mask to prevent inhaling harmful particles, along with safety goggles to protect your eyes from smoke, ash, and debris. Dress in protective clothing, including gloves, a long-sleeved shirt, long pants and sturdy shoes with socks. If ash comes into contact with your skin, wash it off immediately with warm water and soap.
When residents are allowed to return to their property, here are steps to take to start the rebuilding process:
• Building and grading/drainage: Local LA County Public Works Building and Safety offices can be found at the Public Works website.
• Septic systems: LA County Environmental Health 626-4305380
• Fire prevention: LA County Fire Headquarters 323-890-4132. Local district office numbers are at fire.lacounty.gov.
• Geology and soils: County Public Works Geotechnical and Materials Engineering 626-458-4925.
• Planning and zoning: County Department of Regional Planning: 213-974-6411. Local office numbers can be found at planning. lacounty.gov.
• Fire debris removal: 888-CLEANLA/888-253-2652
The U.S. Environmental Protection Agency has been assigned by the Federal Emergency Management Agency to survey, remove, and dispose of hazardous materials from properties impacted by the fires. This work is free to residents and is already underway with assistance from the Department of Toxic Substances Control and local agencies.
As the first stage of cleanup, USEPA will remove potentially dangerous everyday products like:
• Paint
• Cleaners and solvents
• Oils
• Batteries
• Pesticides
EPA field teams will remove asbestos and inspect pressurized fuel cylinders such as propane tanks. They will also remove items thought to have asbestos if they are easy to identify, but the property will not be fully cleared until Phase 2 debris removal.
If you have specific questions about Phase 1 hazardous material removal, please email EPALAWildfiresInfo@epa.gov or call 1-833-R9-USEPA (1-833-798-7372).
For general questions about fire debris removal, please contact the Removal Hotline at 844-FIRE DEBRIS/844-347-3332, available Monday through Friday from 7 a.m. to 7 p.m. and Saturday and Sunday from 8 a.m. to 6 p.m. You can also visit pw.lacounty.gov/ epd/debris-removal for more information.
For more information on Phase 1 visit: recovery.lacounty.gov/debrisremoval/hazardous-material.
Residents should not attempt to remove hazardous fire debris themselves. Post-fire house debris is hazardous because it can contain toxic materials like asbestos, lead, mercury, chemicals from household products and other heavy metals which are released into the ash and debris when structures burn. These materials pose a risk to health if inhaled or handled improperly.
Planning is underway for Debris removal activities in coordination with the county Office of Emergency Management and state and federal agencies. Residents should check recovery.lacounty.gov frequently for updates on the debris removal program.
There are three ways to apply:
1. Online at DisasterAssistance.gov. If you have access to the internet and your electronic devices have power, applying online is easiest, fastest and most convenient;
2.On the FEMA App for mobile devices; and
3.The FEMA Helpline at 1-800-621-3362.
Calls are accepted every day from 4 a.m. to 10 p.m. Help is available in most languages. If you use a relay service such as video relay, captioned telephone or other service, give FEMA the number for that service.

Landslide prompts closure of popular Orange County beach
On Friday, the city of Laguna Beach received a report of bluff movement near Point Place, between 9th and 10th Street Beach. Approximately 500 cubic yards of bluff material fell onto the beach and while no structures were directly impacted, private access stairways and walkways from Point Place were damaged. Emergency personnel conducted a thorough search of the debris field, including the deployment of a canine from OCFA’s Urban Search & Rescue Team, to ensure no individuals were caught in the slide. The Thousand Steps accessway to the 9th Street Beach is now reopened, but the affected section of the beach will remain roped off and closed until further notice. Once the area is determined to be safe, Marine Safety, Public Works, and the Building Division will coordinate the necessary restoration efforts.

Protestsagainst Trump's immigration policies began Sunday in
Los Angeles. Demonstrators gathered on Olvera Street in downtown LA in what police said was a nonpermitted demonstration. The crowd grew to several thousand as it headed to City Hall. Many protesters walked onto the Hollywood Freeway near
the Alameda Street exit.
