Collaboration the way forward for Edmonton, Beaumont, Leduc County In February, the City of Edmonton, Town of Beaumont and Leduc County formally committed to collaborating on joint planning, through the signing of the Intermunicipal Planning Framework Agreement. “The new framework agreement creates an opportunity to excel our region through collaborative planning that will ensure our communities are serving our current and future residents,” says Town of Beaumont Mayor John Stewart. “This allows the Town of Beaumont to better plan for the future while continuing to build a sustainable community.” “The framework is a significant achievement for the City, the Town and the County in demonstrating that a collaborative outcome can be reached in spite of its complexity,” says Edmonton Mayor Don Iveson. “An effective Edmonton Metropolitan Region is about our capacity to negotiate and manage shared investment and shared benefits. Working together for the greater good and supporting the health of our whole region is vital to ensuring our collective prosperity as a successful Edmonton Metropolitan Region.” “We each have strengths as individual municipalities, but are stronger when

we work together. This framework is a commitment to one another and our residents to jointly plan for the benefit of the region,” says Leduc County Mayor Tanni Doblanko. “Leduc County believes in collaboration and is excited to partner with the Town of Beaumont and City of Edmonton on this framework agreement.” The agreement was approved by all three municipalities Tuesday, and is a commitment to joint planning and an acknowledgment of the interconnected and interdependent relationships. The Agreement strengthens the relationship and confirms the agreement to uphold collaboration and bring an enhanced level of value to residents and taxpayers. The approval of the Agreement will see the City of Edmonton remove the nine quarter sections in the Town of Beaumont from the City’s annexation application and the Town of Beaumont will support the City’s amended annexation application at the Municipal Government Board. 2017 Family and Community Support Services Annual Report 2017 was another busy and exciting year for FCSS. Thanks in part to your input, we finalized the Needs Assessment! While there weren’t any huge surprises, you did share valuable information that will help FCSS plan programs and services for the future. FCSS also commenced the development of a Framework for Early Childhood Development, that will be completed in 2018. Please enjoy this brief update: we look forward to engaging with you in 2018!!! Movie in the Park

Ongoing Programs

Despite the frigid temperature, we hosted another successful Movie in the Park in September! Rebecca Munchrath won the Chantal Bérubé “Youth of the Year” award for 2017. Nostalgia was high for this event as we watched E.T. and enjoyed some Reese’s Pieces under the stars.

Asset Building Highlights:

The School Age Site took part in the annual Communities in Bloom contest and served lemonade and fresh vegetables from their garden. This year marks the 10 year anniversary of the School.

Beaumont had adopted the 40 Developmental Assets philosophy to be implemented in programs and events that help our young people grow up healthy, caring and responsible. Events and programs run throughout the year to empower and educate the residents of Beaumont on how to engage with youth and help them to build even more of the 40 Developmental Assets. Through our community events, we try to create an environment where youth feel valued and have opportunities to grow. In addition to the great success of the Movie in the Park, FCSS facilitated the following events: • Amazing Race event was held in April, with great success! We thank all of the business and agency partners in helping bring this event to life. • FCSS facilitated 10 Asset Building Block Parties last year, providing a great way for residents to meet and build assets with their neighbours. • Family Fun BBQ at the FCSS site as well as a Skatepark BBQ in partnership with the Chantal Bérubé Youth Centre To learn more about the 40 Developmental Assets, please visit www.search-institute.org

Beaumont Child Care Services Highlights: The Early Learning Child Care Center celebrated National Child Day with a story teller and a hot lunch fundraiser raising money for donations that went to Beaumont Christmas Elves and the local Pet Foodbank.

Chantal Bérubé Youth Centre Highlights In March 2017, 12 youth from the Chantal Bérubé Youth Centre travelled to the Strathcona Wilderness Centre for our annual Wellness Retreat. Youth participated in yoga sessions, meditation, creative art sessions and an outdoor survival session. The Queer Straight Alliance from ESBCHS high school hosted a spring dance at the Chantal Bérubé Youth Centre! With over 40 youth in attendance everyone had a great time! FCSS Community BBQ A great way to build strong communities. Including fun and games!

