General Rob Bonta on Monday announced the unsealing of a grand jury indictment against 30 probation officers at Los Padrinos Juvenile Hall in Downey who are accused of child endangerment and abuse, conspiracy and battery.
The indictment alleges the officers permitted and sometimes encouraged 69 fights to occur between youth detainees at Los Padrinos between July 1 and December 31, 2023.
The charges against the officers resulted from an investigation by the California Department of Justice after video footage of one of the so-called "gladiator fights" became public in
January 2024.
“Officers at Los Padrinos Juvenile Hall have a duty to ensure the safety and wellbeing of those under their care," Bonta said in a statement. "Instead, the officers charged today did just the opposite — overseeing ‘gladiator fights’ when they should have intervened."
The charges against the officers include alleged child abuse and endangerment, conspiracy to commit a crime and battery affecting 143 victims ages 12 to 18, according to Bonta's office.
The indictment also alleges "aggravating factors" that include the victims' vulnerability and the officers' position of trust or confidence.
The indictment identifies 69 incidents during the six-month period in which probation officers facilitated and allowed youths in their custody to fight each other.
"The alleged staffsanctioned fights resulted in physical harm to youth involved and, if the charges are proven, were a dereliction of the officers’ duty to protect those in their care," according to Bonta's office.
"The indictment — and the filing of criminal charges — is an important step toward holding these officers accountable and addressing shortfalls at Los Padrinos Juvenile Hall," the attorney general said.

The LA Society for the Prevention of Cruelty to Animals Wednesday blasted Long Beach officials for what they claim is a 30-day eviction order taped to the charity's front door in the city.
Long Beach this week announced changes to its Animal Care Services that the city says will enhance future operations and create long-term benefits for the roughly 4,000 animals who come under its care each year.
After a 26-year partnership, the city terminated its lease and lease-back agreement with spcaLA due to what it calls "several areas of non-compliance" with the pact, which since 2001 has seen spcaLA oversee operations of Long Beach's animal adoption center at 7700 E. Spring St., city officials said.
But according to spcaLA, Long Beach has "manufactured claims in a bad- faith effort to wrest control of the facility away from spcaLA, after spcaLA spent millions of dollars developing the facility."
In addition to Long Beach, Long Beach Animal Care Services provides animal care to the communi-
ties of Los Alamitos, Cerritos and Signal Hill.
Long Beach first entered into a contract with spcaLA in October 1998 to address the overwhelming euthanasia rates that Long Beach, among other municipal shelters, was experiencing at the time. The intention of the partnership, according to the city, was for spcaLA to construct and operate a modern, state-of-the-art campus that provided both animal control facilities, led by LBACS, and an adoption center, managed by spcaLA.
As part of the pact, spcaLA was to take responsibility for groundskeeping, maintenance and animal adoptions, leaving the city to focus on critical animal control issues and stray animal intakes, Long Beach officials said.
As part of the agreement, it was understood that both organizations would work together to assist the other in fulfilling their primary goals, according to the city.
"There is no truth to the city's claim regarding use of common shared space, which spcaLA has always handled consistently with the lease terms," spcaLA said in a statement Wednesday. "With respect to Long
Beach Animal Care Services animals, in 2019, the leadership at Long Beach Animal Care Services affirmatively requested that spcaLA stop taking their animals for adoption. spcaLA has nonetheless continued to accept their animals for adoption when asked and when there is room. The lease between the parties has approximately 30 years left, and spcaLA intends to vigorously defend its right to maintain possession and to continue to provide critical services to the city of Long Beach."
Long Beach Mayor Rex Richardson said in a statement this week that the time had come "to embark on a new journey to better serve our animals and communities. This transition will allow us to provide a higher level of care and quality of life for the animals who come into our space as well as enhance the critical animal care services we provide for Long Beach and other adjacent cities."
Under the contract, the city said it pays 50% of operating costs for the entire campus and is afforded the right to share the common areas with spcaLA. The city owns the land where the campus is located and the
contract includes a lease and lease-back agreement, both of which were signed on Oct. 2, 1998, and were valid until 2053. The LBACS campus opened to the public in 2001. Over the years, spcaLA has taken control of more than 50% of the campus, forcing the city to incrementally decrease its operating footprint and significantly limiting the city's use of the shared common areas, according to Long Beach officials.
Currently, the city says it has unrestricted access to only approximately 19% of the campus. This has caused strain on LBACS and negatively impacted operations by keeping the shelter at or over capacity and affecting the health and well-being of shelter animals, according to LBACS.
The city has repeatedly attempted to address these concerns with spcaLA, to no avail, according to LBACS. According to spcaLA, "despite the abrupt escalation by the city of Long Beach, spcaLA intends to continue to offer programs and services that support and uplift the animals and community the agency serves, programs that are beloved by the community."

