Message from the Mayor

D

uring our nationally recognized visioning process, we reached out to 5,000 people. We asked them what they cared about. We sought their vision for Beaverton’s future. What they shared has guided us ever since. Today, 94 percent of the vision action items are underway or accomplished—and we’re now working on a 5-year vision and Comprehensive Plan update titled “What’s Next, Beaverton?â€? We’re doing this because we must always stay focused on our community’s priorities. As part of the community vision process, residents said many things, including how they valued public safety and how they wanted their city to foster a more vibrant downtown. Our downtown area is enjoying new investment thanks to local developer ScanlanKemperBard. This Portland-based company is making a variety of improvements at The Round. Good things are happening at The Round. Since the city purchased The Beaverton Building at The Round, the second and third Ă€RRUV DUH QHDUO\ IXOO\ OHDVHG² bringing in $900,000 per year in

revenue. In addition, we erased a $13.5 million obligation (by eliminating the costly lease for the central heating and cooling plant). By late summer, 175 city staff will move to The Beaverton Building, strengthening our downtown. With city services moving to The Round, LWœV WLPH ZH UHWUR¿W WKH FXUUHQW *ULI¿WK 'ULYH EXLOGing. This building will be home to our police, municipal court and emergency services staff. In its current state, the building is not safe or VHFXUH -XVW OLNH ¿UH VWDWLRQV PXVW be constructed to withstand natural disasters— and be operational—a police facility must also meet the same standards. Our current facility would not. In 2014, Beaverton was recognized as the safest city in the 3DFL¿F 1RUWKZHVW E\ &4 3UHVV We’re safe because we invest in public safety. Please support our police and our city in November, DQG OHWœV ¿[ WKHVH VDIHW\ DQG VHFXrity issues. Beaverton is a safe and livable community. By working together, we will bring our community’s vision to life.

The Beaverton Resource Guide (BRG) is a free monthly community paper written, edited and published in Beaverton, by Beaverton residents and for the businesses and people of Beaverton, Oregon, USA. Cedar House Media published the ďŹ rst edition in April of 2011 featuring local businesses, community news, and the Farmers Market. That ďŹ rst issue was 16 pages. Today, the paper is 32 pages and sponsored by a diverse cross section of public and private community organizations.

Beaverton has so many positive attributes and many go unnoticed. The BRG is our way of giving back to the community by highlighting what makes our city a great place to live, work and shop. The C Th Care & Feeding of Your Home: Some Thoughts on Fence Repair

A

s a handyman, I was asked from time to time to repair damaged fences and gates so I thought I’d share some of my observations from the past seventeen years. First of all, the majority of fences I was asked to repair are wood and of those, the vast majority of the damage was preventable. The most common failure occurs at the bottom of the fence boards, where they have rotted away, because someone let the landscaping stay in contact with them. Fire is the only thing more damaging to your home than water and, in this case, I’m going to include your wood fence as part of the home. :KHQ WKH IHQFH ZDV ¿UVW EXLOW the fence boards were probably an inch or two off the ground, but as

bark chips and other landscaping got added, the space disappeared and now the bottoms of the boards are buried in damp mulch all year long. And, I know that you’ve been told that cedar holds up well – it does – against bugs. But it rots just like any other cellulose. So, how do you correct the SUREOHP" 7KH ¿UVW WKLQJ WR GR LV get into your garden and remove a bunch of the mulch that has built up at the bottom of the fence line and then examine it for damage. Assuming it’s not too extensive, just keep the fence line clear each year when you add landscaping materials and the wood will dry out. It used to take the better part of a day to replace a post, but with the invention of the Stur-D Fence Post Bracket, I re-use the old post and it only takes about half an hour. These can be built IURP VFUDWFK DQG WKH\ GH¿QLWHO\ look more craftsmanlike, but I’ve been using the prefab steel frame method for the past three years.