Thousands of protesters blocked freeway traffic and clashed with law enforcement before leaving the area Sunday evening. Video from the scene showed vocal demonstrators occupying both sides of the freeway shortly after noon,
many waving U.S. and Mexican flags and holding signs critical of U.S. Immigration and Customs Enforcement, or ICE.
The LAPD, which had earlier called the demonstration peaceful, reported that Spring Street, Main Street, Los Angeles Street,
Arcadia Street and the Santa Monica (10) Freeway were experiencing major gridlock by Sunday afternoon.
The freeway was fully reopened on Sunday night. Since his Jan. 20 inauguration, Trump has followed through on his campaign
pledge to increase deportations, with ICE conducting raids in major cities. Trump made immigration a focal point of his campaign and promised mass deportations to expel people in the country illegally, particularly those charged with or convicted of crimes.

The Lakers have acquired Dallas Mavericks superstar Luka Doncic for center Anthony Davis in a stunning trade that is sending shock waves through the NBA Sunday.
The 25-year-old Doncic is a generational talent who led the Mavericks to the NBA Finals last season and has averaged a gaudy 28.6 points since joining the NBA in 2018 from Real Madrid in the EuroLeague, along with 8.3 assists and 8.7 rebounds.
He led the league in scoring in the 2023-24 season at 33.9 points per game, and has career playoff averages of 30.9 points, 9.4 rebounds and 8 assists.
The Slovenian native is currently out of action with a calf injury but is expected back soon. He will team with 40-year-old LeBron James to form one of the most intriguing tandems in recent league history.
The Lakers confirmed the trade, which was reported Saturday night by ESPN, with a post on X Sunday that said: "Yes, it really happened. Welcome to Los Angeles, Luka."
The team followed that up with a post showing Davis holding the 2020 NBA championship trophy and the message, "Forever a legend in LA. Thank you, AD."
The Mavericks also confirmed the news Sunday morning, posting "Welcome to Dallas, @AntDavis23!" with a photo of Davis.
"I believe that defense wins championships," Mavericks general manager Nico Harrison said to ESPN. "I believe that getting an All-Defensive center and an All-NBA player with a defensive mindset gives us a better chance. We're built to win now and in the future."
Davis, 31, came to the Lakers in a 2019 trade with the New Orleans Pelicans for Lonzo Ball, Brandon Ingram, Josh Hart and multiple draft picks. Teaming with James, he helped them win the 2020 NBA championship. When healthy he is an
imposing defensive force and rebounder with a career scoring average of 24.2 points, but he's also been nagged by injuries throughout his career that often keep him sidelined.
The Lakers will receive Doncic, Maxi Kleber and Markieff Morris, and Dallas will receive Davis, Max Christie and the Lakers' 2029 first-round pick. Lakers guard Jalen Hood-Schifino and a future second round pick were sent to the Utah Jazz in the deal as well.
would get traded. At his age, midseason, the NBA is a wild place, man. If he can get traded, then anybody is up for grabs."
James, who lobbied for the acquisition of Davis in 2019, had not commented on the trade as of late Sunday morning and according to multiple media reports was not informed of the deal by Lakers General Manager Rob Pelinka until after the fact.
The move comes as the Lakers hold the No. 5 spot in the Western Conference
The deal comes days before Thursday's NBA trading deadline, and was met with shock from players around the league.
"It's crazy, man. I really don't know what to say about it," Phoenix Suns star guard Devin Booker said, according to ESPN. "Luka being a guy that everybody has claimed is untouchable and untradeable. The NBA shows you again. Can't predict. It's a business. They're always having a conversation about you. So don't think you're safer than you are."
Booker's teammate Kevin Durant, who's seen a few NBA stops himself, said: "Insane. It's crazy. Crazy. Damn, would of never thought Luka Doncic
franchise that continually ushers in new eras of greatness.
standings with a 28-19 record after Saturday night's impressive 128- 112 victory over the New York Knicks at Madison Square Garden.