"Anora" was the big winner at Sunday night's 97th Academy Awards, capturing five Oscars from among its six nominations, including best picture, best actress and best director.
The Brooklyn-set comedydrama about the beleaguered marriage of a sex worker and the son of a Russian oligarch garnered the best actress award for star Mikey Madison as well as director honors for Sean Baker. "Anora" also delivered Oscars to Baker for original screenplay and film editing.
Meanwhile, "The Brutalist" won three Oscars, including one for Adrien Brody for best actor. The film also took trophies for cinematography and original score.
The award for best supporting actor went to Kieran Culkin for "A Real Pain," while Zoe Saldaña took the Oscar for best supporting actress for "Emília Pérez" — capping a streak in which those two basically ran the table in award shows.
Conan O'Brien made his debut as Oscar host at the ceremonies, which were at the Dolby Theatre in Hollywood.
"Emília Pérez" went into the evening with a leading 13 nominations and won two trophies — Saldaña's best supporting actress award, plus best original song, "El Mal."
"Wicked," which, like "The Brutalist" went into the night with 10 nominations, joined "Dune: Part 2" as the only other multiple winner Sunday.
The "Wizard of Oz"themed musical "Wicked" captured Oscars for costume design and production design, while "Dune: Part Two" won for sound and visual effects.
"Conclave," the papal thriller that entered the evening with eight nominations, took one Oscar — for adapted screenplay. "A Complete Unknown," the Bob Dylan biopic starring Timothée Chalamet, also took eight nominations into the night — but was shut out Sunday.

"Anora" was hardly a surprise, as the film had won last month's Producers Guild Award, traditionally a strong indicator of which movie will win the best picture Oscar.
Since the Academy of Motion Picture Arts and Sciences expanded the best picture category from five to 10 nominees in 2010, only four films have won the best picture Oscar without first winning the PGA Award.
"Anora" had also won the best picture awards at this year's Critics Choice and Film Independent Spirit awards.

Chalamet's upset bid in the best actor category, following Chalamet's surprise win at the SAG Awards last week for his role in "A Complete Unknown." The SAGs — voted on by actors — are usually a solid indicator of who wins in the acting categories on Oscar night, with actors making up the bulk of Oscar voters.
Culkin's win in the best supporting actor category — his first career Oscar — capped his sweep of Hollywood's awards season after he also captured honors at the Golden Globes, SAG Awards, Critics Choice Awards and Film Independent Spirit Awards, as well as the BAFTAs.
He said he felt an immediate connection with co-star Jesse Eisenberg's script, which follows a pair of cousins touring Poland and exploring Jewish heritage in honor of their grandmother.
Brody captured his second career Oscar, following his best actor win in "The Pianist" in 2002 at age 29, which made him the youngest Academy Award winner in that category. Sunday, the now 51-year-old made mention during his acceptance speech of how acting is "a very fragile profession."
"It looks very glamorous and in certain moments it is," Brody said, "but the one thing that I've gained having the privilege to come back here is to have some perspective. And no matter where you are in your career, no matter what you've accomplished, it can all go away, and I think what makes this night most special is the awareness of that."
"The Brutalist" centers on a Holocaust survivor chasing the American dream in post-war U.S., and Brody said the role enabled him to "represent the lingering traumas and the repercussions of war and systematic oppression, and of anti-Semitism and racism, and of othering."

