INTRODUCTION
1.1
Preface Mac’s Convenience Stores Inc., hereafter referred to as Mac’s, has submitted a development permit application for the construction and operation of a convenience store and gas bar to be located on the southeast corner of the Coloniale Way/50 Street intersection in the Town of Beaumont. As part of the development approval process, the Town of Beaumont identified the requirement for a Transportation Impact Assessment (TIA) summarizing the potential transportation impacts associated with the proposed development. Mac’s retained Bunt & Associates to complete the TIA.
1.2
Study Purpose and Objectives The purpose of this assignment is to confirm that the existing roadway network and study area intersections are appropriately designed to accommodate traffic anticipated to be generated by the proposed development. The primary objectives of the assignment were to:
identify the traffic characteristics associated with the proposed convenience store and gas bar;
identify the traffic impacts of the proposed development on the adjacent roadway network; and
identify roadway and intersection improvements required, if any, to accommodate background and site generated traffic.
In addition to the above, the study reviews any potential issues associated with pedestrian activity in the area and identifies potential mitigation strategies.
1.3
Study Area The study area includes the area in which the transportation impacts associated with the operation of a convenience store and gas bar are anticipated to be the greatest. For the purposes of this study, the area of significant traffic influence was identified as the 50 Street and Coloniale Way corridors in the vicinity of the subject site. The study considers the Coloniale Way/50 Street and Coloniale Way/Rue Bouchard intersections and the site access intersections with the adjacent roadway network.
1.4
Study Methodology The assessment presented in the following sections reflects an understanding of the development site’s locational attributes, site access requirements, and adjacent roadway operations. The assessment was completed using the following methodology:

An examination of the development area with respect to existing conditions such as land use, roadways, and traffic conditions;
Estimation of the magnitude and characteristics of traffic activity projected to be generated by the proposed development;
Estimation of vehicular demands on adjacent roadways based on the location of the development area and the proposed access strategy;
Identification of potential intersection operation improvements and roadway geometric improvements to maintain acceptable levels of service on the adjacent roadway network; and
A review of pedestrian desire lines in the vicinity of the site to ensure that the appropriate level of crossing control and proper sight lines are provided.
Throughout the course of the project, ongoing communication and consultation with client group representatives was undertaken to ensure that the most up-to-date information related to the project site was used in the assessment. We believe that our study approach fully addresses the requirements of the assignment and provides a clear understanding of the issues involved.

EXISTING AND FUTURE AREA CHARACTERISTICS
2.1
Development Site Characteristics 2.1.1
Site Location
The development site is located in the southeast quadrant of the Coloniale Way/50 Street intersection within the Coloniale Estates neighbourhood. The subject site is bounded by Coloniale Way to the north, 50 Street to the west, a small commercial office to the east, and residential homes in the Coloniale Estates neighbourhood to the south. The site location is illustrated in Exhibit 2-1. 2.1.2
Existing Zoning
The proposed development site is currently zoned C1 – Neighbourhood Commercial Convenience District. As described in the Town of Beaumont Land Use Bylaw – Bylaw No. 796-12, neighbourhood commercial developments are intended to provide local convenience retail and personal service businesses for residents of the neighbourhood on a day-to-day basis.
2.2
Existing Area Characteristics 2.2.1
Adjacent Land Uses
The Coloniale Estates neighbourhood encompasses approximately three quarter sections of land in northeastern Beaumont. In addition to the construction of the golf course, development has progressed in the two northern quarter sections and includes a combination of residential, commercial, recreational, and institutional land uses. The majority of the land in the vicinity of the proposed convenience store and gas bar has been developed as residential land uses. However, the lot located immediately east of the development site accommodates a commercial office under the C1 Neighbourhood Commercial Convenience zone and the lands to the north are developed as a park, with a soccer field and multi-use trails, and a storm water management facility. As well, Coloniale Estates School is a kindergarten to grade eight school located within a large park space to the east of the proposed development site along Coloniale Way. Lands to the west along 50 Street are zoned C2 Commercial District and are developed with a variety of commercial land uses.

