Monrovia Mayor Mary Ann Lutz’ Comment: I’m sorry that Mr. Adams is not present with us this evening. And I am equally sorry and disappointed that he chose to write a letter that was cc’d to the press – but to none of his Council Colleagues – to protest our special meeting tonight.

As the Mayor, I feel I need to respond to portions of his letter.

Mr. Adams’ letter refers to this special meeting as “rushed” and even comments that the proceedings, in his opinion, are less than transparent. He seems to divorce himself from the fact that he has been a party to all of the Council discussions leading to this point. He believes that the value for the land, which we are considering tonight, is too low. He also has some choice words

San Gabriel City Shuts Down Maternity Home On March 8, 2011, the Neighborhood Improvement Services Division (NIS), the Building Division, and the San Gabriel Police Department investigated an illegal maternity house operating in five (5) attached townhouse units in south San Gabriel.

Beacon Media spoke with NIS Officer Jorge Arellano Friday afternoon who said this is the second time this particular building owner has been cited. His office was

alerted to the problem by a concerned citizen.

BY SUSAN MOTANDER When “The Slate” was elected to City Council in 1974 one of the items on their plate was jump starting the Monrovia Redevelopment Agency. “The Slate” consisted of Bob Bartlett, Eric Faith and Pat Ostery (The Mayor was not elected directly in those days and so there were three council seats available at one time.)

The MRA had been formed several years before, but had not been

as active as some people thought it could be. Myrtle Avenue was full of empty storefronts and almost devoid of shoppers. Huntington Drive was virtually blighted with only one small market (originally Alexander’s) a Thrifty’s, several empty stores, a couple of shaky bars, some dangerous liquor stores and a few car dealerships.

BY WALLY HAGE Most everyone is familiar with the common term Assisted Living. The care of someone who is convalescing from an injury or sickness or someone who is no longer able to care for their personal needs for daily living. But few people are familiar with the term “Insisted Living”.

Well my introduction to this term began a short time ago when my wife injured her right knee. The pain was so severe that it was necessary to call 911 for help to get her to the hospital Emergency Center. Fortunately, the injury was diagnosed as a severe ligament strain, but that the injury would require a couple of weeks of bed rest leg immobility and personal care.

Immediately, after returning home from the hospital, my son arrived at our house with all of those haunting handicap devices necessary for assisted home care which included a wheelchair, walker, cane and oh yea, that proverbial “Potty Chair”. Instantaneously, my 12-hour

day and patient personal needs training went into full operation. Now, I must admit that I was surely a willing and sympathetic assisted living provider, but totally unaware of the patient’s “Insisted Living” requests!

The patient needs ... started slowly and therefore I had time for viewing my favorite TV shows. However, less than three hours into my new duties, she requested a bell so that she could summon me easier and faster!

At first the bell summoning requests were infrequent, but as the days progressed the melodic tones became clanging demands. I was sure that the crack in the Nations Liberty Bell in Pennsylvania was nothing compared to what was going to happen to her personal hand bell.

The significant consequences of my new nursing role began as nightfall was now approaching and the various bodily needs began to require attention. Her constant demand for back and leg massages, clothing changes, tooth brushing, and a variety of other personal demands were in full swing. I realized then that this position was not assisted living but instead “Insisted Living”.

The next day it was ap-

parent that our home had become a Bed, Bath, and Breakfast facility. Over the past 62 years, my kitchen duties have been very limited, but my Bell Ringing patient was now expecting gourmet meals from a guy who thinks McDonald’s is the home for single men and exhausted husbands.

Her first morning breakfast in bed was an experience that was worse than many of our restaurant visits where she always sends her food back at least twice for meal repairs.

At this point of her breakfast in bed demands I realized how Goldie Locks must have felt when she sat down to eat at the “The Three Bears House”. The first breakfast meal that I served was too cold, and then the coffee too hot and then the toast was too light and then too dark. Yes, I was expecting to hear the footsteps of theThree Bears arriving at any moment. Instead, I turned out to be the “Bear” myself, when I told her on my third delivery of her breakfast that she could take it or leave it. I quit. Fortunately, her sister who likes a free stay at our house took over all of the “Insisted Living” demands, and pleasantly I had great golf for the next 2 weeks.

Letter to the Editor Why in Our Dog Friendly Town…..

Please tell me why in our dog friendly Sierra Madre where so many good dogs are welcomed in so many places, do we have dog parents who do not pick up after their dog?

I find it appalling that so many poops are on our streets. Not just in the grass but often right smack dab in the middle of the sidewalk. Good Grief : ( One day walking home from town, about a six block walk, I counted, yes I counted… 15 poops!!!

Do you know that a blind person is responsible for picking up after their guide dog? Yes, a blind person picks up dog poop!

Why can’t we good citizens of Sierra Madre pick up also?

I have been bothered by this problem for some time now but the other morning as I was headed out to take my good dog for a walk; there was a poop right in the middle of my sidewalk. Actually it was a poop on the go and was not only along the front of my yard but my neighbors as well. Did I say right in the middle of the sidewalk!

Have you seen the small poop bag containers that attach to a leash and hold a whole roll of poop bags?

Better yet just tie a plastic bag, maybe two on the leash…one from your newspaper or the market. Replace it as needed when you hang up the leash so you are always ready to go.

And just one more bit of etiquette ……it is Not very polite to drop the poop in a newly empty trash can. Take it home along with your good dog :) Hopefully we can all enjoy walking happily on poop free streets.