"Emilia Pérez," with its 13 nominations, went into the evening as the most-nominated non-English-language film in Academy Awards history, topping 2000's "Crouching Tiger, Hidden Dragon" and 2018's "Roma," which each got 10 nods. Included in "Pérez's" nomination haul was a nod for international feature film, but it lost out Sunday to "I'm Still Here," from Brazil.
"Pérez" — which tells the story of a drug cartel leader played by Gascón who hires a lawyer to help fake her death so she can transition to a woman — also garnered Gascón a nomination for best actress, making her the first openly transgender woman nominated for an Academy Award.
But her loss Sunday had been widely expected, following a post- nomination scandal in which old social-media posts surfaced in which she denigrated Islam and George Floyd, among other objectionable comments. Gascón has since apologized for the now-deleted posts, but the scandal was widely believed to have torpedoed her chances for award-season recognition.
In addition, Netflix, the film's distributor, distanced itself from Gascón for the film's Oscar campaign, and the star was notably absent from other recent awards ceremonies. She did attend Sunday's Oscars, but was shown on television only briefly, during O'Brien's opening monologue.
During that monologue, O'Brien addressed the Gascón issue head-on, joking that the "F-word" was used 479 times in "Anora" — and "that's three more than the record set by Karla Sofía Gascón's publicist."
Then, addressing Gascón in the audience, he added, "Karla, if you plan to tweet about this ... my name is 'Jimmy Kimmel."'
Oscar history was also made Sunday when industry veteran Paul Tazewell , 60, became the first Black man to win the Academy Award for costume design for "Wicked" — earning him an extended ovation on the Dolby Theater stage.
In addition, in a nod to the LA-area firefighters who battled the recent wildfires, a group of dress-uniform-clad firefighters took the stage at one point, with O'Brien allowing them to do Oscarstyle zingers — and warning the audience, "Everyone in the audience HAS to laugh, these are heroes!"
Actor Morgan Freeman paid tribute to the late Gene Hackman during his introduction to the ceremonies' In Memoriam segment, saying, "This (past) week our community lost a giant, and I lost a dear friend, Gene Hackman. Feb. 19
At 9:04 a.m., officers were dispatched to the 3300 block of Peck regarding an unknown disturbance. Officers arrived and made contact with two subjects. An investigation revealed the subjects were involved in an altercation that turned physical when one of the subjects’ grabbed a tool and struck the victim in the face causing a traumatic injury. He was arrested and taken into custody.
At 9:09 a.m., a victim in the 100 block of W. Huntington reported his vehicle had been broken into. Property was stolen, including a handgun. This investigation is continuing.
At 4:15 p.m., an employee from a business in the area of Mayflower and Colorado reported that someone attempted to steal copper wire from a light pole. This investigation is continuing.
Feb. 20
At 7:53 a.m., officers responded to a call in the 200 block of W. Duarte regarding a Nissan Rogue that was involved in a traffic collision on the freeway. The vehicle exited the freeway in our city. Officers located the vehicle and detained the female until CHP officers could arrive. The female was arrested for Driving Under the Influence.
At 11:08 a.m., a resident in the 200 block of Valle Vista, called to report a female at the location who was yelling at him and had just hit him in the face. Officers
responded to the location and after speaking with both subjects determined they are living together and in a dating relationship. The female was arrested and taken into custody.
At 2:05 p.m., an officer was patrolling the area of Royal Oaks and Mountain, when he witnessed a bicyclist commit a traffic violation. He initiated a traffic stop on the bicyclist. The subject got off his bike and when the officer approached him, he pulled something out of his pocket and tossed it away. The officer asked him what that was and he admitted it was methamphetamine, he also had a glass pipe for smoking the narcotics on him. The subject was arrested.
At 11:50 p.m., officers responded to the 1200 block of S. Myrtle regarding a report of individuals in a parked vehicle possibly using nitrous oxide. Upon arrival, officers contacted subjects inside the vehicle. A search of the vehicle revealed evidence of nitrous oxide use. The subject in possession of a nitrous oxide tank was arrested.

At 12:33 a.m., officers responded to a call in the 300 block of Genoa regarding a report of a husband who had cut himself with glass shards from a bottle. Upon arrival, officers detained the subject, who was bleeding profusely from his hands. After further investigation, it was discovered he battered his wife earlier in the week. He was placed on a mental evaluation hold
and transported to a local hospital for treatment. An Emergency Protective Order was obtained protecting the wife. Domestic battery charges will be sought.
At 1:30 p.m., officers responded to a call regarding a traffic collision that occurred in the parking lot in the 900 block of W. Duarte. One of the parties fled the scene. This investigation is continuing.
At 2:48 p.m., officers were dispatched to the area of Primrose and Huntington, where a traffic collision occurred. One of the parties fled the scene. This investigation is continuing.
At 5:55 p.m., officers responded to a residential burglary in the 500 block of W.Walnut. The investigation revealed two suspects gained entry through a window after removing a screen. The residence was ransacked, but the victim was unable to determine if anything was missing. The burglary occurred between 1:00 p.m. and 2:41 p.m. This investigation is continuing.
At 7:15 p.m., an officer attempted to stop a white Toyota Tacoma after it ran a red light southbound on Mountain at Huntington. The driver failed to yield, initiating a pursuit. The vehicle eventually stopped, the driver exited and fled on foot. A containment was established and the airship assisted, but the suspect was not located. This investigation is continuing.