2.2.2
Roadway Network
The roadway network in the immediate vicinity of the development site includes the following:
50 Street is a north-south arterial road that runs through the centre of the Town of Beaumont and serves as the Town’s main street. Adjacent to the site, 50 Street is generally developed as a four-lane roadway and is constructed to an urban cross-section standard. The posted speed limit on 50 Street is 50 km/hr in the vicinity of the development site and illumination is provided along both sides of the roadway.
Coloniale Way is currently constructed as a two-lane major residential collector with on-street parking permitted along both sides of the road between Rue Bouchard and Country Club Drive. The roadway is constructed to an urban cross-section standard and includes a roadway width of about 12.0 metres. The 12.0m major residential collector cross-section is maintained for approximately 70 metres west of Rue Bouchard and then widens to include three westbound lanes, two eastbound lanes, and a centre median. Although not signed, it is generally assumed that parking is restricted through the five-lane cross-section. The posted speed limit on Coloniale Way is 40 km/h and illumination is provided along the north side of the roadway. Boulevard sidewalks are also provided along both sides of the roadway. It is of note that Colonial Way is named Rue Montalet west of 50 Street.
Rue Bouchard is a two-lane minor residential collector roadway that provides access to the Coloniale Estates neighbourhood and connects to 55 Avenue to the south through the Citadel Ridge and St. Vital neighbourhoods. The roadway is constructed to an urban cross-section standard and includes a roadway width of about 11.0 metres. A combination of mono and boulevard sidewalks are provided on both sides of the roadway and illumination is provided along the east side of the roadway in the vicinity of the development site. The posted speed limit on Rue Bouchard is 40 km/h. It is of note that north of Coloniale Way the roadway is named Reichert Drive.
2.2.3
Study Area Intersections
The Coloniale Way/50 Street and Coloniale Way/Rue Bouchard intersections have been identified as being within the key influence area for the proposed development.
The Coloniale Way/50 Street intersection is a signalized four-legged intersection. The north and south approaches along 50 Street each accommodate one left turn bay, two through lanes, and a right turn bay. It is noted that the southbound right turn bay is part of a continuous auxiliary lane developed between a right in/right out access approximately 100 metres north of the Coloniale Way/50 Street intersection and a right in/right out access approximately 300 metres south of the Coloniale Way/50 Street intersection. The east and west approaches are flared to accommodate one leftturn bay, one through lane, and one shared through/right lane. Crosswalks and pedestrian actuated signal heads are provided on all four approaches and the intersection is fully illuminated.

The Coloniale Way/Rue Bouchard intersection is a four-legged unsignalized intersection with stopcontrol on the north and south approaches. All intersection approaches are considered single lane approaches; however, it was noted that that each approach is wide enough to accommodate two lanes of traffic if no vehicles are parked in the vicinity of the intersection. Pedestrians are permitted to cross all four approaches; however, no crosswalk markings or signs are provided.
2.2.4
Traffic Volumes
Bunt & Associates completed AM (7:00 AM to 9:00 AM) and PM (4:00 PM to 6:00 PM) intersection turning movement surveys at the Coloniale Way/50 Street and Coloniale Way/Rue Bouchard intersections on Tuesday, January 19, 2016. Based on the count data, the AM and PM peak hours at the Coloniale Way/50 Street intersection occurred from 7:15 AM to 8:15 AM and 4:30 PM to 5:30 PM respectively, while the AM and PM peak hours at the Coloniale Way/Rue Bouchard intersection occurred from 7:30 AM to 8:30 AM and 4:30 PM to 5:30 PM respectively. For the purposes of this assessment, the peak hours of the Coloniale Way/50 Street intersection were selected as the analysis periods for both intersections. The existing balanced AM and PM peak hour traffic volumes are illustrated in Exhibit 2-2. Summaries of the intersection turning movement counts for both intersections are included in Appendix A.
2.3
Future Area Characteristics 2.3.1
Horizon Year
Based on discussions with Mac’s, the convenience store and gas bar are proposed to be operational by 2018; therefore, 2018 was selected as the study horizon year. 2.3.2
Adjacent Land Uses
Development in the southeast portion of Coloniale Estates is currently in progress or planned for the near future. It is estimated that the current level of residential development in the area represents approximately 50% of the total residential development planned for the Coloniale Estates neighbourhood. Lands to the west of the proposed development site in the Montalet neighbourhood are fully developed. 2.3.3
Roadway Network
Coloniale Way will be extended south to 50 Avenue with ongoing development of the Coloniale Estates neighbourhood. No other improvements have been identified for the roadway network in the general vicinity of the development site.