The RBAC will “kick off” the Swim-A-Thon on Friday, April 8th at 12:30 p.m. with Mike Nyeholt of Swim with Mike and past scholarship recipients and conclude Friday, April 15th. Pasadena Fire Doesn’t Want You “Alarmed” if You See a Dirty Engine Firefighters take pride in clean, detailed fire engines, fire trucks and ambulances and part of their daily routine is to ensure the cleanliness of the apparatus and fire station grounds.

To adhere to the City of Pasadena watering prohibitions beginning Friday, March 18th and ending on Monday, March 28th, the Fire Department will refrain from washing apparatus to comply with the City’s Level 4 Water Shortage Emergency, which bans outdoor water-

ing. In addition, the Fire Department has suspended flowing fire hydrants and landscape watering at all eight Pasadena Fire Stations.

“On a daily basis we have eight fire engines, two fire trucks and five ambulances in service in addition to support vehicles and reserve apparatus.

Our personnel recognize the need to conserve water and will forego activities that increase water usage.

Our big, red 40,000 pound fire engines are in the public’s eye day-to-day, and

Winds, rains and cool temperatures essentially put an early end to the annual Wistaria Festival in Sierra Madre. Mandy ven-

dors were already packing up and going home at 10:30 am. The streets which usually are full of visitors at this event were

replaced with a handful of people with umbrellas rushing to get out of the rain.

Maternity Home Shut Down by San Gabriel City Continued from page 1 usually made via a broker in Taiwan who makes the arrangements in the US. After the mother has the child, which is now a US Citizen by birth, she usually goes back to Taiwan and when the child comes of age, he or she can legally return to the United States as a citizen.

The units were used to temporarily house new mothers and their newborn babies.

During the investigation, the city found seven (7) newborn babies being cared for in the kitchen area of one of the illegally converted units. City staff was able to verify a total of 17 rooms used to house new mothers.

The operator of the illegal maternity house removed separation walls which allowed the occupants of the townhouses to travel freely from unit to unit. The operator also added additional bedrooms and converted

closets into bathrooms. The San Gabriel Police Department and the Community Development Department worked together to identify the operators and end the operation permanently. It is a violation of the City’s Zoning Ordinance to operate a maternity house in a residential zone and the facility has now been closed. To date, the property manager has paid the citations and secured all required building permits to restore the property to its original condition.

As city staff approached the units it became clear to the operators of the facility that there was trouble ahead for the maternity home.

When NIS agents entered the dwellings, they found a few babies left unattended as some people attempted to vacate the area.

NIS Officer Jorge Arellano said that the owner who

was cited two years earlier for a similar violation will only receive an administrative fine from the city. Had the police been involved, the charges could have been more serious.

According to NIS Officer Jorge Arellano, this is a common problem in the local area including Temple City, Arcadia, Rosemead and Rowland Heights. 17 mothers and babies were removed safely from this illegal conversion and have been safely placed elsewhere.

Monrovia Goldline Maintenance Yard and Ethics Questioned Continued from page 1 was again noticed by Mayor Mary Ann Lutz at last week’s regular council meeting.

According to Lutz the details of the sale were still being discussed at the time ot the regular meeting. Lutz said that the city was satisfied with the agreement, but had not yet had verification of the agreement by the Gold Line Construction Authority (GLCA). To that end the documents were made available yesterday to all interested parties, so that the matter could be discussed and acted upon at that meeting.

The reason for urgency on the issue of the sale of the property is that for the last several weeks, the governor and state legislature has been discussing seizing the assets of local California cities’ redevelopment agencies. The state would then be obligated to pay the debt on the redevelopment agencies bonds

and to continue to pay the local school and community college districts’ share of the proceeds from the tax revenues of already developed properties. The state would, however, keep the cities’ share of those proceeds. At least this is the provision being discussed in Sacramento.

She indicated that without the approval of the GLCA, the matter could not be acted upon at the special meeting. The approval has not yet been received. The matter was heard and continued to the next regularly scheduled city council meeting. City Manager Scott Ochoa had explained in the course of the meeting that issues having to do with the MRA and the sale of property required two weeks’ notice, hence the matter was continued to April She went on to explain that the length of the meeting was

due largely to an e-mail sent

by Council Member Tom Adams to the city manager, city clerk, and editors of the Star News and a local blog.

Most of the comments by the council were in reference to that e-mail. Public Input on the original items was also allowed as well as response to

Shevlin was noted that the blog posted its comments at approximately 3am on Tuesday morning and that the email had not been received at City Hall until after 11 p.m. on Monday night, well after normal business hours.

In his comments Garcia questioned Adams comments about the propriety of the meeting and the vote.

“No way am I going to let my integrity be questioned,” he said. He added, “This council has always been transparent.”

Garcia also questioned Adams statement that he had “asked repeatedly in our closed meetings for our representative to the Gold Line, the Mayor to ask our neighboring cities to help beat this burden. Garcia said that Adams had not done so.

Ochoa explained that even if the Mayor had asked the other cities to partially recompense the city of Monrovia for selling the property to the GLCA for the yard, the city would be by law unable to do so as this would be a gift of public funds from one public entity to another

that is, what has historically set Monrovia apart – in my opinion – is that over the years diverse groups of people have been able to overcome personal differences and work toward the common good.

Mr. Adams disagrees with the direction of the Council on this matter, and he is surely entitled to do so – as long as we all understand

that there is a difference between his opinion and our reality. He’s upset with me personally, and that’s okay too. But Monrovia doesn’t need petty squabbles, it needs leadership.

Even more, it needs teamwork – healthy disagreement and honest debate, for sure – but teamwork, most definitely.

That’s all I have to say about Mr. Adams and his let-

ter tonight.