At 1:19 a.m., an officer
patrolling a closed park in the 700 block of E. Lemon, contacted a subject found camping in an encampment. The subject was arrested for violating a municipal code by being in the park after hours.
At 1:28 a.m., officers responded to the 300 block of W. Lime regarding reports of an unknown male knocking on a resident’s door. Upon arrival, officers contacted three males in the area. One subject was found to have a $30,000 warrant out of Pasadena Police Department for Assault with a Deadly Weapon and was arrested. Another subject was arrested for public intoxication.
At 2:18 a.m., an officer patrolling the 500 block of W. Duarte recognized a subject wanted in a Monrovia domestic violence case. The officer arrested the subject for the outstanding felony charge.
At 2:35 a.m., officers responded to a vandalism report in the 100 block of Stedman. The reporting party stated she had been in an argument with her boyfriend, who then damaged the exterior of her vehicle by kicking it repeatedly. Officers confirmed the damage, located the suspect, and arrested him for felony vandalism.
At 10:28 a.m., officers were dispatched to a business in the 1500 block of S. Myrtle regarding a driver at the location who was asleep behind the wheel. Officers contacted the subject and found him to be acting very suspicious. After additional questioning, the subject put the vehicle in drive and sped off away from officers. The subject drove up the freeway off-ramp, driving the wrong way. Officers did not follow and the subject got away. This investigation is continuing.
At 1:13 p.m., officers were dispatched to the 100 block of N. Magnolia to a family disturbance. Once on scene, it was determined that a domestic battery occurred. The suspect, known to have mental health issues, was having chest pains and needed to be mentally eval-
uated, he was transported to the hospital. Domestic battery charges will be sought.
At 4:28 p.m., officers responded to the 700 block of E. Huntington where employees reported a theft in progress at the business. Officers arrived and detained the female suspect. The stolen property was recovered and the female was arrested.
At 10:40 p.m., officers responded to a residence in the 100 block of W. Olive after a woman reported arriving home to find her husband on the floor stabbed and unresponsive. Officers arrived and located the victim deceased with a knife lodged in his neck. Evidence of a struggle was found inside the apartment. Monrovia Detectives responded to assist, and Los Angeles Sheriff’s Homicide ultimately assumed control of the investigation. This investigation is continuing.

At approximately 12:48 p.m., an officer responded to the 800 block of Victoria Drive regarding a theft from vehicle report. Sometime between February 6 catalytic converter from their Honda Accord.

At approximately 8:40 a.m., an officer responded to Home Liquor, located at 502 East Live Oak Avenue, regarding a commercial burglary incident. The business owner interrupted a lone male suspect attempting to break into the location. The suspect fled in a black SUV.
Feb. 17
At approximately 9:21 a.m., an officer responded to Chapman Funeral Homes, located at 51 East Huntington Drive, regarding a burglary report. Sometime during the weekend, an unknown suspect entered the business and stole a laptop and cremation necklaces. There were no signs of forced entry, so the business
is unsure how the suspect entered.

At approximately 12:58 p.m., an officer responded to a residence in the 00 block of West Naomi Avenue regarding a burglary investigation. The reporting party discovered someone pried open a window and ransacked the bedroom of her recently deceased father’s home. The loss is unknown.

At approximately 8:09 a.m., an officer responded to the 900 block of Fairview Avenue regarding a stolen vehicle report. An investigation revealed an unknown suspect smashed the passenger window to the car and attempted to start the vehicle by tampering with the ignition.

At approximately 12:36 p.m., an officer responded to a residence in the 200 block of West Palm Drive regarding a fraud investigation. Using a credit monitoring application, the victim discovered someone opened two fraudulent credit cards in their name.
Feb. 21
At approximately 4:31 p.m., an officer responded to the area of 12359 Lower Azusa Road regarding a robbery report. The officer determined a 25-year-old male from El Monte punched the victim in the face and forcefully stole a bag the victim was carrying. The suspect was located, arrested, and transported to the Arcadia City Jail for booking. A records check revealed the suspect had an outstanding misdemeanor warrant.

At approximately 12:31 p.m., an officer responded to 24 Hour Fitness, located at 125 North First Avenue, regarding a commercial burglary investigation. The victim discovered someone broke into their locker, stole their credit cards, and made fraudulent charges using the credit cards.