Community Development Coordinators supported over 340 children in Beaumont Schools in 2017

72 families received hampers from Beaumont Christmas Elves, 128 adults and 143 children were helped!

Climb a Hill for Jill FCSS raised awareness about family violence issues in our community. Canada 150 In Beaumont, seniors and children from the Early Learning Child Care Centre participated in Canadian Themed Activities to celebrate Canada 150.

Council has approved the budgets for 2018. The budgets include a number of new capital projects and the continuation of several ongoing initiatives, with the goal of improving the quality of life for Beaumont residents while preparing for future growth. New initiatives These new projects and activities will get underway in 2018: • Beaumont Society for the Arts grant • Neighbourhood Renewal Program, including Township Road 510 Overlay and upgrade to entrance to KNRRC off of 55 Avenue • Reservoir #1 – Main Pump House (4803-57 Street) Upgrades, including relocating the basketball court • Fire - Replace Unit 102 Fire Utility Vehicle • Four Seasons Park Upgrade - Pedestrian Bridge Replacement, Self-Cleaning Washroom and Stage • CCBCC – Audio Visual System • Parks - Mechanical equipment – Landscaping and site development • Aqua-Fit Phase 2- Subject to grant funding from government • Recreation and Facilities Master Plan • Electronic Permitting System • Additional tree planting over the 2018 and 2019

Seniors’ Week Each year, Albertans are encouraged to acknowledge our elders during Seniors’ Week.

Ongoing initiatives These projects are underway and will continue in 2018: • Central Area Redevelopment Plan Review & Update – forms part of CARES Grant application • French Village Guidelines and Land Use Bylaw Amendments – forms part of 2017 CARES Grant application • Downtown Urban Design Concept Plan Implementation – Design of Water and Sanitary Sewer • Fire Master Plan and Fire Excellence Review • Four Seasons Park Expansion Study • 60 Street Improvements • Asset Management Priority System • Park & Ride Upgrades • Skate Park Improvements For 2018, the operating budget is $47.4 million and the capital budget is $32.586 million. The proposed mill rate increase is 2.0% with the mill/tax rates being set when 2018 school requisitions and property tax assessments are confirmed. Assessment and tax notices will be mailed out at the end of May. Utility rates will be decreased by $19.19 for a household consuming an average of 218m3/year. The net decrease in utility rates is the result of a reduction in curbside collection fees of $57.96/year, which was offset by rate increases passed on to utility users from increased rates from the Water and Wastewater Commissions. Beaumont continues to operate on a self-funded utility model. Please contact your elected officials or Beaumont staff should you require additional details.

Our Centre-Ville is a project targeted at creating local investment in the development and redevelopment of the historic and cultural heart of our community, Centre-Ville. The Our Centre-ville project includes the following elements:

• A review and update of our Central Area Redevelopment Plan (a statutory plan which provides the framework for guiding development and redevelopment in Centre-Ville) • The creation of a parking strategy for Centre-ville • A review and update of the French Village Design Guidelines (a set of guidelines that provide direction on building and site design for commercial and multi-family buildings in Beaumont) • The creation of an Economic Development Framework We will be engaging the community over the next year to hear what you think on a variety of topics related to Our Centre-ville! Come and enjoy dinner, entertainment and presentation of the annual awards for the Philip Ki Jooh Oh Volunteer of the Year and Youth Volunteer of the Year. Please contact the Community Organization you volunteer with to register your attendance. Communities in Bloom Breakfast Saturday, May 5, 9:00-11:30pm, CCBCC Kick-off spring with a free Pancake Breakfast held annually on the first Saturday in May. There will be activities for kids and a Community Fair of non-profit organizations and program partners with information and products for beautifying your outdoor spaces this season.