These are nearly unprecedented days we are living in California and Monrovia, and I don’t believe that we have time for two sets of facts, or two policies for every issue, or two Mayors for this Council. I think Monrovia deserves better.

Now, let’s move on...

Tom Adams email continued... importantly neither will most of Monrovia because they don’t know about it. I know we are told there is danger, danger that the State could take this land and block the Gold Line from coming. I would rather risk what the state could do than rush this through in an off cycle meeting at an inconvenient time that seems to be less than transparent.

Second, I’d like to say that I am 100% in favor of the Gold Line moving forward.

Looking into our history cities lived or died based on their location close to transportation and the Gold Line is the right thing at the right time.

My objection is not about the placement of the yard but at what cost? Monrovia did not start out wanting a maintenance yard, we decided to offer it when no one else would take it, or so we are told. One question is what if no one would take the

yard? Would the Gold Line never come? Are the rest of the cities along the line so uncaring about the Gold Line that they would see it go?

Being a good neighbor, Monrovia offered the property to the Gold Line Authority for $80 million dollars. That was based on the current value of the land and the future loss of revenue due to several factors including the fact that once this is transferred to the Gold Line the property will never again generate tax revenue. NEVER AGAIN, for ever. Most of the decisions the council makes are temporary, buildings can be torn down and rebuilt, zoning can change, but this is one of the few that are for ever. All the more reason why this decision should not be made in a special meeting, this should be decided at a regularly scheduled meeting that people attend! As for the money, I have asked repeatedly in

our closed session meetings for our representative to the Gold Line, the Mayor to ask our neighboring cities to help bear this burden. Every city along the Gold Line will benefit from the Yard yet we are the only ones taking a loss from the transfer of our land to the Gold Line, which is wrong. It is wrong because our Mayor never asked, or at least there is no evidence that the Mayor asked and it is wrong because the people of Monrovia will be taking the economic hit for this decision. Money that could have been used for a park on the south side of town is still in the hands of our neighboring cities that will not help because they were never asked.

Money that could have been used in Monrovia to make a difference, money that Monrovia will never see because our representative never asked.

The Mayor told the

press on January 20th and I quote, “Mayor Mary Ann Lutz said that the city has a deal in place with the construction authority and is waiting for Gold Line officials to secure additional land before the council officially executes the deal.” What this means is that it would be unlikely to make a better deal after this announcement, our position has been declared, or so it would seem.

This is beginning to look a little like the city logo, the Mayor knows what the council approves before the council has an opportunity to approve it. The Mayor needs to be reminded that each seat has but one vote and each vote is as important as the rest.

I know that by not being here I have no vote but I hope by submitting this letter I still have a voice.”

Remember the days of TP-ing, yes that yet-to-be-longlost art of covering the exterior of friends’ homes with Charmin and the mischievousness of adolescence that went along with that?

Not a pretty sight! One heck of mess to clean up.

A local church group is taking that very concept albeit to new heights. This group of five of the eleven Team Peru members (The Flamingo Flockers) has come up with a new and quite innovative and less invasive fundraising idea.

Instead of waking up to a yard and house covered in toilet paper, one might awake to find a flock of pink flamingos has taken residence in your yard. “Tickled Pink,” a poster reads from the front yard.

Last weekend, a small group from Christ’s Church of the Valley in San Dimas filled an Arcadia home’s

front yard with approximately 30 plastic pink flamingos.

Accompanied with the pink flamingos are posters stating the object of the exercise: “Flamingo Flocking Fundraiser” and a note of instructions is attached to one of the unassuming and rather quiet birds.

How does it work? Enquiring minds want to know!

Donations are made to the church for the team given with an address of a person to “flock”. Under the cover of darkness and with the precision of a well oiled machine -these seasoned flockers litter the yard with a flock of flamingos. The homeowner/ victim can then request another house for the birds to migrate to for a donation.

All flamingos are removed within 24 hours of the bird’s first appearance in the yard. The cycle of migration continues until the completion of the fundraiser.

This creative church group is raising money for a two-week Missions trip to Peru. The group of 11 team members will travel to Cusco, Peru later this year.

Cusco is primarily a tourist location which is expensive for the locals; therefore there are many poor families in the area.

Some ministry opportunities for the group include service with feeding programs, evangelism, working in a children’s hospital with special needs children, and home-visit prayer teams. The trip, including support of missionaries there, is approximately $2,500. “Fundraising is extremely important to the team because it allows team members to raise support if they cannot personally sponsor the trip. We have set a goal to do two fundraisers a month,” said Jennifer Elrod, a 24-year old team member from Azusa.

However, the group’s fundraising efforts were thwarted two weeks ago when 25 out of 50 birds were stolen from an Upland yard of one of the team’s leaders home after being “flocked”.

A subsequent police report was made with the Upland Police Department.

A story was published in the Upland local paper and, after the story was published, the group received a few donations to help offset the loss.

The CCV Team Peru group originally paid $50 to rent the 50 birds from a local Girl Scout troop for a month.

They since had to purchase more flamingos and extra for back up. The team found a wholesaler who sold them the birds for $2.25 each. To pay for the missing birds, the team had to take $112.50 out of its Peru fund. “We’re still ready to go, they can’t hold us down,” said 21-year old Charlie Chavez, one of the Peru Flamingo Flockers.

The team is still short of their goal and the recent theft of rented flamingos hasn’t helped matters at all.

Not too much younger than we were.

You watched our children grow from infant and toddler to intelligent, loving and kind adults. I bet there were times when you wondered if that would happen.