"We are overwhelmingly thankful for AD's six seasons with the Lakers, where he led our franchise to a championship and cemented himself as a perennial NBA All-Star," Pelinka said Sunday. "We are proud of Max Christie's development as a Laker as he has grown into an impact 3-and-D player and we are appreciative of the work Jalen Hood-Schifino has put in to show professionalism at every level. Sports are about transformative moments. We are inspired by these moments Lakers fans know, expect and love with a
"Luka is a one-of-a-kind, young global superstar who will lead this franchise for years to come," Pelinka continued. "His killer instincts and commitment to winning championships will be a driving force for the team. We will be relentless in building a roster around the on-court vision coach (JJ) Redick has for this basketball team and there is an unwavering commitment to that work to serve our loyal and dedicated fans. We are grateful for today and look forward to what's next."
Harrison said he and Pelinka worked hard to keep their negotiations a secret.
"Trades don't happen at the smallest level without stuff getting out," the Mavs GM said. "And Rob and I were able to have really intense conversations over the course of three or four weeks that started out as a coffee that was more: `Hey, would you ever? I don't know, would I? Let me think.' And it built upon that.
"We kept it between us. We had to. We had to keep it tight."
Harrison said he even
kept the impending deal from Mavericks coach Jason Kidd, who was an assistant coach with the Lakers on their title-winning 2020 team.
Kidd told the Mavericks website he was shocked by the deal.
"But I've been in this league for a long, long time," Kidd added. "So I've seen a lot, been involved in trades by the Mavericks and so it is part of the business. It is a little shocking, but we have to push forward as an organization, as a team.
"We understand what Luka has meant to the Mavericks. We wish him and his family the best in LA. And also Maxi and Smoove. But we have to push forward and we believe we have the team that can do that."
Doncic's contract also played a large role in the deal. He would have been eligible for an extension this summer that would have been worth nearly $350 million over five years.
"It was, how do we make our team better," Harrison said. "There were some unique things about his contract that we had to pay attention to. ... He was going to be able to make his own decision at some point of whether he wants to be
here or not or whether we want to supermax him or not or whether he wants to opt-out. So we had to take all that into consideration and feel like we got out in front of what could have been a tumultuous summer."
The deal adds to the Lakers' storied history of acquiring NBA megastars at or near their prime, including the deal for Davis in 2019.
In 1968, the Lakers, frustrated by multiple losses to the Boston Celtics in the NBA Finals, traded for Wilt Chamberlain in a deal with the Philadelphia 76ers, and the "Big Dipper" eventually won a title with the purple and gold in 1972.
In 1975, Kareem AbdulJabbar was traded to the Lakers from the Milwaukee Bucks and went on to win five NBA titles in LA.
In the summer of 1996, the Lakers signed center Shaquille O'Neal as a free agent, and the former Orlando Magic star went on to win three straight NBA championships in LA from 2000-02.
And of course there was the signing of James, who joined the Lakers as a free agent in 2018 after his second stint with the Cleveland Cavaliers.

This Notice is to inform you of a public hearing to determine whether or not the following project should be granted under Title 16 and/or 17 of the Monrovia Municipal Code:
PROJECT DESCRIPTION: The applicant is requesting a Minor Conditional Use Permit (MCUP) to operate an antique store, known as “Monrovia Vintage”, within the Historic Commercial Downtown (HCD) Zone. This retail shop will specialize in vintage and collectible items, offering a hand-picked selection of antique clothing and accessories, classic vinyl records, collectible toys and trading cards, vintage jewelry, and nostalgic paper goods such as postcards and magazines.
APPLICATION: Minor Conditional Use Permit (MCUP2025-0001)
ENVIRONMENTAL DETERMINATION: Categorical Exemption Class 1 (Existing Facilities). Class 1 consists of the operation, repair, maintenance, and permitting, leasing, licensing, or minor alteration of existing public or private structures.