Background
The City of Monrovia transportation program, GoMonrovia, consists of two main services: Monrovia Transit and the “GoMonrovia” Lyft Pass. Monrovia Transit is the City’s transportation option for seniors and individuals with disabilities. The “GoMonrovia” Lyft Pass provides local Lyft trips at a discounted rate. Both options provide ondemand transportation services.
The City receives federal funding through the Federal Transit Administration’s (FTA) Section 5310 program, administered by the Los Angeles County Metropolitan Transportation Authority (Metro), to operate Monrovia Transit. All proposals must comply with the FTA procurement guidelines outlined in the request.
Project Description
The City of Monrovia is soliciting proposals from qualified vendors to provide the following services:
1) Turnkey management and operation services for the City’s transportation program for seniors and individuals with disabilities, Monrovia Transit; and
2) Dispatch/concierge services for the City’s on-demand ride-
sharing program with Lyft, Inc. (Lyft).
The RFP document outlines the scope of work, selection process, and required proposal content. Proposals will be evaluated based on qualifications, experience, implementation plan, cost, and other criteria set forth in the RFP. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MONROVIA, CALIFORNIA, AMENDING CHAPTER 2.20 OF TITLE 2 OF THE MONROVIA MUNICIPAL CODE TO CHANGE THE DATE OF THE CITY’S GENERAL MUNICIPAL ELECTION FROM THE DATE OF THE STATEWIDE PRIMARY ELECTION IN EVEN-NUMBERED YEARS TO THE DATE OF THE STATEWIDE GENERAL ELECTION IN EVEN-NUMBERED YEARS, AND ADJUSTING TERMS IN OFFICE ACCORDINGLY
WHEREAS, the City of Monrovia was required under Senate Bill 415, which is also known as the California Voter Participation Rights Act (Elections Code Sections 14050-14057), to change the date of the City’s General Municipal Election to coincide with statewide election dates no later than the November 8, 2022, statewide general election.
WHEREAS, in 2021, the Monrovia City Council complied with Senate Bill 415 by adopting Ordinance No. 2021-04 to hold the General Municipal Election with the statewide primary elections in even-numbered years pursuant to the applicable provisions of the
Elections Code.
WHEREAS, at least one election cycle was conducted on the changed dates, as required by Elections Code Section 1301(d)
WHEREAS, to promote voter participation and reduce confusion as to the date of City elections, the City Council intends to change the date of the City’s General Municipal Election to the date of the statewide general election in even-numbered years, starting in November of 2026, pursuant to Elections Code Section 1301.
WHEREAS, by changing the date of the General Municipal Election to the date of the statewide general election, it is necessary to extend the terms of office for incumbents that would have been scheduled for election on the dates of the statewide primary elections in 2026 and 2028. No term will be extended by more than 12 months.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MONROVIA DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. Section 2.20.010 of Chapter 2.20 of Title 2 of the Monrovia Municipal Code is hereby amended to read as follows (text to be added is underlined, text to be deleted is shown in strikethrough):
Ҥ 2.20.010 DATE OF GENERAL MUNICIPAL ELECTION.

Section 3. Ordinance No. 2021-04 is hereby repealed.
Section 4. As an ordinance relating to an election, this ordinance shall take effect immediately upon adoption and following its approval by the Los Angeles County Board of Supervisors. The City Clerk shall certify to the adoption of this ordinance and transmit a certified copy of the ordinance to the Clerk of the Los Angeles County Board of Supervisors with a request for approval forthwith, and shall give such notice to the voters as is required by law. It is the intent of the City Council that this change of election date shall be effective for the 2026 General Municipal Election and thereafter.

An Ordinance of the City Council of the City of San Gabriel, California, Amending Title XI (Business Regulations) to Add Chapter 127 of the San Gabriel Municipal Code Relating to Sidewalk Vending and Amending Title VII (Traffic Code) To Amend § 72.012 Relating to Parking by Peddlers and Vendors
In 2018 and 2022, the State passed Senate Bills 946 and 972, respectively, legalizing sidewalk vending with limited government regulations. Government Code §§ 51038 and 51039 prohibits cities and counties from adopting regulations that restrict the number of overall vendors, restrict sidewalk vendors from certain consents and approvals, and restrict the location for sidewalk vending. Cities may only adopt restrictions if such activities are found to include health, safety, or welfare concerns. The proposed Code Amendment (CA) would add Chapter 127 of the San Gabriel Municipal Code (SGMC) relating to sidewalk vending and amend SGMC § 72.012 relating to parking by peddlers and vendors.
Ordinance No. 718 was approved for introduction and first reading at the City Council Regular Meeting of February 18, 2025. Council waived the reading of Ordinance No. 718 in full and adopted Ordinance No. 718 by title on March 4, 2025, by a vote of 5-0.