I keep stainless steel fasteners loaded in one of my nail guns for this purpose, because anything other than that or aluminum will react with the acids in the board, causing a stain to bleed down from the nail. You might choose to use a special polymer coated screw, but all things considered, replacing a few boards with 8 penny, galvanized nails will simply never be seen.

his well-known forest tree can reach up to 200 foot tall in some areas of the northwest, but usually only reach 50 to 70 foot in landscapes. And up to 20 foot in diameter, the western red cedar has one of the broadest bases of northwest trees. Tolerating shearing well, western red cedar can be used as a hedge or screen and can be planted near buildings because of its narrow crown. Western red

cedars naturally can be found on river banks, swamps, and bogs. The red cedar is very durable and decay resistant which makes it ideal for many applications, most FRPPRQO\ DV URRÂżQJ VKLQJOHV deck boards, fences, and as siding. Native Americans used cedar to make totem poles and canoes, and XVHG WKH ORQJ ÂżEHUHG EDUN WR PDNH clothing, rope, mats, and baskets. t is important to prune your tree the right way since the health of the tree depends on it. Whether you are training a tree to grow a certain way when it is young or removing dead branches. If you cut them the proper way it will heal better and be less susceptible to problems, such as: ‡ Cutting too close into the branch collar will cause the tree to not heal over correctly and may cause a cavity to form over time; ‡ Also cutting too far away from the branch collar will cause a branch stub which will prevent the tree from healing over the part of the branch left over. Below is a diagram of the threecut method that will insure that a

proper cut has been made. 1. First make a bottom cut to prevent peeling of bark down the side of the tree trunk. 2. Then cut off the bulk of the branch. 3. Last step is to cut off the remaining stub at the branch collar; this enables the tree to compartmentalize over the wound. If these instructions are followed your tree will be in good health and after time the cut will no longer be noticeable. This is the basic technique for removing small 1 ½ inch to 4 inch branches. 17-year-old from Beaverton Named National Young Marine of the Year

17-year-old boy from Beaverton has been named the National Young Marine of the Year. Blake DeWeese said he’s been passionate about the military since he was 11 years old. Earlier this year, he spent eight days in Iwo Jima and Guam to learn more about World War II. He said he’s honored by his new title, and hopes to inspire other teenagers to learn more about the military. Having moved to the Beaverton/Cedar Hills area from Michigan via California and Washington in 1965, Thomas began making art at an early age. He remembers spray painting masonite wood boards black, then pouring his model paints on them and watching all the colors blend together. “It was pretty cool.â€? Paving Canyon, the Great Plank Road

In the early 1900s, Canyon Road was either muddy or dusty.

I

n 1914, the Oregonian reported that every businessman in Beaverton agreed to close their businesses and “all hands� would work on the roads leading to Beaverton. Such was the effort to improve the roads through the city that “Every...man...agreed to take hoe, shovel...or whatever tool... that can be used in improving the roads.� It’s hard to imagine that kind of community effort but there was a tremendous push to encourage motor travel for both tourism and commerce in the early 1900s.

In 1920, the paving and regrading was completed on the “Great Plank Road�, much to the delight of business owners, farmers and adventuring motorists. After a year of work, the route that became known as Canyon Road was paved with concrete pavement and became an important link between Portland and the Tualatin Valley. Prior to paving, the road was laid with wood planks and paved with “macadam pavement�. According to an article in the Oregonian from October 1920, the former road was a “terror to the traveler� with “bumps [laying] like waves on a roughened sea.� First established as a road in the 1850s, the route was an important one for both commerce and tourism. Canyon Road took travelers from Jefferson Street in Portland to Beaverton. It connected with a route to Beaverton via Terwilliger Boulevard and Bertha Station (this later became known

as Bertha-Beaverton and then Beaverton-Hillsdale Highway) and also connected with a route from Hillsboro to Forest Grove. The Canyon Road route to Beaverton was only 8 miles, compared to 10 miles if one was traveling the Terwilliger route. The biggest challenge to motorists after the paving was a steep 8-9% grade from Jefferson Street to “the hamlet of Sylvan� (now known as “Sylvan Hill�). This was

an improvement over the 10-15% grade prior to the re-grading in 1920. It was so steep that the Portland Motorcycle Club held a race up the hill in 1915 to test the power and speed of several models of motorcycles, including a threespeed Harley Davidson. The improvements cut travel time nearly in half, reporting that a trip that once took an hour from Portland to Beaverton, only took a half hour after the paving and