Section 153.003 of the San Gabriel Municipal Code (SGMC) provides definitions for terms used throughout the Zoning Code to create consistency in the application of those terms when considering development standards and permitted uses. Due to changes in housing trends, new businesses, and a lack of definitions for terms found in the Zoning Code, staff is proposing this text amendment to improve the understanding and interpretation of zoning regulations. New terms being defined for residential use include ‘bedroom’, ‘livework’, ‘hedge,’ and ‘primary use’. Similarly, new commercial use classifications include ‘retail food establishment’, ‘small instructional services’, ‘large instructional services’, ‘office’, and ‘manufacturing’. Proposed terms and definitions that apply to development standards include ‘lot depth’ and ‘lot line’. Terms such as ‘greenhouse’ and ‘hoophouse,’ which are listed in Section 153.003 will also be revised for clarification purposes. A subsequent zone text amendment will be completed to amend other relevant sections within the SGMC where the new terms would apply.

Aperson was discovered dead inside a travel trailer consumed by fire in Aguanga, prompting an investigation to determine whether foul play was involved, authorities said Tuesday.
The remains of the victim, whose identity was not immediately disclosed, were uncovered by firefighters who were mopping up after the blaze in the Jojoba Hills RV Resort on Highway 79, near Rainbow Road, according to the Riverside County Sheriff's Department.
Central Homicide Unit detectives were immediately alerted and initiated an investigation, Sgt. Lance Stoyer said.
He did not indicate whether there was anything recovered at the scene to support suspicions of a murder.
County fire personnel
were sent to the location shortly before 5 p.m. Monday and found the travel trailer aflame, as well as a separate blaze near a storage yard in an adjacent ravine west of the trailer, according to officials.
The flames moved at a very slow rate for lack of wind, enabling crews to quickly encircle the fires with the aid of a Cal Fire water-dropping
helicopter. The two blazes were completely contained by 5:45 p.m.
A little over two acres burned, officials said.
The origins of the fires were also under investigation.
Anyone with information was asked to contact the Central Homicide Unit at 951-955-1777.
Three New York residents were arrested on suspicion of a hate crime after allegedly assaulting a transgender woman in Palm Springs Saturday, authorities said.
Officers responded to reports of a physical altercation near a parking structure in the 200 block of South Indian Canyon Drive at approximately 1:15 a.m. Saturday, according to the Palm Springs Police Department.
Police said a family dispute occurred among the suspects — a brother, his sister and the sister's boyfriend.
"The brother and boyfriend attempted to escort her into a vehicle to leave the area because she was intoxicated; however, she was uncooperative," police said.
"At this time, two women were passing by and, believing the female was being assaulted, attempted to intervene and de-escalate the situation. The
suspects then turned on the victims, physically assaulting them while using derogatory language directed at one of the women, who was transgender."
The transgender female suffered moderate injuries and was taken to a hospital for further evaluation.
Officers took the allegedly intoxicated female and her brother into custody at the scene, while the third suspect fled before police arrived but was located and arrested later at a residence in Cathedral City.
Diana Wheeler, 37, Jonathan Wheeler, 35, and Jack Rafael, 37, all New York
state residents, were booked into the John Benoit Detention Center in Indio with bail set at $10,000 each. The Wheeler siblings posted bail while Rafael was still in custody as of early Saturday afternoon, according to inmate records.
They were booked on suspicion of battery and a hate crime.
"Acts of violence and discrimination have no place in our city, and we will continue to take decisive action to hold offenders accountable while fostering a safe and inclusive environment for everyone," the PSPD said in a statement Saturday.

Two people killed in a three-vehicle crash on westbound Interstate 10 in Thousand Palms were identified Wednesday.
The collision was reported shortly after 1 p.m. Tuesday near mile marker 49, according to California Highway Patrol records. CHP officer Rafael Espinosa told City News Service that two big rigs and a car were involved in the crash, which initially shut down all lanes.