As we journeyed through our lives you stood guard over our comings and goings; the family gatherings, large and small, happy and sad. The football parties and the out of control high school parties (You never tattled). You

watched as Philip went off to college and Kirsten learned to walk and drive then relearned 16 years later. Like a sentry you stood guard as our children came and went with their friends, on foot on bikes and in cars.

As you grew, the evenings outside our front window became more dramatic. The full moon

has been breathtaking, the sunsets reflecting off the hills to the east so full of warmth through the filter of your needles. We have watched sunrises through your branches. Your presence made them even more spectacular than they were on their own. Without you to reflect off, the sun will have to work harder to impress us.

As I walk the neighborhood today, I try to imagine how it will look without you. Our beautiful lush community will no longer have the intertwined canopy of beautiful, sometimes gnarled branches.

You are home to us.

Like a family member, sometimes we took for granted that you would be there forever. Now we will have to get used to life without you. We didn’t always speak well of you. I think we even cursed you.

Because you had no other place to grow, you uprooted our street. You encroached into our lives and up through our driveway.

We will remember you in the backdrop of our photos and for the shade you provided us, but mostly for how you made us feel when we drove up our beautiful street and to our home every day.

Tom Chavez is now Mayor of Temple City -Photo by Terry Miller Following the swearing in of three council members to their elected posts, the Temple City Council named its new mayor and mayor pro tem: Tom Chavez and Vince Yu, respectively.

In a unanimous action Monday night, the council voted both men to the one-year posts minutes after incumbents Carl Blum, Cynthia Sternquist and Fernando Vizcarra were sworn in to serve four-year terms as council members.

Chavez replaces Fer-

nando Vizcarra. In a brief ceremony prior to the mayoral transition, Vizcarra was recognized for accomplishments during his twoyear post as mayor.

“Temple City has seen turmoil and challenges over the past few years,” said Vizcarra. “Had I not received the full support of this council, we couldn’t have right the ship.”

The council then reorganized with Chavez assuming the role as mayor.

“I’m honored and excited about this opportunity,”

said Chavez to a packed council chamber. “The turnout tonight is a testimony that this council is moving Temple City in the right direction through goal setting, transparency and new projects.”

Yu added: “The elected incumbents received almost 75% of the votes (from the March 8 general municipal election). This affirms that voters are happy with what the council is doing, and that’s because we’re listening to the community.”

Approximately six months ago, Chris and Becky Shevlin came to Monrovia City staff with the idea of an old town walking route. City staff and the Shevlins, along with Pam Fitzpatrick, began working on design and project material concepts.

The Old Town Route is one mile in length, starting at Foothill Boulevard, traveling south on Myrtle Avenue for a half-mile to the (new) Old Town Arch and then returns to the intersection of Myrtle Avenue and Foothill Boulevard. The walk takes participants past the Community Center, Library Park and through the heart of Old Town’s shopping, dining and entertainment district. The route mark-

ers are spaced 1/8 of a mile apart along the route.

Chris Shevlin took the idea to the Monrovia Kiwanis group and asked them to sponsor the project—which they did; this project was fully funded by the Monrovia Kiwanis group This latest route is the second within the old town district. The first, the “Fountain to the Falls” route, was installed late last year by Eagle Scout candidate Jeffrey Ramos. The Fountain to the Falls route starts at Old Town’s Library Park fountain and travels north to the waterfall in Canyon Park. A 7-Mile Run/Walk event, which will follow this route, is planned for Saturday, May 14th as part of the City’s 125th birth-

day celebration.

When the JCPenny store announced its pending closure, it seems like the death knell for the downtown.

When that store had a closing out sale, there was a sales rack of Tshirts, two of which were most notable. One read, “Welcome to Monrovia, California. Please set your watch back 29 years” and the other, “Monrovia, Cali-

fornia - Will the last person to leave, please turn out the lights.

Which brings us to “The Slate” and that infamous Pizza Box. The three got together over pizza and began planning what to do when they were elected. Redevelopment as a way to save the town was on the table and when the pizza was done, the box became their sketch pad for the future of Monrovia.

On our press flight Tuesday afternoon, several ex servicemen who flew hundreds of thousands of missions on a B17 during World War 11, accompanied us during the 20 or so minutes we were in the air around Los Angeles.

Arthur Sherman, Leon Wald, Mike LaVere were among those we spoke with who had collectively flown hundreds of missions over Germany during WW11 and for these men, it was more than nostalgia. Their sense of humor and candor reminded me of why they

2011 Spring Home Tour – The Legacy of Wallace Neff Pasadena Heritage presents its annual Spring Home Tour, The Legacy of Wallace Neff, sponsored by deasy/penner&partners, on Sunday, March 27, 2011 from 9AM to 4PM. This tour of six privately owned homes plus two additional Neff-designed buildings showcases the breadth of work by renowned Southern California architect Wallace Neff. Known for his spectacular Mediterranean Revival residences built for elite clients, Neff created what he called “California houses” that were based on European traditions adapted to the unique climate and landscape of Southern California.

In the 1920’s Pasadena boasted the highest per capita income of any city its size in the country. This period of great prosperity was a boon for architecture, resulting in a series of designs by many of the most well-known architects of the period, including Myron Hunt, Gordon Kaufman, Roland Coate, George Washington Smith, and of course Wallace Neff.

Wallace Neff’s “flair for originality” and attention to detail puts his work in a category all its own.

Featured on the Pasadena Heritage tour will be

the Paul Richter House, a 1929 Classical French Chateau style home. Its elegant feeling is enhanced by a gracious center courtyard fountain and exquisitely intricate wrought iron details. The interior of the home has many classic Neff features including marble floors, cathedral ceiling, circular room and spiral staircase. It also has a Gothic music room and medieval fireplace with a stone mantle. This home represents Neff’s work for elite clients as the home is over 14,000 square feet and has over 30 rooms. The Richter House is located in neighboring San Marino, designed by its founders to be a uniquely residential community with wide streets, expansive properties, and beautiful gardens.