re-grading of the road. Prior to the improvements it was reported that it could take two hours to reach Hillsboro. Once the paving was complete it was boasted that you could travel the whole loop from Terwilliger to Beaverton and back to Portland via Canyon in just under three hours. Today’s commuters traveling the modern route from Beaverton to Portland using Highway 26 PLJKW ÂżQG LW LURQLF WKDW GXULQJ UXVK KRXU WUDIÂżF LW FDQ WDNH MXVW DV ORQJ if not longer, to navigate the same route as our early counterparts. The early efforts of Beaverton business owners, farmers (the Grange heavily supported the road LPSURYHPHQWV DQG FRXQW\ RIÂżcials, ensured that the “Gateway to the Tualatin Valleyâ€? was an easily traveled route for many years to come. Zoo News is Good News: Study Investigates ‘Extreme Pikas’ Of Columbia Gorge

cientists may be a step closer to understanding one of the cutest HQLJPDV LQ WKH 3DFLÂżF 1RUWKZHVW the mysterious Columbia Gorge pika. With an assist from the Oregon Zoo Foundation’s Future for Wildlife grant program, a U.S. Geological Survey study has enlisted technicians and more than 175 volunteers to scour the Columbia Gorge for these croissant-sized rabbit cousins, whose typically high-altitude habitat makes them vulnerable to climate change. Columbia Gorge pikas are the lowest-elevation pikas in the U.S. The study aims to discover where these “extremeâ€? pikas

are — and aren’t — living in the Columbia Gorge, and to understand what factors may dictate their distribution. The study will ultimately be used by citizen science groups to measure any future changes that may occur. “This is not sampling — this is a

true census,� said U.S. Geological Survey researcher Erik Beever. “We have walked literally every trail section and driven every nonprivate road under 1,000 meters in the Gorge, and surveyed for pikas at all patches on or visibly adjacent to those trails that could be safely

surveyed.� The three-year study surveyed 50 miles of the Gorge on both sides of the Columbia River — from Troutdale to Hood River in Oregon, and from Camas to White Salmon in Washington. According to Beever, data from the study will be used to inform any future conservation and management efforts, if active management becomes imminent. Beever’s study will conclude in September, but citizen-science pika surveys will continue. Beaverton Car Guy: Should I Purchase an Extended Warranty ?

S

ome people ask why they should have an extended warranty on theirBrand New Car. In my opinion, if you buy a new car, it’s still a machine with moving parts that break down over time. I look at it this way: if I were planning on making payments on a vehicle for say 2-3 years after the

Factory warranty expires, I would indeed purchase the extended warranty since these are the years the car is likely to need it most. The main argument against it is cost and you do need to look at your budget. But when adding a few dollars packed into the payment when you purchase the vehicle, you can get up to a 7 year, 100,000 mile warranty that is basically a complete duplicate of the factory warranty. Note that the 7/100k does start from the date the vehicle is purchased. It’s basically breakdown insurance that becomes easier to swallow than the cost of a huge repair, (Engine/Transmission). The warranty will pay for labor, parts,

as well as alternate transportation. So while your vehicle is being repaired, you will have another vehicle to drive to limitsthe amount

of inconvenience. Another important point to consider is that the price of the warranty is something that the client can negotiate with

the dealership during the signing of the documents. And in the event, you decide to trade in the vehicle, the warranty can be cancelled and a pro-rated refund issued. Or if the vehicle is sold, the warranty can be used as added value to the future owner. By Larry Ferguson

Avoiding Blind Spots by Buses and Trucks

M

any people falsely believe that truck and bus drivers can see the road better because they sit higher and can see over the top of cars in front of them. But even with large mirrors, they have serious side and rear blind spots where your small vehicle or motorcycle can completely disappear from view. How do you know if you are in a blind spot? If you cannot see the bus or truck driver in their side mirrors, the driver cannot see you.

They have a right to expect that you will obey the law by slowing or stopping to let them pull into the travel lane, so please yield to them. The law is ORS 811.167. Q:

What controls the timing of trafďŹ c signals? I was at a light ht that turned green then after 2 cars went through went right back to yellow. It was way too fast for what hat that signal normally does. What at gives?