One lane was reopened shortly afterward as CHP personnel attempted to divert traffic through Varner Road, according to CHP records. The first death was discovered shortly afterward, and Espinosa told CNS that on-site CHP staff were investigating a possible second fatality, they "[couldn't]
even identify some of the vehicles, since they're so smashed together."
Reports from Riverside County Coroner's Office on Wednesday morning identified the victims as 49-yearold Coachella resident Carolina Navarrete De
Leal and 31-year-old Indio resident Fabian Zamora.
A driver who was behind the wheel of one of the trucks was taken to Desert Regional Medical Center, Espinosa said. An update on that person's condition was not immediately available.

CASE NUMBER: Amendment to the Zoning Code (AZC 25-02)
ADDRESS: Citywide
REQUEST: A request to the Planning Commission to recommend City Council approval for a Zoning Text Amendment to incorporate Los Angeles County’s Emblem program into Chapter 127 and amend Chapter 127 and 128 to include a reference which states that the County’s Title 11 of the County Health Code and portions of Title 8 of the County Consumer Protections Code have already been incorporated in BPMC sec-
tion 94.01, all of which will enable the County to perform cannabis inspections and enforcement actions within the City’s jurisdiction (Location: Citywide; Applicant: City of Baldwin Park; Case Number: AZC 2025-02).
CEQA: The proposed ordinance is exempt from environmental review under the California Environmental Quality Act (Pub. Resources Code, §§ 21000 et seq.) (“CEQA”) and the State CEQA Guidelines (Cal. Code Regs, tit. 14, §§ 15000 et seq.). Specifically, the ordinance is categorically exempt from CEQA under Guidelines Section 15061(b)(3) (Common Sense Exception) since the ordinance is not a “project” and can be seen with certainty that there is no possibility that the ordinance may have a significant effect on the environment, either directly or indirectly, and that therefore no environmental review under CEQA is required.

FICTITIOUS BUSINESS NAME STATEMENT File No. FBN20250000793

possible funding mechanisms to help the undocumented community — prioritizing so-called "dreamers" — and draft the formal resolution declaring the county's position on the status of noncitizens.
"This affirms Riverside County is a vibrant, compassionate and welcoming county for all law-abiding immigrants and refugees and commits (the county) to safeguarding the civil rights of all our residents to the fullest extent provided by the law," according to the measure.
The resolution reiterates that county agencies will not undertake independent inquiries based "solely on a person's actual or suspected immigration status, national origin, race or ethnicity." However, it acknowledges there is no bar to departments' "assistance or cooperation with federal authorities if required by state or federal laws."
It reemphasizes the county's desire for "comprehensive, common sense" immigration reform, which has been stated in two prior resolutions over the last 12 years.
Supervisor Karen Spiegel cast the lone dissenting vote against the measure, telling her colleagues there are "unintended consequences when we take actions of this nature."
"Are we really addressing an issue that's going on?" she said. "Foreign nationals committing crimes — that's where I become passionate. We have a right to be protected ... against others doing things that are illegal. We're trying to clamp down on the flow of fentanyl that's killing our young adults. It's coming across the border. We need a safe country. There is human trafficking, happening in our own backyards, and nobody in this room is engaging that."
Spiegel appealed to her colleagues to stay "focused on issues that we have adjudication over," comparing the resolution to merely "raising a flag."
"We're just saying words," she said.
Luz Gallegos of the Perrisbased Todec Legal Center thanked the board for taking a position, saying her organization is seeing first-hand "little kids crying, wanting
to go to school, and parents not going to work because of immigration."
"We have to think about the greater impact on our economy with our immigrant workforce," she said.
Roy Bleckert of Moreno Valley said the board's action wasn't going to "protect kids from MS-13 gang members who have come here from other countries, going into Riverside County schools."
"If you really wanted to have an inclusive, healing resolution, it would very
simply say, 'If you're here legally, we got you,'" he said. Gutierrez acknowledged that "anyone who comes here and commits a crime obviously shouldn't be here."
"All this resolution is doing is reaffirming state law and the contributions of the immigrant community," the supervisor said.
