Key Transition Information

Property Taxes Landowner Taxation Transition Lands and buildings in existence on January 1, 2017 will be taxed each year using the lower of the municipal tax rates established by Leduc County and Beaumont until December 31, 2067. The tax transition will cease if, during any year, one of the following occurs: a) When in any taxation year, a portion of the annexed land and assessable improvements becomes a new parcel of land created: • as a result of subdivision; • as a result of separation of title by registered plan of subdivision; or • by instrument or any other method that occurs at the request of or on behalf of the landowner except where the subdivision of the parcel is from a previously un-subdivided quarter section that is in use for farming purposes at the time of subdivision, or b) When in any taxation year, a portion of the annexed land is re-designated at the request of or on behalf of the landowner, under the land use bylaw in effect at the time for Beaumont, to a land use designation other than the land use designation that was in effect for that portion immediately before January 1, 2017.

After the taxation transition ceases to apply to the annexed land or a portion of it, the annexed land or portion and assessable improvements to it must be assessed and taxed for the purposes of property taxes in the following year in the same manner as other property of the same assessment class in Beaumont is assessed and taxed. One-Parcel-Out Exception The landowner of an un-subdivided quarter section in use for farming purposes may subdivide out one parcel (with or without a farmstead) without triggering Beaumont’s tax rates for the newly created parcel. This exemption permits continued farming operations, where the landowner may wish to retire and remain on the property, while allowing the farming operations to continue.

These factors will not trigger an end to tax protection: • Selling the property • Building new residential, commercial, industrial, and agricultural buildings in accordance with the current Land Use Bylaw • Renovations or additions to residential, commercial, industrial, and agricultural buildings in accordance with the current Land Use Bylaw • Building decks, sheds, fences, or other accessory structures in accordance with the current Land Use Bylaw • Home occupations in accordance with the current Land Use Bylaw

Planning and Development Land Use Zoning In accordance with the Municipal Government Act, Leduc County’s Land Use Bylaw, in effect as of January 1, 2017, shall continue to govern the newly annexed area until proposed developed in the newly annexed area does not meet the purpose of the applicable land use district, or its permitted or discretionary uses. If this occurs, the landowner shall submit an application to redistrict the lands to an appropriate land use district pursuant to Beaumont’s Land Use Bylaw 796-12. It is Beaumont’s intention that when the newly annexed lands are incorporated into Beaumont’s Land Use Bylaw, the regulations will allow for the same land uses and development standards as those currently provided for under Leduc County’s Land Use Bylaw. Owners within the newly annexed area will be able to continue to use their land in the same manner they did before annexation.

Farmland Current land use authorizations will remain in effect. No landowner will be forced to change land use or cease legally existing business operations. The land will remain at the lower tax rate for a period of 51 years. In addition, one parcel may be subdivided out of an un-subdivided quarter section without triggering the higher tax rate.

Development Opportunities Beaumont’s annexation was to secure predominantly undeveloped lands to foster future urban growth. Beaumont intends to encourage development in the newly annexed lands in a planned and orderly fashion. Elements that will influence land use and development decisions include: • Conformance with the new Municipal Development Plan (2017) • Conformance with the Edmonton Metropolitan Region Growth Plan • Land Use Bylaw and applicable policies • The location of existing residential, commercial, and industrial areas • Linkages with existing infrastructure and transportation corridors • Water bodies and sensitive area protection • The landowner’s proposed Area Structure Plan

Detailed long-range planning will be undertaken over future years to address specific land use designations and development requirements. Any zoning and bylaw changes would include consultation with the public and residents of the affected area.

Development Levies The Planning and Infrastructure Department is updating the Transportation Master Plan and Offsite Levy Bylaw. Work on the Transportation Master Plan began in 2015 and is expected to be completed in 2017.

Solid Waste Disposal

Beaumont recognizes landowners within the newly annexed area use the Leduc & District Regional Waste Management Facility (LDRWMF) with no fee to dispose of garbage. This will stay in effect until June 30, 2017. On July 1, 2017, residents will then be required to adhere to the rules assigned for Beaumont by the LDRWMF. The LDRWMF has already mailed out new landfill cards to those residents that currently have cards, and applications to residents that require a landfill card. User fees apply and will follow the LDRWMF fee schedule. Please note that only residential waste is accepted using the LDRWMF landfill cards. All commercial waste must follow the LDRWMF fee schedule. Recyclable material can be dropped off at the LDRWMF at no charge. For a full list of recyclable materials, please download our Keep It Green Beaumont App for iPhone or Android.

Business Licenses

All businesses conducting business or located within Beaumont are required to obtain a business license. For more detailed information about the business licensing process and requirements go to www.beaumont.ab.ca/business. Hunting

Hunting is a federally and provincially regulated activity. Beaumont’s bylaws will not change existing hunting regulations in the newly annexed area.

Firearms

Beaumont will work toward amending existing bylaws to be consistent with Leduc County.

Off-Highway Vehicles

Beaumont will work toward amending existing bylaw to be consistent with Leduc County to permit the use of off-highway vehicles within the newly annexed area.

Animal Control

• Beaumont animal licenses will be provided to residents of the newly annexed area at no cost for 2017. • While owners are required to license cats within the previous town limits, the bylaw will be amended to be consistent with Leduc County in the newly annexed area. • Beaumont does not have restricted breeds for dogs – a vicious or nuisance animal designation is only applied if demonstrated behaviour makes it necessary.

Keeping of Livestock

Livestock is permitted based on your permitted or discretionary land use. If you were previously permitted to keep livestock under Leduc County regulations, you will continue to be permitted under Beaumont’s regulations.

Snow Removal and Road Maintenance

Beaumont has worked with Leduc County to review the current level of service for activities such as road grading and road plowing within the newly annexed area. Beaumont is working on adopting service levels that will confirm the level of service provided.

Addressing

There will be no changes to civic addressing until development begins to take place. You may wish to change your municipality to Beaumont instead of Leduc County. In either case, Canada Post advises that mail will be delivered correctly based on the postal code.

Road Naming

Township and Range Roads will eventually transition to Beaumont road names; however, this will not impact your civic address. Both road names will be shown on signage. Road names that are not converted immediately will be renamed as development occurs.

Weed Control and Other Agricultural Services

Beaumont is committed to maintaining the same level of service as was provided by Leduc County for weed control, garbage pick-up in ditches, roadside ditch mowing and brushing, and mosquito control. Compliance as per the following Acts will be followed. • Weed Control Act • Agricultural Pests Act • Soil Conservation Act • Animal Health Act

Schools

There is no impact to students that attend Black Gold Regional Schools, St. Thomas Aquinas Roman Catholic Schools, or Conseil scolaire Centre-Nord students due to annexation.

Beaumont’s emergency services are well positioned to provide emergency services to the newly annexed area. The strategic location of our RCMP detachment and fire station, and current staffing will meet response needs. Crews have tested radio communication and are educated in rural addressing. Where is the newly annexed area? The newly annexed area is the area that has been annexed effective January 1, 2017. See map on page 7.