In a contentious and emotional hearing, the Los Angeles City Council on Tuesday denied former Fire Chief Kristin Crowley's appeal of her firing by Mayor Karen Bass over what Bass characterized as leadership failures related to January's deadly Palisades fire.
The council voted 13-2 to sustain Crowley's termination after she gave a nearly 11-minute speech honoring firefighters and defending her actions during the fire, which burned more than 23,000 acres and killed 12 people.
"I stand before you today, not only as the former fire chief appealing to be reinstated, but as a leader who has always placed the safety, health and well-being of our incredible and heroic firefighters first while always balancing and prioritizing the needs of the community we love to serve," Crowley said.
In announcing her decision on Feb. 21, Bass questioned the Los Angeles Fire Department's failure to pre-deploy about 1,000 firefighters the morning of Jan. 7, when a dramatic Santa Ana wind event sparked the fire, as well as Crowley's alleged refusal to prepare an after-action report on the firefight.
She also said Crowley had failed to give her a weather update prior to the historic windstorm as she had done for other potentially dangerous weather events — despite such warnings being widely publicized for several days prior to Jan. 7.
"After testimony by the former chief confirming she sent firefighters home on the morning of Jan. 7, her appeal was rejected 13-2 by members of the City Council," Zach Seidl, spokesman for Bass, said in a statement Tuesday. "This is an issue of public safety and for the operations of the Los Angeles Fire Department — the city of Los Angeles is moving forward."
During her remarks, Crowley, who has served
with the department for more than 25 years in various roles, said she would "set the record straight." She refuted the mayor's claim that she refused to conduct an after- action report, calling it a "false accusation."
"I recommended simply to collaborate with Gov. (Gavin) Newsom's already selected and funded agency, the Fire Safety Research Institute or FSRI, because they are already conducting an independent analysis of the wind storm and fire events in the Los Angeles and Ventura counties," Crowley said.
She said the LAFD lacks the resources to conduct a "proper, thoroughly researched and analyzed" after-action report.
Crowley also insisted that she did not send 1,000 firefighters home nor did she leave 40 available fire engines unmanned. The former chief said the 40 fire trucks were already staffed

Crowley, who was backed by dozens of union members in the Council Chamber on Tuesday, said that for

Padilla criticized Crowley for participating in interviews after the fire broke out in which she cited the department's alleged budget shortfalls, adding "the chief chose the wrong time and the wrong place to raise an issue."
Bass has come under criticism for her handling of the wildfire, in particular because the mayor went on a diplomatic trip to Ghana days before the fires erupted despite the warnings about anticipated severe wind and fire- danger conditions.

"Although I am disappointed in the outcome of today's appeal vote, my heart is full of gratitude for the outpouring of love and support that I received," Crowley said. "I especially want to thank UFLAC President Freddy Escobar, the many other UFLAC leaders, and the members who supported my efforts to shine the light on LAFD's needs. Standing up, speaking out, and advocating for our LAFD firefighters, their families, and the communities that we serve will always be the right thing to do."

LA County Supervisor Janice Hahn also supported the attorney general's legal action.
"The young people in Los Padrinos are not only in our custody, they are in our care," she said in a statement. "It is unacceptable that probation officers who were entrusted with this responsibility would use their power to abuse these kids. The probation officers who were involved in this abuse were put on leave last year and I support the chief probation officer in firing any officers who are found guilty. This is only further proof that the culture of our probation department needs to change dramatically."
Problems have occurred at Los Padrinos since the facility reopened in 2023 to
house detainees relocated from Central Juvenile Hall in Boyle Heights and Barry J.Nidorf Juvenile Hall in Sylmar, which state authorities ordered closed.
Short-staffing, allegations of violence among detainees and escape attempts have been reported at the facility and in October, the Board of State and Community Corrections deemed Los Padrinos unsuitable to house youth.
The board set a Dec. 12 deadline for the county to correct staffing deficiencies or close the facility.
The county, however, has continued operating the facility despite a state shutdown order, citing its lack of a viable alternative for housing the approximately 260 youths detained there.
Twenty-two of the 30 officers were arraigned Monday at LA Superior Court. The remaining officers' arraignment is scheduled for April 18.