The Collins House dates from 1927. Mr. and Mrs. Wilbur Collins hired Neff to design their home, and they lived there for almost fifty years. Their home was, as their daughter Mary put it, “a labor of love.” It was featured in Architectural Digest soon after it was built.

This beautiful Italianate home has wing walls on either side of the façade which extend the mass visually across the entire property.

A curious detail is the presence of rejas or wrought iron

grilles, on the upper story windows. The fact that the lower story windows are unprotected shows that Neff intended the rejas to be purely ornamental, reminiscent of wood lattice shields in upper-story windows in houses in Islamic countries. The interior features a marble floor entry and fireplace as well as Neff’s signature spiral staircase.

The Morse and Gates (Ethel Guthrie) House, designed in 1925 is a beautifully simple Spanish Colonial Revival home typical of Neff’s designs. The exterior has a smooth stucco façade broken only by window openings and the main entrance.

Decorative tiles adorn the exterior of the house along with a sophisticated wrought iron balcony. The large wooden door is hidden from view marked by a square cut-out in the façade. This house is full of surprises, from the hidden door, to the graciously large entry and soaring open-beamed ceiling and impressive woodburning fireplace. True to the Mediterranean tradition, the house is designed to relate more informally to the rear garden.

The Thaddeus L. Up de Graff (Shirley C. Ward) House is a beautifully land-

scaped 1927 Italian Renaissance Revival Neff-designed home. T.L. Up de Graff was Neff’s brother-in-law and worked with Neff on several speculative houses in Pasadena. Three of those houses are located together in the historic Lombardy Road District. This Pasadena neighborhood was once orange groves but since the 1920’s has boasted some of Pasadena’s finest homes.

This home has several exquisite wrought iron balconies, and a beautiful two-story entry with magnificent arches that lead into the dining and living rooms. Sliding doors lead to the manicured back patio and pool and garden.

In affluent communities such as Pasadena the fact that a house was a Wallace Neff design helped sales, so developers were eager clients and 10 speculative houses were built in 1924 by the Lincoln Mortgage Company along a single block. These modest houses were interesting and unique, designed with the same care as Neff exerted for a wealthy client.

This is the only known tract designed by Neff. Neff’s designs were embraced by other speculative builders, resulting in numerous copyists designing Spanish style tract houses all over Southern

California, prompting one historian to note that “tract house architecture from the 20s in Los Angeles looks the way it does because of Neff.”

Two houses along this picturesque block will be open for tours.

Other stops on the tour include the Barlow House and St. Elizabeth’s Church.

The Barlow House was designed in 1924. Dr. and Mrs. Barlow commissioned Wallace Neff to create the house that would be called the Villa del Sol d’Oro. The Villa’s main façade is based on the Villa Collazzi near Florence, Italy, and said to be the only Villa designed by Michelangelo. Originally the Barlow home was set in the midst of 13 acres of fruit trees and flowers. It was built with 5 bedrooms, 4 bathrooms, porches on three sides, an electric elevator, and spacious patios. On the interior Neff was able to express his own style, including his signature grand entryway with spiral stair, marble floors, and beautiful wrought iron work. No longer a private residence, the Villa is now part of the Alverno School campus and its grand entry hosts galas, dances, and is often featured in movies and television.

St. Elizabeth’s Church

in Altadena is one of only a few public buildings and the only church designed

by Neff, and should not be missed. Neff designed not only the church itself, but also the Shrine to the Little Flower, the convent and its chapel, and the 1927 revisions to the rectory. The first set of plans was drawn in 1924, and construction was completed in 1927. According to historian and Neff biographer Alson Clark, there was considerable excitement among Neff’s staff over the designing of the church, and Neff was very proud of the end result. The church will be open from 2:00 p.m. to 4:00 p.m. for guided tours.

Except for St. Elizabeth Church, all tour locations will be open from 9:00 a.m. to 4:00 p.m. Visitors drive themselves to the homes where trained docents will describe the history and architectural features of each location. Tour goers should allow at least four hours for the entire tour.

Advance tickets are $37 for the general public and $34 for members.

Lives Remembered Betty Eleanor Clark Wark 1917 - 2011

Born: May 5, 1917 Died: March 8, 2011 at Cougar Springs Assisted Living in Redmond OR. She was 93.

Mother: Alice Tucker Clark, born in Sierra Madre on August 7, 1888. (The only sibling to be born in the USA) Father: Hiram D. Clark, Brother: Robert (Bobby) Clark, a well known S.M. Body and Paint Shop owner and a member of the S.M. Fire Dept. He also drove the S.M. Rose Parade Float., Grandfather: ** James Dunning Tucker, of Sierra Madre since around 1887, when he brought his wife and 5 children from Bromley England to regain his health., Grandmother: Emily Dogget Tucker, Married William “Bill” James Wark on September 16, 1939 Born: 1/30/15 and Died: Sept. 1980. Bill was a pro wrestler at the time and a milkman for the SM Dairy.

Later, he was an original member of the S.M. Search & Rescue Team along with his buddy, Fred LaLone. He was S.M. Citizen of the Year in 1967 in honor of establishing S.M. Historical Trail and Wilderness Area. Betty and Bill spent many volunteer hours along with many friends restoring the historical

trails above Sierra Madre.