Perez and Gutierrez said they were originally inspired to propose a plan to enhance community understanding of what undocumented immigrants are entitled to
They said Attorney General Rob Bonta and Superintendent of Public Instruction Tony Thurmond are violating students' rights by enforcing AB 1266. The measure is focused on "pupil rights," expanding on Section 221.5 of the California Education Code regarding students' participation in courses and extracurricular activities.
The law mandates that a "pupil shall be permitted to participate in sex-segregated school programs and activities, including athletic competitions, and use facilities consistent with his or her gender identity, irrespective of the gender listed on the pupil's records."
The plaintiffs directly blame the measure for "discriminatory practices" that they argue have harmed them.
Their civil suit, filed in U.S. District Court in Riverside, seeks injunctions against the school district, particularly Martin Luther King High School, alleging First and 14th Amendment violations.
Neither Bonta's nor Thurmond's spokespersons immediately responded to requests for comment. RUSD administrators have consistently declined to comment.
"The suit contends that RUSD's policies unfairly restrict their freedom of expression and deny them fair and equal access to athletic opportunities," according to the plaintiffs.
The two girls wore shirts early last year bearing the messages "Save Girls' Sports" and "It's Common Sense — XX (does not equal) XY." Advocates for Faith &
Freedom allege MLK High staff "ordered the students to remove or conceal the shirts, claiming they created a `hostile' environment, comparing wearing these shirts to wearing a swastika."
"The civil complaint highlights RUSD's failure to comply with Title IX, which guarantees equal athletic opportunities based on biological sex," according to the plaintiffs. "T.S. was ousted from her position on the varsity cross country team to make room for a biological male transgender athlete, who did not consistently attend practices and failed to meet the team's strict qualifying requirements. As a result, T.S. missed opportunities to compete at a highprofile meet, losing valuable chances for college recruitment and recognition."
in California, particularly those residents who availed themselves of the Deferred Action for Childhood Arrivals program, which was initiated during the Obama administration.
Nearly 1 million DACA recipients, or "dreamers," established residency until the program was halted by President Donald Trump during his 2017-21 term. It was brought back under the Biden administration but was tangled up in legal challenges. The program facilitated permanent residency for border crossers who were minors at the time. The supervisors moved beyond DACA in their measure, attempting to confront the recent swell in U.S. Immigration and Customs Enforcement apprehensions of migrants.
In his first week back in the White House, Trump declared a national emergency along the southern border with Mexico, ending the Biden administration's "catchand-release" program and reinstituting the "remain-inMexico" policy that prohibits automatic asylum for those seeking entry.
During the previous administration, Riverside County received a stream of border crossers, most of whom were dropped by Border Patrol agents in Blythe, Indio and Murrieta. One county Executive Office estimate put the figure at anywhere from 120 to 200 "drop-offs" per day.
U.S. Customs & Border Enforcement figures show that from 2022 to 2024, there were about 7 million "land border encounters" involving people entering the United States from Mexico. Figures released last year by the California Legislative Analyst's Office indicated nearly 360,000 arrivals were awaiting immigration hearings statewide. The board published a California Department of Justice fact sheet containing explanations for the California Values Act, Trust and Truth acts, which together prohibit local law enforcement agencies from directly participating in federal immigration enforcement actions, including not reporting foreign nationals' presence in correctional facilities, barring a court order.
The girls said the district's policies promote "selective enforcement of dress codes" that impinge on free speech and undermine Title IX by not ensuring "fair athletic opportunities for female students."
Since the surge in publicity over the plaintiffs'
legal action, "more than 200 students have worn 'Save Girls' Sports' shirts on campus in solidarity with K.S. and T.S., sending a message to school administrators and state officials that discrimination against female athletes will not be tolerated," according to the plaintiffs. MLK has been a hotbed of activity connected to the presence of transgender students. Last year, one of them was reportedly expelled for assaulting a girl in a dispute over the individual's use of a designated female locker room.