Protests targeting Elon Musk and the Department of Government Efficiencyweregrowing Monday, with hundreds gathering at the SpaceX headquarters in Hawthorne over the weekend to voice their opposition to the actions being taken by the Trump administration.
Saturday's rally on Crenshaw Boulevard was organized by 50501, Indivisible and Westside Democratic HQ, and one of several across the country at Tesla dealerships and showrooms. The protest at SpaceX headquarters was called "Destruction of Our Government by Elon" a play on words for Musk's DOGE agency.
Protesters carried signs with an array of messages, from putting a stop to DOGE to protecting trans rights to denouncing President Donald Trump and Musk for their policies since taking office in January.
The Department of Government Efficiency was created by executive order by Trump on Jan. 20 and was intended to slash federal spending by cutting federal programs and departments. Through Musk's advisement, thousands of federal workers have been laid off and federal funding for social programs have been frozen.
"I'm here to protest Elon Musk's takeover of the government," Nancy Polikoff, 73, from Marina Del Rey told the Daily Breeze on Saturday.
"It's already affected people I know that have lost their jobs. I also think his entire purpose is self-dealing, so he's going to make sure the agencies that regulate his businesses shut down and he's going to tamper with government
contracts to make sure they all come out in his favor."
In addition to protesting the cuts and funding freezes, critics of Musk claim his private enterprises, such as
for the Los Angeles County Sheriff's Department, seems to have lost its focus. We fully support its efforts to seek the information it needs to play a powerful oversight role on behalf of LA County citizens, but we cannot support the grandstanding and divisiveness now on display."
According to county attorneys, "The dispute comes down to a simple fact: the COC — like every other advisory commission created by the Board of Supervisors and all county departments — is not allowed to act independently of the Board of Supervisors. It is the Office of County Counsel’s job to help all commissions and departments navigate federal, state, and local regulations to ensure their actions are consistent and in alignment with the policy and legal direction from the Board of Supervisors. This is exactly what the Office of County Counsel has done for the COC.
"The COC believes its
work would be more effective if it were an independent commission and has voted to amend its ordinance to make itself more independent. However, under the current law, it is not independent but advisory. Therefore, just like all the other 200-plus commissions in the county, if the commissioners wish to seek the approval of the Board of Supervisors on any of their requested actions, they simply need to utilize their executive director and assigned county staff to accomplish this task."
At a COC special meeting on Feb. 13, Kennedy said commissioners "have heard from the leadership of the (sheriff's) department that they cannot give COC ad hoc committees confidential documents. They’re afraid that their employees will be prosecuted by the California attorney general just as Ms. Teran is being prosecuted.”
Last year, California Attorney General Rob Bonta charged Teran with violating state hacking laws in 2021
when she sent a colleague public court records from lawsuits involving allegations against sheriff’s deputies.
State prosecutors allege Teran only knew about the court records because of her access to confidential disciplinary files when she was employed at the sheriff’s department three years prior. Bonta's office alleges Teran broke the law by later sharing the documents with another prosecutor.
Teran pleaded not guilty in July. A California appeals
court took up the matter in December and requested Bonta’s attorneys attend an April hearing to show why the justices should allow the case to proceed rather than grant a defense request to end it.
In his resignation letter to the Board of Supervisors, Kennedy elaborated on his reasons for stepping down.
"The County Counsel threatening to report me to the court for making 'misrepresentations' because I filed an amicus brief regarding oversight
issues — after public debate and a unanimous COC vote — crossed a personal red line," Kennedy wrote.
"The County Counsel has made meaningful civilian oversight of the LASD nearly impossible by opposing all efforts to clarify the COC’s independence and by advising the Sheriff to withhold requested confidential documents that the COC needs to review to make recommendations about policies and procedures," the letter continued. "Both positions conflict with the best practices established by the National Association of Civilian Oversight of Law Enforcement. ...
"Former President Obama’s Task for on 21st Century Policing warned that without robust, independent oversight 'it is difficult if not impossible
thwarting it," Kennedy wrote.
The counsel's statement Friday concluded with denunciations of COC tactics regarding the amicus brief and the commission's opposition to Kennedy's resignation.
"As for the amicus brief itself, there are other simple solutions, all of which the COC, unfortunately, has declined to pursue," county attorneys said. "If they are not interested in seeking the Board’s approval, Mr. Kennedy and Mr. Bonner can resubmit their brief filing in their individual capacities, for example. The commission’s wish for the Board to reject Sean Kennedy’s resignation could also have taken a simpler route — no press release is required, a simple letter would do."

Rep.GilCisneros, D-Covina,Saturday criticized the arrest of an El Monte woman and her son by U.S. Immigration and Customs Enforcement officials.
The 50-year-old woman, identified in multiple media reports as Yolanda, was arrested Feb. 24 at her home along with her son Johnathan. Her family told NBC4 that Yolanda does not have a criminal record and that Johnathan's unspecified crime occurred 12 years ago.
"These arrests are sickening, and I have grave concerns with how these arrests were reported to have been carried out by ICE," Cisneros said in a statement. "The 31st District is home to many immigrant families who came to our country wanting to contribute to our communities and local economy. This El Monte family was simply trying to care for the youngest daughter and work to provide her with the healthcare treatments she needs. Stoking fear, targeting our community members,
and ripping apart families is not an acceptable solution for our broken immigration system. We need humane comprehensive immigration reform that addresses bad actors, but still upholds our American values and helps bring immigrants who have been living in our country out of the shadows. My office will continue to monitor this situation."
ICE officials released the following statement to NBC4: "ICE is focused (on) public safety and national security threats first and foremost. However, any individual illegally present in the U.S. who is encountered during an immigration enforcement operation may be taken into custody and processed for removal as stated by law."