They also spent many happy hours in the outdoors, hiking, restoring trails, camping, hunting, fishing, and horseback riding. In their late 50”so, they became surfers and there were newspaper articles on the “Surfing Grandparents”. I have the article, but the name of the paper and date were cut out. I would guess, the late 1970’s. Her married home was located at 177 Merrill Ave where she lived for 60 years. She was widowed in 1980. In 2002, she moved to Redmond OR to be close to her daughter. She is survived by: son: Stephen James Wark of Morro Bay, CA Daughter-in-law: Tamara Wark, daughter: Carol Wark Trump of Redmond OR, Son-in-law: David Trump, Granddaughter: Rhonda Jean Trump Dimick of Wilsonville OR Grandson: Robert James Trump of Reno NV, Cat: Miss Kitty, a Maine Coon. As an avid animal lover, the family requests donations to to the Humane Society of Pasadena in Lui of flowers. She will join her husband, “Bill”, at the Mt. View Cemetery in Altadena.

Salvatore Sivigliano 1917 - 2011

Salvatore (Sam) was born on August 1, 1917 in Kansas City, Missouri. He was the last of seven children born to Salvatore and Antonia Sivigliano. He died on March 21, 2011 in his home with family members at his side.

During his late teen years he served in the CCC during the Great Depression. In 1940 he married the love of his life, Dorothy, and spent his working years primarily in the construction field. He built many homes over the years, including ones for his growing family and one for his brother. For a few years he was the successful owner of Sam’s Corner Tavern, a bar and grill located in Bemidji, Minnesota.. In his younger years he was an avid bowler, and was an active member of the Knights

of Columbus. He proudly served his country in the Army during World War II. He was preceded in death

by Dorothy, his wife of 67 years, and all of his siblings.

He is survived by his five children, Daniel (Cheryl), Carol, Mary Koviak, Patricia (Frank), and Samuel Stephen.

He leaves 18 grandchildren, 18 great-grandchildren and 2 great-great grandchildren, nieces, nephews, and cousins.

Visitation hours beginning at 5:00 PM on Friday, March 25, and a Vigil Service at 7:00 PM will both be held at the Douglass & Zook Chapel of Remembrance Funeral Home in Monrovia (626-3583244). Funeral Mass at 10:00 AM on Saturday will be celebrated at Immaculate Conception Church in Monrovia.

Stephen (Steve) Sanderson died peacefully with his wife Shirley at his side at home in Arcadia, CA. Steve was born and grew up in Publish, New York. Upon graduation from high school in 1947 he enlisted in the U.S. Marine Corps. In 1948 he married his high school sweetheart, Shirley Grinnell.

Twenty-two years from enlistment, Steve retired from the Marine Corps with the rank of Captain, having served in both Korea and Viet Nam. After the military he was employed by Crocker Bank where he became a vice president and worked from 1969 to 1985. From Crocker Bank he went to the American Red Cross as an Emergency Services Director/Health and Safety. He later served for a brief time as Executive Director of the Arcadia Chapter.

He was a member of their Board of Directors for many years.

Not one to be idle, after final retirement, Steve became an active volunteer serving the community in many areas. He continued to serve Red Cross, served as treasurer of Arcadia Kiwanis

Everyday is an open house:

for over 20 years, and was active in Arcadia Child Health Services.

He was a long time member of the Arcadia Community Coordinating Council where his chief area of interest was serving kids through the Campership Program. He was very proud to be the initiator of an on-going fund raising project for the program.

On January 1, 1996, he became a volunteer for the Arcadia Police Department, where he found what he considered a “second home”.

He served there for 10 years.

He once stated that, of all his retirements, the day he had to retire as an APD volunteer was probably the saddest.

Steve will be sorely missed by his wife Shirley, several nieces and nephews and his many friends. No memorial services have been planned.

For the period of Sunday, March 13, through Saturday, March 19, the Police Department responded to 908 calls for service of which 155 required formal investigations. The following is a summary report of the major incidents handled by the Department during this period.

Sunday, March 13: Between 5:30 p.m. on March 12 and 10:30 a.m. on March 13, two commercial burglaries occurred at 805 West Duarte. Unknown suspect(s) forced open doors to the businesses and stole laptop computers and a cash box.

Around 3:17 p.m., units responded to Claire’s located at Westfield Mall regarding a woman detained for theft.

An 18-year-old Asian concealed merchandise on her person and left the store without making payment. During the investigation, additional stolen property from Bath and Body Works, Cotton On, Forever 21, Wet Seal, and Sephora were recovered. A private person’s arrest was made, and the suspect was taken into custody for commercial burglary and receiving stolen property.

Monday, March 14: Around 3:44 p.m., a commercial burglary was reported in the 700 block of Singing Wood. Unknown suspect(s) broke into a residential construction site, between 5:00 p.m. on February 16 and 7:00 a.m. on February 17, and stole bathroom fixtures totaling over $6,200.

ies occurred between 10:00 a.m. and 7:30 p.m. in the 100 block of West Floral and 1100 block of Greenfield.

Unknown suspect(s) broke into the homes, ransacked rooms, and stole cash, jewelry, and Rolex watches. The losses at both locations were over $20,000.

Tuesday, March 15: Officers were dispatched to the 00 block of Diamond around 10:40 a.m. in reference to an attempted suicide.

A distraught 16-yearold female slashed her wrist several times with a knife, causing minor injuries. She was transported to a nearby hospital for evaluation.

A security guard witnessed an auto burglary around 11:43 p.m. at the CVS parking lot, 1401 South Baldwin. A male Hispanic, 18-25 years of age, smashed a car window and stole a designer purse and its contents. The suspect was seen fleeing in a gold Jeep Cherokee driven by another suspect. The total reported loss was about $1,900.