The Board of Supervisors on Tuesday approved the appointment of a longtime animal shelter executive to take the top spot at the Riverside County Department of Animal Services.
In a closed session vote, the board named Mary Martin executive director of the agency, which has been a focal point of criticism for several years due to high euthanasia rates and other policies.
"Mary has long professional experience in the field of animal welfare, including a proven track record of reaching a 90% live release rate at large shelters," board Chairman Manuel Perez said. "She has developed pet support programs to help keep pets with their owners, sought adoption techniques that find pets new homes and brings a collaborative spirit to working with the community to find solutions to shared issues and concerns."
Martin is currently assistant director for Dallas Animal Services of Texas.
Her past positions have included executive roles at Maricopa County Animal Care in Arizona, Santa Fe Shelter & Humane Society in New Mexico and Animal Care Centers of New York City, according to the county Executive Office.
"I am eager to work collaboratively with all groups interested in seeking solutions," Martin said. "I'm excited to be part of this vibrant county and its many communities. I will listen to everyone to understand what is working well, what needs work and how to get to our common goals — more live outcomes for animals in Riverside County."
The Executive Office said among factors weighing in favor of Martin's selection was "her tenure with Maricopa County."
"She took the shelter from an 80% save rate to 96%," the agency stated. "In Santa Fe, she took the shelter from a 65% live-release rate to a stable 94%."
Martin was among 57 applicants vetted during
a nationwide recruitment campaign to find a new Department of Animal Services director, initiated in October after the county hired Berkeley-based Koff & Associates to handle the executive search at an unspecified cost.
A panel consisting of Perez, Supervisor Yxstian Gutierrez, county CEO Jeff Van Wagenen and San Diego Humane Society President Gary Weitzman ultimately interviewed seven prospects for the job, choosing Martin as the best fit.
"Mary's extensive background in animal welfare is a huge asset for both Riverside County and organizations like ours," Weitzman said.
She'll be paid $230,000 a year, and among her main duties will be coordinating with Austin, Texas-based Outcomes for Pets LLC
Principal Adviser Kristen Hassen to rectify problems in the Department of Animal Services.
Outcomes for Pets was hired by the board in September at a cost of $2.69 million to improve pet inventory management and slash county shelters' "kill rates," which at least one nonprofit organization has called the worst in the nation. The contract runs to Dec. 31, 2026.
Prior animal services head Erin Gettis faced a barrage of criticism, almost going back to when she took the helm in 2021, due to euthanasia policies. Gettis exited her post at the end of September and was rotated into an administrative position at the Riverside

Four of California's top six golf courses are in Riverside County, according to a ranking released Monday.
The list was published by GolfPass, a membership program for recreational golfers founded by four-time major champion Rory McIlroy. Six Riverside County venues were mentioned, including Temecula's Journey at Pechanga (No. 2), Palm Desert's Classic Club (No. 3), the Celebrity Course at
Indian Wells Golf Resort (No. 5) and Palm Desert's Shadow Ridge Golf Club (No. 6).
All four courses also made the nationwide top 50, with Journey at Pechanga checking in at No. 9.
University Medical Center in Moreno Valley.
A lawsuit filed in August, spearheaded by Rancho Mirage-based Walter Clark Law Group, is seeking a permanent injunction against the Department of Animal Services' euthanasia programs.
Clark called it a "groundbreaking case" that's predicated on the 1998 Hayden Act. That legislation, authored by then-state Sen. Tom Hayden, D-Santa Monica, states in part, "no adoptable animal should be euthanized if it can be adopted into a suitable home."
A few animal welfare activists have appeared before the board since October, complaining that Hassen's work has been less admirable than touted by the Executive Office. Speakers have said she has a history of focusing exclusively on "what's happening inside shelter walls," not outside, ignoring community programs that prevent pet overpopulation in the first place.
"Every golfer dreams of teeing it up during the winter months and these are the best courses to do it," GolfPass Managing Editor Jason Scott Deegan said. Part one of the list can be viewed at golfpass.com.