2.3.4
Background Traffic Volumes
The Town of Beaumont provided intersection turning movement data at the Coloniale Way/50 Street intersection from December 2012, February 2013, and April 2015. Traffic volumes from Tuesdays, Wednesdays, and Thursdays in the data set were reviewed to identify growth patterns at the intersection and along the 50 Street intersection. Based on the review of the data, the following was noted:
Total midweek AM peak hour traffic volumes at the intersections fluctuated between 1,544 vph on February 7, 2013 and 2,103 vph on April 23, 2015. The January 19, 2016 count represented 94% of the average midweek AM peak hour total volumes at the intersection.
Total midweek PM peak hour traffic volumes at the intersection fluctuated between 1,774 vph on December 6, 2012, and 2,827 vph on February 27, 2013. The January 19, 2016 count represented 97% of the average midweek PM peak hour total volumes at the intersection.
Total daily volumes at the intersection fluctuated between 20,906 vpd on December 5, 2012 and 25,676 vpd on February 28, 2013.
Based on a review of the data provided, no obvious short-term growth trends were noted; although, the fluctuations in volumes noted above could have significant impacts on intersection operations. In order to address potential changes in background growth, two approaches were used. A general growth rate of 2.5%/year was applied to all movements at the intersection for two years to estimate 2018 background traffic volumes for use in the assessment. The 2.5% growth rate generally aligns with the projected growth of neighbourhoods assumed in the Range Road 241/Highway 625 TIA. In addition to the application of linear growth, a sensitivity analysis was completed to examine the potential for additional increases in traffic based on the fluctuations noted in the data set provided by the Town of Beaumont. For all scenarios, traffic volumes along Coloniale Way were balanced between the two study area intersections with any increases at the Colonial Way/Rue Bouchard intersection being applied to the east/west through movements. Exhibit 2-3 illustrates the 2018 AM and PM peak hour background traffic volumes.

PROPOSED DEVELOPMENT CHARACTERISTICS
3.1
Proposed Land Use The proposed convenience store and gas bar are planned to be developed on a vacant parcel of land located in the southeast quadrant of the Coloniale Way/50 Street intersection. The site is identified for commercial land uses within Coloniale Estates Area Structure Plan and the Coloniale Estates Outline Plan and is also supported by the current C1 zoning.
3.2
Proposed Site Plan The development initiative is proposed to include a 4,351 SF (404.22 m2) convenience store along the south boundary of the site and five fuel pumps (10 fueling positions) in the north central portion of the site as illustrated in Exhibit 3-1. It is anticipated that the convenience store will be open 24-hours per day, seven days per week.
3.3
Proposed Site Access Two accesses are proposed to the development site: an all-directional access on Coloniale Way and a right in only access on 50 Street. The all-directional access to Coloniale Way is proposed to be located along the east boundary of the site, approximately 125 metres east of the Coloniale Way/50 Street intersection. The right in access, which is currently constructed, is located about 70 metres south of the Coloniale Way/50 Street intersection.
3.4
Truck Loading/Unloading Operations The underground fuel storage compartments are proposed to be located immediately west of the fuel pumps. During loading/unloading operations, tanker-trucks are anticipated to loop through the site entering by way of the right in access on 50 Street and exiting by way of the all-directional access on Coloniale Way. Larger delivery trucks are anticipated to circulate through the site in a similar manner. Smaller delivery trucks may enter and exit the site by way of the all-directional access to Coloniale Way provided they can complete a turnaround maneuver on-site. Deliveries are likely to occur during off-peak hours throughout the evening/night when traffic activity to/from the site are minimal. A 4 metre x 8 metre loading space is proposed to be provided in the parking area located east of the building.