Wednesday, March 16: Around 5:10 p.m., loss prevention personnel from the H&M store located at Westfield Mall advised that they had detained three AfricanAmerican suspects for theft. They worked in concert to remove security tags and to conceal merchandise in their purse/backpack. Stolen property from Cotton On, Forever 21, and Old Navy were also recovered. Private persons’

arrests were made, and an 18-year-old female, 15-year-old female, and a 17-year-old male were taken into custody for commercial burglary and conspiracy to commit crime.

Units responded to the 500 block of Sharon around 7:38 p.m. regarding a theft that occurred at Pavilions between 6:30 p.m. and 7:30 p.m. An unknown suspect took the victim’s wallet from her purse while she was shopping. The suspect then made over $20,000 in unauthorized purchases at Westfield Mall,

and a sales associate from one of the stores described the suspect as a female Hispanic.

p.m., a traffic stop was conducted at Holly and Lemon for an equipment violation. A record check revealed that the driver was on parole for a weapon’s violation and he also had a parolee-atlarge warrant for his arrest. A 25-year-old male Hispanic was arrested and during the booking process, a baggie of methamphetamine was found in his pocket.

Friday, March 18: Between 12:46 a.m. and 1:57 a.m., four individuals were arrested for driving while under the influence of an alcoholic beverage. A 22-year-old female Caucasian was arrested at Live Oak and Louise; a 28-year-old male Caucasian was arrested a t First

ven; a 24-yearold male Hispanic was arrested at First and Huntington; a 21-year-old female Caucasian was arrested at Huntington and La Cadena.

Units responded to Highland Oaks Elementary School, 10 Virginia, around 3:13 p.m. in reference to a theft. A teacher left her purse in an unlocked classroom and

when she returned she discovered that her wallet was missing. When she was cancelling her credit cards, she was informed that an unauthorized $75 purchase was made at the Walmart store in Monrovia. The victim later learned that an unidentified male African-American was seen walking around the school during the time of the incident.

Saturday, March 19: Around 6:49 p.m., an automated license plate reader alerted officers to a vehicle that had a warrant attached to it. A traffic stop was conducted at Peck and Randolph and a 42-year-old male Hispanic was taken into custody for outstanding warrants totaling over $61,000.

Between 7:00 p.m. and 7:20 p.m., an auto burglary occurred at 251 North Santa Anita. Unknown suspect(s) smashed a car window and stole a cell phone, iPod, and wallet.

LiIiano Dr. Unknown suspect(s) entered a house through an unlocked side window while the residents were out hiking during the morning. Suspect(s) ransacked the interior and stole several items of jewelry and an Apple Mac computer and a tower. The possible suspect is a dark skinned male Hispanic, 5’8, driving a white utility truck with a ladder affixed to the back.

Thursday, March 17th: 2:10 AM- Possession of Marijuana in Vehicle, 100 blk. E. Grandview Ave. An officer stopped a motorist a Vehicle code violation and cited the driver and occupant for possession of marijuana and an illegal smoking pipe.

2:31 PM- Suspicious Circumstances, 100 blk.

W. Grandview Ave. The resident called the Fire Department to report that he had a 20 mm military artillery shell that he no longer wanted. Officers responded and notified the LASD bomb squad, who promptly deployed to the scene. The immediate area was evacuated.

The LASD bomb squad determined that the device was an inert training shell, and took the device to dispose of it.

POLICE BLOTTERS An officer stopped a motorist for a Vehicle Code violation. The officer determined that the driver was in possession of cocaine, hashish, Ecstasy, and LSD, all packaged for sales. The officer arrested the Monrovia resident and booked him at the Pasadena PD Jail.

8:17 PMPossess/ Manufacture/Sell Weapon, Santa Anita Ave and Virginia. An officer stopped a motorist for a Vehicle Code violation. The officer lawfully found an illegal fixed blade knife in the glove compartment and arrested the driver. The officer booked the suspect at the Pasadena Police Department.

Saturday, March 19th: 12:23 AM- DUI Alcohol/Drugs, Sierra Madre Blvd and Sunnyside Ave. An officer stopped a motorist for a Vehicle Code Violation and determined that he was under the influence of a controlled substance. The officer took the suspect to the Pasadena Police Jail for booking.

2:48 PM- Grand Theft Exceeding $950, 600 blk.

W. Montecito. Unknown suspect(s) stole a wheelchair from the carport in front of her residence.

Monrovia PD

During the last seven day period, the Police Department handled 508 service events, resulting in 100 investigations. Following are the last week’s highlighted issues and events: Grand Theft On March 10 at 11:10 a.m., an officer was dispatched to a residence in the 100 block of North Primrose regarding a theft. The victim reported that her daughter-in-law lost the house key approximately three weeks ago, and they now have discovered the victim’s jewelry box with cash missing.

There were no signs of forced entry. The investigation is continuing.

Burglary On March 10 at 4:10 p.m., an officer responded to a business in the 100 block of West Foothill regarding a subject that loss prevention had in custody for trying to steal a cart

full of Red Bull. The officer arrived and, through investigation, determined the subject had the intent to steal prior to entering the store and arrested him for burglary. The subject is a known heroin addict and admitted he was going to sell the merchandise.

Burglary On March 11 at 12:13 p.m., police received a call from a business in the 700 block of East Huntington, reporting that two male suspects had stolen merchandise and left in a truck that was being followed by a loss prevention officer. Officers were able to detain the truck, as the loss prevention officer relayed their location by phone. The property was recovered, the two subjects were positively identified by the loss prevention officer, and both were arrested for burglary.