Every trafďŹ c signal has a time set for the signal to go through a complete cycle that serves each movement around the intersection. Each movement has a set minimum and maximum green time out of the cycle time. If the signal detects a vehicle on one of the approaches, it will serve the minimum green and then it will start extending the green past the minimum time as cars start going over the detector. Each time a vehicle goes over the detector the signal will increase the green time incrementally until it reaches the maximum green for that movement. The detector also has a timer that if it does not detect any vehicle within this time (gap time) the signal indication will change to serve the next movement in the cycle. The signal turned yellow for this person could have been due to starting late and reaching the detector past the gap time or a malfunctioning detector. Can you get a ticket for driving too slow? And if so, how slow is too slow?

A: Yes, you can be cited for driving too slow. The law does not assign a numerical value to how slow your vehicle speed would have to be to get cited but it does provide, under ‘ORS 811.130 Impeding TrafďŹ c’, some rules to follow. It states simply that you cannot impede or block the normal or reasonable ow of trafďŹ c. This offense is a class D violation and the presumptive ďŹ ne is set at $110.

Senior Citizen’s Advisory Committee: Viva Village!

V

iva Village is one of the newest village developments in the Portland Metro area. Based in the Beaverton area, it is one of seven new villages now forming under 9LOODJHV 1: D QRQ SURÂżW RUJDQLzation created in 2011. A village is not a place, it is a group of likeminded people in a geographic area who come together to develop the resources they will need to age comfortably in their own homes. Village members pay a membership fee and, in return, receive volunteer and discounted professional services as well as social activities, health and wellness programs and educational opportunities. Transportation is one of the key elements. The Beaverton area village boundaries take in much of the city as well as Cedar Hills, Cedar Mill, some areas in the west slope and areas north of the city limits. The co-leaders of Viva Village! are Rae Barsotti Coleman and Jolinda Osbourne. They began the effort of forming the village earlier this year by starting monthly Planning Group meetings. A cadre of dedicated volunteers is laying the groundwork to establish the local village by building awareness and raising the necessary funds to start

the village. Viva Village! will not launch and offer services until this is completed. More than 110 Villages now exist in the United States, with another 120 or so in development, according to the national Village to Village Network (VtV). The movement was started in response to the increasing number of seniors who prefer to stay at home as they age instead of being relegated to a costly senior community or care center. The number of seniors nationwide is projected to double in the next decades due to the retiring baby boomer generation. Innovative solutions to supplying their needs are in great demand and the village movement is one response. Top 10 things NOT to Do in Your Ring Tips from Your Neighborhood Friends at Smith & Bevill

t’s summer, the time of year we all love taking advantage of this wonderful weather. But it’s also the time of year we see lots of ring injuries- here are our top 10 things NOT to do with your ring on (or any jewelry for that matter.) t 10. Fishing and Hunting: Our hands shrink when they hit cold and salt water. Don’t risk letting go of the prized trout to save your wedding band. The deer and salmon don’t care about your ring- your spouse does. t 9. Gardening/Home Repair: any time you are using tools and grasping handles, it’s a great time to leave your rings inside. The steel blades of garden tools can easily chip your diamond. And gripping the handle of the shovel even with gloves on will be enough to bend even the strongest band. Cleaning WKH JXWWHUV" 'H¿QLWHO\ OHDYH the ring inside. It is one of the most common ways to not only ORVH \RXU ULQJ EXW \RXU ¿QJHU t 8. Moving: no one really likes moving, especially your rings. Packing involves putting your hands in and out of cupboards, wrapping things in rough paper and lifting lots of heavy boxes. Laundry, Dishes and General Housekeeping: We all want a tidy house, but make sure you take off your rings or at the very least use gloves when cleaning. The chemicals in common cleaning products can damage and discolor the