On-Site Parking Supply An on-site parking complement of 30 spaces is planned for the development. Most parking spaces are located along the perimeter of the building with additional parking spaces provided along the west site boundary. Based on a review of the Town of Beaumont Land Use Bylaw No. 796-12, the parking requirement for the Gas Bar land use is three stacking spaces per pump plus one space per 37 m² of GFA. Based on a gross floor area of 404 m2, a parking supply of 11 spaces is required. An on-site parking complement in the order of 30 spaces is anticipated to satisfy the Bylaw parking requirement. In addition to vehicular parking spaces, two bicycle racks accommodating four bicycle parking spaces are planned to be installed immediately west of the convenience store. An on-site bicycle parking supply in the order of four spaces satisfies the Bylaw parking requirement of one bicycle parking stall per 10 vehicle parking spaces or a minimum of four stalls.
3.6
Pedestrian Accommodation Pedestrian accommodation is planned at both vehicle access points to the site. A painted pedestrian walkway is planned to be developed along the east boundary of the site. The painted walkway will extend south from the sidewalk on Coloniale Way, run along the east site boundary, then turn west at a 90Ëš angle to tie into the raised walkway located along the perimeter of the building. Pedestrian accommodation at the right in access includes the development of a sidewalk between the shared-use path along 50 Street and the walkway planned along the perimeter of the building.

SITE GENERATED TRAFFIC CHARACTERISTICS
4.1
Trip Generation Rates AM and PM peak hour trip generation rates from the Institute of Transportation Engineers’ (ITE) Trip Generation Manual, 9th Edition (2012) and measured rates from the City of Edmonton were reviewed for use in the assessment. The ITE Trip Generation Manual includes two land use categories similar to the proposed development: ITE Land Use Code (LUC) 853 – Convenience Market with Gasoline Pumps and ITE LUC 945 – Gasoline/Service Station with Convenience Market. Based on a review of the land use descriptions, ITE LUC 853 – Convenience Market with Gasoline Pumps is associated with land uses where the primary business is the selling of convenience items, not the fueling of vehicles while the reverse is true for ITE LUC 945 – Gasoline/Service Station with Convenience Market. By comparison, the sites measured in the City of Edmonton were 7-11 convenience stores with gas pumps, which reflects the description identified for ITE LUC 853. Table 4-1 summarizes the range of rates published for convenience store/gas bar sites. Table 4-1:

The City of Edmonton trip generation rates were selected for the AM and PM peak hours as the land uses are anticipated to be similar to the sites measured in Edmonton. As well, all three of the sites measured in Edmonton were located on the edges of residential communities at collector/arterial intersections. Table 4-2 summarizes the trip generation for the proposed development site.

As shown in Table 4-2, the proposed convenience store and gas bar is anticipated to generate 124 twoway AM peak hour trips and 172 two-way PM peak hour trips.
4.2
Pass-by Trips The potential convenience store and gas bar trips have been divided into pass-by and primary trips. Primary trips have a destination that is the primary purpose of the trip, while pass-by trips represent an intermediate stop along the way from an origin to a primary destination. For the purposes of this assessment, pass-by trips are assumed to be drawn from 50 Street and Coloniale Way and primary trips are assumed to be drawn from the surrounding residential neighbourhoods. Both primary and pass-by trips utilize the site accesses; while, only primary trips represent new trips on the adjacent roadway network. Based on a review of the ITE Trip Generation Handbook, 3rd Edition, measured pass-by percentages for ITE LUC 853 – Convenience Market with Gasoline Pumps ranged from 48% to 87% with an average of 63% in the AM peak hour and 66% in the PM peak hour, while the measured pass-by percentages for ITE LUC 945 – Gasoline/Services Station with Convenience Market ranged from 46% to 78% with an average of 62% in the AM peak hour and 56% in the PM peak hour. Based on this information, a pass-by percentage of 50% was selected for all time periods included in this assessment. Table 4-3 summarizes the estimated primary and pass-by trips anticipated to be generated by the proposed development. TRAFFIC ANALYSIS
5.1
Intersection Capacity Analysis Assumptions The capacity analysis was completed using Synchro 9.1. Intersection operations are typically rated by two measures. The volume-to-capacity (V/C) ratio describes the extent to which the traffic volumes can be accommodated by the physical capacity of the road configuration and signal control. A value (measured during the peak hour) less than 0.90 indicates that generally, there is sufficient capacity and projected traffic volumes can be accommodated at the intersection. A value between 0.90 and 1.0 suggests unstable operations may occur and volumes are nearing capacity conditions. A calculated value over 1.0 indicates that traffic volumes are theoretically exceeding capacity. The second measure of performance, Level of Service (LOS), is based on the estimated average delay per vehicle among all traffic passing through the intersection. A low average delay merits a LOS A rating. Average delays greater than 80 seconds per vehicle generally produce a LOS F rating for signalized intersections, while average delays greater than 50 seconds per vehicle generally produce a LOS F rating for unsignalized intersections. The methodology includes a number of assumptions that relate to the operating conditions present at the intersections. The following assumptions were used in the assessments.