Federal law enforcement in Los Angeles Monday announced charges against four people suspected of smuggling about 20,000 undocumented immigrants from Guatemala to the United States, including seven who died in a car crash in 2023.
Officials said the operators of the so-called Turko Organization — Eduardo Domingo "Turko" RenojMatul, Cristobal Mejia-Chaj, Helmer Obispo-Hernandez and Jose Paxtor-Oxlaj — were charged in LA federal court last week.
Renoj-Matul, 51, and Mejia-Chaj, 49, were arrested Friday and each appeared in court where they were
immigrants accused of crimes.
A series of recent federal law enforcement actions in the Los Angeles area have caught the attention of local officials and immigrantrights activists.
Los Angeles City Councilwoman Eunisses Hernandez spoke at the beginning of Friday morning's council meeting to express concern about the activity.
"Colleagues, this morning we have been receiving reports from my district and from others about aggressive immigration raids and enforcement," Hernandez said. "My team and I have been in contact with community members and rapid response organizers since early this morning. The stories we are hearing are heartbreaking and indefensible. When we fought to make Los Angeles a sanctuary city last year, it's because this is what we feared. We feared for our neighbors, for our families, for our children, families being ripped apart.
We feared for people who would be targeted by weakminded politicians who rely on ripping families apart."
LAPD Chief Jim McDonnell said Friday that the department was not assisting in any federal actions directed at illegal immigration.
"I want to be absolutely clear: The LAPD does not participate in civil immigration enforcement," McDonnell said. "This has been the department's policy
since 1979, and it remains unchanged today."
Meanwhile, the Department of Defense announced Saturday that the Pentagon is deploying a Stryker Brigade Combat Team and a General Support Aviation Battalion to the southwestern border to boost security. The units, equipped with wheeled vehicle and air capabilities, are set to be deployed in the coming weeks.

TheHuntington Library, Art Museum, and Botanical Gardens in San Marino has acquired the archive of photographer Gusmano Cesaretti, who since the 1970s has documented Southern California's Mexican American communities, LA's urban landscapes and Hollywood film sets, the institution announced Tuesday.
The Italian-born photographer's archive is 238 boxes of photographic prints, negatives, contact sheets, artist books, mixed media works, documents, recordings and personal memorabilia, according to the Huntington.
This latest acquisition enhances the institution's vast photography collection of over 800,000 historical and contemporary images.
"As an Italian immigrant invited into a wide range of Los Angeles communities, Cesaretti reflected everyone from graffiti artists to police officers and film actors," Sandra Brooke Gordon, the Huntington's library director, said in a statement. "His archive is an invaluable record of the city."
Born in Lucca, Italy, in 1944, Cesaretti immigrated
to the United States when he was 19. He first settled in Chicago and in 1967 relocated to Los Angeles, where he immersed himself in the city's street culture and art scene and developed a distinct photographic style, museum officials said.
Between 1971 and 1973,

In addition to his movie set photography, Cesaretti directed the 2011-14 documentary "Take None Give
None." The film told the story of The Chosen Few, a multiracial motorcycle club in South Central Los Angeles.
In 2014, Cesaretti founded Los Angeles FOTOFOLIO, an underground art photography journal distributed for free to make the medium more accessible to underrepresented communities.
Cesaretti’s photographs have also been exhibited at the Los Angeles County Museum of Art, San Francisco Museum of Modern
Art, the Herbert F. Johnson Museum of Art at Cornell University and Les Rencontres d’Arles International Photography Festival. His photos are in the permanent collections of MOCA in LA and the Smithsonian Institution in the nation's capital.

Additionally, Renoj-Matul and Mejia-Chaj are charged with two counts of hostage taking. Obispo-Hernandez and Paxtor-Oxlaj also are charged with one count of transporting aliens in the United States for private financial gain and resulting in death, court papers show.
A separate federal criminal complaint filed March 2 in Los Angeles charges ObispoHernandez with threatening to kill an HSI task force officer and members of his family.
If convicted of all charges, the defendants could face up to death or life imprisonment, authorities said.
The U.S. Attorney's Office alleges that Renoj-Matual was assisted by associates in Guatemala who solicited illegal immigrants to come to the United States, accepted payment of between $15,000 and $18,000 for each illegal immigrant smuggled into the United States, and coordinated the journey of the illegal immigrants from Guatemala to the United States.
In November 2023, Paxtor-Oxlaj caused a car accident in Elk City, Oklahoma, while he was smuggling illegal immigrants from New York to Los Angeles. That car accident resulted in the deaths of seven people who were passengers in the vehicle he drove. Of the seven people killed, three were minors, including a 4-year-old child, court papers show.
"We must vigorously enforce our immigration laws so that these organizations cannot operate," McNally said. "The indictment and arrests here have dismantled one of the country's largest and most dangerous smuggling organizations. This work saves lives, and the members of the organization will now face significant consequences."