One suspect was found to be on parole for petty theft with a prior.

Domestic Violence / Assault with Great Bodily Injury On March 11 at 1:51 p.m., a male subject came into the police lobby to report that his live-in girlfriend had thrown a glass mural at him, which cut his right arm. Monrovia Fire Department paramedics tended to the victim’s injury. An officer responded to the incident location in the 200 block of East Lemon and contacted the female suspect. She admitted to throwing the glass mural which caused the injury. She was arrested and taken into custody.

Medical Assist On March 13 at 9:58 a.m., an adult male subject fell from the waterfall at Canyon Park and sustained a head injury. He was airlifted from Canyon Park with non-life-threatening injuries.

Assault with a Deadly Weapon On March 13 at 6:59 p.m., police responded to a residence in the 900 block of Genoa regarding an assault. The victim was involved in an argument with his adult stepson. The argument escalated and the stepson verbally threatened to kill his stepfather. The victim confronted his stepson and challenged him. The

argument became physical and led to the stepson stabbing the victim once in the left side, and the victim bit the stepson on the hand. Officers arrived and both parties were transported to the hospital for non-life-threatening injuries. The victim was treated and released from the hospital. The stepson was treated, released from the hospital, and arrested for assault with a deadly weapon.

Robbery On March 13 at 7:54 p.m., a male Hispanic suspect entered a business in the 100 block of West Huntington and produced a handgun. The suspect demanded money from an employee. He took approximately $150 from the employee and fled on a bicycle. The suspect is described as a male, Hispanic with facial hair. He was wearing a black sweatshirt and a Los Angeles Dodger’s baseball cap. Investigation continuing.

Residential Burglary On March 15 at 7:37 p.m., police responded to a residential burglary in the 1300 block of South Primrose. The resident left home for work during the early morning hours and returned home at 7:30 p.m. to discover someone had broken a rear window and gained entry to the residence. A laptop computer and several other items had been taken. No witnesses were located and the investigation is continuing.

Theft from Vehicle On March 16 at 12:25 a.m., a resident in the 300 block of North Primrose observed a suspicious subject looking into vehicles on the street and called police. When officers arrived, they saw the suspect fleeing on foot. A perimeter was established, but officers were unable to locate the suspect. It was discovered that the suspect entered a vehicle and removed coins, but dropped the coins next to the vehicle. Officers continued to search the area and saw the suspect in the passenger seat of a moving vehicle. They conducted a traffic stop and arrested the 16-year-old male suspect. He was later cited and released to a parent.

As part of the Federal government’s economic stimulus program, Congress approved the American Recovery and Reinvestment Act of 2009 which appropriated $2.7 billion to the U.S. Department of Energy for the Energy Efficiency and Conservation Block Grant (EECBG) Program. On August 28, 2009, the Department of Energy approved the City of Arcadia’s EECBG application and awarded the City $534,700 for energy efficiency retrofits to the City of Arcadia City Hall. The City of Arcadia plans to upgrade the windows throughout City Hall and upgrade the HVAC in the upper City Hall building.

Currently the City of Arcadia is in the section 106 process. The City has completed a historic resource evaluation of Arcadia City Hall to ensure that the energy efficiency retrofits do not affect historic properties. The historic resource evaluation is now pending approval from the State Office of Historic Preservation. The historic evaluation can be requested for review by completing a public request in the City Clerk’s Office.

As an example he used the 1/8 mile section of the Chantry Flats Road which runs through Monrovia and which other public entities wanted Monrovia to repair.

Ochoa noted that this would not be a direct benefit to the citizens of Monrovia and therefore the city had applied for and received federal funds for this project.

In regard to the council stewardship of the city’s funds, Council Member Charles Shaw said “I think we do a really good job looking out for your money.” He said he felt the members of the council watched out for the interest of the citizens and their tax dollars.

When Public Comments were made Dollmakers owner Pam Fitzpatrick was quick to praise all the members of the council for

all the work they had done on the project to bring it so far. She also said she was “surprised and saddened” at Adams’ “rambling letter.”

She said “Sometimes what happens in Vegas, should stay in Vegas” and that she wished Adams had thought before he pressed the send button. (She was referring to the fact that Adams is currently in Las Vegas at a business conference.)

Another Gwendolyn Jones, a Monrovia resident questioned the sale of the property in general and raised several questions about budgetary matters. Later in the meeting the mayor explained that all the issues she had raised about part time employees and moving to contract for city services such as public works, police and fire, would all be discussed at upcoming budget study sessions. She urged Jones to attend these sessions and assured her that the city staff was already looking into these issues.

Robert Silverstein, who represents the owners of a property he described as “adjacent” to the proposed maintenance yard. He said that he had not received adequate notice of the contents of the reports made available to the council on the issue of the sale of the yard having received them less than 24 hours before the scheduled beginning of the meeting. He also indicated that he believed the sale of the property to the GLCA would necessitate eminent domain proceeding against his client, not by the city but by the GLCA. He gave the city a stack of documents which he said were 10” high which laid out his claims as to why the city could not sell the property in question to the GLCA. Silverstein also said that the sale of the property would violate a settlement agreement the city had made with his client in 2004 and that to that end he had filed a law suit that day, March 22, against the city. Silverstein said that his clients were suing the city for “anticipatory breach of contract”. Further details of that lawsuit will be made available when this paper is able to obtain them.

City Clerk Alice Atkins said that the city had been served with that law suit late on Wednesday, March 23.

The special joint meeting was adjourned with no action being taken, and the entire matter was continued to the next regular city council meeting on April 5.