metals in your ring and even some stones. Reaching in and out of a washer and dryer is a wonderful opportunity to knock and bend your ring. t 6. Swimming/Hot Tubbing: The pool and hot tub are a double threat to your jewelry: ¿QJHUV VKULQN LQ WKH SRRO making rings slip off easily and the chemicals in them are VERY corrosive. Chlorine and Bromine with repeated exposure will leach out some of the metals in your ring weakening it over time. Silver can change color when exposed to these chemicals. t 5. Moving Furniture: Its DIY season and a fresh coat of paint and new furniture arrangement freshen your home. But your ring doesn’t like to do heavy lifting. ecently I experienced one of WKRVH UDUH VXPPHU Ă€X EXJV that feels so misplaced in the glorious fun and sun of the season you’d swear you were in an alternate universe‌or a dark comedy. It hit me unexpectedly, when I was home alone with the 5 yr-old, and it occurred to me after the virus had passed how differently each child handled my misery and incompetence—and what it possibly predicts about my future caretakers. Walking up the stairs one beautiful July afternoon, I suddenly felt so dizzy that I stopped midway to rest my head on the carpet, not even noticing how badly it needed vacuuming. I crawled to the landing and laid there as the world spun. My almost-kindergartner knelt beside me and stared deeply into my eyes until she was two inches from my face. “Are you OKAY? Because you don’t look very normal. Or very healthy,â€? she said in a reprimanding voice. “No, sugar, I’m not. Mommy doesn’t feel well.â€? Pause. “Perhaps,â€? she responded sympathetically, “it’s because you’re carrying too much WEIGHT?â€? Perhaps. But maybe we could save the topic of my Body Mass Index for another time? “Should I call 8-1-1? Or 4-4 snowman?â€? she asked. Honey, if you make this room stop spinning, I will let you call Disneyland and book us a trip! “No, noâ€?, I said, “let’s just wait til sister gets home from swim and she can take care of you, okay?â€? “Um, okay. But aren’t YOU supposed to pick her up??â€? Oh yeah. Right. Hence, I began the slow descent down the stairs on my bottom, so

Good idea!â€? she hollered. “Let’s play ROLLERCOASTER!â€? as she plopped next to me, trying to race down the stairs on her tush. “Mommy is actually going SLOWLY. And talking SOFTLY. Can you tell?â€? “YES!!! I mean ‘yes’â€?, she said in a whisper. “But how long do we have to play this way? Cause I have to tell you‌it’s not very fun for me?â€? How about until mommy stops feeling like she is NOT going to make it to the bathroom? Just that long. I’ll skip most of the details for you, but I not only made it to the bathroom‌and even made a phone call to the 12 yr-old that she QHHGHG WR ÂżQG D ULGH KRPH :KHQ she arrived, I knew she was worried because she immediately did everything I asked of her and then some. I requested a couple of items to be handed to me in the bathroom, and she opened the door a millimeter of a crack and slid them through, as not to infect herself with my aura. “Mom?â€? she called safely from another room, “I’m just going to take Kiana upstairs, okay? I’ve fed her lunch, cleaned up, and left out everything you need. Let me know if you have appointments I need to cancel? And call if you need me.â€? (Captain of the ship, that girl-- but she will never be caught ZLSLQJ XS ERGLO\ Ă€XLGV

The 5th grader came home from camp shortly after that and immediately put a cold rag to my forehead. “Can I rub your back? Do you want to throw-up? Does a glass of 7-Up sound good??� She

covered me in blankets, propped my pillow, and found me a clean shirt. She even tried to wash out my beloved bucket, which I said “NOâ€? to a little too loudly. “Okay, then. I’ll just sit here til you feel better.â€? (This one will probably have 13 children and never get irritated with a single one of them.) The 5 yr-old returned to the family room and demanded to know if I was still out of it. “Yes, honey, but I’m sure I’m getting better. Just give me a few minutes.â€? “Alright,â€? she said in exasperation. “I’m guess I’m just gonna have to PUSH you in the wagon to Menchie’s! It’ll be FUN!! You’ll feel better after ‘fro-yo’ with whipped cream!! And maybe some little sour worms?? I promise.â€? Um, barf. And it dawned on me days later, once I’d recovered, that I’d lucked out in the best way-- I don’t have just one offspring who will be stuck with me in my senior years, but maybe three who can do their parts: one who is organized enough WR RYHUVHH P\ ÂżQDQFHV DQG HVWDWH planning; a personal nurse, who isn’t averse to dealing with the least desirable parts of the human condition; and the entertainer, who will bust me out of the rest home for a little fun—probably when I need it the most!