Assessments were completed for the Coloniale Way/50 Street and Coloniale Way/Rue Bouchard intersections under existing, 2018 background, and 2018 total traffic scenarios, while the Coloniale Way all-directional site access was assessed under the 2018 total traffic scenario only. The 50 Street right in access does not include any conflicting movements; therefore, intersection assessments were not completed for this access. The assessments are summarized in tabular format in the following sections. The geometry assumed for each intersection is included in the assessment tables. Left turn movements, through movements, and right turn movements are represented by “L”, “T”, and “R” respectively in the assessment tables, and lanes are separated by a “/”. For example, an approach whose geometry is described as LT/R features two lanes: one lane accommodating shared left/through movements and a second lane accommodating right turn movements. Traffic control information is also included in the assessment tables. Key signal phasing is identified in the tables, with protected/permitted left turn phasing identified by “Pm+Pt”. From an assessment perspective, the tables summarize the volume to capacity ratios, average delay, Level of Service (LOS), and 95th percentile queues. It is noted that the queues provided may include a footnote

that relates to the ability of the program to estimate the queue accurately. The ‘m’ footnote indicates that the volume entering the intersection is being metered by an upstream intersection. The Synchro help file also provides the following regarding the ‘#’ footnote: “The # footnote indicates that the volume for the 95th percentile cycle exceeds capacity. This traffic was simulated for two complete cycles of 95th percentile traffic to account for the effects of spill over between cycles. If the reported v/c <1 for this movement, the methods used represent a valid method for estimating the 95th percentile queue. In practice, 95th percentile queue shown will rarely be exceeded and the queues shown with the # footnote are acceptable for the design of storage bays.” Results for the signalized intersection assessments are reported by lane group and account for all movements at the intersection, while results for unsignalized intersections are reported for critical movements only (e.g. main street left turns and side street movements).
5.2
Coloniale Way and 50 Street Coloniale Way and 50 Street is a signalized four-legged intersection with the following geometry:
West Approach - one left turn bay, one through lane, and one shared through/right lane;
East Approach - one left turn bay, one through lane, and one shared through/right lane;
South Approach - one left turn bay, two through lanes, and one right turn bay; and
North Approach - one left turn bay, two through lanes, and one right turn bay.
Tables 5-1 and 5-2 summarize the results of the AM and PM peak hour intersection assessments respectively.

The eastbound left turn movement represents a critical movement during the peak 15 minute period; however, the actuated signal timings provide sufficient green time to accommodate the movement. Although Synchro projects long eastbound left turn queues, significant queuing was not noted during the peak 15 minutes during the January 2016 traffic count. Based on the assessment completed, the intersection can accommodate the projected site generated traffic during the AM peak hour.

Based on the proposed access location and the existing Coloniale Way roadway configuration, the intersection was assessed with the following geometry:

5.4.1
Site Access Location
The site access is proposed to be developed within the standard collector cross-section along Coloniale Way. Based on a review of potential sight lines, it is recommended that parking be banned along the south side of Coloniale Way. As well, it is recommended that commercial signs and landscaping greater than 0.5m be restricted within 40m to the west of the access and 25m to the east of the access.
5.5
Sensitivity Analysis Based on a review of historic traffic volumes provided by the Town of Beaumont, total measured traffic volumes at the Coloniale Way/50 Street intersection have fluctuated considerably over the past few years. Therefore, a sensitivity analysis was completed to identify the potential intersection operations if the peak measured volumes were used as the basis of the assessment. These adjusted volumes were determined by increasing the 2018 total traffic volumes based on a comparison of the peak 15 minute flow rates measured in April 2015 and January 2016 by movement. It is noted that the April 2015 northbound through volumes were significantly higher as compared to the January 2016 volumes; however, some turning movements were significantly lower in 2015. This indicates that there are differences in traffic patterns at the intersection when peaking occurs, which was reflected in the assessment. Table 5-6 summarizes the results of the sensitivity analysis. Exhibit A-1 in Appendix A summarizes the peak 15 minute flow rates from the 2015 and 2016 traffic counts, the 2018 total traffic volumes, and the adjusted 2018 total traffic volumes at the Coloniale Way/50 Street intersection.

As shown in Table 5-6, the eastbound left turn was projected to be over capacity using the adjusted 2018 AM peak hour volumes based on the existing signal timings; however, the intersection could operate at acceptable levels of services with minor signal timing adjustments. The intersection is anticipated to operate at acceptable levels of service under the 2018 adjusted peak PM peak traffic flows and no revisions to geometry or signal timings are anticipated to be required. Generally, the sensitivity analysis confirmed that the existing intersection as constructed has sufficient capacity to accommodate projected site generated traffic under a variety of traffic conditions.

Pedestrian Accommodation Pedestrian access to the proposed convenience store and gas bar will be provided via Coloniale Way and 50 Street. Sidewalks are provided along both sides of Coloniale Way and 50 Street, and crosswalks and pedestrian actuated signal heads are provided at the Coloniale Way/50 Street intersection. As well, a recreational trail is provided through Coloniale Park north of the site. An on-site painted pedestrian walkway is planned between the building and the sidewalk on Coloniale Way and a sidewalk is planned between the shared-use path along 50 Street and the walkway planned along the perimeter of the building. While the majority of trips generated by the site are anticipated to be made via private automobile, it is anticipated that a number of pedestrian trips could be generated to the site from Ă&#x2030;cole Coloniale Estates School, especially during lunch hours and after school. As the school is located along the south side of Coloniale Way, students and teachers at the school would only need to cross Rue Bouchard on their way to the site. Rue Bouchard is stop controlled at Coloniale Way and no significant obstructions were noted that might impact sightlines for pedestrian movements at the intersection. Based on the existing traffic control, and consideration of the potential peak pedestrian periods, the installation of a crosswalk is not anticipated to be required on the south approach of the Coloniale Way/Rue Bouchard intersection; however, it should be monitored in the spring/fall months once the convenience store and gas bar is open to confirm pedestrian volumes and operations. It is also noted that the Coloniale Park trail intersects Coloniale Way across from the proposed access location. Based on this configuration, there is the potential for jaywalking to occur at this location. â&#x20AC;&#x153;No Pedestrian Crossingâ&#x20AC;? signs should be installed to identify that this is not a legal crossing point for pedestrians.

CONCLUSIONS AND RECOMMENDATIONS The proposed development includes a 4,351 SF (404.22m2) convenience store and a gas bar with five fueling pumps. Access to the site will be provided via an all-directional access along Coloniale Way and a right in access from 50 Street. The proposed development is consistent with the Coloniale Estates Area Structure Plan and the Coloniale Estates Outline Plan. Based on the assessment completed, the existing transportation infrastructure can accommodate the proposed convenience store and gas bar traffic at acceptable levels of service. The following recommendations are advanced:
Parking should be banned along the north side of Coloniale Way between the site access and 50 Street;
Parking should be banned along the south side of Coloniale Way between Rue Bouchard and 50 Street;
Commercial signs and landscaping greater than 0.5m should be banned on Coloniale Way within 40m west of the access and 25m east of the access;
Pedestrian volumes at the Coloniale Way/Rue Bouchard intersection should be monitored during the spring and/or fall once the development is operational to confirm pedestrian crossing requirements at the intersection; and
“No Pedestrian Crossing” signs should be installed on the north side of Coloniale Way at the south end of the Coloniale Park trail to identify that midblock crossings are not permitted.
The recommended roadway improvement program is illustrated in Exhibit 6-1.
